Domestic aviation rebounds this year
The local aviation industry, which was badly hit by the global health crisis, is seen to achieve full recovery this year. This was according to the International Air Transport Association in a recent forum organized by the European Chamber of Commerce of the Philippines. During the Aviation Forum last week, Yuli Thompson, area manager for the IATA in Southeast Asia, said the Philippines and the rest of the Asia Pacific region’s aviation market is swiftly recovering and seeing a consistent rise in terms of growth in international and domestic travel. Thompson said passenger traffic trends for international flights in the Philippines were logged at 75 percent of 2019 levels as of June 2023. As for the Asia Pacific passenger forecast, Yuli maintained that domestic travel will fully recover in 2023, while international travel will occur sometime in 2026. Further, Asia Pacific will be seen to lead in traffic growth in the next 20 years. “However, overcoming current challenges riding on the current momentum, and meeting full recovery will require strong interventions from all players in the aviation sector,” he said. Infra investments For his part, Cebu Pacific Air chief executive officer Michael Szucs emphasized the need to invest in infrastructure, citing that “Philippine carriers will need to quadruple in size to cater to growing demand.” In her keynote speech, Secretary Grace Poe urged stakeholders to support necessary infrastructure investments, especially following the air system glitch incident earlier this year. The senator called for the acquisition of a new Communication, Navigation, and Surveillance/Air Traffic Management. Poe also recommended the hiring of a third-party maintenance provider for the CNS/ATM system. “It is my hope that the government, the private sector, and other stakeholders can work together and collaborate on air transport projects which will not only generate economic growth but also provide our people with excellent and affordable public services that can improve the quality of life for all,” she said. Also filed by Poe is Senate Bill 1121 which proposes the creation of a Philippine Transportation Safety Board. Under the directive of the current Marcos administration, Department of Transportation Undersecretary for Aviation and Airports Roberto Lim highlighted the government’s key priorities, including aviation safety and strengthening of learning institutions. Lim further noted the agency’s priority of strengthening the Civil Aviation Training Center and engaging with the private sector as close partners for Air Transport Skills Training and Development. “If we are able to train our air traffic controllers, we would not only meet our own requirements, but the requirements of other countries. We can develop this on an institutional basis,” said Lim. Open up the industry Kurt Edwards, director general of the International Business Aviation Council, also raised the fact that much could be gained “by opening the industry and making it more known to people.” In terms of managing safety risks, Captain Manuel Antonio Tamayo, director general of the Civil Aviation Authority of the Philippines, shared initiatives to advance safety capabilities in the aviation sector through the State Safety Program. The program employs a risk-based approach to regulations, capacity building and integration of a new organizational structure for monitoring and evaluation. Meanwhile, Transportation Secretary Jaime Bautista stressed that the DOTr’s goal to rehabilitate the Ninoy Aquino International Airport through a public-private partnership agreement, which he said, will present a “landmark opportunity for economic growth, improved infrastructure, and a world-class travel experience.” Added Bautista, “We are also developing regional airports, such as the unsolicited proposals for the operations and maintenance of the Bicol International Airport, Bohol-Panglao International Airport and Laguindingan Airport.” The post Domestic aviation rebounds this year appeared first on Daily Tribune......»»
Bong Go aids Borongan fire victims
Senator Christopher “Bong” Go provided assistance to 22 fire-hit households in Barangay Calingatngan, Borongan City, Eastern Samar on Tuesday, 26 September. In coordination with Calingatngan Barangay Captain Edwin Anasarias, the affected families received financial assistance, grocery packs, clean drinking water, snacks, and shirts from the senator. Select recipients also received shoes, mobile phones, and balls for basketball and volleyball. Meanwhile, the Department of Trade and Industry and the National Housing Authority conducted their respective assessments wherein qualified recipients may receive necessary livelihood support and housing assistance, respectively. “Huwag po kayong mawalan ng pag-asa, ang importante ay buhay kayo. Ang gamit po ay napapalitan, ang pera ay kikitain pero ang pera ay hindi nabibili ang buhay. A lost life is a lost life forever. Kaya pangalagaan natin ang buhay na binigay sa atin ng Panginoon,” Go said in a video message. Go then highlighted Republic Act No. 11589, also known as the Bureau of Fire (BFP) Protection Modernization Act of 2021. The said law, which was authored and co-sponsored by Go, mandates the BFP to undergo a ten-year modernization program that will improve the capabilities of the agency by implementing a ten-year modernization program, which includes recruiting more firefighters, acquiring new fire equipment, and developing specialized training, among others. Go, chairperson of the Senate Committee on Health and Demography, also encouraged residents with health concerns to seek the services of the Malasakit Center located at Eastern Samar Provincial Hospital in the city. Designed to assist poor and indigent Filipinos, the Malasakit Center is a one-stop shop where all relevant agencies are brought together under one roof to ensure that medical assistance programs are within the patients’ reach. The Malasakit Centers Act of 2019, principally sponsored and authored by Go, has successfully assisted more than three million Filipinos with 159 operational centers nationwide. Go, vice chairperson of the Senate Committee on Finance, supported the construction of the access road from the National Highway to Bolusao National High School in Lawaan; rehabilitation of local roads in Balangkayan, Giporlos, Jipapad, Lawaan, Maslog, Quinapondan, San Julian, Sulat, and Taft; construction of the Borongan Community Hospital; construction of a slope protection structure in Borongan City and Lawaan; construction of multipurpose buildings in Jipapad, Maydolong, and Oras; construction of a slaughterhouse in Maydolong; improvement of the drainage systems in Can-Avid; and acquisition of ambulance units for the local governments of Maslog and Quinapondan. ‘Ilapit ang serbisyong medikal sa mga Pilipino’ — Bong Go
Senator Christopher “Bong” Go, chairperson of the Senate Committee on Health and Demography, commended the local government of Zamboanga City and the Department of Health (DOH) for the successful ceremonial turnover of a Super Health Center in Barangay Sangali on Thursday, 21 September. In a video message, Go expressed his confidence that the said health facility would be able to provide accessible healthcare services to the residents. “Patuloy po akong tutulong sa pagpaparami ng Super Health Centers sa bansa sa abot po ng aking makakaya. Sa mga itinayo ng Super Health Centers, nakita namin kung gaano kalaki ang naitutulong nito sa komunidad lalo na sa malalayong lugar,” said Go. “It is a significant step towards enhanced healthcare services in communities. Yun po ang layunin ng mga Super Health Centers, ang ilapit sa mamamayan ang serbisyong medikal ng gobyerno,” he added. Through the collective efforts of Go, DOH, LGUs, and fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. DOH, the lead implementing agency, identifies the strategic areas where they will be constructed. The Super Health Center is an enhanced version of the rural health unit, offering a wide range of health services such as database management, outpatient care, birthing facilities, isolation areas, diagnostic services (including laboratory tests, X-rays, and ultrasounds), pharmacy services, and ambulatory surgical units. Additionally, these centers provide services such as eye, ear, nose, and throat (EENT) care, oncology centers, physical therapy and rehabilitation centers, and telemedicine, which enables remote diagnosis and treatment of patients. Go emphasized the critical role that Super Health Centers play in decongesting hospitals, facilitating early disease detection, and providing essential healthcare services such as primary care and medical consultations directly to the community. “Ano po itong Super Health Center? It’s a medium type of a polyclinic. Go also extended his heartfelt appreciation to the officials for their unwavering commitment to public service. Among those present were Zamboanga City Mayor John Dalipe, Vice Mayor Pinpin Pareja, DOH Undersecretary Abdullah Dumama, and Regional Director Joshua Brillantes. The council was well-represented by Councilors Vino Guingona, Cary John Pioc, Jerome Santos, Jimmy Villaflores, and Gerky Velasco. Barangay Captain Ruben of Ullas was also acknowledged for his contributions. Go also encouraged individuals with health concerns to avail of the services available at the nearby Malasakit Center, situated at Zamboanga City Medical Center, Mindanao Central Sanitarium, and Labuan General Hospital. Functioning as a one-stop shop, the Malasakit Center facilitates access to medical assistance from various government agencies, including the Department of Social Welfare and Development (DSWD), DOH, Philippine Health Insurance Corporation, and the Philippine Charity Sweepstakes Office. Go is the principal author and sponsor of Republic Act No. 11463 or the Malasakit Centers Act of 2019, which institutionalized the Malasakit Centers program. As of now, 159 Malasakit Centers are operational across the country, poised to assist with patients' medical expenses. The most recent center was inaugurated at Bislig District Hospital in Bislig City, Surigao del Sur, an event Go attended on 15 September. DOH reported that the Malasakit Center program has already provided aid to more than seven million Filipinos. As vice chairperson of the Senate Committee on Finance, Go remains committed to supporting various projects in the city, aligning with his vision to foster progress even in challenging times. These projects include the construction of a multipurpose building that will be turned into a sub-national laboratory capacity building for serology and molecular testing, the construction of a children’s park, and a two-story building inside Camp Navarro General Hospital. Bong Go visits ‘egg basket of the Philippines’ to conduct relief ops
Senator Christopher "Bong" Go emphasized the paramount significance of stronger government interventions for supporting impoverished Filipinos adversely affected by various crises as he personally led a relief activity for struggling Batangueños in San Jose town on Thursday, 17 August. In 2022, former president Rodrigo Duterte approved a law declaring San Jose town in Batangas as the country's "egg basket” through Republic Act No. 11707, which recognizes the local and national "economic significance" of San Jose's egg industry. Recognizing the urgent need for support, Go for his part has tirelessly championed the cause of the most vulnerable members of society, ensuring that essential government aid reaches those who need it the most. In partnership with the local government of San Jose, the Department of Social Welfare and Development (DSWD), and the Department of Labor and Employment (DOLE), Go assisted 1,558 fellow Batanguenos at the Vanolato Realty basketball court. Go and his team provided grocery packs, masks, vitamins, and meals to each beneficiary. He likewise gave away bicycles, shoes, mobile phones, watches, shirts, and balls for basketball and volleyball to select recipients. A team from the DSWD extended financial assistance to 1,000 qualified Batangueños through its Assistance to Individuals in Crisis Situation (AICS) program, while DOLE provided livelihood support to 558 individuals through its Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program. Go, who is an adopted son of CALABARZON with familial roots in Batangas and Davao, likewise praised the collective efforts of all local officials, including Mayor Valentino “Ben” Patron and Vice Mayor Noel Virtucio. Barangay Ginebra San Miguel team captain Lewis Alfred "LA" Tenorio, a Batangueño, was also present during the visit. “Minsan ako ay pumunta sa kanyang opisina para hingan kayo ng tulong. Ang sagot niya sa akin, at napagalitan pa ako dahil sabi, Mayor, kahit hindi ka pumunta dito, ako ay Batangueño at bilang Batangueño, una sa puso ko ang mga taga-San Jose,” referring to Go, Mayor Patron recalled during his speech to the beneficiaries. Meanwhile, the senator, who chairs the Committee on Health and Demography in the Senate, reiterated his commitment to improving healthcare accessibility and medical services for the poor and reminded the public to take advantage of the services offered in Malasakit Centers. As a one-stop shop where poor and indigent patients can access government medical assistance, the Malasakit Center was initiated by Go in 2018 and institutionalized under Republic Act No. 11463 in 2019, a piece of legislation he principally sponsored and authored in the Senate. As attested by the Department of Health (DOH), the program has already aided over seven million patients nationwide with 158 existing Malasakit Centers all around the country. The Malasakit Centers in the province are located at the Batangas Medical Center in Batangas City and at Batangas Provincial Hospital in Lemery. In addition to his commitment to the Malasakit Center program, Go has conveyed his support to establish more Super Health Centers (SHCs) throughout the country. Under the 2022 national budget, SHCs in Batangas were funded in Ibaan, San Pascual, Agoncillo, Calatagan, Lipa City, Malvar, and Taysan. In 2023, more centers were identified to be established in the towns of San Juan, Tingloy, Lian, and San Jose. In addition, two more SHCs were funded in Lipa City. The SHC is an improved version of a rural health center and offers basic health services such as database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray and ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service, oncology centers, physical therapy and rehabilitation center, and telemedicine, through which remote diagnosis and treatment of patients are made possible. This will help decongest the hospitals dahil dyan na po pwede na magpagamot. Malaking tulong po nun,” he continued. To help with the economic recovery of the town, Go, vice chairperson of the Senate Committee on Finance, supported the construction of multipurpose buildings, road improvements, rehabilitation of drainage facilities and water systems, and a street lighting project. On the same day, Go attended the blessing and opening of the Malaquing Tubig Bridge and inspected the ongoing road construction in Barangay Palanca going to Barangay Natunuan. As Vice Chair of the Senate Committee on Finance, Go was instrumental in securing funding for these projects. USAID, Nestlé PH strengthen barangay local government SWM capacity
The U.S. Agency for Development (USAID), has partnered with Nestlé Philippines, in strengthening the capacity of barangay (village) government units on how to enhance their solid waste management (SWM) systems and be resilient to climate change. A two-day training on formulating barangay SWM Action Plans was held at Nestlé’s headquarters last July, for five pilot barangays in Parañaque City and one of each of Nestlé’s host cities in Tanauan and Lipa, Batangas. Together with USAID, the training was co-facilitated by the Paranaque City Environment and Natural Resources Office (CENRO) and USAID’s Clean Cities, Blue Ocean grantee, Pure Oceans. “Keeping our oceans free of plastic is essential for maintaining the natural beauty of the Philippines, helping to ensure sustainable fisheries and protect the livelihoods of millions of Filipinos, while also reducing the impacts of climate change,” USAID, Philippines Environment Office Director, Ryder Rogers said. “At USAID, we are pleased to work with Nestlé Philippines in partnership with barangay governments and local communities to help address and mitigate the impacts of ocean plastic pollution,” he added. In January 2022, USAID and Nestlé Philippines signed a memorandum of understanding to work together in enabling local government units and community leaders in the Philippines to educate communities on the link between climate change and solid waste management. Through USAID’s Clean Cities, Blue Ocean program and Nestlé’s Climate Change and Solid Waste Management initiatives, the goal is to increase communities’ access to education on the Ecological Solid Waste Management of 2000 (Republic Act No. 9003) and share practical tips on SWM. “Nestlé Philippines is committed to tackling urgent issues of plastic waste and climate change through our groundbreaking and large-scale environmental initiatives,” said Jose Uy III, Nestlé Philippines’ SVP and Head of Corporate Affairs. “Through our partnership with USAID, we are able to help empower community leaders at the local level to progress toward a waste-free future.," Uy said. Ian Posadas, Assistant Barangay Secretary and Focal Person of the SWM Committee of Barangay Vitalez, Parañaque City, was one of the participants and he shared, “the 2-day training workshop is a big help for us. As the smallest barangay [in Paranaque City], we need to focus on the 3Rs – reduce, reuse, recycle – and the management of our waste. This plan will be like our lighthouse, or basis, for the next few years and to see if we are accomplishing the plans we have developed during today’s workshop.” The plans drafted are for 2024-2026 but for Barangay Captain Lope Lina of Barangay Bagong Pook, Lipa City in Batangas plans to start early. “I decided that by August, we will start drafting an ordinance strictly implementing segregation so that the support of Nestlé and its partners to us will not be wasted,” Lina said. USAID launched the Clean Cities, Blue Ocean program in August 2019 as the agency’s flagship program to respond to the ocean plastics pollution crisis. The five-year (2019-2024), $53 million program works at the global level and in specific, rapidly urbanizing focal countries to address ocean plastics directly at their source. By strengthening waste management systems and building circular economies, city by city, the program builds sustainable solutions that reduce ocean plastics while empowering vulnerable populations and mitigating pollution that affects human health and our climate. Bong Go provides relief aid to Davao fire victims
Senator Christopher “Bong” Go provided assistance to fire victims in Davao City on Friday, 14 July. The relief activity took place at Barangay 23-C gymnasium, where his team led the distribution of relief goods to 109 affected families. Together with Barangay Captain Alimodin Usman, Go’s team extended grocery packs, masks, shirts, and snacks to all households. They also gave away bicycles, cellular phones, shoes, and balls for basketball and volleyball to select recipients. Representatives from the Department of Social Welfare and Development gave financial assistance to help with the damages. “Mga kababayan, gusto kong pasalamatan ang mga kasamahan ko sa gobyerno. Mayroon lang akong sasabihin sa inyo. Palagi kasi akong nakakarinig ng pagpapasalamat. ‘Salamat (dating) presidente (Rodrigo) Duterte, salamat Senador Bong Go' sa mga programa na makakatulong sa mga mahihirap," Go said in a video conference call. “Huwag kayong magpasalamat sa amin. Sa totoo lang kami ang dapat na magpasalamat sa inyo dahil binigyan n’yo kami ng pagkakataon na makapagserbisyo sa inyo. Maraming salamat sa inyo. Sanay ako sa trabaho,” he continued. Go also cited that he primarily authored and co-sponsored Republic Act No. 11589, otherwise known as the Bureau of Fire Protection Modernization Act of 2021. Under the law, the Bureau of Fire Protection (BFP) undergoes a ten-year modernization program to help improve the capabilities of the agency. The program includes recruiting more firefighters, acquiring new fire equipment, and developing specialized training, among others. As chairperson of the Senate Committee on Health and Demography, Go likewise urged those with health concerns to visit the Malasakit Center at the Southern Philippines Medical Center in the city, where they can seek assistance for their medical-related expenses. Designed to assist poor and indigent Filipinos, the Malasakit Center is a one-stop shop, where all relevant agencies are brought together under one roof to ensure the accessibility of medical assistance programs. The Malasakit Centers Act of 2019, principally sponsored and authored by Go, has successfully assisted more than three million Filipinos with 158 operational centers nationwide. In addition to the Malasakit Centers, Senator Go maintained that the construction of 11 Super Health Centers across Davao City is underway, in coordination with the Department of Health. Super Health Centers will be strategically built in rural communities to ensure basic health services are accessible to more Filipinos. The centers offer database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation center; and telemedicine, which makes remote diagnosis and treatment of patients possible. As vice chairperson of the Senate Committee on Finance, Go has also supported several initiatives in Davao City, including the construction of various multipurpose buildings and local roads, rehabilitation of water systems, drainage systems, and flood control structures in different barangays throughout the city, the construction of a 300-bed capacity infectious diseases building for SPMC and the acquisition of ambulances. On the same day, Go personally provided additional support while the National Housing Authority extended emergency housing assistance for recovering fire victims from various barangays in Davao City. UN talks aim to harness AI power and potential
The United Nations is convening this week a global gathering to try to map out the frontiers of artificial intelligence and to harness its potential for empowering humanity. The UN hopes to lay out a clear blueprint for the way forward for handling AI, as the development of the technology races ahead the capacity to set its boundaries. The "AI for Good Global Summit", being held in Geneva on Thursday and Friday, will bring together around 3,000 experts from companies like Microsoft and Amazon as well as from universities and international organizations to try to sculpt frameworks for handling AI. "This technology is moving fast," said Doreen Bogdan-Martin, head of the International Telecommunication Union, the UN's information and communications technology agency that convened the summit. "It's a real opportunity for the world's leading voices on AI to come together on the global stage and to address governance issues," she told reporters. "Doing nothing is not an option. Humanity is dependent upon it. So we have to engage and try and ensure a responsible future with AI." She said the summit would examine possible frameworks and guardrails to support safe AI use. Listed participants include Amazon's chief technology officer Werner Vogels, Google DeepMind chief operating officer Lila Ibrahim and former Spain football captain Iker Casillas -- who suffered a heart attack in 2019 and now advocates for AI use in heart attack prevention. They will be joined by dozens of robots, including several humanoids like Ai-Da, the first ultra-realistic robot artist; Ameca, the world's most advanced life-like robot; the humanoid rock singer Desdemona; and Grace, the most advanced healthcare robot. Benefiting humanity? The Geneva-based ITU feels it can bring its experience to bear on AI governance. Founded in 1865, the ITU is the oldest agency in the UN fold. It established "SOS" as the Morse code international maritime distress call in 1906, and coordinates everything from radio frequencies to satellites and 5G. The summit wants to identify ways of using AI to advance the UN's lagging sustainable development goals on issues such as health, the climate, poverty, hunger and clean water. Bogdan-Martin said AI must not exacerbate social inequalities or introduce biases on race, gender, politics, culture, religion or wealth. "This summit can help ensure that AI charts the course that benefits humanity," UN chief Antonio Guterres said. However, while AI proponents hail the technology for how it can transform society, including work, healthcare and creative pursuits, others are worried by its potential to undermine democracy. 'Perfect storm' "We're kind of in a perfect storm of suddenly having this powerful new technology -- I don't think it's super-intelligent -- being spread very widely and empowered in our lives, and we're really not prepared," said serial AI entrepreneur Gary Marcus. "We're at a critical moment in history when we can either get this right and build the global governance we need, or get it wrong and not succeed and wind up in a bad place where a few companies control the fates of many, many people without sufficient forethought," he said. Last month, EU lawmakers pushed the bloc closer to passing one of the world's first laws regulating systems like OpenAI's ChatGPT chatbot. There is also growing clamor to regulate AI in the United States. ChatGPT has become a global sensation since it was launched late last year for its ability to produce human-like content, including essays, poems and conversations from simple prompts. It has sparked a mushrooming of generative AI content, leaving lawmakers scrambling to try to figure out how to regulate such bots. Juan Lavista Ferres, chief data scientist of the Microsoft AI For Good Lab, gave an example of how AI could be used "to make our world a better place". He compared the more than 400 million people diagnosed with diabetes, a major cause of blindness, with the small number of ophthalmologists. "It's physically impossible to diagnose every patient. Yet we and others have built AI models that today can take this condition with an accuracy that matches a very good ophthalmologist. This is something can even be done from a smartphone. "Here AI is not just a solution, but it's the only solution." The post UN talks aim to harness AI power and potential appeared first on Daily Tribune......»»

Taiwanese vessel rescues Pinoy fishermen
Two Filipino fishermen were saved by the crew of a Taiwanese fishing vessel in the vicinity waters off Y’ami Island in Taiwan, authorities reported on Monday. According to the report from Taipei Economic and Cultural Office in the Philippines, the rescued fishermen were identified as Gerald Alarcado, 29 years old, and his brother Jenevis, 28, both residents of Batanes province. The report said Taiwanese fishing vessel Maan Shenq Fa No. 6 (CT3-3887) saw the victims onboard a small fishing boat drifting in the waters about 20 nautical miles north of Y’ami Island as it encountered an engine malfunction at around 5 p.m. on 23 May. “The captain and crew members of Maan Shenq Fa No. 6 immediately rescued the fishermen and coordinated the situation with the Taiwan Fisheries Agency and the Taiwan Coast Guard Administration,” the report said. The TECO report also disclosed that because of rough sea conditions, the Taiwanese fishing vessel opted to transport the Filipinos to Taiwan and had them turned over to TCG cutter Weihsing (CG-102) docked in Kaohsiung Port to be assisted by officials from the Manila Economic and Cultural Office in coordination with the TECO. In a correspondence between the TCG Attaché of TECO and the Philippine Coast Guard, Batanes Congressman Ciriaco Gato Jr. conveyed his concerns and requested kind assistance from Taiwan for his constituents. To recall, in 2018, 2019 and 2022, similar situations took place and were all successfully coordinated by both Taiwan and the Philippines through mutual efforts from the respective representative offices and coast guard agencies. In these kinds of circumstances, Taiwan is always ready and dedicated to lending a hand to its good neighbors and friends. PNP conducts bonus probe
The Philippine National Police will start the probe on the release of service recognition incentives to police officers for the fiscal year 2022 after reports that some received less than the agreed amount. PNP chief Gen.Benjamin Acorda Jr. said that they will be coordinating with Interior Secretary Benjamin Abalos Jr. and other offices to look into it because if there is a complaint, there are things that should investigate. “We are constantly coordinating with the SILG. We are looking into this because if there is a complaint, it seems that there are things that should be looked into we are investigating and we are now coordinating with other offices that have something to do with this and I am asking them, we will be sitting down with them to hear for myself together with my command group and we might be inviting also from the other officers of the DILG to see to it and hear together what this explanation is and from there we can see what our next move,” Acorda told reporters after officiating in the oath-taking, donning and pinning of rank 606 insignia for the Newly Appointed Police Commissioned Officers on Monday afternoon held at Camp Crame. Earlier, Abalos said he would also seek guidance from the Department of Budget and Management regarding the policies on the payout of the incentive. President Ferdinand R. Marcos Jr., through Administrative Order 1, authorized in December last year the release of a one-time SRI for employees in the executive branch in recognition of the collective and invaluable contribution to the government’s continuing efforts to ensure the responsive delivery of services, especially in the midst of the public health emergency due to the coronavirus disease 2019 pandemic and other socio-economic challenges. The AO authorizes the grant of a one-time SRI at a uniform rate not exceeding P20,000 for those working under the executive department. Meanwhile, Acorda urged all the police commissioned officers to continue learning and growing as professionals, always striving to be the best they can be as he reminds them of their responsibility to serve the people and encourages them to seek guidance from the Lord. “Let us embody the spirit of ‘Serbisyong Nagkakaisa’ as we serve and protect our fellow Filipinos. Remember to serve well and in harmony with your fellow police officers, to other government agencies, and to the community that relies on our service and protection,” Acorda said. Acorda emphasized the significance of their roles, stating, “As newly appointed police commissioned officers, you have already proven your capabilities in your respective fields, and now it is time to channel that expertise into the law enforcement arena. Preserving the Philippine Eagle sanctuary in Bukidnon
The preservation of the environment has never been more critical than it is today. The world is facing a dual crisis: climate change and biodiversity loss. These crises are interconnected and addressing them requires an integrated approach. The Filinvest Group, through subsidiary FDC Misamis Power Corporation, has partnered anew with the Philippine Eagle Foundation to establish an initial 20-hectare reforestation and carbon sink area in Barangay Guilang-guilang, Manolo Fortich, Bukidnon. Under the Memorandum of Agreement recently signed by FDC Misamis and PEF, within the next three years, PEF will lead the reforestation of the grasslands planting endemic species, while FDC Misamis will provide funding for the entire project. Within the project area is Mt. Tago, home to a pair of Philippine Eagles — female Kalabugao and male Guilang-guilang — and their eaglet Maluko. PEF first released Kalabugao into the wild in 2010 after nursing her back to health, following a period where she was kept as a pet by a local farmer. After her release, Kalabugao crossed to the new-found territory at Mt. Tago, where she met Guilang-guilang. Their first nesting attempt failed but succeeded the following courtship season, successfully hatching Maluko. Just recently, PEF, along with forest guards, spotted their second eaglet. According to PEF research and development director Dr. Jayson Ibanez, Kalabugao's milestone "became the world's first case of a rescued, rehabilitated and released juvenile Philippine eagle surviving to sexual maturity and breeding in the wild." The Philippine eagles have thrived in the area through the years with the help of the local community, specifically the Guilang-guilang Apo Datu Nanikonan Association, Inc., as the site is part of their ancestral domain. Carbon sink management, eagle preservation and the involvement of indigenous peoples are essential components of environmental sustainability. These issues are interrelated, thus a balanced approach is necessary for long-term success. "FDC Misamis understands that managing carbon sinks is necessary to mitigate the impacts of climate change while preserving the Philippine eagle is crucial to maintaining biodiversity. Indigenous peoples, who have longstanding relationships with these ecosystems, play an essential role in ensuring these efforts succeed," said FDC Misamis president and CEO Juan Eugenio L. Roxas. Hopefully, this collaboration will prosper into the future not only for the eagles but for the benefit of the people and ultimately for the nation's interest," said PEF executive director Dennis Salvador. GADNAI plays a critical role in reforestation's success. Part of the project component is capacity building for locals and providing alternate livelihood. Indigenous communities have often been excluded from conservation efforts or have had their knowledge and practices disregarded. Their involvement in these efforts can promote social and environmental justice. "By recognizing and respecting GADNAI's rights and contributions, we can work toward a more equitable and sustainable future," added Roxas. FDC Misamis owns and operates a 405-megawatt thermal baseload power plant in Villanueva, Misamis Oriental, which significantly contributes to the stability of the Mindanao grid. Its parent company, FDC Utilities, Inc., the power and utility arm of the Filinvest Group, is also pursuing the development of sustainable energy projects such as solar, hydropower, biomass and waste-to-energy projects. The carbon sink management program is the Filinvest Group's second project with PEF. Initial conservation efforts started in 2019 when Filinvest, through FDCUI, adopted Philippine Eagle PE-A-84-WM022 formally, now known as Dagitab. San Sebastian recruits ‘reliable ball handler’
San Sebastian College landed a gem of a recruit as it secured the commitment of former Batang Gilas team captain Migs Pascual in the National Collegiate Athletic Association men’s basketball tournament. Newly-appointed Stags coach John Kallos confirmed the development to Daily Tribune, saying that the move is part of their rebuilding program in a bid to reclaim the title they last tasted in 2009. Kallos, who also handles Sarangani in the Maharlika Pilipinas Basketball League, took over as head coach of the Stags, replacing Egay Macaraya following a fruitless stint in Season 98 last year. Although Pascual, a deadshot guard who last saw action playing for University of the East in the University Athletic Association of the Philippines, will sit out for a year in compliance with the league’s residency rule, Kallos believes that having the former NCAA juniors champion will ensure the Stags of a dependable ball handler in Season 100. “My point guard is graduating so it’s perfect timing for us to get a reliable ball handler as back up for next season and Migs Pascual will fill that spot,” Kallos said in a telephone conversation. Pascual played for Batang Gilas in the Southeast Asian Basketball Association 2017 Under-16 Championship where the Philippines won the gold medal and the FIBA 2018 Under-17 Championship in Argentina alongside Kai Sotto, now a member of the Gilas Pilipinas men’s team, who is now playing in Japan B. League for the Hiroshima Dragonflies. Kallos said he is impressed with what he saw with Pascual during the workouts. “The kid has talent. He is a good point guard and has a good range,” Kallos said. “But I want him to be more aggressive. I understand that he wants to get his teammates involved and that’s a mark of a good point guard, but I also want to see how he shoots the basketball because he can hit those outside shots.” “Overall, I like what I’m seeing from Migs and that’s the reason why I included him in the lineup in some of the preseason leagues we’re joining in.” Aside from playing for Batang Gilas, Pascual was also a key figure in San Beda’s NCAA junior champion squad in 2019 that made him one of the promising high school players in the country. Ex-Batang Gilas skipper Pascual joins San Sebastian
Former Batang Gilas team captain Migs Pascual is headed to San Sebastian in the National Collegiate Athletic Association men’s basketball. Newly installed Stags coach John Kallos confirmed this development to Daily Tribune, saying the move is part of the team’s rebuilding program. Kallos, who also handles Sarangani in the Maharlika Pilipinas Basketball League, took over as head coach of the Stags, replacing Egay Macaraya at the end of the NCAA season. Pascual, however, will sit out for one year to comply with the league’s residency rule. The dependable ball carrier and sharpshooter played for the NCAA juniors champion team San Beda before transferring to the University of the East in the Unversity Athletics Association of the Philippines. “My point guard is graduating, so it’s perfect timing for us to get a reliable point guard as backup for next season and Migs Pascual will fill that spot,” said Kallos in a telephone conversation. Pascual played for Batang Gilas in the SEABA 2017 Under-16 Championship where the Philippines won the gold medal, and the FIBA 2018 Under-17 Championship in Argentina alongside Kai Sotto. Sotto, who was also a member of the Gilas Pilipinas men’s team, is now playing in Japan B. League for the Hiroshima Dragonflies. SEA GAMES: The silver that glittered like gold
When the editorial staff of ABS-CBN Sports was tasked to come up with our most memorable coverage, it didn’t take long for this writer to respond. The Philippine men’s volleyball team’s Southeast Asian Games semifinal match was the first thing that came to mind. Pesonally, that game against the highly-fancied Thailand squad topped all the countless volleyball matches that I’ve covered in my career. I’m at a loss for words on how to describe the emotions I felt that chilly night of December 8, 2019. Around 6,700 fans filled the PhilSports Arena in Pasig City not knowing that what they were about to witness was something historic. A magical night that would take away the frustrations they felt the day before when the more popular women’s team finished the preliminary round winless. For us sportswriters covering that assignment, we knew the Filipinos were up for a tough ride. Thailand ruled the last four editions of the event. On the other hand, the Philippines’ last significant outing in the biennial meet was a bronze medal finish back in 1991 – or when the current national team’s oldest member, setter Jessie Lopez was just five-years old. Did we doubt our own team? Let’s just say we prayed to the high heavens to give us something positive to write about. But don’t get us wrong. Those who followed the formation and preparation of the squad knew it would yield results come the SEA Games. After all, in all three batches of the Nationals that participated in the regional sports meet since 2015, this particular team had the longest time to prepare – around eight months to be exact. The team’s composition itself looked really promising. For the first time, two of country’s best hitters in Marck Espejo and Bryan Bagunas, who both have experience playing in the Japan V. League, donned the tricolors together. Espejo returned after skipping the 2017 edition so did his teammates in the 2015 squad Rex Intal and setter Ish Polvorosa. Bagunas was on his second tour of duty along with team captain John Vic De Guzman, Mark Alfafara, RanRan Abdilla and libero Jack Kalingking. Head coach Dante Alinsunurin, who was appointed to handle the team after Oliver Almadro and Sammy Acaylar in 2015 and 2017, respectively, tapped an old hand in Lopez and injected young bloods in playmaker Owa Retamar, Jau Umandal, Kim Malabunga, Ricky Marcos and Francis Saura. As part of their buildup the Nationals joined the Thailand Open Sealect Tuna Championship July last year. The Filipinos achieved a great feat when they won bronze. Fans were able to witness the Nationals’ campaign via YouTube streaming while we volleyball writers, got to file our full stories through the help of De Guzman and Bagunas (God bless their beautiful hearts) who supplied us with game stats and granted postgame interviews. It’s just a shame I never got to cover the team’s training in Japan when the Nationals’ preparation went on full throttle. (Note: A little confusion in the training camp coverage assignments had me flying to Japan with the women’s squad and Lance Agcaoili of Spin.ph joining the men’s team. But it was a great experience, nonetheless, and I’m grateful for Larong Volleyball sa Pilipinas, Inc. for the opportunity.) I was as confused as the other sportswriters present during the draw for the group stage a couple of months before the SEA Games when Alinsunurin chose to join the four-team bracket with Indonesia, Vietnam and Cambodia. Those three teams are considered contenders every SEA Games edition. And earning a semifinal spot would be harder compared to the other group composed of Thailand, Myanmar and Singapore. Fortunately, the gamble was worth it. Espejo and Bagunas were superb offensively, Malabunga and Retamar made their presence felt and the Nationals’ blocking shocked Cambodia and Vietnam as the Filipinos swept them both to secure a semis seat. Then came the steamrolling Indonesians. Honestly, I thought the Nationals would sweep their way to the group’s top seeding. That way the PHI’s would've avoided a semis clash with Thailand. Forced to take on the defending champions, the Filipinos found themselves down in the first set. They got back in the second frame before yielding the third. And when the Thais came to match point, 24-21, in the fourth we all thought it was over. Fans were slowly emptying the bleachers not wanting to see the impending defeat. I was already waiting for the final score. Ready break the result. Then a miracle happened. The Nationals nibbled on the Thais' lead to force a deuce. After another deadlock, the Filipinos stole the set. The fifth frame was classic story of ‘who wants it more will win.’ An extended set made it even more dramatic. I vividly remember that sequence when Bagunas hammered the game-clinching kill off a lob from Lopez. After that all that I can recall was me pumping my fist up in the air and slapping the hardest high-fives I ever did with those inside the press room while howling like a madman. The national team assured itself of a silver after 42 years. A silver after four freaking decades. They did it. Of course, the Indonesians bullied their way to winning the gold medal in a sweep of the inexperienced Filipinos. But who cares, the host team exceeded its podium expectations. That silver that glittered like gold made that coverage truly memorable. But it never crossed my mind that it would be the last important volleyball event that I will get to report. (Note: It would’ve been the UAAP if not for the health crisis that put all sporting events to a halt. Sad.) And that’s why I ended up writing these last few paragraphs. A farewell from this section. From my first article for this website back on December 1, 2014 – a post-mortem of Petron’s breakthrough title in the Philippine Superliga Grand Prix – to my last published story, these were all written with only one thing in mind: in the service of the Filipino sports fan worldwide. Our run may have not been perfect, of course, we had our flaws. We had our fair share of criticisms from fans, athletes, sports personalities and sometimes even from our partner leagues and properties. We accepted our shortcomings. We tried to be better. But we are proud of what we did. We take pride with how we delivered sports stories through various digital executions that showcased sports beyond the confines of competition. On midnight of September 1 while most of you lay sound asleep, deep in slumber, hopefully, having a good dream and hours away from waking up looking forward to a better day, this website will be snapped out of existence. More than half a decade of sharing stories to the Filipino sports fan will be seeing its last presence online on Monday – a holiday to celebrate the nation’s heroes. This website will then hear its final buzzer, its final whistle. Thousands of articles – written with passion, dedication and love – will be taken down as this website goes offline together with majority of ABS-CBN Sports’ social media accounts. But soon, hopefully, it will once again see the light of day. We do hope that you will remember us, for we will remember all of you who made us your Kapamilya. -- 30 -- --- Follow this writer on Twitter, @fromtheriles Mark Escarlote has served as a sub-section editor for ABS-CBN Sports' website since 2014.
