The United Nations, thus far, has fared dismally in fulfilling its role in the Israel-Hamas conflict that has been playing out for over two weeks. Instead of giving clarity to the situation by making an unequivocal stand against the reign of terror, the UN has turned into an accomplice of the Hamas terrorists in the unprecedented brutality that was wreaked on 7 October when more than 1,400 mostly civilians were massacred. The UN has repeatedly called for a humanitarian pause, which is coopting to the wishes of the terror group. More than 200 people were taken hostage by the extremists who rampaged through the peaceful communities. Relatives of the Hamas hostages and their supporters called on the UN the other day to do its part in bringing back their family members and rendering justice. One by one, members of the hostages’ families stood on a podium in front of the United Nations, pleading to world leaders for help rescuing their children, parents, brothers, and sisters who had nothing to do with the raging war. “We have not heard anything from anybody. Do your work. Give us signs of life. Give a sign of hope. We’re waiting for that. We’re not getting anything, I’m sorry,” said Orna Neutra, the mother of a hostage. In the plaza across the street, a solidarity rally displayed the horrors of war, putting up the names and photos of the missing hostages and setting shoes next to each poster. “These are the little shoes of 4-year-old girls that danced and walked in the kibbutz and now are held hostage in Gaza,” American resident Shany Granot-Lubaton said. “We just want people to understand how real it is for us. These are our family. These are our friends. This is what it looks like. These are real people.” The UN response led by Russia and China — which received support from the UN leadership — was appalling, calling for an immediate humanitarian ceasefire to deliver “desperately needed food, water, medicine and fuel,” which Israeli officials said would benefit the besieged terrorists. Russia and China on Wednesday vetoed the US-authored draft resolution condemning the terror attacks by Hamas on Israel. Israeli Ambassador to the UN Gilad Erdan said that had these nations endured a similar massacre, they would have acted with much greater force. “In Israel, we are fighting for our very survival. If any of your countries endured a similar massacre, I am certain that you would act with much greater force than Israel,” he said. “There would be no question in your mind that such a barbaric slaughter requires a broad military operation against the terrorists who committed such inhumane atrocities to eradicate their terrorist capabilities, to make sure that such atrocities can never happen again,” he said. The draft resolution condemned the attack by Hamas on Israel and called for the release of the hostages and compliance with international humanitarian law. US Secretary of State Antony Blinken called for universal condemnation of Hamas’s terrorism and the immediate release of hostages. “I implore every member here, use your voice, use your influence, use your leverage to secure their unconditional and immediate release,” Blinken said. Ten countries on the UN Security Council backed the resolution, while Russia, China, and the United Arab Emirates voted against it, and two other nations abstained. Russia’s Permanent Representative to the UN, Vasily Nebenzya, said his country won’t support the US resolution, adding that they see no point in it as the document has no demand for an immediate and unconditional ceasefire between the parties to the conflict. Banning ‘Barbie’ movie in Phl cinemas over 9-dash-line under review
The highly-anticipated movie "Barbie" is now surrounded by controversy after a scene featuring the U-shaped "nine-dash line" is used on Chinese maps to illustrate its claims over vast areas of the South China Sea, prompting Vietnam to ban the film’s commercial screenings in their country. In the Philippines, senators weighed in on whether the government should do the same with Vietnam, which banned the film for depicting China's controversial nine-dash line, which was repudiated in an international arbitration ruling by a court in The Hague in 2016. Senator Francis Tolentino is urging the Movie and Television Review and Classification Board to restrict the Philippine cinema screening of the "Barbie" movie—starring Margot Robbie as the titular doll. "If the invalidated 9-dash line was indeed depicted in the movie 'Barbie,' then it is incumbent upon the MTRCB to ban the same as it denigrates Philippine sovereignty,” Tolentino said. In a statement Tuesday, the MTRCB said it is currently deciding whether should upcoming "Barbie" movie will be allowed for commercial release in the Philippines. It added that they have reviewed the movie while the assigned Committee on First Review is deliberating the request of distributor Warner Brothers F.E. Inc. to exhibit the film. Once available, MTRCB said the copy of the Committee's decision will be uploaded on their official website. However, Senator Risa Hontiveros sees nothing wrong with the movie as it is only depicting fictional characters and imaginative scenes. “The movie is fiction, and so is the nine-dash line. At the minimum, our cinemas should include an explicit disclaimer that the nine-dash line is a figment of China's imagination,” Hontiveros added Meantime, Senator Jinggoy Estrada believed that the MTRCB will ban the movie as it is not the first time it happened. “This is not a first as there had been similar cases in the past such as the movies titled "Uncharted" and "Abominable" that have been pulled out from our cinemas because of a brief glimpse of the unilaterally declared nine-dash line of China,” Estrada said. Recognizing that the scene is fictional, Estrada underscored that the issue remains “very sensitive.” “It is contrary to our national interest and China has no historic rights in the waters within the nine-dash line. No less than the Arbitral Tribunal already held in 2016 that this infamous line has no legal basis,” he added. DAR vows securing farmers’ soft loans
The Department of Agrarian Reform has committed assistance to farmers by securing loans from banking institutions to elevate their lives and livelihoods, as anchored in the Kapatid Angat Lahat Agri Program with Private Sector Advisory Council-Jobs Sector Group Joey Concepcion in the lead. Conrado Estrella made this assurance during his meeting with Concepcion on Monday, along with other stakeholders in the agriculture sector. “We thank the Department of Agrarian Reform for expressing willingness to help our initiative to help our farmers scale up. Uplifting the lives of our small farmers is a daunting task. We need all hands-on deck to accomplish this, and we are glad that we have DAR Secretary Estrella’s commitment to extend a helping hand,” Concepcion said. During the meeting, Concepcion emphasized the need for small farmers to achieve scale, saying it would be hard for them to succeed without it. “Farmers cannot obtain a loan from banks that they can use to boost production and improve their lives because they cannot use their land as collateral under agrarian reform law,” he said. Farm clustering Among the recommendations by KALAP and the think tank group Foundation for Economic Freedom, represented by Dr. Fermin Adriano, is the implementation of farm clustering to boost productivity and help ensure food security. “Clustering does not mean consolidation of land ownership but merely the clustering of land for better production scheduling,” said Adriano, adding this process has already led to higher farm productivity in China, Vietnam, Laos and Cambodia, among others. “The process would enable the government to effectively provide assistance to farmers who are clustered because it will deal with groups rather than millions of individual small tillers,” he added. He said clustering would also pave the way for the use of modern farm machinery and technologies, thereby achieving economies of scale, and allowing the development of downstream industries like food processing activities, because of an adequate and reliable supply of raw materials. Improve access to government services On the other hand, he stressed that the process would also improve access to government services like extension, and credit for clustered farms. Farming will also be more attractive to private sector groups to invest in agriculture because of lesser transactions. To accelerate farm clustering, Adriano called for the immediate and proper implementation of the law condoning the debt of defaulting agrarian reform beneficiaries. “The implementing rules and regulations of the law must ensure that the administrative burden of transferring land ownership to farmer beneficiaries is not burdensome and allow beneficiaries to enter into a leasehold contract agreement with investors but ensure that land will not be converted to non-agricultural uses,” he said. Adriano also advocated for the promotion of agricultural joint-venture agreements between small landowners and agribusiness corporations. Estrella, for his part, expressed support for the proposal, saying the DAR can check within their network of beneficiaries. Big brother companies The DAR chief also lauded the KALAP’s big brother companies for their commitment to sharing their technology and best practices with the DAR and their willingness to become an assured market for the farmers. “I am happy that KALAP’s big brothers are willing to share their technology with DAR. We want to tap into the knowledge of the big brothers to better prepare the beneficiaries of agrarian reform so that the land will be utilized properly,” Estrella said, adding they can also help extend credit assistance to agrarian reform beneficiaries if needed. Meanwhile, National Irrigation Administration (NIA) Administrator Eddie Guillen said the private sector plays a huge role in the success of the agriculture sector. “Around 80 percent of the success of the agricultural sector depends on the private sector. If magsucceed ito sa mga agri reform beneficiaries, mas madaming makikinabang,” he said. Guillen also revealed that President Marcos wants to harmonize concerned agencies and their functions, instead of establishing a task force.
