Save BRP Sierra Madre
Geopolitical tensions rise by the week at the West Philippine Sea with the consistent occurrence of untoward incidents deliberately committed towards our citizens. This week, Chinese sea vessels collided with Philippine boats on their way to resupply the troops stationed on the BRP Sierra Madre. This type of news breaks out so often that we feel it is a regular thing. What we might be missing is that this might blow up to gargantuan proportions, which we may fail to control. We must save the BRP Sierra Madre at all costs. This relic of a military jewel has gained enormous significance in our territorial claim over the disputed islands, specifically the Spratlys. It is symbolic of our culture and socially specific mannerisms. The ship was built for the US Navy, passed to Vietnam, and went to the Philippines. At the peak of the territorial tensions before the victorious UNCLOS ruling, the Philippines ran the ship aground on Ayungin Shoal, located in the Spratly Islands, to stake our claim. Reminiscent of the Filipino jeepney — an artifact and mode of transportation that we inherited from the Americans that still plies our roads nationwide — the BRP Sierra Madre is here to stay. Just like the jeepney drivers who refuse to give up their affordable and practical way of transporting passengers to make a living, the Philippine Navy refuses to give up the grounded BRP Sierra Madre, leaving several troops there to guard it, to stake the Philippines’ sovereign claim over the West Philippine Sea. It may be unfortunate that this is the best that we can do. This is saddening, especially since the Chinese emphasize their claim by building artificial islands and military outposts and bullying our people by exhibiting their high-powered sea vessels. But the Filipinos are resilient and will come into a fight, bringing whatever they can pick up, which, in this case, is a dilapidated and retired navy ship. The National Security Council categorically stated that we will not be deterred by the collisions caused by the Chinese Coast Guard. The Department of Foreign Affairs filed another diplomatic protest, but the Chinese envoy did not show up at their offices. Instead, we received news that the Chinese government is no longer interested in funding several projects in the Philippines. The first project that bit the dust was the Mindanao Railway, a much-heralded transportation system that would have linked key cities in Mindanao. If we recall, the Chinese also backed out of the Makati Subway System, even after right-of-way acquisitions had been made. In diplomatic relations, the key skill is making everyone happy, which is highly improbable. The President’s evident closeness to the US is manifested by the routine war games conducted by American and Filipino soldiers. The expansion of the Enhanced Defense Cooperation Agreement to other military bases early in the Marcos administration showed the preference of our President. The question here is if there will be a US payback to the Philippines for the renewed and strengthened relations by the administration, considering that there are still five years until the next presidential election. What we must worry about is the possibility of war erupting in the West Philippine Sea, where we would surely be the victims if we fail to associate ourselves with strong countries. And we hope China is not taking note of the ongoing war between Israel and Hamas. Biden prodded on joint WPS patrols
Members of the United States House of Representatives’ Foreign Affairs Committee condemned China’s “unlawful” actions in the West Philippine Sea that led to collisions of a Philippine resupply boat and its Philippine Coast Guard escort ship. House Foreign Affairs Committee Chairman Michael McCaul and Rep. Gregory W. Meeks (D-NY), along with Subcommittee on the Indo-Pacific Chairwoman Young Kim (R-CA) and Ranking Member Ami Bera (D-CA), issued a joint statement to express their support for the Philippines. “We unequivocally support the Philippines and condemn the unlawful actions by the Chinese Coast Guard in the South China Sea,” the US lawmakers said. “The Chinese Coast Guard and maritime militia vessels intentionally hit PCG ships over the weekend and continue to violate international law, endanger Filipino crew members, and obstruct Philippine vessels’ access to their own exclusive economic zone,” they added. The 22 October incident was “part of a larger pattern of the People’s Liberation Army Navy, its maritime militia, and the Chinese Coast Guard’s aggressive and provocative behavior in the South China Sea, where it actively intrudes in other states’ exclusive economic zones,” they said. Over the weekend, the National Task Force for the West Philippine Sea accused the CCG of performing “dangerous blocking maneuvers” that resulted in a collision with the Unaiza May 2, an indigenous boat contracted by the AFP for its routine resupply mission to the BRP Sierra Madre. During the mission, a Chinese maritime militia vessel “bumped” the PCG ship, BRP Cabra, on its port side. President Ferdinand Marcos Jr. has ordered the PCG to investigate the incident. The American legislators also backed US President Joe Biden’s announcement of increased joint patrols with the Philippines and other partners in the South China Sea and his administration’s reaffirmation to uphold its commitment under the US-Philippines Mutual Defense Treaty. Earlier this week, the White House said US National Security Advisor Jake Sullivan assured Philippine National Security Advisor Eduardo Año of US support in safeguarding its sovereign rights in the WPS under the two nations’ MDT. Signed in 1951, the Philippines and the US agreed under the MDT that an armed attack on either of the parties would be considered an attack on the other, thus, joint actions may be taken by the US and the Philippines to protect each other. Meanwhile, Philippine Defense Secretary Gilberto Teodoro Jr. said the collisions would convince more countries to undertake freedom of navigation sorties with the Philippines in the WPS. “I believe it will invite more countries that have an interest in freedom of navigation to participate not only in joint patrols but in other security engagements with the Philippines,” Teodoro said. Key allies of the country expressed their unwavering support after a Chinese Coast Guard ship intentionally collided with a Philippine Navy boat to stop a resupply mission to the grounded BRP Sierra Madre on Ayungin Shoal. Defense Secretary Gilbert Teodoro Jr. described the maneuver as an escalation of China’s aggression within the exclusive economic zone of the Philippines. Japan said it would continue to cooperate with the international community, such as the members of the Association of Southeast Asian Nations and the United States, to “protect free, open and peaceful seas.” ‘Ironclad’ vow The United States, meanwhile, reiterated its “ironclad” commitment to the Philippines. According to a White House statement, US National Security Adviser Jake Sullivan assured National Security Adviser Eduardo Año of US support in safeguarding its sovereign rights in the WPS under the Mutual Defense Treaty between both nations. “Sullivan reiterated US support for our Philippine allies following the PRC Coast Guard and maritime militia’s dangerous and unlawful actions on 22 October, obstructing a routine Philippine resupply mission to Second Thomas Shoal,” the statement read. “Sullivan emphasized the ironclad US commitments to the Philippines under theUS-Philippines Mutual Defense Treaty, which extends to armed attacks on Philippine public vessels, aircraft and armed forces — to include those of its Coast Guard — in the Pacific, including in the West Philippine Sea,” it added. The White House said Sullivan and Año “reaffirmed the enduring alliance and friendship between our nations and discussed upcoming US-Philippine engagements and ways to further strengthen our close partnership.” Manila vs Beijing Both Manila and Beijing condemned the incident, which they said violated their sovereign rights over Ayungin Shoal, a low-tide elevation in the WPS. The two countries traded blame for the incident, which also sparked concern from Australia, Canada and South Korea. In 2016, the Permanent Court of Arbitration rejected Beijing’s historical nine-dash line claim to the WPS. Manila said Monday that Chinese vessels "intentionally hit" Philippine boats at the weekend, escalating a diplomatic row over two collisions in the South China Sea. The countries have traded blame over Sunday's incidents near Second Thomas Shoal in the Spratly Islands, with both sides filing diplomatic protests and releasing videos to support their accusations. The Philippines and China blamed each other on Sunday for the collisions of their ships in the West Philippine Sea, a portion of the South China Sea, which the two countries both claim. The two countries separately issued strongly worded statements after the collision of their vessels near the Ayungin Shoal, which the latter refers to as Ren’ai Reef. The National Task Force for the West Philippine Sea accused the CCG of performing "dangerous blocking maneuvers" that resulted in a collision with the Unaiza May 2, an indigenous boat contracted by the Armed Forces of the Philippines for a resupply mission to the BRP Sierra Madre. The NTF-WPS condemned the “provocative, irresponsible, and illegal action” of the China Coast Guard ship which “imperiled the safety” of the Unaiza May 2 crew. In the same resupply mission, a Chinese Maritime Militia vessel “bumped” the Philippine Coast Guard BRP Cabra’s port side which was escorting the Philippine vessels while it was lying approximately 6.4 nautical miles northeast of Ayungin Shoal. The NTF-WPS said it “condemns in the strongest degree the latest dangerous, irresponsible, and illegal actions of the CCG and the Chinese maritime militia done this morning.” It stated that the Philippine sovereignty, sovereign rights, and jurisdiction were “violated” by the conduct of the Chinese Coast Guard and maritime militia vessels. The Philippines also described the incident as an “utter blatant disregard of the United Nations Charter, the United Nations Convention on the Law of the Sea Convention on the International Regulations for Preventing Collisions at Sea and relevant international maritime conventions, and the 2016 Arbitral Award.” ‘Trespassing’ For its part, China threw the blame on the Philippines side, stressing that its vessels “trespassed” into the adjacent waters of Ren’ai Reef in China’s Nansha Islands without permission. “Since the Philippine side ignored China’s repeated warnings, the China Coast Guard responded lawfully and blocked the Philippine vessels which were illegally carrying construction materials,” the CCG said in a statement shared by the Chinese Embassy in Manila to Filipino journalists. The CCG also said that the Unaizah Mae 2 “sailed at the bow of China Coast Guard 5203 (which was conducting law enforcement activities lawfully) on purpose in a way that was not professional nor safe in spite of China’s advanced notice and repeated warnings.” China also blamed the Philippine side for the “bumping” of the PCG’s BRP Cabra and its militia vessel. “At 08:13 A.M., the Philippine vessel 4409 began to astern deliberately, leading to the collision of the stern of its vessel into the starboard of China’s static floating Qiong Sansha Yu 00003,” it said. “The move was to make faults with China and escalate the current situation,” it added. It continued: “The Philippines’ action seriously violated the International Regulations for Preventing Collisions at Sea and threatened the navigation safety of the Chinese vessels.” China also insisted that their operations were “professional, legitimate and lawful and the responsibility lay entirely with the Philippine side.” Ayungin Shoal, also known as Second Thomas Shoal, is located 105 nautical miles west of Palawan and is part of the Philippines’ exclusive economic zone. Indonesia launches Southeast Asia’s first high-speed rail
Indonesia launched Southeast Asia's first high-speed railway on Monday, a delayed, multibillion-dollar project backed by China that President Joko Widodo hailed as "a symbol of our modernization". With a top speed of 350 kilometers (220 miles) per hour, the bullet train "Whoosh" can get between the capital Jakarta and Bandung in 45 minutes. The 140 km journey would previously have taken about three hours by train. "The Jakarta-Bandung high-speed train marks our efficient, friendly, and integrated mass transportation system," Widodo said during a ceremony at the capital's central station. "It is a symbol of our modernization in the public transport, seamlessly connecting with other modes of transportation." Widodo said the 600-capacity train was the first high-speed rail transportation in Southeast Asia. It is part of Beijing's Belt and Road initiative -- a decade-old program of China-backed infrastructure projects. The president said the name was actually an acronym, standing for a tagline of "Waktu Hemat, Operasi Optimal, Sistem Handal" -- which in Bahasa Indonesia means "Saving time, optimal operation, reliable system". It was built by PT KCIC, which is made up of four Indonesian state companies and Beijing's China Railway International Co. The project was initially set to cost less than $5 billion and be completed by 2019. However, delays caused by construction challenges and the Covid-19 pandemic led to a surge in costs. In preparation for its opening, officials have conducted public trials for the new high-speed route. Last week, Transportation Minister Budi Karya Sumadi confirmed that the government would extend the high-speed train route from Bandung to the country's second-biggest city Surabaya. Last month, Chinese Premier Li Qiang joined Senior Minister Luhut Pandjaitan on a ride aboard the train during his Jakarta visit for summits with Southeast Asian leaders. Plucky 54-year-old Filipino fisherman Arnel Satam best characterizes where we should be following last week’s significant incidents at a disputed atoll variously called Scarborough Shoal, Bajo de Masinloc and Panatag Shoal. Bucking a tense standoff between Filipino and Chinese government vessels at the shoal’s southeast last 22 September, Satam, aboard a tiny wooden light blue “bangka” (outrigger boat), sped towards the shallow, fish-rich waters of the atoll’s inner lagoon. He just wanted to fish. Responding speedboat-riding Chinese coast guardsmen hotly pursued Satam for several thrilling minutes before Satam willingly turned back. But Satam, whose daring act was caught on video, had already made his indelible mark in one of the tensest areas in the South China Sea. “Hindi ako natatakot (I wasn’t scared),” said Satam, who told reporters he often baits the Chinese to chase him. “Pinagtatawan-tawanan ko lang sila. Inaasar ko lang sila eh (I just laugh at them. I only pique them).” Earlier that same Friday, the China Coast Guard was caught in the act of installing a 300-meter floating barrier around Panatag’s inner lagoon by a Bureau of Fisheries and Aquatic Resources boat on routine patrol. Like Satam, Filipino coast guard divers the following Monday afternoon did the unthinkable, vividly executing a first-ever underwater operation, also dramatically captured on video, against Chinese bullying in the West Philippine Sea. Using only knives, the divers cut the rope connecting the buoys that held up the barrier and hauled up an anchor holding the floating barrier in place. Filipino fishermen said the Chinese frequently put up barriers to keep them from Panatag, a traditional rich fishing ground of fishermen mostly sailing out of Zambales. Some 50 Filipino fishing boats, in fact, were near the shoal when the Chinese installed the floating barrier. Filipino fishermen could only fish outside the shoal because Chinese vessels had blocked the inner lagoon since the 2012 standoff between the Philippines and China over the shoal. After the successful “special operation,” authorized by President Marcos himself, the PCG reported that China Coast Guard vessels, probably awed by the Filipinos’ audacity, were seen calmly picking up pieces of the torn barrier. Still, that same calm demeanor could also mean the Chinese “might still return the floating barrier,” said PCG spokesperson Jay Tarriela, particularly since last Tuesday China tersely warned the Philippines not “to provoke and cause trouble.” But the PCG and the military establishment have vowed to make the Filipino presence felt at the shoal, even permanently, with Tarriela expressly saying, “We have shown the world the Filipino people will not back down, and we’re still going to consistently carry out whatever is necessary for us to maintain our presence.” Emphasizing our “presence” at Panatag is a crucial and careful distinction. The 2016 arbitral award ruled that Chinese, Vietnamese, and Filipino fishermen had traditional fishing rights at Panatag Shoal. Our maritime authorities, therefore, are in the right insofar as asserting that Filipino fishermen have the same rights as the Chinese to safely navigate around Panatag to fish, and that China has no right whatsoever to drive them away or bar them. Frustratingly, however, some imprudent Filipinos toe China’s self-interested and false sovereignty claims despite the due care with which Filipino maritime authorities qualify their actions. Oddly enough, too, these same imprudent Filipinos quickly blame the victims of China’s abusive actions. It is as if these imprudent Filipinos are so invested in their fear of China that they are now losing their willingness to defend Filipino fishermen and their livelihood bit by bit, without even noticing. We cannot be like them. We must all finally realize that to assert ourselves in the world; we must bravely stand up to any form of bullying against fellow Filipinos. Second release of Fukushima wastewater next week
Japan is releasing next week the second batch of treated wastewater from a crippled nuclear power plant. Fukushima nuclear power plant operator TEPCO said Thursday the second release to the Pacific Ocean will start on 5 October. “As was the case for the first discharge, we will continue to monitor the tritium levels. We will continue to inform the public in ways that are easy to understand based on scientific evidence,” TEPCO official Akira Ono told reporters Thursday. TEPCO says that the water has been filtered of all radioactive elements except tritium, which is within safe levels. That view is backed by the United Nations atomic agency. Some 1.34 million tons of wastewater accumulated when the plant was disabled by a tsunami in 2011. Water was used to cool the reactor of the plant. The first release of wastewater from 24 August to 11 September, measuring 7,800 tons, angered China. Beijing banned all Japanese seafood imports despite assurance by Tokyo that the discharge poses no risk to marine food. China has accused Japan of using the ocean like a “sewer.” Ironically, Chinese boats are reportedly continuing to catch fish off Japan in the same areas that Japanese vessels operate. Second round of Fukushima wastewater release to start next week

Barrier removal BBM’s call — PCG
Dismantling the floating barrier that China installed at Scarborough Shoal or Bajo de Masinloc is a matter for President Ferdinand Marcos Jr. to decide, a Philippine Coast Guard official said yesterday. Commodore Jay Tarriela, PCG spokesperson for the West Philippine Sea, said they had reported the discovery of the 300-meter barrier to the National Task Force for the West Philippine Sea, or NTF-WPS. “Should the NTF-WPS recommend to the President the actions to be taken, the PCG, the Bureau of Fisheries and Aquatic Resources, and even the Armed Forces of the Philippines would comply,” Tarriela said. Tarriela was apparently reacting to the call made by Senate President Juan Miguel Zubiri for the PCG to remove the barrier as it poses a danger to Filipino fishermen and keeps them from the shoal’s rich fishing grounds. Tarriela, however, said the PCG had yet to consult with Mr. Marcos and other officials of the national government on what to do about the barrier. The PCG said three China Coast Guard inflatable boats backed by a Chinese maritime militia vessel installed the floating barrier. Also on Monday, the Department of Foreign Affairs vowed to press the Philippines’ sovereignty over Scarborough Shoal. “We will take all appropriate measures to protect our country’s sovereignty and the livelihood of our fisherfolk,” the DFA said. “Bajo de Masinloc is an integral part of the Philippines over which we have sovereignty and territorial jurisdiction according to UNCLOS (United Nations Convention on the Laws of the Sea),” the DFA said. In 2012, Chinese and Philippine vessels faced each other in a standoff at the shoal, which was defused when the Philippines withdrew its ships, which China did not do with its ships despite an agreement to do so. China has since maintained control of the shoal even after a 2016 ruling of the Permanent Court of Arbitration deemed the shoal to be part of the Philippines’ 200-nautical-mile exclusive economic zone in the West Philippine Sea. The landmark ruling, which also dismissed as illegal China’s claim to nearly the entire South China Sea, arose from a case filed by the Philippines before the arbitral court in 2013. China, however, has refused to abide by the ruling. “The 2016 Arbitral Award affirms it (Bajo de Masinloc) as a traditional fishing ground for Filipino fisherfolk,” the DFA pointed out. “China’s reported installation of barriers and its negative impact on the livelihood of Filipino fisherfolk or any other activity that infringes on the Philippines’ sovereignty and jurisdiction in Bajo de Masinloc are violations of international law, particularly UNCLOS and the Arbitral Award,” it added. DND chief: China charge ‘hypocritical’
China accusing the Philippines of being an environmental menace for allowing the rusting BRP Sierra Madre landing ship to remain moored at Ayungin Shoal is “hypocritical,” Defense Secretary Gilberto Teodoro Jr. said. “The statement of China that the grounded Sierra Madre is causing irrevocable harm is, to put it as politely as possible, hypocritical,” Teodoro, reacting to Mao’s statement, told reporters on Saturday. Teodoro was reacting to Chinese Ministry of Foreign Affairs spokesperson Mao Ning’s statement that the rusting BRP Sierra Madre ship was a pollutant and source of waste in the West Philippine Sea. The BRP Sierra Madre is a landing vessel deliberately grounded on Ayungin Shoal in 1995 to serve as an outpost manned by a platoon of Marines. Mao called the Philippines to tow the Sierra Madre away from the shoal. He urged to “stop polluting” the waters around it “if it really cares about the environment.” Philippine officials were not amused, however. The Office of the Solicitor General said it is considering filing a lawsuit against China before an international court for destroying corals in at least two key features in the WPS, namely, Rozul or Iroquois Reef and Escoda or Sabina Shoal. Pot calls kettle black “Talk about the pot calling the kettle black. China continues to damage the WPS with its illegal reclamation activities after it was found to be a violator of international law in the 2016 Arbitral Award when such activities damaged the marine environment,” Teodoro said. He described China’s remarks as mere “propaganda” to divert international attention from its illegal activities in the WPS. “Disingenuous propaganda lines such as this only serve to expose China’s insincerity and will only heighten the mistrust of the Filipino people and the rest of the world toward the Chinese government,” Teodoro said. China has repeatedly denied the Philippines’ sovereign right over the WPS based on the 2016 arbitral ruling of the Permanent Court of Arbitration at The Hague. Coral destruction, a crime The Chinese foreign ministry also recently criticized the Philippines for creating “political drama” when it alleged massive coral harvesting at Rozul Reef and Escoda Shoal. “The destruction of corals goes far beyond drama. It is a violent act and a serious crime against humanity,” said Commodore Jay Tarriela, PCG spokesperson for the West Philippine Sea, in a post on X (formerly Twitter). “Stop making (allegations) that the BRP Sierra Madre is polluting the waters, but blame it (on) your numerous Chinese maritime militia vessels swarming the Philippines’ EEZ,” Tarriela said. Tarriela noted that the PCG conducted extensive underwater surveys of the seabed at both Rozul Reef and Escoda Shoal. “The results of these surveys showed that the marine ecosystem in the subject features appeared to be lifeless, with minimal to no signs of life. Moreover, the surveys conducted at Escoda Shoal revealed visible discoloration of its seabed, strongly indicating that deliberate activities may have been undertaken to modify the natural topography of the underwater terrain,” he said. On Thursday, Justice Secretary Jesus Crispin Remulla said the government would file environmental cases against China for its destructive activities in the WPS before the Permanent Court of Arbitration as it has a lot of evidence to pursue a case. Apple expected to bow to EU and unveil iPhone with USB-C charger
Apple is expected to unveil its new iPhone lineup on Tuesday, with its Lightning charger ports likely to be replaced on the newest models by a universal charger after a tussle with the European Union. The bloc is insisting that all phones and other small devices must be compatible with the USB-C charging cables from the end of next year, a move it says will reduce waste and save money for consumers. The firm had long argued that its cable was more secure than USB-C chargers, which are already deployed by Apple on other devices and widely used by rivals including the world's biggest smartphone maker Samsung. Apple, still the world's biggest company by market capitalization, has not revealed what it plans to announce at Tuesday's "Wonderlust" event but usually unveils new iPhones at this time of year. It comes as Apple faces declining sales of iPhones, with higher prices pushing customers to delay switching to newer models. The firm is also caught up in diplomatic turbulence between the United States and China, with reports saying the Communist government is banning civil servants from using its phones. - 'Tepid' sales - Like any other company, Apple would prefer to boast about shiny new features rather than new charging ports. But analysts agree that the switch to USB-C is going to be the main headline. Insider Intelligence principal analyst Yory Wurmser said the iPhone needed "a big cycle" after "tepid" recent sales. He said Tuesday's event would probably see new Apple Watch and AirPod models, "but it's the iPhone 15 that will really determine how the next year will look for Apple". EU policymakers said the rule would simplify the lives of Europeans and do away with a mountain of obsolete chargers. "With the common charger, we are slashing consumer costs, and it's good for the environment too," said EU internal market commissioner Thierry Breton in a statement, adding that the move would save consumers 250 million euros ($270 million) each year. Apple had long resisted the change, arguing that it would stifle innovation and make the phones less secure. "The cable change may give consumers pause, but within a generation they will get over it: they won't have a choice," said Techsponential analyst Avi Greengart. - Price bump? - Along with rolling improvements to iPhone cameras and chips, Apple is expected to raise prices on its Pro models, according to Wurmser. Sales of iPhones in the recently ended quarter lagged analyst estimates. Apple suffered a 2.4 percent drop in iPhone sales, which account for nearly half of total revenues. Apple shares were battered last week following reports of significant Chinese restrictions on iPhones at government offices and state-backed entities. Upping the ante
Beijing always ups the ante when it senses that its rival for the region’s security, the United States, is making its move to challenge its dominance in the region, which was probably how the 10-dash line came to be. With the release of the new map showing an expanded “historical” claim that included parts of India, China issued a strong criticism of the Americans with Senior Col. Wu Qian, spokesperson for China’s Ministry of National Defense, saying the US should “stop meddling in the South China Sea issue, stop sowing discord and fanning the flames, and stop disrupting regional peace and stability.” The comment was in response to US Secretary of Defense Lloyd Austin III’s statement that “the 2016 Arbitral Tribunal ruling is binding on all parties” and “the Mutual Defense Treaty extends to Philippine public vessels, aircraft and armed forces — to include those of its Coast Guard — in the Pacific, including in the South China Sea.” Vice Admiral Karl Thomas, commander of the US Navy’s Seventh Fleet, backed the American position, saying the recent use of a water cannon by China’s Coast Guard against a Philippine vessel “must be challenged and checked.” He also “assured the Philippines of US backing.” Wu reiterated China’s position that the Philippines infringed on its sovereignty and violated the Declaration on the Conduct of Parties in the South China Sea to justify the China Coast Guard’s action. “We hope regional countries can stay vigilant, faithfully implement the DoC, and work with the Chinese side to maintain peace and stability in the region. The Chinese military will resolutely safeguard China’s national sovereignty and maritime rights and interests, as well as peace and stability in the South China Sea,” the spokesperson stressed. The increasing challenge from China should be matched by the US, according to geopolitical experts. A former Pentagon official, Michael Rubin, suggested the “reflagging” of islands in the disputed areas to send a clear message to China. Rubin recalled an incident in 1987 when President Ronald Reagan ordered the reflagging of nearly a dozen Kuwaiti tankers to stop Iran from attacking them to force the emirate to cease its trade with and loans to Iraq. “Reagan ignored criticism that reflagging the tankers could embroil the United States in war because he understood that at stake were not only Kuwait’s oil exports but also freedom of navigation and the rules-based order,” Rubin explained. He said that while skirmishes did occur, “once the ayatollahs understood Reagan stood firm, Iranian forces suspended their provocations.” Rubin believes that since China challenges the freedom of navigation and the broader liberal order, “perhaps the US could take a page from Reagan’s playbook and reflag not ships but rather some of the rocks, reefs, and atolls over which China now erroneously claims sovereignty.” The Permanent Court of Arbitration in The Hague invalidated in 2016 the historical claim of China through its nine-dash line as being without basis. The root of the claim was a 1947 map the authenticity of which historians dismissed. “That Beijing bases its claim on supposed historic Chinese fishing activity further displays the emptiness of the Chinese Communist Party’s logic. After all, Vietnamese, Taiwanese, Malay, Filipino and Indonesian fishermen also plied the same waters and perhaps even some closer to China,” Rubin noted. “Regardless, using the fictional map, China, in one fell swoop, claimed the bulk of the South China Sea and its considerable fishing and oil reserves,” he said. His proposal would be based on “leases drawn between the US government and its regional partners.” The leases would be backed by the arbitral award. “While the current US legal position supports the 2016 Hague tribunal judgment that finds no power can legally exercise sovereignty over disputed territories, the White House might reconsider this (stance),” Rubin added. But Rubin admitted that a greater problem might be the unwillingness of the regional states to offer leases. The proposal breaks with the usual conventions in the settling of disputes. U.S. talk stays cheap
China’s release of a new map expanding its maritime area within a “10-dash line” that includes the West Philippine Sea has been condemned by the Philippines, Malaysia, Taiwan, Brunei, and Vietnam. Conspicuously absent from the first responders was the United States which had earlier issued a brave warning that it would protect the freedom of navigation in the South China Sea. The US had said it would protect international ship passage in one of the world’s most contested waterways, where more than $3 trillion in trade passes each year. China on Monday released a new version of its infamous U-shaped dashed line that now covers about 90 percent of the South China Sea, including Taiwan which it regards as a renegade province. In 2016, the Permanent Court of Arbitration in The Hague invalidated the so-called historic “nine-dash line” claim of China, but Beijing made it clear that it did not recognize the decision and insisted on bilateral agreements with other claimants to settle territorial conflicts. China holds to its position that its sovereignty and rights in the South China Sea were established throughout the long course of history, claiming that this was “duly recognized by international treaties and accords which are not to be infringed upon by any illegal awards.” China instead accused the Philippines of taking unilateral action to initiate the arbitration that “breached its bilateral agreement with China to settle relevant disputes in the South China Sea through negotiation.” It claimed that this commitment was also contained in the non-binding Declaration on the Conduct of Parties in the South China Sea signed by China and the ASEAN countries, including the Philippines, in 2002. Beijing, however, has continuously put a damper on concluding the Code of Conduct that ASEAN has been pushing to finally settle the conflicting claims. The presence of American forces appeared to have deterred China from making good on its “historical” claims that are continuously expanding. A delayed reaction by the US to the new Chinese propaganda offensive may prove fatal to the region. Dean Cheng, a senior advisor to the China program in the government-backed US Institute of Peace, observed that Beijing has been gambling on American willingness or lack of it to confront China’s “salami-slicing tactics against its neighbors.” Cheng recalled that in 2012, the United States persuaded the Philippines to withdraw from Scarborough Shoal “while making no effort to compel the People’s Republic of China to do the same. In effect, Washington forced Manila to cede that set of features to the PRC.” Cheng recounted how this was followed by a three-year hiatus in US freedom of navigation operations in the South China Sea, which he noted was an absence “that coincided with massive Chinese construction on features it controlled.” For the United States to once again fail to counter the latest Chinese efforts “would reinforce a perception of American withdrawal,” Cheng pointed out. He warned of the possible consequences if the US continues to waffle on its position regarding China’s increasing aggressiveness. “If the United States were to not respond, its credibility as an ally would be called into question, certainly by Manila. The various efforts to renew US access to Philippine facilities under the Enhanced Defense Cooperation Agreement, especially in the event of a Taiwan contingency, will certainly falter. Why should the Philippines support American efforts to support Taiwan if the United States won’t support the Philippines?” Cheng said. If recent events were the basis, the Philippines has always been made to suffer the backlash of Washington policies in the region, such as the Asian pivot of former President Barack Obama. The Philippine government was made to support the American program but was left in the lurch when the going got tough. Lawmakers want bigger budget for PCG, defense sector
Senators urged the country’s economic team to allocate more funding to the defense sector and the Philippine Coast Guard amid the increasing aggression of China in parts of the West Philippine Sea. Senator Risa Hontiveros on Friday backed the proposal to increase the intelligence fund of the Philippine Coast Guard to strengthen its operations in the WPS. Hontiveros lamented that the PCG is threatened by China almost daily. But, despite facing “a clear and present danger” brought about by China’s increasing hostilities, the PCG is still operating with limited funding. “We have to hold more consultations with the Philippine Coast Guard to determine a respectable amount that could help them significantly deter China’s aggression in the West Philippine Sea,” she said. Hontiveros said that the PCG has only been receiving "a measly" P10 million in intelligence funds annually since 2009, forcing it to rely solely on human intelligence to get up-to-date information when conducting maritime patrols. It is “unacceptable that PCG is receiving intelligence funds far less than those being received by civilian agencies with no direct relation to national security and protection of Philippine territory,” said Hontiveros. "I also must stress that the P10 million for intelligence funds is not only for the PCG's duties over the West Philippine Sea, but for the entire coastal areas and waters of the Philippines. China’s repeated aggressions toward the Philippines within its exclusive economic zone prompted senators to urge the country’s economic managers to also consider increasing the budget of the defense sector. The issue was raised during the Committee on Finance briefing with the Development Budget Coordination Committee on the Proposed 2024 National Expenditure Program last week. Senator Ronald “Bato” Dela Rosa said he pitied the defense sector after the economic team presented their budget allocation per sector. Under the proposed 2024 national budget, Dela Rosa noted the 37.9 percent allocation for social services, 29.6 percent for economic services, 12.1 percent for debt burden and 15.5 percent for general public services. The defense sector had the lowest funding allocation at only 4.9 percent, he said. “Awang-awa na tayo sa ating mga puwersa doon. Forgive me, my heart goes to the MUP (military and uniformed personnel) because I’ve been there, done that and saw my people dying before my eyes during encounters with the enemy. Kaya kung itong pambabastos ng China na simpleng tubig lang wala tayong panglaban, kawawa naman talaga iyong ating Coast Guard, kawawa iyong ating Navy,” Dela Rosa lamented. Japan begins release of water from Fukushima nuclear plant
Japan began releasing wastewater from the crippled Fukushima nuclear plant on Thursday in an operation it insists is safe but has generated a fierce backlash from China. The beginning of the discharge of around 540 Olympic swimming pools' worth of water into the Pacific over several decades is a big step in decommissioning the still highly dangerous site 12 years after one of the world's worst nuclear accidents. Live video provided by plant operator TEPCO showed engineers behind computer screens and an official saying -- after a countdown -- that the "valves near the seawater transport pumps are opening." Monitors from the UN atomic watchdog, which has endorsed the plan, were due to be on site for the procedure, while TEPCO workers were scheduled to take water samples later on Thursday. Ahead of the operation, about 10 people held a protest near the site and around 100 others gathered outside TEPCO headquarters in Tokyo, AFP journalists said. "It's like dumping an atomic bomb in the ocean. Japan is the first country that was attacked with an atomic bomb in the world, and the prime minister of the country made this decision," said Kenichi Sato, 68. China's environment ministry on Thursday blasted Japan's plan as "extremely selfish and irresponsible", saying it would "track and study" the impact on its waters. - Multiple meltdowns - With around 1,000 steel containers holding the water, TEPCO has said it needs to clear space for the removal of highly dangerous radioactive nuclear fuel and rubble from the wrecked reactors. Three of the reactors at the Fukushima-Daiichi facility in northeastern Japan went into meltdown following a massive earthquake and tsunami that killed around 18,000 people in 2011. Since then, TEPCO has collected 1.34 million cubic metres of water contaminated as it cooled the wrecked reactors, along with groundwater and rain that has seeped in. TEPCO will carry out four releases of the treated water from Thursday until March 2024. The first discharge will take about 17 days. About 5 trillion becquerels -- a measure of radioactivity -- of tritium will be released this fiscal year, TEPCO added. Japan insists that all radioactive elements have been filtered out except the tritium, levels of which are harmless and lower than what is discharged by operational nuclear power plants, including in China. This is backed by most experts. "When released into the Pacific, the tritium is further diluted into a vast body of water and would quickly get to a radioactivity level which is not discernibly different from normal seawater," said Tom Scott from the University of Bristol in England. "Hence, it poses very little risk and the risk itself decreases with time due to the relatively short radioactive half-life... meaning that the amount of tritium (and hence the risk) continually reduces." - Sushi safety - Not everyone is convinced, with environmental group Greenpeace saying that the filtration process is flawed, and China and Russia suggesting the water be vaporised and released into the atmosphere instead. China has accused Japan of treating the Pacific like a "sewer", and even before the release, Beijing banned food imports from 10 out of 47 Japanese prefectures and imposed radiation checks. Hong Kong and Macau, both Chinese territories, followed suit this week. Restaurants in Beijing and Hong Kong serving sushi and sashimi are already reeling from the restrictions. "About 80 percent of the seafood products we use come from Japan," Hong Kong caterer Jasy Choi, who runs a small kitchen for takeaway Japanese food, told AFP. "If more than half of my Japan-imported ingredients are affected, then it would be difficult for me to continue to operate." Analysts said that while China may have genuine safety concerns, its strong reaction is also at least in part motivated by its economic rivalry and frosty relations with Japan. The South Korean government, which is seeking to improve ties with Japan, has not objected although many ordinary people are worried and have staged protests.
