‘You are supposed to preserve life’: Hontiveros slams PNP over Jemboy Baltazar’s death
A Senate panel on Tuesday tackled the recent killing of Jerhode Jemboy Baltazar by six members of the Navotas Police Station. During the hearing, Senator Risa Hontiveros slammed the actions of members of the Philippine National Police who are supposed to protect citizens from harm and any type of danger. Hontiveros questioned why the PNP allowed members of the Special Weapons And Tactics Philippines or SWAT team as well as their intelligence service to conduct the operation against the unarmed 17-year-old Baltazar, who later on turned out to be the victim of mistaken identity. Hontiveros likewise lambasted the police officers for leaving the victim’s body after shooting him dead, saying their act was a violation of PNP policies. “Sirs, you are supposed to preserve life, not take it,” she said. Hontiveros chided the PNP for filing only reckless imprudence resulting in homicide cases against the involved policemen. “Parang ang lumalabas, aksidente lang ang nangyari, na walang intensyong pumatay nang pinaulanan nila ng bala ang bata (It appears that it was just an accident, that there was no intention to kill when they rained bullet on the child). I want to know the reasoning behind filing such a case. 'Yang lahat-lahat na yan, yan na ba ang sinasabing new era of policing? (All these, is this what's called the new era of policing?), ” she stressed. Senator Ronald “Bato” Dela Rosa said the chamber’s hearing seeks clarification on the status of administrative and criminal cases involving PNP personnel involved in shooting incidents during police operations. “Similar to all our other hearings, we are here not to point fingers nor to determine the guilt or innocence of anyone, but we will focus on the three policy considerations,” he said. Dela Rosa said the Navotas police officers involved breached the PNP’s rules of engagement. The Senate panel is looking at whether the PNP guidelines on the use of body-worn cameras were strictly followed, and if there are sufficient training programs being conducted by the PNP to ensure that their personnel are, at all times, knowledgeable with policies and procedures on police operations. EU urges keeping cats, dogs inside over bird flu
The European Food Safety Authority called on Thursday for cat and dog owners to keep their pets inside in response to record cases of avian influenza across the world after 24 cats tested positive in Poland. Since first emerging in 1996, the H5N1 avian influenza virus had previously been confined to mostly seasonal outbreaks. But "something happened" in mid-2021 that made the group of viruses much more infectious, according to a World Health Organization collaborating center studying influenza in animals. In rare cases, humans have contracted the sometimes deadly virus, usually after coming in close contact with infected birds. The virus has also been detected in a soaring number of mammals. "It is recommended to avoid exposure of domestic cats and dogs, and in general carnivore pets, to dead or diseased animals," EFSA said in a bulletin. "Possible measures are keeping dogs on a leash, and confining cats indoors in areas where extensive circulation of HPAI viruses in wild birds has been confirmed." In recent weeks, five dogs and a cat have been infected in Italy. Since 10 June, 24 cases have been reported in domestic cats in various regions of Poland. The source of the contamination has not yet been determined, with one hypothesis being that they may have ingested raw poultry meat infected with the virus. In April, the United States started testing several vaccine candidates for potential use on birds. France recently said it hopes to start vaccinating poultry as early as autumn this year. Christine Middlemiss, the UK's chief veterinary officer, said that vaccinating poultry was not "a silver bullet because the virus changes constantly". Abiad shooter nabbed at cockpit
The Quezon City Police District disclosed that its operatives have arrested an individual believed to be one of the suspects behind the shooting incident that wounded photojournalist Joshua Abiad, six of his relatives, and a bystander in Quezon City last 29 June. QCPD director Brig. Gen. Nicolas Torre III identified the suspect as Eduardo Almario Legazpi, believed to be a member of a gun-for-hire group. He was arrested at a cockpit in Muntinlupa City last Friday. “He was nabbed after emerging from a cockpit in Muntinlupa,” Torre told Daily Tribune. Torre said Legazpi is allegedly one of the five suspects being hunted by the QCPD. He, however, did not divulge the identities of the other suspects while follow-up operations are ongoing. He added that a certain Nanad, a former barangay chairperson, is the mastermind behind the ambush. Torre said the village chairperson blamed Abiad as the source of negative information against him. To recall, Abiad suffered two bullet wounds during the gun attack while two other occupants of the vehicles, both minors, were also wounded with one of them later died in a hospital. Police investigators already released images of three gunmen based on the CCTV they earlier obtained from nearby establishments. He added that suspect was the gunman who shot several times at the passenger side of the vehicle, where Abiad Online was also seated. Torre said the team diligently reviewed CCTV footage obtained from the hotel where the Abiad family initially came from until they reached the crime scene. Taken also from the same CCTV footage was a clear copy of the image of Legazpi as one of the gunmen. With the information, his men coordinated with the Southern Police District and Police Regional Office and proceeded to Muntinlupa City. The picture of Legazpi was shown to a confidential informant, who led the group to the suspect’s residence and his cohorts at Barangay Ilaya, Alabang, Muntinlupa City. The arrest was made after a tip-off that Legazpi went to a cockpit. Recovered from him was caliber .45 pistol loaded with seven live bullets. His belt bag also contained a fragmentation grenade M26A1. Violations of R.A. 10591 or the Comprehensive Firearms and Ammunition Regulation Act and R.A. 9516 or the Unlawful Possession of Firearms, Ammunition and Explosives have been filed against him before the Muntinlupa City Prosecutor’s Office while cases of Murder and three counts of Frustrated Murder will be filed before the Quezon City Prosecutor’s Office. There may never be a COVID-19 ‘silver bullet’: WHO
The World Health Organization warned Monday that there might never be a “silver bullet” for the new coronavirus, despite the rush to discover effective vaccines. Their scoping mission is now complete, said Tedros. “The WHO advance team that travelled to China has now concluded their mission to lay the groundwork for further joint efforts to identify the virus origins,” he said. “WHO and Chinese experts have drafted the terms of reference for the studies and programme of work for an international team, led by WHO. “The international team will include leading scientists and researchers from China and around the world. “Epidemiological studies will begin in Wuhan to identify the potential source of infection of the early cases. “Evidence and hypotheses generated through this work will lay the ground for further, longer-term studies.” The pair have not yet returned to the WHO’s Geneva headquarters for a debriefing.
