BI reminds departing aliens to settle fees; arrests high-profile Korean fugitive
The Bureau of Immigration (BI) on Wednesday advised all foreign travelers who are leaving the country during the upcoming Undas holiday break to comply with their immigration departure requirements early to avoid unnecessary queuing at the airport on the date of their departure. BI Commissioner Norman Tansingco reminded registered foreigners who are studying, working, or living permanently in the Philippines that they can obtain their special return certificate (SRC) or re-entry permit (RP) prior to departure at any of the various BI's district, field, satellite, or extension offices nationwide. While foreign tourists who have stayed in the country for more than six months may also secure their emigration clearance certificates (ECC) before departure, Tansingco said securing the required permits early will decrease queueing time by half, as they will not have to line up at the BI’s airport cashiers anymore. The BI chief added that with the complete elimination of all COVID-related travel restrictions, the bureau is anticipating a spike in passengers at all international airports in the country, especially at the Ninoy Aquino International Airport (NAIA), this upcoming December, and this time they are also experiencing a big increase in the volume of New Year's Day travelers. During this peak season, the bureau reminded all travelers that other immigration services are also available online via the BI’s e-services portal at e-services.immigration.gov.ph. Tansingco shared that the bureau also has a one-stop shop (OSS) facility located at NAIA Terminal 3 in Pasay City, where departing aliens may also secure the said documents. He also reiterated previous reminders for passengers to arrive at least three hours prior to their flight and go straight to immigration after check-in. The BI is confident that its operations will be smoother this holiday season as it has deployed additional immigration officers and assigned a rapid response team as well as mobile counters for immediate deployment as necessary. Meanwhile, on Tuesday, 24 October, BI agents detained a South Korean wanted person who was allegedly part of a major narcotics ring that smuggled contraband into Korea from the Philippines. Commissioner Tansingco identified the suspect as Choi Sun Hyeok, a 56-year-old male who was arrested at his residence in Bgy. Lahug, Cebu City by the BI Fugitive Search Unit (BI-FSU) operatives. The BI-FSU operatives were armed with a warrant of deportation, which Tansingco issued pursuant to a summary deportation order that the BI Board of Commissioners issued against Choi in 2017. Tansingco said that Choi would be immediately deported to Seoul, South Korea after the bureau had secured the necessary clearances for his departure. According to the South Korean government, Choi was tagged as a high-profile fugitive, as he is believed to be a member of the so-called MS Alliance syndicate that facilitates the illicit transport of narcotics to Korea. A red notice for his capture was also issued by Interpol this year after an investigation confirmed that he was in the country. According to Interpol’s National Central Bureau (NCB) in Manila, Choi is the subject of a warrant of arrest issued by the Changwon District Court in Korea, where he is charged with violating his country’s narcotics control act. Investigators have also established that this year alone, Choi’s accomplices in the syndicate managed to smuggle into Korea more than 265 grams of methamphetamine by concealing the drug in their underwear. It was gathered that the passport of Choi, who will be committed to the BI detention facility in Taguig City, was already revoked by the Korean government, thus making him an undocumented alien. Choi's name was also placed on the BI blacklist to prevent him from re-entering the Philippines. MVP eyes MPTC float by next year
After the voluntary delisting of his infrastructure investment firm Metro Pacific Investments Corp. or MPIC from the local bourse, businessman Manuel V. Pangilinan is now planning to offer the shares of his tollways venture Metro Pacific Tollways Corp. or MPTC to the public by next year. “After the delisting, we will list our tollways... next year. The Maynilad has got to list by 2026. We will list our major subsidiaries,” Pangilinan said in an interview with reporters on the sidelines of the Mining Philippines 2023 International Conference and Exhibition on Wednesday. MPTC is the operator of the North Luzon Expressway, Subic-Clark-Tarlac Expressway, Cavite-Laguna Expressway, Manila-Cavite Expressway, NLEX Connector, and Cebu-Cordova Link Expressway. On the other hand, Maynilad, MPIC’s joint venture with DMCI Holdings, and Marubeni Corp., serves the west zone of the Greater Metro Manila area, covering 17 cities and municipalities. Tender offer closed Relatedly, in a separate disclosure to the stock exchange on Wednesday, MPIC confirmed that the tender offer for its shares is now closed. The company report stated that the total of tendered shares, excluded shares, and other non-public shares is equivalent to 97.22 percent of MPIC’s total issued and outstanding listed shares and has exceeded the threshold required to complete the voluntary delisting. Once tendered shares are accepted and crossed, MPIC’s public float will fall to 2.78 percent. Its total tendered shares, excluded shares, and other non-public shares, on the other hand, will be above the voluntary delisting threshold of at least 95 percent. Thus, bidders can now expect MPIC’s delisting around October. The Cross Date is scheduled for 26 September, while the Settlement Date is scheduled for 28 September. Commenting on these MPIC developments, Pangilinan said: “It’s amazing that the acceptances have been more than 99 percent. What are the implicit messages of that, the times have moved on. My theory is that conglomerates are passe.” Pangilinan noted that companies are now focusing on their ventures that are easier and simpler to analyze with only one product. “Filipinos have a natural aversion to something big, that is why our stock exchange is too small. And because it’s too small it impinges on the issue of liquidity. Investors, even foreign investors, want to go in and be able to get out whenever they want to,” he explained. Gokongwei-owned Cebu Pacific, a budget airline that always manages to raise eyebrows, has once again blessed us with a seat sale. Oh, how lucky can we be? The airline has hyped up anew its marketing mantra that “Every Juan flies,” only weeks after being forced during a congressional hearing to confront 3,000 complaints of irate customers over its endearing practice of overbooking flights and offloading passengers. To be obstinately hooked on the jingle of cash registers while ignoring the suffering of your paying customers takes a unique kind of expertise, of being able to remain deadpan and sleep at night through the turmoil of your aggravated passengers. For many of those who attended the hearings, Cebu Pacific only cares about the cold ca-ching of its cash registers. No doubt, the seat sale it resurrected last week would result in more passengers being kicked off flights. Overbooking and the accompanying forced passenger dumping, in Cebu Pacific’s vision of reality, well, there’s just a “slight chance” of that. That’s a joke, right? But no one’s laughing, as the joke is on us, the public. Let the sentence hang there for a while. “Slight chance,” they say in an entry on airlineratings.com, as though they’re talking about the prospect of seeing a rare unicorn galloping around the departure gate. But no, this is not about fantastical creatures; rather, it is about reservations piling up on a shaky table like a house of cards. It involves accepting the idea of reserved seating as merely a suggestion, a fun idea to play around with. That is if your idea of fun is being forced to reprise the role of Tom Hanks in the movie, The Terminal. Speaking of whimsical, have you ever heard of their brilliant response to situations in which appeals to “volunteers not to travel on their booked flights” fall on deaf ears? Cebu Pacific has your inconvenience covered, so do not be alarmed. They’ve cleverly reserved the power to refuse boarding to travelers “involuntarily,” or against their will, if involuntarily is not clear enough. This translates to passengers gnashing their teeth, pulling their hair, and tearing up their shirts all they want at CebuPac’s check-in counters, without any chance of boarding a flight for which they’d been sold “reserved” seats. However, let’s not limit our discussion to Cebu Pacific’s poetic handling of passenger interactions. Let’s explore the drama that occurred during the probe of the Senate Committee on Tourism. Senators turned their attention to the airline’s fervent devotion to overbooking as the cause of this comedy of errors, becoming unimpressed by the inventive justifications offered by the company for canceled flights and interminable delays. One senator related tales of suffering and annoyance from her own staff as well as from other passengers. Inevitably, as the hours passed, the hearing evolved into a “grief-sharing session.” People stepped up, spilling stories of delayed flights and canceled hopes. If you will, picture a traveler hoping to leave Tokyo but being compelled to crash on the chilly, hard floor of Narita International Airport. Her offense? Having faith in Cebu Pacific to deliver even the most basic amenities. Then there was the dentistry board exam that was almost missed. How about the flight to Cebu from Manila that was diverted to Busuanga and the haggling that followed to force Cebu Pacific to honor its “Passenger Rights” guarantee of free hotel accommodations? The cherry on top? While those who had been put through the wringer were left wondering how the airline’s priorities seemed to be joyously dancing in the skies, the examinee’s lucky aunt, all the way from Australia, managed to score a ticket for a lovely fee. The spokespersons of Cebu Pacific did, however, exhibit some artistic talent. Lightning strikes, bird crashes, and even runway debris were included in the gallery of “freak incidents” they presented as the causes of their errors. During the sleeper hearing, the way Cebu Pacific’s flight operations unfolded resembled an elaborate opera, complete with loud fights and dramatic exits, as if the cosmos had conspired to make it happen. But what was the highlight of Cebu Pacific’s ludicrous theater? Respect for the “Air Passenger Bill of Rights.” To pledge loyalty to rights that seem to exist only in the world of press releases is a truly great gesture. Amid this flying fiasco, passengers may wonder if they are only pawns in a much bigger game when the airline offers its earnest apologies, makes a few promises, and reveals plans for standby aircraft as if they were doing magic. Converge building 3 new data centers for $60M
Fiber internet service provider Converge ICT Solutions, Inc. is investing $60 million to simultaneously build three new data centers in the country to serve the surge in data requirements. In an interview last week, Converge CEO and Co-Founder Dennis Anthony Uy said each site, which will likely be complete in the next two years, will have a maximum capacity of 1,000 racks. “We will build three data centers this year. We now have a site in Angeles, Pampanga, and Quezon City. Usually, they will have 600 racks per site and expandable to 1,000 and it will be within 18 to 24 months,” Uy said. Converge is currently building a P1-billion data center in Cebu with around 300 racks, which is scheduled to be complete by the third quarter of 2024. Data centers are facilities centralizing an organization's shared information technology operations and equipment to store, process, and disseminate data and applications. Since they house critical assets, data centers are important in sustaining the daily operations of a company. Despite the hefty investment needed for the new facilities, Uy said Converge is not yet planning to hold any fundraising activities. “We don’t have any new fund-raising activity, especially now interest rates are so high. We were just lucky to have secured financial support earlier,” he said. Based on the 2023 First Quarter market report by S&P Global Market Intelligence, the Philippines is poised to book a 13 percent compounded annual growth rate in data center operational space between 2020 to 2025. CoA flags Barili town over inaccurate records
The Commission on Audit on Wednesday revealed that it has found some discrepancies on the financial statements of the municipality of Barili in Cebu province, citing its “inaccurate” computation of real property taxes and special education tax receivables, resulting into income loss to the government. State auditors said that the submitted 2022 Financial Statements for its Property, Plant and Equipment of the Barili LGU was doubtful and allegedly had unreliable records on road networks. It added that the town failed to conduct an inventory of its infrastructure assets, raising doubts on the existence, accuracy and completeness of items recorded in its PPE account. To recall, the Barili LGU has indicated that it had P343.52 million in PPE representing 70 percent of its declared assets of P489.01 million for 2022. PPE are government assets including land, land improvements, buildings, and other structures, machinery and equipment; transportation equipment; furniture, fixtures and books; leasehold improvements; and other PPE including specialist military equipment, infrastructure assets, and heritage assets. The CoA found deficiencies in the inventory process, including the non-updating of property and PPE ledger cards, and the non-issuance/renewal of acknowledgement receipts for equipment. CoA Circular 2020-006 mandates every local government unit to properly account for all PPE items by conducting physical count, as the PPE usually comprises the largest bulk of the municipality’s assets. The municipality claimed that it conducted a physical count of infrastructure but the inventory was unable to complete the inventory, but state auditors said that Barili’s road network amounting to P148.24 million was unreliable as it failed to separate the cost components of the road network, the non-computation of separate depreciation for each road component, and the error in providing a residual value since no residual value should have been provided. State auditors cited that the road lot component was not recognized and no inventory report was prepared, the local road network property card was not maintained and the LRN system was not disclosed in the Notes to Financial Statements. The CoA said that the Barili LGU violated CoA Circular 2015-008 and International Public Sector Accounting Standards 1 which affected the accuracy of the financial statements. PBBM flogs NGCP delays
President Ferdinand “Bongbong” Marcos Jr. yesterday zeroed in on the electricity network concessionaire National Grid Corporation of the Philippines, or NGCP, for the delay in its numerous projects that is hindering the improvement of power services in the country. “We are conducting a performance review of our private concessionaire, the NGCP,” Marcos said. The President, nonetheless, had good words for the Malampaya gas field project which, he said, will benefit the country. Marcos also highlighted in his second State of the Nation Address the gains from the renewal of the Malampaya gas field project, saying it guarantees continued energy production and revenues for another 15 years. “The Malampaya project has been a boon to our country, energizing 20 percent of Luzon. The renewal of the contract guarantees continued revenues and energy production for another 15 years,” he said. “But aside from Malampaya, we will also push for more gas exploration in other parts of the country,” he added. Marcos said NGCP must complete the interconnection of the electricity grids. “The one grid, one market plan will enable more efficient transfers and more competitive pricing of electricity throughout the country,” he said. The President wanted an assurance that “all of its deliverables” starting with the Mindanao-Visayas Interconnection Project or MVIP and the Cebu-Negros-Panay interconnection will be completed. Marcos hits NGCP over delayed transmission projects
President Ferdinand R. Marcos, Jr. has reprimanded the National Grid Corporation of the Philippines, the country’s lone transmission system operator, for the delay of numerous projects that could have further improved the power services in the country. “The one grid, one market will enable more efficient transfers and more competitive pricing of electricity throughout the country. However, 68 grid connections are much delayed according to the ERC's (Energy Regulatory Commission) count. We are conducting a performance review of our private concessionaire the NGCP,” Marcos said at his second State on the Nation Address on Monday, 24 July. Thus, the President vowed to look into the NGCP to ensure that “all of its deliverables” starting with the Mindanao-Visayas Interconnection Project or MVIP and the Cebu-Negros-Panay interconnection will be delivered. NGCP is undertaking the P52-billion MVIP, which was supposed to launch within the first half of the year. The MVIP will link together all three major Philippine islands to create one grid. The NGCP was authorized by the ERC to start building the project way back in 2017. It was initially scheduled to be completed in 2020 but it was delayed due to the pandemic. Reacting to the President’s report, the NGCP said it will “concentrate all available resources toward the completion of ongoing transmission projects while expediting others in the pipeline.” “We agree with the President’s sentiments. Even before the SONA, NGCP has already been working towards the vision that he mentioned,” NGCP President and CEO Anthony Almeda was quoted as saying in a press statement. “After hearing it straight from him -- his vision that is completely aligned with ours -- we know we are on the right track and we’re more motivated to complete all our objectives in a prompt manner,” he added. The operator said the MVIP will be “fully energized to 450MW by the third quarter of this year.” Meanwhile, ERC chairperson Monalisa Dimalanta reiterated that the NGCP’s performance review is part of the ongoing regulatory rate reset process. “We expect to complete a significant portion (for years 2016-2020) very soon. We also reported to the President, and included in his address, the efforts regarding ensuring timely implementation of transmission projects,” Dimalanta said in a text message to the Daily Tribune. “Out of the 68 delayed projects identified, ERC already issued a show cause order to NGCP issued on 4 July 2023 for 37 projects requiring explanation for the delay,” she added. The ERC recently ordered the NGCP to explain the delay of more than 30 projects supposed to enhance the country's transmission system. In a show cause order dated 14 June 2023 and issued on 4 July 2023, the ERC pointed out that the NGCP’s approved capital expenditure or capex for projects was not followed. Hence, projects have been delayed. Thus, it required the NGCP to submit a “verified explanation” within 15 days from receipt of the order “why no administrative penalty should be imposed upon it.” According to ERC, some 37 projects with many days delayed ranging from 21 to as high as 2,561 days. Among those projects with a high number of days delayed is the Tuy (Calaca)-Dasmariñas 500-kilovolt Transmission Line Project. The project was supposed to be completed on 11 July 2016, but it remains 82.48 percent complete as of date. Per ERC, the project has been delayed by 2,528 days. The Bataan-Cavite/Metro Manila Transmission Line Project (Phase 1) Feasibility Study is 2,561 days delayed, the ERC added. As mandated by the power regulator, the NGCP should submit a “detailed explanation on the cause of delay per project, as well as the actual timeline of implementation per project.” The NGCP holds a 25-year franchise to solely operate the power transmission assets of the government and secure power reserves for contingency. CoA flags Cebu City on aid anomalies
The Commission on Audit on Tuesday revealed that it has found irregularities on the local government of Cebu City’s disbursement of financial assistance for victims of typhoon “Odette” worth P791.8 million and other alleged irregularities. The CoA also found that the local government allegedly had unnecessary purchases of T-shirts for different associations and activities amounted to P1.1 million and lapses on granting financial assistance to senior citizens valued at P922.7 million. It added that more than P4.5 billion from delinquent real property taxes could have been collected if tax collection has been efficient and effective. The state auditor also questioned the regularity and validity of the financial assistance for typhoon “Odette” victims as there were deficiencies including signatures opposite the names of some constituents who claimed to have not received the cash assistance, duplication of names and payments and non-submission of complete supporting documents. In December 2021, Cebu City including parts of Cebu Province and the Visayas was hit by typhoon “Odette.” Cebu City Mayor Michael Rama issued Executive Order 149 to set rules and regulations on financial assistance to “Odette” victims. Based on the record of the City Accounting Department, a total of P791.835 million was disbursed in 2022 to 158,367 beneficiaries including P5,000 subsidies for homeowners whose houses were either damaged or destroyed. As part of the audit procedure, the CoA conducted audit survey on whether 241 respondents received the financial assistance. The result 91 said yes while 150 respondents said they have not received the financial assistance. The agency cited 296 names with P1.480 million amount while some beneficiaries were twice or thrice mentioned with 70 having the same barangay and 226 from different barangays. It also noted that distribution was delayed three to 12 months with P138.620 million or 14.90 percent of available funds which remains undistributed. Observations include names lacking the complete information such as middle names and the names of their sitios of residence, duplication of misspelled or interchanged names which may refer to one, and non-submission of the endorsement letter or barangay certificate of residence and copies of the valid identification card with specimen signatures of the beneficiaries.
