5 vote buying DQ cases filed by Comelec, warns LGU of prohibitions
The Commission on Elections has begun filing petitions against the Barangay and Sangguniang Kabataan Elections candidates allegedly involved in vote buying on 6 October. Out of the 40 complaints being investigated, the Comelec poll board submitted five disqualification petitions, according to Comelec Deputy Executive for Operations Rafael Olano. He added that the Committee on Vote Buying has received complaints from the public on various platforms, including Facebook and messages which contained screenshots or images. "All of these complaints came from voters. We verified and evaluated them for possible filing of disqualification cases “he said. Olano confirmed that one of the five candidates under investigation for disqualification is involved in a BSK bet showing up at a local government unit aid distribution, which he claimed to be qualified as vote buying. “There were local government officials, mayors distributing relief but the BSKE candidate was present and was allowed to speak," he said. After the official filing of candidacy, it was claimed that another BSK candidate distributed financial aid out of his pocket. Prior to the election, the poll body warned candidates of its strict measures which prohibit the distribution of ballers, t-shirts, caps, and anything else of worth under the suspicion of vote buying and selling. Comelec Commissioner Ernesto Ferdinand Maceda Jr. reminded LGU officials to be aware of such prohibitions during a separate briefing. "If they conduct assistance programs, they should not let BSKE candidates join them, lest they be disqualified,” he said. Maceda added that the Comelec would consider potential reinforcing techniques if similar incidents persist as the campaign period drew closer. “We will study how to reprimand them or take appropriate actions,” he said. In the end, Maceda stressed that the poll body is “dead serious” about its exclusion warning in order to assure not just the validity and honesty of the BSK polls but also to raise the bar for campaigning standards across the nation and the importance of each BSK candidate’s character. As of Friday, the Task Force Anti-Epal had filed an additional 10 disqualification petitions against candidates who were allegedly involved in premature campaigning while the Committee on Kontra Bigay had filed five disqualification cases for vote buying. Overall, there are 82 petitions for premature campaigning, 5,169 show cause orders, and 1,132 responses from the BSK bets. Google’s new phone to run AI on-device
Google on Wednesday said its latest premium-priced Pixel phone would have powerful generative AI models running independently on the device, as the search engine giant seeks to lure buyers away from the latest iPhone. The announcement by Google caps the autumn release season for big tech hardware that saw Apple unveil the iPhone 15 series and Meta officially launch its latest VR headset. Running on a powerful chip, Google's Pixel 8 Pro would carry out certain AI functions on the device itself instead of relying on transfers from cloud data centers that require heavy bandwidth. At a launch event in New York, Rick Osterloh, SVP of devices and services at Google, said that the company's AI teams had figured out how to "distill" AI models "into a version efficient enough to run on our flagship Pixel." This would greatly enhance existing AI tools on Pixel phones, such as removing blemishes or unwanted intrusions in photographs. Later this on-device ability would expand to other AI features, Osterloh said. Pixel phones would also begin testing an AI-amped assistant that would bring many of the abilities of Google's ChatGPT-style Bard onto the phone. In time, the company said the AI assistant would provide real-time help such as choosing the best path for a hike, sifting through emails or planning a birthday party. This would be handled through either spoken word, on-screen prompts or by using images, in a similar way that the more powerful chatbots work already. "Assistant with Bard combines personalized help with reasoning and genitive capabilities," said Monika Gupta, vice president of product management at Google. Big tech's hardware release season has featured many promises of AI enhancements, including Amazon teasing an upgrade of its Alexa voice assistant to function in a more human-like and "smart" fashion. The price shocks besetting Filipinos, now the main preoccupation of President Ferdinand “Bongbong” Marcos Jr., is a global phenomenon rippling down to the nation. Greatly affected are rice prices that had surged with the government hoping to tame them through price caps of P41 per kilo of regular-milled and P45 for well-milled grains. In its latest review of the domestic fiscal situation, an International Monetary Fund team said that while the economy has emerged from the pandemic strongly, it now faces “a confluence of global shocks.” Growth moderated from 7.6 percent in 2022 to 4.3 percent in the second quarter of 2023, which IMF attributed “to a weak global economy and tightened policy settings.” The IMF, thus, recognized that the weak state of the global economy has had a strong impact on the country and that the response through the tightening of the money supply by the Bangko Sentral ng Pilipinas resulted in a growth slowdown. An acceleration in public spending and an improvement in exports is expected to lift the gross domestic product by year’s end to 5.3 percent in 2023 and 6 percent in 2024. The risks associated with the slowdown in the economy all originated beyond the Philippines. The IMF review said the main downside risks to the outlook include the persistently high global and domestic inflation that could necessitate a further tightening of monetary policy. This abrupt global slowdown may further weaken goods and services exports, intensifying geo-political tensions and depreciation pressures stemming from capital outflows under volatile market conditions. Recent surveys showed that rising inflation has been the major culprit for the weakening of the public ratings of President Marcos and other high officials. Consider the resolute actions taken to arrest the price upsurge, particularly the calculated measures to place a ceiling on retail costs while the National Food Authority intervenes to keep farmgate prices high. Another budding concern should be the weakening in foreign direct investments, or FDI, which needs to be reflective of the high confidence level of investors, according to Trade Secretary Fred Pascual. Pascual cited the capital being plowed back and the rising cost of business projects listed with the Board of Investments and other investment promotion agencies, which would mean optimism in long-term prospects. He said FDI numbers reflect investors’ decisions well before the funds were released that go into the BSP records. The past practices of market manipulators with political agendas were to hit the equities and foreign exchange markets while influencing the flow of investments. Keeping these economic indicators weak makes it easy for opportunists to paint the perception of a looming economic crisis where there is none. For instance, during the shortened term of President Joseph Estrada, the peso depreciation that caused a dip in the stock market and a supposed capital flight were thoroughly exploited to show mismanagement of government that resulted in his eventual downfall. The recent association of high prices and the plunge in the survey ratings of Marcos and other officials raises suspicions of another black operation, which had been heard since the new leadership assumed office. It is not farfetched that the playbook of EDSA 1 and 2 is underway to undermine the Marcos administration. Another element that should be considered is the growing insecurity of China amid the strengthened relations between the Philippines and the United States. Considering its economic clout, China can manipulate situations that may pave the way for political conditions to favor its interests. The accurate picture is that most of the problems confronting Marcos are outside his control since they emanate from beyond the border.
