Hong Kong halts trading, closes schools post-typhoon
Asian finance hub Hong Kong halted trading at its stock exchange on Monday and closed schools after Typhoon Koinu generated torrential rainfall overnight. Koinu -- which caused one death in Taiwan last week -- had weakened into a severe tropical storm by Monday, said the Hong Kong Observatory, as it moved toward the coastal areas of China's Guangdong province. The storm caused non-stop rain overnight, leading the agency to issue a "black" rainstorm warning signal -- its highest -- at 4:00 am local time (2000 GMT). More than 150 millimetres were recorded over most parts of the territory since midnight Monday, and rainfall exceeded 300 millimetres over some parts of urban Hong Kong island, data showed. "Because of seriously flooded roads and inclement weather conditions, you are advised to take shelter in a safe place and stay there," the observatory said. The city's third-highest storm warning signal -- "T8" -- was to remain in place until 11:40 am local time. Due to the storm warning, trading at the city's stock exchange was to be suspended in the morning session but was expected to resume at 2:00 p.m. Schools and daycare centres, ordered to shut down when authorities issued the T8 signal a day earlier, remained closed on Monday. This was the second time in a month the city has issued a black rain warning. In early September, Hong Kong experienced its highest rainfall in nearly 140 years, flooding subway stations and malls, and causing landslides. In China's Guangdong province -- where Koinu is expected to sweep past en route to Hainan island -- the cities of Zhuhai and Jiangmen issued a Level III emergency response, according to the Xinhua news agency Sunday. That meant more than 35,500 fishing boats had to return to port, while dozens of coastal scenic areas were temporarily closed. Before moving to Hong Kong, Koinu had grazed nearby Taiwan, bringing torrential rain and record-breaking winds to its outlying Orchid Island. The storm left at least one dead in Taiwan, knocking out power to hundreds of thousands of homes. Southern China is frequently hit during the summer and autumn seasons by typhoons that form in the warm oceans east of the Philippines and then travel west. But climate change has made tropical storms more unpredictable while increasing their intensity -- bringing more rain and stronger gusts that lead to flash floods and coastal damage, experts say. Travel patterns led to arrest of mother-daughter drug smugglers
Bureau of Immigration Commissioner Norman Tansingco lauded on Friday the BI Anti-Terrorist Group (BI-ATG) for its role in the successful interdiction of two drug couriers on 27 September. In a report given to Tansingco, BI-ATG airport head Bienvenido Castillo III shared that the mother-and-daughter tandem, who were identified as Siti Aishah Binte Awang and Nur Alaviyah Binte Hanaffe, both Singaporeans, were intercepted after arriving at the Ninoy Aquino International Airport (NAIA) Terminal 3 via a Qatar Airlines flight QR928 from Doha. According to Castillo, the two suspects attempted to transit to Hong Kong via the Philippines but the BI officer at NAIA 3 intercepted them after detecting suspicious travel patterns. Castillo said that they also received information about the suspects from their international counterparts. They observed that the suspects would come in and out of the country in several instances and noted suspicious travels. He added that they also discovered another individual with the exact same patterns; hence, they immediately coordinated the matter with the members of the NAIA-Drug Interdiction Task Group (NAIA-DITG). After alerting the task group, members from the Bureau of Customs (BOC) and the Philippine Drug Enforcement Agency (PDEA) conducted an immediate entrapment operation with the assistance of airline representatives. A canine inspection showed that the duo’s luggage contained suspicious materials. Checks by the BOC confirmed that their bags contained six cookie tin cans and five cylindrical chip cans containing 564 pellets with a white powdered substance. The substance, identified as cocaine, totaled more or less 14,360 grams, with a current street value of PhP76,108,000. Tansingco hailed the arrest and commended the BI-ATG for the immediate and proactive actions that led to the interdiction. The BI chief said that the alertness of their immigration officers in analyzing the travel patterns of these criminals was instrumental in this arrest. Tansingco added that close coordination among government agencies in the airports is necessary to protect our borders from all kinds of criminal activity. Presumptive death

After we lived together for three years, I had to work in London as a caregiver and my wife worked in Hong Kong as a domestic helper. After a year apart, I have not heard from her at all and I do not know anymore about her whereabouts. I even tried contacting her parents and relatives to no avail. Until today, there is no news about her and if she is still alive. I have a live-in partner whom I would want to marry. I plan to file a declaration of presumptive death of my wife in the court. Will this be recognized? Tony *** Dear Tony, Article 41 of the Family Code of the Philippines provides that if a spouse has been absent for four consecutive years and the present spouse has a well-founded belief that the absent spouse was already dead, he or she can file a summary proceeding to have the absent spouse declared presumptively dead in order to remarry. The period of four years is shortened to two years if the absent spouse was on board a vessel lost during a sea voyage or an airplane which is missing, or a member of the armed forces taking part in a war or in danger of death under similar circumstances. This must be filed in Court and the spouse should obtain an official declaration of the presumed death of the spouse. However, in the case of Republic v Sareñogon Jr., G.R. 199194 (10 February 2016), the Supreme Court stressed that the degree of diligence and reasonable search required by law is not met (1) when there is failure to present the persons from whom the present spouse allegedly made inquiries especially the absent spouse’s relatives, neighbors, and friends, (2) when there is failure to report the missing spouse’s purported disappearance or death to the police or mass media, and (3) when the present spouse’s evidence might or would only show that the absent spouse chose not to communicate, but not necessarily that the latter was indeed dead. Given the Court’s imposition of “strict standard” in a petition for a declaration of presumptive death under Article 41 of the Family Code, it must follow that there is a required degree of stringent diligence in the search of a spouse. Therefore, you must first prove that your belief of her death is a result of diligent and reasonable efforts and inquiries. NAIA rises in rankings of world’s most internationally connected airports
The Ninoy Aquino International Airport (NAIA) has established itself as one of the most internationally connected airports in the world. Known by its International Air Transport Association (IATA) code, MNL, it ranked 15th in the top 50 global airport mega hubs and secured the third spot in the top 25 low-cost carrier airport mega hubs. According to the 2023 Megahubs Index by OAG, a leading provider of digital flight information, intelligence, and analytics for airports, MNL has climbed from 29th place in 2019 to 15th place this year in terms of international connectivity. The flag carrier, Philippine Airlines, emerged as the dominant air carrier with a 32% share of flights. In this list, led by the United Kingdom's London Heathrow Airport, MNL also ranks 6th among the top international mega hubs in the Asia Pacific region, following KUL (Malaysia), HND (Japan), ICN (Republic of Korea), BKK (Thailand), and SIN (Singapore). OAG noted, “The presence of seven Asian airport hubs in the Global Top 20 is significant considering the region is still on the path towards a full recovery.” Currently, MNL hosts 40 international carriers serving 58 international destinations. The latest addition to NAIA’s roster in 2023 is ZIPAIR, which launched its first flight between Manila and Narita last July. Additionally, Philippine Airlines has introduced nonstop flights to Perth, and Air China now directly connects Tianfu Chengdu to NAIA. Among the top 25 mega hubs for low-cost international connections this year, MNL stands out in third place, trailing only KUL (Malaysia) and ICN (Republic of Korea). MNL is the home of Cebu Pacific Air, the Philippines’ leading low-cost carrier (LCC), which will be launching flights to Da Nang, a new destination from Manila, beginning December 7th.
