ChatGPT turns to business as popularity wanes
OpenAI on Monday said it was launching a business version of ChatGPT as its AI bot sensation grapples with declining usership nine months after its historic debut. ChatGPT Enterprise will offer business customers a premium version of the bot that will provide "enterprise grade" security and privacy enhancements from previous versions, OpenAI said in a blog post. The question of data security has become an important one with major companies, including Apple, Amazon, and Samsung, blocking employees from using ChatGPT out of fear that sensitive information will be divulged. "Today marks another step towards an AI assistant for work that helps with any task, is customized for your organization, and that protects your company data," OpenAI said. The ChatGPT business version resembles Bing Chat Enterprise, an offering by Microsoft, which uses the same OpenAI technology through a major partnership. ChatGPT Enterprise will be powered by GPT-4, OpenAI's highest-performing model, much like ChatGPT Plus, the company's subscription version for individuals, but business customers will have special perks, including higher speed. "We believe AI can assist and elevate every aspect of our working lives and make teams more creative and productive," the company said. It added that companies including Carlyle, The Estée Lauder Companies, and PwC were already early adopters of ChatGPT Enterprise. The release came as ChatGPT is struggling to maintain the excitement that made it the world’s fastest-downloaded app in the weeks after its release. That distinction was taken over last month by Threads, the Twitter rival from Facebook -owner Meta. According to analytics company Similarweb, ChatGPT traffic dropped by nearly 10 percent in June and again in July, falls that could be attributed to school summer break, it said. Similarweb estimates that roughly one-quarter of ChatGPT's users worldwide fall in the 18-24 demographic. OpenAI is also facing pushback from news publishers and other platforms -- including X, the former Twitter, and Reddit -- that are now blocking OpenAI web crawlers from mining their data for AI model training. Meta’s Twitter rival Threads launches web version
Threads, Meta's challenger to depose Twitter as the go-to platform for celebrities, companies, and governments, is now available on the web as it seeks to revive its underwhelming launch. A web version of Threads is seen as key to attracting professionals and media types who are the most active users of social media and post mainly from their computers during working hours. "Threads.net is now live for everyone. Let us know what you think," posted Instagram head Adam Mosseri on Thursday, who also leads Threads. Until now, Threads was accessible only as a mobile app on iPhones and Android phones. "The Threads team is working hard to bring this experience to parity with mobile, and will be adding more functionality to the web experience in the coming weeks," a spokesman said. The rival to Twitter (now called X) was rushed out in early July by Meta, which invited its more than a billion Instagram users to download the app. This helped Threads become the fastest-downloaded app ever, crushing the previous record held by AI sensation ChatGPT. However, the initial excitement did not last, with usage by the early adopters falling steadily ever since and users calling out for a web version of the app and other tweaks. Many of the celebrities who were given privileged early access to Threads - such as Jennifer Lopez or American Football star Tom Brady - have posted only rarely. X, owned by Elon Musk, still dominates as the platform for comment and news, but the chaos endured at the platform since the Tesla owner took over has eroded its success and sent users seeking alternatives. One measure of usership, by company Similarweb, showed that daily active users on the Android version of Threads dropped to 10.3 million from the peak of 49.3 million. In the week of the Threads launch early last month, Meta CEO Mark Zuckerberg cautioned the app would "take time to stabilize, but once we nail that then we'll focus on growing the community." Mandaue seen as green housing pilot city
By RICO MIRASOL OSMEÑA The Department of Human Settlements and Urban Development and Habitat for Humanity announced that they have chosen Mandaue City as the inclusive green housing program pilot city for low-income families. DHSUD OIC-director for Public Housing and Settlements Service Rowena Dineros said they identified Mandaue City as the pilot local government unit as it has strong adoption of green initiatives. She cited that the city has a 500-unit socialized housing development project in Barangay Tipolo as a green project. Dineros added that green development involve projects that reduce the use of carbon footprints and make use of resources that promote sustainability and energy efficiency. Green and inclusive finance focuses on all instruments, products and services that address climate change; mitigation and adaptation; solutions for waste, water and sanitation management; land management and ecosystem conservation; organic farming; access to clean and reliable energy and energy efficiency. “Going green is not expensive... We can adopt ways and strategies to bring down the cost within their means. We can devise ways such as updating the housing microfinance product manual that sets the process and requirements for every household on how to avail themselves of this green technology under the microfinance program,” Dineros said. To recall, the Mandaue City Council approved an ordinance giving tax incentives to those who construct buildings that contribute to the reduction of greenhouse gas emissions and help minimize the impact of buildings on health and the environment. Ordinance 163-2023, an amendment to City Ordinance 13-2015-1047 is known as the “green building” ordinance enacted in 2015. Meantime, Habitat for Humanity-Terwilliger Center Philippines country director Jessan Catre said that Mandaue is the “green spot” in the industry because it has been one of the early adopters. “With the mayor’s intent that green is inclusive, we look at Mandaue as perfect area where national policies would be tested,” Catre said. Previously, Mandaue City Mayor Jonas Cortes disclosed that the city has 14,000 housing units backlog. “We will map out the areas where the green microfinance will be tested. We don’t want to go wide immediately. We will work with Mandaue LGU and the concerned government agencies,” Catre said. Revisiting successional rights of the adoptee
Historically, common law succession was based on blood relationships. When the adoption of children was eventually permitted and recognized by statutes, foreign jurisdictions, the progenitor of our adoption laws, traditionally leaned towards consanguinity as the foundation of inheritance laws. This legal viewpoint engendered the stranger-to-the-adoption doctrine based on the theory that the personal relationship created between the adoptive parents and the child did not automatically create the same legal status between the child and the relatives of the adoptive parents. The doctrine shaped the presumption that the adoptee is excluded from a class gift of a donor other than the adopter (Gerald L. Greene & Michael J. Schmitt, Note, The Dilemma of Adoptees in the Class Gift Structure-The Kentucky Approach). While the modern trend in adoption eventually created in foreign jurisdictions exceptions to the stranger-to-the-adoption doctrine, Philippine laws and jurisprudence straggled. R.A. 11642 or the Domestic Administrative Adoption and Alternative Child Care Act could be the great leap forward in our adoption laws; or is it? Section 43 of R.A. 11642 or the Domestic Administrative Adoption and Alternative Child Care Act states that in testate and intestate succession, the adopters and the adoptee shall have reciprocal rights of succession without distinction from legitimate filiations. Remarkably, it is a clear-cut reiteration of Section 18 of the old Domestic Adoption Law (R.A. 8552), but if we follow existing jurisprudence, it would seem that the limited intestate successional right of the adoptee persists. For example, in the case of Sayson vs. Court of Appeals (G.R. 89224-25, 23 January 1992) the Supreme Court, applying the rule of exclusivity, held that the while the adopted child shall be deemed to be a legitimate child and has the same right, it does not include the right of representation because the relationship created by the adoption is between only the adopting parents and the adopted child, and does not extend to the blood relatives of either party. What markedly differentiates our current rule on adoption, however, when compared to the legal milieu upon which the cited jurisprudence was rendered is Section Section 41 of the new Adoption Law. The law expanded the legitimate filiation between the adopter and the adoptee to the adopter’s parents, legitimate siblings, and legitimate descendants. Looking closely at the raison d’ etre of the Sayson decision, the adopted child was denied the right of representation because of the archaic rule that the “relationship created by the adoption is between only the adopting parents and the adopted child and does not extend to the blood relatives of either party.” With the inclusion of Section 41 in R.A. 11642 extending the legitimate filiation created between the adopter and the adoptee to the adopter’s parents, legitimate siblings, and legitimate descendants, the right of the adopted child in intestate succession should accordingly be improved in his/her favor, and in the words of the law, “without distinction from legitimate filiation.” What seems to stand in the way, though, is the qualifying term “reciprocal” in the right of succession between the adopter and the adoptee. Ordinarily understood, reciprocal means mutual or requited. It suggests that the adoptee can inherit from the adopter, and vice versa. But should it also mean exclusive, as to exclude the right of the adoptee to inherit from the adopter’s parents, legitimate siblings, and legitimate descendants, especially when the law itself already explicitly extended the legitimate filiation to these adoptive relatives? Exclusivity connotes limitation and restriction but it is not synonymous with reciprocity, and therefore, they should not be used interchangeably. Following this reasoning, and complementing Section 41 of the new adoption law, the adopted child should now be permitted to inherit ab intestato from the adopter’s parents, legitimate siblings, and legitimate descendants. Meta drops new Quest 3 VR headset
Meta on Thursday announced a new virtual reality headset, the Quest 3, which will be available later this year for $500. The new headset features improved performance and a slimmer design than its predecessor, the Quest 2. “The Quest 3 is our most powerful headset yet,” Meta CEO Mark Zuckerberg said in an Instagram post. “It’s the best way to experience mixed and virtual reality wirelessly.” Zuckerberg added that more details about the Quest 3 will be shared at an annual Meta Connect developers conference on 27 September. Meta also announced that the starting price of the Quest 2 will drop to $300. Zuckerberg has said that Meta is committed to building a “metaverse,” a virtual world where people can work, play and socialize. The company has invested heavily in VR and AR research and development. Apple is also rumored to be working on a VR headset, which could be announced at its Worldwide Developers Conference on Monday. “Apple hoped to release a product that felt more like designer glasses than a gaming headset, but it’s releasing something much bulkier,” said Yory Wurmser, principal analyst at Insider Intelligence. Wurmser said that Apple’s goal is to get the device into the hands of early adopters and developers, and to lay the groundwork for more innovative mixed-reality headsets to be released over the next couple of years.
