Steps gaining exporter status under RCEP outlined
Exporters wishing to avail themselves of preferential tariffs under the Regional Comprehensive Economic Partnership can apply with the Bureau of Customs to become an approved exporter, according to a customs official. Gina German, head of the Preferential Rate Unit of the BoC Port of Manila, is encouraging Filipino exporters to start leveraging the RCEP’s benefits, foremost of which is being allowed to source materials and products from the 14 other member parties of the mega free trade agreement at lower duty rates. Study and comply German also urged companies to study and comply with the RCEP’s rules of origin (ROO), a requirement to get preferential tariff treatment under the world’s biggest trade deal. Essentially, the ROO can be regarded as a passport for products, a way to determine the country of origin of a product and establish its eligibility for preferential tariff treatment. It can help businesses reduce costs and boost their competitiveness within the regional market. Under RCEP, originating goods are those falling under three categories: wholly obtained in the RCEP party or member state of the agreement; those produced in a party exclusively from originating materials from one or more of the parties; and those produced in a party using non-originating materials, provided the good satisfies the applicable requirements set out in Annex 3A (Product-Specific Rules). Documentary requirements German said applicants seeking “approved exporter” status under RCEP should submit the following documentary requirements: • Duly accomplished application form • BoC’s Certificate of Registration • Product Evaluation Report or PER, if applicable Meanwhile, traders applying for approved exporter status, should submit a producer’s declaration indicating the originating status of the good for which the trader will be completing a declaration of origin and stating the producer’s readiness to cooperate in verification. “If you are a trader, you need to know who produces the good or you still have a declaration that it is originating in the Philippines so that you will be ready during the retro verification or verification of the importing country,” said German during her talk last month at a Department of Trade and Industry webinar. In addition applicants have to submit a list of the authorized signatories of the DO and their respective specimen signatures. The application form should be submitted in both hard copy and electronic Portable Document Format to the deputy commissioner of the Assessment and Operations Coordinating Group through the Customer Care Center or CCC. The Export Coordination Division or ECD will then evaluate the application based on the following criteria: Exporter is a legitimate exporter who must have been transacting with the BOC for at least one year prior to the date of application Exporter must have been exporting products to at least one RCEP party for at least one year • Exporter must have good compliance measured by risk management of the BOC • Exporter must have a sound bookkeeping and recordkeeping system • Exporter must have responsible officers or persons authorized to sign the DO, who must have sufficient knowledge, competence in ROO application • Exporter must be willing to be subjected to regular monitoring and inspection to determine correctness of its declaration with respect to the goods exported. Written authorization After evaluation the ECD will grant the status of approved exporter to the successful applicants by issuing a written authorization with its corresponding authorization code within 14 working days. From there, the BOC will input the details of the approved exporter in its Approved Exporter Database for circulation among the RCEP parties. RCEP came into effect officially for the Philippines on June 2, 2023 after the Senate finally ratified the agreement in February this year. The Philippines was the last country to ratify RCEP, a free trade pact among the 10 members of the Association of Southeast Asian Nations — Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam — and the five ASEAN FTA partners Australia, China, Japan, South Korea, and New Zealand. Bong Go reminds public to observe proper hygiene amid typhoid surge
Senator Christopher “Bong” Go has urged Filipinos to be more vigilant and prioritize their health by observing proper hygiene in the wake of an alarming increase in typhoid cases across the country. According to the Department of Health (DOH), at least 17,531 cases of typhoid have been recorded this year. Go, chairperson of the Senate Committee on Health and Demography, expressed his concern for the growing number of typhoid cases and called upon the Filipino people to take immediate action to protect their health and that of their loved ones. “Hinihikayat ko ang lahat na maging mapanuri sa ating kalusugan. Huwag tayong mag-atubiling magpatingin sa mga doktor kung may mga sintomas tulad ng lagnat o pagsusuka,” Go underscored. “Mahalaga ring magtulungan tayo para maiwasan ang pagkalat ng mga sakit na ito. Huwag nating kalimutan ang tamang kalinisan at sanitation sa ating mga tahanan. Siguruhing laging malinis ang ating mga paligid at inumin ang ligtas na tubig,” he added. Typhoid fever is a highly contagious bacterial infection that primarily spreads through contaminated food and water. Its symptoms, which include high fever, abdominal pain, and severe weakness, can be severe and even life-threatening if left untreated. Therefore, the recent increase in cases is a cause for significant concern, stressed Go. According to the most recent disease surveillance report from DOH, there has been a 38 percent increase in reported cases of the disease from 1 January to 30 September compared to the same period last year, with 12,693 cases. The Cordillera Administrative Region (CAR) reported the highest number of cases at 2,861 followed by Northern Mindanao with 1,932 cases, and Mimaropa Region (Mindoro Occidental, Mindoro Oriental, Marinduque, Romblon, and Palawan) with 1,413 cases. Cases in SOCCSKSARGEN (South Cotabato, Cotabato City, North Cotabato, Sultan Kudarat, Sarangani, and General Santos City) increased by 119 percent from 512 cases to 1,123. Central Luzon saw the most significant increase in cases, with a 192 percent increase from 334 cases last year to 975 cases this year. "Typhoid fever is a preventable disease, and it is disheartening to see the numbers continue to rise," Go said, adding "We cannot afford to be complacent when it comes to our health. It is our responsibility to stay informed and practice proper hygiene to prevent the spread of this disease." Go also urged the government and health agencies to intensify their efforts in raising awareness about typhoid prevention, enhancing healthcare services, and implementing strict measures to ensure food and water safety. Go then highlighted the importance of Malasakit Centers and Super Health Centers as crucial components of the country's healthcare system, saying, “As the nation battles the increasing number of typhoid cases, it is essential for Filipinos to be aware of the facilities designed to provide quick and efficient medical services and assistance.” The Malasakit Centers program, a brainchild of Go, serves as a one-stop shop for medical assistance programs. These centers bring together key government agencies to streamline the process of availing medical aid. “Ang Malasakit Center po ay one-stop shop, nasa loob na ho ng hospital ‘yung apat na ahensya ng gobyerno – ‘yung DOH, DSWD, PhilHealth, at PCSO. Tutulungan po kayo sa inyong billing,” said Go. The program was institutionalized through Republic Act No. 11463, which was principally sponsored and authored by Go. Through the collective efforts of fellow lawmakers and local government units, sufficient funds have been allocated under the DOH for 307 Super Health Centers in 2022 and 322 in 2023. The Philippines has monitored "a large number of Chinese maritime militia vessels” swarming in the features of the West Philippine Sea, National Security Council spokesperson, Undersecretary Jonathan Malaya, said Tuesday. In a television interview, Malaya said these vessels were spotted “not only in the vicinity of Ayungin Shoal and Bajo de Masinloc but also in other features, including (Scarborough Shoal) and Sabina (Escoda) Shoal.” "We are alarmed by the environmental degradation our Coast Guard ships were able to monitor in these areas,” he told the ANC. Malaya noted that environmental degradation or coral destruction would have a direct impact on the livelihood of the fishermen in the WPS areas. “Sometimes we forget the reasons why we are pushing our rights in the WPS, some critics are saying this is just posturing on the part of the Philippines or a tug-of-war between China and the Philippines. Israel has one of the best-resourced militaries in the world, heavily supported by Washington. In Hamas, it faces a highly trained armed group with powerful regional allies. With both sides poised for an Israeli ground offensive in the wake of the deadly attack on Israel by Hamas on 7 October, here is an overview of their military resources. Israel The Israel Defense Forces number 169,500, of which 126,000 are army, according to Britain's International Institute for Strategic Studies (IISS). On top of that, it has 400,000 reservists, of which 360,000 have been mobilized since the Hamas attack. Israel also has some of the most technologically advanced defenses in the world, including the "Iron Dome" anti-missile system. IISS says it has around 1,300 tanks and other armored vehicles, 345 fighter jets, and a vast arsenal of artillery, drones, and state-of-the-art submarines. Though not a declared nuclear state, Israel's nuclear weapons cache is an open secret and the Arms Control Association puts its number of warheads at 90. US ally Washington provides $3.8 billion per year to Israel in military aid under a 10-year agreement running until 2028. Defense Secretary Lloyd Austin said Sunday that he had activated deployment of a Terminal High Altitude Area Defense battery and additional Patriot battalions "throughout the region". He added that he had put "an additional number of forces on prepare-to-deploy orders ... to increase their readiness and ability to quickly respond as required." Washington had already delivered increased munitions to Israel and deployed two aircraft carriers to the eastern Mediterranean -- the USS Gerald Ford, the world's largest warship, and the USS Eisenhower -- to deter not just Hamas but also its allies Iran and the Lebanese Islamist movement Hezbollah. The US military on Tuesday ordered 2,000 personnel to prepare for deployment to the Middle East as a show of force. Hamas Hamas has a diverse arsenal built up over many years. Its armed forces, called the Ezzedine Al-Qassam Brigades, numbers 15,000 men according to IISS, though it notes that Arab media have put the figure at 40,000. They have heavy weapons obtained from across the Middle East -- particularly Iran, Syria, and Libya -- and have also sourced handguns and assault rifles from China and other regions. It also has a variety of locally made, improvised explosives and Western sources say enough drones, mines, anti-tank guided missiles, grenade launchers, and mortar shells to hold out for a long period, though precise figures are unavailable. The majority of its rockets are also locally manufactured and technologically rudimentary. Hezbollah There have already been exchanges across the border between Israel and Lebanon, where the Iran-backed Hezbollah is based. "Hezbollah can tie up IDF resources without having to fully commit to the fight, instead relying on occasional rocket or missile strikes to prevent the Israelis from growing complacent and forcing the IDF to commit manpower and materiel along the northern border," said the Soufan Center, a US think tank. In 2021, the group claimed to have 100,000 fighters. The Institute for National Security Studies, an Israeli think tank, says the number is half that. "Most Hezbollah militants are not full-time fighters but rather engage in militant activity as and when required by the group's commanders," according to Elliot Chapman of the British defense analysis firm Janes. Hezbollah mobilized 40,000 men at the outbreak of Syria's civil war, he noted. INSS says the group's arsenal counts 150,000 to 200,000 rockets and missiles, including "hundreds" of precision rockets. "Strategically, Hezbollah's rocket arsenal is the group's most significant capability for fighting Israel," Chapman said. Iran Since its Islamic revolution in 1979, Iran has made support for Palestinians one of the pillars of its ideology. Foreign Minister Hossein Amir-Abdollahian warned Sunday that "The region is like a powderkeg ... I warn the United States and its proxy (Israel) that if they do not immediately stop the crime against humanity and genocide in Gaza, anything is possible at any moment and the region will go out of control". Western analysts minimize the threat of Iran becoming directly involved and point rather to its support from Hamas, Hezbollah, and Huthi rebels in Yemen -- a so-called "axis of resistance" of Israel's enemies. Raz Zimmt, of INSS, said Iran currently had "no interest in Hezbollah engaging in an all-out war" that might threaten such a key "strategic asset". But he added that Tehran's hand could be forced by "an Israeli ground invasion, and especially Israeli military success, which will threaten the very survival of Hamas and/or its ability to maintain effective control over the Gaza Strip". Soaring energy costs due to Russia's war in Ukraine, high inflation, and weaker demand from key trade partner China have culminated in a manufacturing slump that has raised fears about Germany's future as an industrial powerhouse and export champion. Benner's appointment is set to be confirmed at an IG Metall congress on Monday. As she prepares to go to bat for IG Metall's more than two million members in sectors including the automotive, machine tool, and electrical industries, Benner is clear about her priorities. "The most important thing is keeping industry in Germany and Europe," she told AFP in an interview in her Frankfurt office. Asked why it took so long for IG Metall, founded in 1949, to install a woman at the top, Benner chuckled. "Ask the men!" smiled the bespectacled 55-year-old. Deindustrialization fears A work and study stint in the United States in the 1990s opened her eyes to the "weakness" of American unions, Benner recalled. The contrast with Germany was stark, where the model of co-determination gives labor representatives a significant say in workplace decisions. As Germany's most powerful trade union and the largest in Europe, Benner is well aware of IG Metall's influence. "We're strong," she said. IG Metall flexed its muscles last year and won an 8.5-percent wage increase over two years to help compensate for inflation, a benchmark deal covering around four million workers across several sectors. Even more daunting challenges lie ahead, as Germany's long-vaunted economic model is called into question and an end-of-year recession looms. Companies in Germany's energy-intensive industries are already weighing whether to shift production to cheaper shores, a problem compounded by the lure of US green subsidies through Washington's Inflation Reduction Act, Benner said. "We're seeing a creeping dismantling of industry and jobs," she warned. To prevent a dreaded "deindustrialization" of Europe's biggest economy, Benner is in favor of discounted electricity prices for industrial firms. The proposed subsidy has been a topic of fierce debate within Germany's coalition government in recent months. But Chancellor Olaf Scholz, who like Benner is a member of the center-left Social Democrats, has yet to back the idea, fearing it could slow the transition towards renewable energies. Retaining talent Adding to Germany's woes are long-running structural problems such as a shortage of skilled workers in an aging country, and foot-dragging on digitization. More than 2.6 million young adults in Germany under the age of 35 have no vocational qualification, despite a growing need for highly qualified employees as new technologies transform businesses. IG Metall was working hard to increase the number of apprenticeships and make on-the-job training more attractive, Benner said. Hoping to make heavy industry a more appealing career choice, Benner also advocates a better work-life balance and supports a four-day workweek for those who want it. She also wants to narrow the gender pay gap in a country where men still earn seven percent more than women doing the same job. But first up on her to-do list will be next month's wage negotiations with steel bosses. Benner will be pushing for a similar 8.5-percent salary bump for the sector and a reduction in working hours from 35 to 32 hours a week, without loss of pay. Millions of children affected by climate disasters – UNICEF
The United Nations Children’s Fund warned on Thursday that weather disasters brought on by climate change caused 43.1 million child displacements between 2016 and 2021 and criticized the lack of attention given to the victims. Co-Author Laura Healy told American for Prosperity, or AFP, that the data only indicated the “tip of the iceberg,” with many more possibly affected, in comprehensive research on the subject that included the heartbreaking stories of some children affected. Khalid Abdul Azim, a child from Sudan, recalls his terrible experience in a flooded village that can only be reached by boat. "We moved our belongings to the highway, where we lived for weeks," he said. In 2017, sisters Mia and Maia Bravo watched flames engulf their trailer in California from the back of the family minivan. "I was afraid, in shock," Maia said. Statistics on internal displacements caused by climate disasters generally do not account for the victim’s age. The Internal Displacement Monitoring Center, a non-governmental organization, and UNICEF collaborated to analyze the data and uncover the hidden toll for children. Four types of climate disaster (floods, storms, droughts, and wildfire) has led to 43.1 million child displacements in 44 countries in which frequency of the said disasters has increased during global warming, the report says. Ninety-five percent of those displacements were caused by floods and storms. “It’s equivalent of about 20,000 child displacements every day,” Healy lamented on AFP highlighting how the afflicted children are then at risk of suffering other traumas, such as being torn away from their parents or being the prey of child traffickers. As one child may be uprooted more than once, the numbers reflect the number of displacements rather than the number of children affected. The number of displaced people as a result of drought is “radically underreported,” according to Healy because they are less abrupt and hence harder to measure. This is just the tip of the iceberg based on the available data that we have," she said. "The reality is with the impacts of climate change, or better tracking of displacement when it comes to slow onset events, that the number of children who are uprooted from their homes is going to be much greater." Healy added. UNICEF Report Reveals Alarming Predictions for Child Displacements Due to Climate Events In a recently released UNICEF report, startling forecasts have been unveiled for specific climate-related events. According to the report, the next three decades could witness a staggering 96 million child displacements due to flooding caused by overflowing rivers. Additionally, cyclonic winds are projected to force 10.3 million child displacements, while storm surges may result in 7.2 million displacements. It's worth noting that these estimates do not factor in preventive evacuation measures, raising concerns about the potential scale of displacement. UNICEF's Executive Director, Catherine Russell, emphasized the profound impact on those compelled to flee, including the fear of an uncertain return, disruptions to education, and the possibility of further relocations. Russell stressed that while migration may save lives, it also brings significant upheaval and challenges. "As the impacts of climate change escalate, so too will climate-driven movement. We have the tools and knowledge to respond to this escalating challenge for children, but we are acting far too slowly." She added. At the COP28 climate summit in Dubai in November and December, UNICEF urged world leaders to take up the climate issue. According to Healy, children, particularly those who have already been compelled to move must be prepared “to live in a climate change world”. While the effects of climate change are spreading across large portions of the planet, the UNICEF report highlights some of the most susceptible nations. The biggest number of displaced people (almost 23 million in six years) occurred in China, India, and the Philippines because of their massive populations, strategic positions, and precautionary evacuation measures. However, in proportional terms, Africa and small island states are most at risk; in Dominica, 76 percent of all children were uprooted between 2016 and 2021.
