Beyond Borders: A New Era for Digitalization and Customs Excellence was the theme chosen by the Bureau of Customs -Ninoy Aquino International Airport to commemorate its 63rd founding anniversary and over 60 years of dedicated public service. District Collector Atty. Yasmin Mapa emphasized the BoC-NAIA’s impressive accomplishments and development while Collector Mapa praised the port’s exceptional revenue collection record, which generated a total of P31.3 billion in revenue from January to September this year. This represented an increase of P1.3 billion over the prior year and outperformed the collection target for the time by P1.1 billion. This success demonstrates BoC-NAIA’s ongoing dedication to assisting the Bureau in achieving its broad objectives. Collector Mapa stated that in August 2023, BoC-NAIA passed its second surveillance audit for ISO quality management system certification, recognizing the value of simplified customs procedures. With 23 enrolled ISO-certified processes and 10 ISO support processes, the port has the most certified processes of any BOC port. With this accreditation, cargo clearance procedures are guaranteed to be recognized internationally, facilitating trade for stakeholders and customers. She added that BoC-NAIA will remain steadfast in its enforcement policies, intercepting narcotics with an estimated street value of P994 million in 2023. Collector Mapa highlighted the port’s role in preventing the entry of illicit goods, seizing a total of P1 billion worth of drugs, jewellery, wildlife, currencies, medicines, and other regulated items. The port received commendations from the Department of Environment and Natural Resources for curbing wildlife smuggling. BoC-NAIA is aggressively advancing digitization initiatives in keeping with the celebration’s theme. The port is organizing consultative discussions for the electronic tracking of air cargo and is currently in the pilot testing phase of the electronic airwaybill filing. In addition, there are plans to categorize goods and work with pertinent organizations to integrate iDeclare into the e-travel system to provide a centralised platform for trip declarations. A memorandum of agreement between the BoC and the Philippine Postal Corporation was ceremonially signed during this celebration in an effort to speed up, secure and enhance the quality of customs clearance for postal commodities. At the ceremony, BoC-NAIA showcased its newly revamped website and E-Airway Bill System, showcasing its dedication to operating more efficiently. The event was capped off with awards for top imports and standout personnel, underscoring their critical contribution to the port’s development and prosperity. Collector Mapa expressed appreciation to Commissioner Bienvenido Y. Rubio, Deputy Commissioners, and Bureau of Customs employees for their assistance and the chance to assist stakeholders. Senator Christopher “Bong” Go assisted 283 recovering fire victims at the Cagayan de Oro City Hall Ground Quadrangle last Thursday, 19 October. Borja General Hospital in the city. REAP's primary goal is to furnish temporary job prospects to individuals who meet the criteria of being economically disadvantaged, impoverished, displaced, or seasonal workers. Go, chairperson of the Senate Committee on Health and Demography, then offered medical assistance to the beneficiaries. He advised them to avail of the services of any of the two Malasakit Centers in the province where they may conveniently avail of medical assistance programs offered by the government. In Bohol, the Malasakit Centers are located at Governor Celestino Gallares Memorial Hospital (GCGMH) in Tagbilaran City and at Don Emilio Del Valle Memorial Hospital in Ubay. BOC, PCG, PNP bust P2.2-B shabu from Mexico shipment
Combined elements of the Bureau of Customs, the Philippine Coast Guard, Philippine National Police, among other enforcement units, uncovered a shipment from Mexico containing 323 kilos of methamphetamine hydrochloride (shabu) at the Manila International Container Port terminal in Manila on 4 October, Wednesday. A belated report from the BOC said the contraband's estimated street value was P2.2 billion, concealed in a jerky beef shipment from Mexico. The shipment arrived at the MICP on 24 February 2023 from Logistica Integral Aduanal Meyma and Aime Express Logistics SA DE CV, Mexico, and was consigned to a certain Salesbeat Within OPC. Incidentally, the BOC Intelligence and Investigation Service received “derogatory information that the subject shipment contain illegal drugs”, and accordingly monitored closely the declaration, processing, and/or movement of the same. However, despite considerable lapse of time, no goods declaration was filed for the subject shipment. On 29 September 2023, CIIS-MICP requested the District Collector of MICP to issue a Pre-Lodgment Control Order against the subject shipment described in the covering Bill of Lading to contain laminated beef jerky. Pursuant to PLCO issued by District Collector Romeo Rosales dated 29 September 2023, in the presence of operatives from the Customs Anti-Illegal Drug Task Force, Philippine Drug Enforcement Agency, BOC-X-Ray Inspection Project, Philippine National Police-Drug Enforcement Group, BOC-Enforcement and Security Service, PCG), Chamber of Customs Brokers, Inc., and CIIS-MICP, the shipments were subjected to X-ray scanning last 2 October 2023 and 100 percent physical examination, which yielded more or less 323 kilograms of shabu concealed inside the laminated beef jerky. Thereafter, the identified shabu was temporarily loaded back inside the subject container, padlocked, and sealed with the signatures of the assigned Customs examiner and afore-identified witnesses. Deputy Commissioner for Customs Intelligence Group Juvymax Uy said that this latest operation is not only a coordinated response to the President’s call but also a fulfillment of the agency’s mandate to protect the country’s borders and ensure the security of all ports of entry. On the other hand, District Collector Romeo Rosales stressed that: “Our officers continue their dedication to our border security mission, which led to this latest shabu interception. Their drive, vigilance, and alertness on a daily basis made this operation possible. Domestic aviation rebounds this year
The local aviation industry, which was badly hit by the global health crisis, is seen to achieve full recovery this year. This was according to the International Air Transport Association in a recent forum organized by the European Chamber of Commerce of the Philippines. During the Aviation Forum last week, Yuli Thompson, area manager for the IATA in Southeast Asia, said the Philippines and the rest of the Asia Pacific region’s aviation market is swiftly recovering and seeing a consistent rise in terms of growth in international and domestic travel. Thompson said passenger traffic trends for international flights in the Philippines were logged at 75 percent of 2019 levels as of June 2023. As for the Asia Pacific passenger forecast, Yuli maintained that domestic travel will fully recover in 2023, while international travel will occur sometime in 2026. Further, Asia Pacific will be seen to lead in traffic growth in the next 20 years. “However, overcoming current challenges riding on the current momentum, and meeting full recovery will require strong interventions from all players in the aviation sector,” he said. Infra investments For his part, Cebu Pacific Air chief executive officer Michael Szucs emphasized the need to invest in infrastructure, citing that “Philippine carriers will need to quadruple in size to cater to growing demand.” In her keynote speech, Secretary Grace Poe urged stakeholders to support necessary infrastructure investments, especially following the air system glitch incident earlier this year. The senator called for the acquisition of a new Communication, Navigation, and Surveillance/Air Traffic Management. Poe also recommended the hiring of a third-party maintenance provider for the CNS/ATM system. “It is my hope that the government, the private sector, and other stakeholders can work together and collaborate on air transport projects which will not only generate economic growth but also provide our people with excellent and affordable public services that can improve the quality of life for all,” she said. Also filed by Poe is Senate Bill 1121 which proposes the creation of a Philippine Transportation Safety Board. Under the directive of the current Marcos administration, Department of Transportation Undersecretary for Aviation and Airports Roberto Lim highlighted the government’s key priorities, including aviation safety and strengthening of learning institutions. Lim further noted the agency’s priority of strengthening the Civil Aviation Training Center and engaging with the private sector as close partners for Air Transport Skills Training and Development. “If we are able to train our air traffic controllers, we would not only meet our own requirements, but the requirements of other countries. We can develop this on an institutional basis,” said Lim. Open up the industry Kurt Edwards, director general of the International Business Aviation Council, also raised the fact that much could be gained “by opening the industry and making it more known to people.” In terms of managing safety risks, Captain Manuel Antonio Tamayo, director general of the Civil Aviation Authority of the Philippines, shared initiatives to advance safety capabilities in the aviation sector through the State Safety Program. The program employs a risk-based approach to regulations, capacity building and integration of a new organizational structure for monitoring and evaluation. Senator JV Ejercito’s love for cycling is hard to miss. From interviews to his social media posts, the 53-year-old lawmaker would always find a way to display his love for cycling — and sports in general. That’s why in a recent interview with Daily Tribune, Ejercito took the opportunity to preach the benefits of cycling and how he wants to spearhead the staging of more local and international tournaments that would encourage a lot of enthusiasts to take the sport seriously. “We need to have more competitions like Ronda Pilipinas. I hope somebody picks up the cudgels for it to continue because competition improves the quality of our athletes,” said Ejercito, referring to the annual professional road cycling competition that covers major cities in Luzon, Visayas and Mindanao. The prestigious bikefest started in 2011 and has drawn the interest of the best local and international riders. It, however, got canceled this year as it prepares to transition from being an annual to a biennial event. “We need competitions,” Ejercito stressed. But batting for the staging of a professional cycling competition is just a mere fraction of Ejercito’s love for the sport. In fact, during the height of the coronavirus pandemic in 2020, Ejercito took the cudgels for the cyclists when he slammed the Inter-Agency Task Force for raising the proposal of requiring cyclists to wear face shields on the road. Ejercito stressed that this proposal will put the cyclists’ lives at risk as they might suffer hypoxia or lack of oxygen. Having first-hand experience on the challenges of the sport, Ejercito asserted that the proposal might create more harm than good. “I am not in favor of requiring face shields to those who are biking and exercising. This might cause hypoxia or lack of oxygen. While breathing hard, intake of oxygen is already minimized with masks so what more if they will require them to wear face shields? This can be fatal,” Ejercito said. “Cyclists usually are away from each other. Face shields should be required in enclosed and crowded places. There is already a mask that is required anyway.” “Wearing a face shield while cycling is dangerous. The mask is enough.” But that’s not all. Ejercito also fought hard for the rights of cyclists through Senate Bill 393 that pushes for more bicycle lanes in major thoroughfares. He believes that by putting up bicycle lanes, the government would encourage the public to bike to their respective schools or offices instead of riding cars, buses or trains. The public would also get to save a lot on their transportation expenses while helping the government solve the worsening traffic situation. “This legislation is one way to help unburden commuters who are choosing to ride their bicycles and other non-motorized vehicles in order to escape the worsening traffic situation and save money on fares and fuel, especially now that prices of petroleum products have skyrocketed,” the bill’s explanatory note said. Ejercito said the government will also benefit from this proposal. “Though we admire such resilience and innovation, the government should also look into improving road conditions for alternative means of transportation,” Ejercito, the son of former President Joseph Estrada, said. “Until such a time that the government has finished its goal to provide mass transportation that is people-centered and accommodating to every walk of life, there will always be room for alternative forms of travel.” Ejercito admitted that he even considered riding his bicycle to work. “Even I couldn’t bear it each time I load up on gas. I shell out P5,000 every time. It’s hard on my pockets. Hopefully, I can save by biking to work,” Ejercito said. As of May 2023, about 546 kilometers of bike lanes were already established in Manila, Metro Cebu and Metro Davao, according to the Department of Transportation. Aside from cycling, Ejercito also plays golf and boxing. He is also an avid fan of basketball. In fact, he was at the sidelines when Gilas Pilipinas battled China in the FIBA Basketball World Cup together with other senators in Ronald “Bato” dela Rosa, Joel Villanueva and Juan Miguel Zubiri. Ejercito said if there will be a chance, he will gladly lend a helping hand to Philippine sports. After all, he is no stranger to grassroots sports after serving as chairman of the committee on youth and sports when he was still representing San Juan City in the House of Representatives. With him in charge, he was able to help the Philippine Sports Commission with its funding that led to the rise of promising athletes like Hidilyn Diaz, who went on to become the country’s first Olympic gold medalist. “There’s no specific NSA (national sports association) but if there is an opportunity, I will help. Bong Go provides support to help displaced workers in Bukidnon
Senator Christopher “Bong” Go sent assistance to displaced workers in Cabanglasan, Bukidnon on Friday, 29 September, in coordination with the office of Congressman Jonathan Keith Flores. Held at the municipal gymnasium, Go’s team distributed masks, vitamins, shirts, and snacks to a total of 426 displaced workers. They also gave away shoes, watches, mobile phones, and balls for basketball and volleyball to select recipients. "Patuloy po tayong magtulungan upang mas mapabuti pa ang kalagayan ng ating mga disadvantaged at displaced workers. Magkasama tayo sa layuning ito na makabuo ng mas maginhawa at mas matatag na lipunan para sa lahat ng Pilipino," he said. These beneficiaries also qualified for livelihood support from the Department of Labor and Employment (DOLE). Other available services are eye, ear, nose, and throat (EENT) service, oncology centers, physical therapy and rehabilitation center and telemedicine, through which remote diagnosis and treatment of patients are made possible. When a ranking Department of Agriculture official was asked in a recent Congress hearing what steps the agency had taken to break the rice cartel, he replied that he did not believe that a “mafia” existed. Coming from a high DA official, the statement revealed that nothing was being done to stop the syndicate that everyone in the industry knows about since, to the authorities, it does not exist. In the reenacted Anti-Agricultural Smuggling Act of 2016, smuggling, hoarding, profiteering, and forming cartels for agricultural and fishery products are considered economic sabotage and are non-bailable offenses for which a long jail term could be meted out. The strengthened law, however, lacks strong teeth against government officials who are in cahoots or protect the syndicates. Contained in the proposed bill is a provision indicating that any government officer or employee found to be an accomplice in the commission of the crime will “suffer the additional penalties of perpetual disqualification from holding public office, exercising the right to vote, from participating in any public election, and forfeiture of employment monetary and financial benefits.” The bill is pending in both houses of Congress. With the slow grind of justice in the country, a public official looking for a fast buck will not hesitate to risk his job in exchange for a huge payback. The recent series of events showed the markets are being manipulated by the big players in the sugar, vegetable and rice businesses. These syndicates are known to be deeply entrenched due to their connections with government bigwigs who facilitate their domination of the markets either through edicts or the use of public resources. In the most ridiculous situation, the recent spike in onion prices was found to be artificial since farmers were even throwing away their harvests because of low farmgate prices, thus there was no reason for prices to surge. Later, it was exposed in a congressional hearing that a cartel had succeeded in manipulating the onion market to create a condition that would require its importation, from which its members would make a killing. The warehouse and storage facilities are controlled by the mafia which makes it easy to create artificial conditions to which the market reacts by raising retail prices. The ultimate goal is to coax the government to allow importation from suppliers in overseas markets that are also flooded with the commodity, The cartel rakes in profits from both the high markup and the kickbacks from the overseas suppliers desperate to sell their surplus. The woeful victims are the Filipino farmers whom the cartel boxes out of the market. In extreme cases, these farmers just throw away their harvest since they cannot afford to transport their products without the middlemen who are also in the pocket of the cartel. The same goes for the rice industry, where the market was manipulated for a different reason, which was to kill the rice tariffication law that kicked the National Food Authority out of the import business. Rice prices then surged to as high as P56 a kilo, which pushed President Ferdinand Marcos Jr. to impose price ceilings. The NFA used to have a monopoly on importation, but that resulted in acrimonious confrontations at the apex of government. The tariffication law, in turn, opened importation to all grain traders and relegated the NFA to buying rice from local farmers. Under the new anti-smuggling bill which has the endorsement of Mr. Marcos, an Anti-Agricultural Economic Sabotage Council headed by the President or his designated permanent representative will be formed. The proposed body will have the power to investigate and file charges, as well as freeze violators’ funds, properties, bank deposits, placements, trust accounts, assets and records. The creation of the body looks good on paper but in the real world, it might just add another layer of bureaucracy and source of corruption unless the cartel, which DA officials claim does not exist, is dismantled. Chief Presidential Legal Counsel Juan Ponce Enrile has a simple solution for breaking the cartel, which is for the government to confiscate all the rice overstock and let the owners of the warehouses prove that their huge inventory is legitimate. Such a move would prompt the traders to release more rice into the market to avoid confiscation. The imposition of the price cap on rice indicated that the prices are artificial since the markets are now selling at lower than the manipulated prices despite conditions being constant. An expected bumper harvest is also prompting the prices to go back to normal, after the attempt of the cartel to create a price shock to support their effort to return to the old ways. To know the real situation, President Marcos goes out of his way to see what is on the ground. His underlings, particularly at the Department of Agriculture, should do better. Major asteroid sample brought to Earth in NASA first
A seven-year space voyage came to its climactic end Sunday when a NASA capsule landed in the desert in the US state of Utah, carrying to Earth the largest asteroid samples ever collected. Scientists have high hopes for the sample, saying it will provide a better understanding of the formation of our solar system and how Earth became habitable. When they learned that the capsule's main parachute had deployed, "I literally broke into tears," the Osiris-Rex mission's principal investigator Dante Lauretta told a press conference. "That was the moment I knew we made it home... For me, the real science is just beginning." The 3.86-billion-mile (6.21-billion-kilometer) journey marked the United States' first sample return mission of its kind, the US space agency said in a post on X, formerly Twitter. NASA chief Bill Nelson hailed the mission and said the asteroid dust "will give scientists an extraordinary glimpse into the beginnings of our solar system." The Osiris-Rex probe's final, fiery descent through Earth's atmosphere was perilous, but NASA managed to engineer a soft landing at 8:52 am local time (1452 GMT), in the military's Utah Test and Training Range. Four years after its 2016 launch, the probe landed on the asteroid Bennu and collected what NASA estimated is roughly nine ounces (250 grams) of dust from its rocky surface. Even that small amount, NASA says, should "help us better understand the types of asteroids that could threaten Earth." The sample return "is really historic," NASA scientist Amy Simon told AFP. "This is going to be the biggest sample we've brought back since the Apollo moon rocks" were returned to Earth. Osiris-Rex released its capsule early Sunday from an altitude of more than 67,000 miles. The fiery passage through the atmosphere came only in the last 13 minutes, as the capsule hurtled downward at a speed of more than 27,000 miles per hour, with temperatures of up to 5,000 degrees Fahrenheit (2,760 degrees Celsius). NASA images showed the tire-sized capsule on the ground in a desert wash, with scientists approaching the device and taking readings. Eventually, they concluded the capsule was not breached, meaning its all-important air-tight seal remained intact, avoiding any contamination of the sample with desert sands. The team then lifted the capsule by helicopter to a nearby "clean room." Meanwhile, the probe that made the space journey fired its engines and shifted course away from Earth, NASA said, "on its way" for a date with another asteroid. Japanese samples On Monday, the sample heads to the Johnson Space Center in Houston for additional study, and NASA plans to announce its first results at a news conference 11 October. Roughly one-fourth of the sample will be immediately used in experiments, and a small amount will be sent to mission partners Japan and Canada. But most of it will be saved for future generations -- a "treasure for scientific analysis for years and years and years to come, to our kids and grandkids and people that haven't even been born yet," Lori Glaze, director of NASA's Planetary Sciences division, said. Japan had earlier given NASA a few grains from asteroid Ryugu, after bringing 0.2 ounces of dust to Earth in 2020 during the Hayabusa-2 mission. Ten years before, it had brought back a microscopic quantity from another asteroid. But the sample from Bennu is much larger, allowing for significantly more testing, Simon said. Earth's origin story Asteroids are composed of the original materials of the solar system, dating back some 4.5 billion years, and have remained relatively intact. They "can give us clues about how the solar system formed and evolved," said Osiris-Rex program executive Melissa Morris. "It's our own origin story." By striking Earth's surface, "we do believe asteroids and comets delivered organic material, potentially water, that helped life flourish here on Earth," Simon said. Scientists believe Bennu, about 500 meters (1,640 feet) in diameter, is rich in carbon -- a building block of life on Earth -- and contains water molecules locked in minerals. Bennu surprised scientists in 2020 when the probe, during its brief contact with the asteroid's surface, sank into the soil, revealing an unexpectedly low density, like a children's pool filled with plastic balls. Understanding its composition could come in handy, for there is a slight -- but non-zero -- chance (one in 2,700) that Bennu could collide catastrophically with Earth, though not until 2182. We did not agree. In fact, we increased them during the budget deliberations,” Go said. “My hunch was right, who would have thought that RITM would be one of the most important offices during the pandemic?
