In his End-of-Term State of the Region Address on June 21, 2022, Jayvee acknowledged the challenges faced during his term, particularly the impact of the Covid-19 pandemic. Under his leadership, the Davao Region witnessed a notable economic recovery, with a 5.9 percent GRDP growth rate in 2021. Prioritizing inclusive healthcare for Filipinos
Providing inclusive healthcare for all Filipinos should always remain a priority. As chairperson of the Senate Committee on Health, my legislative agenda is to ensure that those with less in life are given more benefits and attention from the government, especially regarding healthcare. My constant appeal to health officials is to ensure all Filipinos in need get medical care regardless of their geographic and economic situation. This is precisely the sentiment I wanted to impart when the Commission on Appointments took up the appointment of Department of Health Secretary Teodoro “Ted” Herbosa. The health department has my full support, so I am happy to note that Secretary Herbosa committed his support for the continuing implementation of the Malasakit Centers program and other key public health initiatives. As principal sponsor and author of Republic Act 11463 or the Malasakit Centers Act of 2019, it is fulfilling to know that the program is instrumental in providing medical assistance to over seven million indigent Filipinos through the 159 currently operational Malasakit Centers nationwide. Prioritizing the establishment of Super Health Centers in strategic areas in the country will also help make healthcare more inclusive for Filipinos. With the support of my colleagues in both houses of Congress, we are looking at more than 600 Super Health Centers to be built nationwide. These centers will provide primary healthcare and medical consultations, and help promote early detection of illnesses, which will decongest hospitals in the long term. My advocacy for inclusive healthcare has been strengthened with the enactment of RA 11959, or the Regional Specialty Centers Act. This newly enacted law, which I principally sponsored as one of the authors, will establish specialized medical centers within existing DoH regional hospitals. It will help bring specialized medical services closer to every region and will, in effect, make the health department’s services more inclusive. Sufficient funds must be allocated for the Regional Specialty Centers for its effective implementation in the coming years. While we are doing everything to make healthcare more accessible to Filipinos, let us not forget our healthcare workers. I am appealing to DoH and our finance managers to make sure that the benefits due to our healthcare workers in accordance with prevailing laws are released efficiently and without further delays. Moreover, my regular engagement with communities in need continues to be part of my advocacy to promote inclusivity so that those with less can still get the best public services they need and deserve. As Chair of the Senate Committee on Sports, I call upon every Filipino to rally behind our athletes competing in the Hangzhou Asian Games from 23 September to 8 October. Our athletes have trained tirelessly, sacrificing time, effort, and personal comforts to represent our nation on this grand stage. They carry not just their personal ambitions but the pride and hopes of an entire country. Let us show them that they are not alone in this journey. Breathing osmosis of public service
Education and public service are deeply ingrained in his family heritage. His mother dedicated her career to educating students in public schools, while his father pursued a profession in government as a lawyer specializing in human rights. Dr. J. Prospero “Popoy” de Vera III, chairman of the Commission on Higher Education or CHEd, recalled that his mother, a teacher at the Esteban Abada High School in Manila, always brought him to school when he was still a young boy. His mother became the principal of Ramon Magsaysay High School, also in Manila, before her retirement. He said he and his siblings grew up breathing the osmosis of public service. “So, when I was growing up, the importance of education was drilled into us. Our mother always tells us to finish our education; nothing will happen in our lives if we don’t graduate from college,” De Vera said, adding that he and his siblings all graduated from public schools. “We are nine siblings, but my parents don’t have the money to send us to private schools. All of us graduated from the University of the Philippines. We are products of public schools; we were just the ‘iskolar ng bayan’ through and through.” Popoy, who finished a bachelor’s degree in History from UP, teaches political science and history at the De La Salle University and the University of the Philippines. He completed his master’s in social science at De La Salle University and doctoral studies in public administration at the University of the Philippines Diliman. He also has a master’s degree in higher education policy and higher education administration from the University of Southern California, one of the top schools in the United States of America, and later worked at the state legislature in California for three years. “In that sense, after I graduated from college, one of the options that I saw is either I take up law or teach, or to work in government, etc. There was an opportunity to teach, so I got into education.” In addition to his teaching responsibilities, De Vera also served as a consultant to several government agencies and provided his expertise to congressmen and senators. “Simultaneously, while I was teaching, I was also a consultant to the government. I worked as a consultant and then as chief of staff at the House and Senate.” His extensive academic background and government experience were benchmarks for his appointment as CHEd Commissioner in 2016, highlighting his qualifications for the position. “Since my background is in public administration and I also teach, I have a certain level of confidence that I really understand government, and I want to prove that I can do what I teach. I have a lot of involvement in the House and the Senate, from being an executive assistant until becoming chief of staff. I went through them one by one.” De Vera’s proficiency in legislative affairs from 1988 to 2010 (except for his three years abroad) encompasses a plethora of skills, including bill drafting, speech writing, and crafting amendments. Such expertise is a direct result of his extensive involvement and experience in the realm of legislation. Before his appointment to CHEd, he served as vice president for Public Affairs at UP in 2011. In 2004, he became part of the board of regents in some state universities and colleges. When he took the offer to head CHEd in 2018 after serving as commissioner for two years, he was confident because he survived UP. “I have a high level of confidence that I can do the job because they say that if you survived to govern UP, you can govern everything else because UP is the most ungovernable university in the country. So, if you survived there, you understand the public university system,” he admitted. He narrated to have experienced a sense of ease and familiarity when he joined CHEd. “It felt natural, perhaps because it aligns with my expertise. I might have had some reservations if it were a different department outside my field. However, since there was an opening at CHEd, I decided to offer my assistance, and that’s how I found myself here,” he shared. In running an agency with only 1,400 employees and serving more than 2,000 public and private higher education institutions across the country lies the challenge, De Vera said. With the scope of responsibilities, he gets to visit all state universities and colleges. Riding a bicycle, he witnessed first-hand the brilliance, resilience, and great potential of state universities and colleges. “I would be the first CHEd chair who visited all the state universities and colleges in this country. No one has done that yet,” he said, adding that he had already visited 100 of the 114 state-run universities. “I think in a year, I will finish all of them. The feeling is so different when you see what’s happening on the ground. So, from the start of my appointment, I started going around. I’ve gone to the farthest parts of the country.” As the chairperson, he said his firsthand experience in higher education enables him to speak with confidence and authority on the subject. “By engaging directly with students and faculty, attentively listening to their concerns, and providing meaningful responses, I believe I have made a significant impact. The presence of a secretary in these interactions creates a distinct atmosphere, instilling a sense of importance and value in education stakeholders. This ability to make those on the ground feel significant is a legacy I take pride in,” he said. One of the legacies De Vera is proud of is the implementation of free higher education, which coincided with his tenure. “I consider myself privileged because my predecessors did not have the opportunity to enact such a policy. Despite the challenges encountered, I believe that the beneficiaries truly reaped the benefits of this initiative,” he said. In the face of the Covid-19 pandemic, the country was confronted with unprecedented difficulties and uncertainties. CHEd, however, managed to navigate these challenges and ensured that education persisted. “This, in itself, is an accomplishment. Despite various government interventions being affected, we remained steadfast in delivering education to the best of our abilities,” he said. De Vera actively advocates for an inclusive education system that provides equal opportunities for marginalized sectors to complete their tertiary education. He seeks to create “first-generation graduates” as a legacy of the current administration. This program aims to offer educational opportunities to young Filipinos from minority and indigenous groups, children of rebel returnees, and other marginalized communities, enabling them to complete their education successfully. “Why not consciously make our legacy about bringing these individuals into the mainstream and ensuring they have the opportunity to finish their education? This emerging phenomenon is something we can truly focus on.” He added: “If we can successfully accomplish this within the next three years while I am in office, I can confidently say that it will be a legacy achieved by the Marcos administration. Better sports facilities pushed
As chairperson of the Senate Committee on Sports, I am saddened by the dilapidated state of the country’s iconic sports facilities. The Philippine Institute of Sports Multi-Purpose Arena, popularly known as PhilSports Arena, has come a long way from the time it was built in 1985 to house the Philippine Basketball Association until the league moved out in 1993 due to the lack of maintenance of the venue. The last time it was renovated was in 2019, when the country hosted the 30th Southeast Asian Games. Among PhilSports Arena’s main facilities are the Multi-purpose Arena, Swimming Center, and Football and Athletic Stadium. While the arena was greatly enjoyed as a sports facility, it also served as a temporary shelter for evacuees after Tropical Storm Ondoy and Typhoon Pepeng struck the Philippines in 2009, adding to the facility's wear and tear. A quick look at the PhilSports Arena and the other sports facilities nationwide should make us realize that we should invest more in rehabilitating our iconic sports facilities. As I have suggested during the budget deliberations in the Senate, prioritizing funding for sports facilities would have been better than putting flood control projects in areas with little to no population. This concern about the support we are providing our athletes has motivated me to author and co-sponsor Republic Act No. 11470, which established the National Academy of Sports at New Clark City in Capas, Tarlac. In collaboration with the Philippine Sports Commission and the Department of Education, NAS now offers a specialized secondary education program focused on sports where students can study and train simultaneously. I have also filed the Philippine National Games bill, which aims to provide a structure for a more comprehensive national sports program, linking grassroots sports promotion to national sports development by having a mini Olympics regularly. Providing opportunities to our youth will help develop their potential in sports but will also help keep them away from vices such as illegal drugs. I continue to support establishing sports-related programs and infrastructure to divert the youth from the lure of addiction and criminality. This is also part of my three-pronged approach to combat illegal drugs in the Philippines – law enforcement, rehabilitation, and prevention. Yesterday, I witnessed the Philippine ROTC Games 2023 Luzon Qualifying Leg opening ceremony held at Cavite State University – Indang Campus in Indang, Cavite. With Sen. Francis Tolentino, I encouraged our young cadets who participated in various competitions to get into sports and stay away from drugs. I have also remained faithful to my promise to visit and help our fellow Filipinos in most parts of the country. On 16 September, we attended the groundbreaking of a Super Health Center in Manolo Fortich, Bukidnon. We also visited the town of Damulog, where I inspected projects I have supported, such as a public market, road concreting project, evacuation center, solar street lights, and a multipurpose building. Later that day, we also attended the 25th Anniversary of Public Safety Basic Recruit Course Class 1998-Alpha at Acacia Hotel in Davao City. On 15 September, we attended a meeting of state universities and colleges leaders held in Davao City and hosted by Commission on Higher Education Chair Prospero de Vera. The night before, we also joined leaders from the CHEd, the University of the Philippines System, and various SUCs to honor the appointment of Atty. Angelo Jimenez, a fellow Mindanaoan, as the 22nd President of the University of the Philippines. We took the opportunity to voice our commitment to elevating the standard of education nationwide. This is also the reason why Republic Act No. 10931, or the Universal Access To Quality Tertiary Education Act, was enacted into law during the time of former president Rodrigo Duterte. Today, we continue to pursue this further as I co-authored and co-sponsored Senate Bill No. 1360, which aims to widen the reach of the law further. We visited Bislig City in Surigao del Sur to participate in its 23rd Charter Day festivities. We handed out grocery packages to 32 newlywed couples during a community wedding and inaugurated the country’s 159th Malasakit Center at the Bislig District Hospital. This is the seventh Malasakit Center in the Caraga region and the 40th in Mindanao. Our team also provided direct aid, including grocery packs, to 129 patients and 191 front liners, including security guards, utilities, and hospital staff. On 15 September, my office also attended the groundbreaking of Super Health Centers in New Washington and Malay in the province of Aklan. Meanwhile, we continue to support livelihood programs, especially those that can help people experiencing poverty overcome crises. Through our support, the Department of Trade and Industry provides livelihood kits to qualified beneficiaries affected by calamities and teaches them how to grow their businesses for the benefit of their families. Among those we have helped are 20 from Dipaculao, Aurora; 57 from Sanchez Mira and Abulog, Cagayan; 100 affected by the earthquake in Montevista and New Bataan, and 50 in Nabunturan in Davao de Oro; 196 in Malalag and Sulop, Davao del Sur; 20 in Mangatarem, Pangasinan; 21 victims of Typhoon Egay in Pigcawayan, North Cotabato; 132 shear line victims in Gingoog City, Misamis Oriental; and 36 beneficiaries from Lutayan and Columbio, Sultan Kudarat, and General Santos City. We also continue to support the National Housing Authority’s distribution of emergency housing assistance to disaster victims so they can purchase roofing, nails, and other home repair materials. We assisted beneficiaries, including 85 fire victims in Imus City, Cavite. Meanwhile, my office helped the 65 fire victims in Bacolod City, Negros Occidental. We also provided assistance to 75 TESDA graduates in Victorias City, Negros Occidental. We also distributed additional support to workers who lost their jobs, beneficiaries of the TUPAD program of the Department of Labor and Employment, including 413 in Talibon, Bohol, and 150 in Plaridel, Bulacan. We also aided 333 poor residents in Paluan, Occidental Mindoro; and 234 in Antipolo City, Rizal. Together, let us continue bringing government services closer to Filipinos in need – from better sports facilities more accessible healthcare services, and implementing various programs to help uplift communities affected by crises. Mexico, Pampanga honors BCDA chief Joshua Bingcang
Bases Conversion and Development Authority President and Chief Executive Officer Engr. Joshua M. Bingcang was recently commended by his hometown Mexico, Pampanga for his dedication to public service and exemplary leadership, enabling him to rise from the ranks. The Sangguniang Bayan of Mexico on 11 September 2023 presented Bingcang a copy of Municipal Resolution No. 138-2023, which expresses the municipality’s “pride and honor” on the recent appointment of Bingcang to the top management position of BCDA. This comes on the heels of the Angeles City Council’s resolution last month commending Bingcang for bringing pride to the province of Pampanga. “Engr. Bingcang has performed vital tasks that prove his commitment and love for Pampanga and the Metro Clark areas through his roles in the planning and implementation of key projects,” a resolution issued by the Sangguniang Bayan of Mexico read. Bingcang led the completion of some of BCDA’s biggest projects, which serve as major social and economic growth drivers in Northern and Central Luzon. These are the completion of the Philippines’ longest toll road, the Subic-Clark-Tarlac Expressway; the development of Clark Freeport Zone and the first phase of the National Government Administrative Center in New Clark City; as well as the expansion and modernization of Clark International Airport. “We at BCDA will not be able to achieve all these accomplishments without the help of our public and private sector partners, like the Municipality Government of Mexico. A lot still needs to be done. We would like to get your continued support as we move forward with our One Clark vision, which will further put Pampanga and the rest of Northern and Central Luzon into the center of investment and development,” Bingcang said. Climbing the career ladder, Bingcang started working at BCDA as Project Development Officer III in 1996. He then held various positions on development and project management through the years until his promotion as Senior Vice President for Conversion and Development Group in 2019. In March 2023, he was appointed as President and CEO of the Clark International Airport Corporation, a subsidiary of the BCDA. President Ferdinand R. Marcos, Jr. then appointed Bingcang as BCDA President and CEO, taking his oath of office before Executive Secretary Lucas P. Bersamin on 6 June in Malacañang Palace. Born and raised in Mexico, Pampanga, Bingcang is a licensed electrical engineer and holds a Master’s degree in Business Administration from the University of the Philippines. Alibaba announces surprise departure of ex-CEO
Chinese e-commerce giant Alibaba has announced the surprise departure of former CEO Daniel Zhang, who had been set Monday to take charge of a key subsidiary as the firm undergoes a major restructuring. Hangzhou-based Alibaba is one of China's most prominent technology firms, with business operations spanning cloud computing, e-commerce, logistics, media and entertainment, and artificial intelligence. After years of turbulence in the Chinese tech sector, Alibaba in March announced the biggest restructuring in its history, dividing itself into six entities, with the goal of listing them on the stock exchange separately. CEO Daniel Zhang was due to take charge of the firm's new cloud computing branch, now a separate entity, on Monday. But two months after announcing his appointment, Alibaba said its ex-boss was no longer with the company. "The board of our Company expresses its deepest appreciation to Mr. Zhang for his contributions to Alibaba Group over the past 16 years," the company said in a statement to the Hong Kong Stock Exchange, where it is listed, late on Sunday. It gave no reason for his departure. Plans for a spin-off cloud computing firm would go ahead, Alibaba said, "under a separate management team to be appointed". The company announced in June that Zhang would be replaced by Joseph Tsai as chairman and Eddie Wu as CEO. The executive played a vital role in the company's success in the past decade, spearheading the now hugely popular Singles' Day shopping festival since its first edition in 2009. Shares in the firm sank nearly 3.5 percent Monday -- the first working day of its new reorganization into six distinct branches. In addition to e-commerce and cloud computing, Alibaba's reach stretches into everything from logistics to media, entertainment and artificial intelligence. But its vast size brought it into the crosshairs of Chinese regulators as Beijing sought to crack down on the tech sector. ASEAN leaders agree on 5PC to address Myanmar crisis
JAKARTA, Indonesia – President Ferdinand Marcos Jr. on Thursday called for the complete implementation of the Five-Point Consensus (5PC) in Myanmar, a set of principles agreed upon by the Association of the Southeast Asian Nation leaders in April 2021 to address the political crisis in the country. Speaking at the 18th East Asia Summit (EAS) here, Marcos said that the Philippines believes that the key to any solution in Myanmar is the inclusive participation of all parties. He also reiterated the Philippines' support for the Special Envoy of ASEAN in pushing the Five-Point Consensus forward. "We maintain that endeavors by other parties to address the crisis should support and complement ASEAN's efforts, and should be done in consultation with the ASEAN Chair," Marcos said. The Five-Point Consensus calls for an immediate cessation of violence, constructive dialogue among all parties, an inclusive political process, the appointment of a Special Envoy of ASEAN, and the provision of humanitarian assistance. Marcos also called for the urgent realization of the Loss and Damage Fund (LDF) to help countries address the impacts of climate change. He said that countries with the smallest carbon footprints disproportionately bear the heaviest burden of climate change. "Climate financing, complemented by viable and effective technology transfer and country-specific capacity-building, is needed to expedite a just transition to a climate-resilient economy," Marcos said. He also sought the support of other EAS leaders for the development of the Philippines' strategic minerals supply and value chains. He said that this would boost the Philippines' efforts to ensure a resilient and sustainable future for the region. Marcos concluded his intervention by reaffirming the Philippines' commitment to an open and inclusive regional order where the rule of law and ASEAN Centrality remain the bedrock of an evolving regional architecture. The Botika ng Barangay located at Barangay Pasong Tamo Annex along Luzon Avenue has been turned into a fish and meat store. Such act, the SIC noted, required the concurrence of the Barangay Council documented by a resolution. The second charges for Acts Prejudicial to the Best Interest of Service was due to Tagle’s appointment of Diosdado Velasco as the Barangay Administrator. Velasco ran and lost during the May 2022 polls but Tagle after the polls appointed him, violating the one-year prohibition ban for those who ran and lost in the last national and local elections. The case of nepotism for appointing her daughter as Barangay clerk was dismissed, leaving the two cases to impose a 30-day suspension each, thereby prohibiting Tagle to assume as the Barangay Pasong Tamo Chairman. The SIC resolution order was concurred by the City Council to be implemented for the month of September and October where the next barangay election slated on the 30th. ANGELES CITY — The local government here has welcomed the appointment of Clark International Airport Corporation president and chief executive officer Joshua M. Bingcang as the acting PCEO of the Bases Conversion and Development Authority. According to Mayor Carmelo Lazatin Jr., the appointment of Bingcang as acting PCEO will further speed up development of the flagship projects of the government in the Clark and Subic growth corridor. “With the growth of the two Freeports, we can expect a trickle-down effect on the contiguous areas of Clark and Subic. We expect to gain massive job opportunities for the people of Angeles City,” said Lazatin. DSWD support important to Malasakit Center program — Sen. Go
Senator Christopher “Bong” Go commended the Department of Social Welfare and Development for the agency’s assurance that it will continue to support and help strengthen the Malasakit Centers program, among other initiatives that can uplift the lives of the poor. Malasakit Centers are one-stop shops that provide particularly poor and indigent patients with more convenient access to medical assistance programs from the DSWD, Department of Health, Philippine Charity Sweepstakes Office, and Philippine Health Insurance Corporation. Go is the principal author and sponsor of Republic Act No. 11463 or the Malasakit Centers Act of 2019, which institutionalized the Malasakit Centers program. To date, 157 operational centers have helped more than seven million Filipinos nationwide, according to the DOH. At the Commission on Appointments confirmation hearing in the Senate on Tuesday, 16 May, Go, Chair of the Senate Committee on Health and Demography, asked DSWD Secretary Rexlon “Rex” Gatchalian on the status of the deployment of DSWD personnel in Malasakit Centers as mandated by law. “The department… always makes it a point to support all laws that are mandated on us to be the lead agency or the support agency. We have full deployment of social workers and case managers in the Malasakit Centers,” Gatchalian replied, whose ad interim appointment was supported by Go before he was eventually confirmed in the CA plenary that day. Go also inquired about efforts to streamline and harmonize requirements in availing medical and financial assistance from the government. The Senator highlighted the concept of a ‘one-stop shop’ as envisioned in Malasakit Centers where poor and indigent patients will not need to go outside of the hospital and visit other offices just to avail of medical assistance. “Mr. Senator, you have our assurance that we will make sure to work with your office because you’re the (principal) author (and sponsor) of (the Malasakit Centers Act of 2019) … there are provisions there that we can further streamline so that ‘yung mga tao, hindi na ho sila pabalik-balik sa social worker, punta sa Malasakit Center, but rather, everything should be processed inside the Malasakit Center the way you envisioned it,” the secretary answered. Sec. Gatchalian assured that the DSWD continues to prioritize the Malasakit Centers program, as mandated under Republic Act No. 11463, sharing his plans for the agency to digitalize the process of providing other forms of assistance to Filipinos. Recognizing the need for more efficient and accessible services, Gatchalian assured, “moving forward, … yung digitalization plan natin is to see to it na dapat pagpasok ng pasyente sa loob ng hospital, and this applies to our guarantee letters po, and, hopefully, later on, the DOH can also probably adopt the same platform, dapat end-to-end na ho siya.” For his part, Go expressed his gratitude for Gatchalian’s shared vision for the Malasakit Centers program, saying, “Alam n’yo, ‘yung pamasahe, malaking bagay rin po ‘yon sa mga mahihirap nating mga kababayan. Rex Gatchalian confirmed as DSWD chief
The Commission on Appointments on Tuesday confirmed the ad interim appointment of former Valenzuela Representative Rex Gatchalian as secretary of the Department of Social Welfare and Development. Gatchalian earlier vowed before the CA members to put equal thrusts and premium into the development programs of the DSWD. “Yes social welfare is very important, but equally as important will be the development programs of the department because these development programs are the ones that will break the chain of the cycle of poverty,” he said. Gatchalian said he will be working on strengthening the DSWD flagship programs including the Pantawid Pamilyang Pilipino. Program or 4Ps, sustainable livelihood program, community-driven of Kalahi CIDS, human capital investments, and digitalization of the social welfare program so that people can have easy access to basic social services. He also promised to boost social protection programs nationwide, as well as expand efforts to attract more social workers by establishing a DSWD academy. “We want to make that every single social welfare that we do launch should be targeted measurable, conditional and as clear exit mechanism so that we don’t saddle the country with one dole out program over another,” he said. Gatchalian also targets to lean into the existing capacities of the private sector in partnership with the government to make sure the country will become disaster prepared.
