U.S. backs probe on Sikh’s slay
An American official has supported a call by Canadian Prime Minister Justin Trudeau for India to cooperate in the investigation of a Sikh leader’s assassination in Vancouver in June. “We want to see accountability. And it’s important that the investigation run its course and lead to that result,” US Secretary of State Antony Blinken told reporters in New York, where he was taking part in the United Nations General Assembly. “We would hope that our Indian friends would cooperate with that investigation as well,” Blinken said, referring to Canadian citizen Hardeep Singh Nijjar. Nijjar, who was wanted in India for alleged terrorism and conspiracy to commit murder, was shot dead by two masked assailants. Blinken’s statement came four days after Trudeau linked Indian intelligence agents to the murder of the activist campaigning for the creation of a Sikh homeland called Khalistan. New Delhi insisted it had nothing to do with the killing, adding that Prime Minister Narendra Modi had “completely rejected” the accusation when earlier raised privately by Trudeau. Following Trudeau’s bombshell, Sikh leaders in Canada demanded justice for Nijjar’s killing. “We want a full investigation that brings to justice the people involved in this assassination, including those who pulled the trigger and the ones who plotted this assassination,” Harkirt Singh Dhadda, a lawyer and prominent member of the Sikh community in the Toronto area, said. Nijjar’s son also demanded the arrest of his father’s killers. “Hopefully, you can take this a step further and get specific individuals,” Balraj Singh Nijjar told reporters. Jaskaran Sandhu, co-founder of Baaz News, a website for the Sikh community, warned that “if the government doesn’t take a strong stance and send a strong message, all it declares to the world is that it’s open season on our citizens.” Jagmett Singh, the leader of the left-wing New Democratic Party and a Trudeau ally said Trudeau’s announcement confirms suspicions that India was interfering in the democratic rights of Canadians. PBBM backs suggestions to simplify visa applications
President Ferdinand Marcos Jr. supports the suggestions of the Private Sector Advisory Council (PSAC) to simplify visa applications for tourists and overseas students. In a statement from the Presidential Communications Office on Friday, Marcos Jr. met with the group during the PSAC Tourism Sector Group's fourth meeting in Malacañang earlier this week. The PSAC recommended standardizing information on application procedures, student visa requirements, clinic accreditation for medical clearance, and diploma criteria for international students. The suggestions also call for the automatic certification of at least Level 3 hospitals nationally for tourists' medical clearances, the revision of documentation requirements to reduce the number of criteria, and the online filing of student visa applications. “We can choose to remove it altogether, the requirement for a medical certificate, or if we will continue to require a medical certificate, as long as it’s a recognized clinic, and it comes out in the actual list of hospitals or something like that, I’m sure there’s a way,” Marcos said. “So, I think the easiest is to align ourselves,” he added. To support government policy promoting the country as an educational hub in the Asia-Pacific region, the Department of Foreign Affairs highlighted Joint Memorandum Order (JMO) No. 01, series 2017, which streamlined procedures for the admittance of international students. According to the JMO, international students may enter the Philippines by applying for a student visa at a Foreign Service Post or by obtaining a temporary visa to convert to a student admission status. The foreign individual must attend in person for an interview and fulfill additional consular procedures after receiving the authorization to obtain the student visa. Officials told Marcos Jr. that applicants may skip the in-person interview to expedite the process. But the candidates will only show up in person if government intelligence agencies recommend doing so for security concerns. In Southeast Asia, the Philippines has the longest processing period for student visas, taking about two months. According to Rene Limcaoco of Hertz Philippines, there is a sizable market for this type of travel. Limcaoc said there were five million applications from international students before the pandemic. He expects ten million international students by 2030. The Philippines had 3.4 million foreign tourists as of 14 August 2023, which is 71.4 percent of the 4.8 million baseline industry target for this year. This year, the nation hopes to make P2.24 billion and employ 5.3 million Filipinos in the tourism industry. It is amusing, if not vexing, to see some high officials and members of the deliberative body competing with each other to call attention to themselves. They blabber inane remarks to the exasperation and vexation of the public. A few of them boxed in into any controversy that catches national intention and inflicts us with what obviously appears to be nonsensical, unthinking, and intelligent narratives, forgetting that they look ridiculous and comical in the process. A few others sponsor resolutions on matters not within their turf and expertise. They express their opinions without studying the subject matter and foist theories and ideas exposing their intellectual barrenness. They inject their unstudied take on foreign policy. They try very hard to upstage the Chief Executive in matters of foreign policy, particularly on the issue of our foreign relations with China and the United States. They also have the gumption to teach the President what to do about the enforcement of the arbitral ruling in favor of the Philippines rendered by the Permanent Arbitration Court vis-a-vis the conflicting claims in the West Philippine Sea, by giving him options on what to undertake either to enforce the favorable ruling or to rally the other countries to support the Philippines in putting to a halt the Chinese unlawful incursions to the former’s territory. They also input their pretended nationalism on the issue of human rights violations and the jurisdiction of the International Criminal Court. At least two of them contradict the President on many occasions in the matter of the ICC jurisdiction. Despite being called out on the nitwittery of their action they foolishly cling to it. Others initiate and pursue investigations on almost anything that fancies them or that will give them the opportunity to put them in the limelight for a free media mileage. A few numbers eyeing re-election in 2025 have started campaigning by advertising themselves in media outlets under the guise of asking the public to support a particular government program, introducing themselves completely with an accompanying campaign jingle heralding their names. Others use different tact, they shamelessly use their offices and positions and travel around the country using taxpayers’ money under the guise of official work but actually have slowly established a network of local government officials, for a shot at high national positions. Still others, do it brazenly, committing treasonous acts by plunging the dagger at the backs of their unsuspecting potential rivals for power. There are those, of course, who always make it a point to be on the side of the President in every official and social event that the latter attends, to make it appear they are close to him. They are always in praise of the principal in whatever he does, making themselves more popish than the Pope. Those whose exposure to the fourth estate brought them to where they are now, bring their pomposity and grandstanding in their official activities, acting as if they are still in their talk and public service shows. They browbeat and insult invited guests during inquiries believing their antics appeal to the peanut galleries. They strain themselves showing that they are smart and even scold cerebral academicians only to retreat and hide behind a growl while shifting to another topic in an attempt to camouflage their ignorance. There are also former government men who, in their desire to return to power and influence, the source of their ill-gotten wealth, ingratiate themselves to the present dispensation by publicly siding with the official pronouncements coming from the side of the Pasig River, always praising their bogus credentials. Finally, those who have managed to shockingly get appointments, delude themselves into believing that they were placed there because they deserved to be there, when in reality, it’s a political accommodation to pay off for their asinine pretended loyalty, using gutter language and indecency to get the support of the political followers of the presidential candidate. DoTr shifts priority focus on public transport initiatives
Responding to the President’s call to deliver efficient services to Filipinos, the Department of Transportation has committed to shift its focus into developing a public transit-friendly landscape, instead of maintaining the current car-centric setup that privileges the private automobile as a better transportation mode. “The transportation department’s initiatives have shifted focus on public transport, to maximize usage of the country’s limited highways,” the DoTr said on Monday. “The goal is for private vehicle owners to abandon their cars in favor of trains, buses, taxis, bicycles, and even motorcycle taxis,” it added. Despite facing numerous headwinds, the DoTr still described the EDSA Busway implementation as successful. The new system, which is envisioned to be replicated in more populated areas in the country, reduces travel time between Monumento and PITX to more or less an hour. To recall, improving the EDSA busway system was one of the priorities of the DoTr. It plans to introduce new stations and upgrade existing facilities to be universally accessible, gender-responsive, and climate resilient — all aligned with international standards. Active transport nationwide Simultaneously, the DoTr said it will complete its planned 2,400-kilometer bike lane expansion by 2028 to promote active and sustainable transportation. “As an advocate of the environment-friendly transport system, we are pushing for the Active Transport Program where 564 kilometers of bike lanes were built throughout the country with an additional 470 kilometers to be constructed this year,” it added. The DoTr has set out its plans to upgrade and expand existing bike lane and pedestrian walkway networks, and provide better Public Utility Vehicle stops and End-of-Trip cycling facilities. For this year alone, the DoTr will mobilize P932.82 million to build additional 470 kilometers of protected bike lanes across nine regions in the country this year. Airport overhaul underway To boost the country’s tourism industry, the DoTr aims to improve the operations and facilities of our international and even regional airports through the implementation of Public-Private Partnerships to speed up aviation projects. Just last week, Transportation Secretary Jaime J. Bautista said the DoTr will publish the Terms of Reference for the solicited bidding to rehabilitate the Ninoy Aquino International Airport by next month so that contract will be awarded as early as December. The National Economic and Development Authority or NEDA, chaired by President Ferdinand R. Marcos Jr., approved the solicited bid to privatize the operations of NAIA. NEDA Secretary Arsenio Balisacan said the P170.6-billion project will help address the long-standing issues at the country’s main air hub such as congestion and limited aircraft movements that usually cause inconvenience to passengers. “We also have opened to the public the new passenger terminal of Clark International Airport. And to complement the operations in our main gateway, new airport projects in Bulacan and Sangley are being developed,” the DoTr noted. Likewise, the DoTr added that the relaxation of travel restrictions and continued support to recovery initiatives of airlines and other aviation stakeholders have resulted in passenger volume being around 3.2x compared to 2021 figures. Full-year 2022 domestic and international passenger volumes hit 32.3 million vs 7.7 million in 2021. Powering through delays In the railways sector, despite the push backs, the DoTr said it remains optimistic to deliver its promises. “Railways effectively address traffic congestion while providing increased passenger and freight capacity. The DoTr is accelerating the development, upgrade, and construction of big-ticket rail projects to be able to move more people and goods,” the DoTr said. “The DoTr has made substantial headway on several ongoing rail projects with various contracts signed and construction and financing milestones for big-ticket projects North-South Commuter Railway, Metro Manila Subway Project, LRT-1 Cavite Extension, Common Station, MRT-3 Rehabilitation and Maintenance, MRT-4 and other ongoing railway projects,” it added. Despite the slow progress, the Metro Manila Subway Project, which has been at the table for years, is one of the flagship projects the DoTr wants to prioritize. According to Bautista, fulfilling the rail project on time also means fulfilling his promise of providing “a global-standard transport system” to President Ferdinand R. Marcos Jr. With 17 stations and a depot of 30.34 hectares, the civil works for the Metro Manila Subway Project’s two major segments will generate more than 6,000 direct and indirect jobs. Funded by the Japanese government, the subway is a 33-kilometer rail line stretching from Valenzuela City to the Ninoy Aquino International Airport Terminal 3 in Pasay City. It will reduce travel time between Quezon City and NAIA from one hour and 10 minutes to just 45 minutes. Sen. Go backs healthcare improvement programs
Senator Christopher "Bong" Go hailed the groundbreaking of the Tarlac City General Hospital in Barangay Binauganan, Tarlac City, on Thursday, 20 April, a day after the city celebrated its 25th Charter Anniversary. As Vice Chair of the Senate Committee on Finance, Go was among those who helped push for the construction of the hospital to benefit the residents of Tarlac City and its neighboring areas. In his video message, Go highlighted the importance of investing in healthcare infrastructures to improve the overall health and well-being of the Filipino people. "Access to quality healthcare is a basic human right that every Filipino should be entitled to," Go said. "That is why I am committed to supporting initiatives that will improve our healthcare system and make it more accessible to those who need it the most,” he added. The event was a significant milestone for the people of Tarlac City, as it marked the beginning of the construction of a state-of-the-art hospital that will provide essential healthcare services to the community. As Chair of the Senate Committee on Health, Go has been instrumental in supporting various healthcare programs throughout the country. He has consistently pushed for the allocation of sufficient funds for health services and advocated for initiatives aimed at improving access to healthcare services for Filipinos, especially those living in rural and underserved areas. These include the establishment of Malasakit Centers, Super Health Centers, and specialty centers. Malasakit Centers bring together representatives from the Department of Social Welfare and Development, Department of Health, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office. These one-stop shops aim to support impoverished patients in reducing their hospital costs to the least possible amount. In Tarlac, a Malasakit Center is located at the Tarlac Provincial Hospital in Tarlac City. Go is the principal author and sponsor of Republic Act No. 11463 or the Malasakit Centers Act of 2019, which institutionalized the Malasakit Centers program. To date, 157 operational centers have helped more than seven million Filipinos nationwide, according to the DOH. “Sa mga pasyente, lapitan niyo lang ang Malasakit Center dahil para ‘to sa inyo. Kung may hospital bill kayo, nandiyan ang mga ahensya ng gobyerno na tutulong para mabayaran ito,” said Go. Meanwhile, Go is also pushing for the establishment of more Super Health Centers in strategic areas nationwide which can significantly help reduce hospital occupancy rates while bringing government medical services closer to the grassroots. Through the collective efforts of fellow lawmakers, sufficient funds had been allocated under the Health Facilities Enhancement Program of the DOH for 307 Super Health Centers in 2022 and 322 in 2023. DOH, the lead implementing agency, identifies the strategic areas where they will be constructed. In Tarlac province, necessary funds have been allocated by Congress last year for the DOH to construct Super Health Centers in the towns of Gerona, La Paz, Paniqui, Victoria, Mayantoc, and San Jose. More Super Health Centers were funded this year in Tarlac City and in the towns of Camiling, Capas, Concepcion, Moncada, San Clemente, San Manuel, and Santa Ignacia. The senator also reiterated his support for President Ferdinand Marcos, Jr.’s call to establish specialty centers in key regions outside Metro Manila. He added that the creation of these specialty health facilities is one of the likely optimal solutions to address the gaps in healthcare across the country. The establishment of specialty centers is among the health-related legislative agenda contained in the Philippine Development Plan 2023-2028 signed by Marcos. Go expressed his gratitude to the people of Tarlac City for their unwavering support. He pledged to continue working hard for Filipinos and the entire country, and to prioritize initiatives that will improve their lives. Pascual backs SIM registration extension
Micro, small, and medium enterprises using numerous subscriber identity module or SIM cards have yet to register them all, which may result to huge displacements when these are deactivated by the 26 April deadline., Trade Secretary Fred Pascual said. He said that small firms are largely dependent on their smartphones in transacting with customers In a press briefing in Malacañang, Pascual said the Department of Information and Communications Technology should consider extending the deadline for SIM card registration as it will help in the country’s shift to digital payments. “Digital payments are what we need to happen to further promote and develop our MSMEs because that’s how they can facilitate accessing the market and being able to sell online,” he said. The Trade chief stressed that strictly implementing the deadline will be a “major concern.” Telco giant Globe Telecom backed the call of Pascual so customers can obtain valid IDs — a key requirement for SIM registration that many SIM users lack, preventing them from completing registration. Globe, nonetheless, urged its subscribers to complete the registration process immediately, with 33.067 million of its 86.5 million customer base compliant with the law as of 20 April. “We encourage all our subscribers to register their SIMs as soon as possible to maintain uninterrupted access to mobile and broadband services. Pending response to our appeal for the government to extend the deadline, we call on all Globe SIM users to comply with the law,” said Globe Group President and CEO Ernest Cu. Extension must be considered “If we really need registration, we need to be able to accommodate (adjustment of the deadline). Personally, I will go for it, but I do not know the official position of the concerned department,” the Trade chief noted. Moreover, he said the SIM registration “must be done and make sure that registration happens. It’s like voter’s registration.” On Wednesday, the DICT said the deadline for the SIM card registration period remains, amid clamors from major telecommunications giants Globe, Smart and DITO Telecommunications to extend the registration period. “With the 26 April 2023 registration deadline drawing near, we encourage everyone to register to promote the responsible use of SIMs and provide law enforcement agencies the necessary tools to crack down on perpetrators who use SIMs for their crimes, consistent with the declared policy of the law,” the DICT statement read. The DICT, headed by Secretary Ivan Uy, has the sole prerogative to extend the deadline for another 120 days, stipulated on the implementing rules and regulations of Republic Act 11934 or SIM Registration Law. According to the National Telecommunications Commission, as of April 18, about 5,399,998 or 36.08 percent have registered for DITO; 32,224,277 or 37.15 percent for Globe; and 36,558,127 or 55.14 percent for Smart for a total of 74,182,402.
