Over 33-K security personnel for Pasko Fiesta 2023
Over 33,000 security and safety personnel have been deployed for the month-long 2023 Pasko Fiesta celebration in Davao City. The Chief of Davao City's Public Safety and Security Office (PSSO), Angel Sumagaysay, announced that a total of 33,672 integrated security and safety personnel will be involved in the annual Christmas festival. The deployment will begin on November 28, 2023, and continue until January 1, 2024. The Davao City Police Office (DCPO) alone accounts for 9,862 personnel, with 4,731 being police officers and the rest consisting of police auxiliary and force multipliers. The security plan was established well in advance to anticipate various events throughout the celebratory month. The spokesperson for the DCPO, PCap. No court appearance needed for adoption
The adoption process in the Davao Region has become easier and more streamlined, as it is now solely administrative and no longer requires a court appearance. According to Sheena Lyka Dollolasa, a social welfare officer at the Regional Alternative Child Care Office-Davao Region (Racco-Davao), prospective adoptive parents only need to undergo administrative proceedings and coordinate with social workers to adopt a child. This change is due to the Republic Act (RA) 11642, which established the Domestic Administrative Adoption and Alternative Child Care Act. While the socialized fee for adoption has not been determined yet, Dollolasa assured that it would not be expensive, as the law states that adoption should not be costly. In addition to adoption, Racco-Davao also provides foster care for neglected, abandoned, foundling, and abused children. Foster parents must meet certain qualifications, including being of legal age, physically healthy, and financially stable. Villar: DTI strengthens Internet Transaction Act

Davao’s inflation rate slightly drops
The inflation rate in the Davao Region of the Philippines has slightly dropped from 5.4 percent in September to 5.2 percent in October, according to the Philippine Statistics Authority (PSA). Although still higher than the country's overall inflation rate of 4.9 percent, which decreased from 6.1 percent in September, the Davao Region's average inflation for January to October 2023 was 6.6 percent. The PSA attributes this slowdown to a reduced annual growth rate in food and non-alcoholic beverages, as well as alcoholic beverages and tobacco. Transport also experienced a decline in inflation rate. Fluctuations were observed in various indices, with personal care and miscellaneous goods seeing a slight increase, while furnishings and household maintenance witnessed a decrease in annual growth rates. SEC extends amnesty program deadline til end of 2023
The Securities and Exchange Commission (SEC) has announced an extension of the amnesty program deadline for non-compliant and suspended or revoked corporations. The deadline to file amnesty applications and settle amnesty fees has been extended until the end of 2023. The amnesty program offers reduced penalties for corporations that have incurred fines for late or non-filing of their General Information Sheet (GIS), Annual Financial Statements (AFS), and official contact details. Corporations can avail of the amnesty by submitting an Expression of Interest form on their SEC Electronic Filing and Submission Tool (eFAST) accounts. Additional requirements must be submitted by January 31, 2024. Failure to submit the complete set of requirements will result in forfeiture of the amnesty fee and petition fee. The SEC has also released a list of corporations at risk of having their certificates of incorporation revoked for failure to submit their GIS. The updated scale of fines and penalties for reportorial requirements will be implemented on January 1, 2024. The SEC will strictly enforce the submission of reportorial requirements and impose penalties, including monetary fines, delinquency status, and suspension or revocation of a corporation's certificate of incorporation. Even Indian lenders drawn to SBCorp’s P3
A high-ranking official of a Department of Trade and Industry-attached agency has revealed that even traditional Indian lenders based in the Philippines want to avail of the Pondo sa Pagbabago at Pag-Asenso, or P3, Program of the government. Small Business Corporation or SBCorp president and CEO Robert Bastillo made the revelation when he guested on the second Daily Tribune’s Asian Innovation Forum on Tuesday. He said half of the funds allocated to P3 are meant for cooperatives, micro-finance institutions, and private financing companies that have members that can easily access micro-entrepreneurs, particularly those who own sari-sari or small stores. “P3 was conceptualized to combat loan sharks or informal money lenders. When we visited a cooperative in a municipality in Bicol recently, we discovered that Indian lenders were now lowering their interest rate to 5 percent per month,” Bastillo said. “Surprisingly, some Indian lenders even wanted to avail themselves of our P3 program. If that is the case, it means the program has an impact,” he added. He explained that SBCorp is ready to provide funding to micro and small entrepreneurs to eventually expand operations in the long run or when banking institutions are not yet ready to provide MSE loans to them due to a lack of a banking track record. “That is why we are asking Congress to add more funds to SBCorp. The current fund is not enough to help MSMEs in their entrepreneurial journey,” he said. SBCorp estimated that there is a P300 to P400 billion financing gap in the country, which means that banking institutions, even cooperatives, and microfinancing institutions are not able to respond to the needs of MSE lenders. “We are asking for P50 billion for our total capital, including our current fund. While for the P3, we are aiming to make it a full-fledged law for it to have automatic appropriations. We aim that 10 to 15 percent of the current financing gap will be given to us, enough to serve MSEs and cooperatives, among others,” he said. In March 2023, the House of Representatives approved on third and final reading of House Bill 7363, or the proposed P3 Act, with an overwhelming 278 votes. The “P3 Act aims to provide an affordable, accessible, and simple financing program for MSEs, especially those in the poorest populations and underserved areas. HB 7363 mandates the creation of the P3 Fund, which shall be lent out to qualified MSEs under such terms and conditions that will meet the purposes of the Act. The P3 Fund shall be accessible through the SBCorp. and accredited partner financial institutions such as rural banks, thrift banks, development banks, cooperative banks, cooperatives, non-stock savings and loan associations, microfinance non-government organizations and lending companies. Currently, the P3 Program, with an annual allocation of P1.5 billion from the national government, is intended to provide micro-entrepreneurs with an alternative source of financing that is easy to access at a reasonable interest rate, that is in a safe environment away from dubious practices of informal lenders, and that is sustainable as delinquent borrowers are effectively barred from borrowing in the next loan cycle. Under the P3 Program, a microenterprise can borrow between P5,000 and P200,000, depending on its business status and repayment capacity, with no collateral requirement. Bong Go extends assistance to Davao City PWDs
On Wednesday, 12 July, the office of Senator Christopher "Bong" Go provided assistance to persons with disabilities in Barangay Cabantian, Davao City, as part of his ongoing commitment to serving and supporting Filipinos, particularly those belonging to vulnerable sectors such as the PWD community. In his message, Go emphasized the importance of inclusivity, stating that no one should be left behind in the journey toward progress. He asserted the need for all citizens, including PWDs, to have equitable access to government services. “Huwag po kayong magpasalamat sa amin dahil sa totoo lang, kami po ang dapat magpasalamat sa inyo dahil binigyan niyo po kami ng pagkakataon na makapagserbisyo sa inyo. Mahal na mahal ko po kayong lahat,” he said. The senator’s outreach team conducted the relief activity at Brgy. Cabantian covered the court, where they handed out vitamins, masks, shirts, snacks, caps, and balls for basketball and volleyball to 75 beneficiaries. The assistance is in line with Go's broader initiative aimed at enhancing the quality of life of Filipinos, including PWDs. In the 19th Congress, he championed proposed measures to bolster the public health system and expand access to healthcare services. These include Senate Bill No. 198, which aims to provide free annual medical check-ups to all Filipinos, and SBN 190, designed to provide a comprehensive dialysis benefit package for all Philippine Health Insurance Corporation members. Further evidencing his commitment to inclusive education, Go co-authored Republic Act No. 11650 during the 18th Congress. The law seeks to augment the quality of education in the formal learning sector by providing free support services and programs that are specially tailored to the needs of learners with disabilities. As Chair of the Senate Committee on Health, Go also advised those with health issues to get assistance from the Malasakit Center at Southern Philippines Medical Center in the city. Principally authored and sponsored by Go, the Malasakit Centers Act of 2019 provides for the establishment of one-stop shops where indigent patients may conveniently avail medical assistance from various agencies including DSWD, the Department of Health, the Philippine Health Insurance Corporation, and the Philippine Charity Sweepstakes Office. There are now 158 Malasakit Centers that have assisted over seven million Filipinos, according to the DOH. Go also continues to support the construction of additional Super Health Centers nationwide. Through the collective efforts of fellow lawmakers, enough funds have been allocated for the DOH's Health Facilities Enhancement Program to build 307 Super Health Centers in 2022 and 322 in 2023. The DOH, which is the lead agency in implementing the program, identifies the strategic locations for the construction of these centers. Bong Go lauds PhilHealth for expanding hemodialysis package to 156 annual sessions
Senator Christopher “Bong” Go, Chair of the Senate Committee on Health and Demography, commended the Philippine Health Insurance Corporation (PhilHealth) for improving healthcare access and support for patients with chronic kidney disease stage 5 by expanding its hemodialysis package. PhilHealth has increased the number of annual hemodialysis sessions covered under its package from 90 to 156. This initiative aims to alleviate the financial burden faced by patients suffering from said disease and ensure that they receive the necessary treatment to manage their condition effectively. “Napakalaking tulong nito para sa ating mga kababayan lalung-lalo na sa mga mahihirap. Kaya naman maraming salamat sa PhilHealth sa pagsisigurado ng kapakanan ng bawat Pilipino,” expressed Go. “Patuloy lang sana tayo magkaroon ng nga ganitong inisyatibo na mas lalong maraming Pilipino ang makikinabang. Hindi dapat natin sila pahirapan na kumuha ng serbisyong medikal,” he underscored. According to PhilHealth Circular 2023-009, CKD stage 5 patients will receive payment of PhP2,600 per session or a total of PhP405,600 per year. Go, go, go for the gold!
We have nothing but admiration and best wishes for our national athletes who are currently competing at the 32nd Southeast Asian Games. Together with my colleagues, Senate President Juan Miguel Zubiri and Senator Francis Tolentino, Philippine Sports Commission Chair Dickie Bachmann and Commissioner Matthew Gaston, among other officials, we took the time last weekend to personally cheer on our representatives in the regional biennial sports meet in Cambodia. There, we witnessed once again the never-say-die attitude and spirit of all our Filipino athletes. As Chair of the Senate Committee on Sports and a firm advocate of long-term and grassroots sports development in the country, I was particularly filled with pride after seeing the dedication, discipline and undeniable talent of our athletes. That is why I remain committed to helping strengthen the development of sports in our communities. Sports keep our young people away from vices and criminality. As I always say, “Get into sports, stay away from drugs!” Last year, I sponsored and defended additional funding for the PSC during its 2023 budget deliberation, particularly for grassroots sports development and in support of athletes joining international competitions. What was supposedly just more or less P200 million proposed annual budget for PSC was increased by P1 billion through our efforts and with the support of my colleagues in the Senate. Particularly, the increase in the PSC’s 2023 budget is intended to support the Filipino athletes in international competitions, such as the Asian Games, SEA Games, Summer Olympics in Paris, ASEAN Para Games, Asian Indoor Martial Arts Games, World Combat Games, World Beach Games, and Asian Beach Games, among others. Portions of the funds were also allotted for the country’s hosting of the FIBA World Cup in 2023 as well as for grassroots sports programs, such as Batang Pinoy, the Philippine National Games, and those under the Sports Development Council. Moreover, funding was allocated for the development of sports infrastructure across the country, as well as for advanced research and development in sports sciences and sports technology. The provision of other financial assistance to Filipino athletes was also funded. I have also authored and co-sponsored Republic Act No. 11470, establishing the National Academy of Sports in 2020 to help ensure that our promising young athletes can further hone their talents while getting quality education. More recently, I filed Senate Bill 423, or the proposed Philippine National Games Act of 2022, with the aim of institutionalizing and providing a structure for a more comprehensive national sports program, linking grassroots sports promotion to national sports development. Meanwhile, together with my team, I was in Batangas province on 8 May where I personally led a series of relief operations for 1,109 indigents in Batangas City and 1,000 more in San Pascual town. As an adopted son of CALABARZON and a fellow Batangueño, I am thankful for being able to serve them to the best of my capacity as a public servant. I likewise visited the newly renovated San Pascual Super Health Center and met with some health workers to listen to their concerns and discuss ways to improve the delivery of healthcare services in their communities. The Super Health Center is an improved version of a polyclinic, which seeks to provide our fellow Filipinos, especially those in remote areas, easier access to basic health services. Through the collective efforts of fellow lawmakers and the Department of Health, 307 SHCs were funded in 2022 and 322 more in 2023. Last Tuesday, we conducted a public hearing by the Senate Committee on Health on mental health. As the committee’s chair, I reiterated that the state of our National Center for Mental Health is in need of utmost attention and improvement to preserve the basic right of all Filipinos to healthcare. Meanwhile, on 10 May, I led a relief effort for 672 fire victims from Pritil Public Market in Tondo, Manila. This was followed by a visit to Nueva Ecija last 11 May, where I personally inspected the Talavera bridge — a project I had earlier supported as Vice Chair of the Senate Committee on Finance. I then conducted a monitoring visit to the Malasakit Center at the Talavera General Hospital to personally assess its operations and ensure that indigent patients are given the assistance they need. In line with this, we extended relief to 79 patients and 406 front liners in the hospital while the Department of Social Welfare and Development extended financial aid to the qualified patients. On the same day, my team and I visited the town of Llanera to inspect its Super Health Center and attend the inauguration of the public wet market there, both of which I had advocated and supported. We then assisted 1,000 indigents in the town. As an adopted son of Nueva Ecija, I continue to support the province and help its people as much as I can. Separately, my outreach teams mounted several relief operations last week that benefitted 100 indigents in Veruela, 100 in Sta. Josefa, 40 in Esperanza, and 40 in San Francisco, Agusan del Sur; 227 in Botolan and 163 in Iba, Zambales; 520 Kibawe, Dangcagan, Cabanglasan and Malitbog, Bukidnon; 141 in General Natividad, Nueva Ecija; 2,199 in Gingoog City, 50 in Naawan, and 50 in Jasaan, Misamis Oriental; 332 in Minalin, Pampanga; 129 in Hamtic, Antique; 233 in Casiguran, and 166 in Dilasag, Aurora; and 44 in Sta. Maria and 45 in Malolos City, Bulacan. Fire victims, including 205 in Taytay, Rizal; 58 in Caloocan City; and 12 families in Puerto Princesa City, Palawan were likewise supported through our efforts. P245 M allocated for Judges-at-Large Act; Angara sees faster resolution of cases

Senator Juan Edgardo “Sonny” Angara (Senator Sonny Angara Official Facebook Page / FILE PHOTO / MANILA BULLETIN) Angara, chairman of the Senate Committee on Finance, said a total of P244.988 million was included in the budget of the Judiciary for the implementation of Republic Act 11459 or the Judges-at-Large Act.Enacted on Aug. 13, 2019, the law mandates the creation of judges-at-large posts for the regional and municipal trial courts in order to decongest the courts of its dockets.These judges-at-large would have no permanent salas and may be assigned by the Supreme Court as acting or assisting judges to any Regional Trial Court (RTC) or Municipal Trial Court (MTC) in order to decongest the courts of its dockets.“For 2020, the first year of implementation of the law, we provided funding to cover for the creation of 50 judges-at-large posts,” Angara said in a statement.“For 2021, we will double the number of posts to 100 as requested by our Chief Justice Diosdado Peralta,” Angara said.The senator also said these judges-at-large are entitled to salaries, privileges, allowances, emoluments, benefits, rank, and title of regular RTC and MTC judges.Angara also said the Judiciary’s budget for 2021 also includes a P50-million augmentation to cover for the deployment of Judiciary marshals to secure the justices, judges, and other court officials.He said the inclusion of this funding was prompted by the appeals of the Judiciary for the creation of a judicial marshal service as the threats and attacks against judges and other court officials continue to take place in the country. The Senate is set to approve Senate Bill No. 1947 or the proposed Judiciary Marshals Act, of which Angara is one of the authors.
