Cebu-based coop finds low-cost loans feasible
Cebu CFI Community Cooperative plans to upgrade its digital tools to extend affordable loans to more individuals and enterprises nationwide. Cebu CFI president and CEO Pablo Garcia said the loan portfolio of the 53-year-old cooperative expanded from P5 billion to P9 billion in 2020 through its use of modern computers and mobile apps. “In the past, computers of cooperatives were from the nineties so they didn’t have the technological capacities to deploy financial services easily. Now, people can borrow digitally,” Garcia told the Daily Tribune in its show “Business Sense with Komfie Manalo” on Monday. The cooperative offers online personal, health, salary, housing, education and business loans with interest rates of 7 percent to 9 percent per annum. In contrast, Garcia said big banks can impose up to 12 percent per month and 20 percent monthly from informal lenders called 5-6 lenders. Garcia said customers can pay their loans and other Cebu CFI products as easily as using an e-wallet. Garcia shared that the cooperative recently received P4 billion from the Land Bank of the Philippines and is discussing another financing project with the Small Business Corporation of the Department of Trade and Industry. Digitalization makes it happen Through digitalization, the cooperative can lend faster without their customers going to its main office in Capitol Compound in Cebu or its branch in Makati City. “There is no annual fee and you have access to all our digital services as well. You have access to finance easily in your pocket or on your computer,” he said. “We are a friendly financial partner hoping to provide financial stability for Filipinos at the lowest interest rate in the Philippines,” Garcia added. As a cooperative, Cebu CFI is able to further provide loans through its members’ contributions which the company pools and reinvestments in other businesses, such as real estate and food. Gains from these investments are then distributed to the members digitally. “Through the funds that you put in the cooperative or the funds that we lend to you as a cooperative, we are able to create programs that allow you to increase your incomes. We do this together,” Garcia said. “Our members and their families are able to grow through our education and business assistance and opportunities for comfortable housing. So, the effect is we help the economy not just in the long term, but even in two to five years.” For example, Cebu CFI offers members loans to put up their own Five Star Manok, a chicken franchise originated in Thailand and uses a mobile app to facilitate all business transactions. Musk says X will scrap ‘block’ feature
Elon Musk said Friday that his social media company X would scrap a feature that allows users to block posts from specific accounts. "Block is going to be deleted as a 'feature', except for DMs," Musk posted, indicating the option would still be available for "direct messages" between users of the social media platform, formerly known as Twitter. The feature is used to restrict interaction with specific accounts on the platform. Musk has repeatedly cited a desire for free speech as motivating his changes and lashed out at what he sees as the threat posed to free expression by changing cultural sensitivities. Since the tycoon bought the social media platform for $44 billion last October, its advertising business has collapsed, in part because of its looser approach to blocking hate speech, and the return of previously banned far-right accounts. According to the nonprofit organization the Center for Countering Digital Hate (CCDH), hate speech has flourished on the platform. X has disputed the findings and is suing the CCDH. In December, Musk reinstated former US president Donald Trump's Twitter account, although Trump has yet to return to the platform. The ex-president was banned from Twitter in early 2021 for his role in the January 6 attack on the US Capitol by a group of his supporters seeking to overturn the results of the 2020 election. X recently reinstated rapper and designer Kanye West around eight months after his account was suspended, according to media reports. Bataan gov’t welcomes transshipment port proposal
Bataan is bidding to host the first-ever transshipment port in the country after the successful negotiation of the provincial government with a private infrastructure firm to undertake the multi-billion-peso project. Governor Jose Enrique S. Garcia, Freeport Area of Bataan Director Atty. Joey Angeles and officials of Premium Megastructures Inc. signed on Tuesday the Certificate of Successful Negotiations signaling the local government's acceptance of the proposed Bataan Transshipment Hub. PMI also received a Notice of Award from the provincial capitol to begin consultations with stakeholders, gather valuable input and undertake comprehensive studies in order to obtain the Notice to Proceed with the development of the BTH. “As PMI embarks on this ambitious journey to create the first future-ready transshipment hub in the Philippines, PMI extends its heartfelt gratitude to the Provincial Government of Bataan, the local government of Mariveles, and the people of Bataan for its trust in this collaborative project,” PMI said in a statement. PMI is committed to excellence, sustainability, and ethical practices in undertaking this project, the company added. PMI still has one hurdle to overcome before it can start the ball rolling for the ambitious project. “The next step will be the Swiss challenge,” Angeles said in a text message to this writer. Under the Swiss challenge, another company may submit a better proposal to the Bataan government which the original project proponent has to beat or countermatch to formally clinch the negotiated contract. No details of the BTH were given, but the PMI's website says the transshipment port "promises to usher in a new era of innovation and efficiency in the logistics industry, bringing about a much-needed transformation that will benefit businesses and consumers alike.” PMI also described the BTH as "a game-changer for the Philippine economy by introducing cutting-edge technology in bringing in larger import-export volumes, streamlining supply chains, improving market access, reducing trade barriers, and enhancing logistics infrastructure efficiency." Plane chased by fighter jets crashes
A small plane that flew over the United States capital on Sunday and triggered the scrambling of two fighter jets to intercept it crashed into a forest in Virginia killing all onboard, according to reports. Pilots of the F-16s dispatched by Joint Base Andrews received no response from the Cessna 560 Citation V while it was over Washington, DC, and northern Virginia, according to the North American Aerospace Defense Command. John Rumpel, the owner of the Florida-based company Encore Motors of Melbourne to which the plane was registered said his daughter, grandchild and her nanny were aboard the Cessna. Rescuers who reached the crash site in a rural part of the Shenandoah Valley hours later did not find any survivors. The civilian plane had taken off from Elizabethton, Tennessee and was bound for Long Island, New York, the US Federal Aviation Authority said. It turned around after flying over Long Island and headed back south over Washington and into Virginia. The unresponsive aircraft crashed somewhere near Montebello, Virginia, some 170 miles southwest of the nation’s capital at around 3:30 p.m., the FAA said. The US Capitol Complex in Washington “was briefly placed on an elevated alert until the airplane left the area,” Capitol Police said on Twitter. AI rules urged at U.S. Senate hearing
A United States Senate hearing on artificial intelligence opened with the computer-generated voice of a senator reading a text written by a chatbot. Democrat Senator Richard Blumenthal used the dramatics to demontrate the risk of disinformation from AI with the chief executive officer of OpenAI, developer of the bot called ChatGPT, endorsing to US lawmakers that regulation of the technology is a must during the hearing at the Capitol Hill on Tuesday. After Blumenthal clarified that his opening speech and the voice that spoke it were not his, OpenAI CEO Sam Altman began his testimony before the US Senate judiciary subcommittee that included this warning: “If this technology goes wrong, it can go quite wrong.” Altman insisted that in time, generative AI developed by OpenAI will “address some of humanity’s biggest challenges, like climate change and curing cancer.” However, given concerns about disinformation, job security and other hazards, “we think that regulatory intervention by governments will be critical to mitigate the risks of increasingly powerful models,” he said. Altman suggested the US government license and test powerful AI models before its release, and revoke permits if AI rules were broken. He also recommended labeling and increased global coordination in setting up rules over the technology as well as the creation of a dedicated US agency to handle AI. Governments worldwide are under pressure to move quickly after the release of ChatGPT, a bot that can churn out human-like content in an instant, went viral and both wowed and spooked users. Altman has since become the global face of AI as he both pushes out his company’s technology, including to Microsoft and scores of other companies, and warns that the work could have nefarious effects on society. “OpenAI was founded on the belief that artificial intelligence has the potential to improve nearly every aspect of our lives, but also that it creates serious risks,” Altman told the hearing.
