Popular vlogger and social media influencer Mimiyuuuh has clarified her statement about dating in a new two-minute video posted on Twitter after her earlier advice garnered mixed reactions from netizens. “Iyan ang aking lesson learned, never ever date someone na walang pera (That’s the lesson I learned: Never ever date someone who has no money), she had said in the video uploaded by Cosmopolitan Philippines on 29 June where she dished about love and relationships. After that statement was criticized by many netizens for allegedly being “anti-poor,” the vlogger clarified: “Hindi naman po ibig sabihin na mag-date po kayo ng mga milyonaryo, ng mga bilyonaryo (I didn’t say that you should date a millionaire or a billionaire).” “Mag-date kayo ng someone na may drive, mag-date kayo ng someone na kayang dalhin ‘yung sarili, ‘yung hindi mangungutang at aasa sa’yo. ‘Yun lang yon. Period! (Date someone who is driven, date someone who can carry themselves — someone who wouldn’t borrow money from you and depend on you financially. That’s just it. Period!),” she stressed. Mimiyuuuh also explained that she came from a financially-challenged background. Task Force WPS clarifies: Vessels blocked, not chased
The spokesperson of the Task Force on the West Philippine Sea on Wednesday disclosed that the ships of the Philippine Coast Guard were blocked by Chinese maritime operatives contrary to reports that the vessels were deliberately chased by Chinese Coast Guards and militias in Ayungin Shoal. The task force’s clarification comes after a news article published last week and a social media post of Raymond Powell, a fellow at the Gordian Knot Center for National Security Innovation narrated that the PCG ships were chased by Chinese maritime operatives. According to Commodore Jay Tarriela, the incident happened last 30 June when BRP Malabrigo (MRB 4402) and BRP Malapascua (MRB 4403) proceeded to Ayungin Shoal to support the naval operation ng Armed Forces of the Philippines. “However, when the two coast guard vessels reached the distance of 10.59 nautical miles away from Ayungin Shoal, China Coast Guard vessels (5201 and 4203) came close to the PCG vessels with an approximate distance of 100 yards,” said Tarriela during the Laging Handa public briefing on Wednesday. “To prevent a possible collision, the PCG vessels decrease the speed while at the same time, they also have to respond to the radio challenges of the China Coast Guard vessels,” he added. Tarriela also narrated that six Chinese maritime militia vessels were also present to block the PCG vessels from entering Ayungin Shoal. “We also monitored two PLA Navy vessels (629 and 620) that had a distance of nine nautical miles from the Ayungin Shoal. Let me first correct the statement that we were pursued. It’s not,” Tarriela said. “Actually, the Philippine Coast Guard vessels are blocked to enter or to come close to Ayungin Shoal because we are supporting the naval operation ng Armed Forces of the Philippines during that time,” he added. Tarriela also revealed that the PCG operatives did a radio challenge because the vessels are already encroaching the exclusive economic zone of the country. Implementing the amendments to the Public Service Act (3)
Critical infrastructure In the previous article, I discussed the authority granted to the President to reclassify, and the mandate to Administrative Agencies to monitor the performance of, a public service to ensure the quality of services provided to the public. As a safeguard to national interest, Republic Act 11659 (the Amendment) imposes foreign equity restrictions on public services which are deemed vital or critical to the country’s national security. The Amendment imposes a 50 percent foreign equity restriction on “critical infrastructure”. This is defined as “any public service which owns, uses, or operates systems and assets, whether physical or virtual, so vital to the Republic of the Philippines that the incapacity or destruction of such systems or assets would have a detrimental impact on national security, including telecommunications and other such vital services as may be declared by the President of the Philippines.” Unlike a public utility, the Amendment allows full foreign ownership of critical infrastructure if the country of the foreign investor accords reciprocity to Philippine nationals. The Amendment further provides that such reciprocity may be satisfied according to rights of similar value in other economic sectors. The Implementing Rules and Regulations of the Amendment or PSA IRR clarifies this reciprocity requirement. Section 45(b) of the PSA IRR provides that the reciprocity requirement is deemed satisfied if: Philippine nationals are allowed to own more than 50 percent of capital stock in any activity related to agriculture, industry, and services in the home countr of the foreign national; or If the home country of the foreign national allows Philippine nationals to invest the same value of capital in any economic activity related to agriculture, industry, and services. The documentary evidence to support reciprocity may include the following: A copy of the official publication of the law and/or other government issuances granting rights and privileges to Philippine nationals attested to by the foreign government officer having legal custody of the record, or his deputy; or Relevant documents granting rights and privileges to Philippine nationals to invest in the country of the foreign investor and certified in accordance with the Apostille Convention or consularised by the Philippine embassy having jurisdiction in the home country of the foreign investor. The PSA IRR further clarifies that the reciprocity requirement applies to investments made after a public service has been declared critical infrastructure. Currently, only the telecommunication service sector is classified as critical infrastructure. The President is authorized, by issuing an executive order, to declare other public services as critical infrastructure. The National Economic and Development Authority or NEDA may also recommend to the President, motu proprio, or upon request of the relevant Administrative Agency, the classification of public service as critical infrastructure. In the course of its review to determine its recommendation, the PSA IRR requires NEDA to consider whether the operation of such systems or assets is so vital to the country that the incapacity or destruction of such would (a) impair the country’s ability to secure the territorial integrity; or (b) adversely affect the safety, security, and well-being of the public. NEDA is also required to consult with the relevant stakeholders, and agencies in the national security sector, as part of its review process. The Amendment also imposes other restrictions on foreign investments in other public service sectors, whether classified as a critical investment or otherwise, in the interest of national security. Marcos: CoC needed to resolve SCS tension
INDONESIA – President Ferdinand Marcos Jr. on Tuesday evening said the ongoing conflict in the South China Sea cannot be resolved unless there is a Code of Conduct that clarifies the terms between ASEAN and China. In a media interview upon arrival here, Marcos said China's bilateral discussions with ASEAN member-states are only causing things "complicated." He said he intends to encourage his fellow leaders from Southeast Asia to seek a solution that would prompt the creation of a "new" Code of Conduct in the South China Sea. He expressed optimism that the regional group would be able to resolve the problems preventing the conclusion of the negotiations for the Code of Conduct in the South China Sea. "What is the problem? What is the bottleneck? Where are we having a hard time? How can we fix that problem? That's what these meetings should be for. And I think we'll get to that point because everybody wants this to work. Everybody wants to have a Code of Conduct. So, what's getting in the way? Let's talk about it," Marcos said. He added: "I'll bring it up again because when we talked about the issues on the West Philippine Sea (or) South China Sea, tensions will not ease until we have the Code of Conduct. If we have the Code of Conduct, everybody will follow." Over the years, he said, everybody is talking to China. “I really believe that we will slowly, slowly get to the point where we can proffer and say this is what we want to look like," he said. "That (CoC in the SCS) makes things clearer. There should be no possibility of committing a mistake because the discussion should be clear.” Marcos acknowledged that the CoC negotiations in the SCS are "separate from the ASEAN Summit." "That's not something that will be done here," he said, adding that he has no plan of setting a deadline for the negotiations between the Philippines and China. Marcos said imposing a deadline is not ideal since there is already "progress" in the ongoing talks between Manila and Beijing. "The deadline is when it's done. Because if you set a deadline and it's not done, what then? It doesn't help anything. So, just keep going, keep going, keep going as hard as you can, as much as you can until you get an agreement on the fishing ground," he said. Meanwhile, he said leaders would likely address the issue of tension in the Taiwan Strait during the 42nd ASEAN Summit here. The discussion of the issue of tension in the Taiwan Strait, he said, is inevitable as ASEAN member-states have expressed grave concern. "Considering that we also agree on the concept of ASEAN centrality when it comes to regional concerns, that will be one of the most important subjects that we'll bring up,” he added. It has already been a considerable amount of time since ASEAN leaders last addressed the issue, he said. "The discussions on that, that we had goes to a year ago, a lot has changed in that time," he said. "Many changes occurred. That is why we have to really calibrate whatever it is that we are planning.” He clarified that the United States did not request the Philippines to deploy military troops in the event of a conflict arising from the increasing tensions concerning Taiwan. The Philippine government, he added, has made it explicitly clear that the American military bases in the country will not be used as staging areas for any military operations.
