DTI-Davao reiterates mandatory certification for Christmas lights
The Department of Trade and Industry-Davao Region (DTI-Davao) has reminded the public about the importance of buying certified Christmas lights. The agency has updated the list of valid Product Standard (PS) Certification Mark License and Import Commodity Clearance (ICC) Certificates and Stickers for Christmas Lights. The DTI regulates Christmas lights and has implemented measures to protect consumers, including mandatory certification for manufacturers and importers. Israel says Hamas used North Korea, Iran weapons in attack
The Israeli military said Thursday that a portion of the weapons used by Hamas in its 7 October attacks were manufactured in Iran or North Korea. The military made the statement during an official media tour in which it displayed a variety of weapons recovered from communities in southern Israel attacked by the militants. A range of landmines, rocket-propelled grenades, and homemade drones were part of the haul displayed. Part of the arsenal included Iranian-made mortar rounds and North Korean RPGs. "I think about five to 10 percent of the weapons here [were] made in Iran," said an Israeli military official, who helped oversee the clearance of munitions from areas that came under attack. "And 10 percent [are] North Korean. The rest of it was made inside the Gaza Strip," the official added, speaking on condition of anonymity. Hamas is believed to rely on extensive smuggling networks to bring weapons into the besieged Gaza Strip. The group also produces its munitions, including the rockets it has repeatedly fired at Israeli cities. "I think the most surprising thing was the amount of weapons that they brought inside Israel," the official said. PXP Energy Corp., the upstream oil and gas company of businessman Manuel V. Pangilinan, has yet to recover from a slump that started during the pandemic as it continued to reel from lower margins from Galoc operations and a spike in overhead and interest expenses. In a stock exchange report, the company reported logging a net loss of P23.9 million in the first three quarters. The losses grew from the P14.7- million deficit reported in the same period a year ago. Based on the report, the company’s consolidated costs and expenses of P82.1 million from January to September were higher compared to last year’s P65.6 million due to higher petroleum production costs in SC 14C-1 Galoc. However, it was notable that PXP Energy’s petroleum revenues during the reference period climbed to P63 million from P49.3 million in 2022. Halt order remains PXP Energy received a directive from the DoE in April to halt exploration activities for SC 75 and SC 72 pending necessary clearance to proceed. To date, the government has yet to lift the suspension. BI says ready for Undas travel influx
The Bureau of Immigration said it will have sufficient manpower at airports to handle the increase in travelers during the All Souls' Day and All Saints' Day break. BI Commissioner Norman Tansingco said that BI personnel deployed in all major international airports remain sufficient to cater to the needs of the travelling public. As previously practiced, officers are disallowed from going on vacation leaves during the peak season. Apart from the new immigration officers, augmentation teams have been assigned and mobile counters are ready for deployment as needed, said the BI chief. The BI is forecasting 4 million arrivals for the entire 2023 fourth quarter. From October to December, the BI also anticipates 3.8 million departures -- numbers that are close to pre-pandemic figures. “We have implemented numerous changes in our systems to cater to the resumption of international travel after the pandemic,” said Tangsingco. Prior to the pandemic, passenger volume at the Ninoy Aquino International Airport increased by an average of 6 to 10 percent. Tansingco reminded the public to arrive at the airports at least three hours prior to their flight and proceed directly to the immigration area for clearance after check-in. Malls to stay open until 11 pm starting 13 November to ease holiday traffic
The Metropolitan Manila Development Authority met with mall operators and other stakeholders on 25 October to discuss traffic management plans in preparation for the approaching holiday season. In a meeting led by MMDA Deputy Chairman Undersecretary Frisco San Juan Jr. and Traffic Discipline Office Director for Enforcement Atty. Victor Nuñez, shopping mall operators agreed to adjust their business hours starting 13 November, Monday, from 11 am to 11 pm, as one of the measures to address the expected traffic problems in the metropolis. "Due to the expected heavier traffic, we have decided to implement contingency measures," San Juan said. “Mall-wide sales will only be allowed during weekends while deliveries will only be permitted from 11 pm to 5 am, with the exception of perishable goods restaurants serving breakfast, and supermarkets.” Mall operators were also asked to submit their respective traffic management plans for their mall sales and promotional events two weeks before the scheduled date of such events. Shopping malls with government satellite offices are also allowed to open as early as 9 a.m. As part of the agency's traffic management plan this Christmas season, the duty of the traffic enforcers will be extended until 12 midnight to maximize their visibility on major roads. "We will deploy traffic enforcers until midnight every day to assist and manage the traffic flow in Metro Manila,” said San Juan Jr. The MMDA will be working with the Department of Transportation to discuss possible extensions of the public transport system's operating hours to accommodate late-night commuters and mall employees. Also, the MMDA and representatives from the Department of Public Works and Highways and other concerned offices including the engineering district offices, local government units, utility companies and contractors, also met to discuss the temporary suspension of excavation activities on all Metro Manila roadways. All excavation works that will cause obstruction or will affect the smooth flow of traffic shall be temporarily suspended effective midnight of 13 November 2023 until midnight of 8 January 2024. Meanwhile, on Tuesday, 24 October, BI agents detained a South Korean wanted person who was allegedly part of a major narcotics ring that smuggled contraband into Korea from the Philippines. Commissioner Tansingco identified the suspect as Choi Sun Hyeok, a 56-year-old male who was arrested at his residence in Bgy. Lahug, Cebu City by the BI Fugitive Search Unit (BI-FSU) operatives. The BI-FSU operatives were armed with a warrant of deportation, which Tansingco issued pursuant to a summary deportation order that the BI Board of Commissioners issued against Choi in 2017. Tansingco said that Choi would be immediately deported to Seoul, South Korea after the bureau had secured the necessary clearances for his departure. According to the South Korean government, Choi was tagged as a high-profile fugitive, as he is believed to be a member of the so-called MS Alliance syndicate that facilitates the illicit transport of narcotics to Korea. A red notice for his capture was also issued by Interpol this year after an investigation confirmed that he was in the country. According to Interpol’s National Central Bureau (NCB) in Manila, Choi is the subject of a warrant of arrest issued by the Changwon District Court in Korea, where he is charged with violating his country’s narcotics control act. Investigators have also established that this year alone, Choi’s accomplices in the syndicate managed to smuggle into Korea more than 265 grams of methamphetamine by concealing the drug in their underwear. It was gathered that the passport of Choi, who will be committed to the BI detention facility in Taguig City, was already revoked by the Korean government, thus making him an undocumented alien. Choi's name was also placed on the BI blacklist to prevent him from re-entering the Philippines. Mandaue hydroponics farming gets boost
The Department of Agriculture in Central Visayas has recently provided farmers of the Casili Farmers Association in Barangay Casili, Mandaue City with hydroponics farming and organic fertilizers. Mandaue City Mayor Jonas Cortes said Casili farmers started cultivating the 2,000-square-meter farmland in 2021 and it was only in January that farmers started to plant vegetables such as sponge gourd, eggplant, kamote tops and more. “The land called Casili Community Garden is a private lot. But with the effort of our Casili barangay captain, he was able to secure clearance from its owners and turn it into a farm,” the mayor said. Cortes said that the project transformed more organic waste into fertilizers and use recyclable waste, such as plastic bottles, to serve as do-it-yourself plant pots which contributed to the city’s decreasing waste collection. He added that Mandaue’s waste is 27 percent organic, 36 percent recyclable, 35 percent residual and two percent special waste such as treated medical waste, sludge and grease trap waste. Beyond Borders: A New Era for Digitalization and Customs Excellence was the theme chosen by the Bureau of Customs -Ninoy Aquino International Airport to commemorate its 63rd founding anniversary and over 60 years of dedicated public service. District Collector Atty. Yasmin Mapa emphasized the BoC-NAIA’s impressive accomplishments and development while Collector Mapa praised the port’s exceptional revenue collection record, which generated a total of P31.3 billion in revenue from January to September this year. This represented an increase of P1.3 billion over the prior year and outperformed the collection target for the time by P1.1 billion. This success demonstrates BoC-NAIA’s ongoing dedication to assisting the Bureau in achieving its broad objectives. Collector Mapa stated that in August 2023, BoC-NAIA passed its second surveillance audit for ISO quality management system certification, recognizing the value of simplified customs procedures. With 23 enrolled ISO-certified processes and 10 ISO support processes, the port has the most certified processes of any BOC port. With this accreditation, cargo clearance procedures are guaranteed to be recognized internationally, facilitating trade for stakeholders and customers. She added that BoC-NAIA will remain steadfast in its enforcement policies, intercepting narcotics with an estimated street value of P994 million in 2023. Collector Mapa highlighted the port’s role in preventing the entry of illicit goods, seizing a total of P1 billion worth of drugs, jewellery, wildlife, currencies, medicines, and other regulated items. The port received commendations from the Department of Environment and Natural Resources for curbing wildlife smuggling. BoC-NAIA is aggressively advancing digitization initiatives in keeping with the celebration’s theme. The port is organizing consultative discussions for the electronic tracking of air cargo and is currently in the pilot testing phase of the electronic airwaybill filing. In addition, there are plans to categorize goods and work with pertinent organizations to integrate iDeclare into the e-travel system to provide a centralised platform for trip declarations. A memorandum of agreement between the BoC and the Philippine Postal Corporation was ceremonially signed during this celebration in an effort to speed up, secure and enhance the quality of customs clearance for postal commodities. At the ceremony, BoC-NAIA showcased its newly revamped website and E-Airway Bill System, showcasing its dedication to operating more efficiently. The event was capped off with awards for top imports and standout personnel, underscoring their critical contribution to the port’s development and prosperity. Ex-employee questions BI chief’s appointment
The job of Immigration Commissioner Norman Garcera Tansingco may be in limbo following the revelation by a former bureau employee that Tansingco has a pending case before the Office of the Ombudsman. Based on a document obtained by DAILY TRIBUNE, Tansingco is among the respondents in a human smuggling complaint before the Office of the Ombudsman by former Bureau of Immigration Intelligence Division employee Richard de Leon Cabochan Jr. on 21 April 2015. “One of the respondents in the complaint is Atty. Norman Garcera Tansingco. Based on my records, the last pleading I filed in the case was a supplemental affidavit dated 24 June 2015. In addition, I also filed two other cases with your honorable office docketed as OMB CASE NO. IC-OC-14-1351° and OMB CASE NO. IC-0C-14-4768,” Cabochan told DAILY TRIBUNE when sought for comment. Cabochan was prompted to question Tansingco’s appointment through a letter addressed to Ombudsman Samuel Martires dated 19 September 2022, after a clearance was released by Maria Agnes L. Forteza, Graft Investigation Officer I, dated 1 September 2022. An Ombudsman clearance is a requirement for a Presidential appointee. Cabochan, in his letter, said Tansingco is not fit to be installed as BI commissioner because of his pending case before the Ombudsman. “To my displeasure, I came to know that Atty. Tansingco, a respondent in the abovementioned case, was the newly appointed commissioner of the BI. The said event had me surprised because it is my understanding that to be a confirmed appointee of a head of a government agency, one must possess a clean record or background as evidenced by various clearances issued by concerned government offices of the Republic of the Philippines,” Cabochan’s letter to Martirez read. Cabochan said Tansingco was able to fool Malacañang’s steering committee — the Presidential Management Staff — by saying that he was not involved in any criminal or administrative cases. “An investigation of the matter showed that Atty. Tansingco obtained a ‘clearance’ stating that he had no pending criminal or administrative cases with your honorable office. To reiterate, the same was issued last 1 September 2022,” Cabochan said. “I was surprised about this development, considering that it is to my knowledge that the complaint for the alleged human smuggling that I had filed is still being heard by your honorable office and has yet to be resolved, considering that I have yet to receive any document of the results of the proceedings conducted,” Cabochan letter to Martirez read. “Despite such fact, it appears from the abovementioned document that the case I had filed was already resolved without me, the complainant, being duly informed of the same,” he added. Not notified He further asked Martirez why the Ombudsman did not notify him that Tansingco was given a clearance by the Ombudsman, a clear violation of his right to the due process of law. “It is my understanding that this runs counter to the established procedures in the resolution of filed complaints in your honorable office wherein the parties should be duly informed of the results of the proceedings. I further understand that this right to be informed of the results of the proceedings is part of the due process of law as it would allow the parties to seek relief from the decision by filing the appropriate action in case they disagree with the outcome of the proceedings,” the letter said.
