AFP: 156 NPAs in Visayas neutralized in first half of 2023
The Armed Forces of the Philippines on Saturday reported that the government troops in the Visayas region were able to neutralize a total of 156 members of the New People’s Army in the first half of this year. AFP’ Visayas Command spokesperson, LtCol. Israel Galoria said the government forces reaped the gains of its anti-insurgency efforts from 1 January to 30 June this year. Of the 156 NPAs neutralized, Galoria said 103 of them returned to the folds of the, 42 died in action during encounters with government forces and 11 of them were arrested during joint law enforcement operations. Aside from neutralizing NPAs, the AFP also noted that 223 firearms and 82 anti-personnel mines were also seized in the same period. These neutralized NPA rebels consist o 12 high-value individuals. One of them namely, Rogelio Posadas, the notorious Secretary of the Komiteng Rehiyon Negros, Cebu, Bohol, Siquijor, or KR NCBS. He died in an encounter on 20 April in Binalbagan, Negros Occidental AFP VisCom commander, Lt. Gen Benedict Arevalo, said the NPA forces have been suffering defeat from April to May due to the diligence of military forces in the area to run after the rebels that have been exploiting people and sowing fear in the Visayas region. “I would like to congratulate everyone for a very good job for the 1st Semester of 2023. The exceptional performance that you have shown manifests your strong desire and motivation to serve and protect our people and end the local communist armed conflict in this part of the country,” Arevalo told the Team VisCom. For the month of April, a total of 21 NPA terrorists were neutralized, and 25 firearms were seized. Arevalo cited a notable incident on 30 April at Brgy Santander, Bobon, Northern Samar wherein an encounter between members of the 803rd Infantry Brigade and the NPA’s Sub-regional Guerilla Unit (SRGU) under Sub-Regional Committee ‘Emporium’ resulted in seven NPA terrorists killed, one surrendered and the recovery of four high-powered firearms. In May, a total of 40 NPA terrorists were neutralized, and 54 firearms were seized. This was highlighted by the series of encounters in Moises Padilla, Negros Occidental, and Guihungan City, Negros Oriental between members of the 62nd Infantry Battalion and the remnants of the NPA’s weakened guerilla front, the Central Negros 1 under the Komiteng Rehiyon Negros, Cebu, Bohol, Siquijor (KR NCBS). The incident resulted in a total of nine NPA terrorists killed, two surrendered, and 14 firearms seized by the government troops. Arevalo also reported that a total of 942 people’s organizations were established, redirected, and coopted by the Community Support Program personnel of Team VISCOM in the entire Visayas region, 600 of which are in Western and Central Visayas, while 342 are in Eastern Visayas. Arevalo underscored that the support of people within communities remained vital to the government’s anti-insurgency and anti-terrorism campaigns in the area. “As we sustain our focused military operations to prevent the CPP-NPA from taking advantage of the upcoming Barangay and SK Elections, let us also continue engaging our people. Coast Guard: MV Esperanza’s permit valid, no oil spill
The Philippine Coast Guard reported on Monday that the certificate of public convenience of the ill-fated MV Esperanza Star which caught fire off the waters of Panglao in Bohol on Sunday was valid. PCG Western Bohol station commander Lieutenant John Wenceslao also confirmed that there was no incident of oil spill in the waters of Panglao where the fire happened. “We are negative on the oil spill because the vessel is now already in a Cebu drydock facility,” Wenceslao said in an interview. He added that the certificate of public convenience, a permit needed so that a vessel can sail, of MV Esperanza is also binding. He confirmed that the vessel was owned by the family of Masbate Governor Antonio Kho, which he said has been cooperative. “Their representatives are in the hospital to facilitate the needs of the affected passengers. It is the responsibility of shipping lines to make ready the insurance for all passengers,” said Wenceslao. Earlier, Kho Shipping Lines said they are set to replace the damaged vessel this week with MV Cataingan to continue serving passengers and shippers of Iligan City and Lazi. Meanwhile, the Maritime Industry Authority said it is conducting a separate inquiry regarding the incident. “Our Enforcement Service has commenced the conduct of a marine safety investigation on the incident involving MV Esperanza Star. Part of the safety investigation is the checking and validation of documents and certificates. Our Enforcement Service is undertaking the same,” said Marina spokesperson Atty. Sharon Aledo on Monday. To recall, 72 passengers and crew of MV Esperanza Star were rescued after it caught fire Sunday dawn while en route to Tagbilaran City, Bohol from Lazi, Siquijor. Former rebels receive needed aid
CEBU CITY — The Philippine Army on Wednesday announced that at least 100 former rebels here received almost P500,000 worth of financial assistance from the office of Senator Ronald de la Rosa. 3rd Civil Relations Group commander Major Joe Patrick Martinez said the P5,000 cash grant for each rebel returnee was distributed through the Department of Labor and Employment-Central Visayas during the peace and consultation organized by the Visayas Command on Monday at the Carmen town gymnasium. The assistance could be used by the FRs as capital for their small-scale livelihood project while processing their accreditation and more livelihood programs from DoLE-7. “The engagement of Viscom with the former rebels was also a complete package such as peace dialogue with the government agencies to know their issues and concerns, seminar from the DoLE-7 for the accreditation and sustainment of their organization,” Martinez said in an online interview. Central, Western Visayas insurgents ‘leaderless’
CEBU CITY — The Visayas Command revealed on Sunday that the New People’s Army in Central and Western Visayas is now left without a head following the death of their top leader, Rogelio Posadas. To recall, Posadas died in an armed encounter with troops of the 94th and the 62nd Infantry Battalions in the boundaries of Isabela and Binalbagan in Negros Occidental on Thursday and VisCom said that the death of Posadas left the NPA, the Communist Party of the Philippines’ armed wing, and the National Democratic Front operating in Negros Island, Cebu, Bohol and Siquijor “leaderless” and will no longer have “clear operational direction on the ground.” It added that Posadas’ death will further contribute to the leadership vacuum that the organization has been suffering. “Justice is served to Mr. Posadas. The CPP-NPA-NDF can never run away from the atrocities that they have committed against our country and people. Sooner or later the long arm of the law will be able to catch up with them,” Viscom said. Posadas, who carried the alias “Putin,” is the top leader of Komiteng Rehiyon-Negros, Cebu, Bohol, Siquijor and secretary of the Unified Regional Committee for Negros island, Cebu, Bohol and Siquijor. The military has tagged him responsible for various atrocities and illegal activities in the region, including assassinations, extortions, kidnappings, arsons, and other forms of violence against innocent civilians and government personalities. The 303rd Infantry Brigade said Posadas’ body was positively identified through the help of informants and former rebels who have surrendered to 94IB. Posadas’ death came less than a year after Juanito Magbanua, the NPA regional commander in Negros island, was also killed in a clash with the 94IB in October 2022.
