Igacos waterfall cemented?
A waterfall in Sitio Auring, Barangay Cawag, Island Garden City of Samal (Igacos), near Hagimit, has become the center of controversy after a viral Facebook post claimed that it had been cemented over. The post included pictures showing the pristine, blue waterfall in its natural state, and then the subsequent image revealing a group of men using an excavator to cement the waterfalls. An anonymous concerned citizen revealed that access to the waterfall had been restricted for cementing purposes, reportedly due to excessive waste left behind by tourists. Despite previous closures and efforts to communicate regulations, visitors continued to disregard the rules and leave their waste behind. Manila says Chinese vessels ‘intentionally’ hit Philippine boats
Manila said Monday that Chinese vessels "intentionally hit" Philippine boats at the weekend, escalating a diplomatic row over two collisions in the South China Sea. The countries have traded blame over Sunday's incidents near Second Thomas Shoal in the Spratly Islands, with both sides filing diplomatic protests and releasing videos to support their accusations. The two collisions happened during a Philippine resupply mission to troops stationed on a navy vessel that was grounded on the shoal in 1999 to assert Manila's territorial claims. Philippine officials accused a Chinese coastguard ship and a "militia" vessel of "dangerous maneuvering" that resulted in collisions with a Philippine resupply boat and a Philippine Coast Guard vessel. Philippine Defense Secretary Gilbert Teodoro took it one step further Monday, labelling the Chinese actions near Second Thomas Shoal deliberate. "Chinese coast guard and maritime militia vessels, in blatant violation of international law, harassed and intentionally hit Unaiza May 2 and Philippine Coast Guard vessel BRP Cabra," Teodoro said. "We are here to really decry in the strongest possible terms this egregious violation and illegal act within the (Philippines') 200 nautical mile exclusive economic zone and the obfuscation of the truth by China's distorting the story to fit its own ends." His comments came hours after Philippine President Ferdinand Marcos met with security officials and ordered the coastguard to investigate the incident, which was "being taken seriously at the highest level of government", his communications team said. Chinese foreign ministry spokesman Mao Ning on Monday accused the Philippines of "continuing to spread false information and hype things up". Earlier Monday, the Philippine foreign ministry summoned China's ambassador to Manila and lodged a diplomatic protest over the incident. Spokeswoman Teresita Daza said the ambassador was unavailable and was represented by his deputy chief of mission. "Ayungin Shoal is part of our exclusive economic zone and continental shelf and we have sovereign rights and jurisdiction over it," Daza said, using the Philippine name for the shoal. The Chinese foreign ministry and embassy in Manila also issued "stern representations to the Philippines" over its "infringements" at Ren'ai Reef, Mao said, using China's name for Second Thomas Shoal. China has said a "slight collision" happened after the Philippine resupply boat ignored "multiple warnings and deliberately passed through law enforcement in an unprofessional and dangerous manner". In the other incident, China accused the Philippine Coast Guard of reversing in a "premeditated manner" into a Chinese fishing vessel. No Filipino crew member was injured, but the supply boat was damaged and forced to turn back, Philippine officials said. A second supply boat reached the tiny garrison on the grounded BRP Sierra Madre and unloaded its cargo. Manila's longtime ally Washington has led a chorus of international criticism of China's alleged interference in the resupply mission. The US State Department on Sunday reiterated its mutual defence pact with the Philippines "extends to armed attacks on Philippine armed forces, public vessels, and aircraft –- including those of its Coast Guard –- anywhere in the South China Sea". 'Arbitral ruling is binding' China claims almost the entire South China Sea, through which trillions of dollars in trade passes annually, and has ignored a 2016 international ruling that its assertion has no legal basis. Second Thomas Shoal is about 200 kilometers (124 miles) from the western Philippine island of Palawan, and more than 1,000 kilometers from China's nearest major landmass, Hainan island. Previously warm ties between Manila and Beijing have cooled since Marcos took power in June 2022, as he seeks stronger relations with the United States. The Marcos administration has publicly criticized Chinese actions in the South China Sea, publishing photos and videos to support its claims of Chinese harassment and the blocking of its vessels. Beijing has released its own images of the incidents. Despite the challenges, the Philippines would "continue to do what is necessary" to supply its troops on the BRP Sierra Madre with provisions, said Jonathan Malaya, assistant director general of the National Security Council. Manila and Beijing have a long history of maritime disputes in the South China Sea. A Bohol town mayor is facing another complaint before the Office of the Ombudsman over the alleged false information on the province’s water source’s location. The Bugwak Farmers Association and several residents of Sevilla, Bohol are slapping Mayor Maria Pureza Chatto of Balilihan town of perjury raps and falsification of public documents for falsely claiming that the Bugwak Spring from which the local government unit will source its water is located in Balilihan when in it is “situated in the neighboring town of Sevilla, Bohol.” In a 14-page complaint obtained by the DAILY TRIBUNE, the complainants accused Chatto of misleading over the actual location of the Bugwak Spring “to bypass the posting and notice requirements of the National Water Resources Board.” “More importantly, Mayor Pureza Chatto knows that Balilihan has been paying royalties to Sevilla for many years for the water that Balilihan extracts from Bugwak Spring,” the complaint read. “Thus, it is clear that she deliberately misled the NWRB on the location of the water source in the Water Permit Application that she signed under oath and submitted to the NWRB,” it added. Budget season
Marathon meetings were held this week in the Senate and the House of Representatives in line with the budget season leading to the approval of the ever-increasing P5.7-trillion budget for 2024. The yearly “budget-serye” (budget series) never fails to disappoint in bringing out issues that extract the tiniest of details in our government that are given monetary figures in the form of public funds, amounting to millions and even billions of pesos. And every year, we see how the majority gets its way, especially early in the Administration, such as where we are right now. My biggest pet peeve in these sessions is the consistent usage of incompetent sponsors for specific government offices who deserve much better. These sponsors, whose mandate is to defend their sponsored government office before the increasingly knowledgeable and wise interpolators, must be technically and legally verbose and experts in the Philippine budget process. Clearly, this is all wishful thinking since we see neophyte, inarticulate, incapable, yet extremely loyal sponsors who would do anything to prove their worth to the powers that be, even if it means being humiliated and trending on social media for the wrong reasons. Indeed, this is the time for the opposition lawmakers to shine and feast on the mental shortcomings of their counterparts. The Makabayan bloc in the House of Representatives finds itself in the limelight as it engages in its own “hunting season” against willing victims, may they be Cabinet secretaries or, gasp, the Office of the Vice President, whose massive confidential and intelligence funds are being questioned repeatedly anew. Lo and behold, we have a statement from the House Appropriations Committee chairman that these OVP allocations will be realigned to more deserving government agencies, i.e., the Armed Forces of the Philippines and the Philippine Coast Guard. However, we have yet to see the indisputable evidence to prove this happened. Nevertheless, it is a fair and conclusive presumption to say that the majority will still get its way despite the awkward and unconvincing defenses and sponsorships in favor of the government agencies. Is the budget process faulty? It appears not since the correct agencies still receive what is due them. The problem, in my humble opinion, lies in the implementation of these budgets granted to them. For instance, the alleged spending by the OVP of its confidential funds amounting to P125 million in 19 days or 11 days, whichever is true, is a problem of implementation, not allocation. What prevented the OVP from spending this amount earlier? What’s likely is that the OVP rushed the spending so they would not be accused of failure in spending public funds for the right and correct reasons. The other issue on the alleged unconstitutional transfer of funds by the Office of the President to the OVP, while the GAA of 2023 was in effect, is likewise the product of faulty, inefficient implementation of the law. It is illegal for a government office, such as the Office of the President, to casually assign a portion of its fund to the OVP because this renders the budget process faulty and even useless. If there is something that may be attributed to faulty implementation, it can be its failure to set proper safeguards that would lead to the enforcement of new ones. In fact, a Supreme Court decision on the alleged unconstitutional transfer made by the OP to the OVP is in the works. Alleged recruitment scam in Italy reaches Senate
The alleged recruitment scam, facilitated by the Italy-based immigration consultancy firm, Alpha Assistenza SRL, has already reached the Senate. In filing proposed Senate Resolution No. 814, Senator Risa Hontiveros called for an investigation, in aid of legislation, into the alleged recruitment activities conducted by the Alpha Assistenza SRL. In her resolution, Hontiveros detailed the alleged fraudulent scheme of the immigration consultancy firm which has preyed on Filipinos who are dreaming of working in Italy, which was first exposed by the Daily Tribune. “It is alleged that Alpha Assistenza SRL provided over 400 Filipino “victims” with falsified Nulla Osta, a document issued by Italian immigration authorities authorizing a non-European Union national to apply for a work visa at an Italian embassy or consulate,” the resolution read. “The falsified Nulla Osta resulted in the rejection of the victims’ applications when the said documents were presented to the Italy Visa Application Center (VIA PIASI Center),” it added. She continued: “The Filipino applicants were met at the VIA PIASI Center located in Makati City by a Philippine agent designated in electronic messages by Krizelle Respicio, Alpha Assistenza SRL’s Chief Executive Officer and Immigration Consultant.” Hontiveros also said that the “complainants alleged that they had paid the company ‘large sums of money’ to facilitate their relatives’ travel to Italy for work.” “The State is mandated by the Constitution to afford full protection to laborers, both local and overseas, organized and unorganized, and to promote full employment and equality of employment opportunities for all,” she said. “Because of the principle of territoriality, our statutes are generally only effective within Philippine territory; and there is thus an urgent need to protect Filipinos from possible recruitment perpetuated by companies based overseas,” she added. ‘Aware’ Meanwhile, the Department of Foreign Affairs said it is aware of the alleged recruitment scam that victimized at least 400 Filipinos both from the Philippines and Italy. In an interview with Daily Tribune, DFA spokesperson Teresita Daza denied the alleged non-action of the Philippine Consulate General in Milan in the victim’s complaints against the supposed scam. “The DFA is aware of the reports,” Daza said. “The Philippine Consulate General in Milan is acting on the complaints.” Victims, who reached out to the Daily Tribune’s digital program, “Usapang OFW,” accused Consul General Elmer Cato of sitting on their complaints against Alpha Assistenza SRL. Daza said the number of victims of the alleged recruitment scam may be higher or lower than the previously reported 400 Filipinos. “The numbers are still being verified,” she said. In a recent interview over the Usapang OFW, the complainants, namely, Vanessa Antonio, Enrique Catilo, and Apple Cabasis, said that the Alpha Assistenza, headed by its Filipino co-CEOs Krizelle Respicio and Frederick Dutaro, may have duped more than 400 Filipinos. DFA Undersecretary for Migrant Workers’ Affairs Eduardo de Vega also denied allegations that Cato had sat on the Filipino communities’ complaints. De Vega said the Philippine Consulate General in Milan received a report on 31 August, and an investigation into the matter is ongoing. “They were interviewing victims and working on cases,” he said in a separate interview. Asked if the DFA is considering making Cato inhibited due to the accusations of the victims, De Vega said: “We are meeting him personally.” The DFA official also noted that they are coordinating with the Department of Migrant Workers and the Migrant Workers Office in Milan on how to proceed with the case. “The complaint is really to be filed with Italian authorities but our Consulate in Milan should assist them,” he said.
