Ukraine port takes hit
Another Ukraine port took a hit after a massive Russian drone attack Tuesday overnight as Kyiv fired a missile into Crimea which Moscow annexed in 2014. Twenty-six of 38 Shahed drones unleashed by Moscow were destroyed by Ukraine’s air force and other military units but those that got through hit infrastructure in the grain-exporting Danube river port of Izmail, Odesa regional governor Oleg Kiper said on Telegram. More than 30 vehicles were destroyed and two people were injured in the attack, he added. Izmail, on the border with North Atlantic Treaty Organization member Romania, has become a major export route for Ukrainian agricultural products as its traditional Black Sea route makes its grain ships vulnerable to Russian attack. Meanwhile, Russian air defenses shot down a missile over Crimea on Monday, said the Moscow-installed head of Sevastopol city in the Russian-annexed Black Sea peninsula. “According to preliminary data, air defense shot down one missile near the Belbek airfield,” Governor Mikhail Razvozhayev said on the messaging platform Telegram. The region was under an air raid alert for one hour starting at 8:57 p.m. Ukraine has targeted Crimea throughout Russia’s offensive but attacks on military installations there have recently intensified as Kyiv vows to recapture the peninsula. Hong Kong flooded by heaviest rainfall in 140 years
Hong Kong was flooded by the heaviest rainfall in nearly 140 years on Friday, leaving the city's streets and some subway stations under water and forcing its schools to close. Just across the border, authorities in China's tech hub Shenzhen recorded the heaviest rains since records began in 1952. Climate change has increased the intensity of tropical storms, experts say, with more rain and stronger gusts leading to flash floods and coastal damage. The heavy rains in Hong Kong started on Thursday and in the hour leading up to midnight, the city's weather observatory recorded hourly rainfall of 158.1 millimeters at its headquarters, the highest since records began in 1884. On Friday afternoon, the Hospital Authority said at least 110 people were hospitalized due to injuries, with four in serious condition. A man was found unconscious off the shore of western Hong Kong Island and declared dead at the hospital, though authorities were still investigating if the death was flood-related. The city's highest rainstorm warning level, "black", was hoisted for a record-breaking 16 hours before being lowered at 3:40 pm Friday, with rainfall mostly easing by late afternoon. "It's absolutely shocking," said Jacky, 52, who lives in the Wong Tai Sin district with his elderly parents. "I don't remember floods ever being this bad in our district." "The bottom floor of the mall is completely flooded, the water level is higher than the storefronts... it's turned our day into chaos," he added. Authorities issued flash flood warnings, with emergency services conducting rescue operations in parts of the territory. "Residents living in close proximity to rivers should stay alert to weather conditions and should consider evacuation" if their homes are flooded, the observatory said. It also warned of potential landslips, telling motorists to "keep away from steep slopes or retaining walls". Hong Kong's stock exchange cancelled all trading sessions on Friday. 'Once in a century' Hong Kong Chief Secretary Eric Chan described the deluge as "a once-in-a-century heavy rainstorm", adding that extreme conditions would continue until midnight local time (1600 GMT). "It's like putting four bathtubs of water into one bathtub... it will spill," Chan said at a press conference, when asked if the government had done enough to prevent flooding. The Hong Kong Observatory said it recorded more than 600 millimeters of rainfall at its headquarters over 24 hours -- roughly a quarter of the city's annual average. Earlier in the day, taxis struggled through flooded roads as commuters attempted to make their way to work, with some cars stranded in the deluge. "It felt like the whole neighborhood was isolated by the floodwater. One of the underground car parks is totally under water," Olivia Lam, who lives on the eastern side of Hong Kong Island, told AFP. "The water was almost waist-deep outside my building, and that's not the worst (case) in the neighborhood." An AFP reporter saw boulders and mud from a landslide block off a two-lane road in the Shau Kei Wan district, with mud also spilling over into a nearby basketball court. Residents of a public housing block just 30 meters from the landslide lined up with buckets to collect fresh water after the building's supply was disrupted. Roads were also flooded on the island of Lantau, where rivers swelled over their banks. Southern China was hit the previous weekend by two typhoons in quick succession -- Saola and Haikui -- though Hong Kong avoided a feared direct hit. Tens of millions of people in the densely populated coastal areas of southern China had sheltered indoors ahead of those storms. Hong Kong's weather observatory said the latest torrential rain was brought by the "trough of low pressure associated with (the) remnant of Haikui". Authorities suspended schools and cargo clearance services on the city's border with Shenzhen were paused. The border disruption came hours after Hong Kong authorities announced that Shenzhen was preparing to discharge water from its reservoir, which they said could lead to flooding in northern parts of the city. Hong Kong's subway operator said there was a service disruption on one of its lines after a station in the Wong Tai Sin district was flooded. A handful of other stations were also affected by the rain. Footage posted on social media showed a subway train not stopping at Wong Tai Sin station, which had floodwater on its platform. The flooding could cost Hong Kong at least $100 million, according to a Bloomberg Intelligence estimate, compared to $470 million in damage when the city was hit by typhoon Mangkhut in 2018. Russia says repels attack on border as three killed in Kyiv
Moscow said Thursday it thwarted a Ukrainian attempt to penetrate its southwestern border as it pounded Kyiv with missiles, killing three including a child. The Ukrainian capital has faced nearly nightly air raids in May, and an unusual daytime attack on Monday that sent residents running for shelter. As Kyiv deployed its air defences against a fresh volley of Russian missiles, Moscow said it pushed back an attempt by Ukrainian troops to invade its southwestern Belgorod region at about 3:00 am local (0000 GMT). "Overall, the attack involved up to 70 militants, five tanks, four armoured vehicles, seven pickup trucks and a Kamaz truck," the Russian defence ministry said in the evening, reporting at least three attempted crossings. It said it used air force and artillery to repel the attacks, killing more than 50 Ukrainian fighters. The Belgorod region, which saw an unprecedented two-day armed incursion last week, has come under intensified fire in the past days. Regional governor Vyacheslav Gladkov said 12 people had been wounded in the previous 24 hours in the district of Shebekino, whose residents poured into centres for displaced people in Belgorod city. "There are many families with children, including infants and disabled people. We will try to provide them with as much care as possible," Belgorod mayor Valentin Demidov said. Two people were wounded in the city when a drone crashed near a petrol station, Demidov said. Kremlin spokesman Dmitry Peskov said Putin was being constantly informed of the situation. "The main question now is to provide assistance to people, and support resettlement for those who need it," he added. Peskov also denounced the silence from the international community over the strikes. Despite "every opportunity to see the footage describing strikes on residential buildings, social infrastructure... there is not a single word criticising Kyiv," Peskov said. Russia has seen repeated attacks on its soil, with a drone attack in Moscow last week. After at least eight drones were used in that attack, the Russian foreign ministry accused the West of "pushing the Ukrainian leadership towards increasingly reckless acts." Ukraine has denied "direct involvement." Moscow's latest attack on Kyiv began just before 3 a.m. local time when missiles were fired from Russia's Bryansk region. Ukraine's air force said it intercepted and destroyed all 10 missiles. Three people, including a nine-year-old child, were killed in Kyiv's northeastern Desnyanskyi district as a result of falling rocket fragments. Another 16 people were wounded. The husband of one of the victims, Yaroslav Ryabchuk, said the shelter where they routinely hid from Russian strikes was closed on Thursday, and he ran to seek help. "When I came back there was a lot of blood, children and women were lying there. There were screams and dust," he told AFP. "Nothing matters any more," he said, adding his children have been "left without a mother." Kyiv Mayor Vitali Klitschko confirmed the three people were killed when a fragment of a rocket fell close to a clinic as they ran for cover after an air raid alert. "A closed shelter in wartime is not just indifference, it is a crime," said Interior Minister Igor Klymenko, adding that an investigation had been opened. In a press conference in Moldova, Ukrainian President Volodymyr Zelensky said people would be "held responsible" for the closed shelter. Moscow says that it only targets military installations in Ukraine. Meanwhile the UN secretary-general's office on Thursday expressed concern over a drop in Ukrainian grain exports across the Black Sea, citing the "specter of food inflation". A crucial agreement allowing Ukrainian grain to reach the global market despite Moscow's invasion was renewed again in May but for only two months. "We are concerned about the continuous slowdown of the implementation of the Black Sea Initiative," said Stephane Dujarric, spokesperson for UN Secretary-General Antonio Guterres. "In May, 33 vessels departed Ukrainian ports, half of the number compared to April." He linked part of the slowdown to Russian demands that its own exports of fertilizer components be freed up despite strict sanctions. Army downplays NPA attack warning
TACLOBAN CITY — The Philippine Army’s 8th Infantry Division on Thursday clarified reports of alleged warnings circulating on social media that the New People’s Army is planning to launch attacks in Samar. Army 8ID spokesperson Capt. Jefferson Mariano stressed that the circulating post is not true, adding that the post may have been made to create chaos and confusion to destabilize the prevailing peace. The social media post alleged that both the Philippine National Police and the Armed Forces of the Philippines are placed on “full alert status” due to the possible attack which came a day after the Regional Task Force to End Local Communist Armed Conflict in the region confirmed that guerilla fronts in the region had been reduced to two and vowed to end the insurgency in Eastern Visayas before the year ends. “As per our units, they do not have information on it, though our units remain vigilant and prepared to respond to any form of atrocity,” Mariano said in response to Daily Tribune’s query. However, Mariano said that the military does not discount the possibility of the NPA launching pockets of atrocious attacks on the civilians such as burning of equipment that a small unit of three people can undertake. He added that the communist rebels would resort to his kind of tactics to project an image that it remains a capable force to fight the government and stressed that it is just a false projection. In a statement released on Wednesday evening, the 8ID called the viral post as a “black propaganda orchestrated by the enemies of the state to attract support from sympathizers and instill fear to the populace.” “The 8th Infantry Division strongly enjoins the general public to refrain from sharing and posting such disinformation that would tend to exacerbate the situation as it causes panic and fear among the people of Samar and other nearby areas,” it stated. The military urged the public to be vigilant and report to the authorities any suspicious elements or activities in their respective locality. Torres Jr. lauded the 8ID, RFT-ELCAC and the Regional Peace and Order Council in Eastern Visayas, during a meeting, for successfully weakening he communist movement in the region and reducing the number of guerilla fronts from 17 to two in a span of five years.
