‘Kuha sa Tingi’ aims to combat plastic pollution
Quezon City government announced over the weekend that it has partnered with Greenpeace Philippines to tackle the urgent plastic pollution crisis and enhance existing city ordinances regulating the use of single-use plastics. Co-developed with community stakeholders and the city government, Kuha sa Tingi seeks to provide accessible and affordable alternatives to sachets and plastic-packaged goods. The project aims to empower communities to access goods without contributing to plastic pollution by promoting reuse and refill systems. Quezon City Mayor Joy Belmonte believes this is a critical initiative, stating, "Kuha sa Tingi is a testament that being sustainable and eco-friendly can be affordable and inclusive, especially for those who belong to the marginalized sector. "With this initiative, we were able to lessen the usage of products in sachets, and at the same time prevent these from ending up in our waterways when not properly disposed of,” she said. The program started on 10 July 2023 with 30 participating pilot stores. Throughout the 8-week program, sari-sari stores were able to gain a total of P143,286 in sales, an average of 4,776 per store, and consumers were able to save P143 per week. They were able to divert 47,601 sachets or a total of 1,428,030 mL of plastics in volume. Given the magnitude of this issue and the surge in plastic production in recent years, Greenpeace believes it is imperative to implement effective and impactful solutions to reduce production and dependence on single-use plastic. The project does so by developing a sustainable business model anchored on concepts of reuse and refill as well as providing consumers with an array of zero-waste alternatives that are simple, affordable, and readily accessible for their daily needs. “Extending across multiple barangays and various types of enterprises in Quezon City, Kuha sa Tingi is a testament to the broad range of positive impacts of reuse and refill systems. This proves the viability, affordability, and accessibility of reuse and refill systems as alternatives to sachets, offering a tangible solution to diminish plastic pollution within our communities. The results of Kuha sa Tingi show that companies can adopt reuse and refill, and they should do so immediately,” said Marian Ledesma, Zero Waste Campaigner at Greenpeace Philippines. Cities, communities, and local enterprises are currently at the forefront of pioneering solutions to combat plastic pollution through the advancement of business models centered around the reuse and refill systems. Under the Global Plastics Treaty, governments are mandated to support these existing efforts and future development by establishing global standards and mechanisms to enable refill and reuse to be supported, replicated, and scaled across countries and regions. “Major contributors to plastic pollution, such as plastic-dependent corporations and fossil fuel companies that are reaping benefits from the proliferation of plastic products, should be held accountable to reduce plastic production and phase out single-use plastics. Companies must be obligated to adapt and integrate the reuse and refill systems into their business models. This shift is essential for mitigating the environmental impact of their operations,” said Ledesma. "The program empowers our community to do their part in protecting our environment. This will serve as an inspiration to other sari-sari store owners, barangays, and even companies to reduce their plastic waste and switch to reusable and sustainable options," Mayor Belmonte added. JPMorgan Chase to pay $75 mn to settle Epstein-linked sex trafficking suit
JPMorgan Chase announced Tuesday that it will pay $75 million to settle a US Virgin Islands' (USVI) lawsuit that accused the bank of facilitating Jeffrey Epstein's sex trafficking ring. The big US bank, which previously reached a $290 million settlement with Epstein's victims, also announced an agreement with former JPMorgan executive Jes Staley for an undisclosed sum. These cases together resolve the bank's remaining litigation over its embarrassing long-running association with the late Epstein. The agreement with the USVI came a few weeks ahead of a scheduled trial in New York that likely would have bruised both sides. While the USVI accused JPMorgan of turning a "blind eye" to Epstein's conduct due to profit concerns, the bank levied essentially the same charge against USVI, saying the government helped Epstein obtain visas that allowed him to bring victims to the island. The settlement, which must be approved by a US court, includes $30 million to support USVI charitable organizations, $25 million to enhance USVI law enforcement to combat human trafficking and $20 million in attorneys' fees. JPMorgan did not admit liability as part of the settlement, but the "firm deeply regrets any association with this man, and would never have continued doing business with him if it believed he was using the bank in any way to commit his heinous crimes," the bank said in a statement. "JPMorgan believes this settlement is in the best interest of all parties," the bank said. The USVI had originally sought $190 million in damages for the bank's role in enabling Epstein's sex crimes, including in the Virgin Islands, where he had a residence. The USVI said JPMorgan "knowingly, negligently, and unlawfully provided and pulled the levers through which recruiters and victims were paid and was indispensable to the operation and concealment of the Epstein trafficking enterprise," according the original complaint. Bank hits back The bank hit back forcefully, saying in a May legal filing that the USVI government was "complicit in the crimes of Jeffrey Epstein." Under a "quid pro quo" relationship with top USVI officials, Epstein "gave them advice, influence, and favors," JPMorgan said in the filing. "In exchange, they shielded and even rewarded him... looking the other way when he walked through USVI airports accompanied by girls and young women." US Virgin Islands Attorney General Ariel Smith said Tuesday the agreement would prevent human trafficking in the future. "This settlement is an historic victory for survivors and for state enforcement, and it should sound the alarm on Wall Street about banks' responsibilities under the law to detect and prevent human trafficking," Smith said. "We are proud to have stood alongside the survivors throughout this litigation, and this settlement reflects our continued commitment to them," Smith said. The USVI press release listed a number of "substantial commitments" by JPMorgan to combat human trafficking, including informing law enforcement of perpetrators and terminating customers' accounts if there is credible evidence of wrongdoing. But a JPMorgan spokesperson said the bank has not changed or fortified its policies due to the accord. "There are no new commitments. Our controls, compliance, risk, and other functions are always improving, and we are continually investing to become even better," said JPMorgan's Trish Wexler. "We have always worked closely with law enforcement to help combat human trafficking, and we will continue to look for ways to invest in advancing this important mission." Even Indian lenders drawn to SBCorp’s P3
A high-ranking official of a Department of Trade and Industry-attached agency has revealed that even traditional Indian lenders based in the Philippines want to avail of the Pondo sa Pagbabago at Pag-Asenso, or P3, Program of the government. Small Business Corporation or SBCorp president and CEO Robert Bastillo made the revelation when he guested on the second Daily Tribune’s Asian Innovation Forum on Tuesday. He said half of the funds allocated to P3 are meant for cooperatives, micro-finance institutions, and private financing companies that have members that can easily access micro-entrepreneurs, particularly those who own sari-sari or small stores. “P3 was conceptualized to combat loan sharks or informal money lenders. When we visited a cooperative in a municipality in Bicol recently, we discovered that Indian lenders were now lowering their interest rate to 5 percent per month,” Bastillo said. “Surprisingly, some Indian lenders even wanted to avail themselves of our P3 program. If that is the case, it means the program has an impact,” he added. He explained that SBCorp is ready to provide funding to micro and small entrepreneurs to eventually expand operations in the long run or when banking institutions are not yet ready to provide MSE loans to them due to a lack of a banking track record. “That is why we are asking Congress to add more funds to SBCorp. The current fund is not enough to help MSMEs in their entrepreneurial journey,” he said. SBCorp estimated that there is a P300 to P400 billion financing gap in the country, which means that banking institutions, even cooperatives, and microfinancing institutions are not able to respond to the needs of MSE lenders. “We are asking for P50 billion for our total capital, including our current fund. While for the P3, we are aiming to make it a full-fledged law for it to have automatic appropriations. We aim that 10 to 15 percent of the current financing gap will be given to us, enough to serve MSEs and cooperatives, among others,” he said. In March 2023, the House of Representatives approved on third and final reading of House Bill 7363, or the proposed P3 Act, with an overwhelming 278 votes. The “P3 Act aims to provide an affordable, accessible, and simple financing program for MSEs, especially those in the poorest populations and underserved areas. HB 7363 mandates the creation of the P3 Fund, which shall be lent out to qualified MSEs under such terms and conditions that will meet the purposes of the Act. The P3 Fund shall be accessible through the SBCorp. and accredited partner financial institutions such as rural banks, thrift banks, development banks, cooperative banks, cooperatives, non-stock savings and loan associations, microfinance non-government organizations and lending companies. Currently, the P3 Program, with an annual allocation of P1.5 billion from the national government, is intended to provide micro-entrepreneurs with an alternative source of financing that is easy to access at a reasonable interest rate, that is in a safe environment away from dubious practices of informal lenders, and that is sustainable as delinquent borrowers are effectively barred from borrowing in the next loan cycle. Under the P3 Program, a microenterprise can borrow between P5,000 and P200,000, depending on its business status and repayment capacity, with no collateral requirement. Phl to strengthen alliances at ASEAN summit amid geopolitical tensions
President Ferdinand Marcos Jr. is expected to push for a rules-based international order and for parties to follow the United Nations Convention on the Law of the Sea "especially in the South China Sea" during the upcoming 43rd ASEAN Summit next month, a DFA official said on Thursday. During the Malacañang Press Briefing, Foreign Affairs Assistant Secretary Daniel Espiritu said Marcos would participate in the 43rd ASEAN Summit and Related Summits in Jakarta, Indonesia from 5 to 7 September 2023. Under the theme "ASEAN Matters: Epicentrum of Growth," Espiritu said the summit will serve as a platform for leaders to exchange views on key regional and international issues, build consensus on matters of mutual interest and provide policy direction for the ASEAN community in the future. "The second summit will (follow) the May summit and will accelerate the momentum of the ASEAN community-building process," Espiritu told Malacañang reporters. "The Philippines will continue to uphold and exercise freedom of navigation and overflight in the South China Sea in accordance with international law," he added. Espiritu said Marcos is also expected to have meetings with Cambodian Prime Minister Hun Manet and Vietnamese Prime Minister Pham Minh Chinh. Additionally, the Foreign Affairs official said Marcos is set to engage in one-on-one discussions with South Korean President Yoon Suk Yeol and Timor Leste Prime Minister Xanana Gusmão. Plans for meetings with other leaders are currently in the process of being organized, Espiritu added. "With Vietnam, the focus will be on strengthening the strategic partnership between the countries and, of course, cooperation on rice and food security," he said. "We will reassure Timor Leste of our cooperation with their country in the years to come, especially in their preparation for final membership in ASEAN," he added. Espiritu mentioned that there are anticipated discussions between Marcos and Republic of Korea President Yoon Suk Yeol regarding exploring new realms of collaboration. Furthermore, the Philippine leader intends to convey his appreciation to Korea for its assistance during Typhoon Egay. "Also, they intend to donate, under the ASEAN Plus 3 Rice Reserve Arrangement, a total of 750 metric tons of rice to the Philippines, 400 of that are already in the pipeline," he said. On the other hand, Espiritu said Marcos and Prime Minister of Cambodia Hun Manet would be discussing matters of "mutual concern between our two countries." He added that the President will also continue to emphasize the country's efforts to protect migrant workers in crises and combat human trafficking, especially with the use or abuse of technology. P19-million needed to fight fake news — PCO
The Presidential Communications Office needs P19 million under its 2024 budget to combat fake news or disinformation in the country. In the deliberations for the agency's budget for 2024 before the House Committee on Appropriations on Tuesday, PCO Secretary Cheloy Garafil said they had proposed a total of P19 million for the Media and Information Literacy or MIL drive to purge disinformation and misinformation plaguing the country's digital landscape. The anti-fake news drive is the initiative of the Marcos administration. The campaign will be launched in October to coincide with MIL and Communications Month. The Marcos administration will collaborate with private sectors, Google, Meta, TikTok, and X, formerly Twitter, to run workshops similar to TED Talks. It is an international non-profit organization that spreads ideas and information from its expert speakers on education, business, science, tech, and creativity. While the MIL is considered their top accomplishment, the PCO faces the challenge of combating fake news which hinders their ability to fulfill their mandate. However, additional funding will certainly help the PCO against this fight, according to Garafil. The PCO, she said, had proposed over P300 million allocation for the anti-fake and disinformation campaign, but it was not approved. Garafil told lawmakers they requested "more than P300 million," which she said would be "more than sufficient" to cover their operations next year. As for policing fake news circulating on online platforms, PCO Undersecretary Emerald Ridao said it would be an "endless" task for the PCO to shoulder alone and would need assistance from other platforms. "If we were to tackle every piece of information... it would be an endless task considering how easy it is to create new information," Ridao said. "Which is why we are leaving that to the platforms where the information circulates." Ridao made the remark following the interpolation of Kabataan Rep. Raoul Manuel, arguing that the PCO, which he claimed "should set the standard," could not even afford to stamp out fake news wherein politicians, and even the President, benefited. Irony of corruption
Corruption has become so pervasive and brazen. Masusuka ka na (you would puke),” moaned the mayor of Dumaguete City, Felipe Remollo, at the convening Thursday of a coalition of over a hundred chiefs of local government units calling for good governance and an end to corruption at all levels of government starting within their own turfs. The coalition was sparked by Baguio City Mayor Benjamin Magalong, a former Philippine National Police official who, in a virtual speech delivered during a PNP flag-raising ceremony last July, said he was “shocked” by the gargantuan increase in the country’s national debt to nearly P14 trillion. Said Magalong: “When President Duterte started his administration, our national debt was at P5.7 trillion, accumulated over the past decades. In just seven years, our national debt increased by 142 percent; we’re now at P13.86 trillion (actually P14.10 trillion, as reported by the Bureau of the Treasury in May 2023).” He quoted then-NEDA Secretary Karl Chua as saying that the country’s ability to pay the national debt is dependent on “‘our ability to manage financial leakages.’ And so I ask, ano ba yung financial leakages (what are financial leakages)? And Sec. Chua replied, ‘ang financial leakage na sinasabi ko (that I’m telling you), a big chunk of that is attributed to corruption.’” Beyond shock, he said he was also alarmed that none of the members of Congress then and now seemed to be concerned enough to “raise hell” about the country’s tremendously rising national debt. Interviewed over local television, he said he had spoken with contractors whom he asked, “Assuming I take cuts from infrastructure projects, how much will my take be? Their answer? From 10 percent to as much as 20, 25 percent — it’s up to the mayors and lawmakers to decide how much.” Bids and awards committee members, among others, also receive commissions, thus only about 45-50 percent is left for the contractor to do the project, he learned. If the project is worth, say P100, they’ll settle for from P42.50 to P55, including their profit, so they’ll have no choice but to make sub-standard projects. Having spent 38 years of exemplary service in the Philippine National Police, retired in 2016 as Deputy Chief of Operations with a total of 166 medals to his name, including the Distinguished Conduct Star, Distinguished Service Star, and PNP Gold Cross for combat and law enforcement achievements, he said: “We in the uniformed service are willing to give up a reasonable percentage of our pension to help the national government address this huge deficit, to address this big national debt; but we have yet to hear from our legislators that they too are willing to give up their pork barrel. Let’s wait and see what our brave legislators have to say.” In the interest of objectivity, it should be said here that Baguio, in two instances, was the subject of a Commission on Audit flag-down. One instance involved Magalong’s admission that rules were eased by City Hall in the purchase of food for city residents and disinfectant at the height of the Luzon lockdown during the Covid-19 pandemic in 2021. He said, however, that all the lockdown expenses were properly accounted for. CoA likewise flagged the city government on allegations that it had diversified funds to complete an infrastructure project. City Administrator Bonifacio Dela Peña maintained that the local government used the DPWH fund for its intended purpose, explaining that city hall only had a P341-million budget for a Convergence Center and it needed P50 million more to complete the project. “The word ‘misuse’ is not true. The fund was well-audited and it went to where it was allotted,” said Dela Peña. It is heartening to see that a cry in the wilderness sparks action among mayors. Theirs is a cause worthy of support by all sectors, including business and the citizenry, and we wish them all the luck in what is certain to be “an uphill climb” of sincerity and political will. Cyber education, a must
“Digitalization is the call of today, not the call of the future, but of the present. It is here. It is needed, and it is needed today.” President Ferdinand Marcos Jr. highlighted in his second SoNA his administration’s agenda for all government agencies and local government units to digitalize all their services. He called for the digitalization of payments, business registrations, issuances of permits and licenses, loan applications and revenue collections. The digitalization efforts, he stated, should be made to streamline processes for ease of doing business, combat corruption and make decisions in a data-driven and science-based manner. I commend this push for e-governance and e-commerce by the President. He is right. The digital age is upon us and we must invest in digital technology and infrastructure for our economy to be globally competitive. Cyber Education Law However, the very basic foundation needed for the government’s digitalization efforts should be the investment in human capital. We know that our labor is the country’s biggest asset and the factor that keeps our economy afloat. We export labor, remittances flow, and these in turn fund local consumption. That is why there is an urgent need for us to legislate the incorporation of cyber-education among our population and we must start with our basic education. Investing in cyber-education is not a novel idea. It is a model of development in many advanced countries. As the World Economic Forum or WEF found out in a study, countries like Israel (which currently ranks 8th in the Cyber Risk Literacy and Education Index) show that cyber-risk education and connected institutions can contribute significantly to the national economy by producing more jobs and greater innovation. It concluded that cyber-investment in human resources, i.e., prioritizing cybersecurity education earlier than most and regular assessment of cyber-risk literacy of children and youth at key points in their development and education, is an investment for the future and has been found to have led to a wealth of cyber-related innovation and economic growth among top-ranking countries. The UK, Australia, Canada, Singapore, South Korea, Japan, Germany, France, and, recently, China, are also investing heavily in cybersecurity education. These countries recognize that cybersecurity education is essential to protecting the digital economy and both public and private digital infrastructure from cybercrimes and cyberattacks. As the world becomes increasingly interconnected, the need for cybersecurity education will only grow. Digitalization will positively impact Filipinos’ lives but concomitant negative issues have emerged related to Internet use. Some of the most common cybersecurity crimes and offenses in the world today continue to emerge and develop, some of which President Marcos Jr. mentioned in his speech, such as identity theft, phishing and other online scams. Current statistics also show the vulnerability of Filipino children in the digital space. A recent study claimed the Philippines is a global hotspot for Online Sexual Abuse and Exploitation of Children or OSAEC. A sharp increase in possible OSAEC cases has been recorded by the National Center for Missing and Exploited Children, from 1.34 million in 2020 to 3.19 million in 2021, the second highest in the world behind India. In 2018, the Department of Justice Office of Cybercrime received 579,006 cyber tips on the online sharing, re-sharing, and selling of child sexual abuse images and videos. According to the study, sexual exploitation negatively impacts cognitive functioning, as well as mental health, including post-traumatic stress disorder and depression; and across the life course, it can negatively impact the physical, psychological, social, educative and economic well-being of children victims. The foregoing examples are just among the many important reasons to introduce cybersecurity education in the K-12 system. We must educate users of technology, especially children, on the potential risks they face when using internet communication tools, such as social media, chat, online gaming, email and instant messaging, to cultivate cybersecurity awareness at the primary school level. Verily, investing in cybersecurity awareness among the young population will have several positive impacts on the Philippine economy and quality of life. Brawner Jr. is next AFP chief — Palace
Malacañang on Wednesday announced that Philippine Army Commander, Lt. Gen. Romeo Brawner Jr., will serve as the next Chief of Staff of the Armed Forces of the Philippines replacing General Andres Centino who will be appointed Presidential Adviser on the West Philippine Sea. “Lieutenant General Romeo Brawner will be the next Chief of Staff of the Armed Forces of the Philippines and will take the place of General Andres Centino who was re-appointed by President Ferdinand Marcos Jr. to the said post earlier this year,” the Palace said an announcement made through the Presidential Communications Office. It was not known though when Brawner will assume the top AFP post. Brawner was appointed Commanding General of the Philippine Army on 20 December 2021. He graduated in the Top 2 in the Philippine Military Academy “Makatao” Class of 1989 and has been serving the military organization in various capacities for 34 years. He served as company commander of the 6th Special Forces Company; battalion commander of the 2nd Special Forces Battalion; operations officer of the Special Forces Regiment (Airborne); chief of staff of the 6th Infantry “Kampilan” Division; chief of public affairs of the Philippine Army; spokesperson of the Armed Forces of the Philippines; and commander of the Civil-Military Operations Regiment. Brawner is also a former brigade commander of the 103rd Infantry Brigade in the aftermath of the Marawi Siege in 2017. He once served as Commandant of Cadets at the Philippine Military Academy, where he played an important role in the total eradication of hazing and maltreatment in the Cadet Corps. Brawner later served as the first deputy chief of staff for Financial Management, J10, of the AFP. He is also the former commander of the 4th Infantry “Diamond” Division, where he supervised the unit’s combat operations that resulted in the decisive neutralization of Jorge Madlos or “Ka Oris,” the notorious commander of the National Operations Command of the New People’s Army. Malacañang said that Brawner has exemplified the highest levels of excellence in his military schooling, a top notcher in his classes in the Special Forces Operations Course, Intelligence Officer Course, and the AFP Comptrollership Course. Brawner acquired three Master’s degrees in Information Management from the Ateneo de Manila University; Business Administration from the Asian Institute of Technology in Thailand and from the European School of Management, Oxford, United Kingdom; and a Master’s degree in Strategic Studies from the United States Army War College. Brawner also received numerous awards and recognitions, including The Outstanding Philippine Soldiers or TOPS in 2013 from the Metrobank Foundation and Rotary Club of Makati; and the Lapu-Lapu Award from President Rodrigo Duterte, for his valuable contributions to the neutralization of Abu Dar, the last of the original leaders of the Maute-ISIS faction. PAGCOR strengthens controls to make Phl a significant gaming destination
Philippine Amusement and Gaming Corporation chairman and CEO Alejandro H. Tengco discussed the agency's plans and programs to make the Philippines a leading gaming destination in the ASEAN region. Chairman Tengco was invited to deliver the keynote address on the third day of the G2E Asian IR Summit in Macau on 13 July 2023. In his speech, the PAGCOR chief expressed optimism that with the gaming regulatory reforms which the agency is undertaking, the Philippine gaming industry will be more responsive to the needs of the changing times while addressing the social ills that come with gaming operations. The Philippine gaming industry started to bounce back as it gradually transitioned into the new normal. Following its mandate to regulate and uphold the integrity of gaming operations in the Philippines, PAGCOR generated P58.96 billion in 2022, an impressive 66.16 percent year-on-year increase from its P35.48 billion total income in 2021. Net income last year reached P4.45 billion, a 2,000% leap from P203.57 million recorded in 2021. This achievement enabled the agency to fulfill its other role as the government's partner in generating revenues for socio-civic programs by increasing its contributions to nation-building from P22.91 billion in 2021 to P34.67 billion in 2022. Given PAGCOR's dual role as operator and regulator, its operations have been scrutinized by crucial decision-makers and major gaming industry players. Thus, since its assumption a year ago, the new PAGCOR Board of Directors has started strengthening the agency's regulatory function and has promoted the privatization of PAGCOR-run Casino Filipino facilities. Such a move will allow the corporation to grow and compete in both domestic and international markets by infusing new capital and advanced technologies, which can facilitate expansions, upgrades, and innovations. "By focusing on its regulatory functions, PAGCOR will be able to avoid the complexities of running two different shows. It can also streamline its processes and create more revenues to fund more high-impact government projects," Tengco said. However, before PAGCOR gaming venues are privatized, they will be upgraded to add value to the properties. Alaska maintains milk affordability
Alaska Milk Corporation is not asking for a price increase in its milk products from the Department of Trade and Industry, true to its mission of providing affordable nutrition for every Filipino home. In an interview on Thursday, Tarang Gupta, the managing director of Alaska Milk Corporation, said the company is striking a sort of balance on the nutrition needed by Filipinos against the present inflationary headwinds happening in the country. “We are seeing the consumption going up again and that’s driven by affordability and that is driving the growth. At this stage, we are not submitting any petition to the DTI, although there will always be a need (in the coming years). At Alaska, if we want to live with our purpose of nourishing Filipinos, then we have to keep a balance,” Gupta said. Relatively small scale According to the Alaska executive, “scale here is so small compared to other countries, for example, Thailand which is 35 percent. In Alaska, we are very clear that we will support the local farmers and help them increase the quality and quantity and I think we can do it within five years. Sans RCEP, tariffs on milk is at three percent, with concentrated milk at 0 to 1 percent, while with RCEP, milk will be zero tariffs until the 20th year of the implementation of the RCEP. On the other hand, dairy products such as buttermilk will maintain their base rate of 3 percent and will be zeroed in tariffs for the first year of RCEP. However, curdled milk and cream, yogurt, kaphir or other fermented or other acidified milk and cream, whether or not concentrated or containing added sugar or other sweetening matter or flavored or containing added fruit, nuts, or cocoa will maintain its 7 percent tariff on the first year of RCEP imposition. The RCEP is touted as the world’s largest trade deal, which covers 10 members of the Association of Southeast Asian Nations, along with Australia, China, Japan, New Zealand and South Korea. It is designed to eliminate tariff rates — or the taxes imposed on imported products — on 90 percent of goods between the signatories within 20 years. Troops on high alert vs DI-Maute group
ZAMBOANGA CITY — Authorities reported on Wednesday that police and military units in Lanao del Sur continue to remain on high alert level status after the Islamic State of Iraq and Syria-inspired Dawlah-Islamiya-Maute Group threatened to launch a “Marawi-like siege” in Marogong and nearby municipalities in the province. Police Regional Office for the Bangsamoro Autonomous Region in Muslim Mindanao director P/Brig. Gen. Allan Nobleza assured that the police and military security forces are doubling their efforts to prevent an attack from the ISIS-Inspired DI-Maute Group. Nobleza said the DI-Maute Group threatened on Thursday a “Marawi-like siege” in Marogong, Lanao del Sur, that led to the mass evacuation of residents of the municipality to a more safe town in the province. He added that the PRO-BAR has deployed a combat-ready platoon of policemen from the Regional Mobile Force Battalion and two teams from the Lanao del Sur Provincial Mobile Force Company. The military, on the other hand, deployed soldiers from the 32nd Infantry Battalion to complement the deployment of PNP personnel in Marogong town. All adjacent municipal police stations of Marogong town were also placed on high alert and the reactionary standby forces from the 2nd Provincial Mobile Force Company are ready as reinforcement forces for any eventuality, Nobleza added. On Sunday, Nobleza visited Marogong and had a meeting with Marogong Mayor Nasif Maruhom, Vice Mayor Haroun Maruhom, the commander of Bravo Company of the 32nd IB, and the 24 barangay chairmen of Marogong. On 17 May, the LGBTQ+ community, their allies and many agencies observed International Day Against Homophobia, Biphobia, Intersexphobia and Transphobia or IDAHOBIT, which is meant to raise awareness on the discrimination, marginalization and violence experienced by the LGBTQ+ community. This year’s commemoration carried the worldwide theme “Together Always: United in Diversity.” For the Philippine LGBT Chamber of Commerce, the theme “reminds us of the importance of solidarity towards battling discrimination.” “[W]e encourage business owners, leaders and influential individuals to raise our flag with pride, in their respective businesses and communities, in signaling allyship and respect for the LGBTQIA+ people. PAGCOR warns offshore gaming licensees, service providers against illegal acts
The Philippine Amusement and Gaming Corporation issued a stern warning to its offshore gaming licensees and accredited service providers to abide by Philippine laws and strictly comply with PAGCOR’s rules and regulations. PAGCOR Chairman and CEO Alejandro Tengco enjoined all licensees and service providers to operate only within the bounds of their licenses or accreditations. They were likewise warned that involvement in any criminal activity shall be dealt with severely, including the possible suspension and eventual cancellation of their licenses or accreditation. PAGCOR’s warning came alongside the suspension order issued to CGC Technologies, an accredited offshore gaming customer relations service provider, which was subjected to an inter-agency search operation on 4 May 2023. The operations of CGC, whose accreditation was granted on 2 September 2021, came after the Philippine National Police’s Anti-Cybercrime Group, the Special Action Forces, the Intelligence Group of the Presidential Anti-Organized Crime Commission and the Inter-Agency Council on Anti-Trafficking conducted a special operation inside the Sun Valley Business Hub in Mabalacat, Pampanga for alleged credit card fraud, serious illegal detention and human trafficking activities. CGC Technologies was found to be operating six buildings in the site, but only two were accredited by PAGCOR. Personnel working in the hub are of mixed nationalities including Indonesians, Vietnamese, Nepalese, Bhutanese and Chinese. The raiding authorities were able to confiscate over 1,000 computers and devices from the site, which were subjected to forensic investigation. PAGCOR said that once the establishments were proven to be involved in illegal activities, the state-run gaming firm will immediately cancel the company’s accreditation. According to Tengco, the crackdown on CGC was a result of the agency’s intensified coordination with the Office of the President, Department of Justice, Department of the Interior and Local Government, Philippine National Police, National bureau of Investigation and Bureau of Immigration to combat illegal activities in offshore gaming operations. “Marami pang susunod. We will continuously subject our offshore gaming licensees and service providers to stricter monitoring.” he said. Meanwhile, PAGCOR also expressed full support to the decision of the DOJ and the BI to order the immediate repatriation of the foreign nationals rescued during the incident. Proposed IP Code amendments take aim at online piracy
A bill that seeks to amend the intellectual property code to combat online piracy is one step away from the House of Representatives' final nod. House Bill 7600, passed on second reading on Tuesday via viva voce, seeks to amend the Intellectual Property Code Of The Philippines by introducing stronger provisions to combat content online piracy. Albay Rep. Joey Salceda, the bill's proponent, said that cyber piracy, without enforcement measures, will kill digital creatives. The proposed measure aims to give authorities more power to crack down on pirated content, notably films, which is "the most piracy-prone component" of the industry. It allows content generators and the concerned public to file petitions to block websites featuring pirated online content. "In practical terms, it allows the Intellectual Property Office of the Philippines to receive complaints and petitions to take down infringed content posted online, or to conduct site blocking," said the economist-lawmaker. "The complaints can be heard in a simplified manner [but which] also adheres to the constitutional requirement of due process -- including the means for appeal. And within five days, the IPOPHIL can decide on the complaint, and 48 hours thereafter, compel an internet service provider to block the offending site," Salceda explained. If passed, the legislation will create a method for internet service providers to restrict websites that include pirated content. Likewise, it would be a major backer of the thriving Philippine streaming business as it strives to institutionalize measures limiting pirates' hiding sites under the guise of due process. "Copyright laws become impossible to enforce on viral content. So, the point of any intellectual property enforcement law in the digital age must be to prevent infringement before it becomes viral," Salceda said. The proposed revisions aim to make IP protection more proactive in the country by adopting powerful tools such as site-blocking, which Salceda believes is vital to intellectual property protection because the internet has sped the transfer of stolen content.
