CHR not antagonistic
The Commission on Human Rights is not antagonistic to the police but a mere bridge between the people, civil society and the government. This was the message left by CHR chairperson Atty. Richard Palpal-latoc, at the 57th Anniversary of the National Police Commission held at the DILG-Napolcom building in Quezon City. Palpal-latoc clarified that the agency is not an adversary to the police but a mere bridge between the people, civil society and the government. According to CHR chairperson, there are misconceptions whenever they enter into the picture regarding what seems to be abuses committed by the police on civilians. “We are the watchdog, our primary mandate is to protect and promote human rights and to prevent violations,” Palpal-latoc said. He added that they are not only conducting investigations for nothing but “we propose and offer solutions to address concerns.” At present, Palpal-latoc said, the CHR is emphasizing one of its mandates which is on the bridging role hence the need to make it sure that the agency is always in between the people and the government being a national human rights institution. The CHR he said, is also engaged in discussions with other government agencies like DoLE (Department of Labor); the Professional Regulations Commission; the Board of Claims also to address human rights concerns. On the labor part, Palpal-latoc said they are looking into the tripartite mechanisms to make it sure that the rights of the laborers especially on the freedom to associate, are taken care of. San Miguel Corp. predictably won the Court of Appeals decision recently, reversing the Energy Regulatory Commission in its rejection of the petition of its energy arm San Miguel Global Power Corp. or SMGP’s plea for a temporary rate increase. SMGP claims P15 billion in losses from its units South Premiere Power Corp. and San Miguel Energy Corp. as a result of high fuel costs and the supply restrictions from the Malampaya natural gas project. It turns out that SMGP direly needs to be profitable since it is deep in borrowings for its projects. Data supplied to Daily Tribune by the think tank Center for Energy, Ecology and Development showed SMGP has obtained several financing arrangements, such as long-term debts and issuance of Senior Perpetual Capital Securities or SPCS and other debt instruments to facilitate the acquisition of coal-fired power plants and investments in new power plants. For the construction and expansion of coal plants, SMGP has secured the following financial transactions: January 2018, drawing P2 billion from the P44-billion Omnibus Loan and Security Agreement to finance the construction of two 150-megawatt Limay coal-fired power plants; March 2018, $700-million floating interest term loan, $400-million short-term bridge financing loans, $400-million floating interest term loan, and $650-million Redeemable Perpetual Securities for the acquisition of Masinloc Group including two 315 MW Masinloc power plant and the construction of Unit 3 and 10 MW battery energy storage project; January 2019, $35 million from its $525 million Omnibus Expansion Facility Agreement to finance the ongoing construction of the 300 MW expansion of Masinloc Power Plant; November 2019, drawing of an additional $40 million from $525 million OEFA to finance the additional 300 MW Masinloc Power Plant; July 2019, drawing of P978 million from a P2.1 billion 12-year Omnibus Loan and Security Agreement with a syndicate of local banks for the financing of the construction of the Davao Greenfield Power Plant; March 2020, drawing of an additional $43 million to finance the construction of an added 335 MW Unit-3 Masinloc Power Plant; and July 2022, allocation of up to P20 billion from the sale of P30 billion fixed rate bond with an oversubscription option of up to P10 billion. As for its liquefied natural gas-related projects, SMGP has issued debt certificates in the past three years including: October 2020 — $400 million worth of SPCS issued for 100 percent with an initial rate of 7 percent per annum. In-principle approval for the listing and quotation from Singapore Exchange Trading Ltd. December 2020 — $350 million worth of SPCS issued for 102.457 percent with an initial rate of 7 percent, and listed on the SETL; April 2021 — availment of $50 million from the October 2020 loan facility agreement for capital expenditures related to the Ilijan gas-fired power plant and its expansion, financing of LNG importation, and storage facilities, among others; June 2021 — $600 million worth of SPCS issued for 100 percent with an initial rate of 5.45 percent per annum, and listed on the SETL; September 2021 — $150 million worth of SPCS issued for 100.125 percent with an initial rate of 5.45 percent per annum, and listed on the SETL; and July 2022 — allocation of up to P24.5 billion from the sale of P30 billion fixed rate bonds with an oversubscription option of up to P10 billion. In April 2021, SMGP also availed of its $50 million from its term loan facility with a foreign bank executed in October 2020. The proceeds of this loan are intended for the payment of capital expenditures of the Ilijan plant, funding of liquefied natural gas import, storage, and distribution facilities, pre-operating and operating working capital requirements for Battery Energy Storage System projects, and transaction-related fees, costs, and expenses of the facility. The biggest attack on a European country since World War II has killed or wounded over 150,000 people, according to Western estimates. February 2022: invasion Russian President Vladimir Putin announces a "special military operation" in Ukraine on 24 February, saying he wants to demilitarise and "de-Nazify" the country as well as protect the predominantly Russian-speaking east from "genocide". A full-scale invasion starts, with missile strikes on several Ukrainian cities that sparks a refugee crisis. Ukrainian President Volodymyr Zelensky stays in the capital Kyiv to lead the resistance. The West imposes unprecedented sanctions on Russia and the European Union and United States send Ukraine weapons and aid. March: Russian advances Russian forces make gains in the south, seizing the city of Kherson, close to the Moscow-annexed Crimea peninsula. Here Comes the AI: Fans rejoice in ‘new’ Beatles music
When the Beatles broke up more than 50 years ago, devastated fans were left yearning for more. Now, artificial intelligence is offering just that. From "re-uniting" the Fab Four on songs from their solo careers, to re-imagining surviving superstar Paul McCartney's later works with his voice restored to its youthful peak, the new creations show off how far this technology has come -- and raise a host of ethical and legal questions. "I'm sobbing! This is so beautiful!!!" wrote a listener in a typical YouTube comment for a fan-created AI cover of McCartney's 2013 single, "New," which features de-aged vocals and a bridge part "sung" by his great songwriting partner and friend, the late John Lennon. Equally impressive is a version of "Grow Old With Me," one of the last songs penned by Lennon, which was posthumously released after his 1980 murder and recently remade by an AI creator who goes by "Dae Lims." With enhanced audio quality, an orchestral arrangement and harmonized backing vocals that evoke the Liverpudlian rockers' heyday, the song's most stirring moment comes when McCartney croons over a soaring melody with poignant lyrics about aging. "When I hear this, I lose it. I start crying," said music YouTuber Steve Onotera, who goes by "SamuraiGuitarist" and has a million followers, in a recent video discussing the new works' unforeseen sentimental resonance. After the most influential band in history parted ways acrimoniously, fans were deprived of a final "happy ending," he said. "So when we do get that reunion artificially yet convincingly created by AI, well, it's surprisingly emotional." AI here, there and everywhere Like an earlier track called "Heart on a Sleeve" which featured AI-generated vocals of Drake and The Weeknd and racked up millions of hits on TikTok and other platforms, these covers use scraping technology that analyzes and captures the nuances of a particular voice. The creators would have probably then sung the parts themselves and then applied the cloned voice, in a manner similar to placing a filter on a photograph. While the results can be astonishing, getting there isn't simple and requires skilled human operators combining new AI tools with extensive knowledge of traditional music processing software, Zohaib Ahmed, the CEO of Resemble AI, a Toronto-based voice cloning company, told AFP. "I think we're still seeing a very small percentage of the population that can even access these tools," he said. They need to "jump through hoops, read documentation, have the right computer, and then put it all together." Ahmed's company is one of several offering a platform that can make the technology more accessible to clients in the entertainment sector -- and counts a recent Netflix documentary series "narrated" by late art icon Andy Warhol using its technology as an early success. For Patricia Alessandrini, a composer and assistant professor at Stanford's Center for Computer Research in Music and Acoustics, the recent spate of AI tracks represent a coming-of-age for a technology that has been advancing exponentially -- yet largely out of public view over the past decade. "This is a great example of what AI does very well, which is anything that's resemblance: to train it on something existing," she told AFP. But, she added, it flounders when it comes to new ideas. "There's really no expectation that it's going to replace the rich history of humans originating art and culture." Litigation coming For the music industry, the ramifications are enormous. As the technology progresses, software that will easily allow people to transform their vocals into one of their favorite singers is likely not far away. "If they're getting paid for their vocal license, hey, everyone's happy," said Onotera. "But what if they're long since passed away? Is it up to their estate?" AI is already proving a helter-skelter impact on the copyright world. In the case of "Heart on a Sleeve," Universal Music Group was quick to assert copyright claims and have the track pulled down from streaming services, but that hasn't stopped it popping back up on small accounts. Marc Ostrow, a New York-based music copyright lawyer, told AFP AI-generated music is a "gray area." Copyright can be asserted both by songwriters whose material is used, as well as the holders of the master recordings. On the other hand AI creators can argue it falls under "fair use" citing a 2015 court ruling that said Google was permitted to archive the world's books, because it wasn't competing with sellers and was displaying only snippets. Last month, however, the US Supreme Court tipped the balance back the other way in ruling a Warhol print of the late pop star Prince violated the copyright of the photographer who took the original image. Add to the mix that celebrities can protect their likeness under the "right to publicity," established when Bette Midler successfully sued Ford Motor Company in the late 1980s for using a singer that sounded like her in an ad. Ultimately, "I think there may be voluntary industry standards... or it's going to be done by litigation," said Ostrow. Rights holders will also need to think about the negative PR that could come with suing over works that are clearly fan-created tributes and not intended to be monetized. ‘3 days of darkness’, a hoax
The official Vatican website has photographs of the Fatima Third Secret document in Portuguese handwritten by Fatima’s visionary Sister Lucia. The “three days of darkness” are not mentioned in this document. There is no ‘three days of darkness’ in the Fatima messages. About ten or so years ago, an email started to circulate, purportedly quoting the Third Secret of Fatima prophesying the “three days of darkness.” The author, who was anonymous and did not give his/her name, simply inserted, maliciously or inadvertently, the ‘three days of darkness’ prophesy into the text of the Fatima message, thereby making it appear that it was an integral part of the Fatima message. Slowly, the posts were repeatedly rewritten into dozens of different versions, getting periodically viral until a vast majority of readers today believe the three days of darkness prophecies as a Fatima message, especially the need to acquire blessed candles to dispel the darkness from one’s home. More sinister data were slowly added through the years, for example, a great eight-hour global earthquake, the need to set up an altar, and to sprinkle holy water on doors and windows. One version warns us, “God’s punishment is holy and once it has started, you should not look outside, under any circumstance. All the evil spirits will be mingling around, free to do harm.” There were threats of evil forces if the rituals were not followed. Normally, Fatima messages do not contain quantitative scientific data. One version says, “10 minutes before midnight, a great earthquake will shake the earth for 8 hours, that will move the Earth 23 degrees.” Aside from the scare tactic, this was meant to discredit the Marian prophecy if these scientific data are not fulfilled. The goal is to instill fear in readers and make them follow external rituals and distract them from the real purpose of the Fatima messages, namely internal prayer and a return to the Lord. This distraction is the work of Satan, using people who think they are doing good by spreading these “Fatima messages.” In an informal survey, many prelates agreed with my analysis. There is a new approach to false messages — PRIVATE REVELATION, the claim of a purported “visionary” that our Lord or our Lady appeared to them (apparition) or spoke to them through a “voice” to give a message to Mankind. The messages are attributed to Our Lord or Our Lady, some as direct quotes, although the “visionary” may have simply written them himself/herself. Even if the messages are eloquent and inspiring, these may still be false claims, if only to increase visitors to their websites. Others are sincere in their mission to evangelize, but they may still be false claims. There is a danger that elements in the messages may be vague or contrary to Church teachings. One ploy is to ask a bishop to give an IMPRIMATUR to get more web visitors. An Imprimatur simply says there is nothing in the content which is against the teachings of the Church. It does not claim that the message itself is approved by the Church as coming from our Lord or our Lady, which requires Vatican investigation. It took the Vatican about 20 years of investigations before declaring that the Fatima messages as authentic. The Vatican has to give explicit approval of claims of private revelations. Anti-Marians are behind the effort to destroy the Fatima messages. Their rise began during Martin Luther’s Reformation. Many Protestant sects, not all, consider praying to the Virgin as “idolatry” and an “abomination.” Today, this is manifested by the intent to mutilate the Fatima messages. Praying to the Virgin as a bridge to God is not idolatry. From the 1917 apparitions, the Fatima messages were attacked from all sides, even by Cardinals, but have endured the onslaughts of many decades. It took the Vatican about 20 years of investigations before declaring the Fatima messages as authentic. “I will put enmity between you (Satan) and the Woman (Blessed Virgin), and between your offspring and hers (Jesus). Her offspring will crush your head, and you will bruise his heel. (Genesis 3:15). The war between Satan and the Virgin dates back to Genesis. Jesus prophesied the “wolves” in sheep’s clothing, “Many will come in my name, claiming ‘I am the Messiah’, and will deceive many. Many will turn away from the faith and will betray and hate each other. Many false prophets will appear and deceive many people. Because of the increase in wickedness, the love of most will grow cold, but the one who stands firm to the end will be saved. BuzzFeed to close news operation
BuzzFeed announced Thursday that it was shutting its news division as part of layoffs, signaling the end of one of the most notable news websites of the internet era. The company cited challenges including recession in the tech sector and the struggling stock market, with CEO Jonah Peretti admitting he was partly at fault for the closure. "We are reducing our workforce by approximately 15 percent today... and beginning the process of closing BuzzFeed News," Peretti wrote in a memo to staff. The announcement is the latest to rock the US media landscape as outlets battle with falling reader numbers and lower advertising revenue. Shares in BuzzFeed, known for its viral content and journalism, plunged more than 20 percent on Wall Street following the news. Peretti said the company had come to the conclusion that it "can no longer continue to fund BuzzFeed News as a standalone organization." He added that it would now concentrate its news output on its HuffPost website. Peretti also cited the coronavirus pandemic, less capital, a decelerating digital advertising market, and "ongoing audience and platform shifts." "Dealing with all of these obstacles at once is part of why we've needed to make the difficult decisions to eliminate more jobs and reduce spending," he said. Peretti conceded that he could have reacted differently to the challenges. "I could have managed these changes better as the CEO of this company and our leadership team could have performed better despite these circumstances," he wrote. Peretti admitted that he had decided "to overinvest in BuzzFeed News because I love their work and mission so much." "This made me slow to accept that the big platforms wouldn't provide the distribution or financial support required to support premium, free journalism purpose-built for social media," he wrote. BuzzFeed, created in 2006, first became known for its lists and topical quizzes. Awards But in 2011 it founded BuzzFeed News, which won a number of awards and became a symbol of a new wave of internet media companies. It received plaudits for its investigative work and won a Pulitzer Prize in 2021 for coverage of the Chinese government's detention of Muslims in Xinjiang. But it was criticized after it published a cache of unverified information about Donald Trump known as the "Steele Dossier." BuzzFeed defended the decision by saying the public had a right to read the unsubstantiated claims since many in Washington already had. Ultimately, making money was Buzzfeed's problem and Peretti said he regretted that he "didn't hold the company to higher standards for profitability." The New York-headquartered company announced in May 2020 that it would shutter part of its loss-making news operations in Britain and Australia as it scaled back global ambitions to cut costs. In November of that year, BuzzFeed bought the Huffington Post news site from Verizon without disclosing the amount. "Moving forward, we will have a single news brand in HuffPost, which is profitable, with a loyal direct front page audience," Peretti wrote. Typhoon renders 14 road sections in Bulacan impassable
Fourteen road sections in Bulacan became impassable due to typhoon “Ulysses” Thursday. (MANILA BULLETIN FILE PHOTO) Initial road assessment by the Department of Public Works and Highways showed that 14 sections of nine national roads are not passable as of 10 a.m. Three sections of the Manila North Road were closed. The Banga Section is not passable to light vehicles due to .40-meter deep flood; Saluysoy Section in Meycauayan, Bulacan is also not passable to light vehicles due to .30-meter deep flood; and Ibayo Section (SM Marilao) in Marilao, Bulacan is impassable to light and medium vehicles due to .50-meter flood. The Salacot Section of the Daang Maharlika Road in San Miguel, Bulacan and the San Ildefonso Section in San Ildefonso, Bulacan became impassable to all types of vehicles due to .20-meter deep flood and fallen electrical posts, respectively. The road’s Maasim Section in San Ildefonso was also closed to light vehicles due to .30-meter deep flood. Camias Section of thebSan Miguel – Sibul Road in San Miguel is not passable to light and medium vehicles due to .80-meter deep flood. Partida Section of the Sta. Maria-Norzagaray Road at the Norzagaray-Sta.Maria boundary will remain impassable until the fallen camachile tree in the area is cleared, the department said. The Gen. Alejo Santos Highway in Angat, Bulacan also became impassable to heavy and large vehicles due to fallen tree. The Sta. Rita-Camias Old Road in San Miguel is not passable to light vehicles due to .50-meter deep flood. A .30-meter deep flood also caused the closure of the Camalig Section of the Meycauyan-Camalig Road, a section of the Sta. Maria Bypass Road in Sta. Maria, Bulacan, and the Bagbaguin Section of Bocaue-San Jose Road in Sta. Maria. All three road sections are not passable to light vehicles. According to the department, roving maintenance personnel and crew have been deployed to undertake initial response and monitoring of the affected road networks. “Rest of national roads and bridges are passable with extra caution,” it added. Four road sections in Zambales were also affected. As of 11 a.m., a section of the Olangapo-Bugallon Road was flooded due to overflowing NIA waterway. Sandbagging of the flooded portion have been done, the agency said. The Kalaklan Gate Bridge of Olongapo-Bugallon Road was also flooded. Maintenance crew were already deployed to clean its bridge drains. Another section of the road became impassable due to its obstructed canal. Clearing operations are now under way. Soil erosion was reported on Jose Abad Santos Ave. Sandbagging on the affected section have been implemented. Another U-turn slot to close along EDSA on Nov. 9
Heads up, motorists! The fourth U-turn slot that will be closed on EDSA is the one near Dario Bridge in Quezon City. (Photo from MMDA) The Metropolitan Manila Development Authority (MMDA) said it will be closed to vehicular traffic on Monday (November 9). Per the agency, they have already installed signages on EDSA to inform motorists of the impending closure. The agency has advised affected motorists to take the following alternate routes: From northbound going southbound, they may take the U-turn slot near Oliveros Drive in front of Shell station. Those southbound, meanwhile, may utilize the U-turn slot beneath the EDSA-Quezon Avenue flyover. MMDA Chairman Danny Lim said the agency is one with the Department of Transportation (DOTR) in exploring ways to facilitate faster movement of both commuters and private motorists on EDSA, adding that the closure of 13 U-turn slots along EDSA are aimed at easing traffic congestion on the major thoroughfare. The MMDA said this will pave the way for the new EDSA Busway/ Carousel project of DOTR which designates the innermost lane as exclusive for buses travelling along the national highway. So far, MMDA has closed three U-turn slots — the ones near North Avenue, in front of Quezon City Academy and near Corregidor Street.
