Senator Christopher "Bong" Go’s team, in coordination with Governor Jeremias “Jerry” Singson, Vigan City Mayor Jose Bonito Singson Jr., Caoayan Mayor Germelina Goulart and other local government officials, provided assistance to micro-business owners at the Vigan Conservation Complex and Caoayan municipal gymnasium in Ilocos Sur on Monday, 23 October. A total of 68 individuals received masks and snacks, while select recipients were given shoes, shirts and balls for basketball from Go’s team. Aside from the assistance from Go, the beneficiaries also qualified for the Department of Trade and Industry’s program that Go supported which provides livelihood kits to assist communities affected by crises in their recovery efforts. “Patuloy tayong sumusuporta sa mga programang pangkabuhayan lalo na yung mga makakatulong sa mga mahihirap na nahaharap sa krisis. In response to this, Go is one of the authors and co-sponsors of Republic Act 11960, known as the One Town, One Product Philippines Act. This legislation serves to institutionalize the OTOP Philippines Program, a strategic initiative tailored to nurturing the growth of Micro, Small, and Medium Enterprises throughout the country. The essence of the OTOP Program centers on the identification and promotion of distinctive products originating from various towns and municipalities. In doing so, it not only encourages entrepreneurship but also effectively harnesses local resources while preserving our rich cultural heritage. This approach facilitates increased visibility, market access, and enhanced competitiveness for micro-businesses, thereby making a substantial contribution to our country’s economic resilience. As part of his commitment to alleviating the struggles faced by individuals and families while improving their access to essential healthcare services, Go initiated the establishment of Malasakit Centers in 2018. This was institutionalized in 2019 through the passage of RA 11463, which was principally authored and sponsored by Go. Since its inception, the Malasakit Centers have helped more than seven million poor and indigent patients nationwide. Currently, there are 159 Malasakit Centers, including those at Ilocos Sur Provincial Hospital (formerly known as Gabriela Silang General Hospital) in Vigan City and Ilocos Sur Medical Center in Candon City. Moreover, Go also supported the construction of more than 600 Super Health Centers in strategic locations nationwide including four in Ilocos Sur as identified by the Department of Health which is the lead implementing agency. The initiative was a collaborative effort among lawmakers, LGUs and the DOH. According to Go, Super Health Centers are designed to focus on primary care, consultation, and early detection of diseases, further strengthening the healthcare sector in the country, especially in rural communities. Bong Go recognizes barangay health workers’ role in community development
Following his visit to Babak District the previous day, Senator Christopher “Bong” Go, chairperson of the Senate Committee on Health and a staunch advocate of community development, attended another Provincial Health Information Management System Orientation in the Island Garden City of Samal, Davao del Norte on Wednesday, 25 October. The said program aims to enhance healthcare delivery, streamline information flow, and ensure that citizens across the region have access to quality health services. Go personally accorded recognition to Barangay Health Workers (BHWs) for their efforts to promote the health and well-being of their constituents. He also noted that BHWs are the backbone of healthcare in the country, acting as the first line of defense in ensuring the welfare of their respective communities. "Bilang isang senador gusto kong pasalamatan ang ating mga barangay health workers. Hindi natin mararating ito ngayon kung hindi dahil sa inyong sakripisyo na magserbisyo. Dapat kayo ang pasalamatan ngayong araw. Palakpakan natin ang ating mga barangay health workers,” expressed Go. “Sa totoo lang sa panahon ng pandemya nahirapan talaga tayo. Pero (dahil) sa inyong pagtutulungan at pagserbisyo sa mamamayan, nalampasan natin ito. Hindi tayo makapag-gather ngayon o makapagtipon kung hindi dahil sa inyo. Ganito man ang inyong trabaho, nakita ko ang importansya at kung anong serbisyo para sa ating mga kababayan lalo na sa barangay level ang iniaambag ninyo,” he continued. During the event, Go was also joined by Councilor Sonny Lanorias, BHW City Coordinator Christine Enriquez Lara, BHW District Federation President Alicia Sastrillas, and District Coordinator Arlene Pacquaio, among others. The senator also extended assistance to around 200 BHWs present, such as gift packs, masks, vitamins, shirts, meals, and balls for basketball and volleyball. He also gave away bicycles, mobile phones, shoes, and watches to select recipients. He also extended similar assistance to the 201 BHWs who attended the previous day. On October 23, around 250 BHWs were also given similar assistance by his staff. Continuing his message, Go pledged his commitment to working with the local government to ensure that BHWs receive proper training, resources, and compensation. The lawmaker outlined his legislative initiatives, specifically on two key bills: Senate Bill No. (SBN) 197 or the proposed Magna Carta for Barangays, and SBN 427, or the Barangay Health Workers Compensation Bill. The proposed Magna Carta for Barangays aims to bolster support for barangays, enabling them to effectively carry out their responsibilities. This measure proposes that barangay officials, including the Punong Barangay, members of the Sangguniang Barangay, the Sangguniang Kabataan chairperson, the barangay secretary, and the barangay treasurer, be accorded treatment similar to that of regular government employees. If this bill becomes law, it will entitle them to salaries, benefits, allowances, and other related perks. On the other hand, SBN 427 proposed granting BHWs a monthly honorarium, coupled with other benefits encompassing allowances, job security, consistent training, and opportunities for skill development. Furthermore, the bill extends these benefits to encompass support from institutions like the Government Service Insurance System (GSIS), the Philippine Health Insurance Corporation (PhilHealth), and the Pag-IBIG Fund. “Na-hearing na po ito sa sub-committee on Health sa pangunguna ni Senator JV (Ejercito) at mayroon pang mga susunod na committee hearings at papakinggan po ang mga LGUs syempre, unang-una rito ‘yung kakayahan po nilang magbigay ng kompensasyon,” shared Go in an interview after his visit to Kapalong on October 24. “Ito pong bill na ito kung saan po ay magkakaroon sila ng mga karagdagang benepisyo… Kung sakaling maisabatas magkakaroon po sila ng monthly honorarium. Kasama na diyan ang job security, regular trainings, skill development opportunities, along with a potential to acquire civil service eligibility,” he continued. Furthermore, Go also referenced SBN 2399, a proposal aimed at declaring April 7 as Barangay Health and Nutrition Workers (BHNW) Day. This initiative acknowledges the pivotal role played by BHNWs in the delivery of primary healthcare services within communities. Go has reaffirmed his dedication to enhancing healthcare accessibility and quality. This commitment is manifested through his backing of the continued operations of Malasakit Centers, the construction of Super Health Centers, and the establishment of Regional Specialty Centers across the nation. A brainchild of Go, the Malasakit Centers program is designed to help ensure that particularly poor and indigent patients have convenient access to the medical assistance programs offered by partnered agencies. This was institutionalized in 2019 through the passage of RA 11463, which was principally authored and sponsored by Go. Currently, 159 operational Malasakit centers have assisted more than seven million Filipinos nationwide, according to the Department of Health (DOH). The senator was likewise instrumental in pushing for adequate funding to ensure that more Super Health Centers are established across the country. Some 307 Super Health Centers were funded in 2022 and 322 more in 2023, through the initiative of Go, DOH, local government units (LGUs), and fellow lawmakers. The Super Health Centers will offer a range of healthcare services, including database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service, oncology centers, physical therapy and rehabilitation centers, and telemedicine, through which remote diagnosis and treatment of patients are made possible. Moreover, the senator is the principal sponsor and one of the authors of Republic Act 11959 or the Regional Specialty Centers Act. The said law mandates the establishment of Regional Specialty Centers within existing DOH regional hospitals. During the previous day, Go also visited Davao del Norte to participate in the blessing and turnover of a multipurpose building in the Municipality of Kapalong. Bong Go helps fire victims in Sultan Kudarat
Senator Bong Go’s outreach team, in coordination with local officials, provided assistance to fire-affected households in Senator Ninoy Aquino, Sultan Kudarat on Tuesday, 24 October. Go’s staff extended financial assistance, grocery packs, water containers, shirts, snacks, and balls for basketball and volleyball to six families. “Sa mga nasunugan, huwag ho kayong mag-alala. Sabi ko nga sa inyo noon, ang gamit ay nabibili. Ang pera ay kikitain, subalit ‘yung perang kikitain ay hindi po nabibili ang buhay. A lost life is a lost life forever,” said Go in a video message. Go also cited that the Bureau of Fire Protection is currently undergoing a modernization program following the enactment of Republic Act No. 11589, also known as the BFP Modernization Act of 2021, which he primarily authored and co-sponsored. The Act shall enable the agency to respond faster and more effectively to fire-related incidents in the country by procuring new fire equipment, expanding manpower, and conducting specialized training for firefighters, among others. Furthermore, it also mandates the BFP to conduct monthly fire prevention campaigns and information drives in partnership with the Department of the Interior and Local Government and local government units. Go, chairperson of the Senate Committee on Health and Demography also offered to help those with health issues. The senator encouraged them to visit the Malasakit Center located at Sultan Kudarat Provincial Hospital in Isulan town if they require medical assistance. ‘Time to explore ODAs from other countries’ Poe says after Chinese ODA withdrawal
Senator Grace Poe on Thursday expressed her belief that it is high time for the Philippines to look for alternative sources of funding from other countries for the proposed Mindanao Railway Project. According to Poe, who chairs the Senate Committee on Public Services, the country may pursue official development assistance from other countries following the Department of Transportation's move to drop China as a funding source for the P83-billion railway project in the southern Philippines. “It’s time to explore ODAs from other countries and seek available funding options from multilateral institutions and international assistance agencies that can deliver the goods,” she said in a statement. Poe noted that the withdrawal of the ODA from China for a railway project “should not derail the implementation of our infrastructure programs,” “In the past years, Chinese banks have also kept us in suspended animation with delays in our loan applications putting in limbo a number of government projects,” she said. “While appearing attractive, the loans are not exactly that benevolent as they come with hefty interest rates and other strings that could be detrimental to the country in the long term,” she added. She also suggested to the government to tap the private sector which she said “holds the potential of accelerating infrastructure development and bringing innovative and efficient services.” She issued the statement after Transportation Secretary Jaime Bautista confirmed that the Philippines is no longer loan financing from China for the first phase of the Mindanao Railway Project. The first phase of the railway project aims to reduce travel time between Tagum in Davao del Norte and Digos in Davao del Sur by one hour from the current 3.5 hours. Quoting Bautista, Senate President Juan Miguel “Migz” Zubiri said in August that the Philippine government would no longer engage Chinese state-owned companies for major infrastructure projects in the country. “I talked to Secretary Jimmy Bautista, he was at the Senate recently. We talked one-on-one. I told him: ‘Secretary, you are seeing what they are doing to your Coast Guard, right?’” he said “I told him not to give Chinese state-owned companies projects here in the Philippines such as trains. We have the North to South Railways…. Let us not give it to them. Let us give it to South Morea or Japan instead,” he added. Bong Go assists Talitay displaced workers
Senator Christopher “Bong” Go, in coordination with Mayor Sidik Amiril, provided assistance to residents of the Municipality of Talitay, Maguindanao del Norte on Monday, 23 October. Go’s outreach staff joined a distribution activity at the Talitay-covered court and provided snacks, masks, and vitamins to 268 indigents, particularly displaced workers. They also gave away shirts, balls for basketball and volleyball, a mobile phone, and shoes to select recipients. The beneficiaries also qualified for livelihood support from the Department of Labor and Employment (DOLE) after they have completed DOLE’s Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program. "Patuloy po tayong magtulungan upang mas mapabuti pa ang kalagayan ng ating mga disadvantaged at displaced workers. Magkasama tayo sa layuning ito na makabuo ng mas maginhawa at mas matatag na lipunan para sa lahat ng Pilipino," he said. To ensure that those who reside in rural areas lacking job opportunities are taken care of, Go also filed Senate Bill No. (SBN) 420, which seeks to offer temporary employment to eligible members of low-income rural households who are ready to perform unskilled physical labor for a period of time if enacted into law. Bong Go calls on DSWD, concerned agencies to update list of indigent senior citizens
Senator Christopher "Bong" Go emphasized the need to update the list of indigent senior citizens, in accordance with Republic Act No. 11916. The said law also mandates an increase in the pension of indigent senior citizens -- from PHP500 to PHP1,000. RA 11916 or an Act Increasing the Social Pension of Indigent Senior Citizens amended RA 7432, the first Senior Citizens Act. The law was co-authored by Go in the Senate. “This amendment is a step forward in ensuring a better quality of life for our senior citizens. It's crucial that we provide them with the necessary support to live comfortably,” Go said. “Nandiyan na ang batas. Dapat maimplementa ito ng maayos para mapakinabangan ng taumbayan lalo na ng mga matatanda na sakop ng batas na ito. Ibigay dapat ang nararapat sa kanila at huwag patagalin pa,” he stressed. Go then cited Section 6 of RA 11916 which mandates the Department of Social Welfare and Development (DSWD), transitioning later to the National Council for Senior Citizens (NCSC), to annually update and validate the beneficiary list with the aid of the Philippine Statistics Authority (PSA) and the local government units. Go expressed his concern regarding the need to urgently update the list of beneficiaries, as the number of indigent seniors may have increased over time. "It's imperative that we review and promptly update the list of beneficiaries to ensure that the aid reaches the senior citizens who are truly qualified to benefit from the law," Go remarked. Go also co-authored and co-sponsored Senate Bill No. (SBN) 2028, which was principally sponsored by Senator Imee Marcos. The bill aims to provide additional support to individuals who have reached the age of 80 and 90 years old. This proposal amends the Centenarian Act of 2016, acknowledging that not everyone reaches the milestone of a century. He emphasized the cultural significance of caring for the elderly in the country and highlighted the importance of providing them with financial support while they can still benefit from and enjoy it. “Nasa kultura na nating mga Pilipino na alagaan ang ating mga nakakatanda. Senator Christopher “Bong” Go assisted 283 recovering fire victims at the Cagayan de Oro City Hall Ground Quadrangle last Thursday, 19 October. Palace: ‘Northrail met standards for abolition, not producing desired outcomes’
Malacañang announced on Saturday that President Ferdinand Marcos Jr. has ordered the abolition of the North Luzon Railways Corp. as it is no longer cost-efficient and producing desired outcomes. The Memorandum Order 17 was signed by Executive Secretary Lucas Bersamin—by the authority of President Marcos—on 19 October. The Governance Commission for GOCCs determined that Northrail has met the standards for abolition for not producing the desired outcomes; no longer achieving the objectives and purposes for which it was designed and created; not being cost-efficient; and not generating the level of social, and physical, and economic returns vis-a-vis the resource inputs. In ordering the abolition, Marcos tasked the Bases Conversion and Development Authority board of directors to act as the administrator and liquidator of Northrail. The BCDA should settle the Northrail liabilities, including the payment of separation incentive pay to affective officials and personnel as well as undertake the necessary steps in liquidating Northrail’s assets and assist in the winding up of its corporate affairs. The BCDA directors shall also conduct an inventory of all of Northrail's existing programs and projects and either terminate or transfer them to concerned government agencies. The inventory also includes the list of Northrail's assets and liabilities and how to dispose of or settle them. The BCDA is also tasked to formulate a Change Management Plan for affected stakeholders of Northrail. It shall likewise conduct an inventory of all pending cases brought by and against Northrail and formulate the appropriate actions to resolve the cases. The original copies of Northrail’s corporate books and account and financial records will be surrendered to the Commission on Audit by the BCDA board of directors. Palace said the Office of the Government Corporate Counsel shall provide the necessary legal assistance to the BCDA in this endeavor. The GCG shall monitor the implementation of the abolition of the Northrail. The Department of Transportation, as the supervising agency of the Northrail, shall continue to oversee the programs and activities relative to liquidation and winding-up of the affairs by the Northrail. Malacañang imposed the separation incentive pay to all effective personnel and officials of Northrail. Those who have rendered 20 years of service may avail of the following separation benefits of 1.00 x Monthly Basic Salary x No. of years. 20 years and 1 day to 30 years: 1.25 x MBS x No. of years 30 years and 1 day and above: 1.50 x MBS x No. of years The separation pay shall be charged against the available corporate funds of Northrail, subject to existing budgeting, accounting, and auditing policies. The Northrail was registered with the Securities and Exchange Commission on 31 July 1995. It was then created as a wholly owned subsidiary of the BCDA to develop, construct, operate, and manage a railroad system to serve Metro Manila, Central Luzon, and Northern Luzon. In 2015, the National Economic and Development Authority Board approved the North-South Commuter Railway Project, which was financed through official development assistance from Japan, effectively rendering the Northrail project terminated. During the event, 1,900 residents received masks, vitamins, shirts, and balls for basketball and volleyball from the senator. Update on Magna Carta for Public Schools Teachers sought
Senator Win Gatchalian on Thursday bared his plan to file a measure that will update the current provisions of the Magna Carta for Public School Teachers, in time for the observance of World Teachers’ Day. In updating Republic Act 4670, Gatchalian revealed that he plans to push for the granting of a special hardship allowance to mobile teachers, including those involved in the Alternative Learning System jobs. The senator also seeks to “protect teachers from out-of-pocket expenses and non-teaching tasks.” He is likewise pushing provisions for teachers’ basic rights and longevity pay. Gatchalian emphasized the need to ensure full implementation of the law, which primarily aimed at improving the living and working conditions of public school teachers. He pointed out that it has been 57 years since RA 4670 was passed, yet some of its provisions have not been fully realized, citing Section 22 of the law, which entitles public school teachers to a free annual physical examination. Gatchalian lamented that while the Department of Education has provided teachers with monetary medical assistance since 2019, he pressed that “there is still no program for the annual check-up of teachers” as mandated by the Magna Carta. In Section 26 of the RA 4670, a retiring teacher should be promoted one rank higher, and the salary of that rank should be the basis for calculating retirement benefits. However, Gatchalian noticed that the current method of computation, being used by the Government Service Insurance System, relies on the average monthly compensation that the employee received during the last 36 months of service prior to retirement. Bong Go aids fire victims in General Santos City
Senator Bong Go provided assistance to 13 fire-hit households in General Santos City on Friday, September 29. The affected families received financial assistance, grocery packs, snacks, shirts, and balls for basketball from the senator’s office. “Huwag po kayong mawalan ng pag-asa, ang importante ay buhay kayo. Ang gamit po ay napapalitan, ang pera ay kikitain pero ang pera ay hindi nabibili ang buhay. A lost life is a lost life forever. Kaya pangalagaan natin ang buhay na binigay sa atin ng Panginoon,” Go said in a video message. Go then highlighted Republic Act No. 11589, also known as the Bureau of Fire Protection Modernization Act of 2021. The said law, which was authored and co-sponsored by Go, mandates the BFP to undergo a ten-year modernization program that will improve the capabilities of the agency by implementing a ten-year modernization program, which includes recruiting more firefighters, acquiring new fire equipment, and developing specialized training, among others. The senator, who heads the Senate Committee on Health and Demography, also offered to help those in need of medical care. He encouraged them to visit the Malasakit Centers at Dr. Jorge P. Royeca Hospital in the city or South Cotabato Provincial Hospital in nearby Koronadal City. Under the Malasakit Centers Act of 2019, which was principally authored and sponsored by Go, a Malasakit Center shall provide convenient access to medical programs offered by concerned agencies, such as the Department of Social Welfare and Development, Department of Health, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office. To date, there are 159 Malasakit Centers that have already assisted seven million Filipinos nationwide, according to DOH. The senator also shared that he continues to push for the establishment of more Super Health Centers nationwide. Through the collective efforts of fellow lawmakers, the budget was allocated for the construction of some 307 Super Health Centers across the country in 2022 and another 322 in 2023. DOH, as the lead implementing agency, identifies the strategic locations where such centers shall be established. In General Santos City, two Super Health Centers have been funded to be established. To help create more opportunities for the province amid difficult situations, Go, who also serves as vice chairperson of the Senate Committee on Finance, has supported the construction of roads in Banga, Lake Sebu, Norala, Tantangan, and Surallah; acquisition of a dump truck for the local government of Norala; construction of riverbank protection in Koronadal City and T’boli; installation of street lights in Koronadal City, Norala and Tupi; and the construction of a slaughterhouse in T’boli. “Basta, ‘wag kayong mag-atubiling lumapit sa amin. Go pushes for increased Cancer Fund
Senator Christopher “Bong” Go emphasized the importance of allocating sufficient funds for specific healthcare programs, such as those addressing cancer, tuberculosis, and mental health disorders, during the Committee on Finance hearing for the Department of Health’s budget on Thursday, 28 September. “We must also give enough focus and ensure funding for our programs to address other diseases such as cancer, tuberculosis, and mental health disorders,” Go said. He pointed out that the Cancer Assistance Fund for this year was set at P500 million through the collective efforts of lawmakers last year. Go proposed for this to be doubled to P1 billion for the next year. However, he expressed concern over the current reported underutilization of the fund. Drawing from his previous advocacy, Go has been a consistent voice for increased funding for the CAF. “Dapat patuloy na pataasin ang budget para sa cancer assistance fund,” he said in an earlier interview. The senator’s call for increased funding aligns with the National Integrated Cancer Control Act, under Republic Act 11215, signed by former president Rodrigo Duterte in 2019. Within NICCA, CAF plays a pivotal role in offering financial support to cancer patients across the nation. He also emphasized the need to bridge the gap between the high cost of cancer treatment and the financial means of those who need it most. “It is for this reason that we continus to advocate for a larger allocation for the CAF and recognizes that every peso invested in cancer assistance is an investment in the health and well-being of countless individuals and their families,” he said. Bong Go extends assistance to indigents in Lupao, Nueva Ecija
Senator Christopher “Bong” Go, an adopted son of Nueva Ecija, sent his team to provide assistance to indigent families in Lupao, Nueva Ecija, on Friday, 29 September. Go’s team assisted residents who gathered at the Brgy. Gymnasium of San Antonio Este. The team distributed masks and shirts to the identified beneficiaries, as well as shoes, and balls for basketball and volleyball to select recipients. The beneficiaries also qualified for financial assistance from the national government through the initiative of GP Partylist Rep. Jose Padiernos. “Huwag ho kayong magpasalamat sa amin. Sa totoo lang po kami po ang dapat magpasalamat sa inyo dahil binigyan n’yo po kami ng pagkakataon na magserbisyo sa inyo. Magta-trabaho po ako para sa Pilipino. The Super Health Centers are improved versions of polyclinics that offer basic health services, including database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray and ultrasound), pharmacy and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service, oncology centers, physical therapy and rehabilitation center and telemedicine. Through the concerted efforts of DOH and fellow lawmakers, adequate funding has been allocated in the national budget for the establishment of 307 Super Health Centers in 2022 and 322 more in 2023.
