DOLE lauds outstanding Public Employment Service Offices across nation
The Department of Labor and Employment urged collective action to address the Philippines’ job problems on 25 October during the 23rd National PESO Congress in Palo, Leyte. DOLE Secretary Bienvenido E. Laguesma stressed in his speech the vital role of Public Employment Service Offices or PESO and DOLE’s frontline partners in promoting productive employment at the local level. “The responsibility of realizing the objectives of the Philippine Labor and Employment Plan and the Trabaho para sa Bayan Act is not the DOLE’s responsibility alone. It is jointly shared with our social partners, especially our PESOs. The challenges we face in our employment landscape demand collective action and innovative solutions,” Laguesma said. Bong Go recognizes barangay health workers’ role in community development
Following his visit to Babak District the previous day, Senator Christopher “Bong” Go, chairperson of the Senate Committee on Health and a staunch advocate of community development, attended another Provincial Health Information Management System Orientation in the Island Garden City of Samal, Davao del Norte on Wednesday, 25 October. The said program aims to enhance healthcare delivery, streamline information flow, and ensure that citizens across the region have access to quality health services. Go personally accorded recognition to Barangay Health Workers (BHWs) for their efforts to promote the health and well-being of their constituents. He also noted that BHWs are the backbone of healthcare in the country, acting as the first line of defense in ensuring the welfare of their respective communities. "Bilang isang senador gusto kong pasalamatan ang ating mga barangay health workers. Hindi natin mararating ito ngayon kung hindi dahil sa inyong sakripisyo na magserbisyo. The proposed Magna Carta for Barangays aims to bolster support for barangays, enabling them to effectively carry out their responsibilities. This measure proposes that barangay officials, including the Punong Barangay, members of the Sangguniang Barangay, the Sangguniang Kabataan chairperson, the barangay secretary, and the barangay treasurer, be accorded treatment similar to that of regular government employees. If this bill becomes law, it will entitle them to salaries, benefits, allowances, and other related perks. On the other hand, SBN 427 proposed granting BHWs a monthly honorarium, coupled with other benefits encompassing allowances, job security, consistent training, and opportunities for skill development. Senator Christopher “Bong” Go, an adopted son of Nueva Ecija, sent his team to provide assistance to indigent families in Lupao, Nueva Ecija, on Friday, 29 September. Go’s team assisted residents who gathered at the Brgy. Gymnasium of San Antonio Este. Experimental documentary focuses on railroads as political borders
A State in a State, an experimental documentary by Georgian artist, filmmaker, and essayist Tekla Aslanishvili, is being screened for free at Bacolod City’s Art District. The 2022 single-channel film traces the construction, disruption and fragmentation of railroads in the South Caucasus and Caspian regions. It studies the tracks as the technical materialization of the fragile political borders that emerged after the collapse of the Soviet Union. It likewise explores how the iron foundations of connectivity can be used for exclusion and geopolitical sabotage. A State in a State was developed through an artistic-scientific collaboration with Dr. Evelina Gambino, Margaret Tyler Research Fellow in Geography at the Girton College of the University of Cambridge. It was produced by the Han Nefkens-Fundació Antoni Tàpies Video Art Production Grant 2020 in cooperation with Art Jameel Dubai, Museum of Contemporary Art and Design Manila of the De La Salle-College of Saint Benilde, NTU Center for Contemporary Art Singapore, and WIELS Brussels. Sara Duterte’s P2.7B confidential expenses as Davao mayor should be probed—Castro
Davao City’s confidential expenses that ballooned to P2.697 billion during Vice President Sara Duterte’s stint as mayor should be probed by the Commission on Audit, a lawmaker said Monday. The call for investigation was prompted by the 2022 report of the CoA, which found that Davao City spent P2.697 billion on confidential expenses between 2016 to 2022, or an average of PP385.3 million per year over the preceding six years. Duterte served as the Davao City mayor from 2016 to 2022 before she assumed the VP post in July of last year. Based on CoA findings, Davao City incurred P144 million of confidential expenses in 2016, which was more than doubled to P293 million in 2017 and further climbed to P420 million in 2018. The city’s confidential fund expenses further grew to P460 million in 2019 and were maintained consistently for the subsequent years of 2020, 2021, and 2022. In an interview on Monday, ACT Teachers Partylist Rep. France Castro, who sought the CoA probe, stressed that the P2.697 billion totality of confidential expenses of Davao City in the previous six years “could have been utilized more effectively to benefit the education sector, specifically by providing much-needed support to teachers.” “We were shocked also [by] the report of the CoA. With this controversy of confidential funds, we are thinking of asking the CoA to investigate,” she said. “The CoA should file an audit observation memo and then ask them to explain maybe the misuse of funds and then file necessary legal action.” She added, “Imagine more than a million a day spent for the confidential funds in a city. I just wonder how it was spent and where it was spent. So, we want the CoA to review if the city government of Davao City led by Vice President Sara Duterte by then really followed the guidelines or the joint circular 2015-01.” The said joint circular outlined by CoA with the Departments of Budget and Management, National Defense, and of the Interior and Local Government, and Governance Commission for GOCCs, contains guidelines on the entitlement, release, use, reporting, and audit of confidential and intelligence funds that are in the General Appropriations Act. Daily Tribune has been asking for Duterte’s comment, but she remained mum on the issue. While Castro admitted that the local government units are entitled to confidential funds for peace and order maintenance, it was “ironic” that Duterte sought allocation of such funds given that she claimed Davao City was “very peaceful, disciplined, and well” during her tenure. "So why is it necessary to have an increasingly confidential fund?" the lawmaker stressed, noting such a fund should be used for other fruitful endeavors. "I remember the time the teachers of Davao City were asking for city allowance, but she did not grant it. Instead, she refused and even got mad with ACT (Alliance of Concerned Teachers) during that time," Castro pointed out. While none in the law limits the amount of confidential funds, the militant lawmaker pointed out that it should be rationalized. In a stock report on Wednesday, private proponent Philippine Infradev Holdings, Inc. disclosed that the project alignment is no longer viable as the depot and a few stations, which were supposed to traverse through Makati City properties, were found to be within the jurisdiction of Taguig City instead as ruled by the Supreme Court or SC. "Under the Joint Venture Agreement executed between the Makati City Government and the Company, the depot and a few stations of the Makati City subway system will be in the affected areas. Also, the alignment of the subway will no longer be feasible," the company informed the stock exchange. Particularly, the SC decision affected the Makati City subway project's depot in Cembo as well as the planned stations in the University of Makati in West Rembo, and Ospital ng Makati in Pembo. Thus, Infradev said it has reached out to the Makati City government, through an Intent Notice, to discuss the next course of action that they should take following the SC order. In April 2022, the SC Third Division ruled with finality that the disputed areas, Bonifacio Global City and nearby Enlisted Men’s Barrio or EMBO barangays, were under Taguig City's jurisdictions. However, before Taguig City’s courts assume pending litigations over the said areas, which used to be part of Makati, it first needs to secure a writ of execution. A writ of execution is a legal order issued by a court that qualifies the enforcement of a judgment or court decision. In 2019, the Makati City Government signed the Joint Venture Agreement with Infradev and its partner after the company hurdled the competitive Swiss Challenge and obtained approval for the construction, operation, and management of the intra-city subway. Under the joint venture, Makati would only contribute land it currently owns for the project. The subway aims to connect key points in Makati like the current Central Business District at the corner of Ayala and Sen. Gil Puyat Avenues, Circuit City, Makati City Hall, University of Makati, Ospital ng Makati and other new growth areas within the city. The subway is planned to have up to 10 air-conditioned, underground island stations whose entrances will be linked to destinations across the city. The project can accommodate up to six-car trains, with room for over 200 persons per car, with more than 700,000 passengers per day to be accommodated and served by the proposed mass transport system. Bong Go provides additional support to micro-entrepreneurs in Roxas City, Capiz
Senator Christopher "Bong" Go, on Thursday, August 31, provided livelihood support to 43 microentrepreneurs at Barangay Dayao in Roxas City, Capiz, who had previously been impacted by different crises. The identified microentrepreneurs are also beneficiaries of the Department of Trade and Industry (DTI) through its Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program. Aside from the livelihood assistance, Go’s team also distributed snacks, masks, shirt, shoes, and basketballs to the beneficiaries. Select beneficiaries also received cellphones. “Nais kong magpasalamat sa DTI sa inyong PPG program dahil hindi lamang nagbibigay ng tulong kundi pati na rin ng sapat na kaalaman at kakayahan para sa mga pamilyang apektado ng iba't-ibang kalamidad, tulad nitong pandemya,” Go said. “Ang PPG program ay isang malinaw na halimbawa kung paano natin maipapakita ang malasakit at suporta sa ating mga kababayan na tinamaan ng mga pagsubok. The program places a strong emphasis on harnessing local resources while concurrently safeguarding the rich tapestry of cultural heritage. Meanwhile, as Chair of the Senate Committee on Finance, Go encouraged residents to seek the services of the Malasakit Center at Roxas Memorial Provincial Hospital in the city where they may conveniently avail of medical assistance from existing programs of the government. Malasakit Centers bring together representatives from the Department of Social Welfare and Development (DSWD), Department of Health (DOH), Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office. These one-stop shops aim to support impoverished patients in reducing their hospital costs to the least possible amount. The Malasakit Centers Act of 2019, principally authored and sponsored by Go, mandates DOH-run hospitals, plus the Philippine General Hospital, to provide necessary assistance to indigent patients by covering various patient services and fees. To date, there are 158 Malasakit Centers nationwide that have helped over seven million poor and indigent Filipinos, according to DOH. Meanwhile, citing how the COVID-19 pandemic highlighted the crucial need to fill in the gaps in the country’s healthcare system, Go continues to push for the establishment of Super Health Centers. Go said that the centers can significantly help reduce occupancy rates in main hospitals by making available basic health services in communities, such as database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit, among others. Through Go's initiative and with the help of his fellow legislators, some 307 Super Health Centers were funded in 2022. He also successfully pushed for the funding of at least 322 more Super Health Centers in this year's health budget. QC orders localized class suspension
The Quezon City government early morning Monday left the discretion of suspending classes due to continuous rain to barangay and school officials , Angelbert Apostol, the city information chief, announced. Those who immediately ordered the suspension of classes are Barangay Holy Spirit for its (Public Pre-school to Senior High School — Morning and Afternoon Class); Barangay Bagong Silangan (Public Pre-school to Senior High School) and Barangay Payatas (Public Pre-school to Senior High School). Apostol said the discretion is allowed through Memorandum Circular No. 10-A series of 2022 under the Department of Education Order 037 series of 2022. Suspension of classes in private schools, on the other hand, is left to the discretion of school officials. Apostol added that decision to suspend classes is left to the barangay for having their own “pre-disaster risk assessment” in consultation with school officials. Over a year ago exactly on 22 August 2022, Quezon City Mayor Joy Belmonte issued a Memorandum Circular No. 10 instructing the local School Division Office and Public and Private Education Institutions to adhere to Localized Suspension of Classes due to typhoons, floodings and other weather disturbances and calamities. The circular noted an “automatic suspension classes” based on Department of Education 014 Series of 202, that dictated “classes shall automatically be suspended in case the Philippine Atmospheric Geophysical and Astronomical Services Administration has declared the following typhoon signal: Signal Number 1 — all public and private pre-school kindergarten classes; Signal Number 2 or higher — public and private pre-school kindergarten elementary and secondary classes. College and university level classes are suspended if the typhoon signal is raised to Number 3, pursuant to Commission on Higher Education Memorandum Order No. 15 Series of 2019 ordering an automatic suspension of classes on Higher Education Institutions when Signal Number 3 is raised by PAGASA. It also carries an order that suspension of work in public schools “shall be in accordance with DepEd Order No. 14 Series of 2021 and CHEd Memorandum Order No.15 Series of 2012 for HEIs.” Meanwhile, the cities of Parañaque and Pasay yesterday suspended classes in all levels in public and private schools due to inclement weather. Parañaque City Mayor Eric Olivarez ordered the suspension in all levels both in public and private schools upon the recommendation of the Disaster Risk Reduction and Management Office. The mayor said the recommendation of suspension of classes by the DRRMO was due to the continuous southwest monsoon rains enhanced by typhoon “Hanna.” Residents were told, especially those living in low-lying areas, to immediately call the city government in case of emergencies through its hotline numbers. Super Health Center breaks ground in Lian; Bong Go lauds DOH, local gov’t
Senator Christopher “Bong” Go, chairperson of the Senate Committee on Health and Demography, commended the Department of Health and the local government of Lian, Batangas for the groundbreaking of its Super Health Center on Thursday, 31 August. The groundbreaking was also supported by local officials, including Gov. Hermilando Mandanas, Vice Governor Mark Leviste, Mayor Joseph Peji, and Vice Mayor Ronin Leviste. In a video message, Go said the groundbreaking marked a significant step towards bringing quality government medical services closer to Filipinos and strengthening the nation's healthcare system. “Ito po ay isang makabuluhang pagkakataon upang ipahayag ang aking lubos na pagpupugay sa inyong lokal na pamahalaan sa pag-usbong ng Super Health Center dito sa inyong bayan,” said Go. “Ito ay isang malaking hakbang para mapalapit ang gobyerno sa mga Pilipino, lalo na sa mga nangangailangan ng serbisyong medikal. Sa pamamagitan ng Super Health Center, magiging accessible sa inyong komunidad ang primary care, free consultation at early detection ng sakit para maiwasang lumubha pa ito,” he continued. Go, an adopted son of CALABARZON with familial roots in Batangas and Davao, also continues to support the construction of more Super Health Centers in the province. Under the 2022 national budget, Super Health Centers in the province were funded in San Pascual, Agoncillo, Calatagan, Lipa City, Malvar, and Taysan, aside from the one in Ibaan. In 2023, more centers were identified to be established in the towns of San Juan, Tingloy, Lian, and San Jose. In addition, two more Super Health Centers were funded in Lipa City. These centers will offer database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation centers; and telemedicine, which makes remote diagnosis and treatment of patients possible. Through the collective efforts of fellow lawmakers, enough funds have been allocated to build 307 Super Health Centers in 2022 and 322 in 2023. DOH, which is the lead agency in implementing the program, identifies the strategic locations for the construction of these centers. Go also emphasized the importance of strengthening the nation's healthcare system, highlighting the lessons learned from the challenges posed by the COVID-19 pandemic. The Malasakit Centers Act of 2019 was institutionalized under Republic Act No. 11463, which Go principally authored and sponsored in the Senate. The Act aims to provide convenient assistance to indigent patients and help them with their hospital bills and other health-related expenses. To date, there are 158 Malasakit Centers nationwide. Go also proudly cited the enactment of RA 11959, also known as the Regional Specialty Centers Act. He played a pivotal role in principally sponsoring and authoring this legislation in the Senate, which was recently signed into law by President Ferdinand Marcos Jr. on 24 August. The Regional Specialty Centers Act mandates the establishment of specialized healthcare centers within the existing DOH regional hospitals.
