Political democracy is back in Cebu Province as the “Save Cebu Movement” was launched on Friday that will focus on feeding starving Cebuanos. This comes as Dr. Rowena Burden — a known philanthropist and political strategist — disclosed that she will challenge incumbent Governor Gwendolyn Garcia in the 2025 gubernatorial race. Burden stressed that the healthcare system of the province is so minimal that until now availability of “cottons” and medicines are needed by patients in district and provincial hospitals. “Since 2022, I’ve been contacted by a lot of constituents from the province for a host of problems such as health care, business, whatever, I am the sumbungan ng bayan,” Burden said. She also revealed that a group of businessmen had asked her to run for the position in 2022 against Garcia as she constantly called the governor out online. But Burden then told the group that she had no interest in the governorship and turned down the offer. “Being governor is not something that is actually an ambition for me. It’s local. Its scope of power is limited but I have to do it,” Burden said. “I’ve been offering a lot of Cebuanos. I ran the longest privately funded Yolanda relief. Phl joins anew the global effort to protect oceans
Thousands of volunteers in over 150 countries, joined the International Coastal Cleanup (ICC) Day, a global initiative dedicated to addressing ocean pollution through beach and waterway cleanups held every third Saturday of September. Now in its 37th year, the Philippines has been participating in the ICC since 1994. In 2003, Proclamation No. 470 officially designated the third Saturday in September as ICC Day, instilling a sense of vigilance among Filipinos in their support of the ongoing global fight against marine litter. The theme "Clean Seas for Healthy Fisheries" is carried out by this year’s ICC which aligns closely with the objectives of the United Nations (UN) Ocean Decade Challenge 3 which is to “Sustainably Feed the Global Population”. This challenge recognizes the need to ensure sustainable food production from the ocean to feed the growing global population while safeguarding the health and productivity of marine ecosystems. The Department of Environment and Natural Resources in partnership with numerous organizations, took the lead in coordinating cleanups in various water bodies across the country. An estimated 35,000 volunteers armed with sacks, rakes, and gloves joined forces for the cleanup effort across the country. Participants included individuals and groups from the DENR workforce, national and local government agencies, academia, the private sector, youth organizations, civic groups, and civil society. Concurrent coastal cleanups led by various DENR offices and bureaus were held nationwide including key areas such as the Las Piñas-Parañaque Wetland Park; the Tullahan River along Barangay San Bartolome in Novaliches, Quezon City; Baseco Beach in Manila; the Balanga Wetland and Nature Park in Bataan; Barangay Butong Taal in Batangas; the Mactan Channel in Lapu-Lapu, Cebu; the Abatan River and Panglao in Bohol; Banica River in Dumaguete; Bais City, Negros Oriental; and along the shore of Pagadian Bay in Zamboanga Del Sur. The DENR regional and field offices also partnered with SM Supermalls, through its corporate social responsibility arm, SM Cares, together with SM Prime Holdings, Inc., in organizing clean-up drives in Luzon, Visayas, and Mindanao. Fifteen SM Malls were designated as a base that enabled volunteers, including SM employees, to actively participate in the cleanup drive. Likewise, regional offices of the Department have collaborated with UNTV offices across the country under the latter’s advocacy campaign Ocean Care Initiative. Beyond waste retrieval, ICC volunteers documented the volume of waste collected which will be submitted to Ocean Conservancy and UN Ocean Decade to contribute to global efforts to combat plastic pollution. During the 2022 ICC, findings of the Global Ocean Trash Index conducted by Washington, D.C.-based environmentalist advocacy group Ocean Conservancy showed that the Philippines collected 249.382 metric tons of waste. The collected waste encompassed a spectrum of items, including cigarette butts, beverage bottles, food wrappers, bottle caps, grocery bags, food containers, cups and plates, straws, and stirrers. DENR Secretary Antonia Loyzaga said her department's unwavering commitment to enacting effective solid waste management practices, supports a circular economy wherein all plastics are reused, recycled, repurposed, and responsibly managed. The DENR, she added, in collaboration with organizations, implements a range of programs to address solid waste in cities and municipalities nationwide. This is in support of reinforcing the Extended Producer Responsibility (EPR) Act of 2022 or Republic Act 11898 which mandates enterprises to establish EPR programs for plastic waste reduction, recovery, and diversion. 2015 Vatican decree on Mediatrix not binding!
The claims of the Catholic Bishops Conference of the Philippines and the Vatican that Pope Pius XII had officially decreed that the Mediatrix apparitions were of “no supernatural character or origin” is not exactly true. If it is proven not true, the Papal “decree” is not binding and the faithful are allowed not to follow the decree, based on Canon Law. The CBCP released Circular 23-04 dated 14 July 2023 — quoting the official Dicastery document Protocol 226/1949 — stating that “in 1951, the Dicastery, the Supreme Sacred Congregation of the Holy See, after due examination of the documents made available, declared the alleged apparitions in Lipa (of Our Lady Mediatrix of All Grace) to have no supernatural character or origin, a decision directly approved by Pope Pius XII.” There has been no document in the Acta Apostolicae Sedis, the official Vatican publication, that said that Pope Pius XII had indeed approved the decree. It was never formalized into an official “promulgation,” which is a requirement of Canon Law, to be binding. In other words, the Dicastery Decree is official, but not the Papal Decree. Protocol 226/1949, authored by the Dicastery, did not clarify that the Pope Pius XII Decree had not yet been official and binding in a formal promulgation. Then apostolic administrator Bishop Rufino Santos said, in his decree of 12 April 1951, that he was still awaiting the Vatican decision regarding Lipa, contradicting Protocol 226/1949 that said a decision had been made. I, therefore, challenge the CBCP and the current Dicastery to produce documentary evidence that there was indeed an existing official Papal Decree of Pope Pius XII in fulfillment of the Canon Law ruling. The decree of Pope Pius XII is important because it was the basis for the recent order of Lipa Archbishop Gilbert Garcera to suppress Mediatrix activities in all churches in Lipa. “Vatican directs CBCP to cease 75th celebration of Lipa apparition” (CNN Philippines 28 July 2023). The CNN article reported that the Vatican reaffirmed its 1951 decree, precisely the questionable Pope Pius XII decree. Only the Pope has the authority to confirm and declare a Marian apparition. If the 1951 Pope Pius decree is now in question, so also are all the recent bans and suppressions of Mediatrix activities in Lipa. The added sentence reads, “The Confraternity of the Mediatrix of All Grace is a movement with dozens of chapters nationwide.” Confraternity members report that a Filipino priest very close to Pope Francis approached him to forward the sentiments of the Mediatrix devotees. He said the Pope simply passed the ball to the Dicastery. And since the Dicastery is vehemently anti-Mediatrix, it was a dead end, a failed attempt. Many Confraternity members were disappointed. The Confraternity has a nationwide presence, although its membership keeps moving dynamically forward and backward. There are chapters whose memberships are strong and keep growing, but there are some whose memberships have decreased. The dynamic chapters include Cebu, Iloilo, Guimaras, Kidapawan, Davao City, General Trias, and Jaro, to name a few. However, the Confraternity is different from the devotees. Confraternity members are essentially professionals, educated and articulate. They are well organized and subject to meetings and activities. The ordinary Mediatrix devotees are peasants, farmers, and fishermen, and are simply humble churchgoers, not so organized. But there are so many who have a strong faith and devotion to Mama Mary in their hearts. They do not even know the issues in the conflict. Their devotion is based on their hearts, not their minds. When the entire Philippine Church was held in submission by the Vatican under threat of excommunication or alienation, it was the laity that took up the cudgels, out of reach of the clutches of the Vatican and the CBCP. The Confraternity distributed hundreds of life-size Mediatrix statues nationwide. They laid the infrastructure for devotion to spread like wildfire to the sea of marginal devotees. It is estimated from Confraternity reports that Mediatrix devotees are broadly around four million nationwide. Herein lies the victory of the Virgin over the Vatican. Despite 70 long years of suppression and repression since the 1951 apparitions to this very day, Mediatrix devotion proliferates. The Vatican and the CBCP have succeeded in silencing Filipino nuns, priests, bishops, and cardinals but they are helpless against the true Marians among the masses. Even the suppressed Church prelates still believe in the silence of their hearts in the Mediatrix. Suppression has ironically strengthened the Filipino Marians. The Confraternity says it has devised a simple strategy. EV sector needs more infrabuildup
The electric vehicle industry still needs infrastructure support to boom in the coming years, an industry group leader said on Wednesday. In a press briefing for the upcoming 11th Philippine Electric Vehicle Summit this October, Electric Vehicle Association of the Philippines President Edmund Araga said even if more and more car owners are switching to EVs, infrastructure for its development still needs a further push. “Implementation remains a big challenge as it involves extensive output and promotion. The EV industry is still making necessary adjustments in terms of supplies and infrastructure. Transitions are on the way in terms of regulations being set by different government agencies involved,” he said. Based on data from Statista, 1,013 EVs were sold locally in 2022 — higher than the 843 in 2021 and 378 in 2020. Lapsed into law This could mainly be attributed to the implementation of the Electric Vehicle Industry Development Act, or EVIDA, or the Republic Act 11697, which lapsed to become law in April 2022 and was enacted in May 2022 (with implementing rules and regulations taking effect in September 2022). EVIDA incentivizes EV adoption nationwide — by allocating dedicated parking slots in establishments, assigning green routes across cities and municipalities, and exempting vehicles from traffic coding schemes, among other perks. Public and private sectors have also been working to make charging stations more conveniently accessible to EV owners. Gov’t, sectoral support Araga also pointed out that currently, the Department of Energy is setting the pace in the government sector through rolling out necessary programs especially those aligned with the law pertaining to renewable energy so “Such initiatives are related to the development of local EV infrastructures. One I can cite is the e-App program that maps out locations of active EV charging stations across the country,” Araga explained. He also cited the Department of Energy for the ongoing development of the Comprehensive Roadmap for the Electric Vehicle Industry, which comes with inter-agency support. Araga stated that the department is also facilitating public consultations regarding the Vehicle Fuel Economy Labeling Program and the Fuel Economy Performance Rating. The Department of Trade and Industry is still preparing its Electric Vehicle Incentive Strategy and the Department of Transportation is keeping its focus on public utility vehicles modernization, with EV as the priority. Other government agencies are taking their share by including EVs into their fleets, namely the Department of Public Works and Highways or DPWH which is leading the pack in terms of compliance to this commitment. For the part of the private sector, it is also actively investing in putting up more charging stations in strategic locations nationwide and using the latest innovative EV charging technology. “Many private companies are also taking the initiative to procure EVs for enhancing their own fleets, highlighting their efforts to lower carbon emissions and lower energy dependency on gasolines,” according to Araga. 11th PEVS EV development is among the highlights of the upcoming Philippine Vehicle Summit, or PEVS 2023.
