This is why the Department of Tourism has chosen the region for the second leg of the Philippine Experience Program — showcasing cultural tourism circuit development focused on the heritage, culture, and arts of the country’s various regions. From 30 September to 2 October 2023, delegates of the PEP, including foreign dignitaries from various Embassies, as well as tour operators, travel agencies, vloggers, and members of the media, were given the chance to explore the wonders of CALABARZON. The first stop of the PEP was the shrine in the ancestral home of the country’s first President, Emilio Aguinaldo, the place where the country’s first national anthem was played and where the Philippine flag unfurled. Delegates had a glimpse of the remarkable talents of 51 competing marching bands all over the country at the Bakood Festival, coinciding with the 352nd Founding Anniversary of the City of Bacoor, the marching band capital of the country. Former ‘child warrior’ fears for her life over NPA ‘kill-list’
A former 'child warrior' of the New People's Army on Tuesday expressed fear for her life after surrendering to the government. Zena Punada Segui, now 24 years old, was 15 when recruited to the New People’s Army (NPA). Segui has been very outspoken about her life when she joined the movement but also fears for her life because of the “kill-list” order. “Hindi naman lingid sa atin na kapag galing ka sa hukbo o sa NPA at bumalik ka sa gobyerno ay nandiyan na ‘yung pagbabanta sa buhay mo,” Segui voiced her fears to the Daily Tribune. Segui also shared her plight during a virtual press conference last Friday (21 July 2023) hosted by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). At present, Segui and her husband, a fellow former rebel, are under the auspices of the Army’s 85th Infantry Battalion. “Noong encounter po kung saan naiwan si Ka RC (Jose Dela Cruz), na-recover ang mga list na nasa standing order. Siyempre po ako na tumatayo bilang speaker ng 85th IB na nagpapatotoo kung ano ba talaga ang nasa likod ng CPP-NPA-NDF. Hindi na po lingid sa akin na ako ang nangunguna sa standing order ng NPA na kung saan sila Ka Migs po ang magtatrabaho,” said Segui. Miguela "Ka Migs" Peniero, was arrested together with Ka Rian (Rowena Dasig) last 12 July in Atimonan, Quezon. Segui said she doesn’t know them personally, and that it was battalion commander Lieutenant Colonel Joel Jonson who showed her the recovered kill-list order. While she admits that she fears for her life and that of her husband, she said she too is well aware of the NPA threat. “Nung ipinakita sa akin, hindi na po ako nabigla. Ilan taon na po akong nag-surrender kaya alam ko na pong ganun ang mangyayari. Kapag nagbalik-loob ka sa gobyerno, sasabihin nila na isa kang taksil ng kilusan, traydor, walang utang na loob, ganun po ‘yung mga sinasabi sa amin,” she said. “’Kala ko ba para sila sa pagtatanggol ng mga mamamayang inaapi at pinagsasamantalahan pero bakit ang dami naming former rebel na gusto lang naman makapagpanibagong buhay ang papatayin nila na nasa listahan nila?” she lamented. Despite all the threats, Segui once more appealed to all NPA remnants to surrender and return to the fold of the law. “Kaya lagi po naming panawagan na sumuko na ‘yong ibang mga natitira dahil nandito po kami. Buhay na patotoo po kami na hindi po kami nasaktan, hindi po kami tinorture. Kami po ay nagsasalita sa harap ninyo para ilabas ang mga naging karanasan namin,” Segui said. Meanwhile, Jonson assured Segui and all the others the military will be always mindful of their safety and security. “We always provide them security escorts every time they go out from the camp. We’ve to know their whereabouts to ensure they are safe and secured,” Jonson said. Inside the camp where the former rebels are temporarily staying, Jonson said they formed a small cooperative for them. “Nagtayo po kami ng FR Cooperative, sila na rin po ang nangangasiwa doon,” he said. “Continuous po ang ating mga gawaing pang-kabuhayan upang makatulong as part of our sustainable effort for the former rebels,” he added. Bong Go extends assistance to BHWs in Quezon
Underscoring the crucial role played by barangay health workers, Senator Bong Go, Chair of the Senate Committee on Health and Demography, extended assistance to hundreds of these frontline heroes in Sariaya, Quezon on Wednesday, 31 May. In his video message, Go highlighted the indispensable services rendered by these dedicated individuals who work tirelessly to safeguard the health and well-being of their communities. “Barangay healthcare workers form the backbone of healthcare services at the grassroots level. Despite limited resources and often working in challenging conditions, these unsung heroes serve as the first point of contact for many Filipinos seeking medical assistance,” highlighted Go. “They provide essential healthcare services. Their tireless efforts contribute significantly to the overall health and well-being of their respective communities,” he continued. As a lawmaker, Go has consistently championed the cause of healthcare workers. He filed Senate Bill No. 427 which seeks to mandate the provision of allowances and incentives to barangay health workers. The proposed measure seeks to provide a monthly allowance of PhP3,000 to all barangay health workers. They will also be entitled to benefits and privileges and security of tenure if enacted into law. SBG's team distributed masks, snacks, and shirts to 408 health workers while they also gave away shoes, mobile phones, and balls for basketball to select recipients. Lastly, the Department of Social Welfare and Development extended financial assistance. The relief activity was held at Sariaya Sports Complex. Go also expressed that he believes that each person deserves quality healthcare, regardless of their social or economic status. It is for this reason that he pushed for the enactment of the Malasakit Centers Act in 2019 which provides convenient access to medical assistance programs by the government. The center brings together concerned agencies, such as DSWD, the Department of Health, the Philippine Health Insurance Corporation, and the Philippine Charity Sweepstakes Office, to assist poor and indigent patients with their medical expenses and help reduce it to the lowest amount possible. To date, there are 157 operational centers in the country. Apart from Sariaya Super Health Center, DOH has also identified several other locations for the Super Health Centers in the province, such as Agdangan, Alabat, Atimonan, Candelaria, Dolores, Gumaca, Infanta, Lopez, Mauban, Quezon, Tagkawayan, Tiaong, Catanauan, and Perez. On Sunday, 28 May, Senator Christopher "Bong" Go visited Sariaya, Quezon province to inspect the progress of the construction of the Super Health Center there. The facility, which is currently 30-percent complete, aims to provide basic healthcare services to the community. Additionally, during his visit, Go personally extended assistance to the residents of the town who are facing difficulties. In his speech, Go said that the establishment of Super Health Centers across the country, particularly in rural areas, can greatly enhance the provision of public health services at the grassroots level. "Iyan po'y isang medium type of a polyclinic. Pwede po diyan 'yung panganganak, pwede diyan ang dental, laboratory at iba pang pangunahing serbisyong medikal mula gobyerno," shared Go. "Magkakaroon po ng 307 na Super Health Center sa buong Pilipinas sa taong 2022 at 322 na Super Health Center sa taong 2023 sa tulong po ng mga kasamahan ko sa Kongreso, mga lokal na opisyal, at ng Department of Health. Kasama na po diyan ang 15 dito po sa probinsya ng Quezon at kasama na diyan ang Sariaya Super Health Center," he added. The Super Health Center is an enhanced version of the rural health unit, offering a wide range of health services such as database management, outpatient care, birthing facilities, isolation areas, diagnostic services (including laboratory tests, X-rays, and ultrasounds), pharmacy services and ambulatory surgical units. Additionally, these centers provide services such as eye, ear, nose, and throat care, oncology centers, physical therapy and rehabilitation centers, and telemedicine, which enables remote diagnosis and treatment of patients. Apart from Sariaya Super Health Center, DOH has also identified several other locations for the Super Health Centers in the province, such as Agdangan, Alabat, Atimonan, Candelaria, Dolores, Gumaca, Infanta, Lopez, Mauban, Quezon, Tagkawayan, Tiaong, Catanauan and Perez. Go then commended the collaborative efforts of local officials, particularly Quezon province 2nd District Representative David Suarez, Governor Dra. Helen Tan, Vice Governor Third Alcala, Sariaya Mayor Marcelo Gayeta, and others, for their valuable support in the construction of the new center and in bringing public services closer to communities in need. After conducting the inspection, the senator led a relief activity at Sariaya New Agri Trade Center where they extended assistance to 1,000 underprivileged residents, including pregnant women. Accompanied by his team, the senator personally led the distribution of essential goods such as grocery packs, masks, vitamins, snacks, and shirts. Furthermore, they also provided bicycles, cellular phones, shoes, watches, umbrellas and basketball balls to select beneficiaries. Principally authored and sponsored by Go, Republic Act No. 11463 mandates the establishment of Malasakit Centers in hospitals administered or managed by the DOH, and in the Philippine General Hospital. Hospitals run by local government units and other public hospitals may also establish their own Malasakit Center provided they meet a standard set of criteria to guarantee the sustainability of the center’s operations. “For five years, the Malasakit Center, which serves as a one-stop shop for medical assistance programs, has been instrumental in helping seven million Filipinos with its 157 operational centers nationwide, according to the DOH,” he cited. Malasakit Centers in the province are located at Quezon Medical Center in Lucena City and at Maria L. Eleazar General Hospital in Tagkawayan. Banks urged: Shift backing for RE
Philippine banks must quickly shift project funding for fossil fuels to renewable energy as demand for the latter is seen to skyrocket due to shrinking supplies and rising prices for climate change-inducing fossil fuels, said a report released Tuesday by the Center for Energy, Ecology and Development Philippines. Citing data from the United Nations Intergovernmental Panel on Climate Change, a CEED report says unit costs for renewables have been decreasing at substantial rates globally: 85 percent both for solar energy and lithium-ion batteries and 55 percent for wind energy. Meanwhile, fossil fuel prices for coal and natural gas could further increase due to ongoing armed conflict between oil-rich countries Russia and Ukraine. Meralco, the country’s largest electricity provider, has increased rates to over P10 per kilowatt hour, while 11 new import terminals for liquified natural gas are under negotiations, according to the Department of Energy. Despite these, CEED researchers found 15 Philippine banks have heavily invested in fossil fuel projects through bonds, loans and stocks. Researchers say these will further heat up the planet and harm aquatic resources as the Verde Island Passage is eyed as an alternative to Malampaya. Dirtiest banks Banks were analyzed through CEED’s Fossil Fuel Divestment Scorecard which looked at their green policies and projects to mitigate the impacts of climate change such as drought, floods, and wildfires. New data covered April 2022 to March 2023. The scorecard shows Philippine banks invested $867.08 million within that period, mostly through bonds. Meanwhile, investments for new fossil gas projects reached $930 million. Among them involved the project of SMC Global Power of San Miguel Corporation in Bataan and Batangas which required principal funding of P30 billion and bond oversubscription option up to P10 billion in July last year. Eight out of the 15 banks studied supported this project. However, CEED shared that the SMC energy firm lost P15 billion last year due to higher fossil fuel prices. CEED added that the firm scrapped its application for the three proposed fossil gas projects in Visayas last year. Among the 15 banks, Bank of the Philippines Islands (BPI) was deemed the dirtiest bank, followed by BDO Unibank Inc. CEED researchers say BPI topped the list for the fourth time, with an unclear commitment to reduce coal projects, notably the Atimonan One Energy (A1E) Coal Plant. “In fact, in a letter addressed to CEED dated 1 July 2021, the DOE said that Meralco PowerGen Corporation, which wholly owns A1E, is still in communication with lenders to extend the loan facility given the challenges encountered in securing power supply agreements.” In general, BPI had vowed to reduce outstanding loans to coal projects by 50 percent by 2026 and zero percent by 2032. Meanwhile, BDO had announced to reduce coal exposure also by 50 percent by 2033. CEED, however, criticized the banks for not having detailed plans to achieve their goals. “BPI’s overall score is also slightly higher due to improved sustainability policies. Nonetheless, BPI’s high overall fossil fuel exposure and insufficient policies keep it at the top,” CEED researchers said. For BDO, “Its coal exposure remains significant and its place as the top financier of the fossil gas expansion also garners it a high score. Its rank is lowered, however, by its Sustainability Policies Criteria score,” it said. Model banks Government-owned Land Bank of the Philippines (LandBank) and Development Bank of the Philippines (DBP) are the cleanest banks. CEED said that LandBank approved loans amounting to P20.1 billion for renewables. It added that the bank agreed in January to help build Aboitiz renewable energy plants worth P20 billion. Meanwhile, DBP approved a total loan of P600 million for a hydropower plant in Nueva Ecija and other 27 renewable energy projects last year.
