Data not compromised on PhilHealth cyberattack
The Philippine Health Insurance Corporation or PhilHealth on Wednesday maintained its claim that its members’ data was not compromised by the recent cyberattack on its system. In an interview with the DAILY TRIBUNE, PhilHealth spokesperson and senior vice president for Health Finance Policy Israel Pargas reiterated that their database remained “intact.” He, however, admitted that hackers behind the cyberattack accessed the data that were stored in the servers affected by the hacking. “We cannot verify that. It can be a possibility because again, checking our database, it is still intact. If we check the database, it appears that no data was compromised or leaked,” he said. “However, since our employees are also working with regard to our members and all, it could be true that there may be data stolen by these hackers. It is uncertain whether any data was stolen or not,” he added. On Tuesday night, the Department of Information and Communications Technology confirmed that the hackers have already started publishing PhilHealth employees’ data on the dark web. DICT Undersecretary Jeffrey Dy said the stolen data includes details on employees’ identification cards, memorandum, directives and hospital bills. The development came a day after the self-imposed deadline of the hackers on the government to pay a $300,000 ransom for the data expired. Dy said the information posted on the dark web could just be a “teaser” of what the hackers have stolen from the state-run health insurer’s system. At the same time, in an advisory, PhilHealth confirmed that some members’ personal information including names, addresses, dates of birth, sex, phone numbers, and PhilHealth identification numbers were compromised. The corporation said it is “working to notify all affected individuals directly.” The state-run health insurer also urged its members to take precautionary measures in light of the cyberattack on its system. “Monitor your credit reports for any unauthorized activity,” it said. PhilHealth’s Statement: Update on Temporary System Downtime
PhilHealth issued an official statement on temporary system downtime. Here's the full statement: OFFICIAL STATEMENT UPDATE ON TEMPORARY SYSTEM DOWNTIME September 23, 2023, as of 8:00 PM In view of the information security incident that we detected early morning of September 22, 2023, please be apprised that access to all systems including the website, HCI and Member Portal, and e-Claims were disabled or unplugged immediately as part of the information security containment measures being implemented by PhilHealth. Affected systems shall be restored at the soonest possible time after the completion of the needed configuration and reinforcement of existing information security measures. We are working to restore these systems on Monday, September 25, 2023. PhilHealth’s Management assures the public that the incident is under control and that no personal information and medical information has been compromised or leaked. We have already coordinated with the Department of Information and Communication Technology (DICT), National Privacy Commission (NPC), Cybercrime Units of the National Bureau of Investigation (NBI), and the Philippine National Police (PNP) to conduct forensic investigation and assessment. In the meantime, the following procedures shall be observed in the interim until the affected systems are restored: Members and their qualified dependents shall continually be entitled to the benefits of the National Health Insurance Program (NHIP) with the submission to accredited healthcare providers a photocopy of the member’s PhilHealth Identification Card (PIC) or Member Data Record (MDR) or any identified acceptable supporting documents. Self-earning individuals and professionals paying their premium contributions may pay directly to PhilHealth’s existing Accredited Collecting Agents with over-the-counter payments. Accredited healthcare facilities are advised to continue deducting PhilHealth benefits and devise temporary arrangements with patients who are for discharge for them to avail of their benefits. Filipino-Indian billionaire sought relief from DOJ
Filipino-Indian billionaire Rajiv Chandiramani has asked the Department of Justice to junk the complaint against him for multiple counts of falsification of public documents filed by his estranged brother for being “baseless, contrived, and manufactured.” Rajiv, in his 25-page counter-affidavit filed through his counsel, denied committing any falsification in order to take control of the more than P1 billion worth of properties left behind by their father Prem Chandiraman following his death in 2011. He claimed that the falsification complaint was merely resurrected by his brother to pressure him to give in to the latter’s demands for more money after their initial compromise agreement in 2022. “By re-filing the complaint for falsification of documents as against Rajiv, Amith has violated his waiver and quitclaim. In the regime of law and order, repudiation of an agreement validly entered into cannot be made without any ground or reason in law or in fact for such repudiation,” Rajiv said. Contrary to his brother’s claim, Rajiv recounted that because of his business ethics, he was able to establish a good business reputation in the business community, particularly in the Filipino-Indian community. Rajiv is the owner of Rheana’s Trading Inc., which is one of the leading domestic companies engaged in the business of buying, selling, distributing, and importing electronic products and accessories. While his older brother, according to Rajiv, got hooked on illegal drugs and was confined in several drug rehabilitation facilities. Rajiv said his brother, in 2020, was released from a drug facility and then stayed in Dubai. A year after, Rajiv claimed there were several defamatory messages against him that were being circulated among relatives, friends, and colleagues, particularly, that he had allegedly falsified several sale documents. With this, Rajiv conducted his own personal investigation and was convinced that these defamatory messages originated from Amith. “It eventually became apparent that Amith started these malicious rumors as he wanted additional monies from Rajiv and their mother,” Rajiv said. Rajiv initially sought redress before the courts by filing a complaint for damages with an injunction against Amith to prevent and dissuade him from continuously spreading malicious allegations against him. He also filed a criminal complaint for cyber libel against Amith. Meanwhile, Amith, in July 2022, filed a criminal complaint for falsification of public documents against Rajiv and their mother and several other respondents before the Office of the City Prosecutor of Makati City. He alleged that Rajiv conspired with their mother to falsify the signature of their deceased father as appearing on several sale documents. In order to end their rift and upon persuasion of family members, Rajiv said he agreed to a compromise with Amith, which led to the mutual withdrawal of the cases that were filed against each other at that time. The agreement also provides a waiver and quitclaim covering any and all potential claims or rights against each other arising from, or in connection with the cases, as well as the estate of their late father. Rajiv, as part of the consideration for the compromise agreement, bound himself to pay Amith the total amount of P150 million by way of support. Rajiv said he has been complying with his contractual undertakings in providing Amith with monthly support of Php600,000, including giving financial assistance for Amith to put up his own electronics trading business. But was surprised to learn that Amith violated their agreement by resurrecting the falsification complaint against him. Amith in his complaint, claimed that Rajiv, their mother Pushpa Chandiramani, and several others connived in depriving him of his inheritance from their father Prem, amounting to billions of pesos in the form of real estate properties and business interests. Among the properties that he claimed were illegally taken from him by Rajiv and his cohorts was a prime 1,559 square-meter lot in Cubao, Quezon City with Transfer Certificate of Title No.46459. But the camp of Rajiv maintained that the compromise agreement entered into by him and Amith is a valid and enforceable contract; thus, the latter is barred from filing a falsification of public documents complaint. “The act of Amith in re-filing or reviving the Complaint for Falsification of Documents with the NBI is a violation of the compromise agreement, and his desistance, waiver, and quitclaim undertakings,” Rajiv said. He disclosed that he has filed a formal complaint for specific performance and damages seeking to compel Amith to comply with the provisions of the compromise agreement and the waiver and quitclaim. Leadership row resurges over Maguindanao Norte
The conundrum continues. As one sage claims: put five lawyers in a room to interpret a legal riddle and you will have five differing answers. Legal hermeneutics is cerebral calisthenics lawyers are trained for. We see this in the on-and-off legal and political maneuverings for the governorship of the newly created Maguindanao del Norte province. Some wise observers compare it to the Game of Thrones, especially the first major story, “The Iron Throne of the Seven Kingdoms of Westeros,” which describes the “web of political conflicts among the noble families... to claim the throne.” We thought the exercise by the President of his inherent power of appointment, as this column suggested in previous articles, to fill the lacuna of leadership had written finis to the controversy. We thought wrong. The province is plunged again into a political crisis. As a caveat, the following is an off-the-cuff commentary substantially based on reports published in tri- and social media. We haven’t read the text of the decision. We had to observe caution because the case is still pending and therefore covered by the sub judice rule which prohibits public discussion of the merits of a pending case under pain of contempt of court. The recent imbroglio springs from a report of an alleged decision by a Division of the Supreme Court litigating an issue (a Mandamus not a Quo Warranto petition) regarding the appointment by then Acting Vice Governor Aimee Sinsuat of the Provincial Treasurer of the newly created province of Maguindanao del Norte. The decision includes a statement that the appointment made by Sinsuat was “valid.” Then-elected Vice Governor Aimee Sinsuat of the mother province of Maguindanao assumed the office of Acting Governor by virtue of the transitory provision of the law which called for a plebiscite for the splitting of Maguindanao into del Sur and Norte. The assumption by Sinsuat was questioned, inter alia, for the alleged inapplicability of the law because the plebiscite was conducted after the 2023 national and local elections (the law was premised on the plebiscite being conducted before the elections). The BARMM Ministry of Local Government debunked the claim of Vice Governor Sinsuat to the office. The BARMMN leadership then recommended Senior Minister Abdul Raof “Sammy Gambar” Macacua for Acting Governor to prevent paralysis of the government service. This was approved by the President who issued an appointment designating Macacua as Acting Governor and Bai Sinsuat as Acting Vice Governor, with the latter accepting it without a whimper of protest. This calmed the stormy political waters, grumbling, and maneuvering for the province’s Governorship until a Division of the Supreme Court came out with a decision upholding the appointment made by then Acting Governor Sinsuat. This has resurrected hope in the camp of Sinsuat that their interpretation of the law was correct, ergo, she should be the Acting Governor and not Macacua. This has ruffled political feathers and created confusion among Maguindanaons. Who is the legal Acting Governor of the province? Speculations on the effect of the decision flew thick and fast prompting Interim Chief Minister Ahod Ebrahim Murad to appeal to the public not to spread rumors that tend to create political instability. There are valid questions that beg answers. Was the Supreme Court aware of the appointment by the President of Macacua as Acting Governor and Sinsuat as Vice Governor? If yes, will this not lead to a constitutional crisis with the judiciary questioning the exercise of a presidential prerogative absent abuse or irregularity in the process? Was the acceptance by Sinsuat of her appointment by the President as Vice Governor without reservation made her estopped from questioning the legitimacy of the appointment of Macacua? Does the dispositive part of the decision about the legality of the appointment made by then Acting Governor Sinsuat constitute the fallo of the case or was it a mere obiter dictum? Meantime, the decision has not yet acquired finality. The BARMM will definitely file a Motion for Reconsideration. There’s still a long way to go. Biden salutes ‘new era’ of united Japan, S. Korea in face of China
US President Joe Biden on Friday hailed a "new era" of unity with the leaders of South Korea and Japan as the allies unveiled new three-way security cooperation at a first-of-a-kind summit that has already rattled China. Going tieless in the Camp David presidential retreat, Biden praised the "political courage" of South Korean President Yoon Suk Yeol and Japanese Prime Minister Fumio Kishida in turning the page on historical animosity. "Our countries are stronger -- and the world will be safer -- as we stand together. I know that's a belief that we all three share," he told them as he opened the talks in the mountains west of Washington. Biden said the three would pursue "this new era of cooperation and renew our resolve to serve as a force of good across the Indo-Pacific and, quite frankly, around the world." The two treaty-bound US allies largely see eye to eye on the world -- and together are the base for some 84,500 US troops -- but such a summit would have been unthinkable until recently due to the legacy of Japan's harsh 1910-1945 occupation of the Korean peninsula. But Yoon, taking political risks at home, has turned the page by resolving a dispute over wartime forced labor, and now calling Japan a partner at a time of high tensions with both China and North Korea. "Today will be remembered as a historic day, where we established a firm institutional basis and commitments to the trilateral partnership," Yoon said. The three leaders will agree to a multi-year plan of regular exercises in all domains, going beyond one-off drills in response to North Korea, and will announce a "commitment to consult" during crises, said Jake Sullivan, Biden's national security advisor. The leaders will also agree to share real-time data on North Korea and to hold summits every year, officials said. MMDA clears obstacles at EDSA bypass
The Metropolitan Manila Development Authority has cleared the proposed alternative routes in connection with road repairs being done on the highway. The agency said clearing operations were done at the Mabuhay Lanes, Timog, Tomas Morato and West Avenue. Citation tickets were issued to parked vehicles, as well as public vehicles loading and unloading in unauthorized areas. The MMDA said road repairs being done in the EDSA carousel will continue until 5 a.m. on 9 August. Affected roads are: Both directions of the EDSA Busway in Caloocan; the road along SM North Edsa to MRT Quezon Avenue station, in front of Corinthian Gardens past Camp Aguinaldo, in front of the BBM headquarters and near Ricoa in Mandaluyong City; and four other areas in Makati City, from the Guadalupe Bridge to Rockwell Kalayaan Footbridge. Repairs along EDSA began Friday night and resulted in traffic build-up on Saturday morning. The traffic build-up was on the northbound lane stretched from North Avenue to just before the Quezon Avenue flyover in Quezon City. Motorists are advised to take the following alternate routes during the road repairs: Caloocan — Use Rizal Avenue, A. Bonifacio Avenue, or EDSA Balintawak; Quezon City Use Commonwealth Avenue, Quezon Avenue, or Sgt. Expect EDSA road repair gridlock — MMDA
The Metropolitan Manila Development Authority warned motorists that repair work on roads damaged by continuous downpour will cause traffic congestion along EDSA next week. The asphalt overlay and reblocking will be conducted by the Department of Public Works and Highways in 15 EDSA sites from 10 p.m. of 4 August, Friday, until 5 a.m. of 9 August Wednesday. MMDA acting Chairman Romando Artes said they decided that instead of conducting asphalt overlay and reblocking every weekend that sometimes left unfinished, they will instead conduct one-time, big-time repairs. “Fifteen sites will be repaired simultaneously. The road works will run for the whole day. If it will be limited to nighttime, the repairs will take 15 days, there will be heavy traffic,” said Artes, thus he urged commuters to use alternate routes, avoid EDSA during the repairs, or take the MRT. Also, Artes told motorists to plan their commute and if they finish the activities that would entail passing through EDSA this Thursday and Friday, for them to enable reducing the volume of vehicles. The MMDA said the repairs are also part of government efforts to prepare for hosting the FIBA Basketball World Cup in Quezon City to be held later this month. Comelec debunks ‘rigged’ 2022 polls claim

He said the allegations made by former Information and Communications Technology Undersecretary Eliseo Rio Jr. that the voting was rigged had no basis. “In all of this, the strong basis for the accuracy, integrity, and legitimacy of the elections is the ballot. Let us set aside the printed copies and electronically transmitted election returns. We can go back to the ballots which are in the custody of the city and municipal treasurers nationwide and the secured scanned images which are at the Comelec,” Garcia said. He added that the random manual audit of votes counted by the machines against the Comelec’s random manual audit posted a 99.9493-percent overall accuracy rate, meaning that nearly all of the votes were read and tallied correctly. Rio, in particular, had raised concerns about the transmission of results from “private and similar IP addresses” in Metro Manila, Cavite, and Batangas following last year’s polls. “There’s no requirement in the law stating that all modems should have different or similar IP addresses,” Garcia said. The poll chief explained that there were around 20,300 modems with the same IP address last year. The 4G network modems, he said, were purchased for the Comelec-leased vote counting machines as well as to cover the 5,000 damaged modems from VCMs purchased in 2016 that were refurbished for last year’s polls. All the modems, he said, underwent the necessary tests but noted that it would have taken the Comelec many more months if it opted to change all the IP addresses of the 20,300 modems. “There’s no effect or difference in accuracy, legitimacy, and functionality of transmission, whether the modems have similar or different IP addresses,” Garcia said. He also refuted allegations of a “man-in-the-middle” in the transmission of national and local election results and said that if this was the case, there should have been inconsistencies in the results. BATO DARES ICC ‘I am here, arrest me!’

Let them, let them do what they want,” Dela Rosa said in Filipino in an interview with Frontline Tonight. “I’ll be here, I am not hiding. If they have a warrant of arrest, let them serve the warrant,” Dela Rosa said, with one caveat — that he’ll only allow himself to be arrested by Philippine authorities and not by any foreigner ordered to do so by the ICC. Dela Rosa was responding to a statement of Senate President Miguel Zubiri that the government will have no choice but to turn over anyone to the ICC if the arrest warrant will be coursed through local courts and will be served by local authorities. “We are still a sovereign country, and they (accused) are still citizens of this country. They do that with many other countries. However, the danger there is if Senator Bato dela Rosa goes to a country that is friendly to the ICC, then they will arrest him. Here in the Philippines, the process is they must coordinate with the local courts,” Zubiri said. The ICC’s Appeals Chamber voted 3-2 on Tuesday to deny the Philippines’ appeal to stop the ICC Office of the Prosecutor from resuming its investigation. “There’s no problem if the Philippine government would be the one to arrest me, but not the foreigners,” he said. “If it’s the government of the Philippines that would decide to arrest me, what can I do? But if they (ICC) would come here to take me, our government would have none of that.” “There’s going to be big trouble if they would insist on coming here against our government’s expressed will. That would be too blatant an interference and they would be treating us like fools,” he added. Chill Meanwhile, Senator Francis Tolentino, who offered to stand as legal counsel for a fellow lawmaker in the ICC probe, advised Dela Rosa to “Just chill”. “I accept the proposal of Sen. Dela Rosa to a lawyer for him. I am now speaking as the counsel for Senator Dela Rosa,” said Tolentino, chairperson of the Senate Committee on Justice and Human Rights, in an online press conference yesterday. He said nothing has changed in the Philippines’ position on the dismissal of the ICC Pre-Chamber in the country’s appeal regarding the probe of the “war on drugs.” The ICC, he added, has no jurisdiction in the Philippines. Justice Secretary Jesus Crispin Remulla on Wednesday advised former president Rodrigo Duterte and Dela Rosa to stay away from countries where the ICC has influence. Dela Rosa is accused of implementing the alleged iron-fist policy of Duterte as a Davao regional police official and later as Duterte’s first Philippine National Police chief in 2016. “They are citizens of the republic who also need our protection,” Remulla said, adding that Duterte and Dela Rosa should refrain from going to countries in Europe. Why Sara? But even before Remulla came out with his advice, Dela Rosa had already said he would not deliver himself to the ICC. “I will make sure not to go to those countries that are friendly with the ICC,” he said. He also brushed aside efforts to involve Vice President Sara Duterte in the ICC probe, calling the move politically motivated against one who could become the country’s next president. He reiterated that the Vice President’s name was never mentioned in proceedings that looked into the alleged activities of the so-called Davao Death Squad. On Wednesday, the Department of Justice maintained that the ICC has no jurisdiction to investigate the extrajudicial killings allegedly committed during the Duterte administration’s so-called war on drugs. The DoJ expressed deep disappointment and strong disagreement with the denial by the ICC of the Office of the Solicitor General’s appeal to stop the probe on account of the Philippines having withdrawn from the ICC, and its having a fully functioning justice system. It said the rejection of the appeal was based on the ICC’s flawed interpretation of its jurisdiction as a court of last resort — that it could only assume jurisdiction when a member country showed it was not capable of investigating and prosecuting crimes within its borders. The DoJ pointed out that the principle of complementarity, enshrined in the Rome Statute that created the ICC, recognizes the jurisdiction of local courts to try crimes within their respective countries. “The dissenting opinions of two esteemed justices out of the five-judge panel highlight the grave errors in the majority decision,” the DoJ said in a statement. “These dissenting justices rightly recognized the Philippines’ commitment to upholding the rule of law and maintaining an independent and effective legal system.” “Their dissenting opinions underscore the existence of a legitimate difference of legal interpretation, casting doubt on the majority’s ruling,” it added. Remulla had lambasted the ICC for meddling in Philippine affairs and said the government would not honor any arrest warrant issued by the ICC. President Ferdinand Marcos Jr. and his predecessor, Duterte, had been firm in saying the ICC had no jurisdiction over events that transpired in the Philippines. PNP no ICC lackey Meanwhile, the Philippine National Police said it would not be dictated to by the ICC as it recognizes the stance of the government that the international tribunal has no jurisdiction over the conduct of the drug war probe. “The PNP is under the executive department and we will follow the lead of the national government that there is a question with respect to sovereignty and jurisdiction of the ICC,” PNP spokesperson P/Col. Jean Fajardo said. Duterte, as Davao City mayor from 2011 to 2016 and as the country’s president from 2016 to 2022, is seen as the ICC prosecutor’s primary target, along with his former police chief, Dela Rosa. Government data showed that about 6,200 people died in “legitimate” anti-drug operations during the Duterte presidency, including law enforcement officers killed in action. Government critics claim as many as 15,000 to 30,000 were killed. Meanwhile, Vice President Duterte appeared to have been included in the complaints filed with the ICC prosecutor, along with her father’s long-time aide, the now Senator Christopher “Bong” Go. “No comment,” was the terse reply of the Vice President’s camp on her alleged inclusion in the ICC complaints. Go, on the other hand, said the ICC had no “business meddling in our internal affairs, where our courts remain fully functional and free from political interference.” “Probes into the war on drugs are presently being conducted by the competent authorities. Filipinos should be judged by fellow Filipinos before Philippine courts operating under Philippine laws,” Go said. With the ICC ruling, the DoJ vowed to continue to defend the sovereignty and integrity of the nation’s legal system and strongly urged the ICC to reconsider its decision and recognize the Philippines’ unwavering commitment to the rule of law and the pursuit of justice. “Furthermore, we would like to take this opportunity to reiterate our commitment to the well-being and support of all victims affected by the drug war,” Remulla’s department said. “The DoJ, in collaboration with other relevant agencies, is willing and able to assist those who had suffered harm or loss during this challenging period. We encourage all individuals with evidence and witnesses to come forward and share their testimonies with us,” it added. Former president Duterte, through his former spokesperson Harry Roque, shrugged off the ICC decision. In a Facebook post, Roque said Duterte has always maintained that as an independent and sovereign state, only Philippine courts can try any crime committed in Philippine territory. “He has time and again said that because of this, he will face all his accusers anytime but before Philippine courts and before Filipino judges only,” Roque said. In a television interview, Zubiri said the upper chamber would “not give up” Dela Rosa should the ICC issue a warrant of arrest against the latter. “Without the local warrant of arrest issued by the courts, then as far as I’m concerned, he is still a working member of the Senate and accorded of course that respect, similar to Senator De Lima and Senator [Antonio] Trillanes,” he said. “Only when the warrant of arrest was issued, then we allowed or we agreed that he may be taken in custody,” he added. CoA flags OSG ‘bank accounts’
The Commission on Audit has raised concerns on the Office of the Solicitor General’s alleged P43.583 million in bank accounts intended for its lawyers that remained undisposed due to a lack of records. In the 2022 report to the OSG, state auditors discovered that the sum was the unpaid honoraria for legal services rendered by its lawyers. The absence of supporting documents, such as the names or identities of the lawyers and remitting agency-clients, the agency has no idea to whom the amount is payable. The lack of credit memoranda and notices of payment/remittances from various agency-clients of the OSG makes it difficult to determine which of its lawyers is intended to participate in the honoraria. Based on the audit report, there was P43.58 million in the agency’s bank account as of yearend 2022, which holds fees paid to OSG lawyers rendering legal assistance and services by agency clients. “Moreover, since no actual claims have been filed by the lawyers/claimants for several years, the amount accumulated and remained undisposed,” the CoA said. State auditors recommended that OSG tap its chief accountant to secure copies of the credit memoranda from the servicing banks and advised the concerned lawyers to obtain from the agency-clients copies of the notices of payments with the list containing their names. To file claims for honoraria payments, lawyers, however, must present the appropriate supporting documents. The OSG, however, stated in its comment that the accounting division discovered bank credit transactions of P18.07 million that were classified and recorded in the account of its lawyers. ‘Tambaloslos’ and other assorted low life
The convoluted albeit fascinating world of Philippine politics, populated by colorful if not shady characters, has often been described as a circus of flamboyant clowns or an aviary with butterflies flitting from one flower to another and slinky chameleons darting from the branches of a carambola or balimbing fruit tree. Now comes a new addition to the parade of fantastic beasts and where you find them: the little-known (at least to non-Visayan and Bicol speakers) “tambaloslos”. Vice President Sara Duterte used the word in a comment she made shortly after a major reshuffle last month at the House of Representatives and her resignation as chairperson of the Lakas-Christian Muslim Democrats or Lakas-CMD. Her resignation letter, coincidence or not, was sent after Pampanga Rep. Gloria Macapagal-Arroyo, then Senior Deputy Speaker, with no warning, was suddenly stripped of her position and replaced with fellow Kapampangan Rep. Aurelio Gonzales Jr. “The House of Representatives has elected Deputy Speaker Aurelio Gonzales Jr. as Senior Deputy Speaker to unburden his ‘cabalen’ former President Gloria Macapagal-Arroyo of the heavy load required from the position,” said House Majority Leader Manuel Jose Dalipe, in an apparent move to downplay the reorganization. The former President has been acknowledged as one of the architects of the Unity Team ticket that propelled Ferdinand Marcos Jr to victory and is believed to have talked Sara Duterte into running for vice president. Then came the Vice President’s post on a selfie captioned: “Sa imong ambisyon, do not be tambaloslos”, loosely translated by some (from the Bisaya) to “In your being ambitious, do not be thick-faced.” There was no reference as to whom she directed the comment. The move sent readers unfamiliar with the term scrambling to the dictionary or various search engines, coming up with the meaning, and putting it in context. Commonly used in the folklore of the Visayas, Mindanao, and Bicol regions, “tambaloslos” refers to a mythical beast with a large mouth and male organ, misleading or confusing people, making them lose their way or go around in circles. Its closest counterpart among Tagalog speakers would be the “tikbalang” with the same power. Victims of these pranks can outwit the creatures by wearing their clothes inside out. Used in everyday Visayan or Bicol, however, the word is used to mean being thick-faced, shameless, too talkative (“puro ka lang salita”), untrustworthy, useless (“walang kwenta”), or just being plain stupid (“bobo”) or a dimwit. So who was the subject of Madame Sara’s rant? She’s not talking. Quick to dispel loose talk that she was planning to oust House Speaker Martin Romualdez, Arroyo was seen in succeeding photo ops with President Ferdinand Marcos Jr.’s cousin and the Marcos camp. The vice president likewise pledged her “immutable” trust and support for the present administration. Breaking his silence, former President Rodrigo Duterte, however, had this to say about his daughter leaving Lakas-CMD. “There’s more to it than meets the eye,” he said in an interview on the SMNI channel, adding, “For her to take the extreme step of resigning, mukhang malalim ang dahilan.” Meanwhile, the President advised the Vice President to “ignore the ‘tambaloslos’ around you,” relax, and enjoy her 45th birthday recently. As “tambaloslos” inadvertently made its way into the mainstream, a different spectacle but probably reminiscent of the traits associated with the term was showing at another august chamber when two members were caught on camera being prompted by their staff on proper procedures about amending a bill. Baguio, Benguet landslides close roads
BAGUIO CITY — The Department of Public Works and Highways on Wednesday reported that the Kennon Road remains closed to motorists except for the residents who can use alternate routes in the area as landslides made the way dangerous. Personnel of the DPWH Cordillera are in the area for clearing and monitoring operations. In the first week of May, Kennon Road was closed after a landslide causing the steel bars of a rock shed being constructed to collapse. Teves hand in retraction ‘possible,’ says Clavano
A Department of Justice official did not discount the possibility the camp of Negros Oriental Rep. Arnolfo Teves Jr. had something to do with suspects in the assassination of Negros Oriental Governor Roel Degamo recanting their statements. “It’s very possible. We’re looking at many angles here, that’s why we need to be very careful with our witnesses,” DoJ Assistant Secretary Mico Clavano said. Clavano cited the alleged attempt of a former DoJ undersecretary to talk to the witnesses at the National Bureau of Investigation. Levito Baligod, the counsel of the Degamo family, disclosed that the former official tried to bribe detained suspects to clam up. Clavano said they are eyeing the transfer of the suspects to the Philippine National Police headquarters in Camp Crame, Quezon City. He said there is no current official of the DoJ involved in the alleged manipulation of suspects in the slaying of Degamo and nine others on 4 March. The DoJ official also denied the allegation of Pamplona Mayor Janice Degamo that “someone at the agency” may be manipulating the suspects into recanting their extra-judicial confessions in connection with the killing of her husband. In an interview with reporters via Zoom, Clavano assured that the police officers and agents of the NBI assigned in the case build-up are among “the best of the best.” “I think the statement of Mayor Degamo was out of emotion and we hope that the credibility of the DoJ is preserved in this case and for the country,” Clavano said. On Monday, Osmundo Rivero, one of the suspects in the Degamo slay case, recanted his affidavits tagging Teves Jr. and his former bodyguard Marvin Miranda as the masterminds. Rivero claimed that police investigators tortured and coerced him into admitting his participation in the crime. Through his counsel, Danny Villanueva, Rivero also filed a petition for a writ of habeas corpus before the Regional Trial Court of Manila seeking to compel Justice Secretary Jesus Crispin Remulla, and NBI director Medardo de Lemos to present his wife Queenie Rivero, his two-year-old son Jophiel and 15-year-old stepson Christian. Rivero said he received information that his wife and two sons were taken from their house by a team of soldiers from the Philippine Army together with members of the Municipal Police Station of Bayog, Zamboanga del Sur. He claimed his family was taken to the Office of the Provincial Police in Camp Aberlon, Pagadian City before they were turned over to the NBI. But the DoJ said Rivero’s family has been placed under the Witness Protection Program after he initially agreed to cooperate with authorities. Villanueva, on the other hand, said three more suspects identified as Rommel Pattaguan, Rogelio Antipolo Jr., and Dahniel Lora have recanted their previous statements linking Teves to the gruesome crime. Phl-U.S. deal stands on its own — envoy
United States Ambassador to the Philippines MaryKay Carlson on Wednesday reiterated that the defense and security pact between Manila and Washington does not concern any country, including China. In a television interview, Carlson said the US commitment to the Philippines “stands on its own,” citing the Mutual Defense Treaty which was signed in 1951. “Our commitment to the Philippines stands on its own. Our relationship stands on its own. It’s not about any third country. It’s not about any single challenge,” Carlson told ANC. She added: “It’s not about China. It’s certainly not about China alone. It’s about what we do together and it dates back decades. Carlson issued the remarks after Beijing repeatedly criticized the increasing presence of American troops in the country amid the growing tensions in the Indo-Pacific Region. Last month, Chinese Foreign Ministry spokesperson Wang Wenbin particularly lambasted the locations of four additional Enhanced Defense Cooperation Agreements sites between Manila and Washington in the country. The locations are in Camilo Osias Naval Base in Sta. Ana town and Lal-lo Airport in Lal-lo town, both in Cagayan province; Camp Melchor dela Cruz in Gamu, Isabela province; and Balabac, the southernmost island in Palawan province. ‘EDCA sites, not US sites’ In the same interview, Carlson clarified that EDCA sites are not an extension of American military sites in the Philippines. “These are not US bases, let’s get that straight first and foremost. These are Philippine military bases, where we provide funding and insert capital to make improvements that are to the benefit of the Philippine military,” she said. She added: “(It) would also be helpful to the US military in the event of any threat against either one of the two members of this mutual defense treaty alliance.” Asked whether the additional EDCA sites could be used for offensive operations, the American ambassador said, “it can be used for whatever the Philippine government invites the United States to do.” “These are not our sites. We do not have any rights to these sites. It’s not as if somehow somebody snaps a finger and all of a sudden everything is open to the United States,” she said. “Everything that we do in the Philippines is at the invitation of the Philippine government and particularly, in this case, the two militaries working together,” she added. Carlson continued: “I understand people are concerned about that but we would not be here without the request of, and collaboration, and close contact — every aspect of this is coordinated between our two militaries with the approval of the Cabinet and with the highest levels of the Philippine government. President Ferdinand Marcos Jr. earlier said the additional EDCA sites would not be used for offensive actions. ‘EDCA sites for natural threats’ Carlson also defended the locations of three of the additional EDCA sites located in the northern part of the Philippines, near Taiwan. The establishment of EDCA sites in the northern part of the Philippines is about preserving the security and the safety of all Filipinos and their treaty allies in the United States working together. “It’s not about specifically targeting any single threat, it’s about making sure that you have a comprehensive response capability and to be able to interoperate with your partners and allies,” she said. The locations of the additional EDCA sites were heavily criticized by no less than the president’s eldest sister, Senator Imee Marcos. In a Senate hearing, Imee, who chairs the Senate Foreign Relations Committee questioned the locations of the four additional Enhanced Defense Cooperation Agreement sites in the country. “So, we have given up all claims on the east sector and West sector in the Philippine Seas, is that correct? We are now obsessed with the Taiwan Strait?” she asked. Two of the four new EDCA sites will be established in Cagayan province, one in Camilo Osias Naval Base in Sta. Ana and Lal-lo Airport in Lal-lo. The two remaining EDCA sites will be in Camp Melchor dela Cruz in Gamu, Isabela province; and Balabac, the southernmost island in Palawan province. Of the four additional EDCA sites, three are situated in the northern part of the country, with the naval base at Cagayan’s Santa Ana being about 400 kilometers (250 miles) from Taiwan. Thailand’s progressive Move Forward Party claimed victory in the country’s election Monday after a result that decimated military-backed parties that have ruled the kingdom for nearly a decade. A stunning surge for the upstart MFP in Sunday’s ballot left it on course to be the biggest party, followed by its rival opposition — the Pheu Thai movement of billionaire ex-premier Thaksin Shinawatra. MFP leader Pita Limjaroenrat said he would seek to build a six-party coalition including Pheu Thai. “I am Pita Limjaroenrat, the next prime minister of Thailand,” he told reporters at the MFP headquarters in Bangkok. “We are ready to form the government,” he added, vowing to be a “prime minister for all.” The 42-year-old said he had called Paetongtarn Shinawatra, Pheu Thai’s lead candidate to be prime minister, to congratulate her on her campaign and invite her to join the coalition.
