Red tide invades Samar bays anew
TACLOBAN CITY — The Bureau of Fisheries and Aquatic Resources on Friday revealed that the red tide phenomenon has recurred in three bays in Samar and Eastern Samar provinces, raising warning not to consume shellfish products in these areas. In a statement, the BFAR identified the bays as Irong-Irong Bay in Catbalogan City, Samar, coastal waters of Calbayog City, Samar; and Matarinao Bay in Eastern Samar province. The bloom of this toxic organism returned in Matarinao after three weeks of red tide absence and in Irong-Irong Bay after nine months. The coastal water of Calbayog City was included in the red tide watch in early 2022. Matarinao covers the coastal waters of General MacArthur, Hernani, Quinapondan and Salcedo in Eastern Samar province. The BFAR attributed the change in weather patterns as the cause of the red tide blooms in the region. “To safeguard human lives, we are issuing this warning as a precautionary advice to the public to refrain from gathering, selling, and eating all types of shellfish and Acetes sp. locally known as alamang or hipon from these bays,” BFAR said in its local shellfish bulletin. Water and shellfish meat samples will be sent to their main office for confirmatory testing. Fish, squid, crab and shrimp gathered from these areas are safe to eat provided that all entrails are removed and the marine products are washed thoroughly with running water before cooking. Although the shellfish ban has been lifted in some areas in the region, the monitoring will continue to check the possible recurrence. The regular water sample checks cover the coastal waters of Daram, Zumarraga, Cambatutay, Maqueda and Villareal Bays in Samar; coastal waters of Guiuan; San Pedro Bay in Samar; coastal waters of Leyte, Calubian, Ormoc, Sogod, Carigara Bay, and Cancabato Bay, Tacloban City in Leyte; and coastal waters of Biliran Island. Maranan apologizes anew, explains side to viral traffic video
Quezon City Police District Director P/Brig.Gen. Red Maranan on Friday apologized anew over a viral video involving a traffic disruption along Commonwealth Avenue in Quezon City allegedly to give way for the convoy of Vice President Sara Duterte. "The QCPD would like to address recent developments concerning traffic management and its implications which have raised concerns and misconceptions among the public," Maranan in a statement sent to the media said. "Traffic management is an essential part of the security measures we provide for VIPs, including diplomats, elected government officials, state guests, and other personalities whose movements require the utmost security. It is crucial to emphasize that our approach to simple traffic management should remain free from political influence," Maranan explained. "The QCPD would like to clarify that the recent traffic management operation was not, in any manner, related to politics. However, we acknowledge that there may have been inconvenience and misunderstandings caused to the public during this incident. Your QCPD sincerely apologizes for any inconvenience and confusion brought on by the situation," he further explained. Aside from the motorists and commuters affected by the incident, Maranan also gave his apology to the Vice President. The OVP earlier requested the QCPD to conduct an investigation and hold all those responsible accountable for their actions, including the liability of the person who took the video and maliciously appended the traffic stop to the Vice President. A press release from the OTS only came out on Monday afternoon, confirming the incident involving one of their Security Screening Officers at NAIA. But the issue began circulating in social media group chats as early as last week. Notably, the press release was also issued after a member of the Airport Press Club confirmed with the OTS public information office that such information was true. The said release did not contain vital details of the incident, referring to when, where, and how the alleged theft happened. Information revealed that the incident happened as early as 8 a.m., at Terminal 1 of NAIA. After going through the final security check, a departing passenger who is a foreign national, reportedly complained of having lost $300 in cash and was creating a commotion about the incident. The alleged theft was reportedly committed by one of the OTS SSO at that time, a female, while the passenger was passing through the final security check on the said terminal. It can be recalled that six months ago (22 February 2023), five personnel of the OTS assigned at the NAIA Terminal 2 were suspended after two videos of them went viral on social media, taking money from a transiting Thai tourist identified as Kitja Thabthim. The amount involved was 40,000 yen. A few days later, another screening officer was caught on CCTV stealing a watch of a Chinese passenger at the NAIA Terminal 1. Passenger Sun Yuhong complained that his watch was missing in his bag after he was screened by Valeriano Ricaplaza Jr., 31. Ricaplaza was later nabbed by members of the Philippine National Police Aviation Security Group. Closed-circuit television footage at NAIA Terminal 1 reveals a female personnel from the OTS swallowing the $300 taken from a departing Chinese passenger in what appears to be an effort to get rid of the evidence after the passenger complained about losing his money shortly after his bag had passed through at the final security checkpoint. Gokongwei-owned Cebu Pacific, a budget airline that always manages to raise eyebrows, has once again blessed us with a seat sale. Oh, how lucky can we be? The airline has hyped up anew its marketing mantra that “Every Juan flies,” only weeks after being forced during a congressional hearing to confront 3,000 complaints of irate customers over its endearing practice of overbooking flights and offloading passengers. To be obstinately hooked on the jingle of cash registers while ignoring the suffering of your paying customers takes a unique kind of expertise, of being able to remain deadpan and sleep at night through the turmoil of your aggravated passengers. For many of those who attended the hearings, Cebu Pacific only cares about the cold ca-ching of its cash registers. No doubt, the seat sale it resurrected last week would result in more passengers being kicked off flights. Overbooking and the accompanying forced passenger dumping, in Cebu Pacific’s vision of reality, well, there’s just a “slight chance” of that. That’s a joke, right? But no one’s laughing, as the joke is on us, the public. Let the sentence hang there for a while. “Slight chance,” they say in an entry on airlineratings.com, as though they’re talking about the prospect of seeing a rare unicorn galloping around the departure gate. But no, this is not about fantastical creatures; rather, it is about reservations piling up on a shaky table like a house of cards. It involves accepting the idea of reserved seating as merely a suggestion, a fun idea to play around with. That is if your idea of fun is being forced to reprise the role of Tom Hanks in the movie, The Terminal. Speaking of whimsical, have you ever heard of their brilliant response to situations in which appeals to “volunteers not to travel on their booked flights” fall on deaf ears? Cebu Pacific has your inconvenience covered, so do not be alarmed. They’ve cleverly reserved the power to refuse boarding to travelers “involuntarily,” or against their will, if involuntarily is not clear enough. This translates to passengers gnashing their teeth, pulling their hair, and tearing up their shirts all they want at CebuPac’s check-in counters, without any chance of boarding a flight for which they’d been sold “reserved” seats. However, let’s not limit our discussion to Cebu Pacific’s poetic handling of passenger interactions. Let’s explore the drama that occurred during the probe of the Senate Committee on Tourism. Senators turned their attention to the airline’s fervent devotion to overbooking as the cause of this comedy of errors, becoming unimpressed by the inventive justifications offered by the company for canceled flights and interminable delays. One senator related tales of suffering and annoyance from her own staff as well as from other passengers. Inevitably, as the hours passed, the hearing evolved into a “grief-sharing session.” People stepped up, spilling stories of delayed flights and canceled hopes. If you will, picture a traveler hoping to leave Tokyo but being compelled to crash on the chilly, hard floor of Narita International Airport. Her offense? Having faith in Cebu Pacific to deliver even the most basic amenities. Then there was the dentistry board exam that was almost missed. How about the flight to Cebu from Manila that was diverted to Busuanga and the haggling that followed to force Cebu Pacific to honor its “Passenger Rights” guarantee of free hotel accommodations? The cherry on top? While those who had been put through the wringer were left wondering how the airline’s priorities seemed to be joyously dancing in the skies, the examinee’s lucky aunt, all the way from Australia, managed to score a ticket for a lovely fee. The spokespersons of Cebu Pacific did, however, exhibit some artistic talent. Lightning strikes, bird crashes, and even runway debris were included in the gallery of “freak incidents” they presented as the causes of their errors. During the sleeper hearing, the way Cebu Pacific’s flight operations unfolded resembled an elaborate opera, complete with loud fights and dramatic exits, as if the cosmos had conspired to make it happen. But what was the highlight of Cebu Pacific’s ludicrous theater? Respect for the “Air Passenger Bill of Rights.” To pledge loyalty to rights that seem to exist only in the world of press releases is a truly great gesture. Amid this flying fiasco, passengers may wonder if they are only pawns in a much bigger game when the airline offers its earnest apologies, makes a few promises, and reveals plans for standby aircraft as if they were doing magic. BuCor denies suspending NBP visitation
A senior official of the Bureau of Corrections yesterday clarified that there was no order to suspend the visitation privileges at the maximum security compound of the New Bilibid Prison in Muntinlupa City. J/SINSP. Angelina L. Bautista, OIC-deputy director general for Operations and ODG-head executive assistant, made the clarification amid reports that the visitation privileges of persons deprived of liberty at the said compound in Muntinlupa have been suspended anew until 9 June. “Wala po ayaw lang nila magpadalaw kasi kakatapos lang ng 6 days stay in tapos sa 10 June stay in sila ulit,” (None, they just don’t want to be visited because they have already enjoyed the 6-day stay and it will be implemented again on 10 June,” Bautista said. “I am the NBP supt. no cancellation of visit only the visitors opt not to visit coz they just stayed for a week inside,” Bautista added. To recall, a report was published that the BuCor has suspended visitation rights quoting a social media post, the Bureau of Corrections — which manages and supervised NBP and six other detention facilities in the country — did not state the reason for the suspension. BuCor merely announced: “Pansamantala pong kinakansela ang pag-bisita sa Maximum Security Compound, New Bilibid Prison mula 2-9 Hunyo 2023 (Visitations are temporarily suspended at the Maximum Security Compound, New Bilibid Prison from 2 to 9 June 2023).” It advised the relatives of PDLs to check its social media posts for further announcements. The visitation privileges of PDLs both at the NBP and the Correctional Institution for Women (CIW) in Mandaluyong City were restored last 25 May after a two-week suspension due to Covid-19 infections among PDLs and personnel. The 25 May restoration of visitation privileges was ordered by BuCor Director General Gregorio Pio P. Catapang Jr. after he received reports from BuCor’s Health and Services Director CT/SSupt. NGCP rate reset decided August
The Energy Regulatory Commission is targeting to release its decision on the rate reset application of the National Grid Corporation of the Philippines by August — a move expected to slash the transmission rates charges to power users. “August is our target month for the completion of the reset. The ongoing NGCP audits are all inputs to the rate reset,” ERC chairperson lawyer Monalisa Dimalanta said in a text message to the Daily Tribune. “We have completed most of it and it is now undergoing evaluation by the Commission staff as we conclude the hearings on the rate reset application,” she said. Rates resetting In December 2022, the NGCP applied the resetting of the transmission rates before the ERC. NGCP’s application followed the ERC’s denial of its Omnibus Motion to hold the rate reset in abeyance until the ERC holds another round of public consultation on the rules and after the ERC has clarified certain provisions in the Amended Rules for Setting Transmission Wheeling Rates. The application filed by NGCP covered the Fourth Regulatory Period. Simultaneous to the filing of the application, NGCP also filed a Petition for Rulemaking to change the coverage of the 4th Regulatory Period in the Amended RTWR to between 2016 and 2020. Transmission reset is regularly done to check whether the allowed revenues of NGCP approved seven years ago are still valid, reasonable, and reflective of the current costs for consumers. The last transmission reset was done for regulatory periods covering 2011 to 2015. Diligent review In another related development, Dimalanta assured the Senate and electricity consumers that the ERC will conduct a “diligent review of the complaints, delays and possible violations of NGCP.” “We are prepared to enforce the full force of the law as appropriate based on the findings,” she said. Dimalanta was responding to Senator Sherwin Gatchalian’s call to penalize the NGCP for delayed transmission projects that adversely impact the country’s electricity supply. “I strongly suggest to the commission to enforce fines and penalties so we can impose discipline on NGCP. We are not seeing discipline because a lot of projects are delayed,” Gatchalian said, referring to the delayed projects of NGCP that include backbone transmission projects. Based on the latest record, the completion of about 66 transmission projects is currently delayed —excluding six projects of national significance. 25-year franchise The NGCP holds a 25-year franchise to solely operate the power transmission assets of the government and secure power reserves for contingency. Among others, NGCP is undertaking the P52-billion Mindanao-Visayas Interconnection Project or MVIP. The DoE previously said the project will launch within the first half of the year but will be pushed back anew to an indefinite date still within the year. The MVIP will link together all three major Philippine islands to create one grid. The NGCP was authorized by the ERC to start building the project way back in 2017. Why we need to save our coral reefs
“Coral damage feared as vessel grounded,” said the headline of a recent issue of Daily Tribune. “Extensive damage to the coral reefs that serve as a marine habitat is feared with the incident raising concerns anew about the environmental impact of mining in the country,” the news report stated. Three days after the sinking of the MT Princess Empress tanker off Naujan, Occidental Mindoro in February this year, the resulting oil slick reached the shores of the coastal towns of Naujan, Pola and Pinamalayan. “Among the coastal sites that may be at risk are several marine protected areas, including but not limited to the reefs in Bulalacao, Oriental Mindoro, amounting to some 1,100 hectares of coral reefs,” said the bulletin issued by the University of the Philippines-Diliman College of Science Marine Science Institute. According to the United Nations Environment Program, oil, a complex mixture of many chemicals, can kill corals, depending on species and exposure. Once soil comes into contact with corals, it can kill them or impede their reproduction, growth, behavior and development. Various threats Oil spills are not the only incidents that threaten the country’s coral reefs. Most of these threats are caused by human activities. As marine scientist Don McAllister, who once studied the cost of coral reef destruction in the country, lamented: “Nowhere else in the world are coral reefs abused as much as the reefs in the Philippines.” Sedimentation — the process of soils settling to the bottom of the sea — is said to be the most important single cause of reef degradation. Sediments that wash over reefs have a number of negative effects on corals, marine scientists claim. Deforestation is the most common source of sediments. “When trees are cut down and the underbrush burned, the mountainsides become bare and the soil are defenseless against strong wind and rain,” said the Coral Research Project of the Bureau of Fisheries and Aquatic Resources. “During rains, runoff carries eroded soil down to the rivers that deposit it in the sea.” On its website, the BFAR singled out destructive fishing techniques as among the largest contributors to reef degradation. “Muro-ami, a technique that involved sending a line of divers to depths of 10-30 meters with metal weights to knock on corals in order to drive fish out and into waiting nets, was extremely damaging to reefs, leading to its ban in 1986,” the BFAR reported. But that’s just one. “Rampant blast fishing and sedimentation from land-based sources have destroyed 70 percent of fisheries within 15 square kilometers of the shore in the Philippines, which were some of the most productive habitats in the world,” the BFAR said. Cyanide fishing, employed since 1962 to collect aquarium fish, is another destructive fishing method, while coastal development, farming, aquaculture and land-cover change have also threatened the country’s coral reef ecosystem. Aside from human activities, natural causes of destruction among coral reefs also occur. These include extremely low tide, high temperature of surface water, predation and the mechanical action of currents and waves. Climate change is increasing the ocean’s temperature. The result: Coral bleaching. Explains John Ryan of the Washington-based Worldwatch Institute: “When subjected to extreme stress, they jettison the colorful algae they live in symbiosis with, exposing the white skeleton of dead coral beneath a single layer of clear living tissue. If the stress persists, the coral dies.” Marine rainforests Coral reefs are the marine equivalent of rainforests and considered one of the planet’s essential life-support systems. These “biological wonders,” as American environmental author Don Hinrichsen called them, are among the largest and oldest living communities of plants and animals on earth, having evolved between 200 and 450 million years ago. The Philippines holds one of the most extensive coral reefs in the world with a sprawling area of 27,000 square kilometers strategically located in Palawan (37.8 percent), Sulu (27.8 percent), Visayas (21.7 percent), Northern Luzon (7.6 percent), Central and Southern Mindanao (3.2 percent) and the Turtle Islands (1.7 percent). There are about 400 species of reef-forming corals in the country, comparable with those found in the Great Barrier Reef of Australia. Coral reefs provide habitat for a large variety of marine life, including various sponges, oysters, clams, crabs, sea stars, sea urchins and many species of fish. They are also linked ecologically to nearby seagrass, mangrove and mudflat communities. Coral reefs are so valued because they serve as a center of activity for marine life. The World Atlas of Coral Reefs, compiled by the United Nations Environment Program, reported that 97 percent of reefs in the Philippines are under threat. And Reef Check, an international organization assessing the health of reefs in 82 countries, stated that only five percent of the country’s coral reefs are in “excellent condition.” These are the Tubbataha Reef Marine Park in Palawan, Apo Island in Negros Oriental, Apo Reef in Puerto Galera, Mindoro and Verde Island Passage off Batangas. “Despite its high biodiversity, the Philippines’ reefs are very badly damaged. It’s one of the worst-damaged in the world, on average,” said George Hodgson, founder of the California-based organization. The Philippine government has introduced many laws in an attempt to protect and save coral reefs from annihilation. But the government cannot do it alone; help from individuals is also needed to save the coral reefs. “We are the stewards of our nation’s resources,” Guerrero said. “We should take care of our national heritage so that future generations can enjoy them.
