Nat’l action plan on climate change eyed
The Climate Change Commission on Saturday said it is pushing the formulation of a comprehensive and effective National Action Plan that will serve as a long-term support mechanism for capacity and technologies to address the impact of the changing climate conditions in the country. CCC Vice Chairperson and Executive Director Robert E.A. Borje emphasized the need to craft a science-based, evidence-based, and needs-based NAP to strengthen the adaptive capacities of all Filipinos, particularly those most vulnerable sectors of society. Borje said one of the key deliverables of the Philippine Development Plan 2023-2028 includes the completion of the NAP which requires a whole-of-society and whole-of-world approach—consistent with the recent pronouncement of President Ferdinand R. Marcos Jr. in his second to building a “climate-smart and climate-resilient country.” The CCC aims to craft the NAP NAP through a series of consultations with invaluable contributions from diverse stakeholders such as national agencies, local government units, academic and scientific institutions, civil society, the private sector, and the development sector. “It's not only important that we have our experience and expertise at the table, but it is also vital to make this plan genuine, needs-based, and a product of multi-stakeholder collaboration. Consultation is important because we need to make sure that the process reflects the different components of our society,” Borje said. The NAP development targets to standardize climate risk assessment and adaptation priorities. Environment and Natural Resources Undersecretary Carlos Primo David said the NAP includes priority programs for funding. It shall contain convergence projects among government agencies “that solve sectoral cross-cutting issues intensified by climate change,” he added. The NAP is targeted to reduce the vulnerability of the country to the impacts of climate change by building the adaptive capacity and resilience of communities and facilitating the coherent integration of climate change adaptation into relevant new and existing policies, programs, and activities. It also endeavors to mainstream adaptation across as many sectors as possible and at different levels (national, subnational, regional, and local), incorporating both medium- and long-term strategies, and strengthening policies and frameworks. Bong Go’s team conducts relief operations in Cabanatuan
The team of Senator Christopher “Bong” Go, the adopted son of Nueva Ecija, conducted relief operations in Cabanatuan City from 2 to 3 August. In a video message, Go urged eligible Filipinos to get vaccinated against COVID-19 despite the decrease in positive cases. He emphasized the importance of following health protocols, such as wearing masks and washing hands, even with the easing of health restrictions. Go, chairperson of the Senate Committee on Health and Demography, offered assistance to those seeking medical attention and encouraged them to visit various hospitals in Cabanatuan City and Talavera, which have Malasakit Centers designed to help the poor and indigent patients access medical assistance programs from different government agencies. Indigent patients in Nueva Ecija can seek the services of the Malasakit Centers located at Eduardo L. Joson Memorial Hospital and Dr. Paulino J. Garcia Memorial Research and Medical Center, both in Cabanatuan City; and Talavera General Hospital in Talavera town. The Malasakit Center is a one-stop shop that allows Filipinos to conveniently access the medical assistance programs offered by the Department of Health (DOH), Department of Social Welfare and Development (DSWD), Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office. Domingo and Rizal — the last two of which he personally inspected in February. The SHCs are improved versions of polyclinics that offer database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation center; and telemedicine, through which remote diagnosis and treatment of patients are made possible. During the distribution activities at Barangay Kapitan Pepe gymnasium, Go's team coordinated with Governor Aurelio Umali and provided masks, vitamins, and shirts to 1,200 struggling residents. They also gave away cellular phones, shoes, and balls for basketball and volleyball to select recipients. Groundbreaking ceremony for KIA Resettlement Project held
The Kalibo International Airport (KIA) Resettlement Project on Friday officially began with a groundbreaking ceremony, marking a significant accomplishment for the Department of Transportation (DOTr), the Civil Aviation Authority of the Philippines (CAAP), and the Local Government Units (LGUs) of the Province of Aklan and the Municipality of Kalibo. The purpose of this innovative project is to meet the housing needs of the families impacted by the KIA development. The project includes both the crucial land development and the building of dwelling units for the displaced families, both of which are overseen by DOTr Secretary Jaime J. Bautista's innovative leadership. I n order to demonstrate the government agencies' dedication to providing immediate aid and support to individuals affected, a total of 180 contemporary housing units will be constructed on completely developed lots in the next 450 days. Confidential and intelligence funds increase P120M in 2024, UP budget cut P2.93B
Budget Secretary Amenah Pangandaman on Thursday confirmed that there will be a P120-million increase in confidential and intelligence funds for the fiscal year 2024. In a Malacañang press briefing, Pangandaman said the increase is due to additional confidential funds allocated to three government agencies. These agencies include the Department of Information and Communications Technology (DICT), the Anti-Money Laundering Council (AMLC), and the Presidential Security Group (PSG). A 2015 joint circular released by five government agencies defines confidential expenses as those of surveillance activities in civilian government agencies. According to the same 2015 joint circular, intelligence funds are those related to intel information-gathering activities of uniformed and military personnel that directly impact national security. Pangandaman justified the increase in the CIF, saying it is necessary to support the government's efforts to protect national security and ensure the safety of the President and other government officials. "The additional funds were allocated for specific purposes. For example, in the case of DICT, the increase is for cybersecurity, which is essential as we push for digitalization," Pangandaman said. "Cybersecurity investment is parallel to our digitalization efforts. Why does it need to be confidential? It's because of the procurement process. You cannot disclose the technical specifications of your cybersecurity projects in the Terms of Reference (TOR) because hackers might see it. If they have access to the specs, our cybersecurity projects and programs won't be effective," she added. Pangandaman said the administration is confident that the proposed allocations for intelligence funds are well-justified. "The additional funds were allocated for specific purposes. We can assure the public that these intelligence and confidential funds will be beneficial to the country," Pangandaman said. In a separate statement, the Department of Budget and Management (DBM) said there also an increase in the CIF in the Armed Forces of the Philippines; National Security Council; Office of the Presidential Adviser on Peace, Reconciliation and Unity, and; the Office of the Ombudsman. Meanwhile, there has been a decrease in the CIF allocated for the Philippine Competition Commission, the National Intelligence Coordinating Agency, and the Department of Justice. On the other hand, the confidential funds of the Office of the President and the Office of the Vice President remain at the same level as the 2023 General Appropriations Act. DBM likewise emphasized the declining percentage contribution of CIF in the national budget in recent years, decreasing from 0.215 percent in 2018, 0.192 percent in 2019, 0.235 percent in 2020, 0.212 percent in 2021, 0.183 percent in 2022, 0.190 percent in 2023, to 0.176 percent in 2024. "With these, the public can remain confident that the disbursement and utilization of the CIF will be done by government agencies with utmost transparency and accountability, in strict adherence to existing guidelines set forth by the Commission on Audit (COA) on the appropriate allocation and use of these funds," DBM said. Budget Cuts Meanwhile, DBM said the budget cut for the University of the Philippines (UP) under the proposed 2024 expenditure plan will not affect student admissions. In the Palace briefing, Pangandaman said the P2.93 billion reduction in the UP budget for 2024 resulted from the removal of budgetary requirements for several infrastructure projects scheduled for completion this year. “So if it's for completion in 2023, we don’t need the funding for 2024,” Pangandaman said. Asked if the budget cut will translate to a reduction in the number of students admitted to UP, Pangandaman said none. The DBM added it also took into account how much of UP's budget was used the year previously when determining the proposed NEP's budget allocation. “Hence, in our review and evaluation of UP’s budget proposals, we considered its absorptive capacity, which is 69.48% as of end-2022,” it said. Gov’t eyes MILF decommissioning completion ahead of 2025 BARMM parliament election
The government is targeting to complete the decommissioning of the remaining 1,301 Moro Islamic Liberation Front combatants ahead of the first-ever Bangsamoro Autonomous Region in Muslim Mindanao parliament election in 2025, with the third phase of the decommissioning process slated to begin on 3 August. This was announced by Presidential Adviser on Reconciliation, Peace, and Unity, Secretary Carlito Galvez Jr., during the 2023 post-State of the Nation Address or SoNA forum held in Pasay City on Wednesday late afternoon. “Actually it’s a way earlier because we are targeting to finish the decommissioning before the BARMM election 2025 along with parallel programs of the government for the former combatants,” Galvez told reporters in an interview. The peace adviser noted around 24,600 former MILF combatants have already been decommissioned since the Office of the Presidential Adviser on the Peace Reconciliation and Unity as well as Independent Decommissioning Body, began facilitating the first and second phases of the program. A total of 19,345 MILF combatants have availed of the first phase of decommissioning in 2015 and the second phase from 2019 to 2020. At least 5,500 MILF combatants underwent decommissioning until end-December of 2022. Galvez said the decommissioning program comes with the provision of emergency employment, social entrepreneurship projects, and skills development training to the former combatants. “It’s very critical that we build on the peace gains and ensure continuing progress in the BARMM,” he added. Under the decommissioning program, qualified family beneficiaries were also given a Bangsamoro Transitory Family Support Package amounting to P80,000 and P20,000 worth of Livelihood Settlement Grants. DHSUD, BCDA eye .5M housing units in New Clark City
The Department of Human Settlements and Urban Development announced over the weekend that it has partnered with the Bases Conversion and Development Authority (BCDA) in eyeing township developments composed of 500,000 housing units inside the sprawling New Clark City in Tarlac. DHSUD Secretary Jose Rizalino Acuzar, BCDA Chairman Delfin Lorenzana, and BCDA President and Chief Executive Officer Engr. Joshua Bingcang on July 10 signed a Memorandum of Understanding (MOU) formalizing the two agencies’ partnership under President Ferdinand R. Marcos Jr.’s Pambansang Pabahay para sa Pilipino Housing (4PH Program). During exploratory discussions on the initial plans of BCDA for its inclusive housing and residential facilities, Acuzar cited the huge potential of New Clark City in terms of township developments under 4PH that could unlock a wide range of economic opportunities. “This could be the answer to decongestion of surrounding highly-urbanized areas, and also tapping the full economic potential of New Clark City by putting up residential structures, hence, the populace,” Acuzar stressed, citing the vast lands within New Clark City. “There are already government facilities here, we only need to bring in population to spur economic activities. And by putting up decent yet affordable and sustainable housing units, surely, we will attract home buyers,” he added. Lorenzana for his part said the New Clark City is envisioned to be the country's first smart, green, and resilient metropolis, masterfully laid out and highly connected with mixed-use developments and an integrated transport system. This 9,450-hectare greenfield development is being positioned as a world-class city that focuses on liveability and sustainability and is expected to catalyze economic growth in Central Luzon. “A city built from scratch, New Clark City is being developed with the needs of the people at the forefront of our master plan. We believe that New Clark City is one of the ideal sites for the Marcos administration's housing program, having the potential to play a key role in addressing the housing shortage in the country,” the BCDA Chairman said. Acuzar proposed the construction of 500,000 housing units inside New Clark City. Both Chairman Lorenzana and PCEO Bingcang welcomed the idea. First border inspection facility for agri to rise in Bulacan
The Department of Agriculture over the weekend said it had partnered with Pacific Roadlink Logistics Inc. (PRLI) for the construction of the country’s first border inspection facility on its property at General Alejo Santos Highway in Angat, Bulacan. On July 20, the DA and PRLI signed a Memorandum of Understanding (MOU) for the establishment of the Cold Examination Facility in Agriculture (CEFA), which will house state-of-the-art testing laboratories for the examination of all imported animal, fish, plant, and other agricultural commodities. The MOU signing was led by DA Senior Undersecretary Domingo F. Panganiban, Senate Committee on Agriculture Chairperson Senator Cynthia A. Villar, House Committee on Agriculture Mark Enverga, and PRLI President Edgar Dominic Milla. “We must continuously assert our vigilance in protecting the industry from pests and diseases that pose serious threats to agricultural productivity in the country. This partnership is a testament to our commitment,” Panganiban said. The Department allotted P2.3-billion in its 2023 budget for the construction of the said facility, which would include hubs in Cebu and Davao. The CEFA aims to strengthen the country’s capability to conduct first border inspections and improve its examination of containerized agricultural commodities. It also seeks to prevent the proliferation of agricultural smuggling. Under the MOU, the PRLI allows the government to use for a maximum of 25 years, its 10-hectare land for the CEFA, which will include a laboratory, incinerator, container yard, and truck parking, among others. The facility will be operated by the DA’s Food Safety and Regulatory Agencies (FSRA): Bureau of Animal Industry (BAI), Bureau of Plant Industry (BPI), Bureau of Fisheries and Aquatic Resources (BFAR), and National Meat Inspection Service (NMIS). “Consistent with the President’s vision of a prosperous Philippine agricultural sector, we will continue to work to ensure the completion of this project so that we could protect our industry and the many people who depend on it, including the health of our consumers, as the project is deemed to warrant the food safety for the general populace,” Assistant Secretary James Layug said. Meanwhile, BAI and CEFA Project Director Paul Limson said the construction is expected to be finished within 6 to 8 months. The facility will initially function as a 24-hour Off-Dock Custom Facility to handle agricultural importations from the country’s two main ports: Port of Manila and Manila International Container Port. Apart from protecting livelihood and ensuring quality and safe food for Filipinos, the said facility is anticipated to create jobs and bring about economic transformation to the province of Bulacan. Once operational, the facility is expected to employ about 1,500-2,000 unskilled workers in the province. Gov’t committed to improving healthcare
PAMPANGA — President Ferdinand Marcos Jr. said that his government is working “relentlessly” to make sure that all Filipinos had access to health care as he intends to build more health centers in rural areas. The Chief Executive made the remark as he inspected the building of a new multi-specialty medical center in Clark, Pampanga, which he said was part of his administration’s efforts to advance quality healthcare to Filipinos. “Rest assured, this administration is determined to bring quality healthcare and services closer to (the) Filipino people... We will not stop until every Filipino can say they have good access to quality healthcare,” he said in his speech during Clark Multi-Specialty Medical Center’s groundbreaking ceremony. The President thanked the Philippine Amusement and Gaming Corporation, the Clark Development Corporation and other government agencies for spearheading the establishment of the CMSMC. The project is a collaboration between government agencies and private sector entities, including the Department of Health, Bases Conversion and Development Authority, PAGCOR, CDC and Bloomberry Cultural Foundation Inc. of business tycoon Enrique Razon. Ensure completion of NSCR, PBBM tells agencies
President Ferdinand Marcos Jr. on Thursday urged the government agencies to work together to address the potential challenges concerning Project Right-of-Way due to the North-South Commuter Railway project. During the contract signing between the Department of Transportation and the winning contractors for the contract packages (S-01, S-03A and S-03C) under the South Commuter Railway Project in a ceremony in Malacañang, Marcos told everyone involved in the project to spare no effort in completing the “monumental” task. “I urge everyone involved in the project: spare no effort to complete this monumental task for the benefit of generations to come,” he said. “I also urge all concerned agencies to work together to address the potential challenges concerning Project Right-of-Way — such as the need for land acquisition and the relocation of utility poles installed along the area — so that the affected properties are cleared in time for the commencement of civil works,” he added. Marcos admitted that the projects would inevitably affect the informal settlers. However, the Chief Executive promised the government would help the affected residents. “These are (something) that we have to go through if we are going to complete the projects as they have been designed, and we will be able to reap the benefits in the longer term,” Marcos explained. As Marcos pointed out, the project is anticipated to provide roughly 3,000 jobs once civil construction on the covered sections starts. AFP pivots to external security, increases maritime presence
The Armed Forces of the Philippines is shifting its efforts to external security operations after "substantial gains" in internal security initiatives against the communist New People’s Army and other local terrorist groups. In a press conference on Tuesday, AFP spokesperson Col. Medel Aguilar said the shift from internal to external security operations will include more aerial and maritime patrols over the West Philippine Sea with an increased presence to 90 percent. "With our substantial gains on ISO, a shift to external security operations is on the horizon as we strengthen our security posture with the increased conduct of aerial and surface maritime patrols through our naval and air force air assets and ground forces,” he said. Aguilar did not give further details on the frequency of these patrols, but added that “The deployment of additional surface patrol ships increased the AFP’s presence in the KIG to about 90 percent of the time. This is a dramatic increase from the baseline of 30 percent in 2022.” The AFP has improved its capabilities and presence in the country’s strategic locations and maritime detachments in the Batanes group of islands, Kalayaan Island Group, and Tawi-Tawi and facilitated the completion of personnel barracks in Likas, Parola and Kota Stations in the Kalayaan Island Group, said Aguilar. “These are complemented by partnering with our ally and strategic partner armed forces from our global and regional allied countries that enables leveraging of capabilities through information sharing, subject matter expert exchange, and joint and combined maritime exercises,” he added, noting that the efforts “are with the help of an interagency-wholistic effort” through the National Task Force-West Philippine Sea. Indefinite water cuts loom, Maynilad says
The scheduled water service interruptions across more than half a million households supplied by west zone concessionaire Maynilad Water Services Inc. will be indefinite due to the depleting water supply as El Niño hits. At a press briefing on Monday, Maynilad Water Supply Operations Head Ronald Padua confirmed that service disruptions, which will last for nine to 11 hours, or between 7 p.m. and 4 a.m. or 6 a.m., will start on Wednesday, 12 July. The affected areas are the cities of Manila, Caloocan, Malabon, Navotas, Valenzuela and Quezon City. “I cannot answer yet the question about when we will experience these interruptions. Hopefully, there will be some rain at the Ipo watershed,” Padua told reporters. “Ipo dam has only a small storage capacity. Even if the release from Angat Dam is low, when there are local rains in the region, the water level rises and it helps divert water to Metro Manila,” he said. Padua said Maynilad did not consider the adverse effects of El Niño in its latest business plan due to the delayed announcement by the weather bureau. “Our latest business plan included assumptions that normal water will arrive for us. Our anticipation also takes into account the PAGASA forecast so if there is no forecast, we will not anticipate it. But we assure you that all this is being talked about,” Padua explained. To mitigate the impact of the interruptions, Maynilad vowed to fast-track the completion of its water augmentation projects. Among other things, Padua said Maynilad targets to complete more than 60 deep wells across its service area. Due to the depleting Angat Dam, whose water elevation fell below the 180-meter minimum operating level last weekend, the National Water Resources Board allocated only 48 cubic meters per second or cms for water concessionaires starting 8 July. The water share was lower than the 52 cms released from 16 April to 30 June, and the 50 cms from 1 to 7 July. Thus, Maynilad has been getting less supply than it needs to maintain normal service levels. The Water Resources Management Office or WRMO of the Department of Environment and National Resources on Sunday issued Bulletin No. 2 to all barangay officials and condominium and subdivision managers in the National Capital Region to advise residents to cut down on activities that consume large amounts of water, such as watering lawns and washing vehicles. The order came after the water in Angat Dam dipped to a critical level. The Philippine Atmospheric, Geophysical and Astronomical Services Administration had reported a significant drop in Angat’s water level since Friday. The decline, it said, averaged more than 0.40 meters daily as it further fell to 1.79.56 meters or .56 meters below its normal operating capacity. The WRMO advisory aims to raise awareness about the importance of water conservation and encourage residents to reduce water usage where possible. “As we prepare for even drier conditions due to El Niño, it is more than ever important to conserve water in order to prevent massive interruptions later this year,” the WRMO bulletin said. Residents, it added, should practice rainwater collection for non-potable use of water, and to reuse laundry and dishwashing water to water plants. He said he recognizes “the urgent need to revitalize the sector considering the problems that we face, particularly the effects of ASF and avian influenza.” With that, Marcos said the government has been working to address these sectors’ challenges, including the spread of ASF and avian influenza. He noted that the government has implemented several programs, including the Integrated National Swine Production Initiatives for Recovery and Expansion program. Marcos also announced the completion of phase one of the safety and efficacy trials for the ASF vaccines, saying the Bureau of Animal Industry has produced sufficient antibodies that are safe for use. PNP belies POGO raid rights violations
Legal representatives of Xinhuang Network Technologies are demanding that the Philippine National Police allow medical treatment for the 13 or more foreigners who were allegedly injured after being taken into police custody on 29 June. In a letter dated 1 July, the Vargas Law Office said that they received reports that the foreigners were injured during a commotion while in police custody at the compound of Xinhuang in Las Piñas City. Lawyer Ananias Christian Vargas said that one of the foreigners reportedly suffered a gunshot wound and that others have serious physical injuries. He claimed that the police have refused to allow an ambulance to transport the injured to a hospital. PNP public affairs office chief Brig. Gen. Redrico Maranan denied the allegations of police brutality and said that the PNP observes human rights. He said that more than 1,500 of the 2,700 rescued workers had already been released, but that foreigners remain in the area as they are still being processed in coordination with the Bureau of Immigration. “As a matter of policy, in every police operation, observance of human rights is paramount. Hence, Human Rights Affairs desks had been put up to ensure that the basic rights of the rescued victims are respected and protected at all times,” Maranan said. “Rest assured that the PNP’s aggressive and honest law enforcement operations are at all times conforming with the rule of law,” he added. The PNP said that the Las Piñas operations are part of the anti-human trafficking campaign in relation to violations of the Cybercrime Prevention Act. It also said that it has filed criminal charges against five Chinese nationals before the Department of Justice in relation to the raid of seven POGO establishments in Las Piñas City early this week. The raid led to the “rescue” of more than 2,700 alleged POGO workers, around 1,500 of them Filipinos, while the rest are foreigners, mostly from countries in Southeast Asia and the Middle East. Meanwhile, the Philippine Amusement and Gaming Corporation has issued a show-cause order to the representative of Xinchuang on why its certificate of accreditation and authority to operate should not be canceled. Pagcor also ordered Xinhuang to cease and desist from all offshore gaming activities pending the completion of the PNP investigation on its alleged criminal activities. Seized during the raid were computer units, SIM cards, cellular phones, and passports that wil be subjected to forensic investigation. PBBM receives PSAC-Agriculture achievements, approves recommendations
The Private Sector Advisory Council Agriculture Sector, through its lead and La Filipina Uy Gongco Group of Companies President and CEO Aileen Christel Ongkauko and PSAC lead convener and Aboitiz Group President and CEO Sabin Aboitiz, reported to President Ferdinand ‘Bongbong’ Marcos Jr. on the completion of several work plans that will enhance the efficiency and competitiveness of the Philippine agriculture industry. One significant achievement aligned with the council's goal to expedite government transactions is PSAC's successful advocacy to remove the Authority to Release Imported Goods requirement for Agricultural Non-VAT Products. The Bureau of Internal Revenue issued Revenue Memorandum Circular No. 31-2023 on 16 March 2023 relieving importers of the burden of securing ATRIG from the BIR. The responsibility of validating imported goods and submitting importers' lists for tax audit purposes now lies with certifying government agencies. Moreover, the BIR extended this non-issuance of ATRIG to importers of goods covered by VAT exemption through Revenue Memorandum Circular No. 68-2023 issued on 13 June 2023. Another noteworthy accomplishment pertains to fish importation. Recognizing the need to meet the demand for fish during closed seasons, PSAC’s recommendation on importation of fish in Luzon from November 2022 to January 2023 and in Mindanao from December 2022 to February 2023 was well-executed. The council also emphasized the importance of strategic planning for sugar importation, and suggested that imported sugar stocks be physically present in the country between May and July 2023. In addition to these accomplishments, PSAC presented a new set of recommendations aimed at driving further economic growth and development in the country by harnessing the potential of our agricultural produce. Firstly, PSAC recommended the establishment of nationwide mother-daughter stations for rice and corn storage as part of the Food Security Infrastructure Modernization Plan. According to PBBM, such stations, also known as hub-and-spoke stations, are working efficiently in Thailand and India and worth emulating in the Philippines. These stations would help maintain a 30-day buffer stock, ensuring food security. PSAC proposed the creation of a technical working group, with PSAC's active participation, to develop and implement this plan. To encourage private sector participation, the council suggested exploring public-private partnerships for each module, with the government guaranteeing an offtake of 100,000 metric tons per module per year. Additionally, the use of hybrid seeds for rice and corn during the wet season is advised, along with selecting key farmers within a 30-kilometer radius of each daughter station. The National Food Authority will lead the work plan. Secondly, PSAC recommended granting long-term permits of 25 years, known as Fishpond Lease Agreements, for aquaculture operations in dams and reservoirs. To promote equitable competition, it is strongly encouraged that all operators adhere strictly to environmental, labor and other applicable regulations. The Department of Agriculture, Bureau of Fisheries and Aquatic Resources, Department of Environment and Natural Resources and National Irrigation Administration will work together to implement the work plans. Thirdly, PSAC proposed issuing clear policies regarding delineation areas for commercial fishing. PSAC will collaborate closely with BFAR on this to establish science-based fishing areas based on depth, not distance from shore. The council further suggested extending the terms of licenses to operate fish farming areas, promoting stability and long-term investment in the sector. PSAC will work also with DA and DENR to execute the plan. PSAC reiterated its unwavering commitment to working closely with President Marcos and the government to implement these recommendations. In his video message, Go emphasized the urgent need to establish the Department of Disaster Resilience to enhance the country's preparedness and response capabilities in the face of future calamities. As Vice Chair of the Senate Committee on Finance, Go also supported several initiatives in the province, highlighting the vital role of infrastructure development to economic growth. Senator Bong Go, chair of the Senate Committee on Health and Demography, conducted a monitoring visit of the Malasakit Center at the Talavera General Hospital in Talavera, Nueva Ecija on Thursday, May 11, to personally assess its operations and ensure that indigent patients are given the assistance they need. The said Malasakit Center was launched on 6 August 2021 and is one of the 157 centers operating nationwide. In his speech, Go expressed his gratitude and admiration for the healthcare and non-healthcare personnel at the hospital, acknowledging their sacrifices and dedicated service, particularly during the challenging times of the pandemic. "Huwag kayong magpasalamat sa amin. Sa totoo lang, kami ang dapat na magpasalamat sa inyo dahil binigyan n'yo kami ng pagkakataon na makapagserbisyo sa inyo. Maraming salamat sa inyong lahat. Maritime industry stakeholders are calling the attention of President Ferdinand “Bongbong” Marcos Jr. to review the installation of Atty. Hernani Fabia as head of the Maritime Industry Authority or Marina despite a clear conflict of interest for owning a maritime school and training center. United Filipino Seafarers president, Engr. Nelson Ramirez, and Cargo Safeway Inc. president, Capt. Reynaldo Casareo, among others, have called on Malacañang to scrutinize Fabia’s posting since July 2022 and the implementation of some ridiculous mandates that are detrimental to the industry, particularly to seafarers. Fabia allegedly implemented the Management Level Course or MLC under Marina Advisory 2022-06, making it mandatory, and explaining that it is a crucial finding of independent evaluators hired by Marina to help the country pass the European Maritime Safety Agency audit. Casareo and Ramirez joined calls to reinstate Marina Advisory 2021-23 dated 7 May 2021, Marina Advisory 2021-45 dated 3 August 2021, and Marina Advisory 2021-49 by then Marina administrator, retired Navy Vice Admiral Robert Empedrad was rescinded by Fabia but made as the basis of an extension by the EU recognizing the Filipino crew’s certificates. “With the above, we can rectify all the malicious words thrown at his good person when he (Empedrad) was replaced as Marina’s administrator. Better, if he can be reinstated to his former position as administrator of Marina so he can continue a steady improvement in the areas indicated in the annexed documents stated in the letter of Mr. Henrik Hololei of the European Commission,” Casareo and Ramirez, both members of the Philippine Merchant Marine Academy Alumni Association Inc., said in a statement. Conditional okay The EU decision released on 31 March provides that Filipino seafarer certifications will be honored but the Philippines has to address six deficiencies which are monitoring, supervision and evaluation of training, examination, and assessment of competence, program and course design, availability, and use of training facilities and simulators, on-board training, and issue, revalidation, and registration of certificates, but it did not mention the MLC. The MLC has been hit as an added burden to seafarer officers by seamen and manning agencies because aside from its skyrocketing price that starts from P45,000 and 40 days of completion, it is marred with controversies. After all, some seamen can even avail of the said training course even if they will not attend it, “if the price is right.” Casareo, for his part, revealed that MLC with “no show” is being priced at a whopping P80,000 to P120,000. Fabia, back then, insisted that implementing the MLC is a solution for the country to produce competent seafarers and finally pass the EMSA Audit, which was also backed by Transportation Secretary Jimmy Bautista saying that seafarers should avail such training to be at par with the regulations of the European shipowners and regulators. Casareo said the MLC was supported by various training centers “because they are the ones who will benefit from it, as well as Fabia who owns PNTC Training Center.” The MLC, according to Casareo, is in the curriculum already and there is no need to make it mandatory but attestation of the actual shipboard experience as Chief Mates/2nd Engineers must be recognized by Marina as a prerequisite so they can take the Management Level exam. “During the time of Vice Admiral Empedrad, attestations were accepted, so many were able to take exams, and many passed. Only training centers that are offering MLC, are the ones benefiting from the circular issued by Fabia making it mandatory before they can take the exam. Many opted to board again rather than taking MLC as a waste of time and money, so manning agents’ deployment is affected because they cannot be promoted without Management licenses to be Master or Chief Engr,” he said. The website of the PNTC Colleges and Maritime Training Center showed that Fabia founded the institution on 18 April 1994.
