BBM distributes rice, cash to Capiz residents
President Ferdinand Marcos Jr. and Department of Social Welfare and Development Secretary Rex Gatchalian led the distribution of rice and cash aid to the vulnerable sector in the province of Capiz on Friday. In his speech, the President said that the government is taking steps to improve the lives of Filipinos by strengthening the country’s agriculture and expanding the benefits provided by other sectors. The President and the DSWD chief personally handed out the rice assistance and livelihood grants to the program beneficiaries of the Department at the Capiz Gymnasium in Roxas City. Some 1,000 beneficiaries of the Pantawid Pamilyang Pilipino Program — 679 of whom were also affected by the red tide incident in the province — each received a 25-kilo sack of premium rice. The distributed rice is still part of the more than 42,000 sacks of rice seized by the Bureau of Customs, which was later donated to the DSWD for distribution to the “poorest of the poor.” “I am happy that our project is able to help many people. This simply means that our leadership is heading in the right direction,” said Marcos. President Ferdinand Marcos Jr. asked the public to report agricultural commodity smuggling and hoarding to authorities as his administration eyes stiffer penalties for agricultural economic sabotage. As the Chief Executive led another round of rice distribution in Capiz, Marcos told the Filipinos not to be afraid of reporting the smugglers to authorities if they had information against those involved in these transactions. "If you know someone involved in these types of transactions, do not be afraid to report them to the authorities," Marcos said. "No matter how big their syndicate is, just like the smuggler we apprehended at the Zamboanga pier last August, they can't even compare to our united strength," he added. Marcos also asked the public to help the government safeguard the local market from smugglers and hoarders, who continue to manipulate the prices of agricultural goods. The chief executive also assured that his administration is already coordinating with legislators to amend the Republic Act No. 10845, or the Anti-Agricultural Smuggling Act of 2016, and impose severe sanctions on these perpetrators and their accomplices. "We are also coordinating with Congress to amend certain laws to officially classify agricultural economic sabotage as a crime and to increase the penalties for it," he said. CDC halts illegal diggings in Clark
A cease and desist order, or CDO, was issued by the Clark Development Corporation last week against Rolando Capiz for unauthorized digging and other earth-moving activities within the Clark Special Economic Zone, or CSEZ. According to the CDC, the order was prompted by the lack of the required environmental and construction permits by Capiz, as mandated by the CDC. CDC building facilities permits division manager Leoncio Tan issued the CDO to Capiz pursuant to the provisions of the National Building Code requiring permits for construction activities and similar works. Capiz, reportedly renting heavy equipment, received the CDO for unauthorized activities in Sitios Monicayo and Calapi, Barangay Calumpang, CADT 025-A, jointly managed by CDC, Tribong Ayta and NCIP under a valid JMA. EMB sanctions sought On 11 August, Agnes VST Devanadera, CDC president and CEO, wrote to Gilbert Gonzales, Environmental Management Bureau director, urging action on the extensive 300-hectare earth moving activities. She also requested that EMB should issue appropriate sanctions since the said activity lacks the required Environmental Compliance Certificate provided for in pertinent issuances of the Bureau. Furthermore, on 31 July, Rommel Narciso, CDC’s assistant vice president for External Affairs, inquired from NCIP RO3 regional director Roland Calde if their office has conducted the Free and Prior Informed Consent process and issued the corresponding certification precondition for the development activities being conducted in the area within CADT 025-A. Calde, in a letter dated 12 September, informed the CDC that an investigation had been conducted on 29 August, revealing alleged earth moving activities without an FPIC application. “Hence, the notice of cease-and-desist order to the concerned individuals and their partners for their permits at the DENR, LGU, endorsement of CDC, and processes of FPIC processes to the NCIP,” Calde wrote. Bong Go provides additional support to micro-entrepreneurs in Roxas City, Capiz
Senator Christopher "Bong" Go, on Thursday, August 31, provided livelihood support to 43 microentrepreneurs at Barangay Dayao in Roxas City, Capiz, who had previously been impacted by different crises. The identified microentrepreneurs are also beneficiaries of the Department of Trade and Industry (DTI) through its Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program. Aside from the livelihood assistance, Go’s team also distributed snacks, masks, shirt, shoes, and basketballs to the beneficiaries. Select beneficiaries also received cellphones. “Nais kong magpasalamat sa DTI sa inyong PPG program dahil hindi lamang nagbibigay ng tulong kundi pati na rin ng sapat na kaalaman at kakayahan para sa mga pamilyang apektado ng iba't-ibang kalamidad, tulad nitong pandemya,” Go said. “Ang PPG program ay isang malinaw na halimbawa kung paano natin maipapakita ang malasakit at suporta sa ating mga kababayan na tinamaan ng mga pagsubok. Go pushed for DTI’s PPG program during the Duterte administration to help boost the livelihood of communities affected by crises. The OTOP Philippines Program, authored and co-sponsored by Go, represents a governmental stimulus strategy strategically crafted to nurture the expansion of Micro, Small, and Medium Enterprises (MSMEs) nationwide. The program places a strong emphasis on harnessing local resources while concurrently safeguarding the rich tapestry of cultural heritage. Meanwhile, as Chair of the Senate Committee on Finance, Go encouraged residents to seek the services of the Malasakit Center at Roxas Memorial Provincial Hospital in the city where they may conveniently avail of medical assistance from existing programs of the government. Malasakit Centers bring together representatives from the Department of Social Welfare and Development (DSWD), Department of Health (DOH), Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office. These one-stop shops aim to support impoverished patients in reducing their hospital costs to the least possible amount. The Malasakit Centers Act of 2019, principally authored and sponsored by Go, mandates DOH-run hospitals, plus the Philippine General Hospital, to provide necessary assistance to indigent patients by covering various patient services and fees. To date, there are 158 Malasakit Centers nationwide that have helped over seven million poor and indigent Filipinos, according to DOH. Meanwhile, citing how the COVID-19 pandemic highlighted the crucial need to fill in the gaps in the country’s healthcare system, Go continues to push for the establishment of Super Health Centers. Go said that the centers can significantly help reduce occupancy rates in main hospitals by making available basic health services in communities, such as database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit, among others. Through Go's initiative and with the help of his fellow legislators, some 307 Super Health Centers were funded in 2022. He also successfully pushed for the funding of at least 322 more Super Health Centers in this year's health budget. Super Health Centers will also be established in strategic areas in the province, such as in Dumalag, Tapaz, Jamindan, Mambusao, Panay, Panitan, Pilar, President Roxas, Sigma, and Roxas City. PNR: Massive train projects drive growth
State-owned railway company Philippine National Railway or PNR said the massive pipeline of train projects will not just offer convenience to commuters, but it will also help the economy trim the revenue losses due to traffic congestion, especially in Metro Manila. “Our commuters deserve to experience the luxury of riding on a train safely and comfortably. Aside from that, improving our train systems will also ease daily traffic,” PNR chairman Michael Ted R. Macapagal said in an interview at Straight Talk on Tuesday, an online show of the Daily Tribune. “The economy loses billions of pesos in traffic in Metro Manila daily. But the President, with the help of the Department of Transportation Secretary Jaime Bautista, will push to revolutionize the entire transportation system in the country. The Philippines will be different in five to six years,” Macapagal explained. According to the Philippine Chamber of Commerce and Industry, about P3.5 billion is lost daily due to the congested Metro Manila roads. Citing projections by the Japan International Cooperation Agency, the economic losses could balloon to P5.4 billion daily by 2035 if the gridlock issues will be unresolved. In his second State of the National Address on Monday, President Ferdinand R. Marcos Jr. bared that the DoTr will take on railway projects with a total length of more than 1,000 kilometers. The pipeline includes the following: PNR North Long Haul, 853 kilometers; Panay Railway, 100 kilometers; North Mindanao Railway, 54 kilometers; and San Mateo Railway, 17 kilometers. According to Bautista, all of these projects have secured funding to initiate feasibility studies. He said procurement is now ongoing for consultancy firms to create the feasibility studies for the rail projects lined up by the administration. “We initiated several railway projects, with a total length of more than 1,000 kilometers,” the President said. “Roads, bridges, and mass transport systems will be interconnected. This network will provide access and passage to vital and bustling economic markets, such as agriculture hubs, tourism sites, and key business districts,” Bautista said. PNR North Long Haul will be composed of four phases: Clark-La Union, La Union-Ilocos Sur, Ilocos Sur-Ilocos Norte and Cagayan Valley. It is envisioned to link strategic infrastructure, logistic system, and economic zones such as the Clark Freeport Zone, Poro Point Freeport Zone, Laoag International Airport, Port Irene, and Cagayan North International Airport (Lal-lo Airport). The Panay Railway project seeks to establish a modern and efficient railway system across the provinces of Aklan, Antique, Capiz, and Iloilo. The railway will serve as a vital link between major cities, towns, and economic hubs, facilitating the movement of goods, services, and people. Northern Mindanao Project, meanwhile, involves the financing, design, construction and operations, and maintenance of a 54.8-kilometer high-capacity, initially inter-city passenger railway system that will span across the highly urbanized city of Cagayan de Oro, connecting the Municipalities of Laguindingan and Villanueva, Misamis Oriental. Western Visayas ARBs unburdened by new law
ILOILO CITY — The Department of Agrarian Reform in Western Visayas on Monday disclosed that at least 170,096 Agrarian Reform Beneficiaries in the region became recipients of the newly-signed Republic Act 11953 or the New Agrarian Emancipation Act, one of the priority measures under the administration of President Ferdinand R. Marcos Jr. DAR regional director for Western Visayas Atty. Sheila Enciso said that the law condones the principal payment, interests and penalties. “Last 7 July, our President signed the New Agrarian Emancipation Act where our farmer-beneficiaries will become debt-free from the lands that were awarded to them,” said Enciso, adding that beneficiaries can already purchase farm inputs for higher production and pay for their household expenses using the amount supposedly intended for their amortization. The DAR regional director also said that the bulk of beneficiaries came from Negros Occidental with 134,447, while other farmer-beneficiaries were from Aklan with 641; Antique, 433; Capiz, 24, 194; Guimaras 2,298; and Iloilo, 8,083. It covered around 209,865 hectares, with Negros Occidental having the biggest area at 68,469, while in other provinces, Aklan has 1,198; Antique, 605; Capiz, 30,255; Guimaras, 3,428; and Iloilo with 5,910. The new law covers ARBs whose land was awarded under Presidential Decree 27 or the Tenant Emancipation Decree in 1972, Republic Act 6657 or the Comprehensive Agrarian Reform Law of 1988, and Republic Act 9700 that extends the acquisition and distribution of agricultural lands under the Comprehensive Agrarian Reform Program. DAR, Land Bank of the Philippines and other concerned agencies have 60 days to craft the Implementing Rules and Regulations, expected to be published by September. There will also be an inventory to harmonize the data of the LBP and the DAR, she said. The regional director hoped that beneficiaries will continue to hold on to their awarded lots even if under the law they can be disposed of after 10 years. Enciso said the land is a very expensive commodity and since they acquired it at a lower price, they may hold onto it until they can pass it on to their children. “We encourage our farmers to join cooperatives or form organizations because the full support services given by DAR and other government agencies are coursed through the organization,” said Enciso. PULSO kiosks survey port users’ satisfaction
The Philippine Ports Authority on Tuesday unveiled its new Port Users and Locators Satisfaction Outlook or PULSO that will collate feedback from port customers and users. "This PULSO is a modern, real-time and efficient customer feedback system. The set of questions used in the system is based on the PPA's compliance with the Anti-Red Tape Authority. Through the system, the public can rate the PPA port services, service providers and shipping lines," PPA general manager Atty. Jay Daniel Santiago told reporters during the celebration of PPA's 49th anniversary at its head office in Manila. "It features five languages to include English, Tagalog, Ilocano, Bisaya, and Pangasinense. Other languages can also be added as the need arises. A QR code is also provided for those who opt to answer the feedback form through the use of their mobile phones," he added. Santiago said the PULSO project is worth P87.350 million, with two years service contract under its software provider Cosmotech Philippines Inc. Santiago said 128 PULSO kiosks are already installed in all ports nationwide. The first kiosks were deployed at the Port of Abra de Ilog in Mindoro, Terminal Management Office in Capiz, and TMO Camarines in the first week of June 2023. As of 11 July 2023, all kiosks were already properly installed. Cruise terminals Meanwhile, Santiago said the PPA is finishing construction of world-class cruise ship terminals in Coron, Palawan; Currimao, Ilocos Norte; and Siargao Island, Surigao del Norte. All three terminals are scheduled for completion this year or in the first quarter of 2024. "Similar to the airports, we want to build exclusively dedicated cruise terminals with the focus being to accept foreign tourists. It will have the best facilities, as well as customs and immigration personnel, excursion and tour operators, and kiosks that sell local products that would serve tourists, like a one-stop shop," the PPA chief said. The cruise terminals match the specifications of cruise vessels which are larger than cargo ships. According to the Department of Tourism, there are 139 cruise vessels scheduled to make their maiden port of call in the Philippines for 2023 and are set to tour around 36 tourist sites. He said the PPA has completed 30 infrastructure projects during the first term of President Ferdinand Marcos Jr. Out of the 30 seaport infrastructure projects, 11 projects were completed in 2022, while projects were completed earlier this 2023, and 13 projects are ongoing this year. Capiz holds Pride March during Capiztahan
The province of Capiz, in the eastern part of Panay Island, held a Pride event on 22 April, as part of its annual festival, Capiztahan, which happened from 14 April to 1 May this year. Ki-ày: The Capiz Pride March was organized by the provincial government of Capiz together with several LGBTQI+ groups. It is considered as the first Pride event to be supported by the local government. Before this, however, the LGBTQ+ community of the province mounted the Capiz Pride March and Festival on 1 December 2019 in observance of World AIDS Day, which some consider as the first Pride march in the Western Visayan province. The 22 April affair was highlighted by Duag Balangaw: A Parade of Rainbow, which started on Immaculate Heart of Mary Avenue and ended at the Pueblo de Panay Technopark in Lawa-an, Roxas City. Contingents from Sapian, Panay and President Roxas were judged as having the best performances. She was joined by drag performers from Roxas Drag Royale, WVSU Drag Community and Bacolod Drag Queens, including Keana Nenita Evangua, Precious Kendra, Mhamoo Queen of all Mercy, Simplicity Glow, Holy Bang, St. Arie Blaire, Viper, Naptune Verosika, Blache E’Nana, ABCDEF Beatrice, Kelly Spirit and Jaundi Lierre. Actor Kit Thompson served as special guest performer. The drag show was followed by an after party with DJ Mike Lavet of Cove and Nectar Manila, Marxx and Nico Bialen. In October 2022, Capiz State University developed a technical working group to ensure that uniform policies respect human rights, particularly the right to self-expression of LGBTQ+ students, the first state university to do so.
