Signal No. 5 up in Eastern Babuyan Islands
Super Typhoon "Egay" has maintained its strength as it endangers Extreme Northern Luzon, according to PAGASA’s 2 pm advisory. Signal No. 5, the highest public storm warning signal, has been raised in Camiguin island, the eastern portion of Babuyan islands. According to the state weather bureau’s latest advisory, the storm is last located 230 kilometers east of Tuguegarao City, Cagayan. The super typhoon carries maximum sustained winds of 185 kilometers per hour and gusts up to 230 kilometers per hour. Egay is currently moving northwest, still heading to Northeastern Cagayan-Babuyan Islands at a speed of 20 kilometers per hour. Signal No. 4 is raised on the northeastern portion of mainland Cagayan, specifically the towns of Santa Ana and Gonzaga and the rest of Babuyan islands. The super typhoon is expected to continue its northwest direction in the next 12 hours, before shifting west-northwestward. A northward or southward shift in Egay’s track may result in a close approach or landfall in the landmass of northeastern Cagayan and Babuyan Islands. The Municipal Disaster Risk Reduction Management Council of Calayan Islands said it has conducted preemptive evacuations due to the looming threat of Egay, with 54 families or a total of 188 individuals evacuated. In Santa Ana, Cagayan, 42 families or 154 individuals were evacuated to ensure their safety. The rescued individuals were residing in Barangays Palawig, Tangatan, Centro and Casambalangan. In Peñablanca, Cagayan, the Natallag Bridge in Barangay Manga is temporarily closed to any type of vehicles due to the overflowing of Pinacanauan River. Major US highway collapses after vehicle fire
A fire caused an overpass on one of America's busiest highways to collapse early Sunday in Philadelphia, authorities said, as reports attributed the cause to a truck that burst into flames under the bridge. The collapse took out four traffic lanes along an elevated section of heavily traveled Interstate 95, though no injuries were immediately reported. "Companies arrived on location and they found... heavy fire from a vehicle -- we don't know what type of vehicle it was," Battalion Chief Derek Bowmer of the Philadelphia Fire Department told a news conference. Bowmer added the situation was considered a hazmat incident, but could not confirm reports that the burning vehicle was an oil tanker. Local media reported that Philadelphia police, as well as the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), were looking for the driver of the vehicle associated with the fire, whose whereabouts are unknown. An ATF spokesman told AFP that its Philadelphia field division "is supporting the investigation" and referred additional inquiries to the fire department. The fire department declined to comment. The north-south highway -- one of the busiest in the United States, connecting major cities along the East Coast from Maine to Florida -- remains closed in both directions in the Philadelphia area, officials said. Rebuilding the section of destroyed highway could take weeks, authorities said, a nightmare scenario for commuters as well as for road travelers at the start of the summer holiday season. "Avoid (the) area. Plan and seek alternative travel routes," the Philadelphia Office of Emergency Management said in a tweet. US Secretary of Transportation Pete Buttigieg said on Twitter he is offering "any assistance that USDOT can provide to help with recovery and reconstruction." Television images showed flames and billowing smoke coming from the crumbled section of I-95 in the northeastern city's Tacony neighborhood, with parts of the elevated roadway having fallen onto the lanes below. City authorities issued a series of alerts on Twitter about a tanker truck fire on the highway, which local media reported went up in flames underneath the bridge, apparently causing the collapse. A city spokeswoman told AFP that a "large fire under I-95" caused the highway to collapse, but did not attribute it to any vehicle. She said the fire has been declared "under control." Local media reported the fire started around 6:20 a.m. (0220 GMT) when Sunday traffic is typically light. "I will always be grateful to our first responders for the dangerous, life-saving work they do to keep residents and visitors safe," Philadelphia Mayor Jim Kenney said on Twitter. The southbound lanes of the highway, while still standing, are "compromised," Bowmer said. "They got a lot of heat and heavy fire." "I-95 will be impacted for a long time, for a long time," city Managing Director Tumar Alexander told a news conference, according to The Philadelphia Inquirer. Residents told city media outlets that they heard several explosions, which a fire department captain told the local NBC station were coming from underground, caused by runoff from the truck. Visayan growth
This piece is being written as I traverse the Visayan region which is carrying greater prospects for future economic growth. For the past months, I’ve written on Mindanao and Central Luzon and how these regions have experienced rapid development thanks to the nationally elected political leaders who hail from their provinces, Vice President Sara Duterte and the former president now Deputy Speaker Gloria Macapagal-Arroyo, respectively. At times neglected in the discussions is the Visayas region. This time around, I was able to spend time in Iloilo and Cebu – both highly urbanized regional growth areas outside of Metro Manila. Iloilo is a wonderful city as it exists harmoniously with its bodies of water. Esplanades and walkways allow everyone to enjoy the river, which serves as a leisure area, transportation hub, and entry for goods, which is quite uncommon in the Philippines. Usually, Philippine rivers are either for people or for goods, not both, since our rivers are easily polluted. But in Iloilo, as well as neighboring Guimaras, their rivers bring life to the province. The only eyesore in Iloilo would be the “sinking” Ungka flyover located in Pavia. This project cost the government P680 million but it was closed shortly after it opened because motorists experienced a “wavy” sensation while driving on it. It was later learned that some of its pillars were sinking at the rate of two centimeters per day. A study showed it would take an estimated P250 million to repair the flyover and make it safely usable to the public. One reason to be excited about Iloilo should be the proposed revival of the Panay Railway, which was mentioned by President Bongbong Marcos Jr. in his SoNA last year and included in the Infrastructure Flagship Projects approved by NEDA. On this trip, I learned that Panay used to have a working railway that connected Iloilo City to Roxas City, and that plans for its revival would further connect Iloilo to Caticlan thus, the resort island of Boracay. Imagine having tourists land in Boracay, spend a few days there, then take a train to Iloilo where they would further be immersed in Philippine culture in one of the oldest cities of the country. Cebu is an established gem of a city, with traffic nearing Manila levels. Walking around Cebu feels like being in Alabang or BGC. One thing missing in Cebu is tollways to connect its cities and municipalities. This may change soon with the inclusion of the Metro Cebu Expressway in the NEDA-approved IFPs. The 72-kilometer project, once completed, will connect Naga City to Danao City, cutting travel time from three hours to 50 minutes. The project was started years ago, but only a reported five kilometers of it have been finished so far due to lack of funding. At this rate of budget allocation, it will take 20 years to finish it. Now, the project will continue and be finished sooner via a PPP arrangement after Metro Pacific Tollways Corp. — the same company that built the iconic Cebu Cordova Link Expressway bridge — has expressed interest in it. Whenever I visit Cebu, it seems that a major development had taken place. This time was no different. Even in Iloilo, there are new buildings erected almost monthly. One notable building is the 14-story Stronghold Insurance Building in Mandurriao, Iloilo City, an area surrounded by Ayala, SM, Vista Land, and Megaworld developments. Typhoon renders 14 road sections in Bulacan impassable
Fourteen road sections in Bulacan became impassable due to typhoon “Ulysses” Thursday. (MANILA BULLETIN FILE PHOTO) Initial road assessment by the Department of Public Works and Highways showed that 14 sections of nine national roads are not passable as of 10 a.m. Three sections of the Manila North Road were closed. The Banga Section is not passable to light vehicles due to .40-meter deep flood; Saluysoy Section in Meycauayan, Bulacan is also not passable to light vehicles due to .30-meter deep flood; and Ibayo Section (SM Marilao) in Marilao, Bulacan is impassable to light and medium vehicles due to .50-meter flood. The Salacot Section of the Daang Maharlika Road in San Miguel, Bulacan and the San Ildefonso Section in San Ildefonso, Bulacan became impassable to all types of vehicles due to .20-meter deep flood and fallen electrical posts, respectively. The road’s Maasim Section in San Ildefonso was also closed to light vehicles due to .30-meter deep flood. Camias Section of thebSan Miguel – Sibul Road in San Miguel is not passable to light and medium vehicles due to .80-meter deep flood. Partida Section of the Sta. Maria-Norzagaray Road at the Norzagaray-Sta.Maria boundary will remain impassable until the fallen camachile tree in the area is cleared, the department said. The Gen. Alejo Santos Highway in Angat, Bulacan also became impassable to heavy and large vehicles due to fallen tree. The Sta. Rita-Camias Old Road in San Miguel is not passable to light vehicles due to .50-meter deep flood. A .30-meter deep flood also caused the closure of the Camalig Section of the Meycauyan-Camalig Road, a section of the Sta. Maria Bypass Road in Sta. Maria, Bulacan, and the Bagbaguin Section of Bocaue-San Jose Road in Sta. Maria. All three road sections are not passable to light vehicles. According to the department, roving maintenance personnel and crew have been deployed to undertake initial response and monitoring of the affected road networks. “Rest of national roads and bridges are passable with extra caution,” it added. Four road sections in Zambales were also affected. As of 11 a.m., a section of the Olangapo-Bugallon Road was flooded due to overflowing NIA waterway. Sandbagging of the flooded portion have been done, the agency said. The Kalaklan Gate Bridge of Olongapo-Bugallon Road was also flooded. Maintenance crew were already deployed to clean its bridge drains. Another section of the road became impassable due to its obstructed canal. Clearing operations are now under way. Soil erosion was reported on Jose Abad Santos Ave. Sandbagging on the affected section have been implemented. Heads up, motorists! The fourth U-turn slot that will be closed on EDSA is the one near Dario Bridge in Quezon City. (Photo from MMDA) The Metropolitan Manila Development Authority (MMDA) said it will be closed to vehicular traffic on Monday (November 9). Per the agency, they have already installed signages on EDSA to inform motorists of the impending closure. The agency has advised affected motorists to take the following alternate routes: From northbound going southbound, they may take the U-turn slot near Oliveros Drive in front of Shell station. Those southbound, meanwhile, may utilize the U-turn slot beneath the EDSA-Quezon Avenue flyover. MMDA Chairman Danny Lim said the agency is one with the Department of Transportation (DOTR) in exploring ways to facilitate faster movement of both commuters and private motorists on EDSA, adding that the closure of 13 U-turn slots along EDSA are aimed at easing traffic congestion on the major thoroughfare. The MMDA said this will pave the way for the new EDSA Busway/ Carousel project of DOTR which designates the innermost lane as exclusive for buses travelling along the national highway. So far, MMDA has closed three U-turn slots — the ones near North Avenue, in front of Quezon City Academy and near Corregidor Street.
