Sikhs protest outside India consulates in Canada
Indian flags were burned and pictures of Prime Minister Narendra Modi were trampled on at protest rallies by Canadian Sikhs outside Indian diplomatic missions in Canada on Monday. “The Indians, they are terrorists, they killed our brother in Vancouver, so that’s why we are protesting here,” Harpar Gosal of Toronto said outside of the Indian consulate in Toronto, referring to the murder in June of Canadian citizen Hardeep Singh Nijjar. “We are not safe back home in Punjab, we are not safe in Canada,” another protesting Canadian Sikh, Joe Hotha, said. Several hundred people gathered in Toronto as well as in Ottawa and Vancouver to denounce Modi’s government. The protests were stirred by Canadian Prime Minister Justin Trudeau statements before parliament that New Delhi was possibly involved in the assassination of the Sikh leader, triggering a major diplomatic crisis between the two nations. Nijjar, who was wanted in India for alleged terrorism and conspiracy to commit murder, was shot dead by two masked assailants. The Indian government called the Canadian accusations “absurd” and vehemently denied them. It also advised its nationals not to travel to certain Canadian regions “given the increase in anti-Indian activities” and temporarily stopped processing visa applications in Canada. Jagmett Singh, the leader of the left-wing New Democratic Party and a Trudeau ally, said Trudeau's announcement confirms suspicions that India was interfering in the democratic rights of Canadians. U.S. backs probe on Sikh’s slay
An American official has supported a call by Canadian Prime Minister Justin Trudeau for India to cooperate in the investigation of a Sikh leader’s assassination in Vancouver in June. “We want to see accountability. And it’s important that the investigation run its course and lead to that result,” US Secretary of State Antony Blinken told reporters in New York, where he was taking part in the United Nations General Assembly. “We would hope that our Indian friends would cooperate with that investigation as well,” Blinken said, referring to Canadian citizen Hardeep Singh Nijjar. Nijjar, who was wanted in India for alleged terrorism and conspiracy to commit murder, was shot dead by two masked assailants. Blinken’s statement came four days after Trudeau linked Indian intelligence agents to the murder of the activist campaigning for the creation of a Sikh homeland called Khalistan. New Delhi insisted it had nothing to do with the killing, adding that Prime Minister Narendra Modi had “completely rejected” the accusation when earlier raised privately by Trudeau. BoI endorses P19-B SteelAsia steel mill
The Board of Investments has endorsed the P19.3-billion Batangas steel mill project of SteelAsia Lemery Works Inc. in Lemery, Batangas to the green lane to expedite the processing and issuance of permits and licenses as a strategic investment. In a statement on Thursday, the BoI said it endorsed the 500,000 metric tons, or MT, section mill project, through Executive Order 18 for green lane priority. The project is scheduled to start its operation in July 2024, employing 600 personnel and workers from the local town and nearby areas. BoI Governor Marjorie Ramos-Samaniego with Executive Director Bobby Fondevilla and Director Ernesto delos Reyes Jr. led the awarding of the Green Lane Certificate of Endorsement to the officials of SteelAsia on 15 September 2023. Ramos-Samaniego added that through the faster process, BoI, in collaboration with the Department of Information and Communications Technology, will come up with an online portal for Green Lane’s facilitation of strategic investments. The project is the greenfield design, erection, and commissioning of the Philippines’ first sections of production, a state-of-the-art hot-rolling production line with an upstream integrated recycling-based steelmaking. The Philippines ranked 20th among top steel importers globally, due to the lack of steel manufacturers. Imports from China In 2022 alone, the Philippines imported about $5.23 billion worth of steel, $2.18 billion of which was imported from China. Local steel manufacturing is deemed insufficient to address the growing demand for the product, especially with the increasing consumption of sections from both infrastructure projects and private developments. “Green Lane will be very helpful to the company. We consider it as a “win” for the country and we will convert this privilege into action,” said Benjamin Yao, chairperson and CEO of SteelAsia, noting that his company commits to supporting the goals of the nation of developing more infrastructure projects. SteelAsia’s project has an import-substitution strategy targeting the large and fast-growing domestic market for the sale of the mills’ output. The plant will manufacture using electric arc furnace technology to refine steel which will be used to hot-roll steel sections such as H-beams, I-beams, I-channels, and unequal leg angle bars. The presence of local manufacturers aims to lower the cost of construction, shorten construction periods, and further spur growth in domestic construction. She also cited that Dyson emphasized that their investment would generate around 1,250 employees and “would move more contract manufacturing into the Philippines by the middle of 2024, or the second or third quarter of the year.” Marcos welcomed Dyson’s interest in investing in the Philippines. “So, well, let’s see with all those that we have, that we can do,” the President said, adding that “this will be very interesting” for the Philippines and the Filipino people. Marcos emphasized that their investment would mean hiring more software engineers and other engineering graduates. Rice sellers’ aid continues
Rice retailers who were hit hard by the implementation of Executive Order 39 continue to receive subsidies of P15,000 each throughout the country, the Department of Trade and Industry reported on Saturday. Along with representatives of the Department of Social Welfare and Development, DTI representatives successfully distributed cash assistance to the first batch of micro rice retailers in Northern Mindanao from 13 to 15 September 2023. The cash assistance was through DSWD’s Sustainable Livelihood Program (cash assistance for micro rice retailers). According to the DTI, 92 percent or 36 out of 39 qualified micro rice retailers in Northern Mindanao, which consists of Bukidnon, the island province of Camiguin, Lanao del Norte, Misamis Occidental, and Misamis Oriental, received cash assistance during the simultaneous payouts. Meanwhile, the remaining three rice retailers are set to receive cash assistance in their respective DSWD provincial offices within the week. “DTI Region 10 commits to the fast-tracking of the profiling of more qualified beneficiaries in the region in preparation for the next round of financial assistance distribution while also conducting day-to-day monitoring of prices and supply of rice in the market,” the DTI statement said. Fisherfolk opposes Fisheries Code amendments
TACLOBAN CITY — Fisherfolks, civil society organizations and academic experts are calling on legislators to deny the proposal of the Bureau of the Fisheries and Aquatic Resources to amend the Fisheries Code and commercial fishing vessels in municipal waters. Regional Agriculture and Fisheries Council in Eastern Visayas chairperson Martha Cadano stressed that there were no consultations made with the local government units and other affected sectors before BFAR made the assessment and review of the Republic Act 10654 or the Philippine Fisheries Code. “The assessment and review of RA 10654 is not enough because there was no LGU participation. BFAR should have at least consulted the mayors of affected municipalities before it takes steps,” said Cadano. Cadano leads a community-based and women-led enterprise that processes sardines in Victoria, Northern Samar. In a statement, a broad coalition of academe, civil society and fisherfolk, asked President Ferdinand Marcos Jr. and members of the Congress and the Senate to deny BFAR’s proposal to allow commercial fishing inside the 15-kilometer municipal water zone of the sea. Senator Cynthia Villar, chair of the Senate Committee on Agriculture and Food and the primary author of RA 10654 or the Fisheries Code, as amended, commits towards enabling mechanisms for the strict implementation of the law. Franco’s Spain: a long and haunting dictatorship
What was one of Europe's longest-running dictatorships comes under scrutiny on Friday as a victim of alleged torture by the forces of General Francisco Franco testifies for the first time in a Spanish court. AFP looks back at the dictator's repressive 36-year legacy, which continues to divide Spain nearly half a century after his death in 1975. Civil War Franco rose to power during the Spanish Civil War, which began in 1936 when he led a coup against the country's left-wing Republican government. A three-year battle for control of Spain ensued, pitting Franco's Nationalist rebels, backed by fascist Italy and Nazi Germany, against the Soviet-backed Republicans. The Nationalists won the conflict, which ended in 1939 with hundreds of thousands of dead. Among the killing sites was the Basque town of Guernica, which was bombed by German war planes -- an atrocity immortalised in a haunting painting of the same name by Spanish artist Pablo Picasso. In his book "The Spanish Holocaust", historian Paul Preston estimated that 200,000 people died in combat during the conflict, and another 200,000 were murdered or executed -- 150,000 at the hands of the Nationalists. Atrocities were also committed by the Republican side. After WWII broke out, Franco held talks with Hitler on joining the Axis Powers but ultimately decided against direct military involvement. Executions and stolen babies Franco ruled for another three decades with the backing of the military and the Catholic Church. During his first five years in power, he executed tens of thousands of Republican prisoners and dumped their bodies in mass graves. Spain's prison population shot up, and half a million people fled the country as their property was seized. Newborns were snatched from opponents and poor families to be passed on to couples unable to have children, many of them close to Franco's regime. Campaigners estimate there were thousands of "stolen babies" over the decades. Reckoning with the past After Franco's death on November 20, 1975, King Juan Carlos succeeded him as head of state and led the transition from dictatorship to democracy. The authorities opted for a "pact of forgetting" over the dictatorship's crimes, to avoid a spiral of score-settling between Franco supporters and opponents. For decades, all attempts to bring Franco-era officials to justice were blocked. A major shift took place under Socialist Prime Minister Pedro Sanchez, who has driven efforts to commemorate those who died or suffered violence or repression during the civil war and dictatorship. One of his most controversial moves was to remove Franco's remains from a vast hillside mausoleum north of Madrid that drew a steady stream of right-wing sympathizers and move them to a more discreet family tomb. Right-wing parties have accused Sanchez of needlessly dredging up the past and vowed to reverse a new law that commits the state to searching for victims of the dictatorship buried in unmarked graves. According to Article 282 of the Labor Code, an employer can terminate an employee for just causes, which could be any of the following: 1) serious misconduct or willful disobedience by the employee of the lawful orders of his employer or representative in connection with his work; 2) gross and habitual neglect by the employee of his duties; 3) fraud or willful breach by the employee of the trust reposed in him by his employer or duly authorized representatives; 4) commission of a crime or offense by the employee against the person of his employer or any immediate member of his family or his duly authorized representatives; and other similar causes. However, in cases wherein there is just cause for termination, employers must still comply with the requirements of substantive and procedural due process. Procedural due process consists of the twin requirements of notice and hearing. The employers must furnish the employees with two written notices or the “Two notice Rule” before the termination of employment can be effected. As held in the case of Pepsi-Cola Bottling Co., Inc. v. NLRC: “The law requires that the employer must furnish the worker sought to be dismissed with two written notices before termination of employee can be legally effected: (1) notice which apprises the employee of the particular acts or omissions for which his dismissal is sought, and (2) the subsequent notice which informs the employee of the employer’s decision to dismiss him (Sec. 13, BP130, Sec. 2-6 Rule XIV, Book V, Rules and Regulations Implementing the Labor Code as amended). Failure to comply with the requirements taints the dismissal with illegality. This procedure is mandatory; in the absence of which, any judgment reached by management is void and inexistent. BSP commits to UN-endorsed sustainable investment policies
The Bangko Sentral ng Pilipinas (BSP) has signed the United Nations-supported Principles for Responsible Investment (PRI), the leading global network of public and private institutions committed to incorporating environmental, social, and governance (ESG) considerations into their investment practices. In a statement on Monday, BSP said investors commit to integrating ESG issues into their policies consistent with their fiduciary responsibilities by signing the PRI. For context, a group of the world’s largest institutional investors developed the PRI in 2005 in a process convened by then-United Nations Secretary-General Kofi Annan. “We are extremely pleased to welcome BSP as a PRI signatory. As the central bank for the Republic of the Philippines, BSP has a broad mandate and responsibilities, and a unique opportunity to influence the responsible investment ecosystem in the market. BSP is to be commended for its commitment to incorporate ESG factors into its ownership and investment decisions, and we look forward to working with the team," PRI CEO David Atkin said. The BSP's 11-point Sustainable Central Banking (SCB) Strategy includes being a PRI signatory as a complement to its membership in the Network of Central Banks and Supervisors for Greening the Financial System (NGFS). The BSP is aware that in order to carry out its duties, it must take practical steps to advance the sustainability agenda. The PRI's purpose and ideals are consistent with the goals of the Bank.
