Makati petitions status quo ante vs Taguig
Makati City Mayor Abby Binay yesterday filed an “Urgent Motion for Clarification with Prayer for the Issuance of a Status Quo Ante Order” before Branch 153 of the Taguig City Regional Trial Court in a case entitled “Municipality of Taguig (Now City of Taguig) v. Municipality of Makati (Now City of Makati) et al.,” Civil Case No. 63896. The lady mayor, in an ambush interview, said there should be a smooth transiton because they don’t want disruption of delivery of basic services to the residents. In the Urgent Motion, Makati City asked RTC-Taguig to issue a status quo order against Taguig City citing its attempts to unilaterally and arbitrarily implement the Supreme Court’s decision without any writ of execution from the trial court and even prior to the metes and bounds of parcels 3 and 4 of Psu-2031 being determined. Binay filed the Urgent Motion accompanied by City Administrator Claro Certeza and City Legal Officer Michael Camiña. The status quo order, which is similar to a cease-and desist order, is an order to maintain the last actual, peaceable, uncontested state of things which preceded the controversy. It was noted in the Urgent Motion that the Supreme Court has consistently ruled that a “status quo order is warranted in order to promote common good as well as protect the public interest.” Binay said the court is the best avenue to address the matter as far as they are concerned because Taguig City doesn’t want to sign the writ of execution and the memorandum of agreement Makati City is proposing to have a smooth transition. “Even the issue of ownership they don’t want to tackle and it seems they have a different interpretation of the SC ruling and we also have a different view and the best solution is for the court to determine this matter,” Binay said. According to Mayor Binay, “Makati only wants an orderly administration of the Supreme Court decision with the least disruption to the residents and the uninterrupted delivery of basic services in the affected areas.” EMBO residents At the moment, Makati City continue to provide the needed services to the affected enlisted men’s barrio residents because they don’t want interruption and they are the ones giving the funding not Taguig City. “The problem with them they are choosing what they want to take over what about disaster, garbage collection, school, health services, electricity? There are so many things that should be settled first and as long as there is no writ of execution we will continue to provide services to the residents,” Binay said. Makati City cited a number of “alarming and highly confusing incidents” caused by Taguig’s attempt to forcibly execute the SC Decision without a valid writ of execution. These include attempts to enter the premises of a housing project owned by Makati City, as well as to forcibly take possession of several school buildings and health centers in the affected barangays. “Taguig cannot simply take the law into its own hands and act as it pleases without any writ of execution issued by the court. Because of Taguig’s arbitrary, whimsical, and capricious attempts to unilaterally implement the SC Decision in a piece-meal manner, the people’s welfare has been unduly prejudiced by Taguig City and has created unwarranted tension and confusion among the residents and various government agencies,” Mayor Binay said. Makati City noted that the Supreme Court did not expressly order any part of the SC Decision to be immediately executory, nor did it expressly mention in the dispositive part the exact metes and bounds of Parcels 3 and 4 of PSU-2031. Makati City, therefore, asked the trial court to clarify and confirm the necessity of Taguig City first obtaining a writ of execution as well as the court determining the exact metes and bounds of Parcels 3 and 4 of PSU-2031 before the SC Decision can be implemented. The Urgent Motion will also allow Makati to assert its rights as owner of properties located in the disputed areas. As stated by Mayor Binay, “[t]he present case involves a territorial dispute. CHEd eyes internationalized Phl higher education schools
The Commission on Higher Education has been conducting various initiatives to promote the internationalization of Philippine higher education institutions, its chairperson Prospero de Vera III said during the launching of this year's European Higher Education Fair at Shangri-La Plaza in Mandaluyong City on Friday. "We engaged in international benchmarking activities and assessments by reputable international brands. We linked Philippine HEIs with international university networks through participation in training programs, summer schools, forums, cross-visits and faculty and student mobilities," De Vera said. "We have forged educational partnerships with various foreign educational institutions to expand educational opportunities and enhance professional development," De Vera added. De Vera said the EHEF helps in linking Philippine universities to the best higher education institutions from the European Union. "It allows Filipino participants to have an opportunity to explore and master their chosen fields of study from the best universities and colleges in Europe proving that education knows no geographic bounds," he said. "Through our collective action with our partners in Europe, we look forward to reengineering Philippine higher education for the better, learning more relevant innovations and helping reimagine higher education -- here and abroad, working on the premise that the pursuit of higher education paves the way for a better future," the CHED chief added. In 2021, around 9,710 students, academicians, researchers and university officials from across the country attended the virtual EHEF launch. In 2022, in a hybrid setup, it gathered 1,900 on-site participants and 6,000 online participants. "These figures show that EHEF and our pursuit of academic excellence for higher education in the Philippines can surmount the limitations of the pandemic," De Vera said. "This year, our coming here together means that we continue to create a more diverse and more connected classroom of global citizens working together to redefine higher education under the new normal," he added. According to De Vera, the EHEF 2023 indicates the European Union’s continuing commitment to extending a trail or platform for Filipino students to explore diverse fields of study on a global scale. "It reinforces the mission of the Commission on Higher Education to globalize and internationalize the higher educational institutions and students in the country," he said. De Vera likewise said that CHED has already been implementing Transnational Higher Education or TNHE. "Now this has become a declared national policy and priority since the TNHE Act was enacted," he said. Under this law, higher education is eyed as a means to build the capacities of Philippine students, especially in underserved and niche areas. "While it is seen as a means to introduce new technologies and knowledge into the country, TNHE can also be used as a tool to spur foreign investment in the Philippines. The law, even before the pandemic, also explores new modes of delivery," De Vera said. "TNHE partnerships give Filipino students access to foreign credentials, even as they enter programs at Philippine universities," the CHED chief added. Senators seek removal of floating barrier in Bajo de Masinloc
Senators on Sunday sought the removal of the floating barrier installed by China in Bajo de Masinloc, a traditional fishing ground for Filipinos in the West Philippine Sea. In separate statements, Senate President Juan Miguel “Migz” Zubiri, Senators Risa Hontiveros and Francis Tolentino, called on the Philippine government to remove the floating barrier around Bajo de Masinloc, which prevents Filipino fishermen from entering the shoal for their livelihood activities. According to Zubiri, China has “no right to put any structures within our exclusive economic zone,” referring to the floating barriers allegedly installed by the Chinese Coast Guard around Bajo de Masinloc. “These structures pose a danger on passing fishing boats that can get entangled on the lines and cause considerable damage to the propellers and engines of our fisherfolk,” he said in a message to reporters on Viber. “Therefore I would like to request our Philippine Coast Guard to immediately cut and remove all these illegal structures located at our West Philippine Sea not just to assert our sovereign rights to the area but to protect our fishermen from any possible accidents that may arise from these illegal structures,” he added. The Philippine Coast Guard on early Sunday reported the presence of a floating barrier in the southern portion of Bajo de Masincloc – allegedly installed by China. The Senate chief expressed gratitude to the PCG for its “untiring ang unwavering commitment to watch and protect the areas within our Exclusive Economic Zones and Bajo de Masinloc is well within our 12NM territory.” “We in the Senate stand by our brave men and women who risk their lives for the freedoms that we enjoy today,” he said. Senator Francis Tolentino, who chairs the Senate Special Committee on Maritime and Admiralty Zones, echoed the Senate chief’s request on the PCG. “I agree with the removal of the floating barrier because it is not allowed to do it. It signifies a restricted zone,” Tolentino said in a separate statement on Filipino. According to him, only the Philippines is allowed to install floating barriers in emergencies such as oil spills or if its part of aquaculture management as a temporary measure. “Bajo de Masinloc is 120 nautical miles only from Zambales. Our fishermen should not be stopped by China from fishing in our fence,” he said. “China violated international law when it installed the floating barrier. It should be removed immediately. The PCG is correct in assisting our fishermen,” he added. Cruelty For her part, Hontiveros described the recent China’s act as “cruelty.” “China’s cruelty knows no bounds. They have no shame in blocking our fishermen from their own waters,” she said. “Filipino fisherfolk are among the poorest in our country. They only rely on our seas for their food and their livelihood,” she added. The opposition senator reiterated China’s aggressive actions in the West Philippine Sea, particularly the recent coral destruction along Rozul Reef and Escoda Shoal. “The next generation would no longer benefit from these natural resources,” she said. “We will not allow China to starve our fellow Filipinos to death. I trust that the Philippine Coast Guard can escort our fisherfolk and ensure that they pass through the floating barriers,” she added. Hontiveros renewed her call to President Ferdinand Marcos Jr. to review the current national policy towards China. “We should no longer accept acts like this going unpunished. If we allow China’s bullying to continue, it will cost the lives of our own people,” she stressed. According to a Facebook post from the organization Rainbow Cabanatuan, actor Kennedy Nakar, passed away due to complications from leukemia. He was most known for his BL series "Lakan". he was also a regular on "Bawal na Game Show" which aired on ABC 5 together with his partner, actor Paul Cervantes. Cervantes and Nakar had a fairly popular vlog on YouTube called PaulKenTV that had 62,000 subscribers. "Kennedy was a remarkable individual whose vibrant spirit and unwavering dedication to the LGBTQ+ community touched the lives of many," they wrote."His passion for equality, inclusivity, and love knew no bounds, and he worked tirelessly to create a world where everyone could be their authentic selves without fear or judgment." Law graduates told: Inspire justice
Supreme court associate Justice Ramon Paul Hernando is urging the new law graduates of the Ateneo de Manila University School of Law to “live justice, breathe justice, do justice and inspire justice, at all times.” Hernando — who was also the 2023 Bar Exams chairperson — was the guest speaker at the 77th Annual Commencement Exercises of the held at Areté Ateneo’s Hyundai Hall on 23 July 2023. The SC associate justice previously taught at the AdMU School of Law from 2015 until 2018, when he was appointed to the High Court. “Wholeheartedly push yourselves successfully through the Bar Examinations and prepare yourselves for what is inevitably ahead, which is your life role, as lawyers,” said Hernando to the graduates. “If someday, somehow, you get lost, confused, or tempted, please allow yourselves to be guided by your moral compass,” he added. Emphasizing that “lawyering is a profession of compassion,” Hernando told the graduates that when written law falls short of compassion, “you, as soon-to-be members of the Bar, shall fill that void in the law with overt acts of compassion, in whatever capacity that you will find yourselves in, whether in the public or private sector. After all, compassion establishes trust.” Hernando urged the Ateneo Law graduates to approach people “of different standings in life, grips on power, and levels of principle” without prejudice, stressing that they should strive to be lawyers of equity just as courts of law are also courts of equity. They were reminded to be lawyers with empathy and to put emotional quotient over intelligence quotient. “You may have a great level of legal knowledge, but without a greater level of emotional intelligence, you will never be able to forge that trust with the people that you will serve,” Hernando said. Inflation decreases deflation
Money is a subject that can give ordinary folks a headache. In others, the topic can very well cause depression. Income, profit, loss, gain — the world revolves around the subjects of the economy and financial need as it does around other social issues. The majority of people live to survive or simply keep up, and very few are able to progress by leaps and bounds. In 2023, under the 17th President of the Philippines, it appears that people are still “running just to stay in place.” Lewis Carroll’s line that goes, “My dear, here we must run as fast as we can, just to stay in place. And if you wish to go anywhere you must run twice as fast as that,” holds true for many. Although the Red Queen was referring to another kind of situation in “Alice in Wonderland,” that phrase is the essence of many woes in the real world, where the struggle for a better life never seems to end. Post-pandemic, the government has worked on strengthening the economy after it suffered intense blows from the halt in business operations, among other factors affecting global movements. Inflation in January was at 8.7 percent and slid in February to 8.6 percent. Despite the slight drop, this meant prices of commodities detailed by the Department of Trade and Industry were up — another blow to consumers whose pockets were getting depleted by lower income and higher prices of goods. Months later, inflation dropped to 3.2 percent, later settling at 5.4 in June from 6.1 in May and 6.1 in June last year. Reports show that consumers will feel this reprieve in goods like “alcoholic beverages and tobacco, 11.6 percent from 12.3 percent; furnishings, household equipment and routine household maintenance, 6.0 percent from 6.2 percent; health, 3.9 percent from 4.1 percent; recreation, sports and culture, 4.8 percent from 4.9 percent; and restaurants and accommodation services, 8.2 percent from 8.3 percent.” On the other hand, the Philippine Statistics Authority says, “The index of personal care and miscellaneous goods and services exhibited faster year-on-year growth during the month at 5.8 percent from 5.7 percent in May 2023.” The average Pinoy would likely get a headache trying to absorb the numbers and percentages in reports coming out in glowing terms lately, but what is important for them to understand is that this “downtrend in inflation” was due mainly to the slower movement in the prices of food and non-alcoholic beverages. This, in turn, is because of the same trend in prices of meat and other agricultural goods, including sugar. Another reason for the downtrend is the decrease in transport costs, due to the lower prices of gasoline and diesel fuel. Meanwhile, PSA said, “Housing, water, electricity, gas, and other fuels was the third main source of deceleration of the headline inflation in June 2023 with 5.6 percent annual growth rate from 6.5 percent in May 2023.” Lest we get veins pulsing on some people’s foreheads, let this be good news for all: this consistent decline in inflation, experts believe, should further lower inflation “back within the government’s 2 percent to 4 percent target range by yearend.” As National Economic and Development Authority Secretary Arsenio M. Balisacan assured in a statement, “We are making progress in managing inflation and we can expect that it will decline to within 2 (percent) to 4 percent by the end of the year. The government remains committed to protecting the purchasing power of the Filipino people by ensuring food security, reducing transport and logistics costs, and lowering energy costs for Filipino households.” This should ease people’s pain better than any paracetamol. Rule vs rule
It is probably neither a good nor bad thing to have the legislative proceedings of the Lower Chamber of Congress broadcast nationwide on a mainstream or social media platform. At least, it’s the most basic pretension of an institution toward transparency and, perhaps, accountability as well, although it can be entirely something else (i.e. a media blitz for the more dominant type or the glib politician). Mind you, there’s a viewing universe as much confused as those who debate whether or not an invited resource person can invoke the sub judice rule to not respond to questions raised by a joint committee, as in the case of a provincial governor of Northern Luzon. House members rightfully invoked their institutional rules on matters sub judice arguing, as they do, that it can proceed as long as it is in aid of legislation. Viewers may have learned by now how a typical congressional investigation proceeds and whether that kind of freewheeling discussion has resulted in a policy designed to curb corruption or streamline wicked practices. Quite glaringly, very little is reached in terms of tangible results or policy outcomes largely because the final verdict lies with the High Tribunal. Thus, there’s good ground for the ordinary man on the street to ask which must prevail, viz., the individual invoking his right to refuse to respond to queries in a congressional inquiry on account of the sub judice rule or a joint legislative committee professing that its own rules could set sub judice aside? It is not that the beleaguered governor wasn’t willing to cooperate, having been a member of the Lower Chamber himself for 20 years, but because it was well within his rights to do so. Again, because the proceedings are live-streamed and therefore found in the public domain, it is within justifiable bounds to have viewers react to the behavior of the provincial governor who was subjected to a “question and answer” ordeal, or the congressmen who looked tirelessly redundant, even patient, trying to extract all sorts of information they thought wise. Good thing that as a former colleague himself, the committee members did not have to threaten the provincial governor with “contempt.” In undiminished dignity, the joint committee allowed the position of the good governor to take its due course until his attendance was eventually dispensed with. Perhaps, the respectable mark of democracy at work is when, at times, Congress itself cannot win over a “clash of world views,” as in this case. There must be other ways it can ferret out the truth of whether the disbursement of funds to “bonded officers” by way of cash advances beyond their authorized ceiling could be the proper subject of a new public policy — in aid of legislation. The focal point of this discussion or lesson learned in this case is that there ought to be an ethical norm that would govern the behavior of every attendee in a congressional probe — be they resource persons or members of Congress themselves — in accordance with established parliamentary procedures, the most basic of which is for the chairman of the committee to first recognize who wishes to or whose turn it is to speak. At this time in its long history, Congress’ performance of its oversight function should already be “more organized, better formulated, skillfully integrated, respectably summarized” with the objective of the viewing audience becoming well-informed of the high points of a congressional inquiry. If possible, it should open a window of opportunity for anyone to join the national conversation based on what they saw, heard, and formed by way of judgment. In the end, the superior understanding of corruption in the bureaucracy at national or subnational levels should be framed within the grasp of every taxpayer in this country. Roxas Boulevard will close to traffic on Independence Day
Roxas Boulevard will be momentarily closed to vehicular traffic on 12 June 2023 to give way to activities for the celebration of the 125th anniversary of Philippine Independence Day. According to the Metropolitan Manila Development Authority (MMDA), the road closure will be implemented along Roxas Blvd. from T.M. Kalaw Avenue to P. Burgos Street, both bounds from 5:00 a.m. to 10:00 a.m. for a flag-raising ceremony. Meanwhile, the MMDA added that Katigbak Parkway, South Road, and Independence Road will be temporarily closed from 12:01 a.m. to 10:00 p.m. to give way to a civic-military parade. The MMDA has advised trucks going to North Harbor to reroute from SLEX straight ahead to Osmeña Highway, then right turn to Quirino Avenue, straight to Nagtahan St., going to Lacson Avenue, left turn to Yuseco St., and straight ahead to Capulong St. then right turn or turn left to R-10 road to their destination. Moreover, trucks coming from Parañaque Area are advised to turn right at Quirino Avenue to Nagtahan then Lacson Avenue going to their destination. Trucks going to the south may use the same route, the MMDA said. The MMDA will deploy traffic enforcers to assist in traffic management; and will dispatch tow trucks, ambulances, and vacuum trucks. Comelec revokes An-Waray partylist registration
The Commission on Elections Second Division on Friday cancelled the party-list registration of regional party-list group An Waray over a violation of Section 6 (5) of Republic Act Number 7941 or the "Partylist System Act." The cancellation stemmed from the assumption of another seat in the House of Representatives in 2013 by Attorney Victoria Isabel Noel, despite the partylist having been allowed only one seat, which was challenged in 2019 by two petitioners including Jude Acidre, former nominee of An Waray. Noel was the then-third nominee during the 2013 midterm elections when An Waray won with 541,205 votes and garnered two seats. At the time, the first and second nominees were Neil Benedict Montejo and Acidre, respectively. But the latter resigned from the party, effectively elevating Noel as second nominee. However, a recomputation by the National Board of Canvassers, the cancellation of registration of 11 partylists and the proclamation of Abang Lingkod Partylist as a winner in that year’s polls after a Supreme Court battle led to An-Waray garnering only one seat in Congress, effectively allowing only Montejo and excluding Noel. The petitioners said that Noel, citing NBOC Resolution No. 0008-13 which cancelled the registration of 11 partylists, took her oath on July 2013 and that she held that position without any intervention. The COMELEC said that NBOC Resolution No. 0008-13 was superseded by NBOC Resolution No. 13-030(PL)/0004-14, the resolution that prompted the recomputation of An Waray’s seats in the Lower House from two to one. “Pursuant to the foregoing, the Commission En Banc sitting as the NBOC did not issue a Certificate of Proclamation to An Waray, entitling its second nominee, Atty. Victoria Isabel Noel, to sit as representative in the House of Representatives in relation to the 13 May 2013 National and Local Elections,” the decision read. In a message to reporters, COMELEC spokesperson John Rex Laudiangco said that the decision is yet to become final and executory. However, upon reaching finality, the poll body will then notify the House of Representatives and their electoral tribunal for their decision, particularly as the 19th Congress currently has a member of An Waray through Representative Florencio Gabriel Noel. “Both the House and the HRET may use as basis the COMELEC's resolution and factual findings on the matter,” Laudiangco said. “We have to remember that An Waray's nominee is a sitting member of the HOR, and we have to clearly define the bounds of jurisdictions between the COMELEC, the HOR and the HRET,” he added. PAGCOR warns offshore gaming licensees, service providers against illegal acts
The Philippine Amusement and Gaming Corporation issued a stern warning to its offshore gaming licensees and accredited service providers to abide by Philippine laws and strictly comply with PAGCOR’s rules and regulations. PAGCOR Chairman and CEO Alejandro Tengco enjoined all licensees and service providers to operate only within the bounds of their licenses or accreditations. They were likewise warned that involvement in any criminal activity shall be dealt with severely, including the possible suspension and eventual cancellation of their licenses or accreditation. PAGCOR’s warning came alongside the suspension order issued to CGC Technologies, an accredited offshore gaming customer relations service provider, which was subjected to an inter-agency search operation on 4 May 2023. The operations of CGC, whose accreditation was granted on 2 September 2021, came after the Philippine National Police’s Anti-Cybercrime Group, the Special Action Forces, the Intelligence Group of the Presidential Anti-Organized Crime Commission and the Inter-Agency Council on Anti-Trafficking conducted a special operation inside the Sun Valley Business Hub in Mabalacat, Pampanga for alleged credit card fraud, serious illegal detention and human trafficking activities. CGC Technologies was found to be operating six buildings in the site, but only two were accredited by PAGCOR. Personnel working in the hub are of mixed nationalities including Indonesians, Vietnamese, Nepalese, Bhutanese and Chinese. The raiding authorities were able to confiscate over 1,000 computers and devices from the site, which were subjected to forensic investigation. PAGCOR said that once the establishments were proven to be involved in illegal activities, the state-run gaming firm will immediately cancel the company’s accreditation. According to Tengco, the crackdown on CGC was a result of the agency’s intensified coordination with the Office of the President, Department of Justice, Department of the Interior and Local Government, Philippine National Police, National bureau of Investigation and Bureau of Immigration to combat illegal activities in offshore gaming operations. “Marami pang susunod. We will continuously subject our offshore gaming licensees and service providers to stricter monitoring.” he said. Meanwhile, PAGCOR also expressed full support to the decision of the DOJ and the BI to order the immediate repatriation of the foreign nationals rescued during the incident. This is a strong showing of PAGCOR’s firm stance against offshore gaming licensees and service providers participating in illegal activities. “PAGCOR will continue to work hand in hand with law enforcement agencies to ensure a safe and responsible gaming environment not only for Filipinos but also for other nationalities. Only through regulated and responsible gaming can we minimize, if not totally eradicate all crimes that are being linked to gaming activities,” Tengco said. Philippines rescues over 1,000 trafficking victims
Philippine authorities have rescued over a thousand people from several Asian nations who were trafficked into the country, held captive, and forced to run online scams, an official said Saturday. International alarm has grown in recent months over internet scams in the region often staffed by trafficking victims tricked or coerced into promoting bogus crypto investments. Michelle Sabino, a spokeswoman for the Philippine national police force's anti-cybercrime group, said officers raided a cluster of buildings Thursday in Mabalacat City, about 90 kilometers north of Manila. A total of 1,090 people were rescued who had been recruited to run online scams. Sabino said the victims were forced to target unsuspecting people in the United States, Europe, and Canada. Their passports were confiscated and they were made to work up to 18 hours a day, with salary deductions for interacting with colleagues or taking extended breaks. "You're like a prisoner without a cell. You're not even allowed to talk to your roommates," Sabino told AFP. "They're not allowed to leave outside the bounds of the gate. After 18 hours of work, they're brought to their dormitory." The victims were mostly Chinese nationals, Vietnamese, Filipinos, and Indonesians, police said in a separate statement. Authorities also rescued people from Malaysia, Thailand, Taiwan, Myanmar, Hong Kong, and Nepal. Sabino said the workers were trained to entice strangers into buying cryptocurrency or depositing money into bogus bank accounts after establishing fake romantic relationships. "They will build up a promise of a good future together. Let's buy a house, buy a car, let's invest money, or let's do business together," she said. At least 12 suspected ringleaders of the scheme have been arrested and are set to be charged with human trafficking. They include seven Chinese nationals, four Indonesians and a Malaysian, Sabino said. Sabino also said the police operation was the result of a plea by the Indonesian ambassador in Manila for help locating distressed nationals. A Philippine immigration official also warned on Saturday against trafficking risks while international events are underway. "In the past, we have recorded victims who claimed they were set to join beauty pageants, and shows, only to find out that they were being trafficked abroad," immigration commissioner Norman Tansingco said in a statement. The warning comes as Cambodia hosts the Southeast Asian Games, which began on Friday and runs until 17 May. The immigration bureau said Philippine sports officials were asked to warn Filipino athletes of the "risks of trafficking" in the country. An AFP report last year found people from around Asia have been pulled into cryptocurrency scams in Cambodia, some trafficked and beaten by scam operators. DILG new lawyers told: Serve with dignity, honesty
Department of the Interior and Local Government Secretary Benjamin Abalos, Jr. on Monday urged the 92 new lawyers of the agency to conduct themselves within the bounds of the law and inspire trust in the justice system through dignified and honest practice of their profession. “I encourage all of you to display impeccable practice of your profession with the hopes of inspiring profound trust in our justice system in the country,” Abalos said. “As lawyers, it is just proper that we can bring justice without fear and with honor for the welfare of the public.” Abalos commended the 15 new lawyers from the DILG Regional Offices and 77 from its attached agencies such as the Philippine National Police, Bureau of Jail Management and Penology, Bureau of Fire Protection, National Police Commission and National Commission on Muslim Filipinos for successfully passing the 2022 Bar examination. He also encouraged them to use their aptitude in law to serve the people and deliver justice to the public without fear. “Your success is the success of the whole country. May this achievement be an inspiration and a hope for our fellow Filipinos and ignite your hearts to serve others, especially those who are marginalized,” said Abalos. UK deputy PM resigns after most bullying claims upheld
UK Deputy Prime Minister Dominic Raab announced his resignation on Friday after bullying claims against him were upheld in a report, a fresh political shock for Britain's Conservatives. Raab's resignation gives Prime Minister Rishi Sunak a headache some two weeks before local elections at which the Conservatives are expected to lose seats. He is also battling to claw back a chasm of lost ground to the main opposition Labor Party before a general election next year. Raab, who stood in for former prime minister Boris Johnson as he battled Covid in 2020, had promised to quit if any claims against him were upheld. But even though he was cleared of most of the allegations, he blasted the conclusions of a lawyer-led inquiry. "Whilst I feel duty-bound to accept the outcome of the inquiry, it dismissed all but two of the claims leveled against me," he wrote in a resignation letter. "I also believe that its two adverse findings are flawed and set a dangerous precedent for the conduct of good government." The bar for bullying was set so low, he said, that "it will encourage spurious complaints against ministers and have a chilling effect on those driving change". Raab also resigned from his post as justice secretary, where he has had to battle a backlog in criminal cases caused by years of under-funding and disruptions caused by the pandemic. He previously served as Brexit minister and foreign secretary but was moved from that post after being criticized for failing to return from holiday as Afghanistan fell to the Taliban. Sunak, who succeeded the short-lived Liz Truss in October last year, vowed to restore "integrity, professionalism, and accountability" in government after Johnson's rollercoaster tenure. He previously sacked Nadhim Zahawi as Conservative party chairman over his tax affairs. Gavin Williamson, a former defense secretary who kept a tarantula on his desk while in charge of party discipline in parliament, quit over expletive-laden messages. Low bar Former lawyer Raab, a karate black belt, has denied bullying civil servants working for him and in his letter rejected allegations of an overbearing manner with colleagues. He insisted in his letter that ministers "must be able to exercise direct oversight with respect to senior officials over critical negotiations conducted on behalf of the British people". Not to do so, he said, would mean the loss of "the democratic and constitutional principle of ministerial responsibility". He also maintained ministers "must be able to give direct critical feedback on briefings and submissions to senior officials in order to set the standards and drive the reform the public expect of us". "Of course, this must be done within reasonable bounds," he went on. Sunak appointed senior employment lawyer Adam Tolley to look into the claims in November and he submitted his report to Sunak on eight allegations on Thursday. The report has yet to be published. But Raab said Tolley "concluded that I had not once, in four and a half years, sworn or shouted at anyone let alone thrown anything or otherwise physically intimated anyone, nor intentionally sought to belittle anyone". "I am genuinely sorry for any unintended stress or offense that any officials felt, as a result of the pace, standards, and challenge that I brought to the Ministry of Justice," he added.
