Maguindanao del Norte impasse (1)
There appears to be an impasse in governance in the newly created Maguindanao del Norte resulting in the delay, if not stoppage, in the delivery of basic services to the people of that province. The enactment of Republic Act 11550 dividing the province of Maguindanao into two provinces, i.e. Maguindanao del Sur and Maguindanao del Norte was intended for the development and progress of the two local government units. More importantly, to improve the efficiency of delivering basic public services. Its ratification by an overwhelming majority of the people in Maguindanao in a plebiscite called for that purpose is an assertive and unequivocal affirmation of the Maguindanaons’ desire to be governed in the manner provided by the law. On the part of Maguindanao del Sur, there seems to be no problem in its operation. The elected officials are functioning and performing their tasks. The newly created Maguindanao del Norte, however, is in a fix. It has two acting governors, acting Governor Bai Fatima Ainee Sinsuat, who assumed office as such pursuant to Section 50 of Republic Act 11550, and the acting OIC, acting Governor Abdulraof Abdul Macacua, who was appointed by the President. The latter’s appointment was made while acting Governor Bai Ainee Sinsuat was serving as such. Apparently, the government lawyers advised the appointing power on the legality of such appointment. The lawyers from the Office of the Solicitor General, and the Department of the Interior and Local Government based their opinion on their interpretation of Section 50, RA 11550 which provided who will be the transitional provincial officials upon the effectivity of the law until their successors are elected and qualified. Section 50 of Republic Act 11550 provides: “SEC. 50. Officials of the Newly Created Provinces. — (a) The elected officials of the newly created provinces shall be elected on the second Monday of May 2023 national and local elections: Provided, however, That, if this Act is approved and ratified within six months or more prior to the 2022 national and local elections, the vice vice-governor and the next ranking elective member of the Sangguniang Panlalawigan of the present Province if Maguindanao, who are residents of the new province of Maguindanao del Norte shall assume as its acting Governor and acting vice-governor, respectively, and both shall continue to serve in office until their successors shall have been elected and qualified in the 2022 national and local elections.” On 22 December 2022, acting Governor Sinsuat of Maguindanao del Norte formally requested the Bureau of Local Government Finance or BLGF Region XII to designate Badorie M. Alonzo, the Provincial Treasurer of the Mother Province of Maguindanao, as the concurrent Provincial Treasurer of Maguindanao del Norte pursuant to Section 51 of RA 11550. The Department of Budget and Management issued Local Budget Memorandum No. 85-B expressly recognizing the newly created two provinces, and accordingly, the share of the provinces in the National Tax Allotment was downloaded to the depositary bank in the name of the province. On 1 February 2023, the BLGF Region XII Acting Regional Director effectively denied the request of Governor Sinsuat to designate the Provincial Treasurer of Maguindanao del Norte as his office wanted to seek a legal opinion from the BLGF Central Office as to the correct interpretation of Sec. 50 of RA 11550. The BLGF, however, recognized the existence of the Province of Maguindanao del Sur, including its Provincial Treasurer, as a consequence of which the latter province has already regularly drawn its NTA share and their officials’ salaries. Nickel producer seeks CDO lifting
Ipilan Nickel Corporation, or INC, a subsidiary of Global Ferronickel Holdings Inc., has appealed to the National Commission on Indigenous People, or NCIP, to revoke the cease and desist order or CDO that one of its regional units issued against the company’s mining project in Brooke’s Point, Palawan. In a report to the stock market on Monday, the company confirmed receiving a CDO from the MIMAROPA Regional Office of the NCIP last 11 August due to its alleged failure to obtain a Certificate Precondition. However, the company argued that the project should not be required to secure such a particular requirement due to its pre-existing mineral production sharing agreement with the government. NCIP cleared company Citing separate letters dated 31 March 2006 and addressed to the Mines Geosciences Bureau, or MGB, and Celestial Nickel Mining Exploration Corp., or CNMEC, the nickel producer pointed out that NCIP itself confirmed that the CP was no longer necessary for the project. “This affirmation comes from the understanding that CNMEC, the predecessor of INC, entered into an agreement with the government for a Mineral Production Sharing Agreement in 1993 or four years before the Indigenous Peoples Rights Act or IPRA was enacted in 1997,” the company contended. “The IPRA and its implementing rules state that existing contracts for the exploitation of natural resources within the ancestral domain continue until they expire,” it added. The Ipilan nickel project is a joint undertaking of the government and INC and is critical in achieving sustainable recovery and genuine environmental protection. It employs over 1,500 people wherein 90 percent are residents of Brooke’s Point. The Indigenous people are also well-represented as they make up 28 percent of the total workforce. Fan power: SB19’s A’TIN routs global fanbases
P-Pop sensation SB19 recently clinched victory in the Billboard Fan Army Face-Off 2023, thanks to the unrelenting loyalty and support of their fans, called A’TIN. SB19 emerged as the eventual champions of the annual face-off, which pits artists’ supporters against each other. The quintet climbed to the top of the 64 participating acts, outperforming worldwide powerhouses such as BTS, Taylor Swift, Beyonce and Ariana Grande. The competition, designed to determine the most formidable fanbase, commenced on 5 July and culminated on Tuesday, 8 August. The ultimate battle matched SB19’s A’TIN against SEVENTEEN’s CARATs, devoted fans of the K-pop group SEVENTEEN. In the end, SB19’s A’TIN received 51.1 percent of the vote, while SEVENTEEN’s CARATs received 48.9 percent. Following their historic victory, SB19’s official Twitter account congratulated the group’s fans: “Congratulations, A’TIN! You’ve once again proven the power that you hold. Maraming salamat!” Member Josh expressed his pride in the fandom, acknowledging their hard work and dedication. This landmark victory marks a significant milestone for SB19’s A’TIN, making them the first Filipino fandom to secure the Billboard face-off title. Michael Leyva to showcase the best of Philippine textiles at Goldenberg Mansion
The staidly grand Goldenberg Mansion, one of the three Malacanang heritage houses recently reopened to the public, once again comes alive tonight with “Isang Pilipinas,” a showcase of Philippine indigenous and traditional textiles as interpreted by fashion designer du jour Michael Leyva. The third in the "Fashion at Goldenberg" series, a project of the First Lady, Liza Marcos Araneta, tonight’s expectedly dazzling show is Michael’s tribute to Filipino ingenuity, where “I am highlighting the Philippines’ rich heritage, culture, and history, especially through its textiles,” he explained to the Daily Tribune when we recently visited him at his Manila Peninsula showroom where he receives his clients, mostly prominent ladies of the country's social, political and economic firmaments. Silvestre[/caption] For this event, he traveled to Davao, Sultan Kudarat, Cebu, Albay, and Sorsogon to document the lives of the weavers and craftsmen. Tonight’s audience can thus expect a delightful and informative visual spectacle as one of the highlights of the show, which, weather hopefully permitting, will be held in the front garden of the heritage mansion. With Roby Carmona directing, as he had done in initial Goldenberg presentations, the show will surely be another excellent tribute to Filipino talent and craftsmanship, which the First Lady has been promoting through her many cultural heritage development projects. The powerhouse audience can look forward to witnessing Michael’s muses show off his creations, among them, senatorial wives, mayors, legislators, businesswomen, and outstanding personalities in various spheres of Philippine society. The list, a veritable who’s who includes senatorial wives Audrey Zubiri, Tootsy Angara, Kath Pimentel and Gladys Villanueva; Senator Nancy Binay; and Mayors Lani Revilla, Honey Lacuna, Imelda Calixto, Wes Gatchalian, and Dale Malapitan. Of his clients who are modeling his designs, Michael claims, “I am fortunate it is not difficult to design for them. It’s always a pleasure for me to dress them up. A first for the National Museum When Michael Leyva celebrated his tenth anniversary in the world of fashion as a designer, he presented a show at the National Museum, a first in the history of the venerable institution, the foremost repository of the nation’s cultural treasures. While he was celebrating a milestone, the "momentous event, to me, was also my way of commemorating the memory of my brother, Brian, my childhood roommate and playmate, who has remained to be my angel, my guide, my mentor and my teacher all throughout. "He’s always been my inspiration in everything that I do. I know he’s there, he’s always part of it. He’s always beside me. Front, back, and side by side." Michael was first enamored with the cavernous halls of the National Museum when he did a shoot in 2018. " I told myself that this is where I will celebrate my 10th year. If it wasn't going to be here, I would rather not celebrate na lang. I wanted to be the first to showcase my creations in this historically significant building." Earlier, restriction pertaining to Covid were lifted, paving the way for the October 10, 2022 spectacle. "I presented a 55-piece collection,” he proudly shared. His muses, Anne Curtis, Vice Ganda, Pia Wurtzbach, led the list of models. Regine Velasquez sang at the finale. Eric Santos performed as well. He was elated that Inno Sotto, the foremost designer of his generation and the leading heir to the masters of the postwar era, had given his imprimatur through his presence. "I felt that his coming to my milestone show proves that I had already made it." A different look for the First Lady But to Michael, the biggest honor and affirmation came from the First Lady of the Philippines, Liza Araneta Marcos. "I missed meeting her when a number of us designers were invited to Malacanang to discuss her Likha project. I happened to be in Paris for a wedding. But I really wanted to meet her." He invited her to his National Museum show, and she came. She wore a Michael Leyva Filipiniana, his first-ever creation for her. In time, they would develop a friendly collaboration based on trust and respect, anchored on her admiration for his talent. The next few months saw him designing many of her outfits worn on special occasions. Just recently, she wore her Michael Leyva outfits in Cebu and in the presidential visits to Kualalmpur, Malaysia, and Bangkok, Thailand. For the First Lady’s get-ups, which he posted on his FB wall, he received a lot of praises, mostly commenting on how he had been able to zero in on what would look best on the First Lady. The First Lady, he said, “wants comfortability. She doesn’t like corsets. And then, as much as possible, she wants to make use of Philippine textiles that we have here like calado, piña, and abel. Outlook upgraded, says Tokyo’s R& I
Tokyo-based debt watcher Rating and Investment Information Inc., or R&I, kept the country at investment grade BBB+ while upgrading the country’s outlook from stable to positive due to the economy’s continued resilience in the face of global headwinds. In a statement on Monday, the debt watcher said the country has been performing well despite uncertainty surrounding the global economy. R&I cited the economy’s strong performance, improving fiscal position, and stable political environment as reasons for the upgrade. The agency also noted that the Marcos Jr. administration’s policies are supportive of economic growth and poverty reduction. Steady policies “In terms of economic policies, the Marcos Jr. administration has continued the previous administration’s policies to address key infrastructure development and structural reforms, leading to better prospects that the country will make progress in raising income levels, which has been a key challenge,” R&I said. “R&I will upgrade the rating once the factors such as the economic growth path sought under the Philippine Development Plan 2023 to 2028, the stable macro-economic condition, and the improving trend of fiscal position are confirmed,” the debt watcher added. R&I also said that the country’s strong growth in gross domestic product or GDP in 2022 by 7.6 percent “has continued” into 2023. The economy grew by 6.4 percent in the first quarter of 2023. The growth made the Philippines one of the fastest-growing economies among R&I-rated peers like Indonesia and Mexico. The government’s goal for growth in 2023 is for it to be between 6.0 and 7.0 percent. The debt watcher stressed that it doesn’t see the country’s current account deficit on the negative side as the government is spending a lot on infrastructure, which will help the economy grow. R&I also took note of the country’s steady inflows from abroad Filipino remittances and foreign direct investments, as well as its enough foreign reserves, when talking about the country’s external payments. Countries with investment-grade ratings can get cheaper loans from development partners and foreign debt capital markets because they are less likely to default on their loans. In a separate statement, Finance Secretary Benjamin Diokno said the Philippines’ strong macroeconomic fundamentals, improving fiscal position, stable political environment, strong banking system, and comfortable external payments led to the affirmation and revised outlook. A “BBB+” rating is two levels above the minimum investment grade and only one level lower than an “A-” rating. Diokno also said that the R&I’s better outlook got the Philippines closer to the government’s goal of getting an “A” rating before 2028 or before President Ferdinand Marcos Jr. ends his term. Road to A “We are firmly on track to our ‘Road to A’ and remain committed to further improving the country’s investment climate through structural reforms to enhance the quality and pace of infrastructure development,” he added. In a statement on Monday, the debt watcher said the Philippine economy has been performing well despite uncertainty surrounding the global economy. R&I cited the Philippine economy's strong performance, improving fiscal position, and stable political environment as reasons for the upgrade. The agency also noted that the Marcos Jr. administration's policies are supportive of economic growth and poverty reduction. "In terms of economic policies, the Marcos Jr. administration has continued the previous administration's policies to address key infrastructure development and structural reforms, leading to better prospects that the country will make progress in raising income levels, which has been a key challenge," R&I said. "R&I will upgrade the rating once the factors such as the economic growth path sought under the Philippine Development Plan 2023-2028, the stable macro-economic condition, and the improving trend of fiscal position are confirmed," the debt watcher added. R&I also said that the country's strong growth in gross domestic product in 2022 by 7.6 percent "has continued" into 2023. The Philippine economy grew by 6.4 percent in the first quarter of 2023, making one of the fastest-growing economies among R&I-rated peers like Indonesia and Mexico. The government's goal for growth in 2023 is for it to be between 6.0 and 7.0 percent. The debt watcher stressed that it doesn't see the country's current account deficit on the negative side as the government is spending a lot on infrastructure, which will help the economy grow. R&I also took note of the country's steady inflows from abroad Filipino remittances and foreign direct investments, as well as its enough foreign reserves, when talking about the country's external payments. Countries with investment-grade ratings can get cheaper loans from development partners and foreign debt capital markets because they are less likely to default on their loans. In a separate statement, Finance Secretary Benjamin Diokno said the Philippines' strong macroeconomic fundamentals, improving fiscal position, stable political environment, strong banking system, and comfortable external payments led to the affirmation and revised outlook. A 'BBB+' rating is two levels above the minimum investment grade and only one level lower than an 'A-' rating. Diokno also said that the R&I's better outlook got the Philippines closer to the government's goal of getting an "A" rating before 2028 or before President Ferdinand Marcos Jr. ends his term. "We are firmly on track to our 'Road to A' and remain committed to further improving the country's investment climate through structural reforms to enhance the quality and pace of infrastructure development," Diokno said. Senate resolution, unnecessary and inappropriate
The Senate resolution condemning China for its “continued harassment” of Filipino fishermen and “incursions” into Philippine waters in the contested China Sea, and urging the government to raise the issue of Beijing’s intrusive actions before the United Nations General Assembly as being violative of the 2016 arbitral ruling in favor of the Philippines, was passed unanimously last Tuesday. The Senate resolution is both unnecessary and inappropriate. Unnecessary because most, if not all, of the members of the Senate, have on various occasions and platforms expressed individually each position on the matter. Each senator has expressed his/her opposition and condemnation of China’s continued coercive actions against our fisher folks and coast guards. Every one of them at one time or another made his/her assertion of the Philippines’ sovereignty and territorial integrity. Each of them has expressed outrage at China’s refusal to honor the Permanent Arbitration Court’s decision nullifying China’s expansive claims and validating the country’s sovereign rights over its exclusive economic zone or EEZ and continental shelf. Since their individual positions on the matter of China’s coast guards and militia bullying our fishermen and coast guards in the country’s waters have been made known, why do they have to make a resolution expressing their sense as a body? It’s an act of redundancy. Inappropriate, for the reason that the President of the Philippines has invariably declared at different times his unequivocal assertion of the country’s independence and enforcement of the arbitral award, as well as filed diplomatic protests, against the unlawful and unwelcome intrusions by China in the West Philippine Sea and therefore being the Chief Architect of foreign policy, it behooves the members of the Senate to respect it — and not to intrude into the former’s domain. The senators must remember that the Constitution has allocated — and demarcated — the functions and duties of the three branches of government. The executive branch enforces the law, the legislative branch passes laws, and the judicial branch interprets the laws and imposes penalties for those violating them, and rules on conflicting claims. The President is the Head of State, and the head of government is composed of the aforesaid three branches. When the President speaks officially on matters of national security and national interest, and makes a pronouncement on a particular policy, in this particular case vis-a-vis the disputed waters in the South China Sea, the two branches cannot go against it, nor undermine it, by issuing contradicting statements or making it appear that it is wanting and ineffective, unless the presidential pronouncement is blatantly and evidently in violation of the Constitution. President Ferdinand Marcos, Jr.’s stand on China’s intrusions into Philippine waters is correct. He said his presidency will not surrender any square inch of the Philippine territory. It will continue to assert its sovereignty and will pursue the enforcement of the arbitral ruling even as it continuously protests Beijing’s intrusions. There is no need therefore for the legislative branch to make a separate position apart from the President’s. It cannot also dictate or teach the President in the matter of ways to enforce the ruling like bringing it to the attention of the United Nations, as if the latter is unaware of it. They forget that two Presidents, former President Rodrigo Roa Duterte and President Ferdinand Marcos Jr., have already addressed the general assembly of the United Nations articulating, among others, the country’s affirmation of its independence and sovereignty and invocation of the validity and immutability of the arbitral award. The United Nations and the rest of the world know the conflict involving China and the Philippines. Many countries, like the United States, Japan, Australia, and the European Union, have already expressed support for the Philippines’ stand. The Senate resolution, wittingly or intentionally, makes it appear that the President’s position is weak, or his defense of our sovereignty is insufficient, hence they need to goad him to do better or embarrass him when the truth is — the said resolution makes for an impertinent and insulting narrative. If they could not yield to the temptation of a public outcry, and they feel the need to unleash their sentiments for the President to hear them, with the sincere intention of helping him, why didn’t they write him instead or whisper to him in confidence? Muntinlupa’s fight vs malnutrition feted
The National Nutrition Council-National Capital Region has given the City of Muntinlupa its third Green Banner Seal of Compliance in appreciation of its efforts to fight malnutrition, particularly among youngsters. In addition, the city won nine special honors and was nominated for two excellent and finalist positions on program implementers or focal points for nutrition across a range of programs and policies. As part of this year’s Nutrition Month Celebration, the NNC-NCR recognized Riane Grace Gatmaitan, a Grade 7 student from Tunasan National High School, as the Grand Winner of the On-the-Spot Poster Making Contest. “Congratulations, Muntinlupa!” Mayor Ruffy Biazon said. “This is a commendable affirmation of our efforts to end urban malnutrition.” “There is still much to be done, but for the time being, we want to thank all the local nutrition and health professionals who worked so hard to make this distinction possible,” he added. Local government units with programs and policies that have demonstrated a significant influence on the local nutrition condition of the community are awarded the Green Banner Seal of Compliance by the NNC. An LGU may receive the Seal if it posts an overall success rate of at least 85 percent on particular nutrition metrics. DepEd: ‘Beautiful opening’ for Palaro, no plans for extension
The Department of Education has no plan to extend the 2023 Palarong Pambansa despite bad weather hampering the annual sports meet. "We give full credit to the City of Marikina for hosting of this year's Palarong Pambansa, particularly the very fabulous opening program," DepEd Assistant Secretary for Operations and Palarong Pambansa 2023 Secretary General Fancis Cesar Bringas told reporters in an interview. "Despite the rain, we were able to get through this. The Marikina City and the Department of Education has delivered its promise for a beautiful opening program today," Bringas added. He, however, stressed that there will be some adjustments in the schedules of the different games depending on how long the rain is going to be. "For the indoor sports, I don't think there's going to be some any extension in the number of days. But for the outdoor events, we will be looking at adjustments in schedules based on the rules of these specific games. There are going to be alternative schedules for that. We will not be extending that long because an extension of more than one day would be costly for the city as well as the delegations," Bringas said. He also said that the city government has stationed medical teams in the billeting quarters and playing venues to ensure the health and safety of the delegations. "The city has stationed a medical team and even the delegations themselves brought their own medical teams," Bringas said. The DepEd official also said that the city government will shoulder the hospitalization of delegates in case of injuries and accidents during the Palaro. "If there are going to be hospitalizations, the city has covered hospitalization fees in 10 private and public hospitals in the City of Markina," Bringas said. According to him, around 7,200 athletes, coaches, assistant coaches and trainers from various regions are now in Marikina City to compete in the sporting event. "In total, our delegations are a little over 11,000 and that includes all the committees of the different delegations," he said. Marcos’ anti-drug focus must improve
Senator Ronald “Bato” dela Rosa hopes President Ferdinand “Bongbong” Marcos Jr. will put more focus on the drug problem during the remainder of his term. “Just a little attention. I hope the drug situation will be taken care of,” Dela Rosa said shortly before Marcos delivered his second State of the Nation Address. “It is different if the Chief Executive himself will pay attention to the drug problem,” he stressed. In his SoNA, Marcos said the battle against illegal drugs will continue after the government launched the “Buhay Ingatan, Droga’y Ayawan” or BIDA program and will put up 102 Balay Silangan Reformation Centers nationwide. “The campaign against illegal drugs continues — but it has taken on a new face. It is now geared towards community-based treatment, rehabilitation, education, and reintegration, to curb drug dependence among our affected citizenry,” the President said. Marcos said the government will be relentless in the fight against drug syndicates by “shutting down their illegal activities and dismantling their network of operations.” “Unscrupulous law enforcers and others involved in the highly nefarious drug trade have been exposed. Oplan Exodus succeeded in killing Marwan but there was a costly trade-off, which was the lives of 44 Special Action Force elite troops. Napeñas and PNP intelligence group Senior Supt. Fernando Mendez gave a presentation and briefed Aquino. Then Senator Ferdinand “Bongbong” Marcos Jr. indicated incredulity at the denial of Purisima and Napeñas that Aquino did not issue any orders to execute the police operation. “So this was not the subject of the discussion? This was not cleared with the President?” an astounded Marcos addressed Purisima. Purisima said it was a private meeting in which the start of the mission was not on the agenda, which led keen observers to believe that this was an attempt to cover up the involvement of Aquino. “No, your honor. It was something personal, your honor,” Purisima replied. “This ‘advice’ was not cleared with the President?” Marcos asked, to which he was answered in the negative. Similarly, Purisima denied having a direct hand in the Oplan, saying that he merely gave advice and was not actually on top of the mission despite being quoted by Napeñas as having said that he would assume the responsibility of relaying the mission to former Armed Forces of the Philippines Chief of Staff, Gen. Gregorio Pio Catapang Jr. Napeñas said Purisima also directed him not to reveal the mission to Department of the Interior and Local Government Secretary Manuel “Mar” Roxas II and PNP officer-in-charge Leonardo Espina. Napeñas echoed the line of Purisima to underscore that Aquino, on two occasions, was given a mission update: “I was never given any guidance that the mission was a no-go.” “You interpreted the silence on the matter as consent on the part of your commanders?” Marcos asked, to which Napeñas gave an affirmation. “The coordination with the AFP was supposed to have been done by you, and you only did it when the SAF members were already under fire, am I correct?” Marcos said. Purisima then explained that before he met with the President, he met with AFP officials to discuss the coordination with the PNP officials. “And they were introduced to each other and they were the ones coordinating with each other on what they would do. I did not participate in their coordination, your honor,” Purisima said. The operation, Purisima reiterated, called for “time on target for everybody so I just followed the principle of time on target.” “But this is the acting chief of the PNP. This is not only a usurpation of authority, but this is also breaking the chain of command because it is very clear the chain of command is here and you, as the suspended chief of the PNP, were issuing orders to keep the acting chief of the PNP in the dark on a very critical mission,” Marcos pointed out. Purisima was already under suspension by the Ombudsman when the meeting with the President was arranged, something that should have not happened. “So General Napeñas informed you that he was going to the Palace to give a mission briefing? So you attended on your own initiative, you just popped up after learning that there was a mission briefing because you thought that your presence was needed?” Marcos asked. Acrylamide — Worrisome or not?
Just when we have been forewarned about carbon footprints, transfats, hydrogenated foods, anti-nutrients, nightshades and more, there is acrylamide. The question is, should we all be concerned about it? And if we cannot avoid it, how should we neutralize it somehow? If you take a closer look at the packaging of some processed items (especially from the US), you will find a warning on some product packaging: “This product contains acrylamide and may pose a risk to your health.” The message varies but the intention is the same -- to serve as a warning. In short, buy it at your own risk. While some companies carry the warning, these have been removed since, especially for coffee. Why the fuss? Acrylamide is a chemical that can form in certain foods that are exposed to high temperatures during the cooking process (maillard reaction). It is formed from the sugars and proteins in foods. It is also formed during the process of making paper, dyes and other industrial products. It has been determined that safe consumption of this chemical must not exceed .2mcg daily in order to have no risk of cancer. Try cooking food lower than this temperature. Reduce the starch content in potatoes by soaking them in water for 15 to 30 minutes and already pre-cut to their final sizes. Store fresh potatoes at room temperature so as to lower their starch content. Flush it out by drinking water. Consume 10 glasses or more daily. Eat raw food. Go on a raw food vegan diet. Or at least increase your raw vegetables and fruit consumption. Degamo suspects affirm recantations
The suspects who had previously retracted their statements in connection with the murder of Negros Oriental Governor Roel Degamo and nine other people affirmed their affidavits of recantation. According to Atty. Andres Manuel, one of the defense lawyers, the affirmation of the recantations was undertaken during a hearing at the Department of Justice yesterday. “They categorically stated that the affidavits of recantation belonged to them and that they understood and comprehended their contents, to which they were attesting,” Manuel said He added: “From the defense’s perspective, this is a significant development. If we analyze the news reports, it seems that the cases against Rep. Teves and others were anchored on the statements of these individuals.
