UN says peacekeepers’ ‘lives in danger’ in Mali
UN peacekeepers made an early withdrawal from their camp at Tessalit in northern Mali because their "lives were in danger", the United Nations mission said Sunday. Malian troops on Saturday took over the Tessalit camp, the army said on social media, the first handover in the Kidal region where clashes with armed groups have flared recently. The withdrawal of the UN stabilization mission in Mali (MINUSMA) after 13 years has ignited fears that fighting will intensify between troops and armed factions for control of the territory. The pullout was completed "in an extremely tense and degraded security context putting in danger the lives of personnel", according to a MINUSMA statement received Sunday. UN staff had previously been "forced to shelter in bunkers several times because of shooting", the statement said. It gave the example of October 19, when an incoming fire targeted a C130 transport plane on landing at Tessalit. No injuries or serious damage were recorded. Before quitting the base, MINUSMA said it took "the difficult decision to destroy, deactivate or put out of service expensive equipment such as vehicles, munitions, generators, and other items". The last convoy left Tessalit on Saturday by road heading for Gao, the biggest town in northern Mali. Mali's ruling junta, which seized power in 2020, had in June demanded the mission leave despite being in the grip of jihadism and raging crises. The withdrawal of around 11,600 soldiers and 1,500 police officers is due to continue until 31 December and has exacerbated rivalries between armed groups present in the north. The Coordination of Azawad Movements -- an alliance of predominantly Tuareg groups seeking autonomy or independence -- has carried out a series of attacks on army positions. The Al-Qaeda-linked Support Group for Islam and Muslims (GSIM) has also increased attacks against the military. Before Tessalit, MINUSMA had transferred five other camps to the Malian authorities since August. But the evacuation of the camps in the Kidal region, and especially the town of Kidal, a separatist bastion, remains a major challenge. The separatists do not want the camps handed back to the Malian army, saying it would contravene the ceasefire and peace deals struck with Bamako in 2014 and 2015. Hamas masterminds top Israel’s ‘dead man walking’ hit list
Israel has threatened that every Hamas member faces death when it invades Gaza but two accused masterminds of the October 7 attacks are at the top of its hit list. Military strategist Mohammed Deif and political leader Yahya Sinwar have already spent time in Israeli or Palestinian jails and been the targets of multiple attempts to kill them. The hunt for the two most senior Hamas leaders in the besieged Gaza Strip will be fierce this time. In the war of words leading up to the impending ground offensive, Israel has said that Sinwar is "a dead man walking" after Hamas fighters killed about 1,400 people and abducted more than 200 in the worst attacks suffered by Israel since its creation 75 years ago. Israel has responded with a withering bombardment of Gaza that has killed more than 3,700 people, according to the Hamas-run health ministry, and with a volley of deadly warnings. "Hamas terrorists have two options: Be killed or surrender unconditionally. There is no third option," Defence Minister Yoav Gallant said. Hamas spokesmen have responded that the Palestinian Islamist group is "not scared". Security sources outside Gaza say Deif and Sinwar are now embedded in a network of tunnels built to resist the bombing campaign launched after the brutal attacks on communities and military bases near the border shook Israel to its core. But the pair have spent years operating in the shadows. Israel has singled out the 61-year-old Sinwar, who was elected Hamas leader in Gaza in 2017 after Ismail Haniyeh became the movement's supreme leader. Military spokesman Lieutenant Colonel Richard Hecht called Sinwar the "face of evil" and declared him a "dead man walking". Sinwar was a founding member of Hamas in 1987 during the first Palestinian intifada or uprising and rose through the ranks as a fierce advocate of armed struggle. A graduate of the Islamic University in Gaza, he learned Hebrew during 23 years in Israeli jails. Sinwar was serving four life terms for the killing of two Israeli soldiers when in 2011 he became the most senior of 1,100 Palestinians released in exchange for French-Israeli soldier Gilad Shalit. In the shadows Sinwar and Deif were both born in the Khan Yunis refugee camp in Gaza and added to the United States' list of most wanted "international terrorists" in 2015. Hamas is blacklisted as a "terrorist organisation" by the European Union as well as the United States. Much less is known about Deif, Israel's number one public enemy for the past two decades during which he has been accused of organising suicide attacks, kidnappings and other raids. There is only one known full-face photo of the commander of the Ezzedine al-Qassam Brigades, Hamas's military wing. It is at least 20 years old. The others show him either in a mask or standing in the shadows to avoid identification. An audio message from Deif was transmitted by Hamas media on the morning of the attacks dubbed Operation Al-Aqsa Flood. "The rage of our people and our nation is exploding," he said. Deif was born Mohammed Diab al-Masri in 1965. His assumed name means "Guest" in Arabic and he reportedly never spends more than one night in the same place. Enemies have dubbed him the "cat with nine lives" as he has survived at least six attempts to kill him. Deif's wife and at least one child were killed in an Israeli air strike during the 2014 Gaza war. Deif has reportedly lost one eye and been left disabled by the attempts on his life but it has not weakened his influence. He has been involved with Hamas since the 1980s and was arrested at the start of the second intifada but escaped, or was released, from a Palestinian Authority prison in 2000. He became head of the Hamas military wing in 2002 and has been Israel's bete noire ever since. Israel has sent repeated warnings to the Hamas leadership since October 7. "Every member of Hamas is a dead man," said Prime Minister Benjamin Netanyahu. But experts say that eliminating Sinwar and Deif would severely weaken but not crush Hamas, which is Israel's declared aim. "Sinwar and Deif are clearly first priority leadership, the loss of which would damage Hamas, but one presumes that the group has contingencies about their loss," said H.A. ‘Total lawfare’: Ukraine’s other front in the war
On 26 February 2022, while Russian tanks were barrelling towards Kyiv, Ukrainian lawyers were fighting on a different front, submitting a case against Moscow at the International Court of Justice. The gilded halls of the Peace Palace in The Hague, where the court sits, are a world away from the trenches of Donbas but Ukraine believes its legal attacks on Russia are a critical part of the fight. What cases are open in Ukraine's campaign of all-out "lawfare" against Moscow and, with little chance of Russian compliance, what's the point? Where are the legal front lines? The Hague, Strasbourg, and Hamburg. Ukraine has dragged Russia before the International Court of Justice (ICJ), which rules on disputes between nations, arguing that President Vladimir Putin abused the UN Genocide Convention when he used an alleged "genocide" in eastern Ukraine as a pretext for invasion. The final arguments in this case will be heard later Wednesday. Also in The Hague, the International Criminal Court (ICC) has issued an arrest warrant for Putin, accusing him of unlawfully deporting Ukrainian children, a war crime. Neither of these courts, however, can try Russian leaders, including Putin, for the crime of "aggression", defined as an attack on one state by another in breach of the UN charter. So a special group of prosecutors from Ukraine, the EU, the United States, and the ICC has been set up in The Hague with a view to establishing a special tribunal to bring senior Russians to trial. Ukraine also has cases open at the European Court of Human Rights (ECHR) in Strasbourg over alleged Russian human rights abuses. Finally, Ukraine also brought cases to the Permanent Court of Arbitration (PCA) in The Hague and the International Tribunal for the Law of the Sea in Hamburg over what it says is Russia's disregard for international maritime law. Will Russia comply? It seems unlikely that Russia would comply with any ruling from an international court -- for example, in March 2022, the ICJ ordered Moscow to immediately halt its invasion. Russia didn't even turn up to the hearings in that case. But it's far from an academic exercise, said Cecily Rose, assistant professor of public international law at Leiden University. "There are examples of cases in which Russia has complied at least partially with an adverse ruling by an international court," Rose told AFP, citing a 2015 verdict in which Moscow reportedly stumped up half the cash it was ordered to. "It shows that non-compliance cannot be cynically assumed. Most of the time, states do comply with awards and judgments rendered by international courts and tribunals." What's the point? Even if Russia doesn't comply, Kyiv and most legal experts think the international community needs to draw a line in the sand. "Some countries do not comply with the law, including Russia. However, it is still important to call them out and to bring a case against them when they do breach the law," said Melanie O'Brien, assistant professor at the University of Western Australia Law School. "The case demonstrates that other countries do not view Russia's conduct as acceptable -- but rather, as unlawful," O'Brien told AFP. A ruling from the ICJ against Russia would be a further element in isolating Moscow and confirming it broke international law, she said. "It is also an important acknowledgment for victims of human rights abuses and international crimes such as war crimes that what happened to them and their loved ones was not lawful," she added. Proving that Russia's actions were in contravention of international law could also be key in future peace negotiations, including over potential reparations, noted Rose. How long will it take? The wheels of justice grind slowly. The ICJ "genocide" case is only about whether the court even has jurisdiction. A special tribunal is politically sensitive and will take a long time to establish. But the wheels of justice also grind exceedingly fine. "Just because Putin won't comply with a ruling now, he won't be in power forever," said O'Brien. Saudi border guards killed hundreds of Ethiopian migrants — HRW
Saudi border guards fired "like rain" on Ethiopian migrants trying to cross into the Gulf kingdom from Yemen, killing hundreds since last year, Human Rights Watch said in a report Monday. The allegations, described as "unfounded" by a Saudi government source, point to a significant escalation of abuses along the perilous route from the Horn of Africa to Saudi Arabia, where hundreds of thousands of Ethiopians live and work. One 20-year-old woman from Ethiopia's Oromia region, interviewed by HRW, said Saudi border guards opened fire on a group of migrants they had just released from custody. "They fired on us like rain. When I remember, I cry," she said. "I saw a guy calling for help, he lost both his legs. He was screaming; he was saying, 'Are you leaving me here? Please don't leave me'. We couldn't help him because we were running for our lives." HRW researcher Nadia Hardman said, "Saudi officials are killing hundreds of migrants and asylum seekers in this remote border area out of view of the rest of the world," according to a statement. "Spending billions buying up professional golf, football clubs, and major entertainment events to improve the Saudi image should not deflect attention from these horrendous crimes," she said. Longtime Saudi ally the United States urged "a thorough and transparent investigation". "We have raised our concerns about these allegations with the Saudi government," a State Department spokesperson said. "We urge the Saudi authorities... to meet their obligations under international law," the spokesperson added. A Saudi government source told AFP that the allegations were unreliable. "The allegations included in the Human Rights Watch report about Saudi border guards shooting Ethiopians while they were crossing the Saudi-Yemeni border are unfounded and not based on reliable sources," said the source, who requested anonymity. 'Concerning allegations' The New York-based group has documented abuses against Ethiopian migrants in Saudi Arabia and Yemen for nearly a decade, but the latest killings appear to be "widespread and systematic" and may amount to crimes against humanity, it said. Last year, United Nations experts reported "concerning allegations" that "cross-border artillery shelling and small-arms fire by Saudi Arabia security forces killed approximately 430 migrants" in southern Saudi Arabia and northern Yemen during the first four months of 2022. In March of that year, the repatriation of Ethiopians from Saudi Arabia began under an agreement between the two countries. Ethiopia's foreign ministry said about 100,000 of its citizens were expected to be sent home over several months. The HRW report said there was no response to letters it sent to Saudi officials. But the Huthi rebels who control northern Yemen alleged "deliberate killings of immigrants and Yemenis" by border guards, in response to a letter from HRW. According to the rights group, migrants said Huthi forces worked with people smugglers and would "extort" them or keep them in detention centers where they were "abused" until they could pay an "exit fee". The Huthis denied working with people smugglers, describing them as "criminals". In 2015, Saudi officials mobilized a military coalition in an effort to stop the advance of the Iran-backed Huthis, who had seized the Yemeni capital Sanaa from the internationally recognized government the previous year. Yemen's war has created what the UN describes as one of the world's worst humanitarian crises, with millions dependent on aid. Mortar fire Many of the abuses described by HRW would have occurred during a truce that took effect in April 2022 and has largely held despite officially expiring last October. The HRW report draws from interviews with 38 Ethiopian migrants who tried to cross into Saudi Arabia from Yemen, as well as from satellite imagery, videos, and photos posted to social media "or gathered from other sources". Interviewees described 28 "explosive weapons incidents" including attacks by mortar projectiles, the report said. Some survivors described attacks at close range, with Saudi border guards asking Ethiopians "in which limb of their body they would prefer to be shot", the report said. "All interviewees described scenes of horror: women, men, and children strewn across the mountainous landscape severely injured, dismembered, or already dead," it said. Other accounts described forced rape and beatings with rocks and iron bars. HRW called on Riyadh to end any policy of using lethal force on migrants and asylum seekers and urged the UN to investigate the alleged killings. Several Filipino drag queens participated in RuPaul’s DragCon Los Angeles on 12 and 13 May at the Los Angeles Convention Center, California, United States. This year’s expo of drag culture welcomed its first delegation of Filipino drag performers and it was a sizable group, led by Drag Race Philippines’ first winner Precious Paula Nicole. She was joined by Marina Summers, Eva Le Queen, Xilhouete, Minty Fresh, Viñas DeLuxe, Turing, Gigi Era, Corazon and Prince — all contestants of the Philippine version of the phenomenal drag reality series RuPaul’s Drag Race. The Queens’ Walk One of the highlights was the Queen’s Walk on the now famous Pink Carpet on the first day after the ribbon-cutting ceremony. The queens were introduced to the public one by one and sashayed down the pink carpet in their fabulous outfits. 60 killed in Burkina Faso ‘by men in army uniform’
About 60 civilians were killed in a village in northern Burkina Faso by men wearing military uniforms, the local prosecutor said late Sunday, announcing an investigation into the latest bloodshed in the insurgency-hit country. Landlocked and in the heart of West Africa's Sahel, the country is one of the world's most volatile and impoverished. Attacks blamed on suspected jihadists are on the rise in Burkina Faso, which is battling an insurgency that spilled over from neighboring Mali. "About 60 people were killed by people wearing the uniforms of our national armed forces" on Thursday in the village of Karma, in northern Yatenga province, Ouahigouya High Court prosecutor Lamine Kabore told AFP in a statement, citing the gendarmerie. "The wounded have been evacuated and are currently being taken care of within our health facilities," he said, adding that the perpetrators had "taken various goods". The village of Karma is near the Malian border and attracts many illegal gold miners. According to residents contacted by AFP, survivors said more than 100 people on motorbikes and pick-up trucks raided the village. Dozens of men and young people were killed by the men, dressed in military uniforms, they said. Survivors gave a toll of "around 80 dead". The latest bloodshed occurred a week after 34 defense volunteers and six soldiers were killed in an attack by suspected jihadists near the village of Aorema, about 15 kilometers (10 miles) from provincial capital Ouahigouya and 40 kilometers from Karma. Following that attack, Burkina Faso's military junta declared a "general mobilization" to give the state "all necessary means" to combat a string of bloody attacks blamed on jihadists affiliated with Al-Qaeda and the Islamic State group. The decree states that anyone over 18 years old and physically fit who is not in the armed forces will be "called to enlist according to the needs expressed by the competent authorities". The government had already announced a plan to recruit 5,000 more soldiers to battle the insurgency that has gripped the country since 2015. Captain Ibrahim Traore, Burkina's transitional president, has declared a goal of recapturing the 40 percent of the country's territory which is controlled by jihadists. The violence has left more than 10,000 people dead, according to non-governmental aid groups, and displaced two million people from their homes. Anger within the military at the mounting toll sparked two coups in 2022, the most recent of which was in September, when Traore seized power. He is standing by a pledge made by the preceding junta to stage elections for a civilian government by 2024.
