NPA leader killed in Misamis encounter
ZAMBOANGA CITY — Soldiers killed the leader of the Sendong guerilla front of the New People’s Army and captured another during an encounter in the forested areas of Jimenez town in Misamis Occidental. The soldier also recovered several high-powered firearms at the encounter site in Barangay Carmen, Jimenez. Tabak Division Commander Maj. Gen. Gabriel Viray III said yesterday that soldiers from the 10th Infantry Battalion, operating under the Task Unit “Eradicator” of the 102nd Infantry Brigade, engaged the rebels in a firefight. Viray identified the leader of the guerilla front as Michael Cabayag, also known as “Teddy.” He was killed during the encounter. Viray also identified the arrested NPA as Armida Nabicis, alias “Yumi.” Among the high-caliber firearms recovered by the military at the encounter site were an M16 rifle with an M203 grenade launcher, one CZ rifle, and one M653 carbine. Also recovered were the personal belongings of the NPA rebels. According to Viray, soldiers acted on a report of armed men roaming around the village. Lt. Col. Jose Andre R. Monje immediately dispatched a team of soldiers to the area, and an encounter immediately ensued between the NPA and the soldiers. “Our commitment goes beyond the battlefield. We will ensure that alias Teddy is properly turned over to his family, respecting the principles of compassion and humanity in this challenging situation,” Monje said. Museum to fix Dwayne ‘The Rock’ Johnson waxwork after skin tone complaints
A French museum said Monday it is working urgently to fix a much-derided waxwork of Dwayne "The Rock" Johnson after the US actor complained about its pale skin tone. Johnson, who is of Samoan and Black origin, took to Instagram this weekend to joke about the Grevin Museum's botched wax figure, which appeared to depict him with white skin, and bears only a vague likeness to his features. "For the record, I'm going to have my team reach out to our friends at Grevin Museum, in Paris, France, so we can work at 'updating' my wax figure here with some important details and improvements -- starting with my skin color," wrote Johnson, best known by his stage name The Rock. On Monday, the museum told AFP that staff were "reworking" the wax figure, and that an updated version would be reinstalled Tuesday morning. "They're going to work all night on it so that it's more in line with fans' expectations," Yves Delhommeau, the museum's director, said in a statement. "Crews will work through the night to ensure the likeness is more in keeping with the expectations of his fans. "We're also going to reconfigure the lighting because there was a lighting issue that was having the effect of lightening his skin." Johnson "will come see us later on to see if there are other modifications that need to be made." Old Montreal churches get a second life
Inside a former Anglican church in central Montreal, crucifixes, prayer benches and candlesticks have been replaced by books and chessboards -- part of an effort by developers and community groups to breathe new life into abandoned churches. "I really like coming here. I like the little church feel, it is conducive for concentrating," university student Alexia Delestre whispered at the Mordecai-Richler library, which is housed in the old church building. Across the once highly religious French-speaking province of Quebec, dozens of churches have been transformed into daycare centers, spas, basketball courts, climbing centers, and a cheese factory. "In general, we do not want to destroy churches if we can preserve them because they are beautiful buildings that mark the urban space well," said Justin Bur, 58, a member of the local historical society Memoire du Mile-End. "They are important landmarks." Another 1960s church in Montreal was saved from demolition at the last minute and now houses a residence for the elderly, social housing, and daycare. Outside, its imposing white concrete structure and its high-perched cross stand out in the urban landscape. Inside, seats and children's toys fill rooms with high ceilings and large windows. "It's really the Rolls-Royce of daycare centers," boasted Isabelle Juneau, deputy director of La Creche daycare, highlighting the modernist architecture and the brightness of the place. City of 100 steeples The repeal in the 1960s -- during Quebec's Quiet Revolution or secularization -- of a tax that paid for the maintenance of churches contributed greatly to the abandonment and deterioration of places of worship. Many have been deserted, including in Montreal, which was nicknamed "the city of 100 steeples" by the writer Mark Twain who once famously said that "you couldn't throw a brick without breaking a church window." Quebec used to be home to around 2,800 churches, but their number has been dwindling, explained Lucie Morisset, an urban heritage researcher. In Montreal alone, there were about 1,000 churches at the beginning of the 20th century, of which only 400 are left today. "There are no more priests, there are no more religious practices. Society has moved on to something else," said Morisset. Over the past two decades, about 100 churches have been redeveloped, according to the Quebec Religious Heritage Council. About ten have been demolished and some forty have transitioned into synagogues, mosques, or other types of places of worship. Costly conversions Conversions are not always easy, but they have become even more costly lately due to galloping inflation. Marc-Andre Simard, general manager of the Chic Resto Pop restaurant said it cost several hundred thousand dollars to convert an old church into a community cafeteria. The entire basement was repurposed into a kitchen and the grounds had to be decontaminated after an old heating oil tank leaked. The restaurant now serves more than 300 meals each day to the neighborhood's needy while providing kitchen training for the unemployed -- amid the original woodwork, multicolored stained glass windows, and confessionals. For Simard, it is "essential that the entire religious heritage is not left to rot" because old churches can still serve as community spaces or residences. ARI in troika to build Visayas wind project
Aboitiz Renewables Inc. or ARI, the renewable energy arm of Aboitiz Power Corp., Singapore-headquartered Vena Energy, and Cebu-based Vivant Energy Corp., have teamed up to develop, build, and operate a 200-megawatt or MW wind project in the Visayas. The project, dubbed as San Isidro Wind Power Project, will be built in San Isidro, a fourth-class coastal municipality in the Province of Northern Samar. It will be undertaken by the joint venture company that the parties formed called Lihangin Wind Energy Corp. Construction starts Q4 2023 As disclosed in the separate stock reports of ARI and Vivant Energy on Wednesday, which are both publicly listed companies, the wind plant will begin construction within the last quarter of the year. It is scheduled to be completed by early 2025. “We are excited to partner with Vena Energy and Vivant Energy so that together, we can contribute to the Philippines’ clean energy aspirations. Week-long drive nets 45 druggies, other suspects
A week-long drive by the Manila Police District netted 45 drug suspects, 114 illegal gamblers, 14 wanted persons and 15 for illegal possession of firearms. MPD Director P/Brig. Gen. Andre Perez Dizon bared this yesterday in a Weekly Accomplishment Report in the spirit of public transparency and access to public information. On 17 to 24 September, multiple police operations were conducted in various parts within MPD jurisdiction that resulted in the arrest of 45 suspects in possession of 175.7 grams of shabu with an estimated street value of P1,357,600; 114 suspects were arrested for illegal gambling with a total of P24, 444 bet money confiscated; 45 suspects in the Wanted Persons list; arrest of 14 suspects and seized of 15 firearms for operations of loose firearms. Violators of various city ordinances and special laws were also apprehended, with smoking in public places as the city ordinance with the highest number of violators at 2,576. Other city ordinances with arrested violators include 665 obstruction, 588 half-naked and other ordinances, 15. There were 278 citations made for traffic law violations. “The Manila Police District is committed to a proactive brand of policing and will be tenacious in our anti-criminality campaign to ensure public safety and public order in the city of Manila,” Dizon said. Lacuna is now a ‘Lakan’
Manila Mayor Honey Lacuna was inducted as the first lady member of the Manila Police District’s Lakan-MPD, a prestigious group of Philippine National Police Academy alumni assigned in the city of Manila. With the title, the Manila mayor vowed to do her best to give meaning to her being a “Lakan”, saying that it means being a supreme leader that will lead in establishing the welfare of her own kind, responding to the needs of those falling under her jurisdiction and using her strength and courage to defend her community. MPD secures Bar exams
The Manila Police District on Sunday announced that it has deployed at least 500 personnel around the vicinity of San Beda College and University of Santo Tomas to secure the conduct of the Bar examinations which kicked off on Sunday. MPD chief Brig. Gen. Andre Dizon said that the deployment will cover the period from 17 September until the last day of the examinations which will fall on 24 September 2023 as he also urged the public to report immediately any suspicious actions by any individual or group that may seem to sow terror. The other local testing centers are Manila Adventist College; University of the Philippines — Bonifacio Global City; Saint Louis University; Cagayan State University; and University of Nueva Caceres in Luzon; University of San Jose — Recoletos; University of San Carlos; and Dr. V. Orestes Romualdez Educational Foundation in Visayas; and Ateneo de Davao University and Xavier University in Mindanao. Earlier, the local government of Manila has imposed a liquor ban and banned ambulant vendors near two testing centers for the 2023 Bar examinations. PCUP airs support to DHSUD’s pro-poor ‘Pambansang Pabahay’
The Presidential Commission for the Urban Poor has fully supported the Department of Human Settlements and Urban Development's implementation of the pro-poor Pambansang Pabahay para sa Pilipino Program. In a social media post, PCUP Commissioner Andre Niccolo Tayag stated the Commission's support for DHSUD Secretary Jose Rizalino Acuzar and the flagship 4PH program. "Buo po ang suporta ng PCUP sa pamumuno ni Undersecretary Elpidio Jordan at ng aking opisina sa inyo Mr. Secretary bilang punong tagapagpatupad ng Pambansang Pabahay program," Tayag posted. "Sa 'whole of government approach' ang ating pagtutulungan bilang ahensya, kabilang sa key shelter, ay mapapababa kung hindi man lahat ang lomolobong bilang ng informal settlers sa bansa," he added. Commissioner Tayag's pronouncement was in response to Secretary Acuzar’s statement reiterating the need for all stakeholders to unite in addressing the country’s housing backlog pegged at more than 6.5 million units. Barangay Kaligayahan Kagawad Allan Butch Francisco Jr. in his complaint obtained by DAILY TRIBUNE, said barangay chairman Alfredo ‘Freddy’ Roxas, kagawad Jim Mahusay, kagawad Alexander Rivera, kagawad Perla Adea Mallari, kagawad Arnel Gabito, kagawad Dionisio Gascon, kagawad Sofronio Grimaldo, and barangay secretary Josephine Penarada violated Anti-Graft and Corrupt Practices Act, Falsification of Public Documents, and Grave Misconduct for faking an approved resolution. Francisco claimed the said barangay officials made it appear that the Barangay Resolution No. 087 Series of 2023, “Interposing no objection to the application of M.M. Ledesma Laboratories Corp., located at Zabarte Ext.,” was approved on 15 April 2023. It was also certified by Penarada. However, Francisco explained that while they agreed to establish that regular session of their council shall be held every 1st and 2nd Saturdays of each month, 15 April fell on the 3rd Saturday, Roxas postponed it to give way for the Barangay Assembly Day held also on that day. “No session was actually conducted on that day,” Francisco said in his complaint referring to the date the said resolution was passed. He added that neither the supposed notice for the regular session was nor a notice for special session was issued by Roxas for the resolution to be passed. Roxas earlier was also charged of violating the Anti-Graft and Corrupt Practices Act by Hernando Compendioa, barangay watchman, who suffered a stroke, and was told by the chieftain to stop working, but later learned that his name was still on the payroll list but not receiving a single centavo. Meanwhile, Graft and Falsification charges were also hurled against Barangay Pasong Tamo chairwoman Mae Tagle before the Office of the Ombudsman by three of her own village staff over a dozen “ghost employees.” Tagle had just been served with another six months suspension for leasing the space barangay pharmacy to private fish and meat vendor by the Special Investigation Committee of the City Council. Florence Andre Fabre, Ruvelinda dela Isla and Mary Lyne Casinos showed that Tagle hired them upon assuming her post on 1 July 2022. Tagle became the village chief because of rule of succession for being the number one kagawad (barangay councilor) when then barangay chairman Banjo Pilar won as a councilor in May 2022 polls. Fabre in their joint affidavit of complaint averred that he was a book keeper and assistant of barangay assistant treasurer Gloria Sareño who was in-charged of preparing payroll for the entire staff of their village. He said that from July to September 2022 nothing unusual happened in their payroll, until came October 2022, when there were 10 other names added to the list of their payroll, and was instructed by Tagle’s daughter Mary Jean, who acted as their admin aide IV, to also sign on behalf of the additional names on the list and be quiet about it. Fabre also found out that one of the names added was Tagle’s maid Melina Barcelo with a work item as “contact tracer” receiving a monthly salary of P6,500. To his estimate, about a million pesos has been pocketed by Tagle since that month until April 2023, as the names added in their payroll list were not really receiving their salary. Dela Isla, on the other hand, worked as an assistant trainer along with her daughter Florbhy who worked as a traffic enforcer from 1 July 2022 to 30 November, 2022. But the younger Dela Isla had resigned the following month. To her surprise, Dela Isla learned that the name of her daughter was still listed in their payroll when Tagle got her first suspension on June 2023, pocketing her daughter’s salary for six months. Casinos, on another end, who was also hired by Tagle as an Auxiliary member of the village watchmen team, also learned that even her husband’s name who was working at the nearby Himlayang Filipino was also listed as “ghost employee.” The three complainants also attached the affidavit of Daniel Tecson whose name was also listed as “ghost employees” who did not even received a single centavo from Tagle, when they filed the charges on 13 June 2023 for fear of being implicated in Tagle’s scheme.
