Biden meets Chinese FM, urges cooperation on ‘global challenges’
US President Joe Biden met China's foreign minister for talks on Friday as the two countries seek to smooth ties ahead of a possible visit by Chinese leader Xi Jinping. Biden told top Chinese diplomat Wang Yi that Washington and Beijing must "manage competition in the relationship responsibly and maintain open lines of communication," the White House said. With the Israel-Hamas conflict raging in the Middle East, Biden also "underscored that the United States and China must work together to address global challenges," it added in a statement. Biden has invited Xi to San Francisco next month for the Asia-Pacific Economic Cooperation summit, but he has also stood firm on China in the run-up, keeping up a stream of sanctions and backing US allies in disputes with Beijing. Wang Yi has been on a two-day visit to Washington during which he also met US Secretary of State Anthony Blinken and Biden's National Security Advisor Jake Sullivan. The Chinese foreign minister had been expected to meet Biden too after Blinken met Chinese president Xi in Beijing in June, but it had not previously been confirmed. White House National Security Council spokesman John Kirby had said on Thursday that this week's talks were a "milestone in that effort to keep the lines of communication open with the PRC (People's Republic of China)." Sullivan was going to raise "areas of concern" including China's behavior in the South China Sea, where it has been forcefully asserting its maritime boundaries. Stabilize Wang said after meeting Blinken on Thursday that he wanted to "stabilize US-China relations" and "reduce misunderstanding" after years of tensions. Acknowledging that differences will still come up, Wang said China would respond "calmly, because we are of the view that what is right and what is wrong is not determined by who has the stronger arm or the louder voice." Biden and Xi have had no contact since a meeting in Bali in November 2022. Bong Go recognizes barangay health workers’ role in community development
Following his visit to Babak District the previous day, Senator Christopher “Bong” Go, chairperson of the Senate Committee on Health and a staunch advocate of community development, attended another Provincial Health Information Management System Orientation in the Island Garden City of Samal, Davao del Norte on Wednesday, 25 October. The said program aims to enhance healthcare delivery, streamline information flow, and ensure that citizens across the region have access to quality health services. Go personally accorded recognition to Barangay Health Workers (BHWs) for their efforts to promote the health and well-being of their constituents. He also noted that BHWs are the backbone of healthcare in the country, acting as the first line of defense in ensuring the welfare of their respective communities. "Bilang isang senador gusto kong pasalamatan ang ating mga barangay health workers. Hindi natin mararating ito ngayon kung hindi dahil sa inyong sakripisyo na magserbisyo. Dapat kayo ang pasalamatan ngayong araw. Palakpakan natin ang ating mga barangay health workers,” expressed Go. “Sa totoo lang sa panahon ng pandemya nahirapan talaga tayo. Pero (dahil) sa inyong pagtutulungan at pagserbisyo sa mamamayan, nalampasan natin ito. Hindi tayo makapag-gather ngayon o makapagtipon kung hindi dahil sa inyo. Ganito man ang inyong trabaho, nakita ko ang importansya at kung anong serbisyo para sa ating mga kababayan lalo na sa barangay level ang iniaambag ninyo,” he continued. During the event, Go was also joined by Councilor Sonny Lanorias, BHW City Coordinator Christine Enriquez Lara, BHW District Federation President Alicia Sastrillas, and District Coordinator Arlene Pacquaio, among others. The senator also extended assistance to around 200 BHWs present, such as gift packs, masks, vitamins, shirts, meals, and balls for basketball and volleyball. He also gave away bicycles, mobile phones, shoes, and watches to select recipients. He also extended similar assistance to the 201 BHWs who attended the previous day. On October 23, around 250 BHWs were also given similar assistance by his staff. Continuing his message, Go pledged his commitment to working with the local government to ensure that BHWs receive proper training, resources, and compensation. The lawmaker outlined his legislative initiatives, specifically on two key bills: Senate Bill No. (SBN) 197 or the proposed Magna Carta for Barangays, and SBN 427, or the Barangay Health Workers Compensation Bill. The proposed Magna Carta for Barangays aims to bolster support for barangays, enabling them to effectively carry out their responsibilities. This measure proposes that barangay officials, including the Punong Barangay, members of the Sangguniang Barangay, the Sangguniang Kabataan chairperson, the barangay secretary, and the barangay treasurer, be accorded treatment similar to that of regular government employees. If this bill becomes law, it will entitle them to salaries, benefits, allowances, and other related perks. On the other hand, SBN 427 proposed granting BHWs a monthly honorarium, coupled with other benefits encompassing allowances, job security, consistent training, and opportunities for skill development. Furthermore, the bill extends these benefits to encompass support from institutions like the Government Service Insurance System (GSIS), the Philippine Health Insurance Corporation (PhilHealth), and the Pag-IBIG Fund. “Na-hearing na po ito sa sub-committee on Health sa pangunguna ni Senator JV (Ejercito) at mayroon pang mga susunod na committee hearings at papakinggan po ang mga LGUs syempre, unang-una rito ‘yung kakayahan po nilang magbigay ng kompensasyon,” shared Go in an interview after his visit to Kapalong on October 24. “Ito pong bill na ito kung saan po ay magkakaroon sila ng mga karagdagang benepisyo… Kung sakaling maisabatas magkakaroon po sila ng monthly honorarium. Kasama na diyan ang job security, regular trainings, skill development opportunities, along with a potential to acquire civil service eligibility,” he continued. Furthermore, Go also referenced SBN 2399, a proposal aimed at declaring April 7 as Barangay Health and Nutrition Workers (BHNW) Day. This initiative acknowledges the pivotal role played by BHNWs in the delivery of primary healthcare services within communities. Go has reaffirmed his dedication to enhancing healthcare accessibility and quality. This commitment is manifested through his backing of the continued operations of Malasakit Centers, the construction of Super Health Centers, and the establishment of Regional Specialty Centers across the nation. A brainchild of Go, the Malasakit Centers program is designed to help ensure that particularly poor and indigent patients have convenient access to the medical assistance programs offered by partnered agencies. This was institutionalized in 2019 through the passage of RA 11463, which was principally authored and sponsored by Go. Currently, 159 operational Malasakit centers have assisted more than seven million Filipinos nationwide, according to the Department of Health (DOH). The senator was likewise instrumental in pushing for adequate funding to ensure that more Super Health Centers are established across the country. Some 307 Super Health Centers were funded in 2022 and 322 more in 2023, through the initiative of Go, DOH, local government units (LGUs), and fellow lawmakers. The Super Health Centers will offer a range of healthcare services, including database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service, oncology centers, physical therapy and rehabilitation centers, and telemedicine, through which remote diagnosis and treatment of patients are made possible. Moreover, the senator is the principal sponsor and one of the authors of Republic Act 11959 or the Regional Specialty Centers Act. The said law mandates the establishment of Regional Specialty Centers within existing DOH regional hospitals. During the previous day, Go also visited Davao del Norte to participate in the blessing and turnover of a multipurpose building in the Municipality of Kapalong. This project was funded with Go's support as vice chairperson of the Senate Committee on Finance. He also inspected Balay ni Maria, a facility completed in 2020, and another project he supported the funding of. ‘Last’ Beatles song set for release next week
A much-anticipated "new" Beatles record, created with the help of artificial intelligence, will be released next week on November 2, former band members Paul McCartney and Ringo Starr revealed Thursday. "Now And Then", first written and sung by ex-Beatle John Lennon and developed by the rest of the band, has now been finally finished by McCartney and Starr -- and AI -- decades after its original recording. McCartney, 81, announced its imminent release in June, in what has been dubbed in a promotional trailer "the last Beatles song". The track will be unveiled at 1300 GMT on November 2 by Apple Corps, Capitol and Universal Music Enterprises (UMe), with a music video debuting the following day. A 12-minute documentary written and directed by Oliver Murray -- best known for a 2022 biopic mini-series on The Rolling Stones -- will premiere on YouTube the evening, before featuring commentary from McCartney and Starr. "Now And Then" was recorded by Lennon in the late 1970s at his home in New York's Dakota Building, and also features piano music. Working with Peter Jackson, the film director behind the 2021 documentary series "The Beatles: Get Back", AI was used to separate Lennon's voice from the piano chords. 'Emotional' "There it was, John's voice, crystal clear," McCartney said, in comments published alongside the announcement of the release date. "It's quite emotional and we all play on it, it's a genuine Beatles recording," he added. "In 2023, to still be working on Beatles music, and about to release a new song the public haven't heard, I think it's an exciting thing." McCartney and Starr finished the song last year, including fellow ex-Beatle George Harrison's electric and acoustic guitar recorded in 1995. Recording at Capitol Studios in Los Angeles, they also added Starr's drum part alongside bass, piano, a slide guitar solo by McCartney -- inspired by Harrison -- and more backing vocals. Starr added the process "was the closest we'll ever come to having him (Lennon) back in the room so it was very emotional for all of us. "It was like John was there, you know. It's far out." The Beatles -- Lennon, McCartney, Starr and Harrison -- split in 1970, with each going on to have solo careers, but they never reunited. Lennon was shot dead in New York in 1980 aged 40 while Harrison died of lung cancer in 2001, aged 58. 'Meant to be' "Now And Then" was one of several tracks on a cassette that Lennon had recorded for McCartney a year before his death. It was given to him by Lennon's widow Yoko Ono in 1994. Two other songs, "Free As A Bird" and "Real Love", were cleaned up by the producer Jeff Lynne, and released in 1995 and 1996. An attempt was made to do the same with "Now And Then" but the project was abandoned because of background noise on the demo. AI has now made that possible, though its use in music is the subject of industry-wide debate, with some denouncing copyright abuses and others praising its prowess. McCartney said earlier this year that the technology's use was "kind of scary but exciting because it's the future". Sean Ono Lennon, the son of Lennon and Ono, said it was "incredibly touching" to hear the former Beatles working together again "after all the years that dad had been gone. "It's the last song my dad, Paul, George and Ringo got to make together. It's like a time capsule and all feels very meant to be," he added. EU, U.S. unite to support Israel
European Union and United States leaders met in Washington Friday to show their united stance in supporting Israel’s war on the Palestinian militant group Hamas. “We stood together to support the brave people of Ukraine in the face of (Russian President Vladimir) Putin’s aggression. We’re standing together now to support Israel in the wake of Hamas’s appalling terrorist attack,” US President Joe Biden said at the White House. “These conflicts show democracies must stand together,” European Commission chief Ursula von der Leyen told reporters as she and European Council chief Charles Michel met Biden. “Today, the world faces enormous challenges. And today, more than ever, the world needs a strong EU-US alliance to tackle these challenges,” Michel said. EU leaders were looking for reassurance of continued US support for Ukraine, which is fighting to repel the Russian invasion launched in February 2022. That reassurance was evident Thursday when Biden urged Americans to back a $106 billion aid package including military assistance for Ukraine and Israel. The US is by far the biggest supplier of military aid to Ukraine. Aid to Israel and Ukraine, however, faces hurdle as the US Congress has been paralyzed for more than two weeks divided Republicans, who hold the majority in the House of Representatives, failed for a third time to elect a new House speaker. Congress also faces a 17 November deadline to act on the budget, so as to avoid a possible government shutdown. The party dropped Ohio conservative Jim Jordan, chairman of the influential Judiciary Committee, in a secret ballot Friday after he again failed to secure victory on the House floor on his third attempt. Despite backing from former president and leading 2024 Republican hopeful Donald Trump, Jordan was defeated by 25 colleagues from his own side who joined every Democrat to deny him the gavel for the third time in four days. Interior Secretary Benhur Abalos on Friday backed a plan of the Commission on Elections to suspend the proclamation of Barangay and Sangguniang Kabataan Elections, or BSKE, candidates who will win in the upcoming elections due to campaign violations.
