Bong Go to DTI: More livelihood opportunities for poor
Senator Christopher “Bong” Go expressed his support for the proposed budget for the Department of Trade and Industry (DTI) and its attached agencies during the Senate Finance sub-committee hearing on Tuesday, 3 October. He however appealed to the concerned agencies of government, particularly DTI, to address rising prices of commodities, mitigate the impact of inflation, and provide more livelihood opportunities for the poor to help them recover from the pandemic and other recent crises. “Bigyan po ninyo ng mas maraming oportunidad na makabangon ang mga mahihirap. Ang maayos na kabuhayan ang isa sa mga magiging susi sa pagginhawa ng pamumuhay ng bawat pamilyang Pilipino,” he explained. “Trabaho po ng DTI na bantayan rin ang mga presyo ng bilihin lalo na ngayon na lumalala ang inflation. Bagamat hindi natin kontrolado ang global factors na nagdudulot nito, sikapin dapat ng gobyerno na pagaanin ang hirap na dinadala ng ating mga kababayang pinakanangangailangan,” he appealed. Go’s stance comes in the wake of the recent Pulse Asia survey, conducted from 10 to 14 September, which showed that poverty and inflation were identified as two of the most pressing concerns. It is for this reason that the senator has urged the government to prioritize the creation of better job opportunities as a crucial step towards alleviating the suffering of the people and stabilizing the country's economy. “Nais kong iparating ang aking suporta para sa proposed budget at mga programa ng DTI. Ang DTI ay may malaking papel sa pagpapalago ng ating ekonomiya at pagpapabuti ng kalagayan ng ating mga negosyante at manggagawa,” said Go. Through Senator Mark Villar who presided over the budget hearing, Go manifested his support for DTI as it plays a pivotal role in shaping the economic landscape of the country, considering that it is responsible for crafting and implementing policies, programs, and projects that promote a competitive and innovative business environment. “Sa pagtugon sa mga hamon ng kasalukuyang panahon, napakahalaga na maglaan tayo ng sapat na pondo para sa DTI upang maipagpatuloy nila ang kanilang mahalagang mga proyekto at programa. Moreover, Go said that the department is entrusted with the vital task of supporting micro, small, and medium enterprises (MSMEs) that constitute the backbone of the Philippine economy. These businesses are crucial in generating employment and driving economic growth. Go highlighted Republic Act No. 11960, or the One Town, One Product (OTOP) Philippines Act. Authored and co-sponsored by Go, the OTOP Philippines Program is a government-led initiative that allows each town or city in the country to capitalize on a unique product or service that embodies its identity, culture, and traditions. “Sa tulong ng batas na ito, ating pinapalakas ang mga lokal na negosyo sa bawat bayan at siyudad sa bansa. Meanwhile, Go also co-sponsored Senate Bill No. (SBN) 2021, which aims to institutionalize the Shared Service Facilities (SSF) project under DTI. The proposed measure seeks to amend RA 6977 or the Magna Carta for Small Enterprises as amended by RA 9501, also known as the Magna Carta for MSMEs. If enacted, the SSF program would offer more cost-effective solutions to MSMEs by providing access to shared facilities and services that will help them improve the quality and productivity of their products, including equipment, tools, and machinery that they can use to upgrade their production processes that are typically expensive for individual MSMEs. During the previous administration, Go advocated for the Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program which seeks to aid micro, small, and medium enterprises in crises and provide livelihood opportunities to more Filipinos. “Sa programang ito, tuturuan ang mga benepisyaryo na magnegosyo at bibigyan ng suporta para palaguin ito. Masarap sa pakiramdam kapag pinaghirapan at pinagpawisan ang iyong negosyo, napalago ito, at naiuwi sa pamilya ang kinita mula dito,” he said. He continues to support the implementation of the program to help more Filipinos in need of government support amid trying times. Senator Christopher “Bong” Go's team provided assistance to 44 fire victims in Caloocan City on Thursday, September 28. In his video message during his team’s relief activity at Bulwagan ng Katipunan, Go reiterated his support to ensure that families recover from the damages incurred. “Sa mga nasunugan, huwag ho kayong mag-alala. Sabi ko nga sa inyo noon, ang gamit ay nabibili. Ang pera ay kikitain, subalit ‘yung perang kikitain ay hindi po nabibili ang buhay. A lost life is a lost life forever,” said Go. “Pangalagaan at ingatan po natin ang buhay at kalusugan ng bawat isa. Ang importante po magtulungan tayo, sino pa ba ang magtutulungan kung ‘di tayo lang po kapwa natin Pilipino. Kaya po nandirito kami ngayon para tulungan kayong lahat mga kababayan ko,” he added. Go, through his team, provided masks, shirts, and balls for basketball and volleyball to all affected individuals while he also gave away shoes to select recipients. The Act shall enable the agency to respond faster and more effectively to fire-related incidents in the country as the mandated modernization program shall include procuring new fire equipment, expanding manpower, and conducting specialized training for firefighters, among others. Furthermore, it also mandates the BFP to conduct monthly fire prevention campaigns and information drives in partnership with the Department of the Interior and Local Government and local government units. Go, chairperson of the Senate Committee on Health and Demography, also reached out to residents with health concerns, advising them to utilize the services of any of the 31 Malasakit Centers in Metro Manila, including the one at Dr. Jose N. Rodriguez Memorial Hospital in Caloocan city. Malasakit Centers function as one-stop shops that provide convenient access to medical assistance programs for poor and indigent patients. These programs are offered by various agencies, including the Department of Social Welfare and Development (DSWD), Department of Health (DOH), Philippine Charity Sweepstakes Office, and the Philippine Health Insurance Corporation. His team delivered aid to flood-stricken micro-entrepreneurs in General Santos City on Thursday, 14 September. Go’s team held the relief operation at the Department of Trade and Industry (DTI) office. Eight small business owners received masks, vitamins, shirts, snacks, and balls for basketball and volleyball while there were also select recipients of shoes from Go. Meanwhile, with the aim of bolstering local communities and nurturing economic recovery, DTI distributed livelihood kits to provide additional support for the recovery of affected micro-businesses. “Ang programang ito ay ating isinulong noong administrasyon ni dating pangulong Duterte at patuloy na sinusuportahan ngayon para maipagpatuloy ang pagtulong sa ating maliliit na negosyante na naapektuhan ng sakuna at krisis,” Go said. “Tuturuan ang mga benepisyaryo na magnegosyo at bibigyan ng negosyo kits para palaguin ito. Masarap sa pakiramdam kapag pinaghirapan at pinagpawisan mo ang iyong negosyo at napalago mo ito. Ang maayos na kabuhayan ang isa sa mga magiging susi sa pagginhawa ng pamumuhay ng iyong pamilya,” he explained further. Moreover, Go reiterated his push for the passage of Senate Bill No. 188, which seeks to establish the Department of Disaster Resilience (DDR), The proposed SBN 188 aims to establish a Cabinet-secretary-level department to develop holistic measures for better disaster preparedness. In his video message, Go highlighted that, if established, the DDR would focus on three critical areas: disaster risk reduction, disaster preparedness and response, and recovery and building forward better. Royeca Hospital in the city or South Cotabato Provincial Hospital in nearby Koronadal City. In General Santos City, two Super Health Centers have been funded to be established. The Super Health Centers offer basic medical services, such as database management, out-patient, birthing, isolation, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. In 2022, former president Rodrigo Duterte approved a law declaring San Jose town in Batangas as the country's "egg basket” through Republic Act No. 11707, which recognizes the local and national "economic significance" of San Jose's egg industry. Recognizing the urgent need for support, Go for his part has tirelessly championed the cause of the most vulnerable members of society, ensuring that essential government aid reaches those who need it the most. In partnership with the local government of San Jose, the Department of Social Welfare and Development (DSWD), and the Department of Labor and Employment (DOLE), Go assisted 1,558 fellow Batanguenos at the Vanolato Realty basketball court. In addition to his commitment to the Malasakit Center program, Go has conveyed his support to establish more Super Health Centers (SHCs) throughout the country. Under the 2022 national budget, SHCs in Batangas were funded in Ibaan, San Pascual, Agoncillo, Calatagan, Lipa City, Malvar, and Taysan. In 2023, more centers were identified to be established in the towns of San Juan, Tingloy, Lian, and San Jose. In addition, two more SHCs were funded in Lipa City. The SHC is an improved version of a rural health center and offers basic health services such as database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray and ultrasound), pharmacy, and ambulatory surgical unit. Go first underscored the significance of the Emergency Housing Assistance Program (EHAP) run by the NHA, which provides support to families who have lost their homes. Aside from the assistance provided by NHA to the beneficiaries during the relief activity at Rizal Park, Go and his team also distributed grocery packs, masks, and snacks to 1,272 recovering fire victims. Shoes, bicycles, and cellular phones were also given to several recipients. “Mula sa iba't ibang barangay ito na inikot ng aming opisina noon at kayo ‘yung napili ngayon na bibigyan ng assistance mula sa EHAP program. ‘Yung matatanggap ninyo ngayon, ibili ninyo ng housing materials o ano pa man na makakatulong sa pagbangon ninyo,” he said. As a legislator, Go is actively advocating for the passage of Senate Bill No. 192, which aims to establish the Rental Housing Subsidy Program as a means of institutionalizing housing and social protection initiatives. This program intends to provide disaster victims with improved and affordable access to the formal housing market by offering rental subsidies. Go also cited that the enactment of Republic Act No. 11589 or the Bureau of Fire Protection Modernization Act, has enabled the agency to enhance its capabilities in addressing fire-related emergencies. RA 11589, which Go principally authored and co-sponsored in the Senate, mandates a ten-year modernization program for the Bureau of Fire Protection, which includes the acquisition of modern fire equipment, recruitment of more firefighters, and provision of specialized training, among others. “Huwag kayong mag-alala, ang importante buhay tayo at walang nasaktan. Meanwhile, the senator, chair of the Senate Committee on Health, urged those who have health issues to seek assistance from the Malasakit Center at the Southern Philippines Medical Center (SPMC) in Davao City. The Malasakit Centers Act of 2019, which Go principally authored and sponsored, brings together various government agencies, including the Department of Social Welfare and Development, the Department of Health, the Philippine Health Insurance Corporation, and the Philippine Charity Sweepstakes Office, under one roof to provide a convenient process for availing medical assistance, particularly for poor and indigent patients in public hospitals. According to the DOH, there are currently 158 Malasakit Centers across the country that have benefited over seven million Filipinos so far. Go also continues to support the construction of more Super Health Centers nationwide. DOH has identified 11 strategic locations in Davao City for the centers, which will offer database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation center; and telemedicine, which makes remote diagnosis and treatment of patients possible. Through the collective efforts of fellow lawmakers, enough funds have been allocated for the DOH to build 307 Super Health Centers in 2022 and 322 in 2023. The DOH, which is the lead agency in implementing the program, identifies the strategic locations for the construction of these centers. To help improve the quality of public service delivered to his fellow Davaoeños, Go, vice chair of the Senate Committee on Finance, likewise supported the construction of various multipurpose buildings and local roads, rehabilitation of water systems, drainage systems, and flood control structures in different barangays throughout the city, the construction of a 300-bed capacity infectious diseases building for SPMC and the acquisition of ambulances. Go then recognized the leadership and service of fellow Davaoeño officials, particularly Vice President Sara Duterte, Congressman Paolo Duterte, and Davao City Mayor Baste Duterte, as well as city councilors and barangay leaders, present during the activity. Caloocan city launches ‘Pambansang Pabahay’ project
Department of Human Settlements and Urban Development Undersecretary Avelino Tolentino III, representing Secretary Jose Rizalino Acuzar, and Pag-IBIG Fund chief executive officer Marilene Acosta witnessed on 19 June the signing of a memorandum of agreement between the Caloocan City LGU and a partner-developer for a housing project under the Pambansang Pabahay para sa Pilipino housing program. The project, composed of 24 buildings, will benefit around 12,064 families and will be situated in the Bankers and Deparo areas, both in Caloocan City. It is expected to address the housing concerns of more than 20 percent of the city’s residents. Go comforts fire victims in Pritil
Senator Christopher “Bong” Go visited and extended assistance to the victims of a recent fire in Tondo on Wednesday, 10 May. A fire broke out in the neighborhood on 18 April gutting parts of Pritil Public Market and leaving 672 vendors adversely affected. In response, Go held a relief operation at Barangay 91 covered court and provided grocery packs, masks, vitamins, and snacks to the affected vendors. The senator also gave away bicycles, mobile phones, shoes, bags, watches, and balls for basketball and volleyball to select recipients. That day, the Department of Social Welfare and Development gave financial assistance to all qualified vendors. “Mayroon lang po akong paalala sa inyo. Kung ano ‘yung matatanggap ninyo ngayong araw na ito, dalahin n’yo po sa inyong mga pamilya, pagkain po, baon sa inyong mga anak, unahin n’yo muna. ‘Yun lang po ang aking pakiusap sa inyong lahat,” said Go in his speech. Upon the request of Go, the DSWD also conducted further validation and assessment for possible sustainable livelihood grants that can be extended to the fire victims. “Ang (Sustainable Livelihood Program) ay isa po sa programa na sinusuportahan ko, under ito sa DSWD. For his part as a senator, Go primarily authored and co-sponsored Republic Act No. 11589, otherwise known as the BFP Modernization Act, which mandates a ten-year modernization program for the bureau that includes the acquisition of new fire equipment, hiring of additional personnel, and provision of specialized training for firefighters. It also directs the BFP to conduct monthly fire prevention campaigns and information drives in every local government unit, in partnership with the Department of the Interior and Local Government. “Mga kababayan ko, tandaan natin ang gamit nabibili, ang damit (ay) nalalabhan, ang pera kikitain, ang damit (ay) nabibili. The senator likewise supported DOH in its initiative to build more Super Health Centers nationwide, including those in Barrio Magsaysay in Tondo, Valeriano Furgoso in Santa Cruz which were funded in 2022, as well as in Esperanza in Sta. Mesa, Maria Clara in Sampaloc, Atang dela Rama, and Palomar, both also in Tondo, which were funded in 2023.
