Pilmico on World Bread Day: Bread’s transformative impact on communities
Every year on 16 October, the world celebrates “World Bread Day” to honor all kinds of bread around the world. A dietary staple in people’s lives for centuries, bread plays a much more significant role in the lives of those who bake bread as their primary source of livelihood. Pilmico has been a steadfast partner of bakers since 1962. It has given out 108 bakery kits nationwide since it started distributing livelihood kits in 2016. In honor of the “World Bread Day,” Pilmico reflects on how it has helped change the lives of several people through bread. Feeding the future Pilmico’s “Kutitap Feeding Program” was launched as a sustainable initiative to address malnutrition in public schools while at the same time supporting local bakeries. The program was made possible through the help of its partner bakeries, who went through technical training and received equipment from Pilmico. They provided bread to public schools within their communities. The Kutitap Feeding Program started in Iligan City in 2015 and in Tarlac in 2018. Since then, the program has progressively evolved through the years. Due to pandemic restrictions, it was turned into the “Kutitap Care Package,” where students received baked goods and eggs through its partner bakery, Aguila Bakeshop. Now, the program has also started incorporating meats in the meals served to the daycare students in Bamban, Tarlac. Aside from feeding students with nutritional bread, this initiative also contributed to the success of some partner bakeries such as C&G Bakery from Iligan City. Marlon C. Gecale, owner of C&G Bakery, has devoted his life to baking — from when he was a teen working as a baker to an adult owning his bakery. In between, he worked as an OFW and his passion for baking grew stronger, prompting him to have his own bakery. After buying an oven with his first salary, Gecale and his wife spent the next five years building their small bakery while he worked abroad. In 2017, they applied to become a bakery partner for Pilmico’s “Kutitap Feeding Program.” They were determined to prove that their small bakery could fulfill the demands of the program despite their new and small bakery. By partnering with Pilmico for the Kutitap Feeding Program, C&G Bakery, owned by Marlon Gecale, was able to expand to three more branches in Mindanao. Gecale underwent a month-long training with Pilmico where he earned new technical skills in baking and new recipes, which he still uses in his bakery. Since then, their bakery has grown and has been a reliable partner of Pilmico in various programs including the Iligan Community Pantry. Today, C&G Bakery has expanded to three branches in Iligan City, Misamis Oriental and Zamboanga del Sur. 'Tinapay Ti Uno' program Aside from Pilmico’s own initiatives, it has partnered with local government units such as the Department of Agrarian Reform Tarlac for the “Tinapay Ti Uno” program in partnership with Technical Education and Skills Development Authority, Department of Trade and Industry and the Office of Congressman Jaime Cojuangco from the 1st District of Tarlac province. This program aims to create healthy buns using locally sourced ingredients from Agrarian Reform Beneficiary Organizations and provide them to public school students in the 1st district of Tarlac. A total of 11 ARBOs participated in a bun and special bread competition where the winners will be responsible for the distribution of buns to the students. In the competition held last 24 2023, three ARBOs were hailed as the grand winners: Cabayaoasan Farmer Agriculture Cooperative from Paniqui, Tarlac; Bacabac Farmers Producers Cooperative from Brgy. Bacabac, Camiling, Tarlac; and Sinulatan 1st Agriculture Cooperative from Brgy. Sinulatan 1st, Camiling, Tarlac. Each winner received a bakery livelihood package from Pilmico that included an oven, stainless steel table, bread rack, bread showcase, proofer with cover, spiral mixer and 10 Pilmico flour sacks. In addition to the equipment, the winners were to receive technical assistance and bakery management training from Pilmico as they set up their bakery business. During the winners’ onsite bakery training in Camiling, Tarlac last 3 October, it was revealed that two out of the three ARBOs have already opened their bakeries within their communities. In celebration of “World Bread Day,” Pilmico emphasizes its unwavering commitment to providing high-quality flour that helps create nutritional bread products. “We believe in the transformative power that a simple loaf of bread can bring to people’s lives, especially those who rely on it as their main source of livelihood. Pilmico is dedicated to delivering the finest flour for the community’s bread making needs,” said Ma. Katrina Bayog, Pilmico Corporate Social Responsibility manager. Post-pandemic scenario presents great opportunities for trade, says Swiss envoy
Europe should consider the "exciting" opportunities Asia has to offer due to exciting developments in the region, President Ferdinand Marcos Jr. recently said. In a statement from Malacañang released on Thursday, Marcos made the remark last Wednesday after the new Swiss Ambassador to the Philippines, Nicolas Brühl, presented his credentials in a ceremony at Malacañan Palace in Manila. "I think it is actually wise in terms of European countries, Switzerland included, to look to ASEAN, to look to Asia. Although there are other geopolitical disturbances, shall we say, but the opportunities are quite exciting," President Marcos said in welcoming in Brühl. "ASEAN leaders have come together to really strengthen the economic systems that we have in place, the weaknesses that have shown up during the pandemic. We're all trying to learn the lessons that the pandemic brought with it," he added. The President, who accepted the credentials of the Swiss envoy, said that he thinks the post-pandemic scenario presents a great opportunity for greater collaboration with the Philippines now understanding how the world works. The world doesn't work the same way that it did in 2019 and it is faring differently, Marcos said. "And so that's why I always value partnerships and alliances and agreements between countries. And I think (with) Switzerland, that has always gone very smoothly. Let's hope that it continues in that direction," Marcos told the Swiss ambassador. The Swiss ambassador said that the Swiss Foreign Ministry's Southeast Asia strategy proves that the region is of utmost importance and vowed to partner with it in the future. Last year's 65th-year celebration of the bilateral relations between the Philippines and Switzerland is already a good start, he said. The two countries celebrated 65 years of diplomatic relations in January 2022. The Philippines and Switzerland continue to maximize the benefits of the Philippines–European Free Trade Association Free Trade Agreement (PH-EFTA-FTA). The EFTA States, Iceland, Liechtenstein, Norway, and Switzerland, signed a Free Trade Agreement (FTA) with the Philippines in Bern, Switzerland on April 28, 2016. The EFTA-Philippines FTA entered into force on 1 June 2018, for the Philippines, Norway, Liechtenstein, and Switzerland and on 1 January 2020 for Iceland. The FTA covers trade in goods, trade in services, investment, competition, the protection of intellectual property rights, government procurement, and trade and sustainable development. How Hong Kong became a fencing powerhouse and cheered up a city
Hong Kong is one of the smaller Asian Games teams by population, but when it comes to fencing the city is a regional heavyweight with ambitious medal hopes. Edgar Cheung won gold at the Covid-delayed Tokyo Games two years ago -- Hong Kong's first Olympic fencing title and first Olympic gold in any sport in a quarter of a century. It turned Cheung into a celebrity overnight and prompted parents across the Chinese territory of 7.5 million people to rush and sign their children up for fencing classes. Cheung's historic win in the foil competition was a much-needed dose of good news for a city mired in social unrest and pandemic gloom at the time. With more funding and public attention as a result, Cheung and his team-mates now hope to stamp their mark on the Asian Games in Hangzhou when they open on Saturday. Despite a strong record at recent editions, including eight medals in the sport in 2018, Hong Kong is yet to win fencing gold at the Asian Games. "No matter for individual or team events, I hope we can (win gold at last)," the softly spoken Cheung, 26, said. The city will have 24 fencers, 12 women and 12 men, at the Games. Another gold-medal contender is 29-year-old Vivian Kong, who is ranked number two in the world in women's epee. There is also Ryan Choi, who along with Cheung was part of the Hong Kong team that won bronze in the men's team foil at the world championships in July. Cheung said the Hong Kong team have "improved greatly" since the 2018 Games in Jakarta. The left-hander, who has recovered from a recent wrist injury, told AFP he wanted to "prove to our competitors they need to beware of us". - Pathway to success - Fencing in the city stretches back decades, to when Hong Kong was a British colony, with its amateur fencing association founded in 1949. The city had occasional success in the early 2000s, but it was the 2010 Asian Games, where Hong Kong fencers won seven medals, that first established them as a regional powerhouse. Local organisers made efforts to popularise the sport, bringing classes to schools and community hubs in the past two decades -– that is where Cheung had his first taste of fencing. Fencers also benefited from a reform to Hong Kong's pipeline for discovering and training talent which allowed Cheung to devote himself to the sport full-time when he was 17 with his parents' blessing. Cheung's final bout at the Tokyo Olympics drew hundreds of fans who crowded into a Hong Kong mall to watch the live broadcast, popping champagne corks after he emerged victorious. Days later, then-city leader Carrie Lam announced more funding for elite Hong Kong athletes, including an expansion to the fencing hall at the institute where Cheung trains. Fencing schools reported a spike in applications, although observers say interest has since tapered off somewhat. - Warning for star man - Gregory Koenig, who previously coached in his native France and also Taiwan, began working with Hong Kong's fencers five years ago and has developed a close relationship with Cheung. He had a warning for Hong Kong's star man, who has slipped to seventh in the men's foil world rankings. "When you're Olympic champion it's very hard because everybody has an eye on you and everybody's fighting hard against you," Koenig said. He said he told Cheung: "You have to understand that many people fight all their life to reach the goal you've already reached." "Okay, do you think you reached the maximum level and you want to stop here? Or are you still motivated for more?" Koenig says he told Cheung. "He told me, 'No, I really want to put my name in the history of fencing.'" hol/pst © Agence France-Presse The post How Hong Kong became a fencing powerhouse and cheered up a city appeared first on Daily Tribune......»»

Five groups target NAIA takeover
Five companies have signified their intention to take over the operations and management of the Ninoy Aquino International Airport or NAIA a few weeks after the Department of Transportation or DoTr opened the bidding for the P170.6-billion project. In a text message to the Daily Tribune on Wednesday, the DoTr confirmed that five potential bidders have bought bid documents for the project. As of 13 September, the interested companies include San Miguel Corp. or SMC, Spark 888 Management Inc., and Asian Airport Consortium. Two others who submitted bids — Manila International Airport Consortium or MIAC and GMR Group — have previously vied for the NAIA rehabilitation. MIAC is composed of Aboitiz InfraCapital, Inc., AC Infrastructure Holdings Corporation, Asia’s Emerging Dragon Corporation, Alliance Global — Infracorp Development Inc., Filinvest Development Corporation, and JG Summit Infrastructure Holdings Corporation along with Global Infrastructure Partners. Super consortium in running In 2018, the government awarded the Original Proponent Status for the NAIA rehabilitation to a “super-consortium” formed by seven of the country’s biggest conglomerates: Aboitiz InfraCapital Inc.; AC Infrastructure Holdings Corporation; Alliance Global Group Inc.; Asia’s Emerging Dragon Corporation; Filinvest Development Corporation; and JG Summit Holdings Inc. and Metro Pacific Investments Corp. It was, however, terminated. Thus, Megawide Construction Corp. and partner GMR Infrastructure Ltd. also submitted an unsolicited proposal to upgrade and rehabilitate the highly congested NAIA. Despite the substantial progress, the much-needed NAIA rehabilitation was back to square one after the previous administration also rejected the proposal. According to the MIAA, the Megawide consortium failed to convince the government of its financial ability to support the project. Meanwhile, the SMC., an Asian conglomerate led by businessman Ramon S. Ang, is currently taking on the P740-billion New Manila International Airport in Bulacan. Award out by December Previously, the DoTr conveyed that the contract may be awarded to the winning bidder as early as December if the government stays on schedule. The National Economic and Development Authority or NEDA, chaired by President Ferdinand R. Marcos Jr., approved the solicited bid to privatize the operations of NAIA. NEDA Secretary Arsenio Balisacan said the project will help address the long-standing issues at the country’s main air hub such as congestion and limited aircraft movements that usually cause inconvenience to passengers. The DoTr and the Manila International Airport Authority submitted a joint proposal to the NEDA Board to privatize the operations and management of NAIA within 15 years. The project is expected to improve the overall passenger experience and increase the current annual passenger capacity of NAIA to at least 62 million from the current 32 million. Previously, Transportation Secretary Jaime J. Bautista floated the possibility of closing down the airport — only if nearby airports become operational. Bautista explained that the government can have the option to close NAIA if airports in adjacent provinces like Cavite and Bulacan are ready to accommodate the travel-hungry tourists in the country — both local and international. “If there will be new airports, then the government can decide to close the Manila International Airport or MIA because it can be a valuable government asset. On the other hand, it is possible to continue its operations because of its prime location in the Metro,” Bautista told reporters. “So yes, it is possible to close, it is also possible not to close MIA,” he added. Bautista also assured that in case the airport continues its operations, SMC’s Bulacan Airport can still drive up profits despite the competition. Forbes Asia fetes start-up enabler
Packworks, a local startup that provides a business-to-business open platform to sari-sari stores was included in Forbes Asia’s 100 to Watch List 2023. The list recognizes companies and startups that are “targeting underserved markets or applying new technologies.” Packworks is one of only nine companies from the Philippines that have made it to the list and one of the nine listed companies from the e-commerce and retail industry. According to Forbes Asia, the final 100 were selected from over 550 submissions and nominations from accelerators, incubators, SME advocacy organizations, universities, and venture capitalists across the region. “We are honored to be recognized by Forbes Asia and included in their ‘100 to Watch List’ for 2023. At Packworks, our mission has always been to empower sari-sari stores through our open platform, and this recognition underscores our commitment to driving innovation in the e-commerce and retail industry,” Packworks co-founder and CEO Bing Tan said. “To every sari-sari store owner, partner, and dedicated team member who has believed in and journeyed with us — this recognition is as much yours as it is ours,” he added. To qualify for the list, companies must have an annual revenue not exceeding $50 million, and have received no more than $100 million in total funding as of 7 August 2023. Tough criteria Metrics such as a positive impact on the region or industry, a track record of strong revenue growth or ability to attract funding, promising business models or markets, and a persuasive story were among the considerations. Packworks will represent the Philippines at the Startup World Cup 2023 in Silicon Valley, USA, in December. It won Ignite 2022’s Startup World Cup x Wildfire Pitch competition in October last year. Packworks was established in 2018 out of a passion project by Tan alongside co-founders Ibba Bernardo and Hubert Yap. The trio started as motorbike buddies before forming a company delivering solar panels to provinces and far-flung places across the country. During their excursions, they saw firsthand the challenges brought by limited access for sari-sari store owners and embarked on developing an application for small store businesses to have a one-app stop for all their needs. Launched as a solution for multinational companies with only a handful of sari-sari store partners, Packworks has rapidly expanded as a platform to ease the supply chain ecosystem, from small sari-sari store owners to wholesalers, distributors, and renowned companies and brands. With about 75 percent of sari-sari stores owned by women, Packworks also works to empower female entrepreneurs. The company raised $2 million in seed funds in August last year and is backed by ADB Ventures, Arise, CVC Capital Partners — Fast Group, IdeaSpace Foundation and Techstars. Lone Phl, SE Asian entry vies for Venice short film honors
Sam Manacsa’s sophomore film Cross My Heart and Hope to Die, the only entry from the Philippines and Southeast Asia, vies to win the Orizzonti Short Film Competition at this year’s Venice Film Festival. Produced by Chad Angelic Cabigon and Carlo Francisco Manatad, Cross My Heart and Hope to Die tells the story of a girl named Mila who remains unpaid at work. She finds comfort in her love interest’s constant phone calls. But that promise of hope may lead to tragedy and sad love songs. [caption id="attachment_179113" align="aligncenter" width="1391"] BEHIND the scenes of ‘Cross My Heart and Hope to Die.’[/caption] “There are dire consequences in a culture devoid of empathy and morality. But who will be there to witness it and suffer? This chronicles a woman in her struggles, of oppression that stems from a semblance of entitlement and the depths of desperation where it leads to, grasping onto anything that may provide solace,” Manacsa said in a statement. On 30 August, the Consulate General of the Philippines in Milan and some members of the Filipino community attended the film’s world premiere at the prestigious film festival held at Lido de Venezia. Cross My Heart and Hope to Die will go against Marina Alberti’s Aitana, Leila Basma’s Sea Salt, Erenik Beqiri’s A Short Trip, Wissam Charaf’s Et Si Soleil Plongeait Dans L’Ocean De Nues, Nina Gantz’s Wander to Wonder, Margherita Giusti’s The Meatseller, Aldo Luliano’s Dive, Iggy London’s Area Boy, Hossein Molayemi and Shirin Sohani’s Dar Saaye Sarv (In The Shadow of the Cypress), Esteban Pedraza’s Bogota Story, Xandra Popsecu’s Sentimental Stories and Wu Lang’s Duan Pian Gushi (Short Story). Duterte giveth, Diokno taketh
Since his call in 2017 to veto Republic Act 10931, the law granting free higher education, Finance Secretary Benjamin Diokno has been singing the same dissonant melody. A similar theme can be heard in his most recent attempt to cast doubt on the program’s long-term viability, which is frequently praised as one of the Duterte administration’s legacies. However, as Diokno continues to bang his well-worn drum, it becomes increasingly obvious that his arguments are out of tune and lacking in both substance and harmony. The frequently repeated assertion by Diokno that the free college program is “anti-poor” because of its supposed bias toward wealthy students doesn’t ring true with logic or facts. His claim that wealthy students have supplanted their less advantaged peers in the competition for openings at state universities and colleges lacks supporting data. He tries to play the fiscal unsustainability card by asserting that the program is an exorbitant financial burden for the government. This perspective is myopic because education spending continues to be one of the most effective ways to boost the economy and create jobs. In fact, a World Bank report has said that every dollar spent on education generates ten times as much in economic benefits, thus emphasizing the real worth of such expenditures under RA 10931. Additionally, Diokno ignores the reality that the program has been in force since 2018 after President Duterte rebuffed his veto campaign. After six years of effective implementation, for Diokno to suddenly pronounce it untenable sounds more like pessimism than a valid criticism. Diokno also veers away from the upbeat chorus that is led by President Ferdinand Marcos Jr. and his predecessor, former President Duterte, as he continues to play his dirge. His persistent pessimism has turned him into a maestro of despair rather than a conductor of progress. The Finance chief certainly needs a lot of the can-do attitude of both Marcos and Duterte, the latter with the bravado and tenacity he showed in guiding the country through the turbulent waters of the Covid-19 pandemic. Diokno should learn to instill confidence in the hearts of the populace, or he should just hand the job to someone who would tackle it with more vigor. Diokno claims that wealthy kids who can afford review lessons and other incidental costs are disproportionately benefited by RA 10931. This claim is again without basis as a lot of impoverished students have gained access to higher education without having to pay tuition thanks to this law. A thorough assessment by the Commission on Higher Education showed that the free college program has dramatically increased enrollment rates among students from low-income families. This should lay bare the falsity of Diokno’s claims. If we may add, the CHEd study also resonated with people by emphasizing its contribution to closing the achievement gap between the affluent and the less fortunate. Probably most befuddling of all was Diokno’s unsettling claim that the program benefits students who live close to public universities and colleges. This conflicts with what we see on the ground, of students renting bed space or living with their relatives so they can be near their schools, wherever they may be located. Additionally, the value of an educated citizenry transcends geographical boundaries in the grand scheme of nation-building. It’s ironic that for a Finance chief, the needed comprehension of the complexity of not only our economy and the numbers but also how they relate to society and people seems absent from Diokno’s spiel opposing free higher education. His quest to repeal RA 10931 has fallen short of capturing the long-term benefits of investing in education to improve the lives of underprivileged youngsters. Diokno’s desire to take away what Duterte and Congress have given would be a step backward and an assult in the minds of millions of Filipino students. While undermining President Duterte’s legacy, Diokno’s dissonant song poses a threat to muffle the dreams of numerous Filipino students, one that is intended to deprive them of the opportunity to pursue higher education and the prospect of a better future. Emma Stone stars in sex-mad Frankenstein-like tale at Venice
With Emma Stone as a sex-mad reanimated corpse in "Poor Things" and Wes Anderson presenting his take on Roald Dahl, the Venice Film Festival was taken on some wild rides on Friday. "Poor Things" was set to premiere on the Lido without its star to light up the red carpet, due to the ongoing Hollywood strike barring actors from publicity work. Rumors at the festival suggest the horror-comedy, in which Stone plays a woman brought back from the dead by a mad scientist, could be an early awards frontrunner. Its Greek director Yorgos Lanthimos has established himself as one of the most imaginative and daring filmmakers of his generation. His previous film "The Favourite", also starring Stone, won the Jury Prize in Venice in 2018 and best actress for Olivia Colman, paving the way to her Oscar triumph. "Poor Things" is among 23 movies competing for the top prize, the Golden Lion, to be awarded on September 9 by a jury including directors Damien Chazelle, Jane Campion and last year's winner Laura Poitras. Anderson's Dahl Meanwhile, another indie darling, Wes Anderson, was feted in Venice with a lifetime achievement award. He presented "The Wonderful Story of Henry Sugar", a 40-minute film based on a short story by beloved children's author Roald Dahl. It is one of four Dahl adaptations the whimsical director has made for Netflix featuring Benedict Cumberbatch, Ben Kingsley, Dev Patel and Ralph Fiennes. As always, there is a meticulous, chocolate-box feel to Anderson's film. "It's more like a little theatrical presentation that we found a way to film," Anderson told reporters. The director, who previously adapted Dahl's "Fantastic Mr Fox", said he was strongly against moves to alter the author's books for "sensitivity" reasons. Asked about recent revisions to Dahl's books to remove character descriptions like "fat" and "crazy", Anderson said: "No one who is not an author should be modifying someone's book." He added: "I understand the motivation for it, but I'm in the school where, when the piece is finished... the audience participates in it, we know it, so when it's done, it's done." Strikes and waivers Also premiering on Friday was "The Promised Land" starring Mads Mikkelsen, described by The Hollywood Reporter as a "gripping historical epic" about a low-born soldier seeking to better himself. Mikkelsen was able to attend the festival for the Danish film, but Venice has lost out on several star appearances due to the actor and writer strike in Hollywood, which is primarily over pay and the potential threat of AI. Some independent films have been given a waiver, including Michael Mann's "Ferrari" which premiered on Thursday, allowing lead actor Adam Driver to attend. But others such as Stone and Bradley Cooper (for his Leonard Bernstein biopic "Maestro") are not coming, costing the studios valuable PR shots of their stars arriving by gondola and working the red carpet. Still to come in Venice are new movies by Sofia Coppola ("Priscilla" about Elvis Presley's wife) and David Fincher ("The Killer" starring Michael Fassbender and Tilda Swinton). There are also out-of-competition premieres for controversial directors Woody Allen ("Coup de Chance") and Roman Polanski ("The Palace"). Tariffs tweak must favor majority — MAP
The Management Association of the Philippines on Tuesday called on the government if it is indeed serious about adjusting the current tariff structure, saying that it should be for the common good of all Filipinos. The call, given to the members of the media through a position paper, was amid the ongoing move by the Tariff Commission and the National Economic and Development Authority or NEDA to review and reform the tariff structure of the Philippines. With this, MAP said NEDA and TC should be mindful that the adjustment should support food security for Filipinos, especially accessibility and affordability of competitively priced food, via low tariffs on food products. Also, the position paper, signed by MAP president, Atty. Benedicta Du-Baladad, said the tariff development should strengthen sustainable agri-food value chains, especially domestic agricultural value-adding enterprises including processing, storage, and logistics, through a rational tariff structure where rates on inputs do not exceed those on finished products. Distortions and unwarranted protection arising from tariff peaks, currently seen primarily in agricultural products, should be avoided. The changes also seek to cut incentives and reduce opportunities for corruption and smuggling by unifying Minimum Access Volume or MAV and non-MAV tariff rates, and keeping tariffs relatively low and uniform across all goods (with a maximum 10 percent to 15 percent) to keep food prices affordable, especially to the poor. High prices fuel poverty “Filipino families have historically been burdened with high food prices than consumers in other countries across ASEAN and beyond. The burden is worsened by relatively lower incomes, the bulk of which must be spent on food because prices are higher than elsewhere. Worse, lower-income families are forced to purchase food products of low nutritional value, leading to a worsening vicious cycle of poverty, hunger, and poor nutrition, lowered human capacity, hence persistent and further deepening poverty,” the paper reads. Despite this, the MAP said tariffs on agricultural and food commodities are higher than those applied to goods in general, as the TC reports that the simple average of tariffs applied on agricultural products is 12 percent, while the average for all products is 8 percent. “Trade-weighted averages show the same pattern, with 9 percent for agriculture, nearly double that for all goods at 5 percent. Agricultural tariffs have remained high because these have been generally excluded from tariff adjustments over the past decades, with agricultural products deemed ‘sensitive’ levied the highest statutory rates of up to 65 percent,” the group explained. In 2015, two-thirds or 66 percent of Philippine agricultural output by value was shielded from foreign competition by Most Favored Nation tariffs of 40 percent or more. “The 2018 Philippines Trade Policy Review, jointly undertaken by the government and the World Trade Organization, showed majority of commodities have MFN tariffs ranging from zero to 20 percent. However, about 6 percent of lines have tariffs significantly above 20 percent, reaching up to 65 percent,” the group explained. Confidential and intelligence funds increase P120M in 2024, UP budget cut P2.93B
Budget Secretary Amenah Pangandaman on Thursday confirmed that there will be a P120-million increase in confidential and intelligence funds for the fiscal year 2024. In a Malacañang press briefing, Pangandaman said the increase is due to additional confidential funds allocated to three government agencies. These agencies include the Department of Information and Communications Technology (DICT), the Anti-Money Laundering Council (AMLC), and the Presidential Security Group (PSG). A 2015 joint circular released by five government agencies defines confidential expenses as those of surveillance activities in civilian government agencies. According to the same 2015 joint circular, intelligence funds are those related to intel information-gathering activities of uniformed and military personnel that directly impact national security. Pangandaman justified the increase in the CIF, saying it is necessary to support the government's efforts to protect national security and ensure the safety of the President and other government officials. "The additional funds were allocated for specific purposes. For example, in the case of DICT, the increase is for cybersecurity, which is essential as we push for digitalization," Pangandaman said. "Cybersecurity investment is parallel to our digitalization efforts. Why does it need to be confidential? It's because of the procurement process. You cannot disclose the technical specifications of your cybersecurity projects in the Terms of Reference (TOR) because hackers might see it. If they have access to the specs, our cybersecurity projects and programs won't be effective," she added. Pangandaman said the administration is confident that the proposed allocations for intelligence funds are well-justified. "The additional funds were allocated for specific purposes. We can assure the public that these intelligence and confidential funds will be beneficial to the country," Pangandaman said. In a separate statement, the Department of Budget and Management (DBM) said there also an increase in the CIF in the Armed Forces of the Philippines; National Security Council; Office of the Presidential Adviser on Peace, Reconciliation and Unity, and; the Office of the Ombudsman. Meanwhile, there has been a decrease in the CIF allocated for the Philippine Competition Commission, the National Intelligence Coordinating Agency, and the Department of Justice. On the other hand, the confidential funds of the Office of the President and the Office of the Vice President remain at the same level as the 2023 General Appropriations Act. DBM likewise emphasized the declining percentage contribution of CIF in the national budget in recent years, decreasing from 0.215 percent in 2018, 0.192 percent in 2019, 0.235 percent in 2020, 0.212 percent in 2021, 0.183 percent in 2022, 0.190 percent in 2023, to 0.176 percent in 2024. "With these, the public can remain confident that the disbursement and utilization of the CIF will be done by government agencies with utmost transparency and accountability, in strict adherence to existing guidelines set forth by the Commission on Audit (COA) on the appropriate allocation and use of these funds," DBM said. Budget Cuts Meanwhile, DBM said the budget cut for the University of the Philippines (UP) under the proposed 2024 expenditure plan will not affect student admissions. In the Palace briefing, Pangandaman said the P2.93 billion reduction in the UP budget for 2024 resulted from the removal of budgetary requirements for several infrastructure projects scheduled for completion this year. “So if it's for completion in 2023, we don’t need the funding for 2024,” Pangandaman said. Asked if the budget cut will translate to a reduction in the number of students admitted to UP, Pangandaman said none. The DBM added it also took into account how much of UP's budget was used the year previously when determining the proposed NEP's budget allocation. “Hence, in our review and evaluation of UP’s budget proposals, we considered its absorptive capacity, which is 69.48% as of end-2022,” it said. Julie Anne San Jose is confident Rayver Cruz will not cheat on her
When Rayver Cruz moved to GMA-7 in 2018 after 18 years of being under contract with ABS-CBN, he made many new friends in the Kapuso network, including its homegrown star Julie Anne San Jose. They worked together on the musical programs Studio 7 and when it folded in 2020, on All-Out Sundays, as well as in the reality competition show "The Clash". Rayver and Julie Anne also started working on a movie but filming halted when the Covid-19 pandemic hit in March 2020. Meantime, their friendship grew and developed into a romantic relationship. They made their status publicly known by exchanging “I love yous” during the singer-actress’ Julieverse concert in November 2022.The couple eventually resumed filming their first movie together, now titled "The Cheating Game", and is now showing in cinemas. “Ang surreal pa rin kasi napakabilis talaga ng panahon,” Julie Anne said in a recent online presser for the first film venture of GMA Public Affairs, in cooperation with GMA Pictures. It is directed by Rod Marmol, who also wrote the script with Sharon Masula and Jessie Villabrille. “We’re very, very excited and grateful kasi panibagong family, may new set of characters, new set of people to work with, a great production team. Everyone’s been so nice and accommodating, and sobrang maalaga sila. We had a healthy working environment.” “Mas na-excite ako kasi si Ray ulit ang katrabaho ko,” she added, referring to her on-and-offscreen leading man. “But this time, sa acting naman. Kasi usually nakikita kami sa The Clash, AOS, sa mga performances, hosting.” She went on mentioning their costars Winwyn Marquez and Martin del Rosario. “It’s such a delight kasi parang breath of fresh air. Very, very excited to show to everyone what we did.” Rayver expressed the same sentiments during media conference. “Sobrang excited, halo-halo ang nararamdaman ko, pero lamang ang excitement. Pinaganda naman ito nang husto. Siyempre first movie project namin. Excited and happy na mapabilang sa first movie project ng GMA Public Affairs.” He also declared being “very, very proud” of how his leading lady and girlfriend showed a “different Julie Anne” in the movie tackling the touchy topic of cheating in relationships. She plays Hope, an idealistic young professional who thinks she can change the world through the nongovernmental organization she’s set up with her fiancé. She then discovers her fiancé’s infidelity through a sex video that has gone viral. Her world crumbles until she meets Rayver’s character, Miguel,a self-made businessman who seems to be the Mr. Right that Hope is looking for. But is he really? Julie Anne agreed she’s showing a different side of her in the movie, especially since she just essayed the role of Maria Clara in the hit drama series "Maria Clara at Ibarra". “So ibang Julie naman ang makikita n’yo dito. I guess mas daring, bolder, stronger. I feel I had to take a leap of faith din, or I had to take risks din, like everyone din sa movie — si Ray, si Martin, si Win. It’s a team effort.” On cheating “May iba-iba kasing klase ng cheating,” Julie Anne pointed out. “If you watch 'The Cheating Game', lahat ng kinds ng cheating parang ando’n, lahat ng elements. I think it will also explain kasi may kanya-kanya tayong definition. “Pero for me, non-nego siya. Once it’s done, it’s done. But, most importantly, forgive yourself. ’Yun ang major takeaway ko sa film na ito as a viewer. But as someone who’s part of the cast, madami siyempre akong natutunan sa buong production, sa story.” Rayver put in his two cents, too. “Kahit saang side ka mapunta, iba-iba ang atake ng tao. Gano’n din ang mangyayari sa character namin ditong apat. Iba-ibang circumstances, reaction sa betrayal or sa cheating. Doon kami magtatagpo. Maganda ang lumabas kasi gina-guide kami.” When asked if she’s experienced being cheated on, Julie Anne gave this response: “Parang lahat naman tayo nakaka-experience ng ganitong mga sitwasyon. Not just in relationships, but in general, in life. Iba-iba talaga tayo ng coping mechanism. For me, it’s a non-nego. “Paano ako naka-move on? Sa akin kasi sobrang bigat na reason ang cheating. Mabilis akong maka-move on. Of course, surround yourself with people na sumusuporta sa ’yo kasi importante na may support system ka parati. Always be with your friends, your loved ones, family. Sila talaga ang talagang dadamay sa ’yo. “Importante rin na patawarin mo hindi lang ang taong nagkasala sa ’yo, pero patawarin mo rin ang sarili mo. Eventually, matututunan mong makabangon ulit. Iwasan mo — halimbawa naloko ka na — kasalanan ng iba. Sana huwag mong hayaan na mangyari ulit. At least you’ll know how to handle and deal with it.” Rayver offered a different perspective: “Siguro minsan okay na (ma-experience), ’yun kasi ang mga paraan na binibigyan ka ng lesson in life. Doon ka matututo, sa experience. Para sa future relationships, or pagsubok na ganyan, medyo aware ka na. Alam mo na how to handle. Lahat naman tayo nabubulag pag nagmahal tayo dahil grabe tayo magmahal. What doesn’t kill you makes you stronger. Kailangan mo ’yun, experience in life. “Kung sa kabilang side ka naman, na nag-cheater. Siguro mas okay na i-own mo na lang, and eventually maging mas honest. Para iwas sa super sakitan na mangyari. Naniniwala naman ako na lahat ng tao, nagbabago. Mas okay na maging happy lang tayo in life. Pampatibay, pampa-texture in life.” Julie Anne confidently declared that her current relationship would not end up as a casualty of cheating. “Kasi matagal na kaming magkaibigan. Naniniwala ako na ang friendship ang best foundation ng isang relationship. Hindi ko na kailangang mag-pretend. Hindi na rin niya kailangang mag-pretend. Kilala na namin ang bawat isa. Importante rin ang comfortability. And honesty.” Rayver plays Miguel, who seems to be the Mr. Right that Julie Anne’s character Hope is longing for (still from "The Cheating Game). Yes, anybody can fly with aerial arts
photograph courtesy of Lariza Jane E. Cabaltierra AERIAL silks. photograph courtesy of Kate Cometa AERIAL hammock. Zendaya as circus aerialist Anne Wheeler in the 2017 musical drama film The Greatest Showman is truly captivating. But do you know that you can also do her aerial tricks? Well, yes, if you take lessons in aerial arts, which are offered in local studios. Aerial arts is a type of performance in which one or more artists perform aerial dance and acrobatics with the use of an apparatus, such as hoop, silks and hammock as the most common ones. Aerial hoop Aerial hoop (also known as lyra) looks a lot like hula hoop, though made of steel and suspended from an overhead point upon which a performer can do tricks while spinning. Nesh Zamora teaches aerial hoop at Elite Aerial Arts, which she co-owns. She began her aerial arts journey in 2012. She was then engaged to be married and weighed about 138 pounds, so she wanted to slim down to fit nicely into her wedding gown. She “chanced upon” a dance and fitness studio around the Ortigas area, where she discovered pole fitness, dance and eventually, aerial arts. She fell in love with aerial hoop and silks that she continued taking lessons in different studios in Metro Manila and in the United States even after she achieved her ideal weight. “It was a slow start for me,” she recalls. “I needed to psych myself to believe that I can be at par with the other girls in class. Would you believe it took me six sessions to just be able to climb the aerial fabric? There are no shortcuts in learning aerial arts. It is truly for everyone as long as they are willing to put in the work.” Zamora says she started teaching aerial hoop and silks in 2014, after taking “intensive classes from known aerialists in countries like Thailand, Hong Kong and the US.” Today, she also teaches and performs (during parties or corporate events) aerial silks and hammock, as well as less common types like aerial straps, cube, moon and lyrapole. She recommends aerial arts not only for only for its health and health and confidence-boosting benefits but also the friendships formed among students and teachers. “Whatever lifestyle, gender, age and even weight you may have when you enter our studio, you will end your first session knowing that aerial arts is for you.” Tips for new students: 1. Make sure you choose a studio with qualified instructors and which puts premium to student safety in terms of the quality of equipment used and instruction pacing. 2. Come to class with an open mind. 3. Try out all types of aerial equipment to see what excites you the most. 4. Listen and watch intently. Don’t be shy to ask your instructors to repeat or demonstrate what is being taught. 5. Enjoy and document your progression by taking photos and videos. 6. Never compromise your safety. Elite Aerial Arts Address: 143-3 Maginhawa St., Sikatuna Village, Quezon City. Website: eliteaerialarts.com. FB: Elite Aerial Arts, IG: @eliteaerialartsph. Aerial silks Aerial silks (also referred to as tissu, fabric and ribbon) are two long pieces of fabric made of not silks but a blend of polyster-lycra or nylon tricot that measure at least 16 meters each. These fabrics are draped down from a single point, which is then connected on a ceiling or outdoor rig using steel or aluminum hardware. The performer will climb the silks and do different kinds of sequences on them. Lariza Jane E. Cabaltierra is an aerial instructor at Idanceph dance studio and a junior member of the Whiplash Dance Company. In 2014, or merely a year after she learned aerial silks, this former teacher of ballet for kids made the cut in the Hall of Fame of TV5’s Talentadong Pinoy with her stunning performance. Over the years, she’s learned many other apparatuses, such as hoop, hammock, chandelier, moon and helix. She says not to believe in misconceptions that aerial arts is only for women who are young, strong and have a dance background. “It’s a step-by-step process. Little by little, your body will become strong and you will have confidence that you can do the tricks. As long as you’re happy with what you are doing, just keep going. What matters is what your heart wants.” Tips for new students: 1. Wear comfortable clothing that is suitable for the class you will be attending. 2. Do some proper warm-ups before class starts. 3. Expect more laughter and be ready to surprise yourself. 4. If you have a health concern, don’t be shy or don’t hesitate to tell the teacher or coach about it. 5. Be friendly, so you can make new friends and have a support system. 6. Most of all, just enjoy the class. Idanceph Address: #96 Maginhawa St., M Place Building, Diliman, Quezon City. FB: Idanceph. Aerial hammock Aerial hammock (also called slings) is similar to the one used in aerial yoga or aerial fitness, but with a much longer fabric, so the performer can do more tricks while spinning. Kate Cometa teaches aerial hammock at Beast House Pole and Aerial Dance Studio. She discovered aerial arts in 2016, when, as she tells it, “life had me all kinds of confused,” especially in her relationships and career choices, while suffering from insomnia and anxiety. “When I started in aerial silks, I looked more like a flailing sausage than a graceful aerialist. For two whole months, I couldn’t even manage a simple invert.” But she didn’t give up and even became “obsessed” with aerial arts, not minding “spending all my money on class cards and super cool aerial outfits.” She then joined her first recital and realized that it wasn’t just a hobby but already her “heart and soul.” She also ventured into hoop and silks, and even outside her comfort zone with pole dance. In 2018, she started teaching aerial hammock and joined her first competition, the Philippine Aerial Cup, in the amateur women pole division. “The most important thing is to allow yourself to be a beginner and fully enjoy the class,” Cometa points out. “There’s no need to worry about your fitness background or any preconceived notion. Everyone is welcome. It’s an inclusive community that embraces diversity and celebrates the uniqueness of each individual.” Tips to new students: 1. Listen to your teacher and truly know your body parts, both left and right. It may sound simple, but you’d be surprised how often we forget those essential details when we’re hanging in the air. 2. Approach your aerial journey with an open heart that is ready to accept new things, embrace challenges and love every step of the process. It’s through this openness that you’ll find the true magic of aerial arts. 3. Let the guidance and expertise of your instructor sink in and trust that they are there to support you on your incredible journey. (Cometa leads the aerial flow workshop in Cebu on 8 to 10 July.) Araneta City displays different colors
Araneta City, a commercial, mixed-use development area in Cubao, Quezon City, became more colorful with celebration of LGBTQ+ Pride Month last June, with its #EveryHueInYou campaign, aimed at celebrating the diversity of human sexuality and gender, and love and life in all its beautiful colors. Starting on 1 June, the #PRIDEstrian crossing at the intersection of General Aguinaldo Street and General Malvar Street (near Gateway Tower and New Frontier Theater) has been “yassified” to reflect the colors of the Pride flag, becoming Instagram-worthy. The Araneta City management also put up the #ForestOfHue, an art installation filled with colorful trees that people can come to and take their photos or TikTok videos at. The #ForestOfHue was installed at the Ali Mall Activity Area from 5 to 9 June; the Farmers Plaza Bazaar from 10 to 18 June; Gateway Mall Activity Area from 19 to 22 June; and the Farmers Plaza Activity Area from 24 to 30 June. [caption id="attachment_152998" align="aligncenter" width="1152"] Binibining Pilipinas queens at the #PRIDEstrian.[/caption] The City of Firsts also promoted HIV awareness by hosting the exhibit Tanggulan of photographer Niccolo Cosme. The exhibit showcased advocates like Miss Universe 2015 Universe Pia Wurtzbach-Jauncey, Binibining Pilipinas Intercontinental 2022 Gabrielle Basiano and Binibining Pilipinas International 2022 Nicole Borromeo in portraits that are painted using HIV+ blood. It was at the Gateway Gallery Studio from 8 to 18 June; Ali Mall Activity Area from 19 to 22 June; and Gateway Mall Activity Area from 23 to 30 June. “We support all members of the LGBTQIA+ community. Through installations like these, we are encouraging them to proudly show their true colors to the world. We know how important it is for members of the community to live their truth as authentically as possible, and we here at the City of Firsts are behind them all the way,” Marjorie Go, AVP for Marketing of Araneta City, said. Araneta City also challenged netizens to show their fierce side by joining the #RampaSaAraneta contest. They were encouraged to pose and sashay on the #PRIDEstrian and #ForestOfHue, upload entries on TikTok, tag Araneta City and use the hashtags #AranetaCity #RampaSaAraneta #CityOfFirsts for a chance to win exciting prizes, such as an overnight stay at Novotel Manila Araneta City and P5,000. The competition ran from 5 to 30 June. To help foster a more inclusive space for everyone at Araneta City, agency personnel underwent a special learning session on gender and sexuality led by Ameerah Milano, faculty member and coordinator of the Gender and Development Desk of the Academic Affairs Office of the Far Eastern University. The session aimed to educate participants on matters of sexual orientation, gender identity and gender expression. “At Araneta City, we aim to foster a safe community where anyone can feel free and comfortable to be their true selves. This Pride Month, we express our solidarity and unwavering support for all members of the LGBTQIA+ community. They are always welcome to be who they are here in the City of Firsts,” Go said. Star gymnast Biles poised for August return to competition
Gymnastics superstar Simone Biles is poised to compete in August for the first time since mental health and safety concerns cut short her Tokyo Olympics campaign, entering the August US Classic near Chicago. USA Gymnastics announced Wednesday that the four-time Olympic gold medallist was entered in the August 4-5 event, which would be her first since she withdrew from most of her events in Tokyo in 2021. "Registration...does not guarantee participation," USA Gymnastics warned in the statement. "Every athlete is at a different place in their season and career, and we will support each of them, wherever they are in their journey," said USA Gymnastics chief programs officer Stefanie Korepin. Biles electrified the 2016 Rio de Janeiro Olympics, where she won gold in team, all-around, vault and floor exercise as well as a balance beam bronze. She entered the Covid-delayed Tokyo Olympics in 2021 as a heavy favorite to win as many as five gold medals. She hadn't lost an all-around competition since 2013 and her build up to the Games included mastery of a daring Yurchenko double pike vault that had never before been seen in women's competition. However, she would depart Tokyo with only team silver and a balance beam bronze, however, her campaign cut short after she experienced the "twisties" -- the phenomenon in which gymnasts lose the ability to orientate themselves in mid-air. Biles withdrew from the team event after performing on one apparatus and later withdrew from the all-around competition and the finals for vault, uneven bars and floor exercise, saying at the time she needed to prioritze her mental health. Biles said in a video released after Tokyo that her problems had been building for a while. "I wouldn't even say it started in Tokyo. I feel like it was probably a little bit deeper-rooted than that," Biles said. "I think it was just the stress factor. It kind of built up over time, and my body and my mind just said no. But even I didn't know I was going through it until it just happened." "It just sucks," Biles said in the video. "But I know that I helped a lot of people and athletes speak out about mental health and saying no. Because I knew I couldn't go out there and compete. I knew I was going to get hurt." After the Tokyo Games, in September 2021, Biles testified before a U.S. Senate committee looking into FBI failures in investigating sexual abuse by former gymnastics team doctor Larry Nassar. Nassar received a life sentence after pleading guilty in late 2017 and early 2018 to sexually assaulting women and girls while working as a sports medicine doctor at USA Gymnastics and Michigan State University. - Another Olympics? - In recent months Biles's popular social media feeds have featured not gymnastics but news of her personal life, including her marriage to NFL Safety Jonathan Owens, then with the Houston Texans, in April. When Owens signed with the Green Bay Packers in May she endeared herself to Green Bay fans by soliciting suggestions on what to see and do in the couple's new town. Biles has won 25 world championships medals, 19 of them gold, and received the Presidential Medal of Freedom from Joe Biden in 2022. Although she hasn't outlined her plans, the US Classic is roughly a year out from the 2024 Paris Olympics, and Biles has used the event to launch a comeback before. She returned to competition at the meeting in 2018, having taken a break after her stunning Rio Games campaign. bb/pb/nr © Agence France-Presse The post Star gymnast Biles poised for August return to competition appeared first on Daily Tribune......»»
Blinken on rare Beijing visit in bid to lower temperature
Secretary of State Antony Blinken on Sunday began the highest-level trip by a US official to China in nearly five years as the two powers looked to notch down the temperature in an escalating rivalry. Both sides have voiced guarded hope of improving communication and preventing conflict, with the world's two largest economies at odds on an array of issues from trade to technology and regional security. Officials though have played down hopes of a major breakthrough during Blinken's two days in Beijing. Blinken was originally scheduled to visit in February but abruptly scrapped his plans as the United States protested -- and later shot down -- what it said was a Chinese spy balloon flying over its soil. US President Joe Biden played down the balloon episode as Blinken was heading to China, saying: "I don't think the leadership knew where it was and knew what was in it and knew what was going on." "I think it was more embarrassing than it was intentional," Biden told reporters Saturday. Biden said he hoped to again meet President Xi Jinping after their lengthy and strikingly cordial meeting in November on the sidelines of a Group of 20 summit in Bali, where they agreed on Blinken's visit. "I'm hoping that, over the next several months, I'll be meeting with Xi again and talking about legitimate differences we have but also how there's areas we can get along," Biden said. The two leaders are likely to attend the next G20 summit, in September in New Delhi, and Xi is invited to travel to San Francisco in November when the United States hosts the Asia-Pacific Economic Cooperation forum. Blinken will see top Chinese officials including over a banquet at the state guesthouse in the ancient Diaoyutai gardens. He has said he would seek to avoid "miscalculations" and to "responsibly manage" relations with the country identified by US policymakers across party lines as the greatest challenge to Washington's global primacy. "Intense competition requires sustained diplomacy to ensure that competition does not veer into confrontation or conflict," Blinken said Friday in Washington. - Array of disputes - The United States and China are at odds over a slew of issues including trade, technology and Taiwan. Beijing has not ruled out seizing Taiwan by force and has conducted military drills twice since August near the self-governing democracy, in response to top US lawmakers' actions. Ahead of Blinken's visit, Chinese foreign ministry spokesman Wang Wenbin said the United States needed to "respect China's core concerns" and "give up the illusion of dealing with China 'from a position of strength'". Beijing has been especially irritated by Biden's restrictions on the export of high-end semiconductors to China, with the United States both fearing their military application and eager to prevent the communist state from dominating next-generation technologies. In a rising domestic priority for the United States, Blinken is expected to press China to curb precursor chemicals sent to Latin America to produce fentanyl, the powerful painkiller behind an addiction pandemic that kills tens of thousands of Americans a year. "We're going to discuss this issue directly, and we're going to be looking for steps to reduce the scale of the problem," said a US official traveling with Blinken. Washington has also lashed China over human rights, with Blinken's visit the first by a cabinet member since the United States formally accused Beijing of genocide against the mostly Muslim Uyghur minority. - Keeping allies close - As part of the Biden administration's focus on keeping allies close, Blinken spoke by telephone with his counterparts from both Japan and South Korea during his 20-hour trans-Pacific journey. Biden's national security advisor, Jake Sullivan, traveled to Tokyo for separate three-way meetings involving Japan and both South Korea and the Philippines. In recent months the United States has reached deals on troop deployments in southern Japan and the northern Philippines, both strategically close to Taiwan. Blinken before departure also met in Washington with his counterpart from ally Singapore, who voiced hope that the United States would stay as a power but also find ways to coexist with a rising China. Blinken's "trip is essential, but not sufficient", Foreign Minister Vivian Balakrishnan said. "There are fundamental differences in outlook, in values. And it takes time for mutual respect and strategic trust to be built in." Blinken is the first top US diplomat to visit Beijing since a stop in 2018 by his predecessor Mike Pompeo, who later championed no-holds-barred confrontation with China in the final years of Donald Trump's presidency. The Biden administration has gone further than Trump in some areas, notably semiconductors, but has remained open to cooperation in limited areas such as climate. Experts say China sees more predictability with Biden than with Trump, who is running for president again next year. Danny Russel, the top diplomat on East Asia during Barack Obama's second term, doubted Blinken's brief trip would resolve fundamental differences. "But his visit may well restart badly needed face-to-face dialogue and send a signal that both countries are moving from angry rhetoric at the press podium to sober discussions behind closed doors." sct/je/leg © Agence France-Presse The post Blinken on rare Beijing visit in bid to lower temperature appeared first on Daily Tribune......»»
Ex-Samsung exec charged with stealing secrets for China factory
A former Samsung executive has been charged with stealing company secrets for a copycat computer chip factory in China, and is being held in detention pending trial, prosecutors told AFP on Tuesday. The 65-year-old man, who has not been identified, allegedly stole Samsung trade secrets in a bid to set up a chip factory in the Chinese city of Xian -- near where Samsung has a plant -- the Suwon District Prosecutors' Office said in a separate statement. The material he stole was classified as "national core technology" -- innovations designated by South Korean law as potentially having a major negative impact on national security and the economy if disclosed overseas. "He's currently detained at the Suwon Detention Center," the spokesperson of the Suwon District Prosecutors' Office told AFP, adding the suspect had been held for some time but only formally charged on Monday. Securing supplies of advanced chips has become a crucial issue internationally, with the United States and China locked in a fierce battle for control of the market. Samsung is one of the world's largest makers of memory chips and smartphones, and its overall turnover is equivalent to about one-fifth of South Korea's gross domestic product. The Samsung factory blueprints and clean-room designs from 2018 and 2019 that the man allegedly tried to steal would have been worth at least 300 billion won ($236 million) to Samsung, authorities said. "It is a serious crime that can have a tremendous negative impact on our economic security by shaking the foundation of the domestic semiconductor industry at a time when competition for chip production is intensifying day by day," added the prosecutors' statement, released on Monday. "The semiconductor industry accounted for 16.5 percent of South Korea's total exports as of 2022... and is a national security asset," it added. Prosecutors charged six other people who worked for the detained executive and are believed to have been involved in the theft. The man had worked for a combined 28 years at South Korea's leading chipmakers, and is a "top expert in semiconductor manufacturing" in the country, prosecutors said.
