Better services seen after GCash acquires ECPay
Customers can expect better services from financial service provider Gcash after its parent firm Globe Fintech Innovations Inc. or Mynt acquired 77 percent of Globe Telecom Inc.'s stake in Electronic Commerce Payments Inc. or ECPay for P2.31 billion. In a stock report on Monday, Globe disclosed that ECPay’s minority stakeholder, Payment One, Inc., is also a party to the transaction — effectively making it a full acquisition of ECPay by Mynt. The deal is still subject to regulatory approvals but once it is closed, ECPay will have access to GCash's platform which would translate to easier and more seamless services for users. “Mynt’s digital savviness will spill over to ECPay, maximizing its previously untapped potential. GCash, on the other hand, can further differentiate itself from its competition as mobile wallets in various shapes and sizes continue to pop up," Globe’s Chief Finance Officer, Rizza Maniego-Eala said in the report. "With ECPay in Mynt’s capable hands, Globe can better steer its ventures and synergistically grow the entire Globe Group ecosystem,” she added. Meanwhile, for Globe President and CEO Ernest L. Cu, GCash's "aggressive expansion" presents a "perfect environment for strategic synergies with ECPay." "Mynt’s acquisition of ECPay will enable more efficient and effective sharing of each other’s strengths and resources, thus creating a seamless and upgraded experience for their customers," Cu said. Incorporated in 2001, ECPay is one of the leading electronic payment service providers in the country. It was acquired by Globe in 2019 to enhance its distribution network. Post-pandemic scenario presents great opportunities for trade, says Swiss envoy
Europe should consider the "exciting" opportunities Asia has to offer due to exciting developments in the region, President Ferdinand Marcos Jr. recently said. In a statement from Malacañang released on Thursday, Marcos made the remark last Wednesday after the new Swiss Ambassador to the Philippines, Nicolas Brühl, presented his credentials in a ceremony at Malacañan Palace in Manila. "I think it is actually wise in terms of European countries, Switzerland included, to look to ASEAN, to look to Asia. Although there are other geopolitical disturbances, shall we say, but the opportunities are quite exciting," President Marcos said in welcoming in Brühl. "ASEAN leaders have come together to really strengthen the economic systems that we have in place, the weaknesses that have shown up during the pandemic. We're all trying to learn the lessons that the pandemic brought with it," he added. The President, who accepted the credentials of the Swiss envoy, said that he thinks the post-pandemic scenario presents a great opportunity for greater collaboration with the Philippines now understanding how the world works. The world doesn't work the same way that it did in 2019 and it is faring differently, Marcos said. "And so that's why I always value partnerships and alliances and agreements between countries. And I think (with) Switzerland, that has always gone very smoothly. Let's hope that it continues in that direction," Marcos told the Swiss ambassador. The Swiss ambassador said that the Swiss Foreign Ministry's Southeast Asia strategy proves that the region is of utmost importance and vowed to partner with it in the future. Last year's 65th-year celebration of the bilateral relations between the Philippines and Switzerland is already a good start, he said. The two countries celebrated 65 years of diplomatic relations in January 2022. The Philippines and Switzerland continue to maximize the benefits of the Philippines–European Free Trade Association Free Trade Agreement (PH-EFTA-FTA). The EFTA States, Iceland, Liechtenstein, Norway, and Switzerland, signed a Free Trade Agreement (FTA) with the Philippines in Bern, Switzerland on April 28, 2016. A resounding FIBA World Cup hosting success
In 2007, sports patron and prominent business executive Manny V. Pangilinan flew to Geneva to mend the country’s scarred relationship with FIBA when the Philippines was suspended due to a struggle between the Basketball Association of the Philippines and the Philippine Olympic Committee. Over the years, MVP, along with the Samahang Basketbol ng Pilipinas or SBP, were able to make amends and formed a strong bond with FIBA. And as they say, the rest was history. MVP’s vision to host the FIBA World Cup in a tri-nation bid was approved. The country, together with Japan and Indonesia, was granted to host the 2023 FIBA World Cup, with 32 teams competing for the coveted Naismith trophy for the 2023 Last Sunday, the World Cup curtain finally closed, with several records written, erased, and etched in FIBA history. First, the expanded World Cup adopted by the organizers successfully achieved a more competitive playing field. Nine of the 32 that came to this World Cup did not play in the previous World Cup. After two weeks of grueling competition, six of the eight countries that previously entered the quarterfinals in the 2019 World Cup failed to advance to the next round. Argentina, France, Spain, Poland, Australia, and the Czech Republic were eliminated earlier in the group stages, with only the US and Serbia moving to the semi-final round. Second, for the first time since it participated in the tournament, Germany won the World Cup championship, beating all its opponents in the elimination rounds for an immaculate 7-0 and completing an 8-0 game sweep by beating Serbia in the final, 83-77. FIBA secretary general Andreas Zagklis was quoted by AP saying the expanded qualification field “has changed global basketball on the men’s side.” Third, the three host countries had record-breaking attendance, a rousing success for the tri-nation hosting of the world’s biggest basketball show. Bong Go urges more sports funding for grassroots dev’t, facilities, and athletes
Senator Christopher "Bong" Go, chairperson of the Senate Committee on Sports, underscored during a budget hearing on Tuesday, 12 September, the critical role of the Philippine Sports Commission (PSC) in promoting sports as a key factor in national development. He emphasized the necessity of adequate funding for both grassroots sports development and the country's participation in international competitions. “Noong nakaraan ay ipinaglaban natin sa deliberasyon ng ating 2023 budget ang karagdagang pondo para sa PSC. Sa katunayan, ang budget lang sana ng PSC ngayong taon ay nasa humigit-kumulang P200 million lamang. Tayo ang nagsulong ng dagdag sa pondo nila kaya nabigyan pa ito ng P1 billion, kasama na ang dagdag pondo sa pagdaraos ng FIBA 2023, budget para sa grassroots sports programs, at suporta sa mga lalahok sa iba pang international competitions,” he cited earlier. Go, in his opening statement, expressed his strong belief that sports can serve as a deterrent for the youth against engaging in illegal drugs and other harmful activities. He also mentioned that sports can be a way to continue the campaign against illegal drugs initiated by former president Rodrigo Duterte. “Sabi ko nga, get into sports, stay away from illegal drugs to keep us healthy and fit. At isa rin po ito sa paraan na ilayo natin ang mga kabataan sa iligal na droga. Isang paraan ito na maipagpatuloy ang kampanya ni dating pangulong Rodrigo Duterte na labanan ang iligal na droga dahil kapag bumalik po ang iligal na droga, babalik po ang kriminalidad, babalik po ang korapsyon sa gobyerno,” Go said. The senator also highlighted the recent achievements of the Philippines in the international sports community, including the successful hosting of the 2023 FIBA World Cup. He praised the event organizers and shared his experience participating in a dry-run before the opening, emphasizing that "’pag nandyan po ang disiplina, kaya natin, gugustuhin natin na maging well-organized po tayo." Go likewise underscored the international attention that the Philippines has garnered through its successful hosting of sports events, particularly the FIBA World Cup. "Malaking tulong po iyon sa pag-promote po ng kagandahan ng ating bansa. For 17 days, nakatutok po sa ating bayan ang buong mundo dahil napakaganda po ng ating bansa," he said. The senator then expressed his pride in Gilas Pilipinas for earning a spot in the Olympic Qualifying Tournament. "Alam ko po na ibinigay ninyo ang lahat, ginawa ninyo po ang lahat para lumaban. Puso po ang ginamit ninyo at 'never say die' ang attitude ng ating Gilas Pilipinas," he said. Go also took the opportunity to commend the country’s performance in the Southeast Asian Games. He then extended his well wishes for the upcoming Asian Games scheduled from 25 September to 8 October. However, the senator also hinted at areas for improvement, suggesting that while the country has had successes, there is still work to be done. "Though mayroon mang dapat ayusin, may panahon pa kayong ayusin ang mga ito," Go added while stressing the importance of supporting both grassroots and elite sports development. "For this year’s budget, with the support of our Chairman of the Committee on Finance, Senator Sonny Angara, we allocated funding for PSC’s grassroots program and the preparation, training, and participation of our national athletes in international sports competitions," he revealed. The PSC proposed a budget of P3.3 billion for 2024, but the DBM only approved P210 million. This is a reduction of more than 93 percent from the agency’s proposal. Go also touched on the need for proper training facilities for athletes. He mentioned the need for repairs at the Philippine Institute of Sports Multi-Purpose Arena (PhilSports Arena) and comfortable barracks for athletes. “Mahalaga na magkaroon ng tama at sapat na training ang ating mga manlalaro. Kaya naman gusto ko ring pagtuunan ng pansin na mayroon tayong sports facilities na maaaring maging training center ng ating mga atleta,” he said. “Ako po'y saksi mismo, napasyalan ko ang inyong matagal ng pasilidad, itong Phil Sports, nakapaglaro na kami doon, medyo tumutulo na rin ang gym. Kailangan na sigurong magkaroon ng repair, at yung mga barracks ng atleta, dapat komportable, dahil iba talaga kapag suportado sila, mula pagkain, yung kanilang tirahan at bago sila sumabak sa competition, dapat kumbaga lahat ng laban naman ay dapat alagang-alaga po ang ating mga atleta,” he shared. Go noticed that the facilities that were presented during the hearing are in bad condition and that they really need to be improved. He urged the government to allocate funds for the construction of comfortable housing for the athletes, instead of spending on flood control projects in areas where there are no people. “Napapansin ko ang mga pasilidad na pinakita kanina. Talagang kailangan po, the more we should invest sa mga sports facilities natin na sira,” he added. “Bigyan naman natin ng maayos at komportable na tirahan ang ating mga atleta. Nananawagan ako sa DPWH, instead of flood control projects sa mga lugar na walang tao, dito na lang sa ating mga atleta na kailangan nila ng komportableng tirahan man lang. Baka pwede ninyo mapaglaanan ng pondo,” said Go. Meanwhile, he also discussed the National Academy of Sports (NAS) at New Clark City in Capas, Tarlac, established under Republic Act No. 11470 that he authored and co-sponsored, which allows students to train while getting quality secondary education. The law provided for the establishment of the NAS System and Main Campus. The NAS also offers a secondary education program with an integrated special curriculum on sports which was developed in close coordination with PSC and the Department of Education. “Pwede silang mag-training, at the same time, mag-aral. Pwede silang mag-aral, at the same time, mag-training. Wala pong masasakripisyo. 'Yan po ang National Academy of Sports, batas na po at may sariling pasilidad,” he said. The senator then called on the PSC to maximize the facilities at New Clark City, initially used for the 2019 Southeast Asian Games. He also reiterated his support for the establishment of the Philippine Sports Training Center and asked for updates on its status. Bong Go provides livelihood support to Guimaras farmers
The Office of Senator Christopher "Bong" assisted farmers in San Lorenzo, Guimaras on Friday, 25 August. Citing the crucial role of farmers in ensuring food security, Go has been consistently pushing for stronger agricultural support systems and infrastructure. He was one of the authors of the measure that became Republic Act No. 11901, expanding the agriculture, fisheries, and rural development financing system. He has also been advocating for other programs to support farmers and fisherfolks in the country, such as the enhancement of the irrigation of farmlands and expansion of the National Rice Program. Go, who is a member of the Senate Committee on Agriculture, co-sponsored and co-authored the Senate, RA 11953, also known as the New Agrarian Emancipation Act. The law will help alleviate the debt burdens of over 600,000 agrarian reform beneficiaries nationwide. Moreover, the senator also filed SBN 2117 which aims to provide full crop insurance coverage for agrarian reform beneficiaries, as well as SBN 2118 which aims to provide better insurance coverage and services to farmers and help mitigate the impact of natural disasters on the agricultural sector, if enacted into law. Earlier, Go also emphasized the importance of improving competitiveness and safeguarding local farmers and industries amid the recently ratified Regional Comprehensive Economic Partnership (RCEP) agreement. Go believes that with open competition as a result of RCEP, the prices of goods should decrease, and ordinary Filipinos, especially the poor and those in the agricultural sector, must benefit from it. Meanwhile, Go’s team and the Department of Trade and Industry (DTI), assisted three farmers gathered at Zemkamps Chalet in Jordan. DTI provided livelihood assistance through its Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program, which Go pushed for during the Duterte administration and continues to support its implementation in order to boost the livelihood recovery of those affected by various crises. “Sa panahon ng kahirapan at pagsubok dulot ng iba't-ibang sakuna, nais namin sa inyo'y magbigay ng pag-asa at tulong na magbibigay daan sa inyong mga pangarap. Meanwhile, as chairperson of the Senate Committee on Health and Demography, Go offered to help those who may require hospital care. He also informed them that they may conveniently avail of medical assistance from the Malasakit Center located at Dr. Catalino Gallego Nava Provincial Hospital in Jordan or in any of the other 158 Malasakit Centers throughout the country. “Ang Malasakit Center ay one-stop shop. Nasa loob na ng ospital ang apat na ahensya ng gobyerno, ang PhilHealth, PCSO, DOH at DSWD. Tutulungan kayo ng Malasakit Center para sa inyong pagpapaospital,” explained Go, who is the principal author and sponsor of the Malasakit Centers Act of 2019. The program has now assisted over seven million Filipinos, according to the Department of Health (DOH). Apart from the Malasakit Centers, Go also supported the construction of Super Health Centers (SHCs), especially in far-flung areas. In Guimaras, Super Health Centers will be established in Nueva Valencia, Buenavista, and Jordan. Through the efforts of fellow lawmakers, sufficient funds had been allocated under the Health Facilities Enhancement Program of the Department of Health for 307 SHCs in 2022 and 322 SHCs in 2023. DOH, the lead implementing agency, identifies the strategic areas where SHCs will be constructed. The SHCs offer basic medical services, such as database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation center; and telemedicine, where remote diagnosis and treatment of patients will be done. Iran sentences film-maker over Cannes-selected movie
A court in Iran has sentenced prominent movie director Saeed Roustaee to six months in prison for the screening of his film "Leila's Brothers" at the Cannes Film Festival last year, local media reported Tuesday. "Leila's Brothers", a rich and complex tale of a family struggling with economic hardship in Tehran, has been banned in Iran since its release last year. The movie was in competition for the Palme d'Or at last year's Cannes festival. It missed the top prize but won the International Federation of Film Critics (FIPRESCI) award. On Tuesday, the reformist daily Etemad said that Roustaee, along with the movie's producer Javad Noruzbegi, "were sentenced to six months in prison for screening the movie at the Cannes Film Festival". Roustaee and Noruzbegi were found guilty of "contributing to propaganda of the opposition against the Islamic system." "Leila's Brothers" was banned after it "broke the rules by being entered at international film festivals without authorization," and the director refused to "correct" it as requested by the culture ministry, official media said at the time. The filmmakers will only serve one-twentieth of their sentence, about nine days, while the remainder "will be suspended over five years," according to Etemad, which added the verdict can be appealed. During the suspension period, the defendants will be required to take a film-making course while "preserving national and ethical interests" and refrain from associating with other cinema professionals, the newspaper said. Roustaee, 34, has gained international renown since the 2019 release of his film "Just 6.5", an uncompromising look at Iran's drug problem and the brutal, and fruitless, police response. Tobacco on list of agri products in proposed economic sabotage law, says Villar
Senator Cynthia Villar assured that tobacco is included in the list of agricultural products covered by her proposed Anti-Agricultural Economic Sabotage Act of 2023. She said the proposed measure would amend the Anti-Agricultural Smuggling Act to include hoarding, profiteering, and a cartel of agricultural products as "economic sabotage." “Tobacco will be included in the agricultural products covered by this law,” Villar, who is chairperson of the Senate Agriculture and Food Committee, made the assurance during the International Tobacco Agricultural Summit held at Shangri-La Hotel in Taguig City on Thursday, where she was the guest speaker. Citing a report from the National Tobacco Administration, Villar noted that the tobacco industry contributes to employment and revenue generation in the country, supporting around 2.2 million Filipinos directly or indirectly. The lawmaker added that tobacco has contributed nearly P16 billion to the country's gross domestic product in 2021. The Oxford Business Group's Economic Impact Report showed that tobacco cultivation was present in 23 provinces across 12 regions in the Philippines, with the Ilocos Region being the top producer at 69 percent, followed by Cagayan Valley at 23 percent, and Northern Mindanao ranking third, as of April 2022. Villar underscored the industry's significance to rural economies is highlighted by a 47.8 percent increase in the area planted for tobacco between 2019 and 2022. Since 2013, she said the implementation of sin taxes for tobacco and alcohol, resulted in additional funds for the national health budget, including Universal Health Care. The sin tax revenue, primarily from tobacco collections (mainly cigarettes), accounted for 58 percent of all sin tax collections and comprised 54 percent of the health budget in 2020. "Tobacco-producing provinces receive shares from tax collected to be used in funding livelihood programs, infrastructure projects, and promote economically viable alternative agricultural products for the farmers," she said. However, Villar noted that tobacco—like any other agricultural product— is not spared from criminal activities like smuggling and tax evasion. Such crimes, she said, undermine the livelihood of farmers by "saturating the market with cheap, adulterated, and untaxed products.” The Bureau of Customs earlier reported an estimated P3 billion loss in excise taxes from illicit cigarette operations between 2019 and 2022. As reported by Euromonitor, the incidence of illicit cigarette trade is projected to increase from 12.2 percent in 2020 to 18.5 percent in 2023. “This illicit competition leads to reduced prices and demand for locally grown tobacco, resulting in income loss among our farmers,” she lamented. Villar recalled the Anti-Agricultural Smuggling Act was passed in 2016, unfortunately, not a single smuggler has been imprisoned since then. Confidential and intelligence funds increase P120M in 2024, UP budget cut P2.93B
Budget Secretary Amenah Pangandaman on Thursday confirmed that there will be a P120-million increase in confidential and intelligence funds for the fiscal year 2024. In a Malacañang press briefing, Pangandaman said the increase is due to additional confidential funds allocated to three government agencies. These agencies include the Department of Information and Communications Technology (DICT), the Anti-Money Laundering Council (AMLC), and the Presidential Security Group (PSG). A 2015 joint circular released by five government agencies defines confidential expenses as those of surveillance activities in civilian government agencies. According to the same 2015 joint circular, intelligence funds are those related to intel information-gathering activities of uniformed and military personnel that directly impact national security. Pangandaman justified the increase in the CIF, saying it is necessary to support the government's efforts to protect national security and ensure the safety of the President and other government officials. "The additional funds were allocated for specific purposes. For example, in the case of DICT, the increase is for cybersecurity, which is essential as we push for digitalization," Pangandaman said. "Cybersecurity investment is parallel to our digitalization efforts. Why does it need to be confidential? It's because of the procurement process. You cannot disclose the technical specifications of your cybersecurity projects in the Terms of Reference (TOR) because hackers might see it. If they have access to the specs, our cybersecurity projects and programs won't be effective," she added. Pangandaman said the administration is confident that the proposed allocations for intelligence funds are well-justified. "The additional funds were allocated for specific purposes. We can assure the public that these intelligence and confidential funds will be beneficial to the country," Pangandaman said. In a separate statement, the Department of Budget and Management (DBM) said there also an increase in the CIF in the Armed Forces of the Philippines; National Security Council; Office of the Presidential Adviser on Peace, Reconciliation and Unity, and; the Office of the Ombudsman. Meanwhile, there has been a decrease in the CIF allocated for the Philippine Competition Commission, the National Intelligence Coordinating Agency, and the Department of Justice. On the other hand, the confidential funds of the Office of the President and the Office of the Vice President remain at the same level as the 2023 General Appropriations Act. DBM likewise emphasized the declining percentage contribution of CIF in the national budget in recent years, decreasing from 0.215 percent in 2018, 0.192 percent in 2019, 0.235 percent in 2020, 0.212 percent in 2021, 0.183 percent in 2022, 0.190 percent in 2023, to 0.176 percent in 2024. "With these, the public can remain confident that the disbursement and utilization of the CIF will be done by government agencies with utmost transparency and accountability, in strict adherence to existing guidelines set forth by the Commission on Audit (COA) on the appropriate allocation and use of these funds," DBM said. Budget Cuts Meanwhile, DBM said the budget cut for the University of the Philippines (UP) under the proposed 2024 expenditure plan will not affect student admissions. In the Palace briefing, Pangandaman said the P2.93 billion reduction in the UP budget for 2024 resulted from the removal of budgetary requirements for several infrastructure projects scheduled for completion this year. “So if it's for completion in 2023, we don’t need the funding for 2024,” Pangandaman said. Asked if the budget cut will translate to a reduction in the number of students admitted to UP, Pangandaman said none. The DBM added it also took into account how much of UP's budget was used the year previously when determining the proposed NEP's budget allocation. “Hence, in our review and evaluation of UP’s budget proposals, we considered its absorptive capacity, which is 69.48% as of end-2022,” it said. Philippines coach Stajcic steps down after Women’s World Cup exit
Philippines coach Alen Stajcic has left his post after the national team's exit from their first Women's World Cup, the Philippine Football Federation said on Tuesday. The Philippines have shaken off their status as regional minnows since Stajcic's appointment as coach in late 2021 -- they have jumped from 68 in the FIFA rankings to a best-ever 46th. The Philippines were not expected to get out of their group, but caused a major upset by beating co-hosts New Zealand for a historic first World Cup win before a 6-0 defeat to Norway on Sunday ended their adventure. The Philippine Football Federation said Stajcic and assistant coach Nahuel Arrarte had "decided to explore other options" at the end of the World Cup campaign. "Coach Alen Stajcic's appointment as Philippine Women's National Team head coach brought women's football in the Philippines to new heights and hope," PFF president Mariano Araneta said in a statement. "Coach Alen showed full dedication to hone the Filipinas into a fighting team. He will long be remembered as the coach who trained and dared the team to win at any international competition," Araneta said. Under Stajcic, the Philippines made the semi-finals of the Women's Asian Cup in early 2022, where they lost to South Korea but secured a historic World Cup berth. They followed it up with bronze at the Southeast Asian Games last year, then won the regional AFF Women's Championship on home soil. Stajcic was a major reason for the Philippines' improvement. He brought a wealth of experience after a playing and coaching career in Australia. He coached Australia at the 2015 World Cup and took the Matildas to as high as fourth in the FIFA rankings, but was dumped despite guiding them to the 2019 tournament. After the Philippines' loss to Norway, Stajcic said he was "proud of the heart and spirit" of the team, but ducked questions about his future as coach. Addressing poverty, hunger toward inclusive econ recovery
As President Ferdinand “Bongbong” Marcos prepares to deliver his second State of the Nation Address today, I remain hopeful that this can be an opportunity to highlight concrete steps towards a path of full and inclusive economic recovery. I am optimistic that this platform where all branches of government come together to listen to the priorities of the President can strengthen our unity and commitment to uphold the administration’s eight-point Philippine Development Plan 2023-2028, which includes food security, supply chain management, energy costs, healthcare and social protection, infrastructure development, green economy, market competition, and entrepreneurship. As I always say, “Dapat po ay walang maiwan na Pilipino lalo na po ang mga mahihirap nating kababayan. Dapat po walang magutom. Importante po ang laman ng tiyan at trabaho po para sa bawat Pilipino (No Filipino should be left behind, especially our poor countrymen. No one should go hungry. Food and work are important for every Filipino).” Amidst the recent lifting of the State of Public Health Emergency due to the Covid-19 pandemic, ensuring food security for all Filipinos must remain a top priority of the Marcos Administration. It is in this light that I fully support President Ferdinand Marcos, Jr.’s “Walang Gutom 2027: Food Stamp Program”, which was recently launched in Tondo, Manila. As one of the priority programs of the Department of Social Welfare and Development, the FSP seeks to reduce involuntary hunger incidents among low-income households. We also respect the decision of President Marcos, Jr. in lifting the State of Public Health Emergency in our country. We trust that it was arrived at after careful consideration of the present health issue and the need to finally open up the economy. With or without the State of Public Health Emergency, the government should fulfill its obligations to protect the lives of Filipinos, safeguard their health, and give what is due to them, especially to our medical frontliners. As a legislator, I have authored and supported bills that aim to address the most urgent issues faced by our fellow Filipinos today. I have also spearheaded the enactment of several legislations that aim to bring healthcare services closer to those in need, especially at the grassroots. As we all know, health is wealth and must be prioritized to attain a productive citizenry. Among these is the Malasakit Centers Act which I principally authored and sponsored in the Senate and was enacted into law in 2019. These centers bring various government agencies under one roof to provide convenient access for indigent patients needing medical assistance. So far, 158 Malasakit Centers are operational nationwide and have helped more than seven million Filipinos, according to the Department of Health. I have recently successfully sponsored the Regional Specialty Centers bill, which I am also a co-author, now awaiting the signature of the President. The bill aims to make available specialized medical facilities in various regions nationwide, benefitting particularly poor and impoverished Filipinos. For example, under the bill, services provided by the Philippine Heart Center, currently located in Quezon City, will also be available in regional DOH hospitals. The enactment of the measure will also include services for a broad range of specialties, including lung care, orthopedics, neonatal care, renal care, cancer care, and mental health, among others, making it a multi-year comprehensive nationwide healthcare improvement plan. Aside from these, we have also continuously supported the establishment of Super Health Centers in strategic locations around the country as a way to provide better access to basic medical services, especially at the grassroots. Through the collective efforts of DOH and fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. DOH, the lead implementing agency, identifies the strategic areas where they will be constructed. Meanwhile, driven by my passion for public service, I continue to respond to the needs of our fellow citizens, particularly the poor, wherever they may be in the country in my capacity as a senator and public servant. On 18 July, we were in Bulacan to attend the ribbon-cutting ceremony of the San Miguel Super Health Center. Alongside Congresswoman Lorna Silverio, Board Member Raul Marian, and Mayor Roderick Tiongson, we also provided aid to 1,000 impoverished individuals in the town. We then visited the town of Bustos to distribute assistance to 1,000 indigents, in collaboration with Mayor Iskul Juan’s office. I am delighted to announce that on 20 July, we held and witnessed the topping-off ceremony of the New Senate Building in Fort Bonifacio, Taguig City. This was presided over by Senate President Juan Miguel Zubiri, fellow senators, and other officials. This will be the new home of the Senate once completed. My office continues to deliver aid this week to our fellow citizens facing various crises. We promptly responded to the needs of victims of separate fire incidents. In Brgy. Kasangyangan, Zamboanga City, we helped 419 victims; in Baganga, Davao Oriental, we assisted 299 victims; and in Maco and Laak, Davao de Oro, we aided three victims. We conducted a series of aid distributions in Batangas, bringing smiles to 300 residents of Batangas City in partnership with Board Members Lydia Lopez, Maria Louise Gamo Vale, and Jesus de Veyra; 100 in San Juan in partnership with BM Melvin Vidal; 100 in Lipa City in partnership with BM Aries Mendoza; and 100 in Rosario in partnership with BM Jonas Patrick Gozos. We did not neglect the people of Nueva Ecija, where I am considered an adopted son of the province, and managed to spread joy to 364 beneficiaries from Llanera in coordination with their municipal council, and 166 from the Science City of Muñoz, in collaboration with Mayor Baby Alvarez’s office. We also reached San Fernando City, Pampanga, where we were able to assist 16 indigents alongside Mayor Vilma Caluag. In Quezon City, together with Councilor Aiko Melendez, we were able to assist 163 displaced workers. We also supported 100 individuals in Biñan City, Laguna, in collaboration with Councilor Alvin Garcia. Millions of Filipinos require the support and protection of the government. As a legislator, I can only do so much. However, if each of us does our part, then we can be a powerful force that could help our fellow Filipinos break free from the cycle of poverty and hunger.
