Japan, U.S.: ‘We got your back’
Key allies of the country expressed their unwavering support after a Chinese Coast Guard ship intentionally collided with a Philippine Navy boat to stop a resupply mission to the grounded BRP Sierra Madre on Ayungin Shoal. Defense Secretary Gilbert Teodoro Jr. described the maneuver as an escalation of China’s aggression within the exclusive economic zone of the Philippines. Japan issued a statement expressing support after the incident. “Japan expresses serious concern for actions which increase regional tensions, including a dangerous action that caused a collision between Chinese and Filipino ships on 22 October,” the Japanese Foreign Ministry said. It added that Japan believes the issue of the South China Sea is directly related to the peace and stability in the region and is a legitimate concern of the international community, including Japan. “Thus, Japan opposes any unilateral attempts to change the status quo by force as well as any actions that increase tensions in the South China Sea,” it said. Citing the Japan-Philippines Joint Statement last February, the Foreign Ministry said the “government of Japan concurs with the Philippines’ long-standing objections to unlawful maritime claims, militarization, coercive activities, and threat or use of force in the South China Sea.” “Furthermore, Japan highly appreciates the government of the Philippines for having consistently complied with the arbitral tribunal’s award as to the disputes between the Republic of the Philippines and the People’s Republic of China regarding the South China Sea, and has shown its commitment to the peaceful settlement of disputes in the (West Philippine Sea), as stated in the statement by the Foreign Minister of Japan issued on the occasion of the seventh anniversary of the issuance of the award,” it said. Japan said it would continue to cooperate with the international community, such as the members of the Association of Southeast Asian Nations and the United States, to “protect free, open and peaceful seas.” ‘Ironclad’ vow The United States, meanwhile, reiterated its “ironclad” commitment to the Philippines. According to a White House statement, US National Security Adviser Jake Sullivan assured National Security Adviser Eduardo Año of US support in safeguarding its sovereign rights in the WPS under the Mutual Defense Treaty between both nations. “Sullivan reiterated US support for our Philippine allies following the PRC Coast Guard and maritime militia’s dangerous and unlawful actions on 22 October, obstructing a routine Philippine resupply mission to Second Thomas Shoal,” the statement read. “Sullivan emphasized the ironclad US commitments to the Philippines under theUS-Philippines Mutual Defense Treaty, which extends to armed attacks on Philippine public vessels, aircraft and armed forces — to include those of its Coast Guard — in the Pacific, including in the West Philippine Sea,” it added. Signed in 1951, the Philippines and the United States agreed that an armed attack in the Pacific area on either of the parties would be dangerous to its own peace and safety and declared that it would act to meet the common dangers by its constitutional processes. The White House said Sullivan and Año “reaffirmed the enduring alliance and friendship between our nations and discussed upcoming US-Philippine engagements and ways to further strengthen our close partnership.” Manila vs Beijing Both Manila and Beijing condemned the incident, which they said violated their sovereign rights over Ayungin Shoal, a low-tide elevation in the WPS. The two countries traded blame for the incident, which also sparked concern from Australia, Canada and South Korea. In 2016, the Permanent Court of Arbitration rejected Beijing’s historical nine-dash line claim to the WPS. Militia boats utilized Teodoro labeled the Chinese actions near the shoal as deliberate. “Chinese Coast Guard and maritime militia vessels, in blatant violation of international law, harassed and intentionally hit the Unaiza May 2 and Philippine Coast Guard vessel BRP Cabra,” Teodoro said. “We are here to decry in the strongest terms this egregious violation and illegal act within the Philippines’ 200-nautical-mile exclusive economic zone and the obfuscation of the truth by China’s distorting of the story to fit its own ends.” His comments came hours after President Ferdinand Marcos Jr. met with security officials and ordered the Coast Guard to investigate the incident, which was “being taken seriously at the highest levels of government,” Malacañang said. The military monitored “a large number of Chinese maritime militia vessels” swarming in the West Philippine Sea, National Security Council spokesperson, Undersecretary Jonathan Malaya, said. In a television interview, Malaya said these vessels were spotted “not only in the vicinity of Ayungin Shoal and Bajo de Masinloc but also in other features, including (Scarborough Shoal) and Sabina (Escoda) Shoal.” “We are alarmed by the environmental degradation our Coast Guard ships were able to monitor in these areas,” he told the ANC. Malaya noted that environmental degradation or coral destruction would directly impact the livelihood of the fishermen in the WPS. “Sometimes we forget the reasons why we are pushing our rights in the WPS. Some critics say this is just posturing on the part of the Philippines or a tug-of-war between China and the Philippines. No, this is not,” he stressed. “This is a battle for the resources of our country, particularly for our fishermen, so that when we monitor coral destruction in parts of the WPS, it alarms the government because it directly impacts the livelihood of our fishermen,” he said. NDCP alumni officials call for unity amid growing tensions in WPS
Filipinos should unite behind the nation and its government as Philippine sailors continue to experience harassment from the Chinese Coast Guard while on peaceful missions in the West Philippine Sea. This was the call of alumni officials of the National Defense College of the Philippines or NDCP, stressing that the public should remain vigilant and well-informed amid growing tensions inside the country’s territorial waters. Capt. Aldrin Cuña, the Secretary General of the NDCP Alumni Association Inc. (NDCPAAI), released the group’s statement stressing that “not only is it our right but our duty to protect it when parties launch aggressive acts to challenge our sovereignty and curb our activities over what is legally ours.” “The West Philippine Sea is of great importance to our nation, future and children - their inheritance we should not lose during our watch,” the NDCPAAI statement read. The statement was released after two Chinese Coast Guard ships rammed a Philippine Coast Guard ship and a military-run supply boat within Philippine territorial waters on Sunday, 22 October. The Chinese Coast Guard claimed that it was the Philippine ships who were the “aggressors,” but Defense Secretary Gilbert Teodoro fired back, saying “the Chinese government is deliberately obfuscating the truth.” The NDCPAAI seconded Secretary Teodoro, saying that “not only are our ships being rammed, the truth that is on our side is being pummeled too.” “The best defense against falsehood are facts which we can learn by educating ourselves about what our country’s rights are over West Philippine Sea and the legitimacy of our actions there,” the association said. More senators condemn China’s ‘bullying’ in WPS
More senators on Monday condemned China’s aggressive actions in the West Philippine Sea which resulted in a collision with Philippine vessels en route to a resupply mission to the Ayungin Shoal. For Senate Deputy Majority Leader Joseph Victor “JV” Ejercito, China “has gone too far in disrespecting the Philippines” when it performed “dangerous blocking maneuvers” that resulted in a collision with the Unaiza May 2, an indigenous boat contracted by the Armed Forces of the Philippines for a resupply mission to the BRP Sierra Madre. “I strongly condemn the recent aggression of the Chinese Coast Guard against our Philippine Coast Guard,” Ejercito said in a statement. “The reckless maneuvers executed by the CCG, which resulted in a collision with the Armed Forces of the Philippines-contracted resupply vessel, were not only provocative but also a blatant act of bullying that must be denounced, not only by us but by the international community,” he added. Ejercito said the act of harassment of China within the Philippines' exclusive economic zone “obviously violates our sovereignty and territorial integrity.” “We must strongly assert the 2016 arbitral ruling, which clearly affirms that the Philippines has the exclusive rights over the West Philippine Sea,” he said. “This ruling is not only legally binding but a reflection of the principles of international law,” he added. China claims the vast South China Sea, including the West Philippine Sea. However, on 12 July 2016, the Permanent Court of Arbitration favored the Philippines’ arbitral case against China. Seven years after the Tribunal favored the Philippines’ arbitral case against China, the ruling remains on paper as China continues to disregard it by keeping its illegal activities in the West Philippine Sea. Ejercito said it is “essential to note that this is not the first time the CCG has engaged in such provocative actions against our coastal guards and fisherfolks.” “Moreover, it is the government's duty to ensure the safety of our waters for all Filipinos. We cannot and will not allow such incidents to jeopardize the safety of our people, particularly those who serve in our armed forces and the PCG,” he said. “At the same time, I personally believe that it is high time to expedite the modernization of our Armed Forces in the coming years to protect our sovereignty, safeguard our maritime interests, and ensure the safety and security of our people,” he added. ‘Potential flashpoint’ Senator Grace Poe, likewise, expressed concern over the “dangerous blocking maneuver” carried out by CCG against Philippine vessels. “China's latest act of aggression poses a credible concern that could heighten the tension not only between Philippines and China, but could also be a potential flashpoint in the region,” Poe said in a separate statement. “While an immediate diplomatic protest is anticipated, the recent incident calls for a serious rethinking of our strategies in dealing with these acts,” she added. The NTF-WPS condemned the “provocative, irresponsible, and illegal action” of the China Coast Guard ship which “imperiled the safety” of the Unaiza May 2 crew. In the same resupply mission, a Chinese Maritime Militia vessel “bumped” the Philippine Coast Guard BRP Cabra’s port side which was escorting the Philippine vessels while it was lying approximately 6.4 nautical miles northeast of Ayungin Shoal. The NTF-WPS said it “condemns in the strongest degree the latest dangerous, irresponsible, and illegal actions of the CCG and the Chinese maritime militia done this morning.” ‘Enough’ Hontiveros echoed Zubiri’s call on China to “stop” its activities in the West Philippine Sea which she said clearly violates international law. “This latest collision is squarely the China Coast Guard’s fault,” she said in a separate statement. “The 2016 Arbitral Award has resolutely invalidated China’s claims in the West Philippine Sea, making this incident a clear violation of international law,” she added. Hontiveros said the PCG “has every right to be in the West Philippine Sea.” “China has no right to drive our forces into our own seas. Furthermore, they do not have the right to hurt and bump Philippine vessels that are only performing their jobs in our territories,” she stressed. “Chinese vessels have chased, blocked, and harassed our Philippine Coast Guard daily, 24/7 every single time we conduct our resupply mission to the BRP Sierra Madre,” she added. The opposition lawmaker also called on the international community to join the Philippines’ condemnation of China’s most recent violence against the Filipino people. “Our nations should not stop fighting for the rule of law. It is the only way to have a chance at true peace and stability across the region and the world,” she said. Advancing OFWs’ welfare, protecting Filipinos abroad
Overseas Filipino Workers, or OFWs, are indeed modern-day heroes. They help boost our economy, but more importantly, they help uplift the lives of their families to give them a better future and also showcase Filipinos' talents, skills, and work ethic to the world. I was in London, United Kingdom last week for an official trip upon the invitation of the British Group Inter-Parliament Union. Led by Senate President Juan Miguel Zubiri and co-head of delegation Senator Grace Poe, we embarked on several meetings aimed at strengthening relations of the Philippine Senate with our counterparts in the UK parliament to exchange best practices in policymaking while enhancing bilateral relations, fostering economic security, exploring areas of cooperation between the two countries, and promoting the welfare of Filipinos working there. As Chair of the Senate Committee on Health and member of the Senate Committee on Foreign Relations, I also expressed my gratitude to the UK for donating vaccines during the early stages of the Covid-19 pandemic. Moreover, we thanked them for other development assistance extended by the UK to the Philippines and for their help in strengthening the Bangsamoro Region. As vice chairperson of the Senate Committee on Migrant Workers, I also maximized the visit to highlight efforts in promoting the welfare of more than 200,000 OFWs in the UK, particularly the more or less 40,000 Filipino nurses working there. We were able to raise to the UK policymakers the concerns of Filipino nurses regarding their rights to proper benefits, just compensation, and a safe working environment. We should be proud of Filipino medical frontliners in the UK, particularly nurses who are among the world’s finest. Take, for example, May Parsons, a Filipina-British nurse who became known globally for administering the first COVID-19 vaccine outside of a clinical trial and receiving the UK's George Cross Award. I have co-sponsored a Senate resolution earlier recognizing and commending her achievement. After our official meetings, I met with a group of OFWs, some of them were fellow Dabawenyos, Filipino Muslims, Ilonggos, and Ilocanos, among others. The stories they shared were proof of how resilient our OFWs are. Despite their sacrifices, homesickness, and worries about their families in their hometowns, they maintain their cheerfulness and positive outlook. I brought some good news to our OFWs by informing them about the establishment of the Department of Migrant Workers (DMW) through Republic Act No. 11641, a legislation for which I am proud to be one of the authors and co-sponsors in the Senate. This measure streamlines the organization and functions of all government agencies related to overseas employment and migration to better address the needs and concerns of migrant workers. I have also filed Senate Bill No. (SBN) 2297 to institutionalize the OFW Hospital and ensure its continuous operation in San Fernando City, Pampanga, primarily intended for OFWs and eligible dependents. More importantly, a Malasakit Center is operational there to help reduce their out-of-pocket expenses. The establishment of the DMW, the OFW Hospital, and its own Malasakit Center are just a few of our dreams that are now realities for Filipinos to benefit from. These are testaments of our commitment to promote the welfare of migrant workers and their dependents. However, we acknowledge that there is more work to be done. That is why we continue to listen to their concerns, serve them to the best of our abilities, and pursue initiatives to further their cause. I have also filed SBN 2414, which seeks to establish OFW wards in Department of Health (DOH) hospitals if enacted into law. While our efforts continue to safeguard the welfare of Filipinos abroad, our commitment to serve Filipinos facing challenges in their communities remains unwavering. This week, we had groundbreaking ceremonies for Super Health Centers in Cabadbaran City, Agusan del Norte; Brgy. Labangon in Cebu City; Pitogo, Zamboanga del Sur; and in Tigbauan, Iloilo. Through the collective efforts of DOH, LGUs, and fellow lawmakers, we continue to advocate for establishing more community health facilities to help bring public health services closer to those needing medical attention. We have also assisted 1,000 indigents in Llanera, Nueva Ecija, with the office of Cong. Jose Padiernos; 500 members from various sectors in Barangay Mintal, Davao City; 1,900 in Caloocan City, with the office of Congresswoman Mitch Cajayon-Uy. In Cebu City, we also distributed aid to 1,700 residents of the South District with Congressman Edu Rama; 450 in Nagcarlan, Laguna, with Mayor Elmor Vita and Councilor Rey Comendador; and 333 in Pulupandan, Negros Occidental, in collaboration with the Malasakit@Bayanihan group. We also aided 1,000 United Senior Citizens Association members of Quezon City, with Congresswoman Mila Magsaysay, Senator Robin Padilla, and private sector volunteer organizations. My office also extended additional aid to 93 displaced workers in Lumban, Laguna; 210 in Pilar; 217 in Carmen and Batuan in Bohol. DOLE also gave qualified beneficiaries temporary employment. We also supported 200 scholars during their TESDA Orientation in Daet, Camarines Norte. There are also 43 residents of Davao City and nine in La Paz, Agusan del Sur, who were victims of fires and 32 victims of flooding in Kalamansig, Sultan Kudarat. They were provided separate assistance and the livelihood kits they received through the DTI program, which we advocated for before and continue to support. We also supported 283 victims of past fires in Cagayan de Oro City by giving separate aid in addition to the emergency housing assistance received from the NHA through a program we pushed for so that they could buy materials like nails, roofing, and other necessities for home repairs.
