DoH opposes proposal to make Phl manufacturing hub for HTPs
The Department of Health on Thursday maintained its position against the production and use of heated tobacco products amid a proposal to make the Philippines a manufacturing hub for HTPs. In a statement, the Health Department warned that the eventual realization of the plan would encourage more HTP users in the country, which is counter-productive to the government’s long history of fighting against the use of tobacco products. “With the increasing prevalence of vape and HTP use and the emergence of cases of EVALI (e-cigarette or vaping use-associated lung injury), the DOH cautions that marketing the Philippines to multinational corporations as a manufacturing hub of vapes and HTPs may result in the proliferation of these harmful products and worsening tobacco epidemic in the country, and will undermine efforts to prevent and restrict access to these products, especially among the youth,” the agency said. Earlier this week, Trade and Industry Undersecretary Ceferino Rodolfo encouraged manufacturers of HTPs to make the country the next manufacturing hub for their products. According to the DOH, the move would also be “contrary” to the policy intent of Republic Act 11900, or the Vaporized Nicotine and Non-nicotine Products Regulation Act, which aims to protect the public from any potential hazards of HTPs. The agency urged economic managers to reconsider its proposal which it said would later on outweigh its economic gains. “Economic managers should consider the long-term economic burden resulting from these harmful products due to premature sickness and deaths, which outweighs potential economic gains from investing in these industries,” it said. Go bares 629 funded SHCs, cautions tapping nursing grads
Congress has set funding for the construction of more than 600 Super Health Centers nationwide in 2022 and this year, according to Senator Christopher “Bong” Go. The chair of the Senate Committee on Health and Demography also expressed support for tapping nursing graduates to bolster the country’s dwindling number of hospital workers but advised the Department of Health to proceed with caution to avoid compromising the quality of healthcare service. “With the help of lawmakers, 307 Super Health Centers are funded for year 2022 and another 322 for 2023 in the entire Philippines,” Go said in a video message during his team’s relief distribution mission in Obando, Bulacan on Friday, 23 June. In the province, the cities of San Jose del Monte, Meycauayan and Baliuag; and the towns of Balagtas, Bulakan, San Miguel, Guiguinto and Pandi will have such facilities catering to residents of remote communities under the 2022 national budget, he said. The 2023 budget covers the building of SHCs in Baliuag City and in the towns of Angat, Marilao, Paombong, Plaridel, San Ildefonso and San Rafael, Go added. On 21 June, Go visited San Rafael for the groundbreaking of the town’s SHC and led a relief operation for indigents there. On top of traditional services, SHCs will provide diagnostics; pharmacy, ambulatory surgery; eye, ear, nose, and throat; oncology; physical therapy and rehabilitation and telemedicine services. Go also encouraged Bulakeños to go to Malasakit Centers for their health concerns as there is one such counter at the Bulacan Medical Center in Malolos City, Rogaciano M. Mercado Memorial Hospital in Sta. Maria, and Ospital ng Lungsod ng San Jose del Monte in San Jose del Monte City. The Malasakit Centers, a brainchild of Go, helps patient get help from the Department of Social Welfare and Development, Department of Health, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office in paying for their medical bills. ‘Uphold professional standards’ Meanwhile, Go urged the DoH to thoroughly study the proposed hiring of unlicensed nurse as there are existing laws and regulations meant to uphold professional standards and protect lives. “They (nursing graduates) must pass the standard,” Go reiterated in an ambush interview after personally aiding victims of the Mount Mayon unrest in Tabaco City, Albay on Thursday, 22 June. “We cannot compromise the standard here because we have to prioritize the life and health of every Filipino.” Earlier, DoH Secretary Teodoro Herbosa proposed that nursing graduates who scored 70 to 74 percent in licensure test be employed as supplementary workforce in the healthcare system but assigned with restricted responsibilities. ‘Nursing graduates who did not pass the board exam cannot be granted temporary or special licenses.’ Herbosa mentioned that Department of Labor and Employment Secretary Bienvenido Laguesma is open to the proposal and intends to hold discussions with the Professional Regulation Commission regarding the issuance of temporary licenses for such graduates. The PRC has clarified that nursing graduates who did not pass the board exam cannot be granted temporary or special licenses to work in public hospitals in the absence of a law allowing such. He pointed out that Republic Act 9173 solely provides special or temporary permits for licensed foreign nurses. However, PRC Commissioner Jose Cueto Jr. said that in exceptional circumstances like epidemics or national emergencies, the health secretary may provide limited authorization to medical graduates. Go said he remains open to amending existing laws to strengthen the health workforce while still being compliant with standards. However, the senator emphasized that the goal must be to continue improving medical education in the country to produce enough number of qualified healthcare professionals. Go has filed the Advanced Nursing Education bill that offers leadership roles, specialization and recognition to professional nurses. The measure also integrates community immersion in the nursing curriculum to encourage community service and introduce masteral and doctoral degrees in nursing. DoH warns residents near Mayon, Taal vs volcanic hazards
The Department of Health on Thursday warned residents living in the adjacent towns of Albay and Batangas against volcanic hazards such as sulfur dioxide and ashfall from Mayon Volcano and Taal Volcano. In an advisory, the Health department cautions the public residing at or near its shores and other high-risk areas to be vigilant. “Sulfur dioxide is a colorless toxic gas that can affect both human and animal health and plant life. A person may be exposed by breathing air containing sulfur dioxide or through skin contact,” the agency said. Short-term exposures to sulfur dioxide can harm the human respiratory system and make breathing difficult according to DoH. “People with asthma, particularly children, are sensitive to these effects. Other symptoms associated with exposure to sulfur dioxide may include skin and eye irritation, and mucus irritation,” it added. Exposure to sulfur dioxide may also aggravate bronchitis. Meanwhile, prolonged exposure or high concentrations of this gas can cause inflammation and irritation of the respiratory system. Likewise, volcanic ash consists of powder-size to sand-size particles that have been blown into the air by an erupting volcano pose risks to humans. “Exposure to falling ash may cause a number of health problems. Anyone who already suffers from problems such as bronchitis, emphysema, or asthma, should avoid exposure to volcanic ash,” the DoH said. The agency said that some of the precautionary measures that affected residents can do is to avoid unnecessarily going out of their homes, as well as closing the doors and windows especially if they are living near the caldera of Taal Volcano. BSP chief cautions public when making digital transactions
CEBU — Bangko Sentral ng Pilipinas Governor Felipe Medalla on Wednesday urged the public to remain vigilant and exercise caution while conducting digital transactions. The central bank chief made the call after around P37 million worth of money from several GCash users experienced unauthorized account deductions and was transferred to two accounts in different domestic banks. “For some reasons, the account holders were convinced to give their OTP despite warnings to never share an OTP,” he told reporters in an interview. Phishing occurs when account holders willingly share the necessary information for a digital transaction, whereas hacking involves unauthorized access to personal data. Medalla mentioned that it is reassuring to learn that the recent case was not a result of hacking, but emphasized that it would be ideal if such incidents did not occur at all. "It's just that there are really people who are skilled at deceiving... So that's what I see happening here, that scammers also exploit your own greed. They give you a high return initially when your investment is still small, but once you've put in a large amount, they run away,” Medalla said. Medalla also provided an update on the investigation into the said GCash incident, saying all affected users have been reimbursed for their losses. “Well, the news is that all the lost funds in GCash have been reimbursed... It turns out that in this particular case, it was really phishing. For some reason, people were convinced to give out their OTP despite all the warnings never to share an OTP,” Medalla said, adding that GCash acted quickly to solve the issue. When asked for clarification about the reimbursement process, Governor Medalla said, "GCash already returned all the stolen money.” “By the way, in this case, if we’re able to trace the owners of the two accounts, there is a possibility that they are the criminals. GCash intensifies support on drive vs online scammers
GCash, the country’s leading mobile wallet, has stepped up its support to the government's campaign against online scammers as it became an instrument that led to the arrest of a 'bogus' online seller recently and blocking over 900,000 accounts believed involved in fraud in partnership with the National Bureau of Investigation and Philippine National Police. The mobile wallet preferred by most consumers has also inked a memorandum of agreement with the Cybercrime Investigation and Coordinating Center of the Department of Information and Communications Technology and has helped arrest top online scammers The suspects and the 'fishy' accounts are believed behind anomalous transactions consummated by the suspects with their victims on social media and digital storefronts. With its collaboration with the Cyber Response Unit and the Philippine National Police Anti-Cybercrime Group, GCash again aided top law enforcement authorities in tracking down and arresting a fake FB online seller who stole the victim’s money after failing to deliver the purchased item. The complainant said she tried to buy an iPhone from the suspect identified as Rachelle Luzon from Caloocan City. The suspect sent her identification card including her parent’s IDs to gain the victim's trust. Convinced that the suspect was a legitimate online seller, the victim sent P4,500 as an initial payment for the iPhone which never arrived. The victim reported the incident to the authorities and informed the investigators that, to entrap the suspect, she used the Facebook account of her friend to purchase an iPhone from the suspect who agreed to a meet-up. The suspect was caught in the entrapment operation by the Cyber Response Unit and the PNP-ACG, with marked boodle money amounting to P5,000 in Novaliches, Quezon City. Luzon is facing charges for violating Article 315 or (swindling/estafa) of the Revised Penal Code in relation to the Cybercrime Prevention Act of 2012 Sec. 6 of R.A. 10175.
