Bong Go pushes for better compensation and benefits for BHWs
Senator Christopher "Bong" Go is advocating for better compensation and benefits for Barangay Health Workers considering their critical role in the country’s healthcare system especially in bringing public health services closer to the grassroots. In an interview on Tuesday, 24 October, during a visit to projects he earlier supported in Kapalong, Davao del Norte, Go acknowledged the BHW’s sacrifices and contributions at the height of the COVID-19 pandemic. “Unang-una, ito pong BHW, nagpapasalamat po ako sa ating mga Barangay Health Workers. Isa po sila sa hero ng ating panahon ng pandemya,” Go stated. “Malaki po ang ginagampanan ng ating barangay health workers sa panahon ng pandemya. Hindi natin mararating itong kinaroroonan natin sa COVID response kung hindi po sa kanilang sakripisyo. Sila po ang umaalalay sa barangay… sila po ang nag-aalaga para sa early detection ng sakit upang hindi na mas lumala pa,” he added. To honor their contributions, the senator said he has filed Senate Bill No. (SBN) 427, known as the Barangay Health Workers Compensation Act, which proposes to provide BHWs a monthly honorarium, along with a comprehensive package of benefits, including allowances, job security, regular training, and skill development opportunities. The proposed benefits are seen as an extension and enhancement of the existing benefits under RA 7883, which already provides various incentives to dedicated BHWs. “Kaya meron po akong nai-file sa Senado, ang BHW Compensation Act. Na-hearing na po ito sa Subcommittee on Health sa pangunguna ni Senator JV (Ejercito), at meron pang mga susunod na committee hearings,” said Go. “Papakinggan po natin ang mga LGUs. Aside from these legislative efforts, Go also filed SBN 2399, which proposes to declare April 7 as Barangay Health and Nutrition Workers Day. Repatriation, reintegration efforts must be prioritized for returning OFWs — Bong Go
Senator Christopher "Bong" Go has reiterated the urgency of providing repatriation support and eventually, reintegration plans for Overseas Filipino Workers (OFWs) returning from Israel and Lebanon, in the light of escalating tensions in the region. Go, vice chairperson of the Senate Committee on Migrant Workers, said a comprehensive repatriation and reintegration program should be in place to cater to the varying needs of returning OFWs. “Unang una, siguraduhin natin ang kanilang kaligtasan. Tulungan dapat silang makalikas sa ligtas na lugar at maiuwi sa kanilang mga pamilya dito. Pagkatapos ay dapat mayroon tayong handa at maayos na sistema ng suporta na makakapagbigay ng job counseling, skills retraining, at mga serbisyo sa mental health, at iba pa. It's about empowering our OFWs to restart their lives here with dignity and hope,” Go remarked. “Mahirap ang pinagdaanan nila doon. Nawalan na sila ng trabaho, may trauma pa yan dahil sa kaguluhan na naranasan nila. Ibigay dapat sa kanila ang sapat na suporta at pag-aaruga pag-uwi nila sa kanilang inang bayan upang makabangon muli,” he stressed. Once the OFWs return home, Go called on the government to ensure that reintegration programs are made readily available for them to overcome the trauma they experienced and be able to recover. “Our kababayans are coming home under distressing circumstances. It is the government's responsibility to extend all possible support to these modern-day heroes," said Go. “Aside from possible employment opportunities, the government must be ready to provide assistance for their physical and psychological well-being, temporary housing if needed, and the welfare of their families as well,” he added. The Philippine government has approved voluntary repatriation for Filipinos in Lebanon amid brewing tension in the region while the situation in Israel is particularly concerning, with Israel intensifying its bombings in Gaza. With this, Go emphasized the need for both the government and OFWs to take proactive steps to ensure their safety. The senator urged the Department of Foreign Affairs (DFA), the Department of Migrant Workers (DMW), and other relevant agencies to closely monitor the situation and provide timely updates to OFWs and their families. “Our OFWs are hailed as modern-day heroes, and it's only fitting that we ensure their safety wherever they are in the world. Once they return to the Philippines, the government must also be prepared to provide them with the necessary support as they reintegrate into society, bringing with them skills and experiences acquired overseas,” he said. Furthermore, the senator emphasized the need for local government units (LGUs) to play an active role in the reintegration process. He encouraged LGUs to work closely with national agencies in identifying the needs of returning OFWs within their respective localities and to develop localized reintegration programs. Go said the reintegration support should be a priority as it greatly impacts not only the returning OFWs but also their families and the local communities they will be rejoining. The senator also conveyed his condolences to the families of OFWs who have lost their lives in the conflict. The remains of Loreta Alacre, an OFW killed by Hamas militants, recently arrived in Manila. Another Filipino caregiver was wounded but managed to escape the Hamas attack. Go has been a staunch supporter of the welfare of OFWs and was one of the authors and co-sponsors of Republic Act No. 11641, which led to the establishment of the Department of Migrant Workers (DMW). "The DMW Act was designed to protect our OFWs. Now, more than ever, it's time to put this law into action to protect our kababayans," Go emphasized. Go also filed Senate Bill No. (SBN) 2414 or the "OFW Ward Act.” If passed into law, every hospital under the Department of Health (DOH) across the country will have a specialized ward for OFWs and their family members who require hospitalization. Go has also filed SBN 2297, which seeks to institutionalize the OFW Hospital in Pampanga and ensure its continuous operation by providing sufficient support through necessary funding, personnel, and equipment. Nuke developers call to set competitive playing field
Government regulators are now urged to prioritize the establishment of a level-playing field to entice developers to pour in massive capital for the development and integration of nuclear power into the country's electricity grid. During the second nuclear energy roundtable talks between the Philippines and Canada on Tuesday, Felino Bernardo, chief operating officer of Aboitiz Power Corp.'s Thermal Business Group, emphasized the need for well-coordinated industry policies to help kick off local nuclear adoption. "I think it will start with the amendment or the passing of laws in the Lower House. Once done, it requires setting up the regulatory body, and for that regulatory body to build its capability and come up with regulations, policies, and guidelines for us developers to follow," Bernardo said. "The DoE (Department of Energy) has to come up with the right signal for developers to come up with their plans to make sure that we build accordingly," he added. Coordinated deals Bernardo noted that nuclear power plants, whose operations can last as long as 80 years, require a different set of policies for power deal contracts. "That is quite different from what we have now. The current CSP (Competitive Selection Process) policies are only for 15 years. Now, nuclear power plants can live as long as 40, 60 years, and some probably 80, so you have to match the two," he explained. According to Bernardo, nuclear power, particularly the small modular reactors, "have a place in our economy because we need all of them and we will need a lot of them." He, however, noted that developers need to make sure that they can deliver nuclear power safely. Aboitiz Power Corp., the holding company for energy-related investments of the Aboitiz Group, previously announced its exploratory discussion with Ultra Safe Nuclear Corp., an American firm that can potentially help the company’s local nuclear energy development. The forum yesterday served as a platform for industry experts, policymakers, and leaders to collectively deliberate on the significant questions and concerns related to the transition to nuclear energy. It covered the determining mechanisms for transition financing, assessing the commercial viability of nuclear energy, and exploring the potential for retrofitting and upgrading existing plants to be nuclear-capable. Congress support Meanwhile, Energy Secretary Raphael Perpetuo Lotilla reiterated that the government would need the support of Congress in ratifying a law that would help jumpstart nuclear development. A female drug suspect was arrested and more than P400,000 worth of suspected shabu was seized in an anti-illegal drugs operation in Pasig City Friday evening. The 29-year-old woman was identified only as alias Kukay, a resident of Barangay Bambang, Pasig City. She was nabbed in a buy-bust operation conducted by joint operatives of the Pasig City Police Station’s Drug Enforcement Unit, Bambang Police Sub-Station 3 and Station Special Weapons and Tactics Team at Villa Reyes Street, Barangay Bambang at about 7:30 p.m. Confiscated from the suspect were one piece of heat-sealed transparent plastic sachet and one piece of knot-tied transparent plastic containing suspected shabu weighing more or less 65 grams with an estimated street value of P442,000, P200 buy-bust money, ten pieces of one-thousand bill, and a black pouch. Bangsamoro Municipality Passes A Landmark Ordinance On LGBTQIA+ Community
Panglima Sugala, Tawi-Tawi, Bangsamoro Autonomous Region of Muslim Mindanao - In a significant stride towards ensuring equal rights and protection for the LGBTQIA+ community, the Municipal Council of Panglima Sugala has passed a comprehensive anti-discrimination ordinance, No. 001. This landmark decision comes after a series of campaigns, highlighting the pressing need for safeguarding the rights of the LGBTQIA+ community in the Bangsamoro region, amidst increasing acts of violence and discrimination. HUMAN RIGHTS Caravan headed by the Embassy of the Federal Republic of Germany in the Philippines, along with Google, Commission on Human Rights and implemented by Mujer LGBT+ Organisation. The urgency to address the plight of the LGBTQIA+ community was also recognized by the Bangsamoro Parliament through resolutions 524 and 526 in 2021, which called for a thorough investigation into instances of violence against individuals based on their sexual orientation or gender identity. Baseco drug peddlers netted
Operatives of the Manila Police District Police Station 13 arrested two suspected drug peddlers believed to be members of the “Batang City Jail” on Sunday morning at the Baseco Compound in Port Area, Manila. Police identified the suspects as King Banal and John Rongcales, both residents of Baseco Compound. They were arrested around 5 a.m. Sunday along Barangay 649 in Port Area. Reports disclosed that the arrest was made following a complaint filed by the barangay about the presence of illegal drug peddling in the area. Police conducted a test buy and then a buy-bust operation, where a police poseur buyer transacted with the suspects and led to their arrest. Confiscated from the suspects were one piece of P500 bill and five pieces of heat-sealed transparent plastic sachets containing white crystalline substance suspected to be shabu with an estimated weight of 5.3 grams worth P36,040. Cases for violations of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002, are being prepared against the suspects and will be submitted to the Manila City Prosecutors Office for inquest proceeding. BFP received an unmodified opinion from COA
The Bureau of Fire Protection (BFP) received an unmodified opinion from the Commission on Audit (COA) for the first time in the fiscal year of 2022 and it got a perfect score of 20. According to the COA, the released report is based on the Financial Management Performance Rating based on the financial audit performed in this period of 2022 report by Michael R. Bacani Director Cluster 4, Defense and Security. Based on the COA report, BFP received a 93 percent score an excellent score from the first Financial Performance Rating report. Before this, it will be recalled that the COA approved the action of the Bureau of Fire Protection (BFP) about the fact that the BFP should have a modernization program to keep up with the modern era. The COA report stated that there was nothing wrong with the actions taken by the BFP in placing the technical requirements that the Bureau of Fire needs to keep up with the BFP's modern methods and modernization program. Meanwhile, the COA report of the Financial Management Performance Rating said the BFP got an excellent rating this past period of 2022. In this regard, according to the COA report this past 2010, the BFP launched its Modernization Program by the government's Comprehensive Fire Code of 2008 so that the Bureau of Fire can adapt to modern times in the event of a fire. The report further stated that the main goal is for the government to upgrade its firefighting capability with adequate personnel and adequate firefighting equipment to protect people from dangerous fires. It was further noted in the COA report that the total funds of the Modernization Program amounted to P13.17 Billion from the year 2011 to 2017. Earlier this past 2019, Senator Bong Go filed a bill in the Senate requiring the BFP to implement the modernization program of the Bureau of Fire Protection. According to the COA report, there is nothing wrong with the technical requirements in requirements for the modernization program because it is in line with the COA report on the COA's performance audit. Adequate compensation for BARMM medical workers pushed
ZAMBOANGA CITY — Members of the Parliament of the Bangsamoro Autonomous Region in Muslim Mindanao are pushing to enact measures aimed at constructing a new hospital and providing fair compensation for medical workers in the region. MPs Amilbahar Mawallil, Dr. Hashemi Dilangalen and Hamid Malik are at the forefront for the passage of Parliament Bill 237 or the “Bangsamoro Public Health Workers Compensation Act of 2023.” MPs Atty. Laisa Alamia, Engr. Baintan Ampatuan, Atty. Rasol Mitmug Jr., Engr. Don Mustapha Loong, Atty. Suharto Ambolodto, and Rasul Ismael are also pushing for the enactment of PB 237 as co-authors. Under the measure, it will mandate the BARMM to recognize the crucial roles played by medical doctors, nurses and other public health workers in the region as it also extends its coverage to all active and regularly performing public health workers employed within BARMM. This includes physicians, nurses, nursing assistants, midwives, laboratory and medical technicians, and pharmacists employed in various healthcare establishments owned and operated by the government or its political subdivisions with original charters. “This legislative bill aims to address the longstanding issue of inadequate compensation by enhancing the benefits and allowances of these professionals and providing forms of compensation to recognize the unique challenges they face,” Mawallil said. He added that once passed, the measure will provide a monthly honorarium of P3,000 to all actively and regularly performing public health workers. For his part, Loong — one of the co-authors of the bill — said that the giving of honoraria will be implemented through a phased salary enhancement program over three years. The selection of recipients will be based on a comprehensive evaluation of existing salary scales, market standards, and regional economic factors to establish fair and competitive compensation for all public health workers. Better sports facilities pushed
As chairperson of the Senate Committee on Sports, I am saddened by the dilapidated state of the country’s iconic sports facilities. The Philippine Institute of Sports Multi-Purpose Arena, popularly known as PhilSports Arena, has come a long way from the time it was built in 1985 to house the Philippine Basketball Association until the league moved out in 1993 due to the lack of maintenance of the venue. The last time it was renovated was in 2019, when the country hosted the 30th Southeast Asian Games. Among PhilSports Arena’s main facilities are the Multi-purpose Arena, Swimming Center, and Football and Athletic Stadium. While the arena was greatly enjoyed as a sports facility, it also served as a temporary shelter for evacuees after Tropical Storm Ondoy and Typhoon Pepeng struck the Philippines in 2009, adding to the facility's wear and tear. A quick look at the PhilSports Arena and the other sports facilities nationwide should make us realize that we should invest more in rehabilitating our iconic sports facilities. As I have suggested during the budget deliberations in the Senate, prioritizing funding for sports facilities would have been better than putting flood control projects in areas with little to no population. This concern about the support we are providing our athletes has motivated me to author and co-sponsor Republic Act No. 11470, which established the National Academy of Sports at New Clark City in Capas, Tarlac. In collaboration with the Philippine Sports Commission and the Department of Education, NAS now offers a specialized secondary education program focused on sports where students can study and train simultaneously. I have also filed the Philippine National Games bill, which aims to provide a structure for a more comprehensive national sports program, linking grassroots sports promotion to national sports development by having a mini Olympics regularly. Providing opportunities to our youth will help develop their potential in sports but will also help keep them away from vices such as illegal drugs. I continue to support establishing sports-related programs and infrastructure to divert the youth from the lure of addiction and criminality. This is also part of my three-pronged approach to combat illegal drugs in the Philippines – law enforcement, rehabilitation, and prevention. Yesterday, I witnessed the Philippine ROTC Games 2023 Luzon Qualifying Leg opening ceremony held at Cavite State University – Indang Campus in Indang, Cavite. With Sen. Francis Tolentino, I encouraged our young cadets who participated in various competitions to get into sports and stay away from drugs. I have also remained faithful to my promise to visit and help our fellow Filipinos in most parts of the country. On 16 September, we attended the groundbreaking of a Super Health Center in Manolo Fortich, Bukidnon. We also visited the town of Damulog, where I inspected projects I have supported, such as a public market, road concreting project, evacuation center, solar street lights, and a multipurpose building. Later that day, we also attended the 25th Anniversary of Public Safety Basic Recruit Course Class 1998-Alpha at Acacia Hotel in Davao City. On 15 September, we attended a meeting of state universities and colleges leaders held in Davao City and hosted by Commission on Higher Education Chair Prospero de Vera. The night before, we also joined leaders from the CHEd, the University of the Philippines System, and various SUCs to honor the appointment of Atty. Angelo Jimenez, a fellow Mindanaoan, as the 22nd President of the University of the Philippines. We took the opportunity to voice our commitment to elevating the standard of education nationwide. This is also the reason why Republic Act No. 10931, or the Universal Access To Quality Tertiary Education Act, was enacted into law during the time of former president Rodrigo Duterte. Today, we continue to pursue this further as I co-authored and co-sponsored Senate Bill No. 1360, which aims to widen the reach of the law further. We visited Bislig City in Surigao del Sur to participate in its 23rd Charter Day festivities. We handed out grocery packages to 32 newlywed couples during a community wedding and inaugurated the country’s 159th Malasakit Center at the Bislig District Hospital. This is the seventh Malasakit Center in the Caraga region and the 40th in Mindanao. Our team also provided direct aid, including grocery packs, to 129 patients and 191 front liners, including security guards, utilities, and hospital staff. On 15 September, my office also attended the groundbreaking of Super Health Centers in New Washington and Malay in the province of Aklan. Meanwhile, we continue to support livelihood programs, especially those that can help people experiencing poverty overcome crises. Through our support, the Department of Trade and Industry provides livelihood kits to qualified beneficiaries affected by calamities and teaches them how to grow their businesses for the benefit of their families. Among those we have helped are 20 from Dipaculao, Aurora; 57 from Sanchez Mira and Abulog, Cagayan; 100 affected by the earthquake in Montevista and New Bataan, and 50 in Nabunturan in Davao de Oro; 196 in Malalag and Sulop, Davao del Sur; 20 in Mangatarem, Pangasinan; 21 victims of Typhoon Egay in Pigcawayan, North Cotabato; 132 shear line victims in Gingoog City, Misamis Oriental; and 36 beneficiaries from Lutayan and Columbio, Sultan Kudarat, and General Santos City. We also continue to support the National Housing Authority’s distribution of emergency housing assistance to disaster victims so they can purchase roofing, nails, and other home repair materials. We assisted beneficiaries, including 85 fire victims in Imus City, Cavite. Meanwhile, my office helped the 65 fire victims in Bacolod City, Negros Occidental. We also provided assistance to 75 TESDA graduates in Victorias City, Negros Occidental. We also distributed additional support to workers who lost their jobs, beneficiaries of the TUPAD program of the Department of Labor and Employment, including 413 in Talibon, Bohol, and 150 in Plaridel, Bulacan. 3 suspects collared after Taytay sting
Three drug suspects, including a former staff of Taytay Mayor Allan de Leon, were arrested in a drug buy-bust operation in Taytay, Rizal over the weekend. The suspects were identified as Nelsen Kate Acedera, alias Michael, 35; John Paul Geremillo, alias JP, 42; and John Kenneth Afuang, alias Kenneth, 26; all residents of Taytay, Rizal. Geremillo has served as human resources coordinator under the Office of the Mayor, but a source who refused to be named said Geremillo was fired by the mayor a long time ago. The suspects were arrested in an operation conducted by operatives of the Rizal Police Provincial Office’s Intelligence Unit and Drug Enforcement Unit at No. 10, Franc Street, Meralco Village, Barangay San Juan, Taytay Saturday evening. Drug pusher nabbed in Tondo
Operatives of the Manila Police District –PS 2 arrested a 41-year-old man during a buy-bust operation conducted on Saturday night in Lakandula Street in Tondo Manila. P/SSg Jimmy Joy Fajardo of MPD-PS2 identified the suspect as Rasul Abpi, alias Amo, a muslim, and resident of Brgy. 649 in Port Area, Manila. The suspect was arrested in front of Jollibee at Plaza Hernandez at 11:00 p.m. Based on the report, the suspect was arrested on the basis of information given by an informant. Confiscated items were two sachets of a white crystalline substance believed to be shabu weighing 30 grams with an estimated value of P204,000, one P500 bill, and one red-colored APV Honda motorcycle. Villar said the newly enacted OTOP law will also boost the promotion of local products. Marcos signed the OTOP bill on 24 August which authorizes the Department of Trade and Industry to establish the OTOP Philippines Trustmark, an assurance that the products under the program represent the country’s best merchandise. Villar said the OTOP Philippines Trustmark signifies business and products are “excellent in terms of quality, design, value and marketability.” The law covers all the OTOP Philippines programs including local delicacies, agricultural-based products, artisanal crafts, and skills-based services that can only be found in the country. Bill seeks rural upliftment Villar underscored that the OTOP law is also envisioned to assist rural communities in growing the local economy and promote the convergence of initiatives from local government units, national government agencies, and the private sector in developing and promoting Philippine products. Bong Go boosts fire victims’ recovery in Cebu City
Senator Christopher "Bong" Go has remained steadfast in his dedication to assisting disaster victims as shown by his team’s relief operations on Monday, 14 August, to communities affected by fires in Cebu City. Go’s team, in coordination with Mayor Mike Rama, Vice Mayor Raymond Alvin Garcia, and the Department of Trade and Industry (DTI), assisted 103 recovering fire victims gathered at the Atillo Gymnasium in Barangay Punta Princesa. DTI provided livelihood assistance through its Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program which Go pushed for during the Duterte administration and continues to support its implementation in order to boost livelihood recovery of those affected by various crises. In addition to the livelihood support, Go’s team provided shirts and masks to all beneficiaries, and a pair of shoes, a watch, a cellular phone, and balls for basketball to select recipients. “Sa panahon ng kahirapan at pagsubok dulot ng iba't-ibang sakuna, nais namin sa inyo'y magbigay ng pag-asa at tulong na magbibigay daan sa inyong mga pangarap. The proposed legislation envisions a new government department led by a cabinet secretary, focusing on comprehensive approaches to strengthen disaster preparedness across the country. The DDR's core areas of concentration include disaster risk reduction, disaster preparedness, response and recovery, and the advancement of resilience. “Mayro’n rin po ako nai-file na Department of Disaster Resilience, ito pong departamento na ito, a cabinet-secretary level na siya po ang makikipag-coordinate bago pa dumating ‘yung bagyo at ilikas po ang mga kababayan natin sa ligtas na lugar at preposition of goods,” Go explained. “Part rin po ito ng trabaho nila ang disaster-related tulad ng sunog. Kapag may lindol, sunog, bagyo at itong pagputok ng bulkan, ilikas na kaagad sa mga ligtas na lugar. Iyan po ang Department of Disaster Resilience at restoration of normalcy kaagad,” he added. As chairperson of the Senate Committee on Health and Demography, Go initiated the Malasakit Centers program in 2018 in Cebu City after he personally witnessed the struggles of financially incapacitated Filipinos in getting medical assistance from the government. It was later institutionalized under Republic Act No. 11463, which he principally sponsored and authored. To date, there are 158 Malasakit Centers, including those at Vicente Sotto Memorial Medical Center (VSMMC), Cebu City Medical Center, and St. Anthony Mother & Child Hospital, that have helped over seven million Filipinos, according to the Department of Health (DOH). Other Malasakit Centers in the province are located at Cebu Provincial Hospital in Carcar City, Lapu-Lapu City District Hospital, Eversley Childs Sanitarium and General Hospital in Mandaue City, and Talisay District Hospital in Talisay City. Moreover, Go said DOH has identified areas to construct Super Health Centers (SHCs) in the province. SHCs were funded to be established in the cities of Bogo, Danao, Lapu-Lapu, and Mandaue; and in the towns of Borbon, Cordova, Moalboal, Samboan, and San Francisco in 2022. This year, more Super Health Centers were funded in the cities of Carcar, Cebu, Talisay, and Toledo; and in the towns of Carmen, Consolacion, Liloan, Medellin, and San Nicolas. An additional SHC will also be established in Danao City. “Ang isang malaking bagay dito ay ang early detection kung may sakit ang isang pasyente. Dahil nasa kanilang komunidad ang SHC, madali na para sa kanya ang magpakonsulta. At kung malalaman agad ang sakit ng isang pasyente, mabibigyan siya ng primary care, malalapatan ng lunas, at lalaki ang tsansa na maka-recover siya sa kanyang sakit,” he explained.
