House panel to probe PhilHealth anomalies Wednesday
The House Committee on Public Accounts is investigating the alleged irregularities and “systemic” corruption in the State-owned Philippine Health Insurance Corp. (PhilHealth) on Wednesday. MIchael “Mike” Defensor, chairman of the panel, said the investigation was initially scheduled on Monday but they decided to reschedule it to Wednesday to ensure that invitations have been sent out to resource persons. “Sa Wednesday tayo (We will conduct the hearing on Wednesday), kasi dapat nga bukas talaga itong hearing (the hearing was initially scheduled tomorrow) pero (but) nakiusap sila (they appealed) na Wednesday na isagawa (that it be conducted on Wednesday) dahil sa kailangan ng oras sa imbitasyon (because more time is needed to send out invitations),” Defensor said. He said among those who are expected to attend the hearing are PhilHealth president and chief executive officer Ricardo Morales and former PhilHealth anti-fraud legal officer Thorrsson Keith who claimed that top agency officials are involved in the corruption. In a statement, Defensor said they are expecting Keith to shed light more on his allegations that millions of overseas Filipino workers should not be burdened to pay for the “spillages” of the agency as stated in his resignation letter. “Mr. Keith should explain what these spillages are, what are the instances of corruption in the State health insurance firm, and who are the officials and personnel involved,” he said. Keith’s resignation letter was circulated on social media. In that letter, he stated that his salary has not been given on time since he started investigating PhilHealth officers allegedly involved in the corruption. “It should be noted that the PhilHealth has had its share of corruption issues in the past,” Defensor said He recalled that in June this year, Malacañang called out the PhilHealth for its supposed inaction to look into the missing P154-billion funds within the agency through “fraudulent schemes.” The House leader cited that in August 2019, the Commission on Audit (CoA) also called out PhilHealth for the surge in the number of cases and reimbursement claims of members, particularly those from Rizal and Metro Manila for pneumonia, urinary tract infection, acute gastroenteritis, sepsis, and other diseases. He attributed that tens of billion in “overpayments” to the prevailing all-case rates (ACR) payment mechanism. “The case-rate system, under which there is a fixed cost for the treatment of certain diseases and for procedures, is really a loophole that is resulting in billions of losses on the part of PhilHealth. It is not surprising that it maybe a source of corruption,” he said. According to him, under the ACR payment mechanism, PhilHealth pays the hospital the “case rate even if the cost incurred by a member is much, much less.” “For instance, the case package for mild pneumonia is about P44,000. A hospital could declare that it treated a PhilHealth member for pneumonia even if he had only colds and fever,” he said. He laments that in some instances, a simple eye procedure was claimed as a cataract operation. Defensor said the PhilHealth should bill the actual cost of treatment or procedure, and that the case rates be declared as cost limits. He asked the PhilHealth officials to look into numerous claims for payment or reimbursement for the same or similar diseases or procedures, and involving the same doctors, clinics, or hospitals. “This has happened with pneumonia, eye problems, and dialysis and kidney ailments. They should have learned their lesson. It cannot continue to happen, unless some officials and personnel are involved in corruption,” he said. Defensor had filed House Resolution No. 1069 seeking motu proprio investigation on the corruption issues hounding PhilHealth that led to the resignation of several personalities. “When there seems to be a pattern of alleged abuses where loopholes can be taken advantage of by the unscrupulous, a systemic change needs to be done to overhaul the present set up,” he said......»»

Manhunt for US shooter presses on, leaving small town in fear
Thousands of anxious small-town Maine residents began a second day under lockdown Friday as police waging a sprawling manhunt struggled to find a US Army reservist accused of killing 18 people in America’s deadliest mass shooting this year. Dozens of law enforcement agents surrounded the family home of the suspect, Robert Card, 40, but by mid-evening agents left the property in Bowdoin, near Lewiston, Maine, to hunt for him elsewhere. A wide area around Lewiston remained locked down Friday, more than 24 hours after Card allegedly went on a rampage in which 13 people were also wounded. People in Lewiston were on edge, buzzing with talk of Card and the massacre. "Uneasy," said resident Jeremy Hiltz, when asked how he felt. "It's a small community . When something like this happens, everybody knows somebody" affected." Authorities erected roadblocks, ordered schools and businesses closed, and told residents to stay indoors. Governor Janet Mills said the suspect was considered armed and dangerous. Card was seen in surveillance footage pointing a semi-automatic rifle as he walked into the Just-in-Time bowling alley on Wednesday. In early evening, law enforcement agents surrounded the Card family home in Bowdoin, bringing in armored vehicles, and sending up drones and a helicopter. Republicans oppose new laws This latest shooting is one of the deadliest in the United States since 2017, when a gunman opened fire on a crowded music festival in Las Vegas, killing 60 people. Mass shootings are common in the United States, a country with more privately owned guns than people, and strong political opposition to even minor restrictions on access. The country has recorded at least 565 mass shootings this year, according to the Gun Violence Archive, a nongovernmental organization that defines a mass shooting as four or more people wounded or killed. Lapid urges legislation of early voting for seniors, PWDs during BSKE
Senator Manuel “Lito” Lapid is pushing the passage of a measure that would allow qualified senior citizens and persons with disabilities to vote earlier than the dates scheduled for local and national elections. Senate Bill 2361 grants the “vulnerable sectors” to cast their votes at more accessible establishments or areas—duly designated by the Commission on Elections—within seven working days before the dates set for local and national polls. Lapid reiterated this call for the Barangay and Sangguniang Kabataan elections on 30 October. “Eleksyon na naman po sa Oktubre 30. Ako po ang nahihirapan na makita ang ating mga lolo at lola, kasama na ang mga may kapansanan, na nakikipaggitgitan sa pilahan upang magamit lamang ang kanyang karapatang bumoto (Elections are coming up on October 30. It’s hard to see our grandparents, including those with disabilities, struggling in line just to exercise their right to vote),” he said. Senator Cynthia Villar also made the same call, allowing elderly people and PWDs to early voting. Lapid said it is imperative for the government to ensure that every eligible citizen “has the opportunity to participate in the electoral process and have their voices be heard.” “In our country, senior citizens and PWDs comprise a significant portion of the population and deserve special attention to guarantee the realization of their voting rights,” he added. He lamented that elders and PWDs are experiencing physical limitations or health conditions, making it difficult for them to participate in the regular voting process with the general population on the designated election day. These challenges, he added, may include mobility issues, visual impairments, or other conditions that require additional attention or accommodations Hence, the passage of the SB 2361 is crucial, Lapid underscored. “By providing an opportunity for senior citizens and PWDs to vote on a separate day prior to the national election, we can ensure that these individuals are given the necessary time and support to exercise their voting rights,” he explained. For the senator, allowing early voting for senior citizens and PWDs is not “only safe but also practical, noting that separate voting days will alleviate overcrowding at polling stations on the national election day and will reduce potential long queues as well as waiting times. “With COVID-19 still around, this arrangement will also help mitigate the risk of exposure to contagious diseases, as senior citizens and PWDs would be able to vote in a less crowded environment, where health and safety measures can be implemented more effectively,” Lapid said. The SB 2361 “hereby declared the policy of the State to make voting convenient for senior citizens and PWDs by giving them the option to vote earlier than the date set for the election.” It mandates the conduct of a nationwide registration for senior citizens, PWDs, lawyers, and human resources for health to qualify them to avail of this early voting privilege. Brawner: Modern weapons ‘crucial’
Armed Forces of the Philippines Chief of Staff, Gen. Romeo Brawner Jr., on Tuesday said the military organization needs to acquire modern defense equipment and weapons so it can better protect and defend the country against external threats. Aside from modern weapons, Brawner cited the need to equip soldiers with the resources and skills to prepare them for any challenges in fighting and neutralizing threats. Brawner said the AFP also envisions the creation of “citizen warriors” or recruiting more reservists that can be readily tapped during emergencies. Asked if the AFP is ready to meet any external aggression, Brawner said: “When it comes to Filipinos’ fighting spirit, we are number one because, for the longest time, we have been fighting for years, so we are one of the most capable fighters in the world so we just need modern equipment, modern weapons and that’s what we are doing in our modernization effort.” Brawner said an allocation of huge funds is needed to acquire more modern defense equipment and weapons. He said the AFP is targeting to acquire “multi-role fighter aircraft, naval assets, command and control or C-2 systems, shore-based deterrent capabilities, submarines and the like” under the third Horizon of the AFP modernization program. Five-year program The Horizon 3 is slated for 2023 up to 2028. Horizon 2 was undertaken from 2018 to 2022, and Horizon 1 was pushed from 2013 to 2017. Brawner said such procurement tranches are designed to acquire equipment, weapons systems, and platforms to enhance the military organization’s external or territorial defense capability.
