How Hong Kong became a fencing powerhouse and cheered up a city
Hong Kong is one of the smaller Asian Games teams by population, but when it comes to fencing the city is a regional heavyweight with ambitious medal hopes. Edgar Cheung won gold at the Covid-delayed Tokyo Games two years ago -- Hong Kong's first Olympic fencing title and first Olympic gold in any sport in a quarter of a century. It turned Cheung into a celebrity overnight and prompted parents across the Chinese territory of 7.5 million people to rush and sign their children up for fencing classes. Cheung's historic win in the foil competition was a much-needed dose of good news for a city mired in social unrest and pandemic gloom at the time. With more funding and public attention as a result, Cheung and his team-mates now hope to stamp their mark on the Asian Games in Hangzhou when they open on Saturday. Despite a strong record at recent editions, including eight medals in the sport in 2018, Hong Kong is yet to win fencing gold at the Asian Games. "No matter for individual or team events, I hope we can (win gold at last)," the softly spoken Cheung, 26, said. The city will have 24 fencers, 12 women and 12 men, at the Games. Another gold-medal contender is 29-year-old Vivian Kong, who is ranked number two in the world in women's epee. There is also Ryan Choi, who along with Cheung was part of the Hong Kong team that won bronze in the men's team foil at the world championships in July. Cheung said the Hong Kong team have "improved greatly" since the 2018 Games in Jakarta. The left-hander, who has recovered from a recent wrist injury, told AFP he wanted to "prove to our competitors they need to beware of us". - Pathway to success - Fencing in the city stretches back decades, to when Hong Kong was a British colony, with its amateur fencing association founded in 1949. The city had occasional success in the early 2000s, but it was the 2010 Asian Games, where Hong Kong fencers won seven medals, that first established them as a regional powerhouse. Local organisers made efforts to popularise the sport, bringing classes to schools and community hubs in the past two decades -– that is where Cheung had his first taste of fencing. Fencers also benefited from a reform to Hong Kong's pipeline for discovering and training talent which allowed Cheung to devote himself to the sport full-time when he was 17 with his parents' blessing. Cheung's final bout at the Tokyo Olympics drew hundreds of fans who crowded into a Hong Kong mall to watch the live broadcast, popping champagne corks after he emerged victorious. Days later, then-city leader Carrie Lam announced more funding for elite Hong Kong athletes, including an expansion to the fencing hall at the institute where Cheung trains. Fencing schools reported a spike in applications, although observers say interest has since tapered off somewhat. - Warning for star man - Gregory Koenig, who previously coached in his native France and also Taiwan, began working with Hong Kong's fencers five years ago and has developed a close relationship with Cheung. He had a warning for Hong Kong's star man, who has slipped to seventh in the men's foil world rankings. "When you're Olympic champion it's very hard because everybody has an eye on you and everybody's fighting hard against you," Koenig said. He said he told Cheung: "You have to understand that many people fight all their life to reach the goal you've already reached." DAVAO CITY — The provincial government here and the United Nations Development Programme under the Australia-supported Strengthening Institutions and Empowering Localities against Disasters and Climate Change program recently signed a memorandum of understanding to strengthen the disaster and climate resilience of its emerging tourism and agribusiness sectors. In a statement Thursday, Governor Niño Sotero Uy Jr. and UNDP Deputy Resident Representative Edwine Carrié recently signed the agreement for SHIELD in Mati City. Uy said that climate change continues to advance at an unprecedented rate and the signing of the MoU is timely as it serves as their commitment to actively build institutional and community resilience to disasters and climate change.” “It will support the updating of our Provincial Physical Development Framework Plan and help us prepare for the rollout of the Community Based Monitoring System in the province, making our communities safer and more empowered in the face of extreme events,” Uy said. Representing the Australian Embassy, First Secretary Paul Harrington said that: Through the flagship resilience initiative SHIELD, they aim to further strengthen local government capacities by working closely with provincial and municipal governments towards a safer and more resilient Davao Oriental. Tourism is booming in Davao Oriental and is a major economic driver in the province due to its pristine forests, beaches, waterfalls and historical sites. However, the constant threat of disasters and climate change looms over the province due to its geospatial features. Davao Oriental is situated along the eastern seaboard of the country and portions of the province are located along the Philippine Fault system. Former UK prime minister Boris Johnson has become a father again, his wife Carrie said on Tuesday, with the couple's third child, and the ex-leader's eighth, born on 5 July. "Welcome to the world Frank Alfred Odysseus Johnson born 5th July at 9.15 a.m.," Carrie Johnson wrote on her Instagram page, accompanied by a picture of her holding her new baby. She joked "can you guess which name my husband chose?!" in reference to Johnson's well-known love of ancient Greek myths. "Am loving every minute of the sleepy baby bubble. Seeing my older two embrace their new brother with such joy and excitement has been the most wonderful thing. We are all very smitten," she added. Their first son Wilfred was born in April 2020, not long after Johnson was treated in hospital intensive care for Covid. Daughter Romy then arrived in December 2021, again when Johnson was still Britain's prime minister. He was ousted the following summer, amid a revolt within his ruling Conservatives after a series of scandals, including Covid lockdown-breaking parties at Downing Street. The 59-year-old Johnson quit as a Tory lawmaker last month after MPs found that he had lied to parliament over his knowledge of the parties. Johnson, who has been married three times, has four children from his second marriage to the lawyer Marina Wheeler, and now has three with Carrie, 35, a former Conservative Party media adviser whom he wed two years ago. Celebrities came together in New York City on Thursday to celebrate the anniversary of "Sex and the City", which aired its first episode on HBO on 6 June 1998. It also marked the opening of the "Sex and the City Experience", which was graced by SATC lead stars Sarah Jessica Parker, Cynthia Nixon, and Kristen Davis. The SATC Experience is an immersive pop-up that features a number of iconic images, fashions, and memorabilia from the popular TV series. SATC is a romantic-comedy series that focuses on the sex lives of four female best friends. The characters were praised by critics as positive example of strong, independent women. Albay, UNDP tackle disaster preparedness
The Provincial Government of Albay and the United Nations Development Programme in the Philippines recently launched a partnership to strengthen the province's disaster and climate resilience. Albay provincial governor Edcel “Grex” Lagman and UNDP Philippines deputy resident representative Edwine Carrié signed a memorandum of understanding for the Strengthening Institutions and Empowering Localities against Disasters and Climate Change Programme, which will accelerate resilience-building efforts at the local level through multi-stakeholder collaboration to unlock financing and implement risk-informed and inclusive resilience actions. Development First Counsellor Paul Harrington of the Australian Embassy and Albay Public Safety and Emergency Management Office head Cedric Daep witnessed the signing, along with other key province officials. Through SHIELD, the Australian Government has invested Australian $18 million to support the Philippine government in building institutional and community resilience to climate change and natural hazards, by enabling local governments to pursue and invest in resilient development. Albay, which hosts an active volcano, is in one of the most disaster-prone regions in the Philippines. The Bicol region constantly faces compounded hazards yearly because of its geographic properties and location. Chief among these hazardous risks are typhoons, which cause storm surges and extreme flooding. In addition, Albay has mountainous areas prone to landslides and surface run-off. Through the strategic partnership, the Albay provincial government hopes to enhance local governance, improve healthcare delivery, strengthen disaster resilience and rationalize land use allocation. Carrié reaffirmed UNDP's commitment to strengthen Albay's resilience against natural disasters and climate change through the program. "What SHIELD is trying to accomplish is to build more resilient communities, local and provincial governments. UNDP is pleased to continue its long-standing partnership with Albay on disaster risk reduction, climate change and sustainable development," Carrié said. The SHIELD program is being implemented by UNDP Philippines, the Department of the Interior and Local Government and the consortium partners comprised of the Consortium of Bangsamoro Civil Society, National Resilience Council, Philippine Business for Social Progress and UN-Habitat. It will be implemented in 11 of the country's most vulnerable provinces to disaster and climate change impacts. Among the areas covered are Albay, Agusan del Norte, Agusan del Sur, Cagayan, Cebu, Davao Oriental, Eastern Samar, Northern Samar, Pampanga, Pangasinan and Quezon. The program will also cover Metro Manila, given its vulnerability to earthquakes and its economic significance, along with the Bangsamoro Autonomous Region in Muslim Mindanao, with the increasing disaster and climate vulnerability of conflict-affected areas.
