Mandaue hydroponics farming gets boost
The Department of Agriculture in Central Visayas has recently provided farmers of the Casili Farmers Association in Barangay Casili, Mandaue City with hydroponics farming and organic fertilizers. Mandaue City Mayor Jonas Cortes said Casili farmers started cultivating the 2,000-square-meter farmland in 2021 and it was only in January that farmers started to plant vegetables such as sponge gourd, eggplant, kamote tops and more. “The land called Casili Community Garden is a private lot. But with the effort of our Casili barangay captain, he was able to secure clearance from its owners and turn it into a farm,” the mayor said. Cortes said that the project transformed more organic waste into fertilizers and use recyclable waste, such as plastic bottles, to serve as do-it-yourself plant pots which contributed to the city’s decreasing waste collection. He added that Mandaue’s waste is 27 percent organic, 36 percent recyclable, 35 percent residual and two percent special waste such as treated medical waste, sludge and grease trap waste. Balmain races to recover from robbery at Paris Fashion Week
The fashion world loves drama but normally it does not involve violent robberies, so there is outsize attention on Wednesday's Balmain show after the French label had 50 outfits stolen just days earlier. Balmain's creative director Olivier Rousteing announced on September 17 that a driver had been "hijacked" on the way from a Paris airport to the house's headquarters by a gang of thieves who stole 50 outfits. He and his team have since been racing to put together a collection for the show on Wednesday night. There were no signs of panic from Rousteing on Tuesday when he posted a video from his workshop showing the finishing touches being put to a dress that looked like a pink garden trestle with blue flowers climbing over it. He added the apparently ironic comment: "Florals for spring? Groundbreaking..." Paris Fashion Week kicked off on Monday and runs to 3 October, with 107 brands presenting, of which 67 are giving runway shows. One of the first big names was Pierre Cardin, which has returned to the official Paris lineup this year for the first time in a quarter-century. Its show was full of retro space-age outfits that harked back to its glory days, but the relatives of Cardin, who died in 2020, are currently tearing each other apart in court over the inheritance. "My uncle gave me the mission to perpetuate the house and its style," Rodrigo Basilicati-Cardin, who is currently overseeing the label, said backstage. "If the brand is sold, it will be the end of the house. I am confident the court decisions will ensure continuity," he added. Among the other highlights so far was the latest collection from Dior on Tuesday, which saw the walls of the show plastered with mock sexist slogans from old adverts, such as "Save your marriage -- iron properly". The collection by Maria Grazia Chiuri, who recently dressed Queen Camilla for her state dinner at Versailles, was a largely monochrome affair with comfortable, breezy items alongside straight masculine jackets, pleated skirts, and plenty of knitwear. Coming later this week are the final shows for two big-name designers. Gabriela Hearst is leaving Chloe after fewer than three years. Her focus on sustainable fashion was critically acclaimed but did not bring a major boost to sales. LGUs urged to adopt eBOSS
The Anti-Red Tape Authority on Wednesday encouraged the local government units to comply with the Electronic Business One-Stop Shop or eBOSS to boost the ease of doing business in the Philippines. ARTA Director General Ernesto Perez said that the eBOSS is a program developed by ARTA in partnership with the Department of Information and Communications Technology to provide LGUs with a digitalized and streamlined business processing and licensing system. "The eBOSS makes it easier and faster for businesses to register and obtain permits, which can help to attract more investors and create more jobs," Perez said in a public briefing. Perez added that ARTA is working with the Department of the Interior and Local Government (DILG) to ensure that all LGUs comply with the eBOSS requirement. "We are providing LGUs with the necessary support and guidance to help them implement the eBOSS. We are also working with the DILG to monitor the compliance of LGUs," Perez said. As of September 2023, only eight out of 17 LGUs in Metro Manila have been verified by ARTA as compliant with eBOSS. Among them are Quezon City, Valenzuela, Marikina, Parañaque, Muntinlupa, and Quezon City, all of which have seen an increase in revenue collection and business registration. Outside Metro Manila, Lapu-Lapu, Cagayan de Oro, and Batangas City have also complied. "We urge all LGUs to comply with the eBOSS requirement. This is not only a legal requirement, but it is also in the best interest of our businesses and our economy," Perez said. ARTA's Partnership with the Civil Service Commission ARTA has also partnered with the Civil Service Commission (CSC) to improve the efficiency and effectiveness of government services. Under the partnership, ARTA and CSC will work together to develop and implement training programs for government employees on anti-red tape and ease of doing business. The partnership is also expected to promote the use of technology to improve government service delivery, Perez said. In addition, he said both ARTA and CSC will monitor and evaluate the performance of government agencies in terms of anti-red tape and ease of doing business. "We believe that this partnership with CSC will be instrumental in our efforts to improve the efficiency and effectiveness of government services," Perez said. "A more efficient and effective government will benefit both businesses and citizens. ERC extends FIT-all freeze
The Energy Regulatory Commission or ERC has indefinitely extended the Feed-in Tariff Allowance or FIT-All collection suspension to slightly help cut power bills and ease consumers’ burden due rising cost of goods. The power watchdog, on Tuesday, confirmed the suspension of FIT-all “for September 2023 until otherwise lifted by the Commission.” “This is the third suspension in a row issued by the ERC to provide relief through reduced power cost in the amount of P0.0364/kWh,” the ERC noted. The suspension of FIT-All collection is one of the immediate interventions the ERC discussed with the distribution utilities to help consumers cope with the high inflation. Three billing months In November 2022, the ERC directed the suspension of FIT-All for three billing months from December 2022 until February. Through another resolution dated 23 February, the ERC extended the suspension further this August to bring relief to the consumers in terms of a lower power rate by P0.0364 per kilowatt-hour. The order also directed the Distribution Utilities, Retail Electricity Suppliers, and National Grid Corporation of the Philippines to report the status of its implementation from December 2022 to February suspension of collection. The FIT-All mechanism was established under the Renewable Energy Act of 2008 to boost the development of clean sources like wind, solar, run-of-river hydro, and biomass facilities. It is a uniform charge in pesos per kilowatt-hour payable by all electricity users calculated and set annually. The FIT-All fund collected is being administered by the National Transmission Corporation, to cover payments to renewable energy developers under the FIT system. First lady Liza Araneta Marcos promotes inclusivity in phl arts and crafts
Patronage of the arts and promotion of Philippine culture are two endeavors that have always been the domain of Philippine First Ladies. The approach, of course, varies, whether through the presentation of Filipino folk dances and fashion shows featuring Filipiniana designs during state dinners, showcasing the best of the Philippine arts on the walls of Malacañang Palace or highlighting Philippine crafts in during international expositions. When the presidential couple visits other countries, they bring with them gifts of Philippine crafts for the kingdom’s monarch and their escort or the republic’s president and his first lady. Presidential wives, too, have always been the foremost models of Philippine costume, which they wear during state visits abroad, formal functions at the presidential palace and when attending big events such as raising the Filipino flag in Rizal Park on Philippine Independence Day. Liza Araneta-Marcos, almost in all activities that she graces, whether right in the Palace or outside, wears a knee-length version of the terno, its butterfly sleeves defining its uniqueness and versatility. With her, terno has become an almost everyday get-up, which she accessorizes with heeled shoes, mostly Marikina-made. Cultural mapping The current First Lady’s support for arts and crafts and her involvement in cultural development manifested early on in her public life when her husband was the governor of Ilocos Norte in the early years of the millennium. Right in her husband Bongbong’s home province, she spearheaded efforts in the documentation of Ilocano culture. Under her auspices, a full-scale cultural mapping of Ilocos Norte took place. Then a new thing in the country, its aim was to list and document everything about the inherent culture of each barangay — songs, dances, oral and written literature, zarzuela and other dramatic forms, crafts using indigenous materials, historical sites, architectural marvels including ancestral houses, native delicacies and festive fare, musical instruments, gardens, parks, tourist spots and, of course, the people who make these things happen and exist — the weavers, painters, cooks, writers, local historians, harpists and so on in the vast field of arts, culture and heritage. It was trailblazing in that only years later would local government units be required to identify their cultural assets and provide the data needed for development, especially in education, tourism and creative industries. Eager to know more about her husband’s home province and absorb its culture, she even joined the team in its fieldwork in the seashore towns like the Pagudpud coastline and the highland town of Adams which they reached by riding a dump truck. Among the highlights of her undertakings for heritage tourism was her support for the Museo Ilocos Norte, which housed artifacts and the local textile, inabel. Most significantly was her commitment to the revival of the local weaving industry that produces the exquisite inabel. In an interview, the young and smart wife of the governor said, “I was looking for a viable project that would help boost the livelihood of the Ilocano, one that was low-key, which was not difficult to fund and uniquely Ilocano.” According to Liza, “Ilocano women love multi-tasking.” She explained that in the past, each home would have a loom, “so the mothers could weave while doing their home chores, including taking care of the baby.” Indeed, well spoken by a career woman who, while lawyering, made sure she was at the top of her family home and the care of her children. What she was telling them was it was possible to earn one’s livelihood while fulfilling one’s duties as a homemaker and parent. She thus advocated for the putting up of weaving centers where the young Ilocano may learn the craft. Embroiderers, woodcarvers and basket makers Fast forward to 2016, Liza joined the Board of Trustees of the Asian Cultural Council which fosters cultural exchange and unity by widening the exposure, knowledge and expertise of individual artists, scholars and art professionals. All her years spent on supporting Ilocano crafts had not only been beneficial to the local weavers. It also became a model, a small-scale version of what she would eventually achieve from her day one as First Lady. This time, she would widen the scope of her advocacy by supporting as well the other crafts in the regions. In Feburary 2023, the Office of the First Lady, in cooperation with the Office of the Social Secretary of Malacañang, other government agencies and private creative industry practitioners put together an exhibition that introduced the talented weavers of the country. It was a success as it showcased the best of Philippine weave from the Ilocos region to Laguna, Aklan and Zamboanga. A few months later, she expanded the project to “Likha” to showcase not only talented weavers — but also our skilled embroiderers, basket makers, woodcarvers, pottery makers and shell craftsmen,” among other Filipino artisans in cities, shores and hinterlands of our beautiful country. Community of artisans Hers was a most welcome support to the local artisans and craftsmen, anthropology scholars, tourism workers and educators. Dr. Marygrace Ac-ac, an associate professor of De La Salle College of Saint Benilde, who accompanied her father, Paete master sculptor Luis Ac-Ac, shared her thoughts about the First Lady, who spoke at the opening ceremonies of the three-day exhibit. I am happy that she herself said she is looking forward to “Likha” 3, 4, 5 and so on. “Beyond the First Lady’s support for livelihood among the local communities, just as important is that, through the “Likha” exhibitions, she is fostering a national community of artisans, which cultivates a sense of cultural identity among our people. Moreover, this gives us national pride as through the First Lady’s initiatives we are able to show to the world what we are capable of creating.” Of her father, the master craftsman Luis Ac-ac, she said, “he is grateful to the First Lady for her initiative and for spearheading the advocacy to uplift the traditional crafts of all the artists and artisans.” Goldenberg fashion series On her new home grounds, the Malacañang compound, the First Lady has imprinted her passion for heritage through the renovation of three iconic structures, long out of use and run-down Teus Mansion, which is now the presidential museum containing memorabilia of past presidents; Bahay Ugnayan, which houses memento of President BBM; and the Goldenberg Mansion, which the First Lady has designated as a venue for cultural and artistic events. All three are now open to the public for free. Last May, the Goldenberg Fashion series started with a fashion show featuring the creations of Puey Quiñones, who collaborated with weavers, embroiders and artisans, thus elevating Filipino style as he used them in his interpretation of the modern terno, suits and barong for men. In a way, the whole collection resonates with the overall style of the First Lady who has insisted on simplicity, function and comfort in her wardrobe, while now and then showcasing the innate artistry of the Filipino through indigenous textiles. During the first State of the Nation Address or SoNA, a year ago, President Ferdinand Marcos Jr. told his audience made up mostly of legislators that the country’s condition is ripe for a growth revival despite the lingering challenges from the pandemic and the creeping high inflation. Marcos recognized that Filipinos have faced formidable challenges over the past two years and are ready to recover. Despite their ordeal, he commended their resilience and determination to endure and overcome the trials they are confronting. “We have assembled the best Filipino minds to help navigate us through this global crisis that we are facing. We will endure,” Marcos said. “Let our Filipino spirit remain undimmed. I know this in my mind, in my heart, in my very soul that the state of the nation is sound,” Marcos added. Infra spending to be sustained According to Marcos, expenditures for 2022 to 2023 will be sustained at a level exceeding 20 percent of the country’s gross domestic product, equivalent to P4.955 trillion and P5.086 trillion, respectively, to ensure the ongoing execution of essential priority programs. Moreover, he stated that disbursements will rise from P5.402 trillion, representing 20.7 percent of gross domestic product in 2024, to P7.712 trillion or 20.6 percent of GDP by 2028. “Expenditure priorities will be realigned, and spending efficiency will be improved to immediately address the economic scarring arising from the effects of Covid-19 and also to prepare for future shocks,” Marcos said. As of December 2022, the national government’s expenditure amounted to P5.16 trillion, representing 23.4 percent of the country’s GDP. By April 2023, the reported disbursements reached P1.46 trillion or 19.5 percent of GDP, as BSP data mentioned. MIF as budget equalizer One week before delivering his second SoNA, Marcos approved the Maharlika Investment Fund, or MIF, bill which the Marcos government considered vital for economic development. The Department of Finance said the approval of the Philippines’ inaugural sovereign wealth fund, which will “complement the government’s existing mechanisms to finance priority projects,” signifies the administration’s dedication to pursuing its objectives for economic expansion. Fiscal management, tax reforms In his SONA last year, Marcos announced that the government would implement tax administration reforms to boost revenue collection. “We will implement sound fiscal management. Tax administration reforms will be in place to increase revenue collection,” Marcos said. He added that the government will adjust the country’s tax system to catch up with the rapid development of the digital economy, including the imposition of value-added tax on digital service providers. Marcos also pointed out that the initial revenue impact will be around P11.7 billion in 2023 alone, adding that the government would simplify the tax compliance procedures to promote ease of paying taxes. Data from the Bangko Sentral ng Pilipinas showed that tax revenues reached P1.12 billion as of April 2023, representing approximately 87.9 percent of total revenues. Mandaue projects shelving seen
The local government of Mandaue City in Cebu disclosed that it will have to sacrifice some of its projects as the National Tax Allotment share decreased in the first half of 2023. City Treasurer Lawyer Regal Oliva said the NTA or formerly the Internal Revenue Allotment received by the city was only P559.61 million and she projected that Mandaue will receive around P1.12 billion for 2023 which is less P200 million compared to 2022 of P1.31 billion. However, she cited that the City Treasurer’s Office has been working to boost local revenues to cover up with the revenue shortfall. To recall, the Covid-19 pandemic has heavily impacted businesses from 2020 to 2021 and contributed to the reduction of NTA shares to local government units as Oliva stressed that tightening their belts next year because they expect the figures to decrease further as these will be based on the 2021 tax collection. President Ferdinand Marcos Jr. is studying fiscal incentives reforms with the Department of Finance as part of his administration’s efforts to boost economic growth, Finance Secretary Benjamin Diokno said during a Malacañang press briefing on Tuesday. This, after data from the International Monetary Fund Tax Reform Database showed that the Philippines posted the lowest VAT efficiency ratio in the Southeast Asian region from 2016 to 2020, or 0.40 efficiency level despite having the highest VAT rate in the region at 12 percent. Comparatively, Indonesia has a VAT efficiency level of 0.50 with an 11 percent VAT rate, Singapore achieves a level of 0.71 with an 8 percent VAT rate, Vietnam maintains a level of 0.70 with an 8 percent VAT rate, and Thailand has a level of 0.79 with a 7 percent VAT rate. Highest rate vs other countries “The Philippines (has) the highest VAT rate compared to other countries in this part of the world but our VAT collection is the most inefficient,” Diokno said. “We only collect 40 percent (of all expected VAT collection), and that’s because of a lot of exemptions,” Diokno pointed out. The DoF also cited a 2018 World Bank study which said that the Philippines’ tax system faces challenges due to exemptions granted outside the tax code. According to the Finance chief, the government collected P723 billion from VAT annually from 2016 to 2020 on average. BBM issues order Diokno said the President has instructed the DoF to review the country’s fiscal incentives system to ensure that it is effective and efficient. He added that the government will lose collection revenues when it gives more tax incentives and exemptions. Prior to tax reforms, the Philippines have 56 lines of exemptions and an additional 84 exemptions under special laws, he added. “We actually talked with the International Monetary Fund and we asked them to conduct a study on where we can improve on broadening the tax base meaning maybe find areas where we can recover from too much exemptions,” Diokno said. “I say at 0.40, that’s really poor performance, but you know the value-added tax is the best tax in the world. It’s I think being imposed in 90 percent of the countries in the world, so it is in our best interests to improve on the efficiency of the VAT,” he added. Potential improvements Diokno pointed out that the government is currently looking into potential improvements in its medium-term fiscal framework but he insisted that the country’s revenue system is doing well. We actually talked with the International Monetary Fund and we asked them to conduct a study on where we can improve on broadening the tax base meaning maybe find areas where we can recover from too much exemptions. He added that the government is also pushing collection agencies to improve in order to create “better” revenues. “So we are studying it, it’s not a perfect system so we’ll look for improvements but right now our revenue system is doing well,” Diokno said. Enhance e-Gov system, Marcos orders DICT
President Ferdinand R. Marcos Jr. has instructed the Department of Information and Communications Technology to regularly enhance the e-Gov system in order to ensure its successful implementation at the local level, Malacañang said on Wednesday. The Presidential Communications Office said Marcos tasked DICT Secretary Ivan John Uy during a sectoral meeting at Malacañang Palace in Manila on Tuesday, where they discussed the DICT’s ongoing projects and address cybersecurity issues. “So again, it all boils down to that. That’s really the essence of digitalization. Let’s be sure that we are able to upgrade this system. Set it up to get them (LGUs) ready, so they know how to operate it,” Marcos said. “Let’s capacitate our LGUs so they can adapt to the system,” Marcos added. AREIT posts P1.01B quarter income
Ayala Land-sponsored AREIT Inc., the country’s real estate investment trust pioneer, has booked a P1.01-billion first quarter net income, up 27 percent annually driven by property expansions and stable operations. In a report on Thursday, AREIT also disclosed that its revenues during the quarter reached P1.48 billion, 25 percent higher than the topline figures posted a year ago. Meanwhile, its Earnings Before Interest, Taxes, Depreciation, and Amortization or EBITDA during the period clocked in at P1.04 billion — 24 percent higher year-on-year. As of end-March, AREIT recorded an average occupancy of 97 percent and strong collection performance, which reflected high-quality tenancy in its properties. Stockholders’ approval secured To further expand its local portfolio, AREIT has recently secured the approval of its stockholders on its third property-for-share swap with its sponsor, Ayala Land Inc. The transaction involves flagship offices and malls with an aggregate value of P22.5 billion in exchange for 608 million AREIT primary common shares, as validated by a third-party fairness opinion. The move, according to AREIT, will almost triple the Company’s Assets Under Management to P87 billion. Likewise, it will boost its gross leasable area by more than five-fold to 863 thousand square meters from its initial public offering. Effectively, it will make AREIT one of the largest and the most diversified commercial REITs in the Philippines.
