‘Prepare, coordinate, cooperate, save lives’ — Go tells frontline agencies
Senator Christopher ”Bong” Go, on Friday, 26 May, emphasized the importance of government preparedness and citizen awareness as Super Typhoon Betty entered the Philippine Area of Responsibility. With the potential for heavy rainfall and flooding, Go, during an ambush interview after attending the groundbreaking for the Super Health Center in Libertad, Misamis Oriental, called on the national government to coordinate with local government units to ensure the safety and well-being of affected communities.. “Nakikiusap po ako sa national government, sa DSWD (Department of Social Welfare and Development), preposition of goods kaagad at coordination with LGUs,” he added. Go stressed the significance of effective coordination with LGUs, saying, “Napakaimportante po ng coordination with LGUs dahil sila po ang nakakaalam kung saan dapat ilikas, saan 'yung safe na lugar, saan dapat 'yung evacuation center.” He also emphasized the need for the national government to be on top of the situation to guide citizens needing assistance. The senator also urged citizens not to be complacent and to adhere to government advisories. “Sa ngayon pa lang, huwag tayong magpakakumpiyansa. Habang papasok pa lang, may panahon po tayo na mag-prepare,” said Go. “Sumunod tayo sa paalala ng gobyerno. Sundin natin kung kailangan na lumikas. Umalis na sa mababang lugar, 'yung mga prone sa flooding dahil delikado 'yan,” he urged. The senator urged citizens to stay informed through reliable information sources and to heed the guidance of local officials and authorities. Go also stressed the necessity of LGUs having ready relief supplies, search and rescue teams, and appropriate equipment, including personnel trained in emergency response. The typhoon’s passing may result in significant rainfall, potentially causing flash floods and landslides, according to the Philippine Atmospheric, Geophysical, and Astronomical Services Administration. The projected path of the storm indicates that it will be approximately 250 kilometers away from Batanes and the Babuyan Islands within the weekend. During the interview, Go also took the opportunity to push for his advocacy for the establishment of a Department of Disaster Resilience. “Yun po ang aking pinapangarap at hindi po ako titigil na isulong po ito. Sana po ay maging batas ito someday, itong Department of Disaster Resilience,” he said. Go emphasized the necessity of more proactive measures when dealing with natural calamities, reiterating his long-standing appeal for the establishment of the DDR through his proposed Senate Bill No. 188, a cabinet-level department dedicated to disaster response and mitigation efforts. “Hindi 'yung panay task force, task force ng pangalan ng typhoon. Eh ang problema n'yan kapag bagong administrasyon, mawawala na naman po ang task force. Kaya dapat Cabinet level para tuluy-tuloy po ang rehabilitasyon at makabalik sa normal ang apektadong mga komunidad,” concluded Go. WHO, Red Cross seek aid access amid Sudan fighting
The Red Cross and the World Health Organization on Tuesday urged Sudan's warring parties to guarantee humanitarian access for those in need as the death toll in the fighting neared 200. Explosions rocked the capital Khartoum on the fourth day of fighting, despite growing international calls for an end to hostilities. "All parties must ensure unrestricted and safe access to health facilities for those injured and everyone in need of medical care," WHO chief Tedros Adhanom Ghebreyesus told a press conference. The United Nations currently has no access in or out of Sudan. Spokeswoman Alessandra Vellucci said the UN had about 800 international and 3,200 national staff in the country. "We are of course worried for the security, they cannot operate in a regular way," she said. Nearly one-third of the Sudanese population -- almost 16 million people -- needed humanitarian aid at the start of this year. "We have thousands of volunteers who are ready, able, and trained to perform humanitarian services" in the country, said Farid Aiywar, the Sudan head of delegation for the International Federation of Red Cross and Red Crescent Societies (IFRC). "Unfortunately, due to the current situation, they are not able to move," he told reporters in Geneva via video link from Nairobi. Aiywar called on all parties to allow humanitarian aid corridors to operate. Civilians are staying indoors but electricity and water have been cut and food supplies are short. Tedros said supplies the WHO distributed to health facilities before the outbreak of violence were now exhausted. He said Khartoum hospitals receiving injured civilians were reporting shortages of staff and lifesaving medical supplies, while they were also being hampered by fuel shortages and cuts to power and water. "There are disturbing reports of some health facilities being looted and others being used for military purposes," he said. "It is also reported that some hospitals are already closed, or on the brink of closure, due to attacks, and a lack of medical personnel and medical supplies. "I urge all sides to heed the calls for a humanitarian ceasefire, to silence the guns and to work towards a peaceful resolution." Expect long port queues — PPA’s Santiago
The Philippine Ports Authority on Thursday advised vacationers to expect long queues at the ports during the upcoming long holiday weekend, as the number of vessels servicing passengers remains low. PPA general manager Jay Daniel Santiago said the agency expects 1.4 million passengers to flock to various ports in the country starting today, 27 October, until 5 November to participate in the Barangay and Sangguniang Kabataan Elections and to observe All Saints’ and All Souls’ days in their provinces. Santiago said the lack of vessels is the main reason for the expected passenger congestion. He called on the Marina Industry Authority, or Marina, to relax the scheduling of vessels at Matnog Port, Batangas Port and Calapan Port to help address the situation. Santiago also reminded passengers not to pay additional charges, such as travel insurance, to unscrupulous individuals outside the ports. He said the travel insurance for passengers is included in the standard carrier insurance that is paid for by shipping companies. In a separate statement, Marina said it has relaxed the authorized schedule of trips for shipping operators within its jurisdiction in anticipation of the surge in passengers and cargo during the long holiday weekend. The easing of schedules aims to ensure the safe, reliable, and convenient transportation of passengers and rolling cargo while accommodating the heightened demand. This is guided by the conditions outlined in Marina Advisory No. 2015-10, which provides “Guidelines during Emergency, Holiday Season and Special Occasion.” The post Expect long port queues — PPA’s Santiago appeared first on Daily Tribune......»»
PBBM skips PCCI annual event’s end
President Ferdinand Marcos Jr. failed to attend the final day of the 49th Philippine Business Conference and Expo, or PBCE, sending Executive Secretary Lucas Bersamin instead. PBCE is the main assembly yearly of the country’s biggest trade group Philippine Chamber of Commerce and Industry. An incumbent president usually attends the second day of the PBCE to personally receive the business group’s resolution and suggestions on various issues. Malacañang did not give any detail on Marcos’ failure the biggest gathering of businessmen yearly. However, Vice President Sara Duterte attended the first day of the conference, in which she urged PCCI officials and members to join the Department of Education in reviewing the current senior high school system and provide valuable insights on skills matching in order to produce employable graduates. Besides the President, Trade Secretary Alfredo Pascual also did not make it which according to the Department of Trade and Industry communication’s chief, Undersecretary Kim Lokin, Pascual has not been feeling well since Wednesday. Cabinet officials, however, were in the event. They included Transportation Secretary Jaime Bautista, Information and Communications Technology Secretary Ivan John Uy, Energy Assistant Secretary Mario Marasigan and Internal Revenue Commissioner Artemio Lumagui Jr. Resolution submitted Bersamin received PCCI’s resolution, handed over by PCCI president George Barcelon and PBCE chairperson Felino Palafox. The resolution included the positions of various sectors, namely agriculture, energy and power; the environment and climate change; education and human resources development; industry and trade; ease of doing business and stability of rules and regulations; infrastructure, transport and logistics; innovation and digitalization; taxation, and tourism. Under the sectors of agriculture, energy and power, the business group urged the national government to develop a long-term plan to attain food security in agriculture and fishery through infrastructure support, technology transfer, product diversification, export enhancement, economies of scale, and adherence to the improvement of value chains and supply chains. For energy and power, the PCCI wanted the Marcos administration to ensure adequate and affordable power supply throughout the country by considering modern technology and harnessing renewable energy resources that meet the criteria of reliability and affordability. In terms of caring for the environment and climate change, PCCI officers and members also wanted the government to update and continue the execution of the National Framework Strategy on Climate Change (2010- 2022) which envisions a climate risk-resilient Philippines with healthy, safe, prosperous, and self-reliant communities and thriving and productive ecosystems. For education and human resources development, the government was urged to propel the Philippine education system to world-class status by harnessing new technologies, fostering innovation, and implementing comprehensive reforms that will prepare students for success in the digital age and the globalized world of work. Empowering businesses For industry and trade, the Marcos administration wanted to empower industries and enterprises by providing them with the necessary tools, resources, and support programs to enhance their competitiveness both in the domestic and international markets, contribute to economic growth, and promote innovation in the Philippines’ industrial and trade sectors. Furthermore, the government was also advised to provide a stable and predictable business environment by ensuring clear, consistent, and transparent regulations, streamlining and simplifying bureaucratic processes, reducing unnecessary red tape, and eliminating barriers that hinder business growth and development. Lapid urges legislation of early voting for seniors, PWDs during BSKE
Senator Manuel “Lito” Lapid is pushing the passage of a measure that would allow qualified senior citizens and persons with disabilities to vote earlier than the dates scheduled for local and national elections. Senate Bill 2361 grants the “vulnerable sectors” to cast their votes at more accessible establishments or areas—duly designated by the Commission on Elections—within seven working days before the dates set for local and national polls. Lapid reiterated this call for the Barangay and Sangguniang Kabataan elections on 30 October. “Eleksyon na naman po sa Oktubre 30. Ako po ang nahihirapan na makita ang ating mga lolo at lola, kasama na ang mga may kapansanan, na nakikipaggitgitan sa pilahan upang magamit lamang ang kanyang karapatang bumoto (Elections are coming up on October 30. It’s hard to see our grandparents, including those with disabilities, struggling in line just to exercise their right to vote),” he said. Senator Cynthia Villar also made the same call, allowing elderly people and PWDs to early voting. Citing the 2021 estimated data from the Philippine Statistics Authority, Lapid said there are 2,754,813 females and 3,635,271 males with ages ranging from 65 years and above, who are qualified voters nationwide. “We don’t want to disenfranchise these millions of our countrymen this coming election. I hope we can pass this bill before the next elections,” Lapid stressed. He emphasized that the right to vote is a fundamental pillar of any democratic society. Lapid said it is imperative for the government to ensure that every eligible citizen “has the opportunity to participate in the electoral process and have their voices be heard.” “In our country, senior citizens and PWDs comprise a significant portion of the population and deserve special attention to guarantee the realization of their voting rights,” he added. He lamented that elders and PWDs are experiencing physical limitations or health conditions, making it difficult for them to participate in the regular voting process with the general population on the designated election day. These challenges, he added, may include mobility issues, visual impairments, or other conditions that require additional attention or accommodations Hence, the passage of the SB 2361 is crucial, Lapid underscored. “By providing an opportunity for senior citizens and PWDs to vote on a separate day prior to the national election, we can ensure that these individuals are given the necessary time and support to exercise their voting rights,” he explained. For the senator, allowing early voting for senior citizens and PWDs is not “only safe but also practical, noting that separate voting days will alleviate overcrowding at polling stations on the national election day and will reduce potential long queues as well as waiting times. “With COVID-19 still around, this arrangement will also help mitigate the risk of exposure to contagious diseases, as senior citizens and PWDs would be able to vote in a less crowded environment, where health and safety measures can be implemented more effectively,” Lapid said. The SB 2361 “hereby declared the policy of the State to make voting convenient for senior citizens and PWDs by giving them the option to vote earlier than the date set for the election.” It mandates the conduct of a nationwide registration for senior citizens, PWDs, lawyers, and human resources for health to qualify them to avail of this early voting privilege. Those who are not registered under this Act shall vote with the rest of the eligible population on election day.
