US police launch huge manhunt for shooter who killed at least 22
A massive manhunt was under way Thursday for a gunman who a local official said killed at least 22 people and wounded "many" more in mass shootings in the US state of Maine, the deadliest such incident this year. Police said Robert Card -- seen in surveillance footage pointing a semi-automatic weapon with an extended clip as he walked into a bowling alley in the town of Lewiston -- "should be considered armed and dangerous." Card is a certified firearms instructor and a member of the US Army Reserve, CNN reported, citing law enforcement sources. Lewiston city councilor Robert McCarthy told CNN that law enforcement had "confirmed 22 dead, many, many more injured", with local media reporting shootings had occurred at multiple locations. Swathes of Lewiston were locked down, with businesses urged to shutter and people ordered to shelter in place, as the scourge of horrifying gun violence once again ripped through an American community. Maine public safety official Mike Sauschuck said he was not prepared to give a death toll, calling it "a very fluid situation." He told reporters police were flooding the streets as they sought the gunman. "We have literally hundreds of police officers working around the state of Maine to investigate this case, to locate Mr. Card," he told reporters. Rescue vehicles rushed in from around central Maine to tend to the wounded, city councilor McCarthy said, and the two Lewiston hospitals "have called in every off-duty staff member that they could to deal with this." President Joe Biden made calls -- stepping away from a state dinner honoring Australia's prime minister -- to Maine's governor, its two senators and a local congressman to offer federal support, the White House said. Early on Thursday, armed police were seen guarding the Central Maine Medical Center, where some of the wounded were being treated. Several Maine school boards and educational institutions, including Bates College, said they would not be holding classes on Thursday, according to statements. Multiple locations Police and rescuers reportedly arrived at the Sparetime Recreation bowling alley at about 7:15 pm local time (00:15 Thursday GMT) in response to an active shooter, and then received reports of another shooting at the Schemengees Bar & Grille, according to the Sun Journal local newspaper. Police issued a number of photographs of 40-year-old Card at the bowling alley, where he appears calm and composed as he moves through the doorway with his rifle raised. "Please contact law enforcement if you are aware of his whereabouts," they said. Sauschuck said officers had located a "vehicle of interest" they had been looking for -- a white sport utility vehicle (SUV) -- in Lisbon, a town around eight miles (12 kilometers) from Lewiston, where residents had also been warned to stay off the streets. Card was not in the vehicle, reports said. Law enforcement "are investigating two active shooter events," the Androscoggin County Sheriff's Department said on social media. "We are encouraging all businesses to lock down and or close while we investigate. The suspect is still at large." Distraught citizens flocked to local hospitals. "I'm just overwhelmed. I've been here trying to spread, you know, some kind of comfort, some kind of support," Cynthia Hunter, a local resident, told CBS affiliate WGME. The shooting is one of the deadliest since 2017, when a gunman opened fire on a crowded music festival in Las Vegas, killing about 60 people. Gun violence is alarmingly common in the United States, a country where there are more guns than people and where attempts to clamp down on their spread are always met with stiff resistance. BFAR extends aid to bereaved families, survivors of Bajao de Masinloc incident
The Department of Agriculture-Bureau of Fisheries and Aquatic Resources has extended its condolences and immediate assistance to the families of three fishermen who died in a maritime incident off the waters of Bajo de Masinloc in the West Philippine Sea. DA-BFAR National Director Atty. Demosthenes R. Escoto handed the Bureau’s P20,000 cash assistance and food packages to each bereaved family during his visit to the wake of the three fishermen on Thursday night in Calapandayan, Subic in Zambales. “Buong-pusong nakikiramay po ang BFAR sa inyo,” Director Escoto told them during his visit. “Alam po naming walang kahit anong tulong ang makakatumbas sa buhay ng inyong mga mahal sa buhay, pero nandito po ang aming ahensya para mag-abot ng paunang tulong at makagaan kahit kaunti sa inyong nararamdaman.” Escoto said the Bureau will also provide a scholarship for their children’s college education in Fisheries at any state college or university where they are qualified for admission. This covers tuition, monthly stipend, and thesis allowance until they finish the program. Scholars will also be prioritized by the DA-BFAR for employment. The 11 other survivors of the maritime incident each received P2,000 cash aid and food packs from the Bureau. In addition, the DA-BFAR has committed to assist in repairing the vessel that was damaged during the October 2 incident to help the affected fisherfolk resume their livelihood activities. The Bureau will also provide a brand-new 62-footer fiberglass reinforced plastic (FRP) fishing boat to the Subic Commercial Operators Fishing Association Inc. to further equip them in fishing. Delma Morados, the association's vice president, received the award on behalf of the group Thursday night. Escoto told the families that additional livelihood packages such as post-harvest training and equipment would be given to them to help them through the Bureau’s regional office in Central Luzon, headed by Region 3 Regional Director Wilfredo M. Cruz. He also honored the sacrifices of the fishermen who perished in the incident — Benidecto V. Olandria, Dexter G. Laudencia, and Romeo L. Jaime Gubaton diverts from usual style to relay urgent message
In this era of constant waste and ruin, “Foiled” serves as a reminder of the dangers of mindless consumerism and its deadly consequences on the environment. Presented by Arte Bettina, the solo exhibition of Filipino visual artist Jaime Gubaton is on view from 30 August to 12 September at the ArtistSpace, located at the ground level of Ayala Museum Annex, Makati Avenue corner Dela Rosa Street, Greenbelt Park, Makati City. Gubaton, a veteran artist with the burning enthusiasm of a student, considers artmaking a continuous process — a cycle of retaining, changing and revisiting. Born in 1981, he is an artist who mainly works with oil painting and contemporary figures and portraits juxtaposed with various elements, some linear and graphic representations, with the use of appropriated materials that are borrowed from a day-to-day context. Gubaton considers making art a craft that is executed using clear formal rules and that always refers to social reality. His works are notable for their perfect finish and tactile nature. This is of great importance and bears witness to great craftsmanship. The style and the corresponding vision of the artist naturally evolve and mature, but there is something in the initial creative impulse that continues to be sustained through their works, whether it is a preferential treatment of color, a recurring image or a conspicuously revisited subject matter. In the case of Gubaton, now considered one of the most sought-after artists working today, an emphasis on certain qualities of the Filipino identity can be discerned, even if he has fully ventured into photorealistic depictions of portraits. His formal arts education began at the University of the East in Caloocan, where he majored in advertising. He was already winning major art competitions while still in college. In 2002, he won the grand prize for both the PLDT-DPC Directory Cover National Competition and Art Petron, which influenced him to pursue a career as a painter. Art competitions served as his early training ground for painting until he was invited to participate in several art exhibits by various galleries both locally and internationally. Despite being a firm believer in the foundational skills of art, he centers his practice on experimentation and polishes his skills by regularly stepping away from routine — a feat many shy away from due to human nature’s fear of the uncertain. “Foiled” showcases this as he deviates from human portraiture and instead breathes nature and its pollutants onto a dark canvas. As much as “Foiled” has prevention at its core, Gubaton weaves the multiplicity of his concept into the composition of his works. His paintings take inspiration from a foiling technique seen in jewelry making and mimics its principle of using foil to further emphasize its symbolism, spotlighting his subjects onto an almost black base. There is no mistaking the message of his show, and that is intentional. He is blunt in his execution and his intentions could easily be received at a glance. Nature is in danger, and its stewards have become its executioners. Gubaton takes this opportunity to champion what he has always implemented in his act of creation, a willingness to change. BRICS admits 6 new members
South African President Cyril Ramaphosa announced Thursday that the BRICS club of emerging nations will admit Argentina, Egypt, Ethiopia, Iran, Saudi Arabia and the United Arab Emirates as full members starting next year. PLDT bolsters alignment with global climate reporting standards
Leading integrated telecommunications company PLDT Inc. continues to strengthen its alignment with global standards for climate action as it benchmarks with the 2023 disclosure system of the CDP. Previously known as the “Carbon Disclosure Project” and recognized globally by investors, cities and corporates, CDP provides guidance on climate-focused reporting metrics and facilitates an independent scoring on progress in terms of governance, risk management, target and performance and emissions data, among others. 6 killed in China kindergarten attack
BEIJING, China (AFP) -- Six people were killed and one wounded in an attack at a kindergarten in southern China’s Guangdong province on Monday, a spokeswoman for the city government said. “The victims include one teacher, two parents and three students,” she said. She did not offer details about the identities or ages of the victims, nor the weapon used in the attack, which took place in the city of Lianjiang. “One suspect has been arrested,” she said, adding that a police investigation was underway. The suspect was a 25-year-old male surnamed Wu, local police said in a statement. The incident took place around 7:40 am (2340 GMT on Sunday), the state-backed China News Network reported. Videos shot by passersby claiming to show the crime scene were removed from video-sharing platform Douyin and Twitter-like Weibo. While guns are strictly controlled, China has been struggling with a spate of mass stabbings. Violent crime has been on the rise as the economy has grown in recent decades and the gap between rich and poor has widened rapidly. Spate of attacks Fatal attacks targeting students and schools have occurred nationwide in recent years. The attacks have forced authorities to step up security and prompted calls for more research into the root causes of such violent acts. Last August, three people were killed and six others wounded in a knife attack at a kindergarten in southeast China’s Jiangxi province. In April 2021, two children were killed and 16 others wounded when a knife-wielding man entered a kindergarten in southern China. In June of the previous year, 37 students and two adults were wounded by a knife-wielding attacker at a primary school in southern China. And in November 2019, a man climbed a kindergarten wall in southwest Yunnan province and sprayed people with a corrosive liquid, wounding 51 of them, mostly students. The same year, eight schoolchildren died and two others were wounded in a “school-related criminal case” in the central Hubei province, with a 40-year-old man arrested. And in April 2018, a 28-year-old man killed nine college students and injured 12 others outside their school in the northern province of Shaanxi. Job at first sight
After obtaining my undergraduate degree from the vaunted “Royal” university, I was to teach the social science courses at its then College of Architecture and Fine Arts upon the invitation of my former boss at the Office for Student Affairs who learned that I was pursuing graduate studies. In the teaching field, I deemed it my “job at first sight,” to be rekindled as if I never left. Its absence from my life for over four decades had made my heart grow fonder, as they say, and this is very true in my case. So, I found myself applying for a lecturer position to teach a discipline I feel I know best as a pracademic. At least, if my dream will come true, it’s going to be a departure from the “spoon feed” learning modality of my first teaching job. Ideally, both the students and the teacher must benefit from the learning experience in what Karl Popper calls “critical rationalism.” It does not puzzle me a bit how it can feel like I still love to teach though I am three times older than when I first taught. With a student number beginning with “79,” a stubborn sense of purpose seems hard to overcome. In a range of possible linguistic terms, I choose to call this “grit” or, as applied in my case, that one never really gives up on a dream. God willing, if accepted, I can share the entire intellectual horizon of PA (public administration) as a field through the lenses of theory and practice. As Francis Bacon said, “Reading makes a full man, conference a ready man, and writing an exact man.” The whole province of public policy has seen the best of lights from the perspective of those who, in fact, make the policies. Daza to CHEd: Put funding to good use
The Commission on Higher Education could use its P10-billion funding if its heart really goes out to disadvantaged students, House Senior Deputy Minority Leader Paul Daza said Tuesday, reiterating his prior allegation that the funding was previously utilized for tertiary student scholarships. “If our hearts are in it, if we really wanted to help the poor, CHEd can use the P10 billion today without having to wait for the next GAA (General Appropriations Act) budget deliberations,” said the Northern Samar solon. “The list is with you. You have one million students. Please, put it to use.” The allegation that the CHEd used the P10 billion of its funding for other purposes resurfaced yesterday during the House Committee on Higher and Technical Education’s deliberation on House Resolution 767. The resolution, which Daza authored, calls for the government to improve access to tertiary education and reduce attrition rates among 4Ps beneficiaries and other deserving and financially challenged students by increasing the budget allocation for scholarships. It was Daza who alleged that the CHEd misused its P10-billion worth of scholarship funds during the panel’s first hearing on the resolution on 20 March, claiming it came out that essentially CHEd has not utilized as of 2021 report P10-billion. “The earmarked funds is what we call an off-budget. By law travel tax, PRC, and PCSO shares go to that fund. That’s supposed to be for higher education. If CHEd did its job and engaged DSWD and if they continue the 2012 grant-in-aid which was incorporated in the law, they could have helped a few hundred thousand students a year,” Daza pointed out during the previous hearing. Daza’s claim, however, was turned down by CHEd chairperson Popoy de Vera, who earlier said that he had “no idea” where the P10-billion scholarship fund came from. “The Higher Education Development Fund was put in the CHEd Charter (RA 7722) to fund projects to ‘strengthen higher education’. It is not a scholarship fund,” said De Vera in a statement on 22 March in response to Daza’s accusation. “CHEd has been giving grants to HEIs (higher educational institutions) over the past four administrations and the current CHEd Chairperson and Commissioners have continued this policy. What is new under the current CHEd leadership is a stronger focus on tourism,” the chairman maintained. Further, the minority lawmaker noted that the law’s revenue mandate did not exclusively cater to only students under tourism-related courses but prioritized them. To further prove his point that the CHEd could tap its HEDF for college students’ scholarships, Daza said: “P2 billion or more than half of the HEDF in 2016, was used for student-related support.” “Meaning there’s already precedent for HEDF to be utilized by CHEd for poor students, needy students.” In addition, Daza expressed concern that, in contrast to 2016, when P2 billion represented half of the HEDF, student aid had dropped to just P170 million, or less than a fourth of the HEDF. “By the time Chairman de Vera took over in 2019, the share for student assistance had dwindled down to P170 million, or 18.7 percent of the HEDF,” the lawmaker claimed. Princes Harry, Andrew out in the cold at coronation
Princes Harry and Andrew will both attend the coronation of King Charles III on Saturday but will have no formal role in proceedings -- confirming they remain out in the cold. Charles's younger son Harry and his American wife Meghan quit royal duties in 2020 and have since unleashed a string of barbed attacks on the monarchy. Andrew, the king's brother, has been frozen out over his past association with the disgraced late US financier Jeffrey Epstein and a related sexual abuse allegation which was settled out of court. Harry, 38, the Duke of Sussex, and 63-year-old Andrew, the Duke of York, will attend the coronation service at London's Westminster Abbey but will not perform any duties. The pair will also be absent from the public procession behind the Gold State Coach carrying the newly crowned king from the abbey back to Buckingham Palace after the ceremony. But they may yet appear on the palace balcony. Harry is fifth in line to the throne, following his brother Prince William, and William's three children -- Prince George, Princess Charlotte and Prince Louis of Wales. Andrew is eighth in line, coming after Harry and his children -- Prince Archie and Princess Lilibet of Sussex. After finally deciding to attend, Harry's every move will be heavily scrutinized. He rejoins his family for the first time since subjecting them to a torrent of stinging criticism in his memoir "Spare" and in a series of television interviews. Meghan has remained in California with the children, thereby avoiding potentially awkward interactions with her in-laws. At the 1953 coronation of Queen Elizabeth II, the royal dukes each paid personal homage and allegiance to the monarch, in a public vow of loyalty. They pledged to "become your liege man of life and limb, and of earthly worship; and faith and truth I will bear unto you, to live and die, against all manner of folks. So help me God." But this time, only William, the heir to the throne, will speak "the words of fealty" and pay "the homage of royal blood", as the coronation liturgy calls it -- sparing Harry from having to kneel before his father. But her coronation in 1953 featured multiple balcony appearances, so Harry and Andrew might potentially appear in a wider royal family gathering. Saturday marks Archie's fourth birthday, so Harry might make a swift exit back to his home in California. Andrew's links with Epstein -- boyfriend of the prince's friend Ghislaine Maxwell -- came back to haunt him. A US woman, Virginia Giuffre, said she was pressured to have sex with Andrew when she was 17 after being delivered by Epstein, who was convicted in 2008 of procuring a child for prostitution. Andrew denied the allegations in a November 2019 BBC interview that nonetheless went down badly. Within days, he stepped back from his patronages and in May 2020 he permanently resigned from all public roles. The case was settled out of court in February 2022, with Giuffre accepting a donation to her charity and no admission of liability from Andrew.
