Sulu bans commercial fishing boats
JOLO, Sulu Province — The provincial government here announced on Monday that commercial fishing companies in the Zamboanga Peninsula and from other regions in the country were banned from entering and fishing inside their territorial waters. This comes as Sulu Governor Abdusakur Tan ordered to seize fishing boats found entering and fishing inside the Sulu Sea effective on 13 September. Tan said talks between officials from the Bangsamoro Autonomous Region in Muslim Mindanao and officials from major fishing companies in ZamPen and other parts of the country are ongoing. Pending results from their ongoing talks, the provincial government will ban all fishing boats from entering and fishing inside the Sulu Sea and if they are inside, authorities will seize their fishing vessels. The governor stressed that the presence of big commercial boats or vessels fishing inside the Sulu Sea is depriving local fishermen earnings for their families. A formal advisory was also issued to fishing ports in Zamboanga City informing the management of fishing ports that “fishing boats caught entering and fishing their territorial waters would be seized and confiscated.” While Tan is considering that about 20,000 workers of these fishing companies will temporarily lose their job or income, he insisted that the province have more than one million residents and most of them defend fishing as their primary source of livelihood. The affected fishing company workers are under no work, no pay arrangements with most of them being poor farmers from the province across the Visayas and Mindanao regions. “If we continue to allow these fishing boats to fish inside the Sulu Sea, our people will also suffer and lose their income,” Tan said. “Sulu is predominantly agricultural with farming and fishing as its main livelihood activities and fishing is the most important industry since the Sulu Seas is one of the richest fishing grounds in the country,” he added. 2015 Vatican decree on Mediatrix not binding!
The claims of the Catholic Bishops Conference of the Philippines and the Vatican that Pope Pius XII had officially decreed that the Mediatrix apparitions were of “no supernatural character or origin” is not exactly true. If it is proven not true, the Papal “decree” is not binding and the faithful are allowed not to follow the decree, based on Canon Law. The CBCP released Circular 23-04 dated 14 July 2023 — quoting the official Dicastery document Protocol 226/1949 — stating that “in 1951, the Dicastery, the Supreme Sacred Congregation of the Holy See, after due examination of the documents made available, declared the alleged apparitions in Lipa (of Our Lady Mediatrix of All Grace) to have no supernatural character or origin, a decision directly approved by Pope Pius XII.” There has been no document in the Acta Apostolicae Sedis, the official Vatican publication, that said that Pope Pius XII had indeed approved the decree. It was never formalized into an official “promulgation,” which is a requirement of Canon Law, to be binding. In other words, the Dicastery Decree is official, but not the Papal Decree. Protocol 226/1949, authored by the Dicastery, did not clarify that the Pope Pius XII Decree had not yet been official and binding in a formal promulgation. Then apostolic administrator Bishop Rufino Santos said, in his decree of 12 April 1951, that he was still awaiting the Vatican decision regarding Lipa, contradicting Protocol 226/1949 that said a decision had been made. I, therefore, challenge the CBCP and the current Dicastery to produce documentary evidence that there was indeed an existing official Papal Decree of Pope Pius XII in fulfillment of the Canon Law ruling. The decree of Pope Pius XII is important because it was the basis for the recent order of Lipa Archbishop Gilbert Garcera to suppress Mediatrix activities in all churches in Lipa. “Vatican directs CBCP to cease 75th celebration of Lipa apparition” (CNN Philippines 28 July 2023). The CNN article reported that the Vatican reaffirmed its 1951 decree, precisely the questionable Pope Pius XII decree. Only the Pope has the authority to confirm and declare a Marian apparition. If the 1951 Pope Pius decree is now in question, so also are all the recent bans and suppressions of Mediatrix activities in Lipa. The added sentence reads, “The Confraternity of the Mediatrix of All Grace is a movement with dozens of chapters nationwide.” Confraternity members report that a Filipino priest very close to Pope Francis approached him to forward the sentiments of the Mediatrix devotees. He said the Pope simply passed the ball to the Dicastery. And since the Dicastery is vehemently anti-Mediatrix, it was a dead end, a failed attempt. Many Confraternity members were disappointed. The Confraternity has a nationwide presence, although its membership keeps moving dynamically forward and backward. There are chapters whose memberships are strong and keep growing, but there are some whose memberships have decreased. The dynamic chapters include Cebu, Iloilo, Guimaras, Kidapawan, Davao City, General Trias, and Jaro, to name a few. However, the Confraternity is different from the devotees. Confraternity members are essentially professionals, educated and articulate. They are well organized and subject to meetings and activities. The ordinary Mediatrix devotees are peasants, farmers, and fishermen, and are simply humble churchgoers, not so organized. But there are so many who have a strong faith and devotion to Mama Mary in their hearts. They do not even know the issues in the conflict. Their devotion is based on their hearts, not their minds. When the entire Philippine Church was held in submission by the Vatican under threat of excommunication or alienation, it was the laity that took up the cudgels, out of reach of the clutches of the Vatican and the CBCP. The Confraternity distributed hundreds of life-size Mediatrix statues nationwide. They laid the infrastructure for devotion to spread like wildfire to the sea of marginal devotees. It is estimated from Confraternity reports that Mediatrix devotees are broadly around four million nationwide. Herein lies the victory of the Virgin over the Vatican. Despite 70 long years of suppression and repression since the 1951 apparitions to this very day, Mediatrix devotion proliferates. The Vatican and the CBCP have succeeded in silencing Filipino nuns, priests, bishops, and cardinals but they are helpless against the true Marians among the masses. Even the suppressed Church prelates still believe in the silence of their hearts in the Mediatrix. Suppression has ironically strengthened the Filipino Marians. The Confraternity says it has devised a simple strategy. Beyond slogans
The talk of the town remains to be the DoT fiasco where a lackluster slogan, “Love the Philippines”, was unveiled and which appeared to be a safe bet since it brought up similarities to previous slogans, i.e. “It’s More Fun in the Philippines” and “Wow Philippines.” What made things worse for the anticipated, and expensive, commercial was its use of stock footage that featured tourist sites that were not found in the Philippines. We can all admit that this was indeed a shortcoming on the part of the DoT, and Secretary Cristina Frasco has acknowledged this. Certain senators were talking at length about this, even suggesting that the new slogan be scrapped. Secretary Frasco took the high road and stood firm on the “Love the Philippines” slogan, signifying the need to move on from this fiasco, onward to more important matters, such as the implementation of tourism projects and legislation to bring in more tourists. If we compare the tourism revenues of the Philippines to our neighboring countries, we are clearly lagging behind. I was able to visit Thailand recently. From the moment you set foot at the airport, you could see that we are decades behind. The service accorded tourists is topnotch – you have a sense that the locals would not rip you off just because you are a tourist. Instead, you feel that you are a guest in their country, and guests are accorded respect in Thailand. How can the DoT address this? The DoT can identify tourism hotspots and educate the service industry on how to properly treat guests. This is a grassroots-level approach to help improve tourism, instead of an expensive and grandiose advertising campaign that is bound to be changed by the next administration in 2028. Another way the DoT can help is through national and local legislation. By offering incentives to businesses in the tourism sector, more companies would be keen to invest in Philippine tourism and set up businesses in areas that have yet to be capitalized. If you visit Boracay or Cebu, you would see a saturated tourism area, but in places like Siargao Island and San Vicente, Palawan, there may be a need for government to further support the economic development of these high-potential tourist areas. DoT can highlight activities and experiences unique to the Philippines that can be found in almost every corner. Rep. Joey Salceda was correct in pointing out that Mayon Volcano, one of the most picturesque volcanos in the entire world, was not even shown in the advertising campaign of the DoT. I have visited Mayon and it was a treat to walk around it and ride an ATV in the surrounding beautiful landscape. The Philippines can boast of its surfing and dive spots to a global audience. We can offer packages to bring in more surfers and divers who would spend months in the Philippines, longer than the ordinary tourist. As a passionate (not talented) golfer, we can promote golf tourism just like Vietnam and Thailand. Clark, by far, is the best place to promote golf with the presence of an international airport and world-class golfers just minutes away. Tourist areas such as Boracay, Palawan, Siargao and Bohol, would be riddled with golf tourists with spending power, if there were three to four golf courses in these areas. All in all, tourism is more than a slogan. It is the by-product of an entire government policy and ethos to make Filipinos more proactive in bringing in tourists. Keeping Siargao’s waters clean and safe
The Department of Environment and Natural Resources is helping Siargao Island protect its water resources by helping local residents follow proper waste disposal protocols. Siargao is a declared protected area pursuant to Republic Act 7586 or the National Integrated Protected Areas System Act of 1992 as amended by Republic Act 11038 or the Expanded NIPAS Act of 2018. But it is prone to generating a high volume of waste from its tourism activities. Educating residents and visitors on proper waste disposal will prevent the contamination of the island’s waters with the E. coli bacteria that had blighted Boracay in 2018. Unlike Boracay which consist only of three barangays, Siargao Island is composed of nine municipalities. Gina Barquilla, Del Carmen Municipal Environment and Natural Resources officer, said the DENR helped them put up a two-hectare land to serve as the materials recovery facility for the municipality, funded by an Asian Development Bank grant. "We are now able to segregate our solid waste, which are then recycled and pulverized for other uses. Glass bottles may be used as bricks while plastic can be made as “sagwan” (banca paddle)," Barquilla said. Mayor Alfredo Corro II, she added, has also entered into a public-private partnership with the JCA 1221 Group of Companies, whose subsidiary FLOV2VS (Faith Lived Out Vision to Ventures), has put up a septage treatment plant that converts waste water into recyclable water. Inaugurated in 31 May this year, the treatment plant can clean up waste water from septic tanks, kitchen sinks and showers and distribute the recycled water for firefighters' water tanks and other uses. DENR Protected Area Superintendent Sam Malayao said they have teamed up with the island's municipalities to implement environmental laws, teaching commercial establishments how to dispose of waste property as well as manage their sewage system. All tourism-related establishments are encouraged to avail themselves of Del Carmen's waste water treatment under the Siargao Sewage Program, added Malayao. So far, of the more or less 2,000 commercial establishments around Siargao Island, 30 already make use of the service, with more expected to join by the end of the year. "STP is an ecology-driven investment. It's just one modality for our waste management. Pride takes off

Rotary Youth Leadership Awards: Why it’s significant
Last 28 March I was invited by the Rotary Youth Leadership Awards chairman Jayr Villaruel of District 3850 to be the opening plenary speaker of RYLA, which was held on Boracay Island from 28-39 March at the Pinnacle Hotel. Upon receiving the invitation, I immediately confirmed my attendance as I am a great supporter and mentor of the Rotaractors. When I arrived in Boracay, Jayr met me at the airport and we rode a tricycle to the wharf to reach the mainland. We proceeded to the Pinnacle Hotel, where we were served with a glass of cool fruit juice — a perfect foil to the relentless summer heat. During this convention, I was able to interact, discuss and observe the many Rotaractors from three Districts, namely 3850, 3810 and 3820. I was impressed by their commitment, dedication and dreams for their Rotaract Clubs that create and transform the communities they live in and work with in their various activities. These youth, with ages ranging from 14-30, prepared a challenging program of leadership training, forums and social interaction. The program was designed to enhance their personal development, leadership skills, communication and good citizenship. The Brisbane Rotarians who hosted the participants were so impressed with the young people and decided to bring youth leaders together each year for a week of social, cultural and educational activities. In 1971, the Rotary International Board adopted RYLA to be part of the official Rotary program during the Rotary International Convention — their program scheduled a day before the official opening. What is particularly significant about my interaction with the Rotaractors in Boracay were their honest sharings of their dreams, aspirations and angst with me. One particular Rotaractor from Kalibo, named Mark Anthony Dolinog from the indigenous tribe of Libacao, strongly expressed his appreciation and thanks for the speech I delivered because he said it inspired him to do even more than what he has achieved so far in his life. My challenge of “Yes we can change the world” resonated with him and all the Rotaractors in the ballroom as they broke into thunderous applause to my great joy. What a most uplifting weekend it was. My interaction with the young Rotaractors validates my belief that there is HOPE in the world because the youth affirm “yes they can” change their mindsets and their willingness to serve the marginalized — thus creating a kinder, peaceful, safe, loving, happy and better world for us all. The hotel industry shared the biggest burden from the lockdowns brought on by the two-year pandemic. This, however, forced hotel owners to redesign their facilities to cater to customers besides tourists. To appeal to more businesspeople, the four-star Best Western Plus hotel in Pampanga is upgrading into a lifestyle center and food destination. “The opening of the new wing of the Best Western Plus hotel came at the right time. We were building it and deciding almost every day as the pandemic unfolded. We had to decide, follow through and look past the pandemic,” Jack Uy, chairman and chief executive officer of Savers Group Holdings, Inc. told the Daily Tribune. Uy said the hotel is still being renovated to add retail shops after welcoming its first guests in March at the new wing with 186 rooms along MacArthur Highway, Balibago, Angeles City, Pampanga. This industry is expected to grow further by eight percent to 10 percent each year, as the Philippines has emerged as the world’s top IT-BPO destination, according to US-based Nexford University.
