How nations allow or restrict legal gender change
A small number of countries have made it easier for transgender people to change their legal gender, while other nations have restricted such changes, notably Russia and Pakistan. Here is a snapshot of the situation around the world. Exception, not the rule According to the International Lesbian and Gay Association (ILGA), 24 UN member states have legally allowed people to change their gender on the basis of self-identification. In about 40 other countries, the legal and administrative process can take years and may include requirements such as psychiatric diagnosis, hormone treatment, gender confirmation surgery, or even sterilization. Making it easier Argentina has led the way on transgender rights, allowing a change of gender on national ID cards with a simple declaration since 2012. Several Latin American countries have followed suit. Denmark was the first European country in 2014 to allow adults to apply for a gender change without undergoing medical or psychological assessments, with Belgium, Ireland, Malta, Norway, Portugal, and most recently Spain following suit. Since 2017, France has allowed transgender people to change their status on their ID documents without treatment, surgery, or sterilization but they must receive court approval. The issue of trans rights sparked a fierce row in 2022 in Scotland, where parliament passed a bill making it easier for people to self-identify their gender that was sensationally vetoed by London. The German cabinet in August 2023 signed off plans under which Germans will be able to change their name or legal gender by making a simple application to their local registry office. The law still has to go to parliament. Hesitating Sweden, one of the world's most liberal countries, was the first in the world to authorize physical and legal gender reassignment for adults in 1972. But last year it began restricting hormone therapy available for children diagnosed with gender dysphoria, such as puberty blockers, citing the need for caution following a strong increase in demand. It also restricted access to mastectomies for teenage girls wanting to transition. Finland in 2020 had already restricted hormone treatment for minors. Making it harder Russia adopted new legislation in July 2023 banning "medical interventions aimed at changing the sex of a person" and "the state registration of a change of gender without an operation". President Vladimir Putin has repeatedly railed against transgender rights in his speeches. Pakistan's religious judiciary ruled in May that landmark transgender legal protections from 2018 are un-Islamic and therefore void. An appeal is being sought with the Supreme Court. Pakistan continues to recognize the existence of a third gender, neither masculine nor feminine, as do India and Nepal. Restricting gender-affirming treatment, such as puberty blockers for minors, has become a major campaign of US conservatives. Arkansas in 2021 became the first US state to ban physicians and health workers from offering transition-related treatment to transgender minors. A federal judge in June overturned the ban. Around 20 states, including Florida and Texas, have passed similar laws. Anti-LGBTQ sentiment in Hungary has escalated during the rule of Viktor Orban's right-wing government. In May 2020, the country passed a law making it impossible for transgender people to change their name and gender on their ID documents. As of end-August 2023, LandBank has opened 52,406 PISO accounts for unbanked and underserved Filipinos including students, public utility vehicle drivers, vendors, farmers and fishers. PBBM wants no anomalies in Food Stamp Program implementation
President Ferdinand Marcos Jr. on Friday ordered all government agencies to ensure that there are no traces of anomalies in the administration of the Food Stamp Program. The Chief Executive made the instruction on Wednesday as he launched the Food Stamp Program in the Caraga region as part of the government's efforts to alleviate hunger and improve nutrition among Filipinos. "I instruct the relevant government agencies to collaborate for the better implementation of this Food Stamp Program. Let's make sure that there are no traces of anomalies in the administration of our projects," Marcos said in a speech at the launch event. Marcos emphasized the importance of both food supply and quality. He added that the Food Stamp Program is not just about ensuring that people have enough to eat, but also that they have access to healthy and affordable food. "We often talk about the need for an adequate food supply, and that's true," the President said. "But it's not just about food supply; the food we provide to our fellow citizens must also be nutritious. So, in the Food Stamp Program, we carefully consider the needs of each individual, and that's what we provide through our Food Stamps." He also urged beneficiaries to use their electronic vouchers wisely. "I hope you use your E.B.T. cards wisely," the President said. "The government is your partner not only in pursuing your dreams but also in achieving them." The Food Stamp Program is currently in the pilot stage, but Marcos said that it will be expanded within the next month or so. The goal is to benefit 30,000 families in the next phase of the rollout. When asked about the assessment of the Food Stamp Program in the months since its launch, Marcos Jr. said that the results so far have been promising. "The key is always how to make it accessible to ordinary citizens," Marcos told reporters in a media interview. "So, the technology needs to be sufficiently good to make it easy for anyone to learn how to use it," he added. Marcos likewise thanked the World Food Programme for its assistance in developing the Food Stamp Program. "We received assistance from the UN through the World Food Programme, as well as support from France and the ADB," Marcos said. "These have been our partners in developing the Food Stamp Program." Beneficiaries in the Caraga region received P3,000 food credits. Data broken down, 50 percent is meant for carbohydrate-rich food, 30 percent is for protein, and 20 percent is for fruits and vegetables. PhlPost launches PSA anniversary stamps
PhlPost Postmaster General Luis D. Carlos and Undersecretary Claire Dennis S. Mapa, Philippine Statistics Authority National Statistician and Civil-Registrar General PSA) will soon unveil the commemorative stamps to celebrate a decade of genuine public service with the theme: “PSA @ 10 Providing Quality Services through Digital Transformation.” The PSA was created by virtue of Republic Act 10625, otherwise known as the Philippine Statistical Act of 2013 dated 12 September 2013 and with mandates that are enhanced and expanded by the establishment of the Philippine Identification System pursuant to RA 11315 or the Community-Based Monitoring System Act. The CBMS is a data collection and analysis system that uses volunteers to collect data from households in rural and urban areas. The data collected through CBMS is used to track progress in various development indicators, such as poverty, education, and health. The PSA is responsible for the implementation of the Civil Registration System for registering births, deaths, marriages, and other vital events. The CRS data is used to track population trends and to issue birth certificates, death certificates, and marriage certificates. The PSA is also the implementing agency in charge of the PhilID which is being issued as identification cards to all Filipinos. The PhilID card is used to verify identity and to access government services. The PSA commemorative stamp features the agency’s 10th anniversary logo and the imposing façade of the PSA main building to celebrate its achievements over the past decade. It also emphasizes the agency’s enhanced cooperation and partnerships with other government agencies and local government units. Credit card literacy revs up as use rises
The Credit Information Corporation continues its campaign for wise and safe use of credit cards as more Filipinos shift to cashless payments. CIC, along with the Credit Card Association of the Philippines, or CCAP, will hold the “Swipesmart” free webinar on 31 August on their Facebook page from 9 a.m. to 11 a.m. CIC on its website announced the webinar will discuss the responsible use of credit cards to build a good credit rating for easier access to loans and cybersecurity for prevention of financial theft. CCAP executive director Alex Ilagan said cases of credit card fraud have risen by 21 percent in 2021 amid the pandemic as interactions were conducted through remote technology. During this period, Visa Philippines said more Filipinos or 52 percent preferred online credit card payments while 44 percent chose card payments at physical stores. Rise in cards use inevitable CCAP expects more Filipinos to use credit cards as the Philippine Statistics Authority projected more income earners in the country with a 1.52 percent population growth each year and more businesses both online and physical open post-pandemic. Currently, 64 percent of the population own credit cards, CCAP reported. “As the economy continues to reopen and becomes more robust, pent-up demand for consumer goods and services will persist, feeding into the growth of the e-commerce, retail and services, travel and tourism, automotive, and housing sectors, among others,” Ilagan said. “A credit card is one way to extend your purchasing power,” he continued. Replicating customers’ IDs needs permission — NPC
Hotel receptionists and car and telecommunication sales agents are reminded by the National Privacy Commission that replicating customers’ identification cards should be allowed by the owner first before they’re processed to avoid fines and complaints as mandated under the Data Privacy Act of 2012. The NPC released the advisory as the concerns draw attention to prevalent practices by certain businesses and associations (both Personal Information Controllers or PICs and Personal Information Processors or PIPs) of authorizing, allowing, or acquiescing its employees, agents, or personnel in taking the ID cards of customers, guests or other persons using their personal electronic devices, or without appropriate safeguards, and/or without the required privacy notice. According to the NPC, the “deliberate” violation of the customer’s data privacy has been happening in some hotels, as establishment’s receptionists take photos of guest IDs using their personal smartphones instead of company-issued phones. In the part of car sales agents, personnel take photocopies of the ID of a potential customer for verification purposes, just like agents of telecommunication companies req uesting a potential customer to send a photo of the customer’s ID via private communication such as Viber, WhatsApp, or Facebook Messenger. For customers applying for home and condominium acquisitions, homeowners and condominium associations usually take copies and require the deposit of physical IDs with sensitive personal information without appropriate policies and security measures for their PIP security agency to implement. Great risk of causing security incidents “The Commission emphasizes that these types of activities carry a great risk of causing security incidents, data breaches, unauthorized uses, inadequate disposal, lack of informed consent and profiling or discrimination, among others.” PICs/PIPs shall obtain the consent of the data subjects prior to the collection and processing of their personal data, subject to exemptions provided by the DPA and other applicable laws and regulations,” according to the NPC advisory released on Saturday. The NPC further reiterated that it is the duty of the PICs, as well as their employees, agents, or representatives, to uphold the confidentiality and privacy of the personal data that they process. To this end, the Commission mandates the following practices: Consent: Where it is the necessary criteria for lawful processing of Sensitive Personal Information under Sections 13 of the Data Privacy Act, the PIC must obtain explicit consent from individuals to capture and process their identification photos and details. Privacy Notice: Provide a clear, understandable, and transparent privacy notice before capturing their IDs. The notice should include the purposes of the processing, the security measures implemented, the retention period, and the purpose limitation, among others. Secure Storage and Transmission: Implement policies to ensure that photos taken by personal devices are stored in a manner that follows company policies and the 1 Section 19 of the Implementing Rules and Regulations of the Data Privacy Act of 2012 DPA. Implementing safeguards Also, the PICs should implement safeguards that ensure that the photos cannot be used by the employees, agents or personnel for other purposes, such as encryption, access controls and other tools. With regard proper disposal, the NPC said PICs should establish policies and procedures that ensure the disposal and deletion of the photos once the purpose is fulfilled, and PICs should conduct verification and audits to ensure that disposal policies have been complied with. “We reiterate that processing personal data violative of the Data Privacy Act of 2012 and related issuances of the Commission are subject to penalties and administrative fines,” the NPC stated. President Ferdinand “Bongbong” Marcos Jr. vows to fully digitalize government functions to enhance public services, contribute to the ease of doing business, and eradicate smuggling and corruption which hinder the country’s progress. During his second State of the Nation Address or SoNA, Marcos declared: “Digitalization is the call of today, not of the future, but of the present. It is here. It is needed, and it is needed today.” Marcos warned traders and hoarders of agricultural products that their days were numbered as the government seeks to “fully embrace” digitalization and online payment systems to improve public services and fight graft and corruption. “One of the reasons for the increase in prices is the involvement of smugglers, hoarders, and those who manipulate agricultural products. We will pursue and prosecute them,” Marcos said in his speech. “Their actions are truly unjust and do not align with our noble objectives; they are cheating. Not only farmers are affected, but also consumers, and that’s why we won’t tolerate such practices. The days of those smugglers and hoarders are numbered,” he added. With that, Marcos said digitalization would help reduce corruption by making it more difficult for government officials to engage in corrupt practices. The use of upgraded technology would allow the government to provide better service to the people and make it easier for businesses to operate in the country. Marcos made the recent launch of the eGov PH app an example of the government’s commitment to digitalization. The eGov PH app is a single, centralized mobile app that provides access to a wide range of government services, including business registration, permit issuance and tax payments. The government is working to improve the country’s Internet infrastructure, he said, by prioritizing the expansion of high-speed Internet to rural areas. Marcos said that passing the SIM card registration law was part of his push for digitalization. He said the law would protect mobile users in the Philippines from “risks and vulnerabilities that can lead to negative consequences.” “Digital users and consumers shall be protected from identity theft, phishing and other online scams through essential systems and safeguards, such as cybersecurity, data privacy, consumer complaint mechanisms and financial literacy campaigns,” he said. Data from the National Telecommunications Commission, or NTC, showed that as of June more than 100 million SIM cards had been registered. Marcos, meanwhile, indicated that inflation is “stabilizing” and his administration is trying to strengthen one of Asia’s strongest economies. He said he expects price pressures to reduce further by year’s end. For context, the country’s inflation rate eased to 5.4 percent in June from 6.1 percent in May and has decreased for five months in a row from its peak of 8.7 percent in January. It is also the lowest since 4.9 percent in April 2022. “The inflation rate is moving in the right direction. From 8.7 percent in January, our inflation rate, despite all the difficulties, we are transforming the economy. We are stabilizing the prices of all critical commodities,” Marcos said. He added that the macroeconomic foundations and financial structure of the country are still sound, citing the 7.6-percent economic expansion in 2022 as the “highest in 46 years.” He said the economic growth came as the country gradually reopened its borders and eased Covid-19 restrictions. “We are still considered to be among the fastest growing economies in the ASEAN and in the world. It is a testament to our strong macroeconomic fundamental systems,” he said. “The economy is revived and rejuvenated, backstopped by a favorable, enabling environment and strong rule of law,” he added. Marcos vowed the government will invest the same 5 percent to 6 percent of the gross domestic product in infrastructure to foster economic expansion. The economy grew slower by 6.1 percent in the first quarter of 2023, from the 8.0 percent growth in the same quarter last year and the 7.1 percent expansion in the last quarter of 2022. LandBank, GSIS ink data sharing deal
State-owned Land Bank of the Philippines or LandBank and the Government Service Insurance System or GSIS have signed a Data Sharing Agreement to provide a more efficient and seamless banking experience to members of the state pension fund. Under the agreement, GSIS will share its members’ data with LandBank to improve banking services, which includes real-time crediting of benefit claims, loans, and other proceeds for over 1.5 million GSIS members who maintain accounts with the Bank. The collaboration will allow GSIS members to receive LandBank Visa Debit Cards within the same day of card enrolment. Pension access eased Through the LandBank cards, members will be able to receive and withdraw their claims and proceeds from GSIS. “This agreement further builds upon the partnership of LandBank and GSIS to streamline processes and enhance operational efficiency for the benefit of GSIS members. LTO told: Expedite 1.7-M license plates release
A lawmaker on Monday has called on the Land Transportation Office to focus on addressing its millions of vehicle plates backlog, which already piled up to at least 1.7 million. “It’s frustrating that motorists still have to bear the shortage of plates even after paying for them,” said Senator Grace Poe, who chairs the Senate Committee on Public Services. This comes after the Commission on Audit flagged the LTO for its backlog of license plates which already reached 1.797 million. Based on its annual audit report on the Department of Transportation, state auditors revealed that a total of 1.797 million pairs of license plates, valued at P808.702 million, have yet to be delivered to registered car owners since 2015.r According to Poe, a “catch-up plan” must be put in place to address the millions of vehicle plates’ backlog as she also urged the LTO to crack down on the major cause of the delay. “It must crack the whip, if necessary, on private providers who fail to deliver,” said Poe. “The absence of vehicle plates poses security risks. It is also shortchanging motorists who have shelled out money for the plates.” In other developments, the LTO disclosed that at least 5,000 copies of driver’s license cards will arrive from Banner Plasticard Inc. — the new license maker — before President Ferdinand Marcos Jr. deliver his first State of the Nation Address next week. LTO Officer-in-Charge Assistant Secretary Hector Villacorta said the LTO expects to produce 15,000 to 30,000 cards daily within 10 days as part of its commitment to deliver 1 million cards in the next 60 days. “The production of license cards will start with 15,000 to 30,000 plastic cards a day within 10 days, and the promise is within 60 days they can make 1 million plastic cards, so the issue of lack of supply for plastic cards will be history,” he said. The first batch of license cards will be distributed to Overseas Filipino Workers and new driver’s license applicants. “Actually ang nauuna is OFWs and Student Driver’s Permit that mature into Non-pro or Professional license,” said Villacorta. Banner Plasticard, Inc., according to Villacorta, is capable of producing 15,000 to 30,000 cards daily. “I’ve seen the factory here in Pasig and they showed me that they can do 15,000 to 30,000 copies everyday,” he said. Renowned for its punctuality and precision, the country is very well-known for its high-end horology. If you want to know how deep this characteristic runs within the country, Switzerland’s national hero, William Tell, is more famous for shooting an apple off his son’s head than his defense of Switzerland from many a tyrant. Such precision is what Tell and Switzerland are known for, and it’s this exact value that the Swiss carry into hospitality. [caption id="attachment_148662" align="aligncenter" width="525"] THE atrium.[/caption] Apart from what the history books will say about Switzerland, it’s also a place I’ve gotten to know up close. I lived in Neuchatel when my husband was taking his post-grad degree and got to imbibe in its culture and way of life, day in and out. It’s always in the details. These may seem minute or effortless, but they always add a thoughtful layer to the whole experience. Such touches abound at Swissötel Clark, and it definitely reminded me of the Swiss approach to doing things. The welcome: Located in the Clark Freeport Zone, I was surprised to find the hotel packed and buzzing. The lobby café was full, leaving no seats available, and the bright, bustling lobby was filled with people waiting — either for loved ones or colleagues — to be taken in by Swiss hospitality or having just finished a relaxing stay. The lobby was a walk away from the casino, leaving the vibrant lobby to shine all on its own. The room: Rooms and suites at Swissötel Clark welcome you with floor-to-ceiling views of the city or the mountains, flooding the room with natural light. A medley of creams, grays and browns, coupled with a king-size bed and Posturepedic mattress, high-speed Wi-Fi, cable and satellite TV channels, and USB charging stations provide a great sense of comfort for anyone looking to relax. The bathroom continues this philosophy with marble furnishings, a rain shower, and a soaking tub. Anyone looking for a more luxurious experience can upgrade to a Swiss Executive Lounge access suite with complimentary breakfast and refreshments. [caption id="attachment_148664" align="aligncenter" width="525"] PREMIUM room with king size bed.[/caption] The restaurants: I wasn’t able to try the breakfast because my alarm didn’t go off that morning, but I was able to try meals at Swissötel Clark’s two restaurants. Markt is their all-day dining buffet with incredible food. Initially conceived as an a la carte offering for diners to choose from, every station offers the full package with mains at every section, making them all stars in their own right. The hotel also has a permanent place on the menu for classic Swiss dishes like älplermagronen (Swiss macaroni and cheese with applesauce) and Zurich-style veal with mushrooms. [caption id="attachment_148663" align="aligncenter" width="525"] NASI, a contemporary restaurant that specializes in Filipino cuisine.[/caption] Ristorante Di Verona, on the other hand, is easily one of the best places to try modern and authentic Italian cuisine without leaving the country. With large, luxurious windows and al fresco seating, their spacious halls are filled with soothing Italian music and the noise of happy diners. They offer a fine selection of aperitifs, over 300 wines sourced from various regions of Europe, digestivos, and other Italian favorites, as well as their famous balsamico de Modena 25 anni 550, delightfully paired with Italian bread. Unique touches to the hotel: Details like the collar brooch and the shoe buckle of the doorman did not go unnoticed. The doorman is the first to greet visitors and serve as the best representation of the Swiss tradition of service. Their gear resembles the Appenzell costume designed by Ida Gout and the delicate brooch designed by goldsmith Sebastian Fassler shows a lot of care and thought for the kind of service they want to bring. The hotel itself also makes use of Appenzell design, the town famous for its mountain range. One must also have the Swissötel traditional cake with its notable ingredient of ground hazelnuts. Experiential for all senses that pull focus on their attention to what matters. The Spa: Swissötel Clark will launch their spa and Vitality suites soon. Every one of their six private suites will have its own gym equipment for guests to enjoy their fitness regimens in private. Swiss mindfulness podcasts, the Vitality kit, wellness treatments, and menus round out the entire experience for a great session. Outside, on the other hand, lets guests exercise with fresh air on bike and jogging paths as part of the hotel’s promotion of a healthy environment. I’m hearing that one of the managers hails from a 5-star hotel in Mandaluyong with a very good spa, who is also a professional therapist with a good grasp of wellness and treatments — a lot of which they can do themselves, so consider my expectations high.
