IS parcel bomb kills 4
The Islamic State jihadist group claimed on its Telegram channel Friday that it was behind a blast at a sports club that killed four people in the Afghan capital the night before. The Sunni Muslim extremist group said it had used a parcel bomb that “IS fighters placed in a room where Shiites gather.” The explosion occurred Thursday evening at a commercial center in the Dasht-e-Barchi neighborhood of Kabul, an enclave of the historically oppressed Shiite Hazara community, according to police. Police were still investigating the cause of the explosion, Kabul police spokesperson Khalid Zadran said on Friday afternoon in a message to reporters. He added that seven people were injured in the blast, revising the initial toll of two dead and nine injured. Taliban authorities did not immediately respond to a request for comment on the IS claim. The explosion ripped through a sports club several floors up in the commercial centre, blowing out all the sides of the space and shattering windows and causing damage throughout the block, Agence France-Presse journalists saw on Friday. An instructor at the club, which holds training in combat sports, told AFP the blast happened at the end of a busy boxing session that usually hosted some thirty people. “The explosion was extraordinarily strong. The walls fell, the metal doors, glass and windows were broken,” 26-year-old Sultan Ali Amiri, who was not in the club when the blast occurred, said. “There has been a lot of damage, punching bags and almost everything is destroyed.” AFP journalists saw several heavy bags used for combat sport training on the floor of the club, others still hanging and pocked with fragments from the blast. Afghanistan’s Hazaras have regularly faced attacks in the majority Sunni Muslim country. The Israel-Hamas military balance
Israel has one of the best-resourced militaries in the world, heavily supported by Washington. In Hamas, it faces a highly trained armed group with powerful regional allies. With both sides poised for an Israeli ground offensive in the wake of the deadly attack on Israel by Hamas on 7 October, here is an overview of their military resources. Israel The Israel Defense Forces number 169,500, of which 126,000 are army, according to Britain's International Institute for Strategic Studies (IISS). On top of that, it has 400,000 reservists, of which 360,000 have been mobilized since the Hamas attack. Israel also has some of the most technologically advanced defenses in the world, including the "Iron Dome" anti-missile system. IISS says it has around 1,300 tanks and other armored vehicles, 345 fighter jets, and a vast arsenal of artillery, drones, and state-of-the-art submarines. Though not a declared nuclear state, Israel's nuclear weapons cache is an open secret and the Arms Control Association puts its number of warheads at 90. US ally Washington provides $3.8 billion per year to Israel in military aid under a 10-year agreement running until 2028. Defense Secretary Lloyd Austin said Sunday that he had activated deployment of a Terminal High Altitude Area Defense battery and additional Patriot battalions "throughout the region". He added that he had put "an additional number of forces on prepare-to-deploy orders ... to increase their readiness and ability to quickly respond as required." Washington had already delivered increased munitions to Israel and deployed two aircraft carriers to the eastern Mediterranean -- the USS Gerald Ford, the world's largest warship, and the USS Eisenhower -- to deter not just Hamas but also its allies Iran and the Lebanese Islamist movement Hezbollah. The US military on Tuesday ordered 2,000 personnel to prepare for deployment to the Middle East as a show of force. Hamas Hamas has a diverse arsenal built up over many years. Its armed forces, called the Ezzedine Al-Qassam Brigades, numbers 15,000 men according to IISS, though it notes that Arab media have put the figure at 40,000. They have heavy weapons obtained from across the Middle East -- particularly Iran, Syria, and Libya -- and have also sourced handguns and assault rifles from China and other regions. It also has a variety of locally made, improvised explosives and Western sources say enough drones, mines, anti-tank guided missiles, grenade launchers, and mortar shells to hold out for a long period, though precise figures are unavailable. The majority of its rockets are also locally manufactured and technologically rudimentary. Hezbollah There have already been exchanges across the border between Israel and Lebanon, where the Iran-backed Hezbollah is based. "Hezbollah can tie up IDF resources without having to fully commit to the fight, instead relying on occasional rocket or missile strikes to prevent the Israelis from growing complacent and forcing the IDF to commit manpower and materiel along the northern border," said the Soufan Center, a US think tank. In 2021, the group claimed to have 100,000 fighters. The Institute for National Security Studies, an Israeli think tank, says the number is half that. "Most Hezbollah militants are not full-time fighters but rather engage in militant activity as and when required by the group's commanders," according to Elliot Chapman of the British defense analysis firm Janes. Hezbollah mobilized 40,000 men at the outbreak of Syria's civil war, he noted. INSS says the group's arsenal counts 150,000 to 200,000 rockets and missiles, including "hundreds" of precision rockets. "Strategically, Hezbollah's rocket arsenal is the group's most significant capability for fighting Israel," Chapman said. Iran Since its Islamic revolution in 1979, Iran has made support for Palestinians one of the pillars of its ideology. Foreign Minister Hossein Amir-Abdollahian warned Sunday that "The region is like a powderkeg ... I warn the United States and its proxy (Israel) that if they do not immediately stop the crime against humanity and genocide in Gaza, anything is possible at any moment and the region will go out of control". Western analysts minimize the threat of Iran becoming directly involved and point rather to its support from Hamas, Hezbollah, and Huthi rebels in Yemen -- a so-called "axis of resistance" of Israel's enemies. Raz Zimmt, of INSS, said Iran currently had "no interest in Hezbollah engaging in an all-out war" that might threaten such a key "strategic asset". But he added that Tehran's hand could be forced by "an Israeli ground invasion, and especially Israeli military success, which will threaten the very survival of Hamas and/or its ability to maintain effective control over the Gaza Strip". Amsterdam sex workers protest planned ‘erotic center’
Amsterdam's sex workers Thursday protested against the transfer of their famed red light district to an out-of-town "erotic center", in what is seen as part of a battle for the city's soul. Many wearing masks to shield their identity, dozens of sex workers marched through the streets towards City Hall, one carrying a banner saying: "If sex workers are not to blame, then why are we being punished?" Mayor Femke Halsema wants to uproot the red light district and move it out of town to a purpose-built "erotic center", aiming to rid Amsterdam's image as a "sin city" while reducing the number of tourists and petty crime in the area. But she has found herself up against local residents who do not want the new center on their doorstep, as well as sex workers who feel they are scapegoats for the criminals and crowds surrounding their neon-lit booths. Halsema has long opposed the centuries-old red light district, known as De Wallen, with its neon-lined windows in canalside houses where sex workers stand waiting for customers. The city council has earmarked three possible sites for the erotic center, which would have 100 rooms for sex workers. One sex worker who identified herself only as Lucie dismissed the idea as "one big gentrification project". "It's mainly about combatting the crowds in De Wallen, but that is not the sex workers' fault so I don't see why we should be punished for it," said Lucie, who declined to give her last name. 'We just don't want it' Even the European Medicines Agency has been caught up in the controversy after it emerged one possible site for the erotic center was near its headquarters. The EMA voiced outrage, saying it could affect the safety of people working late at the office. More than 20,000 have signed a petition against the transfer of the booths, calling instead for better crowd control in the area and greater police surveillance, especially at night. Mariska Majoor, a former sex worker who now advocates for their rights, said the protests against moving the district had already been going for 16 years and that City Hall kept changing the goalposts. "The authorities had a plan to reduce part of the brothels already in 2007. Then it was because of the fight against people trafficking and abuse and now it's about the fight against mass tourism," she told AFP. Moving the red light district is Amsterdam's latest effort to transform its image as a party capital. LTO-7 to LGUs: Register unregistered vehicles
MANDAUE CITY, Philippines – The Land Transportation Office in Central Visayas (LTO-7) is encouraging local government units to register their unregistered vehicles. LTO-7 Director Glen Galario on Friday, Oct. 20, said this to ensure that all vehicles owned by the LGUs are registered and that they are road-worthy. Moreover, Galario said that this can also help LTO-7 generate more income for the region, as was discussed during the strategic meeting of LTO in Tagaytay City a month ago. All vehicles are mandated by the law to be registered under any of the following classifications that include private passenger automobiles, public utility automobiles, taxis and auto calesas, tourist motor vehicles, and government automobiles among others. Section 7 of Republic Act 4163 states that motor vehicles owned by the Government of the Philippines or any of its political subdivisions shall be registered under these classifications ((m)Government automobiles; government trucks; and (o) government motorcycles. Motor vehicles owned by government corporations, by government employees, or by foreign governments shall not be registered under this classification. According to the LTO website, Motor Vehicle (MV) Registration refers to the procedures of getting the first and most important process for every car and car owner done. The procedure creates a unique identifier – the registered plate numbers, which helps the government create a link between vehicles and their owners and users, making the vehicle easy to trace and monitor. Former Overseas Filipino Worker Jerome Christopher David, father of Job who was among three rebel fighters said to have been captured in a military encounter, asked the activist group Karapatan to stop posting on social media about his son and two companions and painting them as victims of abduction or enforced disappearance. “Sana itigil na ng Karapatan na mag-post sila sa Facebook na ang anak ko ay dinukot, tinurtyor, Hindi po totoo ‘yon, kayo mismo (Karapatan) ang nagko-commit ng human rights (violation) na walang permiso namin na i-post niyo ‘yung profile picture ng anak ko na sila ay dinukot,” said David appealed during a virtual press conference of the Integrated Communications Office Center, the media bureau of the National Task Force to End Local Communist Armed Conflict. “Tama na po, ‘wag niyo na pong i-post ‘yan, pakiusap lang po. They have been providing the necessary analysis and the information that we need, such that for the past two days may naengkwentro po na grupo nila because of their insightful analysis and correct and timely information,” Cabangbang added. In the encounter, the soldiers recovered three high-powered firearms and personal paraphernalia of the fleeing rebels. Cabangbang said they believed that two of the rebels were wounded because of blood traces from the recovered firearms and one of them could be the deputy commander of the group. “When I arrived here, there were only 15 NPA rebels in our AOR. Minus Alia, Peter and Job, only 12 remaining. We’ve already identified them all,” he said. Phl economy still strongest this year — RCBC
The Philippine economy will remain among Asia’s strongest in the fourth quarter despite a possible higher interest rate because of strong consumer demand for certain products and services and more employed Filipinos, the chief economist of Rizal Commercial Banking Corporation said Saturday. “This growth forecast is still among the fastest in the region because our economy is doing well,” RCBC’s Michael Ricafort said. The World Bank recently downgraded this year’s Philippine economic growth to 5.6 percent from 6 percent due to inflation risks, apart from lower government spending and weaker demand for exports. However, it is still higher than China’s 5.1 percent, Indonesia’s 4.9 percent, and Malaysia’s 4.3 percent growth forecast. Ricafort said the Bangko Sentral ng Pilipinas (BSP) might raise its policy rate this year to slow inflation to 4 percent by year-end after it accelerated again to 6.1 percent last month. “The BSP is working to bring down prices of goods and services. As an unintended consequence, the economy could slow down. Borrowing costs for business owners also increase and consumer demand weakens,” he said. Ricafort said global oil prices have started falling which could discourage the central bank from raising its rate drastically. “Global oil prices have declined to $82 to $83 per barrel from a peak of $95 per barrel last month or since the war between oil-rich countries Russia and Ukraine began,” the economist said. He also expected a downtrend in rice prices starting this month as he said local farmers have begun collecting fresh harvests. “Inflation quickened last month mainly from higher prices of rice which accounted for nearly 9 percent of the inflation basket and grew 17 percent year-on-year,” Ricafort said. While a higher interest rate aims to slow consumption, Ricafort said the continued flow of remittances from overseas Filipino workers, or at least 3 percent growth yearly will still support substantial levels of consumer spending, especially during the Christmas season. “That is more than $40 billion a year. That’s the fourth largest in the world after India, China and Mexico,” the economist said. He added more Filipinos or 800,000 could earn from business process outsourcing or BPO this year as the industry’s revenue could rise from $32.5 billion to $59 billion based on data from the Contact Center Association of the Philippines. Another growth area is tourism, which Ricafort said saw 4 million foreign visitors last month, nearing the 4.8 million full-year target of the government. He added higher productivity among Filipinos is also expected as the country’s unemployment rate declined to 4.4 percent in August from 4.8 percent in July, based on data from the Philippine Statistics Authority. Moving forward, Ricafort said the government must improve science and technology education for higher quality jobs and increase spending on infrastructure amid the full reopening of most economies. “We are now fully reopened. Students are also back in schools which encourages putting up food businesses. Labor market in the US also improved which will affect export trade,” he said. Ricafort added the government could continue distributing financial and other assistance to farmers to control inflation. He believed the inflation rate will approach 3 percent next year, close to the ideal 2 percent for healthier economic growth. Domestic aviation rebounds this year
The local aviation industry, which was badly hit by the global health crisis, is seen to achieve full recovery this year. This was according to the International Air Transport Association in a recent forum organized by the European Chamber of Commerce of the Philippines. During the Aviation Forum last week, Yuli Thompson, area manager for the IATA in Southeast Asia, said the Philippines and the rest of the Asia Pacific region’s aviation market is swiftly recovering and seeing a consistent rise in terms of growth in international and domestic travel. Thompson said passenger traffic trends for international flights in the Philippines were logged at 75 percent of 2019 levels as of June 2023. As for the Asia Pacific passenger forecast, Yuli maintained that domestic travel will fully recover in 2023, while international travel will occur sometime in 2026. Further, Asia Pacific will be seen to lead in traffic growth in the next 20 years. “However, overcoming current challenges riding on the current momentum, and meeting full recovery will require strong interventions from all players in the aviation sector,” he said. Infra investments For his part, Cebu Pacific Air chief executive officer Michael Szucs emphasized the need to invest in infrastructure, citing that “Philippine carriers will need to quadruple in size to cater to growing demand.” In her keynote speech, Secretary Grace Poe urged stakeholders to support necessary infrastructure investments, especially following the air system glitch incident earlier this year. The senator called for the acquisition of a new Communication, Navigation, and Surveillance/Air Traffic Management. Poe also recommended the hiring of a third-party maintenance provider for the CNS/ATM system. “It is my hope that the government, the private sector, and other stakeholders can work together and collaborate on air transport projects which will not only generate economic growth but also provide our people with excellent and affordable public services that can improve the quality of life for all,” she said. Also filed by Poe is Senate Bill 1121 which proposes the creation of a Philippine Transportation Safety Board. Under the directive of the current Marcos administration, Department of Transportation Undersecretary for Aviation and Airports Roberto Lim highlighted the government’s key priorities, including aviation safety and strengthening of learning institutions. Lim further noted the agency’s priority of strengthening the Civil Aviation Training Center and engaging with the private sector as close partners for Air Transport Skills Training and Development. “If we are able to train our air traffic controllers, we would not only meet our own requirements, but the requirements of other countries. We can develop this on an institutional basis,” said Lim. Open up the industry Kurt Edwards, director general of the International Business Aviation Council, also raised the fact that much could be gained “by opening the industry and making it more known to people.” In terms of managing safety risks, Captain Manuel Antonio Tamayo, director general of the Civil Aviation Authority of the Philippines, shared initiatives to advance safety capabilities in the aviation sector through the State Safety Program. The program employs a risk-based approach to regulations, capacity building and integration of a new organizational structure for monitoring and evaluation. Meanwhile, Transportation Secretary Jaime Bautista stressed that the DOTr’s goal to rehabilitate the Ninoy Aquino International Airport through a public-private partnership agreement, which he said, will present a “landmark opportunity for economic growth, improved infrastructure, and a world-class travel experience.” Added Bautista, “We are also developing regional airports, such as the unsolicited proposals for the operations and maintenance of the Bicol International Airport, Bohol-Panglao International Airport and Laguindingan Airport.” The post Domestic aviation rebounds this year appeared first on Daily Tribune......»»
Batanes still under Signal No. 2 as ‘Jenny’ moves over Phl Sea
The state weather bureau on Tuesday said Tropical Cyclone Wind Signal or TCWS No. 2 is still hoisted over Batanes as Typhoon Jenny moves north-northwestward over the Philippine Sea. In its latest weather bulletin, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration, said typhoon Jenny was last tracked 325 kilometers east northeast of Itbayat, Batanes. The weather disturbance maintained its strength, packing maximum sustained winds of 155 kilometers per hour near the center, and gustiness of up to 190 kph. Gale-force winds will prevail in Batanes. Meanwhile, strong winds will prevail in areas where TCWS No. 1 remains hoisted: Cagayan including Babuyan Islands, the northern and eastern portions of Isabela (Maconacon, Divilacan, Palanan, Santa Maria, San Pablo, Tumauini, Cabagan, Ilagan City, San Mariano, Santo Tomas, Dinapigue, Benito Soliven, Naguilian, Gamu, Quirino, Delfin Albano, Quezon, Mallig), Apayao, the northeastern portion of Abra (Tineg, Lacub, Malibcong), the northern portion of Kalinga (Balbalan, Pinukpuk, Rizal, City of Tabuk), and Ilocos Norte. Typhoon Jenny will continue to enhance the southwest monsoon, causing occasional rains over the western portions of Central and Southern Luzon, and the Visayas in the next three days. Gusty conditions due to the enhanced southwest monsoon continue to prevail in Aurora, Bataan, Bulacan, Metro Manila, Calabarzon, Bicol Region, and most of Mimaropa and Western Visayas. Rough to very rough seas are forecast over the coastal waters along the seaboards of Northern Luzon. PAGASA said moderate to rough seas will prevail over the coastal waters of northern Aurora due to the Typhoon. Mariners of motor bancas and similarly-sized vessels are advised to take precautionary measures while venturing to the sea. DTI pushes for AI research hub; P300-M for consumer protection programs
The Department of Trade and Industry is pushing for the establishment of the Center for Artificial Intelligence Research, however, it remains "unfunded” under the proposed 2024 National Expenditures Program. During the hearing of Senate Committee on Finance’s Subcommittee “M” on DTI’s proposed P7.909 billion budget for the fiscal year 2024 on Tuesday, Trade Secretary Alfredo Pascual emphasized the idea would help the country's Micro, Small, and Medium Enterprises to effectively adopt “artificial intelligence in their business operations. “This is a research [and development] center. The model is the AStar of Singapore…It’s industry-oriented, it's not academic research. It’s a way to help MSMEs to adopt AI in their operations,” Pascual said, citing that large companies in the country “can take of themselves” to implement AI solutions in their businesses. “But this SMES would need assistance and this is the center that could do that plus the continuing research in the impact of AI on employment which jobs will be affected,” he said. The issue of AI ethics will also be addressed through CAIR, he added. “We are working this out, actually with some business groups that can donate…In fact, we have been offered already a place,” the DTI chief said. Pascual explained that the CAIR has been included in the DTI’s plan for revitalizing Philippine industries under the Philippine Development Plan. Meanwhile, DTI’s Competitiveness and Innovation Group, Undersecretary Rafaelita Aldaba said the agency has been requesting funds, amounting to P200 million, for the CAIR since two years ago. Aldana did not give further details as to why the Department of Budget and Management disapproved their requests. Stressing the importance of the AI program, Senate President Pro Tempore Loren Legarda lamented there must be a reason why the CAIR did not get a budget. Legarda asked Aldaba to further provide details on CAIR as the latter noted the DTI doesn’t have enough space in their existing building, “It’s a physical center and its goal is for us to become an AI center of excellence in the region in the near future. It’s going to house our data scientists, researchers, engineers who will be conducting AI [research and development] to support the needs of the industries, including MSMEs, start-ups, large companies, and multi-nationals,” Aldaba said. The CAIR is also eyed to provide capacity building and training and workshops on AI, she added “so that new products and services could come out from the idea. However, Legarda said DTI should not wait for the physical CAIR to be set up before it starts building the capacity of Filipinos concerning AI, adding that developing a physical infrastructure may take at least two years. “And knowing government, that’s so slow. That means all the resources on AI will not ensue until the structure is done,” Legarda lamented. “What I’m saying is that while the infrastructure is not yet set up, we should continue with AI capacity buildings and research.” Senator Mark Villar, who presided over the budget hearing, backed Legarda’s position, noting that DTI should ensure that AI benefits the country. “Other countries are very concerned also about what AI might mean for the labor industry and what the implications are. I think it’s important that we learn how we can leverage it to help our industries,” he said. On the other hand, Pascual appealed to the Senate for an additional P300 million in funding to strengthen the DTI’s consumer protection programs. “We want to reorganize our consumer protection activity by centralizing it because you cannot expect a junior person running after hoarders or profiteers in an area where there are a lot of people of influence that are operating in the region,” he said. “So the plan that we have done, this planning, after the budget submission, is to centralize the consumer protection activity in the head office and have a quick response task force,” said Pascual. “That would require a funding of P300 million to strengthen our consumer protection activities," he added. Villar supported the DTI’s plan citing its significance amid the ongoing inflation being experienced in the country “It is very relevant that the DTI takes a stronger role in monitoring these hoarders and manipulators,” he said. DTI Assistant Secretary Jean Pacheco said the P300 million would fund an inter-DTI strike team to increase their enforcement activities, consumer education and advocacy, complaints handling, and procurement of equipment for the certification and testing of vapes, among others. At least P130 million of the total request will be utilized for the procurement of equipment for DTI’s certification and testing of vape products, which is in line with their implementation of the law regulating e-cigarettes.
